Dreamy: 10000 prizes each day! - SKL
Official Lottery Programme for the 139th SKL Lottery
from 1 June to 30 November 2016
Your way to be in luck:
Information on the 139th SKL Lottery:
In order to participate, a valid ticket for the 139th SKL Lottery is required. Tickets can
be issued as whole tickets or as ticket-shares with a value of 10 % each. The price of a
whole ticket for participation in draws starting with the first class is € 150 per month.
Accordingly, each ticket share costs € 15 per month.
The number of tickets issued will be 3,000,000 – state guaranteed by the federal
states of the Federal Republic of Germany. The SKL Lottery as well as the Joker Games
are a gaming offer of GKL (Gemeinsame Klassenlotterie der Länder).
All prizes are guaranteed to be played out. The tickets win in accordance with their
proportionate value: full ticket = 100 %, ticket share = 10 % each. If you participate
in all 6 classes, the chances of winning prizes from € 200 to € 16 million* are approximately 53.26 %.
*The chance of winning the main prize is 1 : 3 million. Your maximum financial risk is the price of your ticket.

Information on Data Protection:
GKL as well as brokers commissioned by GKL, but in particular also State Lottery Collections as well as offi cial Ticket Offi ces (TO)
take the protection of your personal data very seriously. Data is collected, processed and used in accordance with the German Data
Protection Act (BDSG). In addition, the respective stipulations of the State Treaty on Gambling (GlüStV) are observed.
Prize Notification:
Brokers commissioned by GKL as well as TOs use data collected during the course of the ordering process and during the course of the
business relationship to execute the order. Your name, address as well as date of birth are used for age verifi cation to the extent
described in § 2 of the following Offi cial Lottery Rules. If the ticket price is paid to an account of GKL in accordance with § 3, clause 2 of
the following Offi cial Lottery Rules, then the broker passes also passes the name and address of the customer as well as the amount of
the ticket price to GKL for order processing by GKL and the broker. Furthermore, due to their position as trading representatives,
brokers are required to comply with GKLs claims for information and issuing information and may also communicate personal data in
this connection concerning participation thus far to GKL. This is done in particular to ensure that the lottery is carried out properly.
• Internet: www.skl.de • Videotext: ARD S. 586, ZDF S. 562 • Official list of winners
of the SKL Lottery • Personal notification through your State Lottery Collection
The brokers and TOs also use your data for sending additional participation offers of GKL by regular mail. You can veto future commercial use of your data at any time to the respective broker/TO. The specifi c extent of the data usage by the broker/TO can be found in the
respective information on data protection, which you will receive when the data is collected.
In the SKL “Doppelchance” draw, 1,000 x € 1,000 will be played out at the end of each
class from amongst all ticket numbers that did not win a prize in that month.

OFFICIAL LOTTERY RULES
The SLK Lottery as well as the Joker Games are organised
by GKL (Gemeinsame Klassenlotterie der Länder). GKL is
a legal institution under public law based in Hamburg and
Munich. It is established and run by the 16 German states.
(Commercial register entry: Hamburg HRA 115095,
Munich HRA 99464). The institution is represented by the
Executive Board Günther Schneider (Chairman of the
Board) und Hartmut Schaper. The license for the Lottery
Programme and Offi cial Lottery Rules was granted to GKL
by all responsible gambling supervisory authorities, and
most recently by the decision of 16.10.2012. More information can be found at www.skl.de
Section A: 139th per round. SKL Lottery
§ 1 Participation, general provisions
(1) Participation in the 139th SKL Lottery is solely based
upon the Offi cial Lottery Programme and the Offi cial Lottery
Rules set forth therein.
(2) The 139th SKL Lottery commences on 01/06/2016 and
will cover a period of six months until 30/11/2016. Each
month is the equivalent of a class. The number of prizes and
the amount of the prizes to be won increase from class to
class. A valid SKL Lottery ticket is required to participate in
the SKL Lottery.
(3) The number of tickets issued will be 3 million from
0,000,001 to 3,000,000. During the 139th lottery period,
these tickets will have the chance to win up to 2,015,470
individual prizes with a total prize sum of € 1,144,250,000
and on top of this up to 184 prizes drawn in the shows,
events or special draws worth up to € 145,112,000. With a
participation in all 6 classes, the planned dividend pay-out
rate is 51.36 %.
(4) Tickets can be issued as whole tickets or as ticket
shares with a value of 10 % each. The ticket shares are
numbered sequentially from 1 to 10 (share designation) for
each ticket number. The amount of the prizes designated in
the Offi cial Lottery Rules always relate to a whole ticket.
Ticket shares win according to the number of shares.
