The Wayne Township Supervisors 1418 Wampum Road, Ellwood City, PA 16117 held its monthly
Supervisor Board Meeting, Thursday December 4, 2015 at 7:00 p.m.
Meeting opened with the "'Pledge of Allegiance" and a "Moment of Silence" lead by Melinda Cappello.
Officers in attendance were Supervisors: Charles Hutchison, William Hepler, & Rich Weingartner;
Township Solicitor, Ryan Long, and Secretary/Treasurer, Shari D. Baney.
Motion was made by Hutchison to Approve the November Board Meeting Minutes. 2nd by Hepler. All
in favor.
Public Input:
Ron Aiken - requested a street light be put in down by the American Legion.
Hutchison said it would cost $50.00 a year. Hutchison said he would check with Penn Power.

Lisa Czerpak-presented
a "List of Signatures" and pictures. She addressed the Board about flooding
She said she contacted the township July 2; October 5, 2015. She spoke to Jared
Gibbons office about this same problem. She requested the road crew take care of the mud from the
run-off. Long said property owners are responsible to keep the culverts clean. Hutchison said it would
be impossible to pipe all of Squaw Run. There's no place to run the water-200 feet to Mount Hope or
1,500 feet the other way. Lisa, for clarification, "the township will not clean the culvert?" Hutchison said
they would look into it.

Heather McQuiston -- said water was coming right into her driveway. She showed the Board pictures.
She said water doesn't even go into the pipes. It was noted we have to balance the costs about this.
Solicitor told her you don't even own that property. She wanted to know how does the issue get taken
care of? Hutchison said he would talk to Steve Marshall. It was noted Blanks are there too.
Atty. Long gave North Sewickley examples whereby he sent letters out indicating homeowners are
responsible to clean out the ditch; they have to maintain it themselves.
New Business:
Approval of the 2016 Budget for the following accounts with no tax increases:
General, Building/Equipment, Water, Light, and Liquid Fuel - motion to approve by Hutchison; 2nd by
Hepler. All in favor.
Hutchison said he wants to buy a 48" bucket now that we got the excavator.

Hepler. All in favor. Auditor Reorganizational Meeting, January 5, 2016 with a time to be determined.
Secretary instructed to call Auditors:Barb Bohizic and Renee Borselli.
Conditional Use for Charles Stang Turkey Calls on Lawrence Avenue. If the conditions are not too
noisey, Hutchison granted/approved it; 2nd by Weingartner. All in favor.
Following traditional Christmas party/gift cards format, Christmas Party will be held December 18,
2015 at 11 :00 a.m. - 1:30 p.m. Motion to approve by Hutchison; 2nd by Weingartner. All in favor.
Old Business:
Reminder applications available for Committee Vacancies on Planning, Sewer Authority and Zoning
Boards.
Repository Approval for the Louellen Bookamer property at 416 Church Street was approved to
Strawhecker, high bidder, $1,000; disapproved to Boyd, low bidder, $500.00. Motion to pass/approve
made by Hutchison; 2nd by Weingartner. All in favor. Mrs. Boyd asked if she could counter bid with the
high bidder. Attorney said the township must approve the high bidder.
Approval of Financial Report on General Fund only, motion made by Hutchison; 2nd by Hepler.
Light, Bldg/Equip, and Liquid Fuel Funds motion to approve those funds by Hutchison;
Weingartner. All in favor.
