1.Domestic Polyethylene Bins of 12 Litres Capacity:
The Bin shall be one piece moulded, heavy duty of approximately 12 liters capacity made
out of FDA approved virgin grade polyethylene material manufactured from blow
moulding process, absolutely smooth, chemical resistant, blended with stabilizers, anticorrosive, anti-acidic, non-toxic and free from joints, welds or rims provided with moulded
projections and with moulded lids to prevent spreading of smell, flies, mosquitoes etc.
The colour of the bins shall be as per prevalent colour codes or as approved by
purchaser. In general, the Green bins shall be meant for storage of segregated biodegradable waste and White or Blue bins for Non- biodegradable/Recyclable waste. The
bins shall comply with the critical requirements of MSW Rules, 2000.

2. HDPE/ LLDPE Litter Bin with MS Frame (60 Litres)
(a) General Requirements: The litter bins shall be smooth, strong & sturdy and should
conform to the following:
•
The internal form and surface of the container shall be such that it does not trap the
contents.
•
There shall be no sharp edges on the container.
•
The internal & external surfaces shall be smooth and non porous, free from cracks,
splits, dents, distortion, blisters, voids, air bubbles and other surface blemishes or
defects.
•
The bins are expected to be used in outdoor conditions. They should be able
to
withstand outdoor weather conditions in India.
•
The test certificate of U.V. stabilization from original manufacturer of polyethylene is to
be supplied with bins. The approved make of the polyethylene material shall be
IPCL/GAIL/Reliance.
•
The moulded plastic container shall be made in one piece through Injection/ Roto
Moulded Process with top rim outside.
•
The bins shall conform to the colour code and have embossment of Logo of ULBs and
any other markings as specified through a sticker fixed on the body of container.
•
The bins shall be provided with adequate stiffeners/ribs on all sides and at bottom for
enhancing its structural strength.
•
The Front rim of the bin shall be fitted with support and guide ribs and bar net of high
capacity, double angle edge for greater safety during tipping.

All metallic parts shall be powder coated with minimum 40
micron thickness & black in colour.
(c) Material specifications and Body Construction: The body of the bins shall be
made of Virgin UV stabilized High Density Polyethylene (HDPE) / Linear Low
Density Polyethylene (LLDPE) with appropriate quantity of HALS to give long
service with continuous outdoor exposure with or without blending of any carbon
black manufactured by Roto moulding/ Injection Moulding process and confirming
to the typical characteristics as per BIS/ ASTM standards. It should meet the
requirements stipulated in standard IS 10146-1982.

3. Hand Carts/ Wheel Barrow for Road Sweeping and Nali Desilting
Material: The material of construction shall be as given below:
Steel Sheet: Steel Sheets shall be not less than 1.60 mm in thickness and shall conform to IS:
1079-1973
Steel Selection Bars and Rivets: Steel sections and bars shall conform to IS: 1977- 1975
and IS: 226-1975. Rivet bars shall conform to IS: 1148-1973
Steel Tubes: Steel tubes shall be medium class conforming to IS: 1239(Part I)-1973
Capacity: The wheel barrows shall be of 85 litres/110 litres/140 litres capacities as per
IS:4184-1967.
The wheelbarrows shall withstand a proof load of 300 Kg for 85 litre/ 370 Kg for 110 litre and
470 Kg for 140 litre sizes without any permanent deformation of the members. The proof load
shall be applied by filling the body of wheelbarrow with a suitable material.
Body
Construction- The body shall be either cut from a single sheet of steel, the joints being secured
by revetting or welding or it may be solid-drawn pressing from a single sheet. If joints are
secured by revetting, the rivets shall be of diameter not less than 6mm and shall be placed at a
spacing of not more than 10 cm.
The body shall have top edge reinforced by one of the following methods:
a. The edge rolled over a steel rod of not less than 8mm diameter in order to form a bead and to
retain the rod.
b. A mild steel band not less than 20x5 mm in cross-section closely riveted or welded
to the
outside of top edges. If riveted, the rivets shall be of diameter not less than 6mm and shall be
placed at each end of the strip and at intermediate points not more than 15 cm apart.
c. Additional reinforcement shall be provided at both fronts corners by welding both edges of the
band to the body sheeting, or by additional rivets.
d. The body shall be fixed to the chassis by welding or with black mild steel bolts with cup heads,
round necks and square or hexagonal nuts, the bolts being of not less than 8mm diameter.
e. The body shall be so designed that the position of centre of gravity aids the forward motion of the
wheelbarrow when in use (filled to its maximum nominal capacity) with normal inclination to the
horizontal without causing spillage of thematerial.
f.
The design and dimensions shall be such that when the body is fixed to the chassis, the liquid
capacity is not less than 35 litres for 85 litre/ 55 litre for 110 litre/ 70 litre for 140 litre capacity
wheelbarrow. This capacity shall be determined by placing the barrow on a level surface and
filling it with water. The handles of the barrow shall then be raised until the undersides of the
ends of the handles are 75 cm above the level of surface on which the wheel
water remaining after raising the body to this position, shall then be measured.

