The PDP is the first phase of implementation of the overarching Commando Lake Development Project, which aims to enhance the trails, landscaping and infrastructure in and around Lake Commando. Lake Commando is considered to be the jewel of the town of Cochrane because it is situated in the center of the town. The urban design of Cochrane has been structured around Lake Commando, and as a result Lake Commando has for over a century been the central hub for recreational and cultural events and activities in the community. Given the historic occurrences that happen at Lake Commando, and the municipality’s newly revised strategy to make Cochrane a great place to live 1 with a focus on creating a “happy city” by fostering new social and recreational spaces, the Lake Commando Development Project has, since 2013, been a priority for the municipality. In 2013, the Lake Commando Development Project was undertaken in collaboration by the following three partners: the Commando Park Committee, the Town of Cochrane and the Cochrane Recreational & Special Events Board. Prior to 2013, the project had been driven solely by the Commando Park Committee. Following the amalgamation of the three partners an independent consultant was hired to conduct public consultations. Four (4) public consultations were held, to discuss with the public what elements were necessary to develop a plan for the Lake Commando Development Project. This study produced a complete plan from constructing an entertainment facility on the peninsula, enhancing current trails, creating additional connecting trails for cycling and walking, suggested landscaping & viewing points surrounding the trails system around Lake Commando. 2 The Lake Commando Development Project would be implemented in phases: phase 1 being the entertainment facility, phase 2 being the trail system and phase 3 landscaping. This plan was accepted by Council and direction was given to seek out available funding from federal and provincial levels of governments. 3 Subsequently, administration applied for funding at the provincial level through the Northern Ontario Heritage Fund Corporation (NOHFC), and at the federal level through FedNor for the first phase of the Lake Development Project being the Peninsula Development Project. Both applications were successful; with NOHFC funding $1,000,000.00 of the project costs, and FedNor funding $500,000.00 of the project costs, leaving the municipality to commit a maximum of $500,000.00 to secure funding. As per resolution 309-2015, Council resolved to secure funding from both levels of government and accept any sponsorship or donated funds that are forthcoming to the project, pending that an additional public consultation process be conducted 4. Accessed January 7, 2015 1 2 Page |1 Methodology As stated in Resolution 328-2015, the goal of the public consultations was to develop criteria to create a Request for Proposal (RFP) for the design-build of the entertainment facility on the peninsula. 7 The team of the Economic Development Department developed the following methodology to complete the task at hand. The selected methodology to gather information was two-fold: to meet with existing committees or groups that use, have used or could in the future use the peninsula for events; but also to have a session for the general public to come and give their input about the project. This methodology was thought to be the most inclusive in terms of gathering data while respecting all types of users (i.e. event organisers and participants in activities or recreational users). Given that the PDP would be an asset central to community events it was important that those orchestrating these community events be consulted. It would be illogical to create a report on criteria without consulting with those who currently organise events at the peninsula, because without their expertise input the criteria would be missing important information related to ongoing events. The municipality wants this project to be a success, that is to say that the PDP should increase the success rates of current events, should the project be implemented. The PDP cannot do this without knowing what current event organisers need to succeed. At the same time, we cannot forget that the PDP is to be publicly funded and enjoyed by Cochrane residents. Lake Commando is a public place, which is used daily by many residents of Cochrane for recreational purposes. For these reasons, the public at large also needed to be consulted. You will understand that these were two important dynamics that had to be captured when gathering information about the PDP to establish the criteria. As a result, the methodology sought to welcome both types of opinions relating to the project. When meeting with organisations or event committees two formats were used: focus group sessions and interviews. It was important that participants invited to the focus group sessions had a variety of expertise in organising different types of events. For example, a summer festival does not operate the same as a Farmers’ Market or a winter festival, it was important to the Economic Development Department to reflect this variety of events when assessing the criteria. Members who participated in the focus group sessions or entertained an interview with the Economic Development Officer (EDO) had various levels of experience ranging from 1 year of experience to more than 10 years of experience organising events. The EDO along with the Chief Administrative Officer (CAO) facilitated the focus group sessions. A total of three (3) focus group sessions and five (5) interviews were conducted with the following individuals and groups: Jessica Steere, Lake Events Coordinator; Chantal Joanis, Snocross & Lake Events; La Ruche Centre de Loisirs et de Culture de Cochrane; Cochrane Farmers’ Market, (Farmers’ Market of Ontario); Summerfest Committee; Winter Carnival Committee; Jaana Mayer, Jaana’s Dance Academy; and Francine Papineau, Guy’s Photo Photography. Focus group sessions focused primarily assessing the “needs” and identifying specific criteria. However, the focus group sessions also focused in on other important elements of organising events such as who attended the events, the volunteers that help run the events to assess if any additional criteria were required to have successful events. A final portion of the session focused on esthetics of the facility. During the focus group sessions a power point presentation (Appendix A) and an excel chart (Appendix B) was used to establish the goals of the session, to prompt participants if needed and to easily tabulate the “needs” identified during the session. Additional information was gathered by taking notes with a flip chart. These same elements (i.e. power point & chart) were used to conduct the five (5) interviews. 