Strategic Priority Objectives
The following amendments support símpliffing the development process for developments in the
downtown core.
Background
City Council adopted the Penticton Downtown Plan in July of 20'13. Since that time, staff have been
reviewing various bylaws and policies in the interest of implementing the Downtown Plan. One of the
polices of the Plan was to incentivize development in the downtown and remove barriers in the
development process. To do this, staff are proposing a minor change to the development permit area
guidelines for the two downtown development permit areas, the Downtown Commercial Development
Permit Area and the Downtown Enterprise Zone Development Permit Area. The change involves an
exemption to the DP process for projects that substantially meet the development permit area guidelines.
The benefit of having this exemption is to allow the City to process building permits without having the DP
requirement. lt will save time for people developing downtown, in particular smaller forms of development
and building additions and make the downtown a more desirable place to develop. ln addition, it will save
staff processing time. For those applications that do not show conformance to the Development Permit Area
guidelines, the project will still be required to go through the DP process and Council will make a decision
whether to issue the permit as is currently the process.

Analysis
Support
The local Governmenf Act gives City Council the ability to create Development Permit Areas to establish a
specified form and character for commercial, multi-family and industrial development, as well as for
environmental protection among other reasons. The City's OCP has established a number of development
permit areas in the city, including the Downtown Commercial Development Permit Area and the Downtown
Enterprise Zone Development Permit Area.
Section 919.1(4) of the Local Government Act gives Council broad discretion to create circumstances where
a development permit is not required. Current exemptions include development such as internal
renovations, minor façade improvements, small additions, etc. The proposed amendment would simply
increase the size of building additions that are exempt, as long as the development met the specified

development standards of the permit area guidelines at the time of building permit approval. The
important of retaining a high quality built form is still in place, by requiring the guidelines to be met.
Staff are proposing that the size of the buílding additions that are exempt be increased from 100m2 and 20o/o
of the existing floor area to 500 square meters and less than 40olo of the existing floor area. These proposed
changes will still allow for the guidelines to be followed for new development and larger addition projects,
but will keep with the spirit of the exemption - which is to allow for additions and renovations without a full
development permit review process being triggered.
Staff feel that the proposed changes to the development permit area exemptions will make investment in
already developed properties with within this area more attractive and less onerous. As such staff
recommend that Council give first reading to the bylaw and forward it to the May 20th, 2014 Public Hearing
for comment from the public.
Deny
Council may feel that the way that the current method that development permits are processed is adequate.
lf that is the case, then Council should not support the proposed bylaw amendment. Alternatively, Council
may wish to refer the proposed amendment back to staff with changes that Council feels are appropriate.

Background
The subject property (Attachment 'A') is designated by the City's Official Community plan as General
Commercial and is in an area of the City of mostly strip style vehicle oriented development. The property
was rezoned in 2012 to allow for a plaza style mixed-use commercial development, which was intended to
see retail and office uses in a two story plaza. The project never materialized and the property (Attachment
'B') has been in a vacant undeveloped state since the previous building on the site, a restaurant operating
under the Lees Fusion marketing name, was destroyed by fire in 2010. The owner of the property has been
approached by a development company who intends to purchase the property and develop a gas station
and convenience store for the Co-Op franchise and an associated drive-thru coffee shop operating under the
Tim Horton's Franchise. The current zoning on the property does not permit a gas station so the developer
with the endorsement of the current owner, has applied to rezone the property to accommodate the use.
The property is also in a development permit area and will require development permit approval prior to
application for a building permit. The development permit will be processed at the staff level if the rezoning
application is successful.
Proposal
The applicants are requesting that the subject property be rezoned from C6 (Mixed Use Commercial) to C8
(Vehicle Service Station).
Financial lmplications

Technical Review
Engineering and Public Works staff have reviewed the plans and do not recommend any conditions prior to
rezoning approval. During the previous rezoning process in 2012, a road dedication and consolidation plan
was processed. No further road dedication is required. Engineering staff have outlined a number of service
related issues that will need to be dealt with at the building permit stage of the project. These items include
removing and relocating some services as well as curb and gutter work. A detailed storm water
management plan, including oil water separators, will also have to be created. This is especially important
for gas station properties as the threat to ground water contamination is a concern. Plans showing
conformance to the BC Building Code will also need to be submitted at the time of building permit
application.
Again, all of these issues will be dealt with at the development permit and building permit stage of the
project if the rezoning application is successful. Staff have been working with the property owner on these
items and do not foresee any obstacles in meeting any City requirements.

