This has led to an area in section 10 being redesigned to create additional cremation plots, which with a new footpath create a more pleasing aesthetical view. The container has been relocated to the recently purchased extension and the vacated area grassed, as it will be considered as part of the overall development in the future. Residents are also reminded of the Council’s Memorial, Tree and Shrub Donation policy which offer an opportunity to purchase one of these items to be placed at the cemetery in remembrance of loved ones. The Town Council viewed this as presenting a valuable opportunity to ensure our community played a leading role in shaping the future of Sprowston and has become one of the seventeen volunteer groups to test neighbourhood planning, a key feature of the Localism Bill. A steering group was formed to drive the plan and in July 2011 invited residents to put forward their views on what issues they felt should be addressed, and appealed for volunteers to get involved. The key objectives of the neighbourhood plan is to: l plan holistically, addressing the needs and aspirations of all sections of the community and areas of Sprowston; l work across boundaries, taking into account the needs and aims of neighbouring parishes; l maintain sustainability of the existing built-up area, not just new developments; l ensure good spatial and functional integration of the proposed new development on the northern fringe of the parish; l reinstate a sense of settlement and community identity, which has been lost as a result of the rapid expansion of Norwich. In January a three day neighbourhood planning event, facilitated by The Prince’s Foundation, was held and attended by residents, community groups, town and district councillors, landowners, developers and technical advisers to understand in more detail the issues and aspirations of the neighbourhood and how they could be translated into proposals for change. The key issues identified by the public at this event and our fete, further complemented by a number of measures/initiatives suggested, are now being considered by the steering group for inclusion in the plan. Once the final draft of the plan is ready it will be available for public consultation and we hope you will comment and make your views known. Having incorporated any relevant issues raised from this consultation into the plan it will be presented to Broadland District Council for a public examination. On passing this examination it will be subject to a referendum in Sprowston and it will be up to you, the parishioners, to say whether you agree with Broadland District Council adopting the plan. The Town Council has recently made its formal application to Broadland District Council setting out the area that it would like the Neighbourhood Plan to cover - it is proposed that the area covers the entire civil parish of Sprowston. The full application can be viewed on the website of Broadland District Council (www.broadland.gov.uk) and Sprowston Town Council (www.sprowston-tc.gov.uk). It is also available to view at Broadland District Council offices, Sprowston Town Council offices and Sprowston Library. Annual Summer Fete A record number of people attended this year’s Summer Fete enjoying good weather and the wide range of activities on offer. Children ran around in giant zorb balls, slid down huge slides, learnt how to ride quad bikes, had a go at archery, mastered a variety of circus skills and had their faces painted. There was also fierce competition in the arena with tug of war, egg and spoon and sack racing and beautifully attired fancy dress entrants. Our thanks yet again to the 45th Scouts for the loan of their tug of war rope and hessian sacks. More thanks to regular supporters Norwich and District Star Wars Club who posed for many family photographs as well as training a few would be Jedi Knights and as to the birds of prey how nice to be able to get so close and even touch some of the friendlier ones. Danny Marino wowed younger children with his balloon animals, crowns and hats and Starlight Karaoke kept everyone well informed with support from DJ Kevin Castle. The Town Council marquee hosted a public consultation, which was well attended, on development proposals for Sprowston Diamond Centre and the Neighbourhood Plan with the general opinion of those who commented being favourable. 1 10/08/2012 11:41:00 Sprowston Diamond Centre The Town Council is moving forward with its vision for the re-development of Sprowston Diamond Centre to create a much needed community facility for residents. A questionnaire previously sent out to parishioners, together with views expressed by visitors at our fete, identified the uses people wanted for this building, which has formed the basis of the overall design. Work to implement this scheme will be carried out in three phases, subject to the proposals in phases 1 and 2 gaining planning approval by the District Council. Phase 1 includes an extension to the east wing to provide a new nursery, rooms which will be available for some public hiring, new entrance link, toilet accommodation and refurbished multi-use room. This phase has already been approved by Council, planning permission granted and budget provision in place. Phase 2 mainly comprises of internal works to the western end of the building and involves rearrangement of the internal spaces to create larger rooms. Consultation with local groups interested in hiring Sprowston Diamond Centre has helped us shape the proposed layout in order to meet the needs of a range of voluntary and community organisations. Phase 3 consists of the major element of work to deliver the main spaces within the new centre. It will involve the demolition of the existing” link” between Phases 1 and 2 and the construction of a main hall and ancillary spaces including kitchen, foyer, office, storeroom and bar area. The Council welcomes your comments on these design proposals, which can be viewed at Sprowston Diamond Centre during office hours. Income and expenditure year ended 31.03.12 Sprowston Town Council presents ‘Movie Afternoon’ Income (excluding precept) Having acquired Sprowston Diamond Centre, the Council now has a building in which to hold community events and is launching, in conjunction with Moviola and Creative Arts East, a movie afternoon. Initially the first Monday of each month but if this service proves popular evening showings will also be considered. Tickets are £5 each (no concessions) and available in person from Sprowston Diamond Centre up to Friday before the performance or £5.50 on the day. Children under 16 years must be accompanied by an adult. Patrons are asked to turn mobile phones off during performances and respect the enjoyment of fellow cinema users. This has enabled the Council to refurbish the toddlers play area to the front of Wilks Farm Drive, which has benefitted from four new pieces of equipment, safety surfacing, repaired fencing and gating. 2 SPC No 35.indd 2 Reports of dog fouling have increased across Sprowston and we would kindly remind dog owners to clean up after their animals. There are dog bins located across the parish which are regularly emptied and we would encourage you to use them. The Recreation Ground, where dog bags are provided, also suffers particularly around the edge of the grass tennis courts and the pathway leading to Recreation Ground Road, which is regularly used by pupils on their way to school. As to the Millennium Woodland we would request owners to keep their dogs on a lead, this will help reduce the amount of fouling in what should be a pleasant, tranquil place for everyone to visit. 3 10/08/2012 11:41:06