7 Ibid. Page |2 It is important to note, that during the sessions and interviews emphasis was stressed on what a “need” was versus what a “want” was. Briefly, a “need” 8 was identified as an element, asset or amenity that was required for the activity to be successful. For example, an outdoor concert requires a power supply otherwise you will not get amplified sound, so power would have been an element needed for this activity. A “want” was identified as an element, asset or amenity that isn’t necessarily required for the activity to be successful, for example at an outdoor concert it is nice to view the concert on a monitor if you are too far to see the stage. However, the concert can happen without the monitor being there. In order to gather a criteria list, participants were invited to think back to each activity occurring during their event and what each of these activities needed, in terms of elements, assets or amenities, to succeed. This is how the “needs” for each event was gathered. From the data collected the results were tabulated by the “needs” identified by the participants (see Appendix C). Evidently, some of the elements, assets and/or amenities, were repeated for all participating groups, and these were evident, but we needed to quantify those “needs” that were needed for some events but not by others. In order to properly quantify the importance of each “need” of all those interviewed, a point system was developed based on the estimated participation levels per activity. For example, if one event does not need a power supply but has participation levels of 300 people and another event needs to have a power supply to host an activity where participation levels are above 1000 people we need to be able to quantify the volume of the activity or event in relation to the required asset, element or amenity in order to assess the importance of the criteria. The point system works as follows: Attendance 1 – 499 500 – 999 1000 – 1499 Points 1 2 3 1500 – 1999 4 2000 + 5 There exists an exception to the point system the wedding photography activity. Because it is not an event per se, for this interview we have given a standard point (1 point) for needs, which doesn’t affect the overall picture of the tabulation, as their needs are minimal given they work around the landscaping of the area being photographed. In order to gather information from the general public, the Economic Development Department hosted an Open House session where participants were asked to fill out a survey. An Open House format was chosen rather than a Town Hall format in order to be able to gather concrete information. The Open House format allowed participants to interact with staff from the Economic Development Department, give feedback and ask questions regarding the project, while allowing the department to gather information from the public on the project in an objective and constructive manner. Furthermore, an Open House format allowed residents to remain anonymous in their opinions if they When seeing the term “need”, in air quotes, within this report; it will refer to the elements, assets and/or amenities identified as needed for an activity to succeed by participants during the focus group sessions and interviews. 8 Page |3 wanted to. It is the Department’s opinion that an Open House session allowed for a more inclusive process to divulge a personal opinion on the project. A Town Hall format requires that individuals proclaim their opinions orally in a public forum, not everyone is comfortable with this process, and it would not have been an accurate representation of opinions. The Open House Session was marketed three (3) weeks in advance using the local newspaper, and four (4) weeks using social media and the municipal website. The advertising in the newspaper would have been successful for four (4) weeks’ time, however the initial ad that ran did not advertise the right date of the event. Furthermore, the EDO sent out a total of 37 invitations by email or mail to local clubs, inviting them to the Open House. 9 Residents who participated in the Open House were given an update on the project (Appendix D), initial tabulated results from the initial focus group sessions and were asked to fill out a questionnaire (Appendix E). The questionnaire focused on the “participant” side of attending events rather than an organisation perspective. The questionnaire also focused on other uses of the peninsula for residents (i.e. walking, scenery). The questionnaire was a multiple choice and fill in the blank format with an added “comments sections”. Every question in the survey had a fillable “Other: _____” option, to ensure that participants could add further feedback on the form. The survey was also uploaded to the website for others to download and complete on their own time. Deadlines for submission of the surveys was December 18, 2015. Following the initial presentation of this report to Council, during its Committee of the Whole Meeting on January 12, 2016, Council asked that the survey be once again distributed to the public, in an effort to increase participation rates. This time, the survey would be in electronic format (through planet survey) and the link would be directly emailed to the list of service clubs (Appendix H), as well as uploaded to the Town’s webpage. The general public would