Chassis
The chassis frame shall consist either of a single length of tube of 2.5mm nominal bore or any
other suitable steel section such as flat of size 30x6 mm or angle or channel section of equivalent
strength, suitably bent to form a support for the wheel and the body.
The legs of the chassis shall be formed as part of the tube or other steel section used for the
construction of frame or shall consist of separate length of tube or steel section similar to that
used for the frame, bent to form a bow and welded to the main frame.
The frame shall be reinforced with two mild steel bars, each not less than 30x5 mm in crosssection and arranged to span between the chassis frame at the handle end as well as the wheel
end of the body, with their ends closely formed round or welded to the frame. Each leg shall be
braced by a mild steel bar not less than 30x6 mm in cross- section closely formed round the
bottom of the leg and arranged to provide an intermediate support for the body. Alternately a X
type bracing of 25x6 mm steel strip and spanning between the two legs may be provided.
Two front steel braces, not less than 25x6 mm in cross-section shall be fixed between the wheel
ends of the body and the chassis frame or the chassis frame shall be suitably bent to provide
support to the body at the wheel ends. The arrangement shall, however not prevent tipping of the
wheelbarrow over its wheels, when so required to empty its contents.
The underside of the handle ends shall be not less than 50cm and the top edge of the body not
more than 60cm above the ground level when the legs are resting on the ground.
The distance between both the handles (outer to outer) shall be not less than 50cm and not
greater than 55cm. The ends of the handles shall be provided with firm comfortable and non-slip
grips.
The shape and construction of the chassis and body shall ensure stability of the wheelbarrow
when the legs are resting on ground or when the wheelbarrow is in motion under normal working
conditions.
Wheels
The wheels shall be constructed of mild steel or cast iron and shall be of disk type or any other
suitable design to ensure adequate strength. The wheels shall be fitted with metal rims, or solid or
cushioned rubber tyres.
The diameter of the wheels shall be not less than 300mm and the nominal width of the tyre shall
be not less 50mm.
Painting
The whole wheel barrows should be sand blasted prior to painting. The outside & inside of the
containers to be coated with one coat of zinc rich primer. The internal surface shall be coated
with two coats of bitumenistic epoxy paint while the external surface shall be painted with two
coats of synthetic enamel paint to ensure long life suitable for use of handling raw garbage under
corrosive conditions. The paint shall be ICI / Asian / Johnson & Nicholson. / Burger and colour
shade shall be as specified by the purchaser.

Axle
The axle shall be fixed to the chassis frame and the bearings shall be located inside the
wheels hubs which will revolve over the axle. The axle shall be not less than 25mm in
diameter and the bearings length shall be not less than 25mm at each end. The journal
portion of the axle shall be machined to appropriate tolerances and the allowance, and
the surface finished to ensure uniform bearing contact. The material for axle shall
conform to IS: 226-1975 for bronze bearing bushes.
Bearings
The bearings shall be so designed that there is no side play in the movement of the
wheels. The bearings shall consist of bronze bearing bushes or any other suitable
bearings of equivalent properties. The internal diameter of bore of the bearing shall be
such that the clearance between bearing and the axle is not more than 0.5mm.The
bearing walls shall be of adequate thickness preferably not less than 5mm to avoid
premature wear and giving way ofbearing under load.

4. Secondary Storage containers of 3.5 Cubic meter for DP
The closed type garbage container suitable for operating with truck mounted dumper
placer shall have capacity of 3.5 Cu. M. The container shall have four garbage windows or
top inclined face, hinged rear door at one end and shall be closed at the far end. The
bottom sheet of the container shall be 3 mm thick. The top sheet shall be 2 mm. The side
wall shall be made from 2.5 mm sheet. The tail gate shall be made from 2 mm sheet. The
loading windows covers shall be made from 1.6 mm sheet. The edges of the container shall
be stiffened with angle of size 25x3 mm. Top frame shall be sturdy and made from 25x3
angle. The window frame shall be made from MS angle of size 18x3; rear door shall be
stiffened using channels of size 75x40 mm. The body of the container shall be stiffened with
MS channels of size 75x40 mm, on sides & bottom face. The garbage windows shall be of
hinged type and shall be provided suitable with latch arrangements to enable to hold them.
They shall also be provided with suitable arrangement to keep them locked in the
closed condition. The
overall size of the container shall be as under Overall length - 1950 mm to 1970 Overall
width - 1350 mm to 1450 Total Height - 1400 mm to 1420.