Analysis
Support
The subject property is located in an area of Main Street with mostly vehicular oriented uses with drive thru
restaurants and strip style commercial development. The property is designated by the OCP as General
Commercial and is also located just outside of the Cherry Lane Urban Village. Because of its highly visible
nature, the OCP encourages the development of lands in this area to present an attractive visual impression.
While drive-thru restaurants and gas stations are not usually the most visually attractive land uses, with the
inclusion of decorative landscaping and appropriate positioning of buildings, an attractive visual impression
can be created. The plans submitted by the applicants show the building located towards the front of the
lot. The buildings proposed are to be constructed of a mixture of materials, including stucco, stone and
hardi-siding. ln the letter of support submitted by the applicant the architectural style is described as "a
classy, but fun, parlor look". ln addition decorative and a significant amount of landscaping is being
proposed.
The application meets the following objectives of the OCP:

Encourage infill and re-use of existing commercial locations rather than supporting greenfield
development.
Ensure that developments within the General Commercial designation provide for good traffic
circulations and entrance and exit points that do not conflict with adjoining traffic flows.
Provide screening and landscaping to mitigate the impact of uses on neighbouring properties or
roadways.
Undertake initiatives and road and sidewalk improvements that will encourage pedestrianization of
commercial areas.
Under the current zoning of the property, the developer could construct the Tim Horton's drive-thru and
convenience store as the already commercially zoned property allows for general retail and restaurant uses.
The main purpose of the zoning amendment application is to allow for the gas station use. While gas station
uses are not seen as desirable uses, they are nevertheless necessary and in staffs opinion, appropriate in this
location. The property is on the main north / south vehicle travel corridor in the City and an area where other
'like' uses are located. ln addition, the developer is proposing generous landscaping that will help mitigate
the perhaps negative impression that the gas station may have. Furthermore, during the development
permit stage of the project staff will be working with the developer in making some minor changes to the
gas canopy and signage to make the gas station feel less'highway strip'and more appropriately'urban' in
appearance.
Given the above, staff recommend support for the application and that Council give first reading to the
zoning amendment bylaw and send the application to the May 20, 2014 Public Hearing for comment from
the public.

Re:
2007 Main Street, Rezoning and Development Permit Application
The developer, Vy'indridge Properties Ltd is intending to purchase the property located ît20A7
Main Street, Penticton. The Developer is seeking to develop on the site a new Tim Horton's
restaurant with Drive-Through, plus a Federated Co-Op Convenience Store and Gas Bar. The
developer proposes to rezorre the property to C-8 to accommodate the intended uses of the site.
The property is about 35,000 sq ft in area and is located at the NW corner of Main Street and
Wanen Ave.
The Developer believes that the uses the development will bring to the property will be a
wonderful enhancement to the sight-lines and conveniences of Main Street in this sector of
Penticton. The current zoning allows for higher density use ofthe property but the¡e has been a
long term and continued lack of market interest and demand for these uses in this location. This
has been evidenced by several years ofa somewhat blighted appearance the site has been left in
since a local restaurant was destroyed by fire.Windridge has sourced two major brand occupants
for this location who will bring new vitalify to this comer.

