We meet in the Village Hall from 10.30 to 12.30 on the first Wednesday
in the month. New members and guests are always welcome. We have
a growing number of residents from the villages surrounding Tingewick.

month? Did you notice that The Tingewick Diamonds were among the charities for November?

The Tingewick Café is now open once a month on the second Friday. So the dates for your
diary are 9th Jan., 13th Feb. and 13th March.
The Parish Council usually meet on the first Thursday at 8 PM in the Village Hall. Dates are
8th Jan., 5th Feb., 5th March, 2nd April and possibly May 14th owing to the 7th May General,
District and Parish elections.
Fast, up to 28 Meg., Broadband is getting closer. With the installation of new, green, fibre
optic cabinets in the village. The technicians have suggested within two months ( the date on
the BT website has been changed from December 2014 to March 2015…)
The Main Street will be surface patched with tarmac on February 3rd and 4th. Please DO NOT
park on it these two days. It must be left clear otherwise it cannot be resurfaced by BCC
TfB.
Catesby, who hope to find a builder for 81 houses in Tingewick, held an exhibition in Maids
Moreton with a proposal to build 400 houses between Page Hill roundabout and Mill Lane,
Maids Moreton. Added to the 700 opposite Tesco, it is a lot of new homes, cars and people.
Where do they come from? Where do they work? It would be nice to see a new doctors’
surgery or two or a hospital with an A. and E. department.

FUNDRAISING
We would like to thank everybody for their support with our fundraising. The loo and kitchen are
being built as I write, and so we shall be very excited to see the finished result!
We shall be having some social/fundraising events this year which will include a Safari Supper –
always a fun event, a chance to meet people, or to catch up with friends. We shall do something
at the Village Fete and on Saturday 26th September Andante will be coming to Tingewick again to
sing a wonderful variety of songs, with readings. We all very much enjoyed the group a couple of
years ago and they are so popular we had to book two years ahead! Make a note in your diary. In
October we shall have our usual Harvest Supper.

☺☺ CRIME CANNOT FLOURISH IN A COMMUNITY THAT CARES
Thefts from vehicles
In recent weeks there has been an increase in the amount of tools stolen from
vans overnight in the Aylesbury Vale area, including two in Tingewick. Sat Navs have also
been targeted that are left inside vehicles. The Police are urging residents to be extra vigilant
during the longer, darker winter nights and take all personal belongings out of their vehicles
when unattended and make sure you set your alarm, if your vehicle has one.
Telephone scam - callers claiming to be from Windows or Microsoft support
team
The Police have recently been informed of an attempted scam involving fraudsters claiming
they can remotely fix a local resident’s slow computer. On this occasion they were
unsuccessful but residents should to be cautious of this sort of scam. The resident said that
the caller was very convincing and suspects that they had infected her computer before
making the call, as it had been running much slower than normal. Whilst this particular
scam has been around for some time it is worth reminding people of it and how to avoid
becoming a victim. The following advice is from Buckinghamshire County Council Trading
Standards site which gives useful information and advice on some current national cons and
scams: - If you receive a telephone call from a company saying they are from 'Windows
Support Team' or 'Microsoft Support Team', be suspicious. They claim your home computer
or laptop is running slowly or maybe experiencing problems due to hidden viruses. You will
be asked to log on to a remote website which allegedly enables the representative to access
their computer and work on it. At this point, it will look like the seller is working on the
computer, but in reality they will do nothing of significance. They will ask for a fee via
credit or debit card - this can be as much as £200.00. A similar scam also operates for
internet enabled mobile phones. Never give your bank details or credit card details to any
unsolicited seller over the telephone, no matter how authentic they sound. These calls often
come from outside the UK, making it very difficult to get redress. If you have been a victim
of fraud or internet crime you can report it to Action Fraud, either online, or by calling on
0300 123 2040. The Action Fraud site also contains a wealth of useful advice and
information on all different types of scams and fraud.
Theft of heating oil – Twyford
The Police are advising residents to remain vigilant following a number of thefts of heating
oil in the Buckingham area. Thefts have been reported in the village of Twyford. Around
seven properties have been targeted and a large quantity of fuel has been taken. If you use
heating oil at your property please take a moment to read the information sheet, which
contains useful advice on preventing thefts. If you have any information please contact PC
Tipping via the 24 hour Police Enquiry Centre number 101.