have another full week to complete the surveys, with a deadline for submission being January 21, 2016. A total of 122 questionnaires were completed and received by the Economic Development Department by the January 21, 2016 deadline, which represents 2.25% 10,11 of Cochrane’s total population and 2.76% 12,13 of Cochrane’s taxable population. For multiple choice questions, all selected answers within the questionnaire were tabulated individually (see Appendix F). In order to quantify the fill in the blank question, we have tabulated responses that were repetitive in the theme of the message only. All other fill in the blank responses and additional comments have been transcribed word for word and listed (in no order of importance) in Appendix G. Findings A total of 18 elements, assets and/or amenities (“needs”) were identified during the focus group sessions and interviews (Appendix C). Of these 18 elements 11 rank as the top 10 needs and 9 rank above the half mark of the total possible points that can be associated to one “need”. It is important when looking at the rankings to consider that points are only assigned if the group mentioned the amenity. If an event or activity does not show a score for an amenity, but logically you would suppose it should have a score, the score is not there because the group did not mention the amenity during their session or interview and the purpose of the tally is to reflect the actual conversations held during the consultation process. When looking at the tabulations for the PDP Questionnaire (Appendix F) filled out by participants of the Open House and other residents via our online poll, we notice several important correlations with the “needs” established from the event organisers. These correlations are identified as you move through the elements below. Rank 1 – Washrooms Total of 44 points. All event organisers agree that fully functional indoor washrooms are necessary for the success of their events. The same is true when looking at the results from the general public’s tabulations: 84% of respondents look for washrooms as an amenity required to attend an event, and 65% identified that washrooms could improve future events on the peninsula. 14 Specifically, 50% 15 of the event organisers identified that accessibility was an issue for the current washrooms and that the current structure is unsafe for those with disabilities. 38% of event organisers noted that an additional washroom (separate from public use) would be important for their events as they involve bands and theatrical performances. 16 13% emphasised that washrooms should be built at capacity within the facility to accommodate larger events that take place, and be strategically located within the facility. 17 Rank 2 – Hydro Total of 39 points. This refers to the need to a power outlet and heating. Having access to hydro is particularly important for the Winter Carnival, as it is their largest monetary loss when putting on the event: approximately $3,000.00 is hemorrhaged annually due to heating the tents that lose some heat outdoors. 18 Similarly, the need to have a place to warm up during winter events is particularly important to the public: 66% believe that this could improve future events and 70% look for this amenity while attending events. 19 These indicators relate closely to this 2nd ranked need, but also correlates with the 5th ranked need below, namely having a sheltered space. Rank 3 – Sound System Total of 36 points. A sound system meant different things for different groups, 63% 20 referred to a sound system being something that would be used on a stage for a concert that would be connected to a sound board with appropriate controls. It was also understood by 13% to be versatile as a P.A. System for larger events, while at the same time being easy enough to use for musicians, a type of plug & play system. 21 Rank 4 – Water Supply Total of 33 points. Having access to water goes without saying if facilities like a washroom is to be installed. See Appendix F - Peninsula Development Project Questionnaire Tabulations, questions 6 & 7. This “need” refers to the need to have an area to warm up in the winter or cool down in the summer. Currently organisers use tents, which facilitate the idea of being covered/sheltered while putting on events at the moment. However, having a sheltered area away from the elements is a key component to facilitate events of a larger scale. As previously mentioned, the public seems supportive also of this idea in terms of having a place to warm up but also for shaded areas. 22 Rank 5 – Outside Space Total of 32 points. Open space refers to having sections of land that are bare, essentially it is green space. For example, the bouncies during Summerfest are activities that require green space to be functional. The same can be said for snowmobiling events in winter. Furthermore, open space is important in terms of not restricting access to other recreational activities such as walking & cycling, as well as daily maintenance activities (i.e. snow removal). 63% of participants in the focus group sessions identified it important to not restrict or impede on movement near and around the PDP. 23 For example having permanent benches, bike racks or landscaping could impede on such movement and should be strategically located if installed. Similarly, 65% of the public polled, currently use the peninsula to enjoy the scenery, and an additional 52% use it to take daily walks. 24 Hence, it will be important to consider these activities when designing the PDP. Rank 6 – Tables Total of 29 points. High scoring on this element most likely comes from the need to have sit down seating (above). However, the need for tables becomes important especially if the event or activity is vendor oriented or has multiple events going on at the same time. Rank 7 – Seating Total of 27 points. When considering seating there was several variances given the various activities that occur during the multitude of events. It will be important to have seating that is versatile for the PDP to be turn-key and functional for multiple events. A dining area, a place to sit down and eat while at events was an important feature (50% for event organisers and 52% for the general public). 