2015 President’s Letter
Dear Conference Attendee:
As your 2015 CSMFO President, I would like to welcome you to CSMFO’s 55th Annual Conference in
beautiful Monterey, CA. I’m excited for CSMFO to be returning to Monterey for our Conference. The
last time we were here was 1999! This is a perfect setting to host CSMFO’s premier event of the year,
“The Changing Tides of California Finance.” This is truly CSMFO Week in Monterey!
My fellow Board of Directors, along with our Conference Host Committee, are glad you once again
chose to attend this outstanding training event. This week will afford you the opportunity to earn up to
22 CPEs, get up-to-date reports on legislation and economic forecasts and network with your fellow
orientation scheduled on Wednesday at 11:00 am. This session will provide you with an abundance of
most out of our organization and the Conference.
Your Host Committee has expanded the training opportunities by starting out the week with two Pre-Conference sessions on
Tuesday. In addition, we are again offering an early-bird session prior to the opening general session on Wednesday, which
Wednesday at noon with not one, but two keynote speakers that promise to entertain you and get the Conference started on a fun
and positive note. As the week progresses, be sure to attend the general sessions whose speakers will be presenting information
critical to our agencies’ decision making. Additionally, our Program Committee has put together over 35 outstanding sessions
that present insights, strategies, techniques and best practices across a spectrum of topics presented by a wealth of experts
experience.
The Exhibit Hall has a new opening time this year! If you arrive early on Wednesday morning we encourage you to visit the
exhibitors beginning at 10:00 am in the Exhibit Hall, located in the Serra Ballroom in the Conference Center. If you miss them at
that time, they will be open on Wednesday afternoon, Wednesday evening for the vendor reception and Thursday through the
afternoon break. Our commercial members are dedicated to assisting you in your daily strategies and solutions, not to mention
being an integral part of our organization. Without our commercial sponsors’ support we would not be able to provide the
quality speakers and events that make this Conference such a success year after year. Please make a point to visit the Exhibit
Hall and thank them for their support!
Are you also ready for some relaxation, networking and having some fun? Then, be sure to attend our “Cruise the Night Away”
party on Thursday evening in the lobby, ballroom and lounge of the Portola Hotel. Get your sea-faring legs on and don’t forget
your wristband, which is required for this event. Come prepared to socialize with your colleagues and have some fun, complete
with casino style gaming, a karaoke bar, a strolling magician and a soulful band that will have you dancing into the night!
In closing, a Conference of this size and magnitude could not take place without dedicated individuals who devote countless
hours of their time to ensure our attendees have a great learning experience. To the members of the 2015 Annual Conference
Host and Program Committees, please accept my sincere thanks for all your contributions and hours spent in the planning
process that was integral to making this another outstanding Conference. In addition, I wish to extend a big “thank you” to Smith

This session will evaluate the changing landscape of fraud in government,
identifying when that imaginary line is crossed. The speakers will discuss
the public perception versus legal interpretation of when fraud has
been committed, as well as best practice fraud monitoring tools, and
