GNSS ease our lives…
GNSS is part of the every day's life of hundreds of millions of people:

Particularly true in the road transport domain:

ground to develop advanced applications in the ITS domain

… but also have limitations
The main GNSS weaknesses are:

not available in “in-doors” environments (tunnels…) or partially
available in masked environments (urban areas, mountains…)
subject to threats (jamming, meaconing or spoofing)
Practically these issues lead to either:

a lack of availability of the GNSS service
a GNSS-like misleading information
performance degradation
These issues hinder or slow down GNSS applications which require:

high availability of the PVT services, even in constringent
environments
a good level of trust in PVT information

Project context and objective
Context: TACOT is a project co-funded by the European Commission in the
frame of FP7 (Galileo area) and managed by the European GNSS Agency (GSA)
Objectives:
 To demonstrate the feasibility of a solution providing trusted PVT data
 To boost penetration of European GNSS in road transport through the vector of
digital tachographs (DT)
 To anticipate the amendment of 3821/85 regulation on DT
Approach: TACOT develops a low cost GNSS function able to detect major
GNSS related threats and to evaluate various input data. TACOT demonstrates
the concept through the integration of this function in a DT.
Nevertheless, it is designed to fit to any ITS applications.
Duration: 2,5 years (end in July 2014)

Potential benefits
The Trusted GNSS function can benefit to many ITS applications,
notably in the domains of:
 Security: Trusted PVT information helps to mitigate the risk of
economic loss. This can be either direct loss (such as customer
payment not claimed) or indirect (time loss, degradation of service
quality which lead to benefits loss…)
 Safety: The Trusted PVT function is not design to be used as a
safety of life device. Nevertheless, trusted information can actually
benefit to secure operations or activities which can be harmful to the
society or to the environment
 Law enforcement: Trusted PVT information helps to mitigate the
risk of frauds with regards to law rules. As the regulations generally
set constraints, the adoption of the PVT function by users is subject to
these regulations

Summary: TACOT assets
TACOT’s outcomes :
• enable GNSS data to be used as secure and trustworthy
source of PVT information
 demonstrate the possibility to mitigate GNSS weaknesses at low
cost (detect attacks on GNSSs…),
 defines a new concept, namely the confidence level,
 takes advantage of GNSS multi-constellations and EGNOS to
increase the quality of its outputs. As such it also prepares
markets for Galileo introduction
• offers potential benefits to many current and future ITS
applications in both commercial and social domains
