The Borough’s new Mayor
Brentwood’s Mayor for the year is Margaret Brehaut,
who has been a councillor in Shenfield, where she lives,
for the past six years
M A R G A R E T
BREHAUT has been a
member of the Cultural
and Housing & Health
Panels on the Council
over the past year, as
well as fulfilling the role
of Deputy Mayor. Her
particular interests are
local health matters, education and youth.
As a registered general
nurse and registered
nursing tutor, Margaret is
now a partner in a first
aid and care training
business, and a member
of PPI (Public and
Patients
Involvement
which superceded CHC),
and of the Chamber of
Commerce’s Executive.
She is a governor at
Willowbrook Primary
School and the Mid
Essex
Community
College, and an active
member of the Methodist
church.
But guiding is her real
passion and Margaret is
Vice President of the
Essex Guide Association
and has been a member
of the Trefoil Guild for
the past twenty years.
“Once a guide, always a
guide” they say and
Margaret has never left
since first becoming a
Brownie at the age of 7
in Scotland. Both she
and her two daughters
are Queen’s Guides.
Guernsey
The unusual name of
Brehaut originates from
Guernsey, which is
where Margaret comes
from. Evacuated at the
age of 5, with her sister
who was just a couple of
years
older,
to
Cambuslang,
near
Glasgow, it was five
years before Margaret
saw her parents again.
There was no direct contact either, just the occasional twenty-five word
letter allowed through
via the Red Cross. And
with the family home
occupied
by
the
Germans there was virtually no home to go back
to.
Margaret
left
Guernsey for the second
time when she was 17 to
train
in nursing at
Moorfields and The
Middlesex hospitals in
London.
Now a widow, Margaret
had known her husband
Brian,
also
from
Guernsey, since she was
12, but it wasn’t until
they met again at a
cousin’s wedding Margaret was bridesmaid and Brian was an
usher - that they realised
their feelings for each
other. Six days later they
were engaged. A life of
travel to exotic places
followed their marriage.
First stop was Ghana
where Brian taught
French to students, one
of whom was Kofi
Annan, now Secretary
General to the UN, and
Margaret took on the
running of the school
dispensary. Their first
daughter, Heather, who

Audit Commission praises Council
CPA rating is good
BRENTWOOD BOROUGH Council is rated 'good', just
one rung off the top of the ladder which is ‘excellent’,
according to a major report from the Audit Commission.
Brentwood
Borough
Council was among a
number of authorities
inspected in Essex as
part of the comprehensive performance assessment (CPA) of district
councils which rates
each as excellent, good,
fair, weak or poor.
This is the first time
that people have had a
single overall assessment of their council.
The inspectors found
that the way Brentwood
Council is run and the
delivery of its services is
good. Overall public satisfaction
with
the
Council and most of its
services is high. The
Council is working hard
with its partners to
ensure that Brentwood