(5) Tickets are issued in different forms: a) as “original tickets”:
These tickets have their ticket number and the share designation printed on them; b) as “lottery-certifi cates”: These may
contain several ticket numbers played in the lottery taken
together with their respective share designation; c) as “virtual
tickets”: The ticket number(s) and share designation(s) are
only saved in the database of GKL (subject to gambling
regulation approval). However, they will be communicated
informally to the participant.
(6) The tickets are sold by brokers, in particular the State
Lottery Collections (LC) and official Ticket Offices (TO) in the
name of and on the account of GKL. The TOs act as representatives of the brokers without a direct contractual relationship
with GKL. Tickets for a lottery pool that uses a commercial
middleman in terms of §19 of the lottery state contract, are
only sold by GKL and are based on special sales conditions,
which can be requested from GKL.
(7) Upon sending a ticket to the participant, the broker or
alternatively TO presents a binding offer. Punctual payment is considered to be acceptance of this offer. If tickets
are sold in a TO, the offer is constituted by the hand-over or
alternatively the display of the tickets. The lottery contract
is concluded between GKL and the lottery participant. The
contract comes into force when the full ticket price has
been paid in time (see § 3, clause 2 and 4), when it has
been recorded as a valid ticket in the database of GKL and
when the age of majority of the potential player has been
proven (see §2 Offi cial Lottery Rules). This proof is subject
to the condition precedent of a contract offer.
(8) In general, tickets are issued for each class separately.
In good time prior to the commencement of a consecutive
class, the overseeing broker or alternatively its TO offers
the participant a ticket (or the number of tickets held by the
participant) with the same ticket number and the same
share designations as in the current class (exception: see
§ 6, clause 2). Accordingly, the participant must be offered
renewed participation in the following 140th SKL Lottery:
The participant is free to accept these offers.
(9) Employees of ticket offi ces are excluded from participation in the games.
(10) There is no right of withdrawal with non-personal
contracts unless the consumer has given his contract
declaration by telephone or the contract was made in
accordance with § 312 b BGB outside business premises
(§ 312 g, clause 2 no. 12 BGB)
(11) The participant has to inform the broker immediately of
changes to names, addresses or bank accounts. Damages or
disadvantages that are due to culpable non-compliance with
this obligation are borne by the participant.
§ 2 Indemnification concerning the ban of underage persons
as participants
(1) Underage persons are forbidden by law to participate in
public lotteries. Gambling treaties, which are in violation of this
ban from participation, are void by law according to § 134 BGB
(German Civil Code). Every potential participant is obliged to
give his true date of birth, name and address when ordering.
Participation is not possible without this information.
(2) When fulfi lling its legal duty to ensure the participation
ban of underage persons, GKL uses established methods of
age verifi cation, according to the guidelines of the commission for the media protection of miners. The names, addresses
and birth dates are communicated to Schufa Holding AG,
Wiesbaden (= German credit reference agency), and/or the
authorised registry offi ce of the prospective customer, solely
for age verifi cation (within Germany). Schufa checks the
data and informs the sender of the extent to which the data
matches the personal data they have stored. Based on these
results, it can be established whether the potential participant is fi led under the same address in the Schufa database
and if he is older than 18 years old. Further data exchange
or a credit screening will not take place. Schufa only stores
the address verifi cation for the sake of proof. Further information can be found under www.schufa.de.
(3) The potential participant will be informed immediately if
the age verification cannot be generated as described in clause
2. In this case, GKL can ensure by means of further official
authorised age verification processes its legal responsibility
regarding the ban on participation by minors. Potential participants must be informed of the details before the data is
passed on and processed. The potential participant can also
prove his age of consent by presenting an offi cial piece of
identifi cation.
(4) If tickets are bought in person, the State Lottery Collection
and brokers are authorised and obliged – in cases of doubt –
to uphold the ban on underage participants by asking for an
official piece of identification.
§ 3 Stakes, payment details
(1) The price of a whole ticket for participation in draws starting
with the first class is € 150 per month. Accordingly, each ticket
share costs € 15 per month.
(2) Depending on the requirement/stipulation of the broker,
the ticket price is paid into an account of GKL or the LC/TO. In
order for a ticket to be eligible to win starting with the first
draw of a class, the full ticket price must have been paid to GKL
or alternatively the LC/TO in time or credited to one of its bank
accounts and GKL or the LC/TO has to have been informed of
the credited account. Moreover, the ticket price will be deemed
paid in time if the ticket holder has placed an order to debit an
account he is authorised to use or has authorised GKL or the
LC/TO prior to the start of the draw to debit an account he is
authorised to use and provided the debit procedure does not
fail, or is delayed, for reasons for which GKL or the LC/TO is
not responsible. Sentence 2 shall apply correspondingly to
debiting procedures via credit card.
