Lors de la visite de travail1 effectuée sur invitation de la Chambre de Commerce de Milan
(Italie), des rencontres d’échanges de pratiques ainsi que des ateliers et panels (environ 350
participants) ont eu lieu autour d’arguments de réflexion stratégique relatifs aux enjeux
actuels et en perspective de l’ensemble de la région Euro-Méd (650 millions d’habitants),
notamment dans un contexte de mutations géo-politiques amorcées par les changements en
cours dans les pays du « Printemps arabe » (Tunisie, Lybie, Egypte…), riverains de l’Europe
du Sud (France, Italie, Grèce).
Outre Monsieur Mohamed Lamine Chakhari, Ministre de l’Industrie, la Tunisie était
représentées par de hauts dirigeants, publics et d’affaires ayant pris part à la 3ème édition de
cette grande manifestation économique dont Mrs Noureddine ZEKRI, DG - FIPA,
Noureddine TAKTAK, DG-Adj. - APII, Othmen Ben YOUSSEF, Directeur - CEPEX,
Abdelmoumen TOUKEBRI, Directeur - APIA et Néjib Ben MILED, P-DG SOGEFOIRES2...
Par ailleurs, d’autres hauts dirigeants d’institutions publiques et d’affaires représentants 35
pays ont intervenu pour exposer leurs approches respectives relatives à la pratique du soutien
aux PMEs dans la région Euro-Med : France, Italie, Grèce, Espagne, Serbie, Croatie, EAU,
Egypte, Algérie, Liban, Libye…).
Premier jour (12 Novembre 2011)
A l’ouverture des travaux du « Forum », Mario Monti, Président du Conseil des Ministres
italien, a souligné les principes autour desquels s’articule la nouvelle vision du partenariat
Euro-Med à la lumière de la nouvelle donne : Le « Printemps arabe ». Il s’agit, désormais, du
partage du bien-être, de l’inclusion économique et de l’optimisation des ressources grâce au
Partenariat-Public-Privé (« PPP ») et ce dans un environnement stable et sécurisé.
Le représentant de l’UE, Tajani Antonio, a de son côté insisté sur la mise en place de
« clusters » Euro-Méditerranéens ainsi que sur l’impératif soutien à apporter aux jeunes dans
les pays arabes riverains.

Les PMEs et le « PPP » comme outils de lutte contre le chômage et de maîtrise de la précarité
sociale au sein des économies Euro-Méditerranéennes fait l’objet des messages lancés par
d’autres illustres intervenants (BERD, France, Italie, Espagne, Serbie, Croatie, Arabie
Séoudite, EAU, Egypte, Liban…).
Le Ministre de l’Industrie tunisien, de son côté, a présenté lors de son intervention l’état des
Industries Manufacturières en Tunisie (premier secteur économique à la fois exportateur et
pourvoyeur d’emplois) ainsi que les ambitions de notre pays en la matière : Favoriser
l’émergence d’une nouvelle génération de PMEs, accéder à un palier élevé de compétitivité
moyennant le soutien aux activités à haute valeur ajoutée. Pour cela, a-t-il indiqué, 100 Zones
Industrielles modernes sont prévues et un nouveau cadre légal et réglementaire de
l’Investissement et des Affaires est en projet. Le prochain CAT’ 2012 (28-30/11/2012),
comme opportunité de partenariats d’affaires bénéfiques, a également fait l’objet du message
adressé aux nombreux acteurs d’affaires et institutionnels présents.
Des panels ont été prévus pour l’après-midi. Ils ont porté sur les arguments suivants :