Backdating of Housing Benefit and Council Tax Benefit
What is backdating?
Backdating is when a claim for
Housing Benefit and/or Council Tax
Benefit is assessed from a date earlier
than the claim form was received. This
is because the claimant has shown
‘good cause’ as required by current
benefit regulations. The local authority
is obliged to backdate a claim for benefit where the claimant has shown good
cause.
What is the law on backdating?
Current benefit regulations clearly stipulate that a local authority must backdate a claim for Housing Benefit and/or
Council Tax Benefit where the
claimant has shown good cause for not
claiming benefit sooner.
The Housing Benefit (General)
Regulations 1987, Reg 72(15)
The Council Tax Benefit (General)
Regulations 1992, Reg 62(16)
How do I apply for my benefit
to be backdated?
Part 17 of the Housing Benefit and
Council Tax Benefit claim form should
be completed by claimants who would
like the Council to consider backdating
their Housing Benefit and/or Council
Tax Benefit.
Claimants can also request backdating
by writing in to the Council explaining
why they believe they have shown
good cause for not claiming benefit
sooner.
What happens next?
Your request for your benefit to be
backdated will be considered. In particular the benefit assessors will decide if you
have shown good cause for not claiming
benefit sooner.
What if my backdating request is
successful?
If the benefit assessors decide that you
have shown good cause for your benefit
claim to be backdated you will be advised
of this decision. Revised benefit notification letters will also be sent to you. The
benefit notifications will advise you of
your new benefit entitlement and inform
you of the period your benefit has been
backdated for.
What if my backdating request is
refused?
If the benefit assessors decide that you
have failed to show good cause as
required by current benefit regulations
then you will be advised of this decision.
The letter will advise you that you have
the right to ask for an explanation, to
request that this decision be reconsidered,
or appeal against this decision within one
calendar month of the date of the decision
letter - not the date you receive this letter.
An explanation is normally contained in
the benefit notifications, which are sent.
However, a specific explanation can be
requested.
If you request that the decision notified to
you be reconsidered, your specific circumstances and details will be looked at
again by an independent benefit officer.
If you appeal against a decision a submission will be forwarded to the Appeals
Service and a copy will also be sent to
you. The independent tribunal adminis-
tered by the Appeals Service, who will
contact you about this, will then hear your
appeal.
It should be remembered that requesting
backdating can be avoided if claim forms
are submitted on time and fully completed.
It is accepted that there are instances
where a claimant may submit a claim form
late, although they may be entitled to benefit from an earlier date if they are able to
show good cause.
What are examples of ‘good
cause’?
Examples where claimants may have
good cause are:
! If the claimant was ill and had no one to
make the claim on his or her behalf.
! If the claimant could not reasonably
have been expected to know his or her
rights due to changes in the law.
! If the claimant did not understand that
he or she could claim perhaps because of
age, inexperience, language difficulties, or
some other reason.
! If the claimant was wrongly advised that
he or she was not entitled to Housing
Benefit and/or Council Tax Benefit.
Are there any time limits on
backdating?
In accordance with current benefit regulations on backdating a benefit claim,
Housing Benefit and Council Tax Benefit
cannot be backdated more than 52 weeks
before the date on which the authority
received the claimant's written request for
backdating.

to Cameroon where
Margaret ran a school of
nursing at a local hospital. They spent three
“hugely enjoyable and
rewarding years” there
before coming back to
the UK permanently, first
to Rocester in Derbyshire
“The children had never
seen a coal fire, or snow,
until then”, Margaret
remembers, and then
finally to Essex.
The children went to St
Thomas Primary School
and then one each to
Hedley Walter, Brentwood
School, and the Ursuline.
Committed
Today with five grandchildren to enjoy, a business and a wide variety
of voluntary and community work, Margaret
Brehaut is as busy as
ever. She is determined
place in which to live, work and
relax. Its finances are well managed
and it is performing strongly against
its environmental, leisure, planning
and community safety objectives.
The assessment did however find
some room for improvement; in its
benefit service and tenant participation, and a need to fully engage with
its ethnic communities and disaffected youth.
The Council already has an improvement plan in place which will result
in even better services for the people
of Brentwood.

Council, challenged by a peer group
from another council, and an on-site
visit from a team of inspectors.

members and staff give to providing
services to the people of Brentwood.
We are very pleased with this
result.”

Behaviour Coordinator who will liaise
with local residents and the business
community, the Police and other agencies

has appointed an antisocial behaviour coordinator.
Tracey Newton, who
started in the post at the
end of June on a twoyear contract, is excited
about her new role.
Tracey has been working
as a housing officer for
the past nine years and
has experience in dealing
with difficult issues.
“I love the interaction
with people,” she told us.
“It doesn’t have to be
negative. I see my role as
proactive, getting out

Mums-to-be keep active
‘MUMS-TO-be’ who would love to keep active
while pregnant but find the usual aerobics and
workout classes a bit too much could find the
answer at the Brentwood Centre.
The Brentwood Centre is expanding its holistic
timetable to include antenatal yoga.
The 12 week course starts in September, with classes
on Sundays, 11.30am-12.45pm. Places are limited so
booking and payment in advance is necessary.
The classes are taught at a gentle pace, ideally suited
for mums-to-be.