(3) For those tickets purchased after the commencement of the
lottery, participants will have to pay for the current class as well
as the preceding classes. The same applies to renewal tickets
(see § 6, clause 2).
(4) The participant only has the right to win the prizes if he does
not subsequently revoke a debit transaction – including debits
for the preceding classes - to which he has given GKL or the LC/
TO his authorisation. This also applies to debiting transactions
using credit cards.
(5) In case of a belated payment, the broker/TO is no longer
bound by its offer. If the belated payment is accepted nevertheless, the ticket will be valid on the day following the acceptance
of the payment.
(6) If a participant wants to take part in the lottery with several
ticket numbers or/and several ticket-shares and his payment
has not been made in full, the following rules will be applied: an
incomplete payment or remaining credit that could help validate
at least part of his tickets and thus render them able to win a
prize, will be credited as shown in the following (provided that
nothing else has been stipulated by the participant): a) to whole
tickets, b) to tickets with several shares (in descending order),
c) to tickets with just one ticket-share. In case of several tickets
with the same value, the one with the lowest ticket number will
be considered to be paid.
(7) Expenses incurred in connection with mailing the tickets
and the Official List of Winning Numbers shall be borne by the
ticket holder. The Offi cial List of Winning Numbers may also
be published as part of a newsletter. The broker/its TO can
arrange a lump sum payment with the ticket holder to cover the
costs. Here, clarification is required as to which services it
covers besides sending the Official List of Winning Numbers.
You can fi nd more information on organiser permits at www.skl.de.
If a prize of over € 50,000 is won, for prizes in shows and annuity prizes, or when non-cash prizes are won, the broker or alternatively
TO will communicate the name, address, type and amount of the prize and any bank details, if applicable for a prize pay-out, to GKL in
order to pay out the prize.
For other questions about data protection, please contact the data protection offi cer of GKL at [email protected] or at the address
given in § 7, clause 3 of the Offi cial Lottery Rules.
§ 4 Drawing procedure, determination of winning numbers
(1) Usually, the winning numbers are drawn using numbered
balls and a lottery raffle drum. Different drawing procedures
may be applied, as long as the procedure is guaranteed to be
random, and the different drawing procedure has been approved by the responsible gambling supervisory authorities.
(2) All draws are held in public and shall take place under state
supervision. Dates and times of draws will be determined by
the GKL Executive Board and participants will be notified on
request. Should a show not be broadcast, then an additional
draw will take place. Details will be determined by the GKL
Executive Board.
(3) The process of determining the winning numbers is based
on the Offi cial Drawing Regulation published by the GKL
Executive Board in its respective current version.
(4) The outcome of the drawing procedures will be officially
ascertained and is binding for the awarding of prizes. The GKL
Executive Board has the final decision on the validity of a draw,
recourse to legal action being excluded.
(5) All winning numbers and the last digits will be published
bindingly for each class on a monthly basis in the Offi cial
Lists of Winning Numbers. Furthermore, other media may
be used to provide non-binding information on the winning
numbers. Each winner will immediately be notifi ed in writing
by his broker/TO.
§ 5 Prize payment
(1) In order to claim a prize, it is suffi cient to return the formal payment order, which the broker/TO included in the prize
notification. If an original ticket is submitted, the ticket holder
is relieved of this requirement.
(2) Prizes listed in the Offi cial Lottery Programme up to and
including € 50,000 shall be paid out by the overseeing
broker/its TO immediately at the request of the lottery participant or credited to the lottery account of the participant and
settled with ticket prices for subsequent months and/or
renewal tickets (see § 6).
(3) Prizes listed in the Offi cial Lottery Programme in excess
of € 50,000, prizes from shows and annuity prizes will be
paid out by GKL. Non-cash prizes will be delivered by GKL.
The place of delivery shall be determined by GKL. Non-cash
prizes cannot be paid out.
(4) If a prize consists of taking part in a show as a candidate,
or in an additional draw, it is solely the lottery participant
himself who can take part. Replacement candidates will be
accepted only in justifi ed exceptional cases with special consent by GKL. It is not permissible for replacement candidates
to participate if they are not of age.
(5) If a winner refuses to accept his prize won in terms of
clause 4, no compensation shall be given. A different lottery
participant drawn as a spare candidate will take his place.
(6) The names of the participants and winners will be kept
secret in accordance with the legal regulations.
§ 6 Elimination of ticket numbers, renewal tickets,
additional draws
(1) All tickets winning a prize on the first Saturday of the
month of the classes 1-5 will be withdrawn from further draws
for the 139th lottery at the end of that month. In the 6th class,
all winning numbers of the first Saturday will be withdrawn on
the next Friday, and in turn, the winning numbers of the second Saturday will be withdrawn from further draws on the
Friday following that Saturday. Ticket numbers that win a prize
in shows, events or special draws are excluded from this.
