Profile of the Village of Walden
The Village of Walden has a population of just over 7,000 people and is likely to continue to
experience population growth during the next decade due to the quality of life that it offers its
residents. About 72% of Walden’s population consists of families with children, making Walden a
place where both parents and children are likely to develop social ties with their neighbors, as well as
find family-oriented services and have a strong sense of civic pride. Our Valley Central School
District and college-educated residents are close to the national average for all communities at about
22%, providing an environment conducive to academic values.
Situated in the northeastern portion of beautiful
Orange County on the Wallkill River, you can find
the Village of Walden at the crossroads of State
Highway 208 and 52. We are only 10 minutes
from Stewart International Airport, and 5 miles
from Interstate 84 and its associated "Golden
Triangle" (with the New York State Thruway/I-87
and NY 17 (the future I-86).
Proximity to the Cities of Albany and New York
provide access to a large highly skilled labor pool,
major markets, specialized materials, components
and services. It enables residents to enjoy easy
access to educational, medical, cultural,
entertainment and other big city opportunities.
Our unique geographic location and strategic positioning help to support healthy economic growth for
both new and existing businesses and provides entrepreneurs and residents with the best of both
worlds. With a healthy traditional downtown corridor, a busy highway commercial corridor and easy
access to the large neighboring cities, this community has very favorable growth prospects.
The Village of Walden has a rich and diverse natural environment that offers its residents an
abundance of open space and recreational opportunities. The Village of Walden manages seven
public parks and offers a variety of recreation programs. In total, nearly 145 acres of land is
designated as public parkland including the following:

Wooster Memorial Grove Park – 89 East Route 52; 9.4 acres. Surrounded by the Tin
Brook, offers a large playground, indoor & outdoor basketball courts, a bandstand, a seasonal
ice rink, and is home to the Village of Walden Recreation Department 'Teen Center'. The park
also contains Walden's former train station, which has since been renovated as a recreational
facility.

Bradley Park – 48 Albany Avenue; 34.2 acres.
Contains 4 baseball fields, 1 softball field, 2
tennis courts, a large playground, a skateboard
park, and a Pavilion. A Scout Cabin is also
available for scout troops to host their meetings or
programs.

James W. Olley Community Park – 97
Sherman Avenue; 98.9 acres. Offers a man-made
beach with public swimming and fishing, several
playgrounds, picnic grove, un-improved walking
trails, and is home to the Village's Summer
Recreation Camp.

Mary Jean “Midge” Norman Park - Alfred
Place; .23 acres. The only park on the 'West Side'
offers a small playground and basketball court.

Veteran’s Memorial Park – West Side of Veteran’s Memorial Bridge; Route 52. Celebrating
our Veterans service, personalized engraved memorial bricks line the walkways in their honor
as well as banners placed along the Veteran’s Memorial Bridge. To memorialize your favorite
veteran with either a banner or a brick please visit out Veteran’s Park page on our website for
the most up to date forms and deadlines.

Maple Street Boat Launch – Maple Street, a 1.2 acre parcel of land on the eastern shore of
the Wallkill River allows residents access to the river where they can boat, fish, canoe or
kayak.

Martin Bedesky Park – Pond Road, consists of .44 acres and contains a children’s
playground and picnic table. Located in the southernmost
portion of the Village of Walden.

Fireman’s Triangle – Village Square is adorned by a
beautiful Civil War Monument erected in 1890 to honor
the men of Montgomery who lost their lives 1861-1865.
Our Fireman’s Triangle features the Fireman’s
Monument dedicated by the citizens of Walden to their
Volunteer Fire Department on October 14, 1909. A
monument honoring and memorializing the deceased
volunteers of The Fearless Hook and Ladder Co #1 and
the Ladies Auxiliary also stands tall. It is also home to
the Armed Forces Tribute sponsored by the William
Deakin Post 158 of the American Legion in 1958. Most
recently was an installation of a memorial garden
dedicated in 2014 by the Walden Community Council in
honor of longtime resident Rose M. Oliva.

McKinley Monument – Intersection of Route 208 and Route 52 featuring a statue of the 25th
US President William McKinley unveiled on May 30, 1924 -- a statue of McKinley clutching
a pole with a big American flag, stuck in the heart of Knifetown. "Erected by the working men
of Walden" is inscribed on its base and was erected with funds left by Col. Thomas W.
Bradley, president of the U.S. Knife Company and longtime McKinley friend.

