Guessing that there is something unusual
behind this story, Gotoh and Nagumo start their
investigation with the help of the mysterious
Arakawa. They are looking after Yukihito
Tsuge, an ex-SDF member that may be behind
the accident. As Matsui is also cooperating in
their researches, unusual scrambles happen
in the sky of Tokyo. The police and the SDF
are now clashing against each others. The riot
police is forced to intervene and Patlabors
to defend their position as the situation is
now reaching an alarming level. Waiting for
a political conclusion that can't obviously be
reached, Nagumo decides to reorganize the
Second Unit with Gotoh and the others after
having escaped from detention. The police
shouldn't be able to contain the desperate
situation anymore. But in this chaos, one can
wander in what name the city is fighting this
battle. The countdown to armed revolution
and panic on the streets of Tokyo begins now...