Federated Co-Operatives is a very established and well honored brand from Regina. BC has
become a primary focus for Co-Op future growth and tåey are committed to spending several
millions of dollars in infiastructure and facilities in BC the next 10 years to establish their brand.
Co-Op has an extremely loyal following and they have identified Penticton as a place where they

product and sharing in corporate profits and success. The Co-Op building is more traditional
using components of brick. We have added elements of interest to the stately architecture with a
mix of brick, stucco and hardi siding. Their colors are slightly more conservative as they desire
to portray an image of dignified quality and sÍong service. As well, there is a fairly protracted
stretch of Main Street which has no gas bar convenience and Co-Op is excited to be bringing this
to this part of the community.
It was the developers intent to allow exterior elements from each occupants' corporate branding
to be incorporated into each premises and then, when bringing them together in one building,
there will be interest to the public eye by the contrasts both in the massing and the colors.
Thoughjoined as one building, we wanted to give the appearance oftwo separate buildings to
create more of a "village" effect and less of a "strip retail" effect. rüe believe the current
elevations achieve this effect very nicely.
There has been a high level of landscaping brought to this important comer. We instructed our
designer to give a solid green effect, around the entire perimeter of the property. The prime
comers have enhanced plantings. A well spaced and proportioned number oftrees have b€en
added to all streetscapes. Part ofthe intent is to shield the vehicles on the propefry fiom the
sidelway ærd the passing traffic. The drive-through areas have been given added screening
features such as omamental cedar fencing to enhance this result. The landscape designer has
carefully positioned walkways between the sunounding sidewalks and the storefronts have been
added to allow regular and handicap pedestrian safe access onto and offthe property.
Each massing component takes the top of parapets nicely over the roof line while adding logical
breaks for interest. From across, or fr:rther up or down Main Street, the building will command
the eye with a tall, colorful and varied appearance on this comer. As well, the parapets act as an
excellent visual shield fiom the roof-top equipment. Other aspects such as garbage compounds
have been tucked out ofsite. On the walls facing the streets, the architecture and features ofthe
storefronts will be repeated and there will be street level window glass enhancements which are
proposed to have subtle but brightly a¡rd contrasting colored vinyl messages which, while not
direct advertising, will provide subtle, colorful, references to the services provided on the site.
In conclusion, the developer is very happy with the design outcome and is most excited to bring
this convenient comer to Penticton.

I
would like to take this opportun¡ty to introduce you to Otter Farm & Home Co-operative.
We are a locally owned Canadian company that is owned and operated by our members, and have been
serving the lower mainland and Fraser Valley for over 92 years. We currently operate 6 gas bar
locations, with four new locations planned lor 2074. We have a bulk petroleum division to serve farmer,
commercial, and business needs; a feed division to serve member needs with feed products and
nutrition services, as well as a province wide presence in feed dealers; a food division that operates a
large retail centre in Aldergrove, a produce market and a stand-alone pharmacy in Abbotsford; and a
hardware division that sells family fashions and hardware in Aldergrove and Pitt Meadows. Our feed
division has customers throughout British Columbia, and we recently purchased and took over
operations of a second feed mill just South of Armstrong, BC.
Our members make up our board of directors, and these individuals have been providing direction for
our Co-op to meet all member's needs. This includes facility development, products available and
involvement in the communities we serve. We are proud to be part of the Co-op movement, and belong
to a large network of retail Co-op's all across Western Canada. Otter Co-op is also very dedicated to the
communities in which we serve, and one of our slogans is "A Community Builder". Otter Co-op donates
to hundreds of groups and charities in the communities in which we operate, and for the past 5 years
our donations exéeed SL20,000 a year. These include community group sponsorships, activities and
events throughout the community, and cash and product donations to service groups for their own
needs. Our focus has been on'youth, though our donation policy takes in all age groups. Our employees
are also very active in the community, and are encouraged to participate and volunteer, with Otter Coop covering a portion of their wages should they need to volunteer during working hours.
We are very excited to have an opportunity in Penticton for a gas bar and convenience store facility, in
conjunction with a Tim Horton's restaurant at the corner of Main Street and Warren Avenue.
We take pride in all of our facilities, and develop them to f¡t in w¡th the surrounding form and character
of the community. Although the safety of the public and our employees ranks highest on our list,
protection of the environment is also extremely important to our board members and employees. Our
standards and operating practices are second to none in the industry when it comes to protecting
people, assets, property and the environment. This includes daily reconciliations of fuel inventory,
electron¡c tank and pump monitoring that detects any small problems before they become major issues.
Monitoring wells are installed allaround the higher impact areas, complete with hydro-carbon vapour
sensors to ensure that leaks of any sort are identified immediately.

