MISSION
The purpose of the Association for the Improvement of
Minorities is to educate and develop our members to
their fullest career and personal potential, and to instill
in them the highest degree of confidence in their abilities
in a manner that is free from negative influence and
discriminatory policies and practices. To achieve that
purpose, we will:
Educate and Counsel our members as to
opportunities for career and personal
advancement,
Foster Equal Employment Opportunity,
Provide a Self-Help Network to further the
general welfare of our members,
Promote local and community-wide services
that assist individuals seeking career and
educational support, and
Cooperate with all government agencies and
other organizations in taking lawful actions
to ensure the removal of discriminatory
policies and practices.

To my fellow AIM-IRS members,
This is my last year as your National President. It has been my distinct honor to serve as your leader in very trying times for
the organization. As Dr. Martin Luther King expressed in one of his famous quotes for the ages “It is not where a man stands
in times of comfort and convenience, but where he stands at times of inconvenience and controversy.”
This administration has been challenged beyond measure. It has been called upon to look forward as well as back to our
organizational roots. We were challenged to balance our financial status and the AIM- IRS mission. W have met the challenge
and found cost cutting ways to survive as an organization in spite of the challenges thrown at us from every direction. I salute
my national senior vice – president for being creative in finding important cost cutting ways to balance our budget while
sustaining our national meetings, national training conference and other key programs.
The theme of our 2016 innovative conference is “Beyond Limits” because we still exceeded expectations, produced a
balanced budget, reduced expenses, and negotiated two other national conferences up to and including our spectacular 50th
Anniversary, as the oldest employee organization. We appreciate you standing by our side as did the founders of this great
organization.
As your leaders, we have weathered the storm and met the challenges which would seek to change who we are as an
employee organization. We are poised to meet the Future State Initiative.
Thanks for your enduring support through these challenging times. I am proud of each AIM-IRS member and it has been by
extreme honor to have served as your National President.

Dear ABMTS Guests,
We reach new heights every time we meet and greet each other since together we are the greatest! During the
47th Annual Business Meeting & Training Seminar (ABMTS) here in Atlanta, GA we seek to maximize AIM’s potential for
greatness by dimensions. “Beyond The Limits” is an apt theme this year; since, we must push on and stay strong in
moving AIM IRS towards the newly illuminated AIM we envisioned last year. Collectively and creatively, we will strive
to make an awesome and highly AIMed reality for our organization as we enter the future state. We are AIMing to
have each of these coming years filled with quality experiences and opportunities for AIM IRS member’s professional
and personal growth that expands “Beyond The Limits” of our current states and beyond our dreams.
Our AIM mission, goals and objectives position us for overflowing outcomes if we just hold fast to our good-cause
purpose. Our dimensions for development include: 1) graduation to the next level in our careers and crafts, 2) edifying
education, 3) building better relationships, 4) extending self-help training, 5) cultivate members’ confidence, 6) connect with community to serve our members and society well, 7) renew trust and, 8) keep members abreast of their
rights to counter injustice. Partnering internally and externally are sure paths to success in spiraling us up “Beyond The
Limit” and through enriching explorations that primly position us for the harvest at all of the next levels.
We will maneuver the terrain until we find the ways to effectively and efficiently reach the highest heights and selfactualize at the peak of Maslow’s Hierarchy of Needs to fulfill AIM constituents’ needs. Astronaut Armstrong went all
the way to space to touch down on the moon and stretch innovations beyond this earth. AIM will work mentally, physically, tirelessly and proximally to make this place our space to stretch outreach and member satisfaction “Beyond The
Limit”.
Our 47th ABMTS contributors, personnel and I as your AIM IRS National Senior Vice President, welcome you to Atlanta, GA to share in this seminar. Let us make this conference one that is greater than our past! We challenge you to improve, exceed potentials and surpass milestones above and beyond expectations. Please take the time to network,
meet new people, exchange over-the-top doable ideas and take all that you do for AIM to the pinnacle. From this day
forward AIM to the highest dimension and reach “Beyond The Limits”!

days filled with business meetings, an election for National President & National Senior Vice President,
networking, workshops on Saturday and vendors. Of course, I cannot omit your personal social activities
you have planned for the city of Atlanta.
The Atlanta Chapter President and other members of the chapter have worked diligently with the
National Senior Vice President to put the “you” in the conference. Providing excellence to all details to