PAINTING: Base - Zinc Chromate primer, 2 coats Finish - Synthetic Enamel, 2 coats Shed

Hooks for container lifting: The hooks for lifting the bin would be integral to
the
framework of the bin. It shall be provided with the necessary reinforcement to handle the
design weight for lifting with adequate factor of safety. The shape and size would be as per
the design of the lifting tackle. The pin position and other parts of Dumper Placer Containers
shall be compatible to Dumper Place for easy operation. The condition must be
incorporated during the floating of Tender that “The supplier are advice to visit & check
the prevailing system of arrangement of dumper placer vehicles which are currently
used by ULB so that the new containers will become compatible to use with existing
dumper placer vehicles. The overall details of the bins may please be seen in the drawing
at figure no.1
5. Technical Specification For 4.5 Cum Container For Dumper Placer
The closed type garbage container suitable for handling with truck / trolley mounted
dumper placer and shall have a capacity of 4.5 Cu. M. The container shall have four
garbage windows on top inclined face, hinged rear door at one end and shall be closed
at the far end.

Construction:
• The bottom plate of the container shall be 4 mm thick
• The side wall shall be made from 3 mm sheet
• The rear sheet, top door and the garbage discharge windows shall be made
from 2 mm sheet.
• The top sheet shall be 2 mm thick.
• The edges of the container shall be stiffened with MS angle of size 35x5 mm
• The window frame shall be made from MS angles of size 18 x 3 where as the frame
for rear door shall be made from 75x40 channel.
• The body of the container shall be stiffened with MS channels of size 75x40 mm, 8
nos. on sides & 4 nos. at the bottom face.
• The garbage windows shall be of hinged type and shall be provided with suitable latch
arrangements to enable to hold them in open condition.
• They shall also be provided with suitable arrangement to keep them locked in the
closed condition

remove any loose material, mill scale or welding spatter.
• The container shall then be painted with two (2) coats of red oxide primer, 1 coat each
of surface gray and/or silver paint.
• It should be followed by two (2) coats of finish paint of approved colour inside and
bottom of the container shall be painted with 2 coats of black rubber paint.
• Name of Municipality: To be written on both Side Faces.
Hooks for container lifting:
• The hooks for lifting the bin would be integral to the framework of the bin. It shall be
provided with the necessary reinforcement to handle the design weight for lifting with
adequate factor of safety. The shape and size would be as per the design of the

lifting tackle. The pin position and other parts of Dumper Placer Containers shall be
compatible to Dumper Placer Units for easy operation. The supplier are advice to visit
& check the prevailing system of arrangement of dumper placer vehicles which are
currently used by ULB so that the new container will become compatible to use with
existing dumper placer vehicles also. The overall details of the bins may please be
seen in the drawing at Figure 1
6. Secondary Storage containers of 2.5 Cubic meter for DP
The container having compatibility with Dumper placer carrier vehicle shall be closed type
having minimum capacity of 2.5 cum. The overall details of the bins may please be seen in
the drawing at AnnexureConstruction
•
The vertical height of long side of the container (Dumping side) should be more than
1.10 meter & maximum height of top of the container more than 1.50 meter.
•
The side of the container shall be fabricated out of 2.5 mm thick M.S sheet
•
Bottom out of 3mm thick M.S Sheet. Top out of 2 mm thick M.S Sheet.
•
Minimum 4 side opening door of size 700mmx400mm fabricated out of 1.6 mm thick MS
Sheet. Tail gate out of 1.6 mm thick M.S sheet.
•
All side of container should be reinforced with IMC 75mmx40mm and ISA
40mmx40mmx5mmm & should have Continuous welding.
Painting:
• After fabrication, the garbage container shall be thoroughly cleaned by wire brush to
remove any loose material, mill scale or welding spatter.
• The container shall then be painted with two (2) coats of red oxide primer, 1 coat
each of surface gray and/or silver paint.
• It should be followed by two (2) coats of finish paint of approved colour inside and
bottom of the container shall be painted with 2 coats of black rubber paint.
• Name of Municipality: To be written on both Side Faces.

