LINDAUER SEARCHES MOFFIT CANCER CENTER BACKGROUNDER ⏐ 1 Client Overview MOFFITT CANCER CENTER Mission: To contribute to the prevention and cure of cancer. Ranked #16, Cancer Moffitt Cancer Center is a not-for-profit institution with a vision to transform cancer care through service, science and partnership. H. Lee Moffitt Cancer Center & Research Institute (Moffitt Cancer Center) opened its doors on October 27, 1986, on the Tampa campus of the University of South Florida. With cancer as a major public health threat in Florida, Moffitt has one priority – fighting cancer through patient care, education and research. Funding for construction of the initial $70-million facility came primarily from the state's cigarette tax, while the momentum to create the Cancer Center came from a cadre of legislators, physicians, educators and business leaders who envisioned a new dimension of cancer care and research in Florida. In 1999, Moffitt developed the Affiliate Network Program, a professional partnership involving strategic affiliations with community physicians and health care facilities throughout Florida and beyond. With a mandate from the state to reach the citizens of Florida, Moffitt works with its partners to offer clinical expertise and research trials found only at an NCI Comprehensive Cancer Center. Moffitt reaches about 20 percent of the cancer patient population in Florida through these relationships. A not-for-profit corporation, Moffitt is best known for its translational research, forging new discoveries out of the convergence of basic science, clinical trials and patient care. The Center includes private patient rooms, the Southeast’s largest Blood and Marrow Transplant Program, outpatient treatment programs that record more than 328,300 visits a year, the Moffitt Research Center, Moffitt Cancer Center at International Plaza, and Moffitt Cancer Center Screening LOIS L. LINDAUER SEARCHES MOFFIT CANCER CENTER BACKGROUNDER ⏐ 2 and Prevention. In 2003, Moffitt opened its doors to the Muriel Rothman Building (Clinic) and Vincent A. Stabile Research Building. These two buildings dramatically increased the existing research and outpatient clinical space to better serve its patients. Moffitt Cancer Center Screening and Prevention is a Moffitt outpatient clinic that provides clinical screening and diagnostic services, research and educational programs. It offers cancer screening and prevention services for men and women, genetic screening and counseling, smoking-cessation programs, comprehensive clinics for patients at elevated risk, a research laboratory for cancer control and population studies, clinical research trials, and a community education department. Specialized services, including the Genetic Counseling and Testing Program and the Tobacco Research and Intervention Program (TRIP), have been developed for high-risk patients. Research programs at Moffitt include Molecular Oncology & Drug Discovery; Immunology; Experimental Therapeutics; Cancer Epidemiology; and Health Outcomes and Behavior. The Center’s research programs are grouped under four established divisions that were approved by the National Cancer Institute with the award of the Center’s NCI Cancer Center Support Grant Renewal in 2000 and NCI Comprehensive Cancer Center status. Moffitt is also the site of the National Functional Genomics Center funded by the U.S. Department of Defense. Moffitt Total Cancer Care® is a comprehensive approach to cancer care. It is designed to enable researchers and caregivers to identify and meet all the needs of a patient and his or her family during the patient’s lifetime and for future generations. The approach addresses cancer as a public health issue and takes a holistic approach by encompassing all aspects of the disease, including prevention, the study of genetic predispositions, the impact of health lifestyles and integrative medicine. Additionally, the goal of this approach to cancer care is to provide the right treatment for the right patient. To learn about Moffitt Cancer Center in the news: http://moffitt.org/home/moffitt-in-the-news/press-releases/2015 How It All Began: In 1978, H. Lee Moffitt, then a Florida state representative, first started talking to people about a cancer center for Tampa. The legislator faced enormous odds – a less than enthusiastic local LOIS L. LINDAUER SEARCHES MOFFIT CANCER CENTER BACKGROUNDER ⏐ 3 medical community, a myriad of approvals required by state and regional health care agencies and the need for a staggering financial commitment from a budget-conscious state Legislature and governor. But Moffitt, who had survived a bout with cancer in the early 1970s and had lost two friends to cancer, kept right on talking about Florida’s high rates of cancer and how more than 14,000 new cancer cases were expected each year within a 100-mile radius of Tampa. Moffitt and Dr. Hollis Boren, then dean of the University of South Florida’s College of Medicine, sought support from community and medical leaders who were predictably nervous about adding another major facility in the already fiscally stressed local health care arena. Moffitt and Boren argued that the cancer center would draw patients from a far wider radius than local hospitals because of its exclusive focus on cancer. In 1981, the state Legislature appropriated $600,000 in planning money for the proposed 240bed hospital. The Board of Regents selected architects Stuart L. Bentler of Tampa and Heery and Heery of Atlanta, along with medical consultants to conduct feasibility studies. The outcome was a recommendation for a 150-bed facility. Among the consultants was Dr. R. Lee Clark, the first full-time president of M. D. Anderson Comprehensive Cancer Center in Houston, Texas, who expressed full support of Florida’s proposed center. In June 1981, the Legislature appropriated $3.5 million in start-up funds for the Cancer Center. Moffitt, by then Speaker of the House of Representatives, drafted a bill earmarking proceeds from a state cigarette tax for the Cancer Center’s construction. In March 1982, the Department of Health and Rehabilitative Services granted the Certificate of Need. The rest is history. Groundbreaking ceremonies for the $70 million, 162-bed facility occurred in January 1983. Construction continued throughout 1985, with the finishing touches completed during early 1986. The Cancer Center was dedicated on October 18, 1986, and opened to patients on October 27, 1986. The Cancer Center Board of Directors incorporated in April 1984. The board followed a Florida House of Representatives mandate to name the hospital for House Speaker H. Lee Moffitt. Moffitt at first prevented his colleagues from placing the bill that named the center on the House floor, but they voted on the special tribute while he was away from the podium. A Tampa Tribune editorial called the Cancer Center the product of H. Lee Moffitt’s “steel persistence and cotton diplomacy” and went on to give what may be a newspaper’s highest LOIS L. LINDAUER SEARCHES MOFFIT CANCER CENTER BACKGROUNDER ⏐ 4 compliment to a political leader: “It’s true enough that the art of politics is compromise,” the editorial said, "but the point of compromise is to get things done.
