VOLUME 4 ● ISSUE 1 From the Manager BY: TIM WHITMAN GENERAL AVIATION MANAGER Wow it is hard to believe we are half way through 2012. With that being said please allow me take this opportunity to update you, our corporate partners and customers, of some the things that we, your airport staff, have accomplished over the past year. As this fiscal year comes to a close, we have completed the installation of the new ILS for runway 35R at Wiley Post. We would like to thank everyone who helped play a part in us bringing this project from conception to completion. To all of our customers that had to endure some runway closers, and all the other inconveniences that come with airport construction, thank you for your patience and understanding. These small inconveniences were well worth the finished product of having both north and southbound ILS approaches on the primary runway at Wiley Post. The new ILS approach is already providing enhanced safety for our customers while saving our local operators time and money. We would like to send special thanks to OKC approach control for their cooperation too. We hit a few bumps along the way, but now our users are given the northbound ILS without having to request it (when conditions are IMC). Over the past year, airport operations have been steadily increasing. The number is up 9.39 % over last year – a good sign that our state is still economically strong. This number shows only the number of operations when the tower is open and operating between 7 am – 10 pm. The landscape is changing at Wiley Post once again with the construction of the northeast corporate aircraft hangar sites (off Rockwell in between Wilshire and 63 rd street) available for lease. ATCT News Contract Tower Program BY: TOM O’CONNOR WILEY POST ATCT MANAGER About 17 years ago the FAA started outsourcing the operations of some of their Air Traffic Control Towers (ATCT) under private contract in an attempt to cut costs. Needless to say, the government saved millions and the flying community was able to retain their beloved controlled airfields. Despite the fiscal advantages, these new contracts meant that many lives would be forever changed. For example, the FAA Controllers that worked at these towers (now operated under a private contract) had to move to different locations (FAA operated towers) in order to retain their employment with the FAA. As a result, many chose to retire from the FAA allowing them to continue working at the same facility as a contract air traffic controller, while others moved to other aspects of the aviation community as ATC Instructors or Terminal Instrument Procedures Specialists (TERPS). The Contract Tower Program also generated opportunities for many other controllers to continue working in the field, such as retired military and FAA controllers. In fact, I would have never had the chance to control civil air traffic if it wasn’t for the Contract Tower Program. When I retired from the US Navy at 39, I was 8 years older than the cut-off to apply for a controller position with the FAA. However, as an employee under the contract tower program I am proudly serving my 17th year as a controller and Air Traffic Manager at Wiley Post Airport. The users at Wiley Post are blessed with a seasoned, diverse staff that, although is only half the size of the pre-1995 FAA tower staff, is able to utilize our extensive 2 experience to consider traffic trends, environmental conditions, and operational complexities, while ensuring efficiency and safety. All of this expertise would never have been utilized without the Contract Tower Program. I would like to extend an invitation and encourage pilots and students to visit the tower at least once to see the other side of the microphone. The air traffic control tower at Wiley Post opens every morning at 7:00 am and closes at 10:00 pm every day of the year. Visiting the tower will enhance your understanding of what goes on between the controller and pilot by seeing the airfield from our perspective and learning about the equipment we use to provide services. Only positive things can come from opening the lines of communication to gather more knowledge, for controllers and pilots alike. Communication is quite literally what it is all about. OKC Approach Notes SUBMITTED BY: SCOTT SLATER SUPPORT SPECIALIST, OKC ATCT For over a year now, thanks to feedback received from the general aviation safety committee, the lines of communication between OKC ATCT and the general aviation pilot community have been opened and we have begun holding biannual general aviation pilot meetings at Wiley Post in order to keep those lines of communication flowing. We had our first meeting last April with about 30 pilots in attendance. It was a great opportunity