Our contingency plans include weekly, monthly and annual environmental audits and emergency
responses in all scenarios, from small spills on the pump apron, to fires or accidents on the property. We
would be very interested in sharing this plan with your Fire Marshall, as we have built good relationships
with the fire authorities in allof the communities we operate in.
lf development of th¡s facility is granted, we plan to operate well into the future, and have committed to
returning the property to the benchmark environmental condition as part of our lease, should we ever
vacate the property in the future.

Please find enclosed our submission to voice our opposition to the rezoning of the above property
We have attached copies of articles from Health Canada, the

to support our position.
As well as the obvious health hazards, we are also concerned about the constant noise from vehicle
engines, car doors, loud radios, and loud voices that would be heard from our property. Furthermore,
the lights from the property as well as vehicle head lights would shine into our home from dusk till
dawn. Even the thought of sleeping within metres of gas pumps is frightening.
ln addition to the noise and light, the increase in traffic would flow onto Roy Avenue. This is a residential
street and never intended for a through road.
Although this property has always had restaurants, they have been closed early enough to be
compatible with a neighborhood. Any late nights or drive thru would be unacceptable so close to our
home. Any business after 11:00 will only bring noise and crime into our area.
took the liberty to check with the City of Kelowna and they are opposed to ANY drive thru
restaurants. They are adamant about a green direction for the future for their community.

We are living in a day where the environment ¡s important as well as the promotion of healthier lifestyle
like biking and walking and getting out of cars. There are plenty of service stations and drive thru already
in existence. Anpthct service station in this area and anathet drive thru should not be the way of our
future. Our goal, just like Kelowna, should be to live as green and healthy as possible.
We hope you will carefully read the attached articles and that you will vote aga¡nst this development.
There have been several service stations closed within the last few years just in this area alone and they
don't leave a pretty footprint. There used to be a gas bar at Save On and when the tanker would come
and refuel we would close our door and windows. And that is a block away. How much worse will it be
exposed to toxic gas and exhaust right next door? We also hear the car doors and engines inside our
home from the Car Wash all day but they are closed at 11:00. Any business beside a neighborhood
should be closed early so that people can get rest.
We have a right to peaceful enjoyment of our property and this type of development in such close
proximity would be in opposítion to that.
Leadership looks to the future with a vision for a healthier way of life for everyone. Please follow the
philosophy that Kelowna has embraced and vote "NO" to any drive thru and "NO" to a service station.

When fuels are burned or combusted, a large number of chemicals are produced and emitted
into the air. In fact, fuel consumption contributes greatly to air pollution as well as greenhouse
gas emissions: in 2007, transpo*ation sector emissions represented about 27o/o of Canada's
total emissions inventory. Pollutants caused by fuel combustion include particulate matter,
nitrogen oxides, volatile organic compounds, benzene, metals and sulphur dioxide, among
others; many of these contribute to the creation of smog.
A large part of Canada's direct energy needs are met through the combustion of fuels such as
gasoline, oil and natural gas. We use fuels to power our transportation, fire our power plants and
heat our homes. Most petroleum-derived fuels, like gasoline or diesel, are a complex mixture of
substances known as hydrocarbons and can contain additional chemicals known as fuel additives,
Other fuels--promoted as alternatives to traditional fossil fuels--include propane, methanol and
biofuels. which are derived from a form of biological matter such as corn or canola oil.
The Government of Canada plays an active role in assessing the health risks associated with