SECTU asks for the help of ordinary citizens to protect the UK from
terrorists
As police forces across the country take action to involve the public in preventing terrorism,
Thames Valley Police and the South East Counter Terrorism Unit (SECTU) are calling for
people and businesses to get involved in keeping the south east area, and the rest of the UK,
safe. Det Ch/Insp Dennis Evernden from SECTU said: “The danger we face from violent
extremists has changed; they are no longer a distant problem in countries such as Iraq and
Afghanistan. Now they are often born and bred in the UK, becoming radicalised by images
and messages they read on the internet and social media. “SECTU is continuing to work all
day every day to investigate and prevent terrorist threats in the south east region and beyond,
but the public’s help is essential. “The UK’s counter-terrorism strategy CONTEST focuses
on four key areas; pursue, prevent, protect and prepare. It is in the areas of ‘protect’ and
‘prepare’ that the help of the public is absolutely vital. “We need the public to continue to be
vigilant to things that are out of place or suspicious and report it to the police. We also need
businesses to ensure that their security measures are effective and that their staff is trained to
detect threats and respond to potential attacks. “We know that attacks will often be targeted
to public areas. Businesses, and the staff that work for them, have a vital role in reducing
these risks and calling the police when something seems suspicious. Often they will be the
first to spot that something is wrong.” Throughout National Counter Terrorism Awareness
Week, SECTU will be focusing on five key areas where action by the police, businesses and
the public can prevent terrorism: vigilance in crowded places and transport hubs, preventing
violent extremism, cutting off terrorist financing, and preventing access to tools that
terrorists need to operate. Specially targeted events, training sessions and other activity will
be going on during the week to help the public and businesses become more aware as to how
they can assist in preventing terrorism. SECTU will also be using social media to engage
people in the conversation. The public may notice an increase in patrols and activity of
police, other law enforcement and security guards during the awareness week. Officers from
across the region are asking people to get in touch if they know anything or suspect
something; your information could save lives. All information will be dealt with sensitively
and proportionately. If you suspect anything call 101 or the Anti-Terrorism Hotline 0800 789
321.
An increasingly common virus threat
A daily occurrence in my inbox is the arrival of an email purporting to be an
invoice/remittance advice/refund/payment from a company with whom I have
never had any dealings. Attached to the email is a document, excel or zip file
said to contain details. Such attachments are almost certainly a virus or at
least malware of some sort.
So, if you receive such an email DO NOT open the attachment and delete the
email immediately

Hello to all our favourite people.
Yes, that's you and you and you. You’re all our loyal
followers who spoil us with your gifts of food. (what else )
Thank you so much for all you do for us. Now I have some
news for you, I am retiring but Lily has stepped in to fill the
breach. She is so much like me,quiet and shy but misses
nothing. I bet some of you have a friend or two just like us.
Anyway,I have been coaching her since September and I feel
she is now more than ready to take over the driving seat (not
literally). Lily is young with a fresh young brain whereas I
am nearer Mrs B's age and condition but at least we are able and willing. No cheeky remarks
please. Now have any of you eagle eyed people noticed how we have segregated ourselves
into three groups. I can't name them by colour or I might be called racist so I have named them
Those,Them and Others. Actually it was Lily's idea! I do not know why they have taken it
upon themselves to do this and just hope they revert to normal ASAP. If that wasn't enough to
contend with I had reason to call Noddy and Nellie to me to discuss their very bad recent
behaviour. In no uncertain terms they were told to wait until Spring when it would be more
acceptable. Ah well,we were young once.
Now on a more serious note, as it's the season of goodwill, I am asking if any of
you would be willing to donate some corn or give a donation to Mrs B so that she could
purchase some for us. As you all know,our sponsor Nick Baughan of ACME PEST
CONTROL supplies us for ten months or thereabouts with our corn but the other couple of
months it is in very short supply and hard to come by. Hence this little begging note !
Did you know by the way I am what is known as having PMA. To you,that means
I'm positive, I'm mental and I know I have attitude. How about you? Because it is the festive
season I decided to treat some of my friends so I took them to Pizza Hut. One of them was so
hungry he called the waiter over and said "will my pizza be long" and the waiter said "no sir it
will be round" ha,ha,ha. This is the season of good cheer so cheerio for now,enjoy your festive
time and Lily will be with you in 2015.

Tingewick Pre-school are proud to announce that they have maintained their
rating of “Good” in their latest Ofsted report. There has been a change in the
inspection format since the previous report in 2009 and the criteria is harder to
meet in the new format.
The staff team are especially pleased as their knowledge and expertise is noted

The Pub Lunch
Really delicious food, great value - and the opportunity to meet new friends - are all

Chafor Wine Estate gets Bronze Award
Some readers may be unaware that we have a vineyard on our doorstep - it’s on the
Preston Bissett Rd near Gawcott.
They have just been awarded a Bronze award in the
International Wine Challenge for their Bacchus 2013.
The results are based on blind tasting of about 13000
wines.

Item 141 - A Christmas tree has been ordered and will be delivered on 5th December at
10.00am
Item 152 - Cemetery -The cemetery gate has been repaired.
Item 152 - The pond has been cleared of debris.
Item 154 - A request has been received from a resident for further information regarding
'Dial a Ride' which will be delivered to the resident. Cllr Fealey also advised that rural
transport is being considered at district level.
161. County Councillor's Report
No report received.
162. District Councillor's Report
'People Power' is an organisation that assists people purchase electricity at a competitive
price. This is being supported by AVDC and BCC. Further information will be included in
the Tingewick News in January. Information will also be sent to all councillors and any
action required can be discussed at the next meeting.
Gawcott is looking to reduce the speed limit in their village. They are asking the LAF to
fund the same. It could be done as a joint project if it is something that Tingewick may
wish to consider. This will be placed on the agenda in January.