FIT AT SCHOOL
AS CONCERN about
increasing obesity levels
and inactivity grows, the
NHS is supporting a
huge national fitness
campaign this summer,
Commit to Get Fit.
The campaign aims to
encourage up to 100,000
people to make regular
activity a part of their
lives.
Brentwood residents will
have the opportunity to
Commit to Get Fit this
summer at Brentwood
School Sports Centre,
when the club opens its
doors and invites the
public to take free walking fitness assessments.
The Rockport Walking
Fitness Assessment is a
simple one mile walking
test that can be completed on a treadmill. The
test provides a result
whatever pace people
walk, so it is ideal for
those new to exercise or
those who haven’t been
physically active for
some time.
Professional
fitness
instructors will be on
hand to administer the
test which is a well
respected measurement
of cardiovascular fitness.

Local band in concert with the Queen’s own

British Legion Youth
Band Brentwood is to
perform in concert
with The Band Of The
Blues and Royals at the
Brentwood Centre on
Sunday 17th October.
The concert promises to
be an evening of great
music and spectacle
from one of the country's
premier youth bands and
the
world
famous
Queen's military band,
and will mark the official
launch of the Royal
British Legion's 2004
Poppy Appeal for Essex.
Very exciting

said, "To have the opportunity to rehearse and
perform with a world
class ensemble of professional musicians and to
be involved in something
as auspicious as the
Essex County launch for
the 2004 Poppy Appeal
are both very exciting for
the band, but to be doing
both at the same time
will be an experience I'm
sure the young musicians
of the band will never
forget."

Legion Youth Band has
been invited for a day’s
training and a tour of
Hyde Park barracks in
Knightsbridge where the
Blues and Royals are
based. The Youth Band
will play host to members of the Blues and
Royals
attending
rehearsals at their new
headquarters in Warley.
Greg Timson, one of
Brentwood's
musical
instructors said, "It is
indeed a high accolade
that the Blues and
Royals
were
so
impressed with the
band's standard when we
played at an event last
year that they contacted
us, first to offer a night of
training and now to
organise the forthcoming
concert. We are especially proud as a large percentage of the youth
band’s members receive
all their musical tuition
from the team of voluntary instructors".

Due to a recent influx of
'raw recruits' the band’s
books are temporarily
closed to new members,
however there is always
room within the band for
new young brass and
woodwind players of a
Grade 3 standard or
above.

The concert is just one of

projects the band are currently working towards,

New year for the Council
The Council’s Annual Meeting, which took place in June, sets out the Council’s
working structure for the coming year. A new Mayor and Deputy Mayor were
elected, committees appointed and the calendar of meetings decided

The previous three executive panels have been
reduced to two: the Community Panel and the
Environment Panel.
The Panels will open certain of their meetings
for public discusssion to replace Pensioners’
Forum and the Borough Forum. Matters from the
former Community Safety Panel will now be
dealt with by the Crime and Disorder Reduction
Partnership, and the role of the Bus Working
Group will be taken on by the Brentwood Local
Strategic Partnership.
Only the Policy Board, and Full Council where
necessary, will decide policy. The panels and
committees will implement that policy.
Meetings will start at 7pm and aim to end at
9pm.
Members’
allowances reduced
BRENTWOOD’S COUNCILLORS
have reduced their allowances bill.
Despite the independent remuneration
panel’s recommendations, Brentwood councillors have decided to reduce the total bill
by £17,500.
The decision was made at the Annual
Council meeting. Chairmen of panels/committees, the leader and deputy leader of the
Council, and the leader of the main opposition group have all taken reductions in their
allowances.
The basic councillor allowance of £6,240,
remains the same, and vice-chairmen of
committees get a payment of £1,000 for the
first time.
Chairmen now receive £5,500, leader of the
Council £11,740, deputy leader £8,620,
leader of the main opposition group £5,500,
and leader of the minority opposition group
£2,080.