Walden-Wallkill Rail Trail - Beginning at Wooster Grove, once the Wallkill Valley
Railroad, now thrives as a 3.22-mile long, paved trail. It links the Village of Walden to the
Hamlet of Wallkill in Ulster County. The trail is used for walking, jogging, bicycling and dog
walking. While the entrance at the top of Woodruff Street is maintained by the Village, the
Trail itself is maintained by the Town of Montgomery.
The Josephine-Louise Public Library
The Josephine-Louise Public Library provides materials and services to help
meet the diverse educational, professional, and recreational needs of the
community. To meet this goal, emphasis is placed on providing a variety of
materials and services for people of all ages with differing cultural and personal
interests. The Library strives to create an appropriate environment to meet these needs.
The Library offers services such as Toddler Time, Story Time, Lego Club, Scrabble Club, Mahjong
Club, Family Book Club, Chess Club, as well as After School and Summer Reading Programs.
Throughout the year, they host events including afternoon at the movies, Music in the Grove Concert
Series, continuing education programs and meet and greets with various authors.

The Village of Walden Police Department
Village of Walden is served by its own police force, which provides 24 hours-7
days a week protection for residents and consists of a full-time chief, full-time
Sergeants, full-time Patrol Officers, and up to fifteen part-time Patrol Officers.
Our Village is approximately four square miles of mostly dense populated
neighborhoods which are patrolled with six marked patrol vehicles, two Raleigh
F500 and two Cannondale Police bicycles. There is a foot-patrol that walks, or a bike-patrol that
rides the Main Street area from 6:00PM until Midnight. There are three full-time and various parttime Dispatchers that operate our 24 hour a day communications area. They respond to all calls made
to 911 and can be reached at 845-778-5595. It is home to “Operation Reassurance” where officers

The Walden Fire District
The Walden Fire District covers the entire Village as well as portions of the Town
of Montgomery and is a Volunteer District. For any emergency issues please call
911. For general information on use of the Social Hall call the Social Hall Director
at (845) 234-3421. The Walden Fire District Main Office is located at Walden Fire
Station 1 - 230 Old Orange Ave. The Mailing address is P.O. Box 264 Walden, NY 12586. The

General Information about the Village of Walden
If you are considering owning commercial real estate or operating a business (or both!) in the Village
of Walden there are several considerations to be aware of that will vary depending on your goals. We
recommend you contact Village Hall at 845-778-2177.
Please be aware that many Village of Walden Permits, and/or applications which require review and
registrations, require a set fee. Please inquire about any costs you may incur so as to be aware of them
before you begin.
Policies and Procedure Considerations
1. CodeRED – Stay informed and get updates during storms and emergencies. Sign up to be
notified by your local emergency response team in the event of emergency situations or
critical community alerts. Examples include: evacuation notices, bio-terrorism alerts, boil
water notices, and missing child reports.

2. Parking – There are several public parking lots in The Village of Walden; Oak Street and
Maple Street offer 24 hours parking and Orchard Street has timed 3 hour parking. See Article
VIII of the Village Code for regulations on Parking. When the Snow Parking Policy is in
effect in the Village, vehicles cannot be parked on any public road after a snow fall of two (2)

3. Zoning – The first thing to consider is whether the use you are proposing is permitted under
the Village of Walden Zoning ordinance. A copy of the Village’s zoning map is at the end of
this packet. To learn more about the zoning ordinance please contact the Village Building
Department and review the Village Code1.

4. Site Plan review – If major alterations to a site, or exterior of a building are proposed, a site
plan review process (complete with an architectural rendering of the entire site) may be

5. Signage – The Village has a sign ordinance. Article VII of the Village Code contains the
schedule of permitted signs per zoning district. Prior to placement of any signs, consult the
Code or call the Building Department with questions.
6. Temporary Event Signs – Please contact the Building Department prior to displaying any
Temporary Signs, Banners, Announcements, or Notices such as Sandwich Board signs for the
Temporary Event Sign Application. All applications MUST be submitted 30 days prior to
event for Village Board approval. Applications must be submitted at least 10 days prior to the
meeting, along with the proposed sign, banner, announcement or notice to be displayed.
Incomplete applications will be held to the next regular Village Board Meeting.