Those ticket numbers are not withdrawn from the game as a
result of such a prize. All other tickets – even if they have already won a prize – will remain in the lottery until 30/11/2016.
(2) The broker/its TO are to immediately offer the participant
a renewal ticket with a new ticket number and the same number
of ticket-shares as the old ticket for him to be able to continue
his participation after his ticket number has been withdrawn.
Basically, the price for such a renewal ticket is covered by the
prizes won so far in the current lottery. The participant is always free to accept this offer or not. An accepted renewal
ticket participates in the next drawing day of the current class.
At the request of the participant, the price of the ticket for the
renewal ticket will be offset by the previously won prize.
(3) Following the last draw of each class, there will be an
additional draw (the so called “Double Chance Draw”). Valid
ticket numbers are those which have not yet been withdrawn
at the time of the draw (also see clause 1) and the ticket numbers that have not won anything in the respective class in
which the draw will be held. Tickets that have won a chance
to participate as a candidate in a show, event or in a special
draw (cf. § 5, clause 4), are valid for the additional draw.
§ 7 Liability/complaints procedure
(1) The GKL shall not bear any liability for damages caused by
force majeure, the malfunctioning or disruption of computer
Section B: Joker Games
§ 1 Participation, general provisions
(1) In connection with the 139th SLK Lottery, GKL will play the
EURO-JOKER and TRAUM-JOKER Joker Games in the period
from 01/06/2016 to 30/11/2016. Each month is the equivalent
of a complete Joker round. Unless otherwise regulated,
section A of these provisions shall also apply to section B.
(2) The number of tickets issued will be 3 million from
0,000,001 to 3,000,000. These tickets will have the chance to
win 811,731 prizes in the EURO-JOKER with a total prize value
of € 93,312,000 and 1,830,000 prizes in the TRAUM-JOKER
with a total prize value based on the printed lottery programme of € 42,090,000. The prizes of the TRAUM-JOKER
will be published in the printed lottery programme and in the
TRAUM-JOKER brochure. The lottery programme will be
supplemented by prizes shown in the Internet at www.skl.de,
which can be changed monthly. In the respective prize category,
winners can choose from the prizes shown in the printed
lottery programme and in the TRAUM-JOKER brochure as
well as from the prizes shown in addition in the Internet. As a
result of this, the total prize value may differ from the printed
lottery programme. With participation in all 6 JOKER rounds,
the planned prize pay-out rate is 51.84 % for the EURO-JOKER
and 46.77 % for the TRAUM-JOKER.
(3) Joker tickets will not be sold in shares.
(4) Winning tickets are not withdrawn from the other draws
in the respective Joker Games.
§ 2 Stakes, payment details
(1) The price of a Joker ticket in the EURO-JOKER is € 10 and
€ 5 per month in the TRAUM-JOKER. Differing from the
139th SKL Lottery, participation in single rounds is possible
for the Joker Games. Section A § 3, clause 3 shall not apply.
(2) Section A, § 3, clause 6 shall apply with the stipulation
that incomplete payments shall fi rst be assigned to any
tickets for the 139th SKL Lottery and then to tickets for the
EURO-JOKER and fi nally to tickets for the TRAUM-JOKER.
§ 3 Los Cards
In addition to Section A § 1, clause 5, tickets for the additional games can also be released as a so-called “Los Card”
(ticket card).
(2) The sales offer of the broker/TO becomes binding when
the Los Card is handed over, as an alternative to sending it as
described in Section A § 1, clause 7. In addition to the regulations of Section A § 3, the Los Card becomes valid and is
therefore entitled to win at the beginning of the next joker
round, provided that it is activated 2 working days in
advance. Telephone activation is currently only possible by
the broker or offi cial ticket offi ce.
(3) In contrast to Section A § 4, clause 5, the participant will only
receive prize notification from the broker/TO, if the participant
has explicitly ordered them to do so. The same applies to the
offer of tickets for the following Joker rounds and participation
in Joker Games in the following 140th SKL Lottery:
§ 4 Prize Notifi cation
(1) In contrast to Section A § 4, clause 5 of the Offi cial Lottery Rules, the participant can request to not be notifi ed of
his prize by the broker/TO. In this case, Section A § 1, clause
8 will not be applied.
(2) If there is no obligation to send the participant a prize
notifi cation, then the winning numbers are to be found out by
other means (i.e. www.skl.de, request of notifi cation to the
broker/TO, access to the Offi cial Drawing Lists).
The original German text alone shall be decisive in the event of differences resulting from the translation of the German
