As we approach the end of the year,
we contemplate how recently
appointed FCC Chairman Wheeler and Commissioner O’Rielly will impact our business.
Although most of you are probably unaware of the appointment of a new Chairman
and Commissioner to the five-person FCC Commission, their influence on our industry
over the next few years will play a very significant role in the services we provide and
the amount that you will pay for telephone and broadband services. Although much of
the discussion regarding regulatory reform seems quite boring to the average consumer,
the impact it has on the services we provide and the cost to you is quite significant. Our
state and national organizations are very involved in promoting our position to the policy
makers and our congressional delegates in Washington, DC. Through those efforts, we
are hoping to preserve the concept of providing like services at comparable prices between
urban and rural areas.
As in any organization, it is difficult to predict the focus of new individuals appointed to
a position. The Chairman of the FCC is very influential in regard to the strategy the FCC
pursues, as the Chairman position controls the agenda of items the FCC discusses. If the
Chairman does not want to discuss a particular issue, it is never put on the agenda and
thus never comes before the Commission for a vote.
As I have outlined in the newsletter previously, our industry is in transition from the
traditional circuit-based network to one that is Internet Protocol (IP) based. Consequently,
maintaining telephone and broadband service in rural areas must be transitioned from one
based on supporting telephone access lines to one supporting broadband connections.
The transition of the support mechanisms to maintain universal service throughout the
United States began approximately one and a half years ago, with many of the associated
complexities pushed out for comment by interested parties through Notice of Further
Rule Making. Many of these comments have been filtered into the FCC over the past year.
Chairman Wheeler has recently indicated that the FCC will be focusing on implementing
additional changes to the support mechanisms to provide universal service throughout
the nation.
Chairman Wheeler recently acknowledged that the FCC has received over 400 comments,
letters and presentations regarding the transition to an IP-based network, and believes
that “now is the time to act.” He further indicated the Technology Transitions Policy Task
Force will present a status update at their December meeting, and he expects the January
meeting will include consideration of an Order for Immediate Action.
I will continue to provide you updates regarding the regulatory reform of universal service
and the ramifications on DCT as we proceed through the year. We look forward to the
upcoming year and will continue to upgrade our network to accommodate the needs of
our customers as a result of the IP transition.

Your Smartphone or
Other Mobile Device
We know how important it is to have access to your
email at all times! However, there are a few things to
POP3
Although not recommended for smartphones, POP3
configuration may be used when a single device is used
to access the email account because messages are
downloaded from the server and will stay on the device
until deleted. No other device or computer will be able
to view or download messages from an account that has
been configured as a POP3. Be sure you have sufficient
storage on your phone or device for the messages you
will be storing.

The email application on your smartphone will need the
following settings to be set up correctly:
1. How would you like to manage your account and where
would you like to store your messages?
2. Storage limits,100 Mb for a standard DCT email account.
3. How many devices will you be checking your email on.

Types of Setup:
IMAP
IMAP Configuration is preferred when multiple devices are
used to access the same email account because messages
remain on the server until deleted or moved to a local folder.
If you set up your smartphone using IMAP, be sure that all
other devices are also configured for IMAP to avoid any
unwanted email experiences.
Please remember when you set frequency to fetch new
data, that the more often you check, the more battery
you’ll consume.

Dakota Central Continues Scholarship Program
Dakota Central Telecommunications Board of Directors is pleased to announce the fourteenth year of the Dakota Central
Scholarship Program. Young people are considered a very valuable resource at Dakota Central. This program has been
established to encourage youth in our area to further their education after graduating from high school.
The Dakota Central Scholarship Program has set aside ten $500 scholarships to be awarded to high school seniors whose
parents are customers of Dakota Central Telecommunications. To be eligible, the applicant must currently be a high school
senior who plans to attend a college, university; vocational or technical post-secondary school. The student’s parent(s) or
guardian(s) must use telephone, television or Internet service from Dakota Central.
To be considered for this year’s scholarship, applications must be postmarked no later than March 1, 2014. Applications have
been mailed to area high schools and may also be obtained by calling or stopping by the Dakota Central office in Carrington
or Jamestown, or at www.daktel.com.
Foundation for Rural Service Offers $75,000 in Scholarships
Applications are available at the Dakota Central office for a scholarship being offered from the Foundation for Rural Service
(FRS). FRS is a national non-profit organization that helps educate the public on the telecommunications industry and
improve the quality of life throughout rural America. FRS is an affiliate of the National Telephone Cooperative Association
(NTCA), an Arlington, VA-based trade organization of 540 independent telephone companies across the country, of which
Dakota Central is a member.
As your local telecommunications service provider, it is our pleasure to participate in this scholarship program. Should a
student from our service area be selected to receive one of the 30 national scholarships ($2000 each), we will contribute
an additional $500 to the scholarship,
bringing
the
total
one-time
scholarship award to $2,500.
It
should be noted that preference will
be given to individuals expressing an
interest to return to a rural area to
work following graduation.
In addition, FRS has created four
additional scholarships funded by
Manny & Leo Staurulakis, of John
Staurulakis, Inc. (a telecom consulting
company), in honor of their parents,
John and Chresanthe Staurulakis.

Scholarships will provide four $5,000
awards. The application process is
the same for the two different FRS
scholarships. For more information
on the FRS Scholarship program and