Mayor raises nearly £13,000 for charities
ONE OF the retiring
Mayor’s final duties,
and a particularly
rewarding one, is to
hand over cheques to
her chosen charities.
Mayor Shirley Howe
raised a magnificent
£12,745 during her
year of office. This
was
achieved
through a variety of
ways including coffee mornings, a quiz
night, a race night, a
charity dinner and
dance, Cycle Races,
Fun Run, Bupa Hartswood/Brentwood Centre
Fitness for Health launch, the Mayor’s
Christmas Cards, a parachute jump and private
donations.
The retiring Mayor was delighted to hand over
two cheques of £6,312 each to SNAP (Special
Needs and Parents) and Brentwood Victim
Support. £120 had aready been distributed.

Meet Your Councillors
rentwood Borough is divided into fifteen wards, eight of
which have three elected councillors representing them on
Brentwood Borough Council, six wards have two councillors, and the least populated ward has one councillor. Elections are
held each year, usually on the first Thursday in May, for a third of
the seats. This year they were held in June to coincide with the
European Parliamentary Elections. In the fourth year no Borough
Council elections take place because of the County Council elections.

their own ward and are directly accountable to the residents of that ward. Every

to whom they can turn for help.

Facelift for
Crazy Golf
Course
THE CRAZY golf course in
King George’s Playing Fields
has had a £14,000 facelift.
The refurbishment, the first for
the course since it opened in
1994, includes a new surface for
all 18 holes. Traps and bunkers
have been repainted and damage
repaired, mats have been
replaced where necessary and
metal cups now replace the old
plastic ones.
People are going crazy for the

even more enjoyable and attractive and a game costs only £2.30
adults, £1.20 senior citizens and
children under 17. There is a

THE READING Rollercoaster is a national summer
reading activity for children and young people, running in all Essex libraries and mobile libraries from
Monday 19th July to Thursday 31st August.
It’s all about reading and enjoying books, and collecting
stickers. Children choose books to take home and read,
and when they return them staff will ask them about the
books. There is also a folder for them to put their stickers in and six sets of stickers to collect. Each child who
joins will be awarded a certificate, children who read six
books will also receive a medal.
Love it or hate it, review it and rate it!
Children of any age can join the Reading Rollercoaster
but older children may like to take part in Hit, Miss or
Maybe. Simply review items that have been borrowed
from the library. Write three reviews and receive a free
CD or spoken word loan, review six and receive a free

Kaleidoscope of Choral Music to While Away a Summer

Learning for Pleasure offers a variety of

Italy; People and Landscapes in Poetry and Wine

The Tudor Church
in the Park
All Saints Church is built
entirely of Tudor brick and
stands in magnificent isolation
with views of the Thames, and a
church has been present on the site
since the 12th century. However years of
decay, theft and vandalism followed until the All Saints Society and the
Churches Conservation Trust rescued the church in the 1970s.
Maintenance of the churchyard has been a recent project for the
society. In order to raise funds for the continued upkeep of the church,

Recycling figures hit all time high
collection staff who are working
and it’s all down to you plus
like mad to keep up with it all!
BRENTWOOD’S RECYCLING figures will go through the roof if
trends continue. We are already on an all time high, collecting at
least twice as much this year as last.
A massive 30 to 40 tonnes of garden
waste and paper is being collected
every day. That’s in addition to the
usual 12 to 15 tonnes of general
household waste.
Spare a thought for the guys who collect it. They are working up to 10
hours a day and are doing a grand
job. Give them a wave next time they
rush past!
All the garden waste goes to Pitsea
where it is turned in to compost,
instead of ending up in a landfill site.
Don't forget that you can buy this
compost from the two civic amenity
sites in the Borough.
With your help we have so far diverted over 700 tonnes of waste paper
this year from landfill. All the paper
goes off to a paper mill in Kent where
it is recycled back into newsprint,
saving valuable energy and
resources.
A very big thank you to all those of
you who are participating in these
schemes. You are helping to make
Brentwood and Essex a clean and
green place to live.