7. Building Permits – Most renovation activities require a permit. Before embarking on any
renovations please confirm whether the project you are undertaking requires a building permit
or not. In addition please confirm that the renovations you are planning will be acceptable
when it comes time for an occupancy permit to be issued. Please call us so we can walk you

8. Inspections – Before a Certificate of Occupancy is issued the space for your business may
need to be inspected to ensure that all the applicable local and state housing and fire codes are
met.
9. Street Opening Permits – Anything that requires digging on Village Streets such as Utility
line repairs or installations also require a permit through the Building Department.
10. Trash Removal – The Village of Walden does provide trash and recyclable materials pickup
for all residential and commercial properties. Contact Village Hall with questions or
concerns. See page 12 for days of pickup.
11. Maintenance - For street or sidewalk maintenance issues please contact the Village of
Walden Department of Public Works at (845) 778-2177 ext. 1521.

Important Meetings
There are several meetings that occur on a periodic basis within the Village that you may consider
attending depending on your situation and what you need to address.
1. Board of Trustees of Walden - The Village Board makes leadership and policy decisions for
the community with a focus on the long-term financial stability of the Village, identification
of community priorities and development of an economic development program with the
implantation and day-to-day operations guided by the Village Manager.

The Village Board of Trustees meets on the 1st and 3rd Tuesday of each month at 6:30pm in
the Bradley Assembly Room, 3rd Floor Village Hall. Please see the Village of Walden
Calendar to confirm dates of meetings.
2. The Planning Board - normally meets the first Monday and third Wednesday of each month.
Public hearings allow citizens to comment on all proposed changes to the Plan of
Conservation and Development, the Zoning Map, Zoning and Subdivision regulations and
special permit applications. See the Village of Walden Calendar for meeting dates and times.
3. Zoning Board of Appeals - Regular Meeting: First Thursday of the month 7:30pm at Village
Hall as needed.
4. Walden Community Council – If you have an interest in the positive promotion of the
Village of Walden, the Walden Community Council is for you! Monthly meetings are held in
businesses, public and historic buildings throughout the Village, on the second Wednesday of
every month at 7PM. Meetings are open to the public and new members are encouraged to

Youth Activities
The Village is fortunate to have a very active Recreation & Parks Department
that has many youth programs available. Below is an alphabetical listing of the
programs offered:










After School Program – Free program that runs Monday through Thursday during the school
year only 3:30-5:30pm at the John H. Howland Teen Center at Wooster Memorial Grove
Park. The program is open to all youth ages 12-18 of the Valley Central School District.
(Program follows the Valley Central School Calendar and is not open when there is no school)
Basketball – Registration is in September, practice begins in December, and games are
played in January; Games are played at the John H. Howland Teen Center at Wooster
Memorial Grove Park and Walden Elementary School (Orchard Street). Open to all Town of
Montgomery Residents ages 6-18.
Beach at James W. Olley Community Park – The Beach is open June-August – from 126pm daily.
Christmas in the Square – Features a live nativity, holiday movie viewing, caroling, tree
lighting, and Santa’s arrival. Festivities are held in Village Square the first Thursday of
December annually.
D.A.R.E. – Program put on by the Walden Police Department at Walden Elementary School
and Most Precious Blood School for 5th graders. Its primary mission is to provide children
with the information and skills they need to live drug-and-violence-free lives by teaching
students good decision making skills to help them lead safe and healthy lives.
Easter Egg Hunt – Held annually at James W. Olley Community Park the Saturday prior to
Easter.
Flag Football – Registration is in April and games begin in June; Games are played at
Bradley Park. Open to all Town of Montgomery residents ages 5-14.
Halloween Parade, Haunted House and Hayride – Held at James W. Olley Community
Park on the Saturday prior to Halloween which kicks off the free Haunted House & Hayride
that is open through Halloween weekend.
Indoor Soccer – Registration is in September and games begin in November; Games are
played at the John H. Howland Teen Center at Wooster Memorial Grove Park. Open to all
Town of Montgomery residents ages 5-9.
Movies in the Park – Free movie showings held in Wooster Memorial Grove Park on
selected Saturdays in July and August. Check our website for summer schedule.