25,26 More importantly the dining area should have an indoor/outdoor versatility with a strategic location. 27 Bleachers were a common solution to the seating challenge (50%), however they do not account for a comfortable seating arrangement (51%) for activities such as the HD Movie screenings that occur at the peninsula. 28,29 Another important versatility that the seating arrangement will need – to accommodate Appendix F, questions 6 & 7. Overall the “need” of having a kitchen was understood as having a fully functional kitchen for those requiring a kitchen for their events (83%). 31 Most identified was the need to have a kitchen to be fully functional for cooking and serving indoor and outdoor (63%). 32 Results from the general public show that 72% look for food (57% beverages) at events. 33 For 38% of the event organisers the need to have a kitchen that follows standardised guidelines set out by the Public Health Unit was an important factor, as it is currently a challenge to be able to get accredited at every event to serve food for most activities. 34 50% advocated that a commercial grade kitchen would be beneficial for preparing, cooking and storing food. 35 Other elements identified were proper ventilation, strategic location for serving and hand washing during activities like the BBQ Challenge or Bake Offs. Rank 9 – Storage Total 23 points. Discussion around storage took various forms. It is a necessary item for events that reoccur often to have on site storage. For example the Farmers’ Market have weekly events at the peninsula and require several large pieces of equipment that deal with food storing (i.e. freezer). Other activities such as movies on the Lake would benefit from having on site storage at the peninsula, currently volunteers with the Lake Coordinator haul large equipment to the Lake and set up the screen. It will be important that storage be able to have a capacity to fit all equipment on site (i.e. tables, movie screen). Second to this was a storage area that has vehicle access (29%) 36. It was also the opinion of organisers that wasted space be used as storage, for example underneath the stage. Additional criteria included heated area for storing equipment, shelving space and organised format of storage (not an empty room). 10 – Central Office Area (Registration, Ticket) Total 22 points. An office area that doubles up as a registration desk or ticket booth is an important feature when thinking about activities that require a controlled entrance such as Summerfest or independently run events (i.e. snocross). It is also an important feature when running large scale events that run multiple activities that require registration. The office area could be versatile to fit the needs of events; a place where security and first aid services could be during events or a place where volunteers can re-energize. 37,38 Rank 11 – Vehicle Access Total of 18 points. For most event organisers vehicle access is necessary to bring in equipment (i.e. music instruments, platforms, vendor trucks), which is why a 2 tiered structure would be favourable. Furthermore, parking was identified as an important element specifically for the Farmers’ Market’s clientele. Other groups identified parking as important as well, such as for the CAMAO Snow Drags activity during Carnival (the trailers and snowmobiles need to be parked somewhere). Parking has been a challenge for the PDP, however, creative solutions were offered by the groups: - Utilising open spaces during winter events for parking (13%) - Have a shuttle service run for the duration of the event (38%) o Parking areas mentioned: THEC, Old St Joseph property (if owned by the Town) - Shut down streets for events and promote cycling & walking (25%) - Transform vacant space at south end of Lake into parking (blue bins) (25%) - Closer on-site parking for disabled individuals (13%) - Closer on-site parking during operational hours of Farmers’ Market (13%) 39 Rank 12 – Wi-Fi Total 17 points. Already a feature of the peninsula, but still remains an important element for putting on events; especially when considering social media and the impacts that it can have to market an event while it is running. Rank 13- Lighting System Total 16 points. In terms of lighting, it was suggested that the system for lighting should be simple and controlled from one designated area, such as a light board (63%). 40 Lighting within the PDP was understood often by participants in focus group sessions to be for stage lighting. Only 3 of the 8 interviewed groups require a stage for their activities. However, 75% mentioned that regardless of the events they hold it is important for the PDP to be turn-key so the community can benefit from it. For example, if a group wants to have an open mic night the lighting & sound system should be simple enough for anyone to play, but should also have the capacity to host bands and put on more complex productions. For events that have concerts or performances, proper stage lighting was another important feature (67%). 41 In one instance, lighting reflected more on the fact that the lighting outdoor should be functional for larger activities that occur at night and would require visibility from the activities occurring on the peninsula, this for security reasons but also to make events enjoyable for participants and make the PDP visible to visitors/residents in Cochrane and increase awareness of community events. Rank 14 – Bar Total 16 points. An important feature for activities that are age of majority, because this is the money maker behind most events. When considering the bar area we must be mindful of its location in relation to activities, as some are entirely driven by the all ages aspect (i.e. horseshoe tournament). A permanent bar structure would facilitate the task for volunteers. When considering “rider lists” it’s important for this amenity to be accessible backstage. 