COMEDIANNE JOYCE HOWARD A/K/A SISTER MINERVA
Joyce Howard a/k/a Sister Minerva was born in Gary, Indiana in 1948. She has lived in many
parts of the country, including Illinois, Maryland, D.C. and Virginia. While in Washington, D.C.
she met and married Joseph Howard in 1981. In 1988 they adopted their son Joseph Troy
Howard in Baltimore, Maryland.
When Joseph was 15 months old Joyce took a temporary position as secretary to the Executive
Director of Healthcare for the Homeless. There she found her calling in helping the less
fortunate. She began making the community aware of the great work this organization was
doing on behalf of the homeless men, women and children of the City of Baltimore. She was
so successful in raising awareness and money for the organization that the Executive Director
and the Board of Directors made her their first Fund Developer/Special Events Planner.
Sending her to college to obtain her certification as such. One of Joyce's duties was to
oversee their annual fundraiser called Comedy Care where some of Hollywood's funniest
comedians performed to raise money for HCH. Joyce has been privileged to work with such
comedians as Ellen DeGeneres, George Wallace, Paul Rodriquez and others.
Never in her wildest imagination could Joyce have known that over 20 years later God would
call her into the Ministry of Encouragement through laughter. Sister Minerva was birthed four
years ago after Joyce became an empty nester and was seeking a new purpose for her life.
She knew God confirmed this when the president of her senior organization entered her into
their statewide talent contest where over 40 talented people performed. Joyce won 1st Place
and has been uplifting people through her Christian Comedy ever since. Joyce's hope is that
God will use her to uplift His people wherever and whenever needed.

WORKSHOP TITLE: Social Media, You and Organizations in the 21st Century
PRESENTERS: Joycelyne Williams and Sherry Brockman
MODERATOR: Frank Ballard
Using Social Media successfully to promote engagement and maintain interaction can be a challenge,
but one must be careful to not "overdo it". It is becoming important to leverage social media outlets as a
platform to engage members in today’s modern work environment. Social media and online outlets
have emerged as a way of life for professionals seeking news, volunteer opportunities job opportunities,
e-commerce and social activities. How do we productively use various social media outlets for
organizational growth? This training will cover aspects in: cultivating effective interaction in various
environments and identifying areas of personal and organizational growth using various tech tools, the
benefits, risks and parameters for usage. You will learn ways to use social media as a tool to build your
career brand and impact the organization in positive ways.

WORKSHOP Title: AIM-IRS Remix: The Mission, Goals and Relevance in the 21st Century
PRESENTER: Jim Rogers
MODERATOR: Roberta Williams
This workshop will focus on analyzing and identifying the current stage of effectiveness of the AIM
organization and create goals and plans to reach peak performance. Five leadership success factors
and analytical tools for building a vibrant and successful organization will be discussed in depth. A
discussion will be held on how to build leadership capabilities to enhance employee organization
effectiveness, teamwork and results. The workshop will also look at the intersection of “IRS” Future
State project and employee organizations.

WORKSHOP TITLE: Plenary Session
PRESENTERS: Rick Byrd, Jim Rogers, and Denice Vaughn
This workshop of executive leaders will focus on three key leadership attributes for success no matter
your career or life goals, i.e., “Leading versus Managing” (Are you a manager or a leader? Although
you may hear these two terms thrown out interchangeably, they are in fact two very different animals
complete with different personalities. By learning whether you are more of a leader or more of a
manager, you will gain the insight and self-confidence that comes with knowing more about yourself.
The result is greater impact and effectiveness when dealing with others.); Team Building Tips to Drive
Success (a successful team that can work together as one unit requires a strategic team building plan.
This is why many mangers use Team Building activities to bring team members together and foster a
better, more collaborative environment.) and Getting Your Point Across. (When we’re trying to get a
point across to someone else we often think long and hard about what we want to say. That is the
wrong way to go about it. Instead of focusing on what you want to say to get your point across, you
should focus on what you want the other person to hear. These three topics will be discussed
extensively to include techniques, strategies and approaches that can be used to obtain strategic
results.