Before combustion, gasoline is a highly volatile mixture of natural hydrocarbons and other
organic chemicals derived from crude petroleum. Manufacturers add more chemicals to gasoline
to improve the octane rating, increase combustion efficiency, and protect engine and exhaust
components. Gasoline typically contains more than 150 chemicals, with the exact content
depending on factors such as the geographic region, the season, the gasoline grade/octane
rating, the crude petroleum source and the producer.
Canadians are primarily exposed to minimal amounts of gasoline vapour when filling up the fuel
tank at gas stations. If we breathe in higher concentrations of gasoline vapour, however, we
could irritate our lungs or suffer from harmful neurological effects such as dizziness and
headaches. More serious effects include coma and respiratory arrest.

After combustion, the exact content of engine exhaust depends upon the formulation of the
gasoline being burned, the mechanical characteristics of the engine, the vehicle weight and
speed, the dríving characteristics of the vehicle operator and other factors.

Diesel
The combustíon of diesel fuel in vehicles contributes significantly to a¡r pollution. Diesel engine
emissions vary considerably depending of the type, age and condition of the engine, how it is
operated, and the fuel formulation. There is also a significant difference between the emissions
of on-road and non-road (locomotives, marine vessels, heavy-duty equipment, etc.) diesel
engines that can generally be attributed to the older technology used in non-road vehicles.
Diesel engine exhaust is a complex mixture of hundreds of chemicals in either gaseous or
pafticulate form. Diesel emissions include gases such as nitrogen oxides, carbon monoxide.
formaldehyde, acetaldehyde, benzene, polycyclic aromatic hydrocarbons and nitro-polycyclic
aromatic hydrocarbons. DÍesel exhaust particles have a carbon core that absorbs organic
compounds, nitrates, sulfates, metals and other trace elements.
Diesel engines are a major source of paûicle pollution: they create up to 100 times more
particles than gasoline-powered engines, the size of which range primarily from 0.01 to 1.0
micrometre (pm), making them small enough to be deposited in lung t¡ssue. Those less than 0.1
pm are known as ultraflne pafticles: these make up L-2Oo/o of the mass of diesel exhaust
particles and 50-90Yo of the total number of diesel exhaust particles. Ultrafine particles are able
to penetrate the lung and walls of blood vessels to enter the bloodstream and affect other
systems within the body, such as the cardiovascular system.
Current regulations require low-emission technology on all new diesel engines; yet older
("legacy") vehicles will continue to dominate the commercial truck fleet over the next two
decades. Ongoing research ls weighing the benefits against the costs of retrofitting legacy
diesel vehicles and the feasibilÍty of future government effofts to accelerate their adoption of
clean diesel

Despite all the modern health and safety guidelines they must follow, gas stations can still pose
significant hazards to neighbors, especially children. Some of the perils include ground-level
ozone caused in part by gasoline fumes, groundwater hazards from petroleum products leaking
into the ground, and exposure hazards from other chemicals that might be used at the station if
it's also a repair shop.
Ozone pollution is caused by a mixture of volatile organic compounds, some of which are found
in gasoline vapors, and others, like carbon monoxide, that come from car exhaust. Most gas
pumps today must have government-regulated vapor-recovery boots on their nozzles, which limit
the release of gas vapors while you're refueling your car. A similar system is used by the station
when a tanker arrives to refill the underground tanks. But if those boots aren't working properly,
the nearly odorless hydrocarbon fumes, which contain harmful chemicals like benzene, can be
released into the air.
Higher ozone levels can lead to respiratory problems and asthma, while benzene is a known
cancer-causing chemical, according to the National Institutes of Health (NIH). The quest to
reduce ozone levels has led the state of California to implement a more stringent vapor-recovely
law, effective April 1,2009, which requires that all gasoline pumps have a new, more effective
vapor-reco v ery nozzle.
Underground gasoline storage tanks can also be a problem. The U.S. Environmental Protection
Agency (EPA) estimates that there are some 660,000 of them from coast-to-coast. Many a
lawsuit has been filed against oil firms in communities across the country by people whose soil
and groundwater were fouled by a gas station's leaking underground storage tank. In the past,
most tanks were made of uncoated steel, which will rust over time. Also, pipes leading to the
tanks can be accidentally ruptured.