7. (A). Garbage Collection Bins(Ms) Of 1.1 Cum Capacity Suitable For Compactor
Stainless Garbage bins for waste collection shall be provided with 4 Castor Wheels with
Blocking System. The Garbage Collection Bins shall be of 1100 Ltrs. capacity. These
shall be closed type hygienic bins. The Bin construction shall be of Pressed M.S sheet for
ensuring adequate structural strength required for handling with the Compactor Bin Lifter.
Also, Bin shall be designed to be lightweight and with facility to be easily handled by two
Bin Handlers.

angle. Two supports in horizontal, one upper horizontal support shall be for
mounting of lifting pin made of 100x50 mm channel and another one made of
50x50x5 angle.
Lifting pins on both width sides of 45 mm outer diameter with 4 mm thick and 120
mm long MS pipe. These pins shall consist of stoppers on their both ends by 65x65
mm or 65 mm dia. 4 mm thick steel sheet.
Lifting pins shall be mounted on upper horizontal side support of 100 X 50 mm
channel. To support these pins, an additional horizontal 100x50 mm flat shall be
provided inside the channel.

Bottom of the container shall be supported by 2 nos. 100x50 mm channel in width
and cross supported by 50x50x5 angle.
•
Containers shall stand over 4 nos. mild steel legs. Each leg shall be made of 120 mm
long, made of 3” B class GI pipe. These legs shall be capped by 4 mm thick mild
steel plate and welded with the bottom channel of 100x50 mm channel.
•
The bins shall be designed to be lifted by compactors having UNIVERSAL Bin
Lifters of EN standards
• The entire GI sheet shall be riveted with the solid rivet of aluminium / GI nut bolt of
suitable size, no welding will allow on GI sheet except hooks and handles.
(B). Polyethylene Wheel Bin 1.10 cum (As per EN 840-2 STD)
Body made from
shock-absorbent
high-density polyethylene,
stabilized
against
degradation due to ultraviolet radiation. It resists common chemicals and extremes of
temperature.
Special internal ribs of Approximate 5 mm thickness on front and back inside wall for
additional strength. Special combs at front side for better handling and strength. Pug at
bottom for water to drain easily after cleaning. Weatherproof lid fits well with the body to
check odours and keep away flies, vermin and other animals. Lid open automatically when
tilted and tipped into refuse container for discharging contents. Lid on bin is flat with
integrated handles, which are neater than external ones and not vulnerable to breakage.
Strong upper rim for safe mechanical lifting. Wheels with rubber tyres having for quit,
smooth rolling. Easy-to-turn castor wheels. Directional castor locks. Brakes on two wheels.

8.
Mobile Garbage Collection Bins(HDPE) of 360 litres
The HDPE garbage bins will be used for collection and storage of refuse from commercial
areas located all over in the limit of ULB. The bins shall be kept at various locations for
collecting the solid waste and will be transferred into compactor by fully automatic system or
will be unloaded in a waiting truck at the nearest secondary collection point. The overall details
of the bins may please be seen in the drawing at below.

9.Twin Bin Dumper Placer for 2.5 cum capacity containers
General Description
The Dumper Placer/ Carrier Vehicle (Chassis and Cab) shall be rugged and durable,
shall incorporate the latest technological features offered by the manufacturer/supplier.
The truck chassis shall support hydraulically operated hoisting mechanism to load,
offload and tip the twin containers of 2.5 cum capacity. The dumper placer
shall
comprise of two pairs of lift arms each actuated by double acting high pressure rams,
manually operated tipping hooks, hydraulic ball & plate type stabilizers and hydraulic
system duly mounted on truck chassis with cab & PTO. Lifting arrangement shall be on
the sides of the vehicle.