National Night Out Against Crime – National Night Out is an annual community-building
campaign that promotes police-community partnerships and neighborhood camaraderie to
make our neighborhoods safer, better places to live. Held the first Tuesday of August at
Bradley Park our event is completely FREE to the public that includes vendors, raffles,
giveaways, and ends with a wonderful firework display.
Outdoor Soccer- Registration is in July and games begin in September; Games are played at
Bradley Park. Open to all Town of Montgomery residents ages 5-12.
Summer Day Camp – Open to all Town of Montgomery residents ages 5-15. The half day
and full day programs are held at James W. Olley Community Park Monday-Friday in July
and August offering daily activities including athletic games, swimming, arts and crafts,
nature walks, and team building activities daily. There are also various field trips planned
throughout the six weeks for an additional cost. Early drop off program is also available.
Summer Youth Leadership Academy – A youth leadership development program for 8th
and 9th graders that begins in July for 6 weeks Monday through Friday from 9am-3pm at the
John H. Howland Teen Center at Wooster Memorial Grove Park. The program covers: The 7
Habits of Highly Effective Teens, community and service learning projects, organizational
and teamwork training, including team leadership training, training in decision making,
including goal-setting and determining priorities, citizenship, and positive social behaviors.
Applications come out in April and are due by the end of June.
Summer Youth Employment Program - Program that provides youth with a positive and
safe form of local summer employment while simultaneously increasing their education in
branding themselves for today’s job market as well as resume and real life skills building.
Summer Employment is approximately 60 hours at a Participating Village of Walden
Business. Open to all Village of Walden residents ages 15-18. Applications come out in
April and are due in June.
Teen Center – Open to all Valley Central students ages 12-18 Fridays and Saturdays from 711pm at the John H. Howland Teen Center at Wooster Memorial Grove Park. During school
breaks and the summer months the teen center is open Monday through Saturday 7-11pm.

Tennis Lessons – Registration is in April and lessons begin end of April, weather permitting;
Lessons are given at the Tennis Courts at Bradley Park. Open to all Town of Montgomery
residents ages 5-16.

Additional Community Services and Amenities
6K Race – Village of Walden Recreation & Parks Department’s annual 6K Race held the first
Saturday of August. The race begins and ends at James W. Olley Community Park and loops through
the Village of Walden. Registration for runners and non-competitive walkers begins in July. Check
our website in July or call (845) 778-2177 x1524 for more information.
Adult Gym – Town of Montgomery residents ages 18 and older are welcome to join in our pick-up
basketball adult gym held on Tuesdays and Thursdays in the months of January-March 9-11pm.
Farmers Market – Held in Walden’s beautiful Village Square during the months of July, August,
and September on Thursdays from 2-7pm. Residents can purchase local wine, honey, produce, and
bakery items from various vendors. EBT Tokens are taken at specific vendor booths. Vendor
applications are accepted early spring. Check the Village website for the most up to date information.
NFL Football Game Bus Trip – Village of Walden Recreation & Parks Department’s annual trip to

Public Beach – Located at James W. Olley Community Park, the beach is open for public use
beginning mid-June through August from 12pm to 6pm daily. The beach also features a volleyball
court and the park facility has pavilions with BBQ grills and picnic tables also for public use.
Walden Senior Citizen Club – Village of Walden Recreation & Parks Department sponsors a
Village Senior Club that meets Tuesdays at 1pm at the Walden Firehouse (230 Old Orange Avenue).
The Club has its own executive board elected by its membership and provides trips, aerobics classes,
speakers, and of course comradery
Zumba Class – Zumba Fitness Classes are held Mondays and Wednesdays year round at the Wooster
Memorial Grove Park from 5:30-6:30pm.

You are sure to find good neighbors doing business in downtown Walden. In order to ensure smooth
relations please understand that it is the responsibility of the building owner to manage the following
services. If you are a tenant in a building within the Village of Walden, the management of these
services may be delegated to you by the building owner. Please make sure the responsibility for each
of these services is clearly defined prior to occupancy.

Snow Shoveling – Entire width of sidewalks must be cleared 24 hours after the end of any
snowfall or ice event. See Chapter 127, Article VI of the Village Code for complete details.

Sidewalk Maintenance – Report any defects or hazardous conditions to the Department of
Public Works at 845-778-2177 x1521.

Residential Trash Removal – Residential refuse is picked up on Tuesdays and recyclables on
Wednesday. Yard Waste is picked up on Thursdays from April through November.
Residential Garbage is levied onto Village property taxes that are paid in June annually. Bulk
Pick Up occurs one week in April as well as October. Please refer to the calendar on the

Commercial Trash Removal - For information on Commercial refuse please contact the
Village offices who will put you in contact with the Village Refuse company as businesses are
billed based on the size of the containers being serviced as well as the number of times service
is picked up. Commercial properties are billed quarterly by the Village for refuse service.