42 Rank 15 – Change Rooms Ibid. Important amenity for those organising performances/concerts. This amenity would be better suited as a backstage feature. Furthermore, it would be important to have access from both sides of the stage to the backstage change room. 43 Having change rooms within the PDP would not change the functioning of the Polar Bear Dip, as it is situated off the peninsula at a significant distance. Rank 16 – Stage Total of 11 points. Specific stage requirements were mentioned by all parties requiring a stage for their events: appropriate acoustics, a 40x40ft stage would be ideal, but a minimum of 30x40ft stage is required. As previously mentioned, to attract larger bands to Cochrane, it is necessary to have amenities that cater to a minimum of the rider lists: backline, green room/backstage lounge (can have multiple functionalities as a media room), elevated stage, stage with option to have side wings, access from both ends of stage (stair access). In my opinion, it will be important for the stage to be versatile to host a multitude of performances. Cochrane has already seen larger bands perform as well as amateur performances and theatrical performances occur at festivals and events. With the growth of current events like Summerfest 44, and 46% of the population believing that attracting larger bands to Cochrane could improve current events in the future 45; there is a justification to accommodate potentially larger bands in the upcoming years. Rank 17 – Coat Check Total of 4 points. More important for winter activities and events, a coat check geared to winter clothing and/or snowmobiling gear would encourage use of the facility by other groups. Structural & Esthetic Requirements Along with the “needs” that have been ranked and described above, the groups also discussed important aspects and features that the PDP facility would require for their events and other events. It is primordial that the PDP facility be designed to have controlled exposure, which is to say that it can be used in the summer as an open air structure, while being a sheltered heated area in the winter, or during high winds or rain (88%). 46 Furthermore 75%, thought that the PDP should be turn-key for all types of activities, so that the PDP become a community driven facility. 47 Turn-key means that any event or activity can happen on the peninsula; and that any adult can use the building hassle free. The PDP project has to be visible, this does not necessarily mean to be excessively big but it should be visible to tourists or visitors to Cochrane that there is something there that is significant enough to capture attention. Furthermore, event organisers believe that, not only should it be visible, but also have a distinct, unique style or esthetic, so that the PDP becomes a signature landmark for Cochrane (50%). 48 Elements of importance, but only to certain individual groups, are the following: having a low maintenance structure, having the PDP equipped with technology of the times and having a versatile indoor, outdoor space for vendors. 49 When considering what the PDP should reflect in our community or to passers-by the public offered varied opinions. Some repeated themes of note include: the PDP being a gathering place, and an attraction (getting people from out of town to come to Cochrane). 50 81% of the general public believe that the PDP should reflect the lake’s natural beauty. 51, The same can be said for the participants of the focus group sessions. 52What remains most important when looking at the focus group sessions is the importance that the PDP could have to reflect Cochrane’s heritage, our way of life here in the North. 53 Recommendations & Concluding Remarks From the above rankings and descriptions, it’s clear that the PDP is no simple endeavour. This is a reflection of the multitude of successful events that Cochrane hosts every year. The general public that was polled in the PDP survey also confirm the success of participation in these events; 86% attend the Winter Carnival, 79% participate during Canada Day Celebrations, 76% shop at the Farmers’ Market, 70% attend Summerfest activities, of which 48% enjoy the live entertainment and finally 63% attend the Torchlight Parade. Many “needs” from organisers require versatility to accommodate the different types and magnitudes of events, but also the season in which these events take place. Evidently the listed criteria above are recommended to be included into the design of the PDP facility. The need is clear from the perspective of those organising events that there are important features missing in order for their events to function more smoothly. More importantly than this, is the supporting evidence that the general public bring in terms of participants to the required “needs” of the events being organised. Furthermore, the public responses to participating in events at the peninsula shows enthusiasm for the PDP, as well as support to accommodate current events (80%). 54, 55 Finally, we offer comments of caution, from an Economic Development Department’s perspective on focusing in too closely to the top 10 criteria. The points system is used to classify and simplify the amassed information. If we look too closely at the top 10 we might overlook that some higher ranks (i.e. rank 3) was based on lower ranks (i.e. rank 16), which would lead us to a “did the chicken come before the egg” story. This is not to say that the ranks are not important. On the contrary, the ranks are there to help you assess the need, however does not take into consideration the dependencies of each rank. The ranking system can be viewed more so as a benchmark of the whole picture. If the PDP is to continue to be used as an events area, like it is today, we have to ensure that all complexities of each event are considered in the functionality of the PDP. Otherwise the PDP will not be functional for the masses, which includes the municipality, the residents and the users of the peninsula. Appendix F, question 9. The peninsula development project aims to build a structure