Frank Ballard
Supervisory Contact Representative-W&I
Frank is a native of Detroit, MI and currently resides in Memphis, TN. Frank began his IRS career in 2009
as a Customer Service Representative. Frank is a active member of the Memphis Chapter of AIM-IRS
where he currently holds the position of President. Frank has also volunteered his time to several
organizations such as St. Jude Children's Research Hospital, Habitat for Humanity and VITA. Frank is an
active member of Mississippi Boulevard Christian Church in Memphis, TN. He is also a member of
Kappa Alpha Psi Fraternity.
Sherry Brockman
Assistant Director of Delivery Management & Quality Assurance
Sherry Brockman, who began her career 33 years ago in Wichita, Kansas, has held many IT positions
(including Developer, Team Lead, Front Line Manager, Project Manager, and Senior Manager). She is
now the Assistant Director of Delivery Management and Quality Assurance (DMQA). DMQA is an
organizational component in Applications Development that focuses on the areas of delivery
optimization, integration, and improving the customer experience.
Sherry has a Computer Science Degree from Wichita State University, a MBA (Management) from Amber
University, and a Master Certificate in Project Management from George Washington University.
Sherry has been a member of AIM-IRS since 1988 and has held numerous DFW Chapter positions including Program
Chair, Membership Chair, 2nd Vice President, and Treasurer. She is a past Regional Secretary and current Regional
Parliamentarian and National Marketing & Communications Chairperson.
Rick Byrd
Executive Advisor, Booz Allen Hamilton
PRESENT: Executive Advisor, Booz Allen Hamilton (March 2012 – Present)
Provide advice and guidance to IRS Executives and leaders in regard to services offered by Booz
Allen Hamilton. Worked with leaders in Booz Allen Hamilton to assess areas they could assist IRS in
delivering their programs.
Commissioner/Deputy Commissioner, Wage and Investment Division, Internal Revenue
Service, Atlanta, Ga. Headquarters (11/06 to December 2011)
Directed the delivery of tax return filing season for the Internal Revenue Service. This resulted in the receiving and
processing of 140 million tax returns and the delivery of billions of dollars in refunds to America’s taxpayers. This was
done by leading 50,000 employees (the IRS has a total of 100,000 employees), located in more than 400 offices
throughout the country and managing a budget of $2.8 billion.
Community Service
Currently working with the Kairos prison ministry. The mission of Kairos is to bring God’s love to men and women in
prison. I am assigned to Phillips State Prison in Duluth, Georgia and we visit with the prisoners at least once a month
and help them find spiritual ways to survive prison life.
I currently serve on the Board of Directors for Goodwill of North Georgia whose motto is “We put people to work”.
Goodwill, thru its donated goods program has put 20,000 people to work this year at companies in the North Georgia
area. Goodwill of North Georgia has over 50 stores and a budget of over $300 million.

James E. Rogers, Jr., Field Director
Submission Processing, Cincinnati
James (Jim) E. Rogers, Jr., graduated cum laude from Bluefield State College, Bluefield, West Virginia, and received his law degree from The University of Toledo College
of Law. A member of both Law Review and the Moot Court Board he was recognized
with several honors culminating in 1979 with the “Dean’s Award” presented to a single
member of the University of Toledo College of Law graduating class making the most
significant contribution to the Law School. A native of Bluefield, Virginia, Rogers began
his legal career as an attorney with the Office of Regional Counsel, IRS, Cincinnati,
Ohio. During this period, Rogers was nominated for Federal Employee of the Year in
the Greater Cincinnati Area and received the Chief, Counsel Equal Employment
Opportunity Award.
In 2012, he was appointed as the Field Director of Submission Processing, Cincinnati which is responsible for
processing the business returns for all businesses east of the Mississippi River. Jim’s staff includes
approximately 2.100 seasonal and permanent employees in Northern Kentucky and is responsible for
depositing over 37 billion dollars in tax payments.
Named by Ebony Magazine as one of 50 Young Leaders of the Future, he also served as National President of
Blacks in Government (BIG). In recognition of his leadership and commitment to community service, Rogers is
the recipient of the Center for Leadership Development’s Achievement and Public Service Award.
Jim is also the Co-Author of a book entitled “IT’S ALL ABOUT THE RACE: FOUR PERSPECTIVES FOR
SUCCESS” published by the Indianapolis Business Journal (IBJ) and is a motivational speaker who has presented to numerous businesses, universities, and colleges across the nation.
Gloria Gibson White
Sr. Administrative Officer, AWSS and Commissioner's Representative, Leland POD
She is an internal customer relationship manager, facilitating cross-functional meetings and
delivering national administrative programs on the local level. Gloria is also part of the Texas
Incident Management team with oversight for planning and coordinating activities to manage
emergencies. Prior to her current position, Gloria held various positions including Senior Tax
Specialist/Team Leader, Quality Analyst, External Diversity Coordinator and Revenue Agent.
Gloria is Past President of the Houston Chapter, serving 2007-2011; and currently serving as
Chapter Advisor and Secretary. Gloria served as 2016 SWR Conference Co-Chair and held various Chapter
positions, including Advisor for two Past Presidents. She is also a Past President of the National Association
of Black Accountants, Houston Chapter. Gloria holds a BS in Accounting from Mississippi State University
and MBA from the University of Houston. She is also a CPA in the State of Texas.

