PEARL HARBOR - The Navy announced Feb. 5 plans to send
one of its newest amphibious transport dock ships to Sasebo, Japan,
demonstrating the United States’ commitment to the defense of Japan
and the security and stability of the vital Asia-Pacific.
San Diego-based USS Green Bay will join 7th Fleet in February
2015. She will replace USS Denver, which is the Navy’s oldest ship
on active duty next to USS Constitution, serving since 1968.
Green Bay is a member of the latest amphibious transport dock
class and represents a significant improvement in capability for the
fleet. She is equipped with an advanced command and control suite;
increased lift capacity with substantial increases in vehicle and cargo
carrying capability; and advanced ship survivability features. The
ship supports the rapid transfer of personnel and equipment via the
landing craft and MV-22 Osprey tiltrotor aircraft, making this ship
a critical element for ARGs and expeditionary strike groups.
USS Peleliu (LHA 5), homeported in San Diego, will proceed to
the 7th Fleet area of responsibility to mitigate the gap in amphibious
presence until Green Bay’s arrival.

they compete for the SOY title.
“It’s a great honor for each of these seven Sailors to have been
selected to compete at this level,” said SURFPAC Force Master Chief
(SW/AW) Brannon Knox. “These Sailors represent the highest levels
of honor, courage and commitment to the Navy and our nation.”
Finalists and their family members will be recognized by various

and effectively return Marines to
their roots as a sea-going force.
The ship is in the final stages
of construction in Pascagoula,
Miss. The ship’s mission will be
to embark, transport, control, insert, sustain and extract elements
of Marine air-ground task forces,
and support forces by helicopters
and tilt-rotor aircraft.
The first America-class ship
is designed to support a variety
of fixed and rotary-wing aircraft
consisting of the MV-22B Osprey, F-35B Joint Strike Fighter,
AV-8B Harrier II, CH-53D/E
Sea Stallion helicopters, CH46D/E Sea Knight helicopters,
AH-1W Super Cobra helicopters and U.S. Navy MH-60S/R
helicopters.
This multi-mission assortment of aircraft will bring new
mission capabilities to the fleet.
The realignment and expansion
of the aviation maintenance facilities provides more room for
aircraft parts and increased aviation fuel capacity. In addition,
the ship’s enlarged hangar bay

offers more room for aircraft,
making the ship perfect for aviation-centric missions.
“America was designed for
19 additional [aviation maintenance] spaces,” said Marine
Gunnery Sgt. Jesse Ramirez.
“I don’t believe the impact of
the ship’s design will really be
felt until the full-blown aviation
combat element comes aboard
and those maintainers look back
and say, ‘It was so much easier to
keep [more] aircraft up and functional vice other [amphibious
ships] with the limited amount
of maintenance spaces.’”
Ramirez said that with the
addition of these spaces on PCU

be to keep more aircraft serviceable, as well as implement
faster turn-around times when
performing maintenance.

sel, the ship’s capabilities and
design are specifically pointed
at those two warfighting assets,”
said Duhe.
“It is important to the Marine
Corps, as we downsize our force,
that we focus on amphibious [capability],” said Duhe. “We need
to ‘right-size’ our force and our
equipment, so that we can tune
into our role within the nation’s
defense. It is influencing potential crisis from the sea, as an
air-ground Navy-Marine team,
that sets the Marines apart from
other services. It is our primary
identity.”
America has wasted no time
embarking and enabling Marines to familiarize themselves
with what will soon be the
Navy’s newest amphibious asset. On Feb. 5 and 6 tours were
held for Marine Force Reserve
(MARFORRES) located in New
Orleans, La.
Duhe also said this ship will
be more capable in handling
MV-22 Osprey and F-35B Joint
Strike Fighter missions when
compared to any other current
ship in the fleet.
“The Marine Corps operates
the Osprey now. We are bringing

U.S. continues to plan for post-2014
Afghan mission, Hagel says
by Jim Garamone
WASHINGTON - The United States continues to
plan for a post-2014 training and assistance mission
in Afghanistan, Defense Secretary Chuck Hagel
said Feb. 7 despite the fact that Afghan President
Hamid Karzai continues to delay the signing of an
agreement that would allow for the new mission.

That mission is to train, assist and advise
Afghan forces and to conduct counterterrorism
operations as needed.
Afghan forces are in the lead throughout the
country, Hagel said, but they still have some

Also, check out one of Laughlin’s renowned golf courses.
You’ll find six 18-hole courses
within 30 minutes of the resorts
and Laughlin’s weather makes
great golf a year-round option.
“It was an honest exchange
between his commanders and
himself about the future,” the
secretary added.
The U.S. position has not
changed, he said. U.S. officials
continue to encourage Karzai to
sign the bilateral security agreement that he negotiated with
the United States last year. A
national council that Karzai convened overwhelmingly approved the agreement in November, and
the vast majority of Afghans are said to favor its
adoption. Yet, Karzai has so far refused to sign the
pact, saying he will not do so until after April’s
presidential elections.