that will act as a venue for community events and foster community engagement at the central destination of Commando Lake. The design of the structure is not yet determined. Results of the feedback from this session in addition to feedback from current, past & potential user groups of the peninsula, will be compiled, analysed and used in a final report that will be presented to Council by the Economic Development Department of the Town of Cochrane. This final report will be the basis to outsource to an architect to create the design build of the structure. The Need for the Project - For over 50 years now the Town of Cochrane and various other clubs & organisations have been utilising the Lake Commando Peninsula to host various events without the proper facilities and equipment to do so. Benefits of the Project - Increased attraction to the downtown core & local businesses - Create economic growth & new jobs - Supports local tourism industry - Create a space that is accessible to the community to host regional & local events, many of which are - currently in existence Improve recreation and social development of the community Create new opportunities for the community, generating in turn positive economic & social benefits Project Cost - The project’s maximum cost is up to $2,000,000.00. We enjoyed the peninsula for taking walks and enjoying nature in the middle of the town. Now with many trees having to be replaced all along the lake we need to focus on this. A place to sit with family and enjoy nature with a walk. It does not need big money for pavilions that will never be used. In the past we the leaders felt that tourism had great potential. This over we need a place where people can take a walk enjoy fresh air and be able to afford the taxes. This project is grandiose and at a time when some of us are having a tough time attracting industry to our, keeping regular infrastructure in shape, taking care of not loosing industry. At a time when our neighbours are almost ghost town it is not the time to be foolish with money. If we had not saved the mill in 2014, this town would be in serious trouble. It is already in big trouble now with a heavy debt load crumbling infrastructure and no guarantee we will be successful saving the cogen. We have plateauted with detour gold, agriculture may help but it is not a great job creator. It is time to bear down and cut spending, collect unpaid taxes and lower those taxes. We have lost a lot of money with the cogen closure and we ill loose more now with the fall of cts to completion. - Beach washrooms are often inaccessible in the summer Would love to go to concerts big and small at the peninsula in the Summer! - The current bathroom facility used for events is an eyesore! I’m sure we can make it look a little more nice! I would like to see a park but no permanent structures. When there are musical venues, they can set up like they currently do with temporary structures. It should showcase the lake not a stage area. Having more washrooms. Close to either end of activities. - - APPENDIX G - Great job in including the community in the consultation of the project. I believe that the more the community is involved in all stages, the more accountable they will feel and this will create a sense of ownership and responsibility amongst community members to build and maintain this space. - How about supporting the local business and rent a port a potty for the peninsula for the summer months and open all the time I think that the Commando park has been over studied! My thought on this is very simple fill in the land plant 20 about 20 trees get cement table and chairs with a checker board on top a few benches a dock to launch a kayak, board or canoe. Please feel free to contact me for more ideas because I do have many. I think an open microphone would be great or have small groups in the chambers like you did with doable. - - - - - Should be open concept for groups or individuals to utilise for their events and they can market their event This should be a people’s park. They should have a say in what is important. Rather than having someone from out of town tell us what we need. This is primarily for our community’s use, a place for young people to play safe and to then to attract tourists and out of towners to experience this sacred place. Not putting the emphasis on building it for everyone else. We should come first. If there is a need at this time in light of our financial situation I believe your survey should ask if above all residents are in favour of this project. The survey feels like it’s a done deal which is not right. I am not at this time in favour due to our town’s financial situation (as expressed by council at a meeting which was retabled – why?) We know that there is always extra cost associated with projects even if money is donated but at this time we need to concentrate on reducing our debt and working on taxpayers priorities i.e. roads, reducing unnecessary costs, etc. If you insist in pursuing this, a real effort should be made by mailing surveys to all taxpayers instead of electronically ( we have an ageing population that may not have access to computers and their opinion counts) as well as conduct additional meetings in order to reach the population so questions can be asked about the project so residents can make an informed decision. A valid survey is only good if you can get 75% of taxpayers’ opinion. This is a prime opportunity to beautify the lake front. That being said, it is my personal opion that funds should be applied to preserve the heritage of Cochrane. More green spaces which are accessible to citizens and visitors of all ages. While I can appreciate that funding available by grants are for specific purposes, just because its available does not mean that it’s a good fit for Cochrane. It is always encouraging to embellish things and something to be proud of but we have to remember that when these decisions are made we have to say who will be paying for all this it has to be taken seriously. Picnic shelter good idea in case of rain or hot