Trusted Multi Application ReCeiver fOr Trucks TACOT A multi-applications secure GNSS receiver European GNSS Conference 20th February 2014 Brussels 20th February 2014 – Copyright FDC 1 Agenda GNSS context TACOT project’s overview Project benefits / opportunities TACOT’ achievements Summary 2 GNSS ease our lives… GNSS is part of the every day's life of hundreds of millions of people: • • • • multitude of applications successful use since many years social / environmental dimension enable promising future services Particularly true in the road transport domain: • • enables applications such as car navigation or fleet management ground to develop advanced applications in the ITS domain GNSS unique assets: • • • • accurate position, velocity and time (PVT) data worldwide high availability free of charge 3 … but also have limitations The main GNSS weaknesses are: • • not available in “in-doors” environments (tunnels…) or partially available in masked environments (urban areas, mountains…) subject to threats (jamming, meaconing or spoofing) Practically these issues lead to either: • • • a lack of availability of the GNSS service a GNSS-like misleading information performance degradation These issues hinder or slow down GNSS applications which require: • • high availability of the PVT services, even in constringent environments a good level of trust in PVT information 4 TACOT offers a solution PVT data Trustfulness (Confidence level) GNSS attacks detection (jamming, spoofing, meaconing) Increased PVT availability (dead reckoning) 5 Agenda GNSS context TACOT project’s overview Project benefits / opportunities TACOT’ achievements Summary 6 Project context and objective Context: TACOT is a project co-funded by the European Commission in the frame of FP7 (Galileo area) and managed by the European GNSS Agency (GSA) Objectives: To demonstrate the feasibility of a solution providing trusted PVT data To boost penetration of European GNSS in road transport through the vector of digital tachographs (DT) To anticipate the amendment of 3821/85 regulation on DT Approach: TACOT develops a low cost GNSS function able to detect major GNSS related threats and to evaluate various input data. TACOT demonstrates the concept through the integration of this function in a DT. Nevertheless, it is designed to fit to any ITS applications. Duration: 2,5 years (end in July 2014) 7 Consortium 12 partners for broad expertises Tachograph Industry Security certification Fleet management provider GNSS dev & sensor fusion Users representatives Technical development Test & Validation Business & Exploitation plan Legal & regulatory aspects Support to Commercialisation 8 TACOT technical framework 9 Trusted PVT function overview 10 Trusted PVT output / service Trusted PVT function outputs • Position and Velocity solution • Time solution (UTC) • Heading solution • Quality indicators (Circular Error Probable and standard deviation for each measure) • PVT confidence level (percentage of reliability) 11 Agenda GNSS context TACOT project’s overview Project benefits / opportunities TACOT’ achievements Summary 12 Potential benefits The Trusted GNSS function can benefit to many ITS applications, notably in the domains of: Security: Trusted PVT information helps to mitigate the risk of economic loss. This can be either direct loss (such as customer payment not claimed) or indirect (time loss, degradation of service quality which lead to benefits loss…) Safety: The Trusted PVT function is not design to be used as a safety of life device. Nevertheless, trusted information can actually benefit to secure operations or activities which can be harmful to the society or to the environment Law enforcement: Trusted PVT information helps to mitigate the risk of frauds with regards to law rules. As the regulations generally set constraints, the adoption of the PVT function by users is subject to these regulations 13 Potential benefits Examples of ITS applications which could benefit from the Trusted PVT function. ITS Applications Secured business Safety Improvement Law Enforcement Speed enforcement Electronic fee collection (road pricing) Freight tolling Pay as you pollute E-call / Emergency Services Eco-driving systems Accident reconstruction, Event Data Recording Pay-per-use / Pay as you drive insurance Vehicle Tracking Fleet management Transport of dangerous goods management Anti-Theft Systems Traffic Travel Information Transport on Demand Note: This list is not exhaustive and the expected benefits for each are to be further consolidated 14 Agenda GNSS context TACOT project’s overview Project benefits / opportunities TACOT’ achievements Summary 15 Project outputs • PVT Augmented Prototype Tachograph 16 Project outputs • “PVT Augmented Tachograph” Interface Control Document (including GNSS & Applications interfaces) • Secure GNSS function specifications and Protection Profile • Demonstration of a real time application enabled by trusted GNSS positions addition (Fleet management) • Awareness of TACOT’s outcomes to Standardisation bodies 17 Agenda GNSS context TACOT project’s overview Project benefits / opportunities TACOT’ achievements Summary 18 Summary: TACOT assets TACOT’s outcomes : • enable GNSS data to be used as secure and trustworthy source of PVT information demonstrate the possibility to mitigate GNSS weaknesses at low cost (detect attacks on GNSSs…), defines a new concept, namely the confidence level, takes advantage of GNSS multi-constellations and EGNOS to increase the quality of its outputs. As such it also prepares markets for Galileo introduction • offers potential benefits to many current and future ITS applications in both commercial and social domains 19 Summary: TACOT assets TACOT’s outcomes: • Is a first step security solution before the built-in defence mechanisms that authentication) will be included in Galileo (Galileo • Is furthermore complementary to Galileo authentication service Provides a confidence level in a multi-constellation context, Do not limit its analysis to GNSS but can include all data sources (MEMs, barometer…), Can detect meaconing and spoofing attacks 20 THANK YOU FOR YOUR ATTENTION Contact: [email protected] 21
