Experts say the experiences a child has before he can even pedal a tricycle are the ones that largely shape the person he will become. That’s why last year Child Development Resources helped nearly 1,000 babies and toddlers, working with the children and their families every step of the way to give them the brightest possible future. 45 years making a difference 1966 to 2011 2010-2011 child development resources annual report 2 Of course, in this complicated world, numbers can never tell the whole story. But they can tell us a lot. As we celebrate Child Development Resources’ 45th anniversary, we’re very proud of what the numbers say about the past year: Families of more than 970 babies and toddlers received the help they needed to give their children the best shot at their one and only start in life. Two hundred eighty-four children with disabilities or developmental delays took part in customized therapy to help them walk, communicate, learn, and grow. And many of the Historic Triangle’s most impoverished and vulnerable children and pregnant women found the support they needed for a healthy, safe future. Last year CDR also provided an estimated 8,000 hours of training to professional caregivers in Virginia on a wide variety of topics, including fostering early literacy, the social and emotional health of infants and toddlers, and best practices for early care and education. At CDR, we don’t just provide vital services; we share our knowledge and experience so others can do the same. For an organization that began with five children in the basement of a church 45 years ago, these are numbers worth celebrating. And they’re just the beginning. Please come along as we take a look back at the year that was. CDR YOU paul f. scott executive director 1 home-based services 90% infant & parent program percentage of cdr services provided in the family home There are as many different needs as there are children, but CDR’s Infant & Parent Program (IPP) is a great first stop for families who are just beginning to deal with a child’s developmental challenges. Through IPP, highly trained special educators and therapists work with parents to come up with an individualized family services plan. The plan might include physical, occupational, or speech therapy for the infant along with practical and emotional support for the parents. With its emphasis on very early intervention and an approach that takes the whole family into account, IPP brings real-life results— and hope—to families who often have few places to turn to for help. most people don’t realize it, but more than 90% of cdr’s services take place in families’ homes. why ? because that’s where young children do most of their developing. 2 children enrolled in the infant & parent program developed up to 2.6 times faster in ther specific areas of delay during intervention than before intervention. real life in 2009, a young first-time mom was struggling to care for her infant son. she was referred to cdr and began working with a family consultant during regular home visits. as the child grew, it became clear that he was having trouble articulating his needs, and this was leading to frustration and angry outbursts. he began working with a speech therapist, and today he’s thriving in cdr’s first steps center at lafayette high school. his next step: the public schools’ bright beginnings pre-kindergarten program, where he can continue to work on overcoming his speech delay. “i have been working with a 2-year-old and after his 6year-old sister watched our last session…she now has much more patience with him and she views him as a child who can learn. this is what early intervention is really about—changing the family’s expectations and showing them that they are their child’s best teacher.” –cdr therapist 3 comprehensive health investment program 99% percentage of children who were up to date on their immunizations after one year with chip Preventive health care is important at any age—but never more so than during the very first years of life. The Comprehensive Health Investment Program (CHIP) provided impoverished pregnant women and children from birth to age six with critical health services, including screenings, accompanied visits to a doctor, treatment to prevent tooth decay, developmental assessments, and help obtaining up-todate car seats and cribs. In 2010-11, nearly 100 percent of the children who’d been enrolled in CHIP for a year had a medical home and were up to date on their immunizations. Because of dwindling resources, state funding for CHIP of Williamsburg ended in mid-2011. CDR continues to provide most of CHIP’s services through Parents as Teachers, a program that gives children a chance to be healthy and to start school ready to learn. Sadly, without CHIP funds, CDR will only be able to serve about half the families served in the past. "before chip started coming out to my home, i was having difficulty with my child’s behavior… she was delayed in her speech. they connected me with a speech therapist and helped me learn about child development. my daughter is now talking more and i understand more about how to help her deal with her emotions and behavior." – a cdr parent 4 children at risk for developmental delays who took part in developmental monitoring developmental monitoring Some of the pregnant women and young children referred to CDR don’t need or can’t commit to the ongoing, intensive services the agency typically provides. But they still need to be monitored because of social, health, or environmental risk factors that could lead to developmental delays. Those children were at least twice as likely to be poor, to use drugs, and to experience educational, health, emotional, and behavioral problems as children with fathers at home. Even when dads are present in their children’s lives, they often feel they just