Internationalisation des PMEs et alliances régionales de PMEs
Energie en région Euro-Med
Infrastructures maritimes et Transports
Opportunités d’affaires et outils de soutien aux PMEs
Rôle de l’Arbitrage dans la promotion du partenariat d’affaires Euro-Med
Lors du panel international consacré à l’Infrastructure et aux Transports, mon intervention a
porté sur l’offre tunisienne de méga-projets, structurants, à entreprendre et/ou à fiancer en
Tunisie sur la voie de la modernisation économique. Le « PPP », fut présenté comme une
modalité pratique appropriée aux besoins de notre pays en la matière tout en drainant les
IDEs. Aussi, à la marge des travaux, une opération de marketing territorial fut menée en
faveur de nos régions moyennant la diffusion de supports promotionnels (documents) et des
échanges avec des dirigeants de la Chambre de Commerce de Milan ont eu lieu.
Particulièrement, un entretien avec des entrepreneurs italiens dont Umberto Masucci, VicePrésident du « Italian Maritime Cluster ». Cet acteur majeur des industries maritimes en Italie
(213 000 emplois directs, 2.6% du PIB, 4.9% des Investissements et 3.3% de l’Export) se
propose de procéder à l’extension de son activité et d’entreprendre un projet d’infrastructure
maritime structurant à Tunis, dans le cadre de sa vision prospective de « Meditarranean
Scenario » relatif aux services de transports maritimes à l’échelle de la région Euro-Med.

Un « Centre Euro-Méditerranéen pour le développement des PMEs » auquel contribueraient
des acteurs, publics et d’affaires des deux rives de la Méditerranée ainsi qu’un « Observatoire
des Infrastructures » furent lancés.
Respectivement, leurs objectifs portent sur :

Promouvoir l’échange et le partage de bonnes pratiques de soutien aux PMEs dans
les pays des deux rives,

Favoriser le partenariat d’affaires entre les acteurs-membres

Appui aux projets d’affaires structurants en « PPP »


Favoriser le fonctionnement en réseau des agences publiques et des corporations
d’affaires des pays de la région Euro-Med
« Observatoire des Infrastructures »


Suivi de l’état et de la dynamique des investissements dans les Infrastructures de
transport maritime et énergétiques dans la région Euro-Méd,
Suivi des opportunités de partenariat « PPP » dans les Infrastructures
La Chambre de Commerce de Milan (Italie) assurera le pilotage des missions respectives et
des travaux de ces deux institutions. A l’instar de la Banque Européenne d’Investissement, la
Lombardie, première économie régionale d’Italie, a manifesté, selon son président R.
Formigoni, sa disposition à soutenir ces initiatives partenariales d’affaires.
Second jour (13 Novembre 2011)
Lors de la seconde journée de la manifestation, des exposés portant sur des pratiques
innovantes en matière d’appui aux PMEs ont été assurés par des représentants d’institutions
publiques et d’affaires de pays participants (Tunisie, Espagne, Serbie, Croatie, Jordanie, Iraq,
EAU, Egypte, Algérie, Maroc, Arabie Séoudite, Liban…).
Les intervenants ont insisté sur des arguments à la fois d’actualité et d’avenir relatifs à des
aspects cruciaux des politiques publiques de soutien aux PMEs dans les pays de l’espace
Euro-Méditerranéen : Arbitrage et réseautage d’affaires, Jeune Entrepreneuriat…

En conclusion, cette manifestation Euro-Méditerranéenne a permis d’initier des processus de
partage de pratiques pertinentes et d’échanges d’approches et de visions relatives aux
questions de soutien aux PMEs dans cette région outre les rencontres d’affaires des deux
rives.
Les recommandations émises lors de ce « Forum » s’articulent autour des pistes d’action
suivantes :

Réformes des politiques publiques de soutien aux PMEs

Réformes du fonctionnement des marchés dans les pays de la région




PMEs : acteur majeur dans la région Euro-Méd (plus de 90% du potentiel
entrepreneurial de la région) et vecteur de stabilité socio-politique et de maîtrise des
écarts inter-territoires,
Favoriser l’accès des PMEs, encore insuffisant, aux instruments de financement
Favoriser le « PPP », comme outil de financement approprié aux pays des deux
rives.
Favoriser les synergies PMEs-Grandes entreprises (clusters…)

Soutien aux initiatives partenariales d’affaires, comme le « Centre EuroMéditerranéen pour le développement des PMEs »,

Promouvoir le partage de bonnes pratiques d’appui aux PMEs (réseautage, clusters,
R-D…)