BCC is preparing for winter and will be using local farmers again should the need arise.
It was confirmed that residents can clear driveways of snow without liability provided
reasonable precautions are taken.
AVDC has a number of live projects including Swan Pool and the possibility of provision of
toilets in Cornwalls Meadow car park. 1.5 million has been allocated to the provision of
broadband in areas not covered by the current Government scheme and will be piloted in
three areas. AVDC will also upgrade its system to provide better access to users.

There is now a night bus from Milton Keynes to Buckingham.
The roadworks at the Tesco roundabout are likely to last into 2015.
Open Forum
The MVAS is now located at Water Stratford Road. The speed at which it is triggered will
be checked as there is no default setting and was set manually when it was installed. This
will be checked and if not already set at 33mph will be set accordingly.
163. Tingewick Pre School
A request for a donation towards the cost of the repairs to the pre-school roof has been
received. It was clarified that the pre-school is not linked to the school and is run as a
not-for-profit charity. The cost of the repair will be £5,000.
It was proposed that a donation of £500 be made to Tingewick Pre School towards the
repair of the roof, it being considered that it is an appropriate use of section 137 being of
benefit to the members of the village. This will be conditional upon the remainder of the
repair cost being raised. If the remainder of the money can not be raised the donation to
be returned to the Parish Council.

Tingewick Parish Council's page on the system.

In addition to the transaction report presented to the meeting an invoice has been received
in the sum of £186.30 in respect of the repairs to the cemetery gate.
It was proposed that this invoice be paid in addition to the transactions presented on the
report.

168. Councillors Reports and Items for Future Agenda
Street Lights
There has been confusion over the street light numbers. The number is on the actual light
itself and in many cases is not visible and thus not easy for residents to report. This has
recently caused confusion as residents have been reporting the BT number as opposed to
the street light number. It was agreed that the service be improved by numbering the
poles. Details to be considered.
Footpaths
Nothing to report
Cemetery and Grass Cutting
The cemetery gate has been repaired.
The Clerk will attend a course on Cemetery Management in February 2015.
Playgrounds and Ponds
The pond has been cleared of debris.
Special Projects
Nothing to report.
Roads and Footways
A good service was received by ADVC in responding to a recent request to empty bins.
Salt and grit bins have been refilled
There is an issue between BCC and Western Power in respect of the light at the
roundabout which is causing substantial delay in its repair.
The worst of the potholes at Stockleys Lane were repaired.
Some fly tipping was removed.
There is a road closure order for February 2015 in respect of Main Street for repairs.
Thanks extended to a resident for clearing overhanging branches from a local footpath.
Planning
14/02884/COUR Barn at Glendale Preston Road- It was determined that prior authority
was required.
Catesby development. Cllr Roy has spoken to the AVDC officer dealing with the S106
monies. The main concern at the moment are the triggers for payment. AVDC has
suggested that the triggers be 50% paid on commencement of the development and the
remainder after a certain degree of occupation. AVDC Leisure Department will determine
whether projects are suitable for funding. Government policy suggests that the monies
must be spent on new projects to benefit new residents.
Buckingham Neighbourhood Plan area has been agreed by AVDC.
Bicester has been awarded Garden City status for the 13,000 new homes proposed.
169. School Playground Repairs.
Cllr Hornsey has researched the three quotations received and negotiated a substantial
discount with a supplier who can also carry out the work in January 2015.

It was proposed that the quotation provided by TRC Safety Surfaces in the sum of £9,125
be accepted on the basis of their estimate 1408039 Amended (3).

Cllr Roy reported on grant funding that may be available to contribute towards this cost.
Further information is required and an application will be made.
170. Correspondence
12/14/01-Co-Operative Funeral Care-Request for Memorial Permit. Approved
12/14/02-Resident. Hedges by Buckingham Street: It was noted that the hedge has not
yet been cut. This is causing a danger to residents as the hedge is so overgrown it is
causing residents to step out into road, this is a fast road and is dangerous. BCC will be
asked to confirm the date for the hedge cutting.

12/14/03-Resident-Dog Bins-A request for a further dog bin was received. It was
proposed that a dog bin be purchased to be placed at the east of the village, just inside the
village gates.

12/14/04-Resident-Dial a Ride-Further information was sought regarding the scheme. The
relevant information will be passed on.
12/14/05-DP Architects-They have won an architectural award in respect of their work
including the Tithe Meadow project which they wish to share with the village.
171. Recreation Ground Report/Development
There has been a meeting with land valuers who will aim to provide a report on the
valuation of the field in readiness for the next meeting.

The next meeting is to take place on the 8th January 2015 at 8.00pm in the Village Hall.