Councils from across
Essex have combined
forces with Essex Police
and The Environment
Agency to sign a 'Joint
Statement of Intent' to
stop illegal dumping of
waste in the county.
Abandoned and untaxed
vehicles,
littering,
dumped fridges, washing
machines and sofas will
be targeted in the campaign. It aims to educate
people on ways to legally and safely dispose of
waste, as well as promoting a zero tolerance
approach to offenders.
Essex schools will be
encouraged to promote
anti-littering to children,
and activities to support
the campaign will take
place across the county.
Members of the public
are being encouraged to
be vigilant and report
any fly-tipping to their
council.
Fly-tipping affects the
countryside and wildlife,
as well as spoiling the
environment for the people of Essex.
Working in partnership
with the other Essex
councils, Police and the
Environment Agency
will make sure that
offenders get dealt with
in the correct manner.
The practice of illegally
depositing waste onto
land is recognised as
being socially unacceptable within the AntiSocial Behaviour Act
2003, and is punishable by
a range of penalties including jail. The full range of
legislation and enforcement tools available will
be used to make sure
offenders are prosecuted.

Heritage Open Days
Heritage Open Days are an important part of the Brentwood
heritage calendar. Each year, interesting properties around
the Borough, open their doors to visitors, for free.
10th to 13th September
Organised nationally by The Civic Trust, the aim is to celebrate England’s
architecture, heritage and culture by allowing the public free access to
interesting properties that are either not normally open to the public or would
usually charge an entrance fee. The range of properties is vast and includes
contemporary design classics, private homes, castles, military sites and local
landmarks across the country. For further information about Heritage Open

Silver Anniversary for Town Twinning
THE BRENTWOODLandkreis
Roth
Twinning Association
celebrates a special
birthday this year.
It is 25 years ago that the
Chairman of the then
Brentwood
District
Council and the Landrat
of Landkreis Roth signed
the Twinning Contract
in the Rathaus at
Wendelstein. Since then
many visits have taken
place. Hundreds of
Germans from this
region of Bavaria have
visited Brentwood and
people from Brentwood
have visited Roth and the
surrounding towns and
villages. They found that
Germans have a sense of
humour only a little different to our English wit.
Over the years many
friendships have been
formed and friends not
only see each other on
exchange visits, they are
invited to private family
occasions such as, weddings, christenings and
the like.
The main function of the
Twinning Association is
to promote exchange visits between the two
areas, with particular
emphasis on youth and
cultural exchanges.

The sun shone as the Silver Anniversary visit kicked off!
Over 50 people from
Landkreis Roth arrived
in Brentwood on 24th
June for a six day visit.
The Twinning organisation here had put an
interesting programme
together. The guests
went to Leeds Castle,
Docklands in London,
Cambridge and Ely.
The Howard Wallace
Chorale gave a special
cabaret performance of
songs from the musicals
and there was a barn
dance, which is a special
favourite
of
the
Germans.
There was laughter and
lots of exchanges of
memories with friends
visiting friends and new
friendships formed. And
all of this happened in
the midst of the
European
Football
Championship - it is
always exciting when
England and Germany
play!
Brentwood's partnership
with
a
German
Landkreis has led to a
spirit of friendship
between the two peoples
and everyone was looking forward to celebrating
this
Silver
Anniversary.

On 12th May before
Grays Magistrates Court
Mr Neil Ryan was found
guilty of failing to comply with an Enforcement
Notice concerning the
use of Hutton Garden
Centre, North Drive, for
the storage of various
items not consistent
within the permitted use
as a garden centre.
Mr Ryan was fined
£10,000 and ordered to
pay £414 towards the
costs of prosecution.
Benefit Overpayment
On 2nd June before Grays
Magistrates Court Mr
Alan Pinner was found
guilty of failing to notify a
change of circumstances
affecting his benefit, having commenced employment without notifying
the Council.
Taking into account the
overpayment made, and
Mr Pinner’s circumstances, and following a
recommendation from
the Probation Service,
Mr Pinner was conditionally discharged for
two years and ordered to
contribute £50 towards
the costs of prosecution.
Breach of Byelaws
On 2nd June before Grays
Magistrates Court Dalmar
Ltd and Kevin Harrington
were both found guilty of
a total of 20 offences each
for failing to provide
information and breach of
byelaws.
There were eight summonses relating to the
unlawful signs on various vehicles against each
defendant as well as
twelve summonses relating to failing to provide
details of vehicles and
establishing control of
those vehicles.
Dalmar Ltd and Kevin
Harrington were each
fined a total of £1,600
with both parties ordered
to pay £2,625 towards
the costs of prosecution
(£5,250 costs in total).