Denice Vaughan
Director, Examination—Campus
Denice started her career as a Field Revenue Officer in Richmond, Virginia in 1984. She later held
positions of Special Procedures Advisor/Reviewer and Staff Assistant to the Chief, Collection Division in
the former Virginia-West Virginia (V-WV) District. In April 1999, Denice became a Customer Service
Regional Analyst, in Atlanta, GA. Over the years, she held a number of analytical and leadership
positions to include; Senior Policy Analyst- Compliance Joint Operations Center; Chief, Learning and
Education, Area 3B; and Senior Policy Analyst- Compliance Program Management Staff.
In October 2011, Denice became the director of SB/SE Campus Compliance Services, where she was responsible for
approximately 7,500 employees in the five SB/SE campuses. Denice oversaw filing and payment compliance,
reporting compliance activities and field support for centralized case processing as well as the management of host
of other programs to include Centralized Lien, Centralized Insolvency, Tax Equity Fiscal Responsibility Act (TEFRA),
and Centralized Insolvency to name a few. In November 2014, under the SBSE Realignment, Denice became the
Director, Examination- Campus which includes AUR, CAWR, FUTA, TEFRA, SS-8, Campus Specialty Tax and the
Innocent Spouse program. Denice currently has approximately 4400 employees under her Directorship.
Denice holds a Bachelor's of Science in Marketing from Hampton University (formerly Hampton Institute) and a
Master's in Business Administration from Golden Gate University.
Joycelyne Williams
Assistant Director, Customer Service Support
Joycelyne B. Williams is the Immediate Past National President 2012-2016. She is currently the
Assistant Director, Customer Service Support within Information Technology (IT) User & Network
Services. She has been with the Federal Government for 38 years and had increasingly responsible
positions in IT for 34 years. Joyce graduated from the Senior Manager Readiness Program in 2006
and became the IT End User Area East Business Administration Manager; served as acting Manhattan
Territory Manager and Area East Assistant Director. She is a Mentor and served as a Facilitator in the IT Mentoring
Program. Joyce is married and a proud mother of two sons, Andre and Maurice. Both have been members of AIM-IRS
since 1996 and have been a workshop presenters for the ABMTS Junior Conference.
Roberta Williams
Ms. Roberta Williams has been the President of the Dallas/Fort Worth Area Chapter since 2012. Ms.
Williams began her career with the Internal Revenue Service in October of 2007 as a W&I Contact
Representative. Ms. Williams achieved a Bachelors of Business Administration in Business
Management specializing in Human Resources and Organizational Behavior from the University of
North Texas. After one year and one month with the Service, Ms. Williams received a promotion to
Small Business/Self Employed Exams as a Tax Compliance Officer (Tax Specialist) in November of
2008. During her continued employment, Ms. Williams has also acquired a Masters of Art degree in
Dispute Resolutions from Southern Methodist University. Ms. Williams is a volunteer mediator in the
Federal Executive Board Mediator Cadre. Ms. Williams has actively been involved in AIM-IRS since 2008. Ms. Williams has served in many leadership roles of varying organizations including President of the Dallas Southwest Section
of the National Council of Negro Women, Inc. Ms. Williams also has background experience as a Training Delivery
Specialist. Ms. Williams strives to make a positive impact on all that she comes into contact with, and she strives to
grow the mission and fundamental principles of AIM-IRS! Ms. Williams is looking to the future that paves the road of
where AIM-IRS' direction will lead!