When thousands of gallons of gasoline enter the soil, chemicals travel to groundwater, which the
EPA says is the source of drinking water for nearly half the U.S. If buying a home, consider its
potential loss in value if a nearby underground storage tank were to leak. Gasoline additives such
as methyl tertiary-butyl ether (MTBE), which has been outlawed in some states, make the water
undrinkable-and that is only one of 150 chemicals in gasoline. Repeated high exposure to
gasoline, whether in liquid or vapor form, can cause lung, brain and kidney damage, according to
the NIH's National Library of Medicine.
Spilled or vaporized gasoline is not the only chemical hazard if the station is also a repair shop.
Mechanics use solvents, antifreeze and lead products, and may work on vehicles that have
asbestos in brakes or clutches. Auto refinishers and paint shops use even more potentially
harmful chemicals.
In today's car-centric world, we can't escape exposure completely, because these chemicals are
in our air just about everywhere. But by choosing where we live, keeping an eye out for spills,
and pressuring the oil companies to do the right thing for the communities they occupy, we can
minimize our exposures.

Living near apetrol station can be a health hazard, researchers warn.
They say the air in the immediate vicinity of garages is often polluted with airbome particles
from evaporated fuel and therefore harmful to local residents.
Scientists from the University of Murcia in Spain studied the effects of contamination at petrol
stations.
Dangerous airborne organic compounds can travel as far as l00m from petrol stations
They found dangerous airborne pollutants from garages could contaminate buildings as far as

The scientists said a'minimum'distance of 50 metres should therefore be maintained between
petrol stations and housing, and 100 metes for'especially vulnerable'facilities such as hospitals,
health centres, schools and old people's homes.
Study co author Marta Doval, said: 'Some airbome organic compounds - such as benzene, which
increases the risk ofcancer - have been recorded at petrol stations at levels above the average
levels for urban areas where trafflrc is the primary source of emission.'
The study, published in the Journal of Environmental Managemsnt, shows the air at petrol
stations and in their immediate surroundings is especially affected by emissions stemming from
evaporated vehicle fuels. This includes r¡nbumt fuel &om fuel loading and unloading operations,
refuelling and liquid spillages.
The research team measured the levels of Typical traffic'pollutants in different parts of the urban
area of Murcia. They then calculated the quotients for the levels of an aromatic compound
(benzene) and a hydrocarbon (n-hexane) at three Murcia petrol stations - near the petrol pumps
and surrounding ar€as - to find the distance at which the service stations stop having an impact.
In the three cases studied a maximum distances of influence of close to 100 metres was found
although the average distance of contamination was around 50 metres.
But the distances depend on the number of petrol pumps, the amount of fuel drawn from them,
traffic intensity, the structure of the surroundings, and weather conditions

Gas stations have become an icon of Americana. [n the early days of the American automobile, drivers
bought gasoline at local pharmacies. As car ownership increased, a new market opened up for stations
that catered to motorists and the first self-service gas station in the United States opened in 1958 in
Omaha, Nebraska. Since then, gas stations have become ubiquitous, more common than grocery stores in
urban and suburban settings.They are as numerous as package stores in sotne states, because many of
them are both gas station and package store.