weather. Bike racks, hopscotch painted on pavement. Place for kids to play. Garden We need more community events… more activities, more participation as well as more diversity. Good job Isa! Keep it up. (As I am an older person, I do not participate much in events, however I want to congratulate you on this project and wish you good luck with your, our project on the beautiful Lake Commando peninsula. Thank you.) No Sécurité pour tous en tous temps. (Security for all at all times) More benches closer to the lake would be great. I really enjoy the ones where there is shade. Is this to be an indoor or outdoor facility or both? If an outdoor facility for band concerts, you already have a bandstand which can be used in the summer. I belong to the Cochrane Community Choir, which could use and indoor facility for practices and the two concerts we hold each year at Christmas and in the Spring but it would depend on how much we would have to pay to rent etc. Finally! Earlier blanks were far too short for intelligent, sustained, comment. What we have is good. A few improvements are needed. A huge investment is NOT needed. Keep it simple! The peninsula project should remain a modest investment where each components add value to a large representation of community members of all ages and activity level. Let’s make Cochrane the best little town in the North. Go for it, do not be afraid of Nay sayors. We feel our lake is hurting and need to be looked after – we have to be aware that everything done there affects water quality. This project should be done in smaller stages in order to assess the need and involvement of the community. In order to go forward with further stages of the plan. It is an excellent plan however to include Lilabelle lake is quite an undertaking. Who will assist in the maintenance of all the trails, flowers, docks, etc?? Plant trees and grow grass. Build a heated bathroom and a few picnic tables… simple solution. A new war memorial should be included in the plans As I am very interest in artistic endeavours, I would love to see music festivals, theater (plays), perhaps even art exhibitions. We are fortunate to have such a beautiful location to host many events. Let’s build something that we can be proud of not over do it and build something sensible also that we can afford to maintain, lets beautify the main attraction of our beautiful town and we can be proud off Thank you for your efforts in making Cochrane a better place to live. I think your peninsula project will have serious parking issues and you cannot depend on the church parking lot for parking for events. Also I think the peninsula will be lost to the public if every time you want to enter the peninsula you have to pay an entry fee when is also sponsored by tax payers money. I think it should be seriously condiered that this town has a small population and it will be difficult to ask for more money to maintain this space. I think the space should be beatified but not by a multi-million dollar project. I believe that all of the above comments are felt by more than half of this community and the public should be considered in this decision. We need to preserve the natural state of the lake and the surrounding area, a few tables and BBQ pits would be plenty no need to large pavilion. This project is not a priority our roads and infrastructure along with a better control of our towns expenditures in the past 5 years the town’s debt has increased some 75% I believe our small community can not sustain this debt load much longer the majority of tax payers are basically on fixed incomes. Also this survey is slated towards a favourable decision for the project. I believe the final question should be are you in favour for the project yes or no. My vote would be a NO. APPENDIX G - - - - This project would enhance tourism and bring more residents to use the park. I would like to see vendors, selling drinks and food around the lake during the summer. More activities for children and youth. Should be a community committee formed that reviews the applications for use. Not town employees. Costs should be a minimum so that all can use the facility. As a member of the Cochrane Winter Carnival Committee and past member of the Rec Board and Ec Dev Strategic Plan Committee, I applaud the current plans for the Peninsula project. These plans fall in line with goals discussed in the five year strat plan, items that committees/groups have continuously been requesting, and will provide another beautiful accent to our gem of a town. What I would like to see however, is a design more reflective of our region and less so the plan that the Sault has in place. The pavilion in the Sault is great as it reflects their Great Lakes waves. Here in Cochrane, our natural resources are our most important asset – Minerals and spruce tree forests – a design incorporating a post and beam design and using local rock quarried in the North would be most desireable. Parking is another challenge that I have yet to see addressed properly. We have a significant lack of parking space at events namely Summerfest and Carnival. Make it count! Today most communities plan for green spaces in their community often at considerable costs for their mental and physical benefits. Cochrane is fortunate to have this wonderful amenity already in place. I feel the construction of anything additional to what is already in place will be a desecration. It is important not to leave this giant “foot print” on this natural location. We speak of our Northern Way of Life, our Northern Way of Life is our inherent love of nature, our appreciation of untouched natural beauty and we are, obviously, willing to forego the amenities, generations of Cochrane residence have enjoyed the lake environment and now we are attempting to alter this very thing we brag of. The law recognizes the right to “quiet enjoyment of life” would we not be impinging on our “quiet enjoyment of life” if we were to turn any part of the lake into a large, noisy, busy entertainment centre. I could appreciate a few picnic tables, a few unobtrusive