for everyone to discuss ideas and issues. The next meeting is scheduled for October 4th immediately prior to the scheduled Oklahoma Pilots Association meeting at 6:30 p.m. We hope to see you there. Some of you will be glad to hear that FAA representatives completed a site survey June 5 th in preparation for the installation of ADS-B (Automatic Dependent SurveillanceBroadcast). At present, we are scheduled to have ADS-B installed at OKC ATCT by the end of 2013. Finally, we have some good news for the IFR pilots. Soon in lieu of radials we will have named fixes for our departure gates. Scheduled for the October chart publication, the waypoints to the south and west will be the first to published with the north and east waypoints scheduled to release in early 2013 followed by the publication of new SID’s and STAR’s which are scheduled to be charted in June 2013. This will help alleviate all of the radials in the IFR clearances and will help controller/pilot communication by simplifying readbacks. It is always great to get feedback from our customers and we would like to keep the lines of communication open. Okie Derby: The Spirit of Friendship TAKEN FROM: OKIEDERBYINFO.COM OKLAHOMA CHAPTER NINETY-NINES The 34th Annual Okie Derby Proficiency Air Rally will take place August 17-18, 2012 and is sponsored by the Oklahoma Chapter Ninety-Nines. The Okie Derby is the worlds largest proficiency air rally and was begun to generate funds for Aviation scholarships with $65,000 having been awarded since 1990. The Oklahoma Chapter relies on friends and supporter of aviation and education to help us achieve our goal for funding of the "Wings of the Future Scholarship." Through the scholarship program we encourage interest in aviation and upgrading of pilot skills. If you want to have FUN and POLISH your flying skills then the Okie Derby Proficiency Air Race is the Place for you! About the Race: The Okie Derby is a cross-country proficiency event of approximately 225 statute miles for single, multi-engine aircraft & experimental aircraft (piloted by builder) to be flow during daylight hours under VFR conditions and conducted on a handicap system. Entrants will submit speed handicaps to the nearest statute mile per hour and fuel estimates to the nearest 10th of one gallon for the aircraft they will be flying in the Okie Derby. The object of the Derby is to demonstrate the ability of the contestant to fly a cross-country course in such a manner as to most closely equal the contestant's speed and fuel estimate. The Okie Derby is limited to commercially certificated stock model fixed wing aircraft possessing a range of 225 miles without refueling. Aircraft must have a current annual and/or must be within their 100 hour inspection, if applicable. All aircraft must have proper entries in their log book. Aircraft must have communication capability in the frequency rage of 118.0 to 129.5 MHz. As we move forward there are a number of projects we are working on to try to improve the airport infrastructure at both of the GA Airports. At C.E. Page, we are completing the installation of a new fuel farm system replacing the old antiquated system with a state of the art fuel transfer system designed to meet the needs of smaller GA Airports. We are also finishing the design work and preparing to request bids for the following construction projects (all at C.E. Page) Installing Lighted Hold Signs for RWY 17R/35L and RWY 17L/35R, Reconstruct north 650' of RWY 17L, Rubber Removal and Rehabilitation of RWY 17R/35L, Install MITL on T/W A, A-3, A-4, & D, Reconstruct/Strengthen Parallel T/W A and T/Ws A-3 and A-4 between T/W A and R/W 17L/35R. Late this past spring, airport staff had the north entrance reconstructed from Cimarron Road west to the first intersection. This project most definitely improved the main entrance to the C.E. Page Airport. As we move forward in the new fiscal year, we will be looking at pavement, drainage, and infrastructure needs at both Wiley Post and C. E. Page Airports in order to update our Capital improvement programs and work to fund large and small projects at both airports. One of the greatest needs at Wiley Post is to secure funding for the extension, widening, and reconstruction of RWY 17R/35L. This expansion is critical for our current based aircraft and customers who fly lager, heavier corporate jet aircraft. When the primary runway is closed (for repairs, etc.), the current width and length of the secondary runway can be very challenging for the larger jets. The pavement expansion will ensure that aircraft can safely operate, even at maximum weight. This is just a small update on some of the things we here in the GA Airports Division have been working and focusing on over the past year.