don’t know how to be great parents. CDR’s fatherhood program aimed to change all that. Fatherhood consultants provided home visits, parenting education, discussion groups, and “Dad N Me” events that brought fathers and children together for food, games, and fun. One-to-one coaching helped dads become more positive role models for their youngsters. The Rookie Dads classes for new fathers at Sentara Williamsburg Regional Medical Center proved especially popular. When asked about how much the class had helped them in their parenting role, dads gave Rookie Dads an average of 4.98 on a scale of 5. average rating (5 8 as of publication of this report, cdr had lost funding for this program. the agency will continue to seek funding and community support to help fathers. being the highest) given in an after-program survey by participants in dad/365 one cdr mom was 16 and completely overwhelmed when she gave birth to twins. she was living with her grandmother and had no support from the infants’ father. as part of cdr’s whole-family approach, a consultant made sure she knew where to turn to get help in the community. the family qualified for food assistance, and the consultant showed the mom how to get help with other bills, too. she helped the young mother stay in school. she proudly graduated with her class in 2010. early head start If anyone is looking for proof that early childhood intervention works, they need look no further than Early Head Start (EHS). EHS is a comprehensive, federally funded program that provides impoverished families with support in a wide range of areas, from child development to nutrition to mental health. CDR consultants help families access health insurance, find a medical home, and keep their children up to date on exams and immunizations. Through home visits, they also show parents how to help their child develop verbal and motor skills. During weekly playgroups, moms and dads can join in the play or step back to observe their children and talk with other parents. School readiness is one of Early Head Start’s main goals. Through its centerbased services, CDR offers developmentally appropriate classroom activities and award-winning curricula like 1-2-3 READ!. While the focus is on the children, parents are encouraged to be involved every step of the way. Last year, parents took part in monthly parent meetings, went along on field trips, and learned about nutrition and music alongside their children. Sadly, although it met 100 percent of EHS-funded enrollment each month, CDR had to keep waiting lists for both its classroom- and home-based services. 92% percentage of children enrolled in early head start whose families live below the federal poverty level 9 developmental playgroup child-to-teacher ratio at cdr’s first steps child care & development centers center- first steps child care & development centers based services Slip into one of CDR’s First Steps classrooms or observe a developmental playgroup for a few minutes and you’ll see early childhood intervention doing its work. Every day, CDR’s professionals come together as a team to help infants and toddlers reach their full potential regardless of the challenges they face. As with its extensive home-based services, CDR tailors its center-based services to the needs and goals of each child and family. 10 No child will ever be bored at a CDR First Steps Child Care & Development Center. With cheerful, stimulating classrooms staffed by highly qualified caregivers, First Steps centers give infants and toddlers from low-income families a great start and a chance at a smooth transition to preschool and beyond. First Steps takes the whole family into consideration: Parents work with caregivers to develop specific goals for their children. Parents also help out in the classroom and assist in policy decisions at monthly parent committee meetings. CDR consultants in turn are there to help parents find food assistance, affordable housing, or adult education opportunities. Even though they come to First Steps with serious risk factors in their lives—factors such as homelessness, exposure to domestic violence, parental substance abuse or incarceration—children who attend for at least a year typically show skills beyond those shown by most children their age. CDR has two First Steps centers—one at the Griffin-Yeates Center in York County and one at Lafayette High School—that together serve 56 children. In 2011, the two modular First Steps classrooms at Lafayette became four permanent classrooms. Thanks to funding from the American Recovery and Reinvestment Act and creative collaboration with the Williamsburg-James City County Public Schools, the unused automotive training space at Lafayette was transformed into a beautiful, state-of-the-art early childhood center. Now, 32 infants and toddlers from low-income working families have a great place to get started on a lifetime of growing and learning. Any child development expert will tell you that play is a big part of the work of growing up. It’s through play that young children hone their motor skills, learn to share and cooperate, and exercise their imaginations along with their muscles. That’s why Developmental Playgroup is a core service at CDR. Many children take part in playgroup every week, having fun while they practice the skills they’ll need in preschool. And while the children play, their parents can observe them or talk with other parents. For some of those moms and dads, playgroup is a much-needed respite from the difficult task of caring for a child with special needs. “with developmental playgroup, the children benefit, but the parents do, too … observing their children sometimes helps parents realize what abilities their children do have, and it increases the expectations they have of the children at home.” –beth ford, developmental playgroup