barbeque installations and some park benches that would enhance the location but anything beyond this would, in my opinion, simply be wrong. We built the Tim Horton’s Event Centre to host many of the activities now being suggested for the “lake”. On another note and in view of the above statements the municipality will, in my opinion, be mismanaging our tax dollars if they actual indulge in this whimsical folly of lake “development”. Some are saying the town will only pay a small amount of money for this development but in reality the taxpayers will pay for all of it in perpetuity. This project is ill conceive and I am not in favour of it. I do however than you for the opportunity to at least comment on it as I am a firm believer in public consultation rather than notification. All this is fine and dandy, but the bottom line is are we able to afford such a project. We as tax payers will have to to the upkeep of this undertaking. Security people will have to patrol on a regular basis, etc. This project should not take away from services already offered within the community. The fall fair would not move there. There are halls etc. which are available and could lose business if another was created. We should remember to ease the impact of buildings and work on improving what we have, not reinventing the wheel. All activities listed ie. Open mic, concerts, local shops etc. could be hosted at the Tim Hortons Event Center firstly to determine if they are sustainable or profitable events, prior to spending time/money/efforts into another infrastructure that will need to be maintained. I APPENDIX G - - - - appreciate the idea of having more events in our community but don’t believe a venue is required at the lake, the lake portable facilities are sufficient, it is understood that funding if not utilised is a waste however, it could perhaps be used to have the beach house washrooms facilities modified to be used in the winter time, walking trail or bike trail instead. Environmental protection should be taken into consideration throughout this project to keep the impact on the Eco system minimal. I have attached info from park in Peterborough Ont & it is very similar to what could be done in Cochrane. The theater has fabric roof that can be removed. Also everyone brings their own chair and entire park is smoke free. Everything is there and it is excellent! I would like to see the peninsula developed with some facilities to allow more activities there with better functional space (including a spae to warm up with winter activities, some food/drink facilities – not necessarily operating all the time – and availability of seating. However, small enough to not overpower the natural appearance of the site. Can we please have a Town Hall meeting. Maybe the community would enjoy voicing their opinion at a meeting. This project is nothing but a waste of money. MY Money. Look after what you have. How much is our long term debt!!! 14 million? Spend our money fixing the roads and sidewalks. The cost of maintaining this joke will be astronomical. Event Center 1 million deficit. Town Council should make sure that the taxpayers can afford such a project. I will support a feasible project. Update weekly if possible where the project is going along well or what help you need from the public. I read that it would be a no-maintenance structure there is always maintenance cost on everything man made The wording of this questionnaire suggests this is a done deal. It should not be. Council voted to abandon this project some time ago. We do not need more debt in Cochrane. If we have money to spend, we should be using it to help venues that are already in place and need support: e.g. curling club, golf club, ball diamond, minor hockey, figure skating etc. The peninsula should be a place to walk safely in the winter or snowshoe trails without any vehicle traffic. Needs to be a center for year round use for healthy activities. Keep the area as natural as possible – flower gardens; pathways to walk or access by wheelchair This is a lake – should stay as park area with emphasis on healthy non polluting activities. Year round use with activities at no cost or very low cost. Not things like the ugly noisy inflatable toys. If anyone has an opportunity to see what the area that houses the Mcmicheal museum in Klainburg – it is spectacular and could be a very low cost way to scatter/stapyer some development. I hate the idea of losing the natural habitat but also hate the dirt, cars and the outhouse. I am a lion, legion member, and clergy – and in those capacities I “use” the peninsula. I am ADAMANT that access and use of those types be continued. APPENDIX G - - Must be cost effective to maintain in future years. Simple, yet elegant. We would like to extend to you, your staff and friends an invitation to the Open House session regarding the Lake Commando project. The session will focus on themes centered around user groups' needs, in order to discover what the user groups and population at large require and want the peninsula to be. The Open House session will allow residents and interest groups to express their opinions and receive clarifications in relation to the project. The Open House session will be held Wednesday December 2, 2015 at the Tim Horton Events Center Community Hall from 6:00 p.m. to 8:00 p.m. Should you have questions about the Open House session, please communicate with the undersigned. We see an incremental increase every year for the last three years for Summerfest. This is an indicator of growth and success for the Saturday events on the peninsula, including the live entertainment portion. Decrease in attendance levels for the Winter Carnival Dance are largely due to the cold weather that we have seen in 2014 and 2015. 1 More importantly the 2015 dance was cancelled on the lake due to very cold weather and brought indoors off the site of the peninsula. 2 The PDP could avoid such cancellations and have event remain on site at the peninsula. 1 Terry Vachon, Director Recreational Services, email to author, January 7, 2015.
