Welcome to Energy Northwest. We look forward
to your visit with us. Please use this guide to help
make your time at our facilities and in the Tri-Cities
more enjoyable. In this guide, you will find
additional information about Energy Northwest
as well as directions, what to do in case of an
emergency and our policies.
Energy Northwest is a public power, state Joint
Operating Agency headquartered in Richland,
Wash. Chartered in 1957, we
have member utilities and municipalities
from across the state.
Our nuclear, hydroelectric, wind and solar
projects deliver nearly 1,300 megawatts of
reliable, affordable, environmentally responsible
electricity to the Northwest power grid. We
continually explore and develop new generation
opportunities while offering a wide range of energy
services. Energy Northwest owns and operates
Columbia Generating Station, Nine Canyon Wind
Project, Packwood Lake Hydroelectric Project and
White Bluffs Solar Station.

Since our projects are operating electrical
generation facilities, there are a number of safety
rules and guidelines in place to ensure maximum
benefit from your visit. All visitors must read and
adhere to the following:
Access
Each person must have some form of picture
identification. For U.S. citizens, a valid driver’s
license or passport are acceptable forms of
identification to present upon arrival. All foreign
nationals must have a valid passport with them.
All visitors use Lane 4 (far right lane) at the
Security Check Point and should not arrive before
7 a.m. unless coordinated in advance.
Clothing
Energy Northwest dress code is business casual.
If you will enter a radiologically controlled area of
Columbia Generating Station, additional clothing
requirements follow. It is important that you
wear natural fiber clothing rather than polyester
or acrylic, which are typically found in the nylon
in slips or windbreakers; acetates in coat linings;
polyester or cotton/poly blends in slacks and
shirts; panty-hose; and wool/polyester blends in
slacks and suits. Corduroy is also unacceptable.
Examples of acceptable materials include 100
percent cotton, wool or denim,
such as Dockers® slacks.
Blue jeans for warehouse workers, janitors,
laborers, craft are acceptable. Blue jeans may be
worn by all other employees on working Fridays or
as designated by management. Dresses, skirts and
city shorts must be worn with tights or leggings.
If not, then they must hit right above the knee
while standing.
Work attire considered unacceptable includes
items ripped or unkempt; containing obscene
or discriminatory words or pictures; advertising
alcoholic beverages, drugs, drug paraphernalia,
or tobacco products; and see-through garments,
bare midriff/backless tops, tank tops, low-cut
blouses and low-rise pants.
Shoes
Leather uppers are preferred for safety reasons.
Tennis shoes, high heels, sandals and shoes with
open toes or heels are not allowed outside of
Energy Northwest office areas.
Cameras and cell phones
Cameras and cellular telephones are allowed at
all our projects with the exception of Columbia
Generating Station’s protected area due to
heightened security. These items may be left in
your vehicle, at your workstation or with your
escort if you need to enter restricted areas.
Restricted items
Certain items are prohibited on all
Energy Northwest property, which includes
the parking lots and vehicles in those lots.
Prohibited items include firearms, ammunition,
explosive devices, incendiary devices, self-defense
sprays (such as mace), alcoholic beverages,
street drugs and non-prescription controlled
drugs. Prescription drugs and over-the-counter
medications are allowed. Pets, with the exception
of services dogs, are also not allowed.
Tobacco use
Tobacco use is only permitted in designated
tobacco use areas.

For a direct driving path to the site, take I-182 west
toward Richland to the 240 west (Exit 4) By Pass
Highway. Continue to North Power Plant Loop.
For Richland accommodations take I-182 west
toward Richland to Exit 5B, George Washington
Way. The mileage from the airport to Columbia is
approximately 27 miles. The address is 76 North
Power Plant Loop, Richland, Wash. 99354.