Lifting Capacity / Test Load
The system will be able to list two Nos containers of 4.0 cubic meter capacity each of approved
design. The test load shall be 2750 Kgs for each container including dead weight of container.
Hydraulic System
The hydraulic system will have 1 No. 3 spool direction control valve of Badestnost / Hydro Control
make. All hydraulic hoses will be R2 Type of Gates / Markwell/ Yokohama / Super Seal having
operating pressure of 3500 PSI and bursting Pressure of 140000 PSI. All metal pipes will be
seamless type having 12.5 mm dia.
Boom Arms & Out Rigger
The system will have 2 sets of two booms each. Each boom set shall be joined with the help of
Boom Cross Bar made of M.S Pipe C Class as per IS1239 of minimum 88 mm Outer Dia. The
boom will be fabricated with the help of channels of 5mm thickness which are joined together to
make a box section of 145 mmx80mmx5mm. The boom arms will be fitted with self- Lubricating
bushes for mounting with the frame. The boom length will be such that it can lift the container
horizontally even from unleveled ground without jerks. 2 Nos Inclined Outriggers shall be provided.
Hydraulic Cylinders
Each boom set will be operable with the help of two double acting single stage hydraulic cylinders
having a bore of 110 mm and shaft dia. Of 56 mm. Total Nos of cylinder for lifting shall be 4 any the
stroke of the cylinders will be suitably adjusted so that the machine can list the container from the
ground without difficulty.
Frame
The main frame structure will be of Box type cold form pressed steel sections of 5 mm thick plate
mounted on Vehicle chassis through rolled Mild steel channel sub-frame consisting of long runner
made by ISMC 100X50, cross runner by ISMC 75X40 and IS 35 and support box ISMC 125 boxed.
The frame will be properly strengthened with cross members for proper load distribution and to
avoid point loading during operations. Frame will be covered with the help of floor sheet of 4mm
thickness. The floor will be having stoppers in the sides so that the container does not skid during
transportation and also do not hit the boom cylinders.
Hydraulic Stabilizer
A roller type hydraulic stabilizing arrangement having proper ground clearance will be provided a

the rear of the machine for providing stability of the equipment during the lifting and tipping of the
containers.
Tipping Hooks
The Machine will be provided with 2 nos tipping hooks at the rear which will be operated manually
for unloading of the garbage from the refuse container.
Hydraulic Tank
The hydraulic tank shall have adequate capacity for storage of hydraulic oil with first filling along
with required filters etc.
Lifting Chain
The equipment will have tested MS chain of 5/8” for lifting and ½” for tipping conforming to IS-5616
& IS 2429 (Part II).
Safety Features
The machine will have Overload Protection Valve, load holding Valves in the boom Cylinders circuit
as well as the Stabilizer jack Circuit so that the cylinders do not collapse on load or on house

SPECIFICATION OF REFUSE COMPACTOR VEHICLE (RCV)
The Refuse Compactor Vehicle shall be easy to handle and allow the bin handlers to unload
Solid Waste from the Bins into the Machine Tailgate hopper with minimum physical effort and
maximum safety. The RCV shall be capable of automatic operation of the Compaction Cycle.
The automatic continuous compaction operation is started by pushing a green colored electric
push button. The Compaction cycle incorporating the movement of packer plate and carrier plate
should operate continuously without the need to operate any push button or hand lever, until the
compaction cycle is switched off by pushing a red colored push button. Optional hand lever
arrangement for manual operation of Compaction Cycle to be also provided. The Tailgate
loading height shall not be more than 1.2 Meters from the ground level.

The RCV Volume would be 14M . The Tailgate hopper volume will be minimum 1.75 Cubic
Meter. Simultaneous automatic working of the compaction cycle should be possible while

during lowering.

A. General Description: Portable Compactor is a compactor capable of being transported from
one location to another and placable at any place for the refuse collection, compaction &
transferring. It will come as an integral unit incorporating the Container and the Compaction
unit. The Portable Compactor will be such that can be lifted by a specially designed Hook
Loader, unit mounted on a Truck chassis for transportation and unloading of Compacted
garbage. One hydraulically operated tipping device mounted on Compaction unit, to receive
and unload the waste in to Compaction unit to compact it in to the Container – which is called
Tip Cart.
Features of Portable Compactors:
1. The Portable Compactor shall be of front loading type with a hydraulic operated device to
receive waste from hand cart / tricycle vans/ small tippers etc.
2. The Portable Compactor shall be provided with leachate collection tray for collection of
leachate during compaction of garbage & shall be with suitable drainage system to unload
nearby drain. leachate will not drop on road during transportation due to leak proof sealing at
rear door.
3. The size of the charge chamber of the compaction unit shall be of 0,8 up to 1.8 Cum.
4. Compaction unit shall be powered by Hydraulic power unit, energy saving, low noise level,
load sensing system.
5. Entire body shall be in cylindrical or rectangular shape, for an easy discharge of waste and
ensure complete filling.

Important Note: The Ministry of Road Transport & Highways had issued a notification that
only Bharat Stage IV (BS-IV) compliant four wheeler vehicles will be manufactured on and
from 1st October 2015 in Punjab, & other states. With this only those newly manufactured
four-wheeled vehicles, which are complaint with the BS-IV standards, will be allowed to
registered and move on roads with effect from the notified dates in the notified areas.