of I-2û; and there are five gas stations on Moreland, between I-20 and Custer Avenue, to the south of I20. The distance between Custer and Wylie is about 2.5 miles, so there are approximately 3.2 gas stations
per mile along this portion of Moreland. Do we really need more than eight gas stations within 2.5 miles
on Moreland.
According to census data, there are 161,768 gas stations in the United States, and Georgia is home to
4,695 of them. America leads the world in the rate of passenger vehiole ownership per capit4 at about
800 per 1,000. With this many c¿rs on the roads, gasoline is in high demand - the U.S. consumes half of
the world's gasoline. Driving is a central part of the American way of life, so it is certain that gas stations
will continue to be a part of our landscape. However, it is also becoming increasingly clear that gas
stations are not good neighbors in residential neighborhoods, and that identifuing a suitable location for
one should be done very carefully. tù/hen thinking about the benehts that a gas station might provide to a
neighborhood, it is also important to consider the negative impact that it rnay have on your health, the
health of your fanúly, and the health of the community that it miglrt serve.
In December 2010, Spanish researchers at the University of Murcia released a study on the effects of air
contamination from gas stations. This study found increased levels of airborne chemicals within 150 feet
of gas stations due to the evaporation of gasoline during the filling process. The greater the number of
pumps at the gas station, the larger the area of contamination was found to be, extending up to 300 feet
from the station. Perhaps the most harmful of these chemicals is Benzene. Benzene is a known carcinogen
that has been shown to affect the central nervous system, respiratory track, and the immune system. After
prolonged exposure, it has also been shown to cause brain damage, anemia, and leukemia. Toluene is
another chemical that is found in gasoline vapors; and it is associated with cardiac arrthymias, liver and
kidney failure, and developmental problems in fetuses.
In addition to potentially affecting your health, a nearby gas station may also affect your quality of life.
Most gas stations are designed at a scale to accommodate large numbers of automobiles and tractor
trailers, while low density residential structures and traditional neighborhood commercial centers are
designed for a different scale - that of the individual resident.
Gas stations are often set back from the street with the pumps in front of a one-story building. To provide
high visibility to passing motorists and fend off would-be armed robbers, gas stations are very well lit.
This can cause light pollution to the surrounding area and can be a particular nuisance if the station
continues to operate late into the night or 24 hours a day, as many stations choose to do.

air is dangerous to breathe. So a growing number of cities and
communities worldwide are striving to better meet the needs of their
residents - in particular children and the elderly."
ln April 2014, WHO issued new information estimating that outdoor air
pollution was responsible for the deaths of some 3.7 million people under
the age of 60 in 2012.The Organization also emphasised that indoor and
outdoor air pollution combined are among the largest risks to health
worldwide.
There are many components of air pollution, both gaseous and solid. But
high concentrations of small and fine particulate pollution is particularly
associated with high numbers of deaths from heart disease and stroke,
as well as respiratory illnesses and cancers. Measurement of fine
particulate matter of 2.5 micrometers or less in diameter (PM2.5) is
considered to be the best indicator of the level of health risks from air
pollution.
ln high-income countries, 816 cities reported on PM2.5 levels with
another 544 cities reporting on PM'10, from which estimates of PM2.5
can be derived. ln low- and middle-income countries, however, annual
mean PM2.5 measurements could be accessed in only 70 cities; another
512 cities reported on PM10 measurements.
Measures to clean air
"We can win the fight against air pollution and reduce the number of
people suffering from respiratory and heart disease, as well as lung
cancer," said Dr Maria Neira, WHO Director for Public Health,
Environmentaland Social Determinants of Health. "Effective policies and
strategies are well understood, but they need to be implemented at
sufficient scale. Cities such as Copenhagen and Bogotà, for example,
have improved air quality by promoting 'active transport' and prioritizing
dedicated networks of urban public transport, walking and cycling."
The report notes that individual cities can take local action to improve air
quality and thus go against regional trends. And good air qualíty can go
hand in hand with economic development, as indicated by some major
cities in Latin America which meet, or approach, the WHO air quality
guidelines.
"We cannot buy clean air in a bottle, but cities can adopt measures that
will clean the air and save the lives of their people," said Dr Carlos Dora,
Coordinator, lnterventions for Healthy Environments, WHO Department
of Public Health, Environmental and Social Determinants of Health.
Measures include ensuring that houses are energy effícient, that urban
development is compact and well served by public transport routes, that
street design is appealing and safe for pedestrians and cyclists, and
waste is well managed. Such activities not only clean the air but can also