Something old and
something new in
garden design
BRENTWOOD GARDEN designer Janette
Lazell, of Design in
Green, entered a garden with a difference
into
this
year’s
Hampton Court Palace
Flower Show.
Based at her home in
Great Warley, Janette
designed her garden
using a combination of
new and recycled materials. Complementing the
Royal
Horticultural
Society’s 200th anniversary theme of recycling,
glass, wood, metal and
organic matter were all
recycled to create the
small garden entitled
‘Nature’s Palette’.
Peacock
feathers
inspired the design and
colour of this garden
which incorporated lilac,
blue, green, bronze and
gold in the planting and
materials.
Stainless steel
A stainless steel ‘wall of
water’, treated to shine
as blue, green and mauve
colours, created a backdrop for the garden. A
driftwood bench sat
before a small pool from
which wooden boards
radiated outwards to create the shape of a peacock feather. Natural
materials prevailed such
as shell mulch, bark
mulch and willow fencing, alongside man-made
materials such as steel,
metal plant supporters,
and blue/green and
blue/purple glass tiles
and paviours. Concealed
behind willow screens a
water butt and a compost
bin complete the recycling theme.
Planting included a mixture of grasses, topiary,
delphiniums, violas and
verbena bonariensis.
New and old
Janette says she “used to
the glass, metal, wood
and plants in new and old
forms to encourage people to view things in a
different light and look at
things more closely,
using colours selected by
nature, combining traditional and contemporary
features with simple and
complex plant forms to
create an interesting and
enjoyable space.”

MAKE SURE you employ professionals
rather than cowboys to cut back trees.
Anyone can call themselves a tree surgeon
and offer a service. If tree work is not carried
out properly it can lead to injury to people,
damage to property, or irrevocable damage
to trees.
Residents who employ workmen who are
‘just passing by and noticed your tree needs
a prune’ should be wary as the chances are
that he is not a bona fide tree surgeon.
Residents should ask the name of the firm, a
phone number (not a mobile) and a contactable address so that if they do employ
him and something goes wrong they can
contact him.
Those thinking of carrying out work to a tree
should use a qualified
tree surgeon who will be
able to advise on how
best to carry out the work
needed. This will help to
minimise extra costs,
inconvenience and prevent further damage or
problems with the tree.

received they should

June, the Council set
about raising awareness of how easily
germs can be spread.
Environmental Health
Officers
invited
Brentwood Centre users
to cover their hands with
a special cream which
glows under UV light
and simulates germs on
hands. They were asked
to wash their hands and
hold them under the UV
light to see how much of
the cream would be
removed by washing
their hands in their usual
fashion, and then how
much more thoroughly
they needed to clean
their hands to completely
remove the cream.
Advice was offered on
cross-contamination
issues including: how easily germs can be spread by
hands and utensils onto
other foods and around
the home; the importance
of thorough cleaning and
then cleaning as you go;
avoidance of cross-contamination
between
cooked/ready to eat foods
and raw foods; and the
importance of keeping

AN ESTIMATED 10,000 people
enjoyed the Strawberry Fair on
Shenfield Common.
The annual event was bigger
and better than ever and with
excellent weather on the day,
crowds of people enjoyed the
occasion. The family-oriented
day proved to have something
for everybody with vintage cars,
stalls, teddy bears picnic, stage
entertainment and donkey
rides.

THE YOUTH Justice Board
has just written to the
Council to inform it of the
cancellation
of
the
Brentwood Secure Training
Centre project which they
had planned to build on the
St Charles site.
The Council is delighted with
the news. Residents, members and officers of the
Council had united to fight
the Home Office decision to
build a secure unit for young
offenders in the middle of the
town.
The Youth Justice Board said
the project “did not present
an affordable, value for
money solution when compared to the alternatives. We
have therefore decided to
cancel the project.”
The land now reverts back to
the Home Office and the
Council is seeking an urgent
meeting to discover what it
proposes to do with the land.