coordinator 11 donors cont. The specialist’s professional manner was exceptional and we looked forward to each visit.” – director of a child-care program that took part in va itsn training 14 infant & toddler specialist network doing a job well takes more than aptitude and enthusiasm. it takes training, experience, and sometimes ongoing support. and many of the tens of thousands of early childhood caregivers in virginia don’t receive the kind of support that could make them the best possible stewards of our children’s daily lives. CDR saw a chance to make a real difference in the field— and is doing it. In 2008 it established the Virginia Infant & Toddler Specialist Network (VA TSN) with funding from Virginia’s Department of Social Services. Through VA ITSN, CDR sends certified early childhood specialists to work on-site with caregivers in all types of early care settings, making sure they get answers to the sometimes thorny questions that confront them every day. With help from VA ITSN last year, a caregiver learned how to handle a child’s challenging behavior. A teacher developed new ways to get children interested in books. And the director of an early care center learned how to communicate better with her staff—and why communication is so important. Thanks to VA ITSN, last year a center removed inappropriate art materials from the two-year-olds’ room, and a family care home is now storing the children’s cot sheets so they don’t touch—an important step in preventing the spread of illness. With its emphasis on coaching that is tailored to the particular early care provider, VA ITSN is raising professional standards for the care of Virginia’s youngest children every day. But VA ITSN doesn’t just provide on-site training in early care settings. It also provides training and technical assistance through a series of institutes, Celebrating Babies and Tots, offered throughout Virginia. At the institutes, seminars cover topics such as “Rattles to Riding Toys,” “Let Me Move, See Me Learn,” “Developmental Screening,” and many more. On-site training, institute seminars, and audio conferences all help caregivers stay current on best practices in a constantly changing field. in 2010-11, va itsn conducted more than 2,600 training events and provided 6,714 hours of intensive on-site services to early childhood programs throughout the state. 15 1-2-3 read! infant and toddler care providers across virginia who received training and coaching in cdr’s acclaimed 1-2-3 read! curriculum Maybe a one-year-old can’t read a book. But a book can do that child a world of good nonetheless. In 2000, CDR developed 1-2-3 READ!, a set of book-based modules aimed at promoting verbal development and emergent literacy in infants and toddlers. The program proved so successful at getting young children hooked on words that CDR quickly set about sharing it with other child-care providers. Modules based on books like Good Night Moon were used in child-care settings across the state. CDR trained hundreds of professional caregivers to use the modules and provided ongoing interactive training in 1-2-3 READ! techniques and strategies. With funding from the Virginia Department of Social Services, early literacy coaches brought individualized on-site coaching to early care programs throughout the Commonwealth in a program called 1-2-3 READ! Virginia. funding for this highly effective program ended in december 2011. “using what i learned in the training class and the tools that my coach has given during her visits, i have seen tremendous change and eagerness of my children to want to read and their ability to retell the stories in their own words.” –child-care provider 16 on-site training hours of on-site training of early care providers given as part of a pilot project on young children’s social, emotional, and behavioral development In a busy child-care center, sometimes questions about a child’s emotional development or behavior like kicking or biting have to go unanswered. But those questions can have serious implications for many aspects of that child’s future, including his ability to transition to preschool. Add to this the fact that Virginia has one of the highest pre-kindergarten expulsion rates in the country, and the need for a closer look becomes urgent. In 2010, CDR partnered with Colonial Behavioral Health and Child and Family Connection to conduct the Colonial Community Pilot for the Social, Emotional, and Behavioral Development of Infants and Toddlers (SEB for short). Over the past 15 months, coaches and behavior specialists have conducted more than 535 hours of on-site coaching, training, and behavioral consultation—visiting and meeting with children, their caregivers, and parents to develop individual behavioral plans. CDR professionals have also led workshops aimed at helping early care providers understand and monitor young children’s social, emotional, and behavioral health. These workshops have earned rave reviews from participants, who now have the tools to determine whether or not a child’s behavior is cause for concern. in june 2011, cdr received word from the virginia department of social services that funding for the seb pilot project had been extended through december 2011. “my program is nafcc accredited and i have a difficult time getting training hours about relationships and was thankful for 'connecting with parents' training and resources provided. both trainings were about topics that are relevant to me in home daycare. i like the very interactive trainings and how other childcare professionals added their experiences along with the presenters. i have paid for trainings that were not as organized and professional as these two trainings were. i hope there are more offered in the future.” – a home daycare provider 17 Logan and Aidan Bishop Thomas and Linda Caviness Amerika Davis Julie A.