Take I-182 west toward Richland to Exit 5B, George
Washington Way. Travel along George Washington
Way for 5.4 miles. The building will be on your
right. The address is 3000 George Washington

Directions to Industrial Development
Complex/White Bluffs Solar Station
from Pasco Airport
miles. The paved road will turn to gravel. Look for
the operations and maintenance building on the
right. Drive around to the front of the building and

Take I-182 west toward Richland to Exit 5B. To
bypass the city, take I-182 west to Exit 4. The
mileage from the airport is approximately
25 miles. The address is Building 4, South Power

Directions to Packwood Lake
Hydroelectric Project from US-12
Take US-12 west via Exit 31 toward Naches/White
Pass. From US-12 turn left onto Snyder Road then
right onto Powerhouse Road. The address is
179 Powerhouse Road, Packwood, Wash. 98361.
Directions to Nine Canyon Wind Project
from Oregon (headed north) or
Washington (headed south) on
Interstate 82
From I-82 take Locust Grove Exit and head east
for approximately seven miles on CR 397. Turn
right on Nine Canyon Road (heading south).

to report fire/smoke, medical need or a toxic
hazard. The call will be answered in the Columbia
Generating Station Control Room and appropriate
action will be taken. When reporting any
emergency, give your name, location and nature
of the emergency.
Should you hear an alerting tone over any of
our public announcement systems, listen to the
message that immediately follows for directions.
If the instruction is to evacuate, proceed to the
nearest exit without hesitation. If a steady siren
tone is heard, you should immediately evacuate
and proceed off the site to the Energy Northwest
Office Complex (ENOC) assembly area at the
side of the building. The building is located at
3000 George Washington Way. Refer to the
map opposite this page.
If you are at other Energy Northwest facilities
outside of Columbia, the Industrial Development
Complex or White Bluffs Solar Station, call
ext. 911 to report an emergency. Give the

IDC staff of the emergency.

about the tri-cities
The Tri-Cities is made up of three neighboring
cities: Kennewick, Pasco and Richland. With a
population of more than 268,000, the Tri-Cities
has been named the fastest-growing metro
area in Washington state, according to Tri-City
Development Council. Located in the desert region
of Washington state, at the confluence of the
Yakima, Snake and Columbia rivers, the Tri-Cities

With more than 150 wineries within a 50-mile
radius, the Tri-Cities has been called the
“Heart of Washington’s wine country.” After

The Tri-Cities is a regional shopping destination
with the largest concentration of retail and
shopping offerings within a 140-mile (230 km)
radius. There are many locally family-owned
restaurants as well as national franchises.

Recreation and leisure
The Columbia and Snake Rivers provide
recreational opportunities that are second to none.
Each of the cities offer beautiful parks with walking
and biking paths along the banks of the rivers. Each
city also has free boat launch sites. The crystal blue
water of the rivers provide picturesque scenery,
world-class fishing, and calm waters for sailing,
boating, waterskiing, swimming and windsurfing.
Walking, biking, hiking
The Sacagawea Heritage Trail is a 22-mile (35 km)
recreational and educational trail that follows the
Columbia River shoreline. The trail travels through
parks and neighborhoods across the various
bridges that stretch across the river.
Golf
Golf can be played nearly year-round due to the
region’s mild climate. The Tri-Cities is home to
10 full-service golf courses. The picturesque
courses boast award-winning rolling fairways and
championship putting courses that will challenge
the most experienced golfer.
Industry
The Tri-Cities has a strong economy based
historically on farming and the Department of
Energy Hanford Site.
With abundant irrigation from the three nearby
rivers and top quality soil, farm lands thrive with
wheat as the primary crop grown in the region.
Apples, onions, grapes, corn and potatoes are also
produced on local farms.
Sports
Since the 1940s, the Hanford Site has been the
Tri-Cities’ number one employer and that
continues even today. The site was established as
part of the Manhattan Project. Today, the focus
at Hanford is the cleanup of the World War II
plutonium production effort.

The Tri-Cities area is booming. With a professional