Pooper Scooper Law - Any person owning, harboring, keeping or in charge of any dog,
which dog has deposited its feces upon any Village property or upon the property of another
without the property owner's consent, shall immediately remove such feces or cause it to be
removed and shall dispose of it in a sanitary manner. A person will be considered to have
disposed of feces in a sanitary manner if such person places such material in a bag or wrapper
made of paper, plastic or some similar material and places it in a refuse container which is
regularly emptied by the Village or some other refuse collector or otherwise disposes of such
material on his or her own property.
Utility and Services Considerations
Different Utilities are handled by different entities. Below please find the contact information that
will help you to ensure that utilities are transferred to the current owner or business operator as
appropriate.
Please be aware that there may be hook up/connection/transfer fees associated with all of the utilities
listed below. Be sure to understand fully all the steps involved before the utility will function at your
property and any fees that maybe be incurred.

Hydrants - Please keep any fire hydrants clear from bushes, trees, grasses, snow, ice, and any other
debris year round so that in the event of an emergency the hydrants are easily accessible to aide in the
response time and not put your neighbors at any other risks. Please refer to Fire Code 508.5.4 &
508.5.5 for more details.
Hydrant Flushing – Twice annually, during the months of April and October, the water department
must flush the fire hydrants throughout the Village in order to rid the water system of settled
sediment. While this may cause your water to be discolored, please be advised that the water is safe
to drink. We do suggest that residents use caution when doing laundry, particularly white and light
colors, as discoloration may occur.

opportunities for each residential neighborhood located in the Village. One in the spring and one in
the fall, check the Village website or the Village bi-monthly calendar for dates and details of what

Block Party – If interested in throwing a Block Party, a form will need to be filled out and approved

Dial-A-Bus – The Town of Montgomery provides a Dial-A-Bus service that operates within the
Town of Montgomery and the Town of Crawford. They service the
villages of Walden, Maybrook, Montgomery, the hamlet of Pine Bush and
Thompson Ridge, Bullville and Searsville areas. The Dial-A-Bus is open
to the public. Children under the age of ten must be accompanied by an
adult. To make a reservation please contact the office at least one day in
advance of your desired ride. They are a first come, first serve response
service. For information and reservations, call the Town of Montgomery Transportation Department
at (845) 457-2622 between the hours of 9:00 A.M. - 12:00 Noon, Monday through Friday.
The Senior Bus – For those individuals age 60 and over The Town of Montgomery also provides the
Senior Bus. Senior transportation is free of charge, however a donation is encouraged. The Senior bus
makes monthly scheduled trips outside the town and also makes two medical runs each month to any
medical facility on Crystal Run Road in Middletown, Middletown Medical, Orange Radiology and
Horton Hospital. Senior Citizens may also ride the Dial-A-Bus at a reduced fare of $.50. For

Walden Community Council host the annual Harvest Fest also known as Walden Day.

Harvest Fest kicks off each year on Friday night with the Little Miss Walden Contest in
Municipal Square at 5:30pm followed by a Family Dance at the Teen Center in Wooster
Grove from 7-9pm. Also called Walden Day, the festival itself is a full day of action-packed
events, shopping, and food for the whole family. Located in the Municipal Square of Walden
in the beautiful Hudson Valley, New York. Admission to Harvest Fest is always FREE!
Walden’s Harvest Fest began in 1986 as a simple harvest celebration; now well over 1,000
visitors and more than 100 vendors attend the one-day event, even traveling from neighboring
states to experience the extraordinary variety of Walden’s culture and entertainment. Harvest
Fest is produced by the Village of Walden and the Walden Community Council. Festival
proceeds are used by the Walden Community Council to support community events and other
local non-profit organizations throughout the year.

the Walden Rotary Rail Trail Theater at Wooster Memorial Grove, East Main Street. The

Introduction to the Walden Community Council Main Street Grant Program
The Main Street Grant Program was established to financially assist properties that want to perform
some sort of building renovation. The funds are provided from NYS Housing Trust Fund Corporation
to revitalize historical downtowns, mixed-use neighborhood commercial districts and village centers.
Improvements include façade renovations, interior residential upgrades and streetscape

Town of Montgomery Chamber of Commerce
The Town of Montgomery Chamber of Commerce is a civic organization
dedicated to serving local businesses. Located in the scenic New York
Hudson Valley, the Chamber of Commerce serves the Town of
Montgomery and the villages of Walden, Maybrook, and Montgomery
located in Orange County. TMCC has been in existence since 1976 and is
currently made up of about 150 local businesses. As of the publication date