Make the most of your group gathering in Laughlin
at the top of the military is absolutely crucial to
this effort, he added.
“Remember, 12 years ago, there weren’t any
institutions at all in Afghanistan,” he said, noting
that the U.S. military helps partners around the
world with institution-building. “And [the goal
is] a continuation of investing and helping them
invest in their own future, in their own institutions,
to give them the capability.”
How about a group shopping
spree? The Laughlin Outlet
Center showcases more than 50
merchants, an indoor food court
and market, and eight acres of
convenient indoor parking. The
fully enclosed two-story center
features distinctive art deco design throughout, while its merchants offer prices 20 to 50 percent below retail average on a variety of
top-name products. The Outlet is in the heart of the casino district, across the street from the Aquarius
Casino Resort.
Your group is sure to work up quite an appetite having fun in Laughlin. Fortunately, you’ll find gourmet
restaurants throughout the resort corridor that will satisfy any taste bud. From the terrific Tex-Mex at
Baja Blue Restaurant and Cantina in Harrah’s to the seafood specialties at Bubba Gump Shrimp Co.
at the Golden Nugget to the hearty steaks at the Hickory Pit Steakhouse at the Edgewater, there are
great meal options for your group around every turn.
Toss in a little pampering with an invigorating spa treatment, great entertainment options year-round
and exciting nightlife, and you’ll see why Laughlin is the perfect place to plan your next group outing.

Chairman promises vigorous
military ethics campaign
by Jim Garamone
WASHINGTON - Recent
lapses in military ethics have
Army Gen. Martin E. Dempsey’s
full attention, and he promises a
military campaign to reinvigorate the profession of arms.
The chairman of the Joint
Chiefs of Staff made the pledge
in statements he issued following Defense Secretary Chuck
Hagel’s Feb. 7 news conference
on the issue.
“This challenge didn’t accumulate overnight, and it won’t
be solved overnight,” said.
Dempsey said the importance
of understanding the challenge
that ethical lapse pose to the military, adding that military officials
must continue to “see the challenge clearly and precisely.”
“Acts of crime, misconduct,
ethical breaches, command climate and stupidity each require
a distinct solution,” he said. “But
the overall solution is attention
to who we are as a profession.
And that’s my focus.”
The American people have
high regard for their military,
and in most cases, the chairman
said, that high regard is welldeserved.
“The overwhelming majority of our military leaders are
tremendous professionals and
citizens who show up to serve,
to bring their best, and often sacrifice greatly,” he said. “There
will always be those who let
down the team and the nation,
“The trust of the
American people, and
frankly, the trust our
young troops place in
us as leaders, is too
important. We can’t
afford to let the transgressions of the few
undermine the trust
and credibility of our
entire profession.”
and when they do, we will hold
them accountable.
“The trust of the American
people, and frankly, the trust
our young troops place in us as
leaders, is too important,” he
continued. “We can’t afford to
let the transgressions of the few
undermine the trust and credibility of our entire profession.”
Dempsey began his campaign
to highlight the profession of
arms even before he became
chairman. He began looking at
the effects of prolonged war on
the profession when he served
as the commander of the Army’s
Training and Doctrine Command. This picked up speed
when he served as the Army
chief of staff, and expanded
when he became chairman.
During a recent interview,
Dempsey said he views the
campaign in military terms - a
campaign in the military vocabulary implies a series of actions, all intended to converge
on a desired outcome.
“The desired outcome in
this campaign is that the force
rekindles its understanding and
resolve as a profession and then
recommits itself to that which
makes us a profession: our
unique skills and attributes,
commitment to continuing
education, and the agreement to
live to a specific set of values,”
he said.
Still, the chairman said, it is
not the war that caused these
ethical lapses. “It is the pace,
and our failure to understand
that at that pace, we were neglecting the tools that manage
us as a profession over time,”
he said.
Donald Cook departs for new permanent station in Rota
NORFOLK - USS Donald Cook (DDG 75) departed her homeport of Norfolk, Va. Jan. 31 on her
way to Rota, Spain, as the first of four Arleigh Burke-class guided-missile destroyers to be stationed
there.
“The U.S. has a historically strong partnership with Spain, and the strength of that relationship is
exemplified today as the first of four U.S. Navy destroyers departs for Rota, Spain,” said Secretary
of the Navy Ray Mabus. “Permanently forward deploying four ships in Rota will enable us to be in
the right place, not just at the right time, but all the time.”
In 2012, Mabus announced the BMD-capable destroyers Donald Cook, USS Ross (DDG 71), and
USS Porter (DDG 78) from Norfolk, and USS Carney (DDG 64) from Mayport, Fla. will be stationed
in Rota. Donald Cook will arrive in mid-February.
Commanders should keep sex assault courts-martial authority
WASHINGTON - The independent Response Systems to Adult Sexual Assault Crimes Panel has
accepted a subcommittee recommendation that senior military commanders retain authority for
referring these crimes to courts-martial.
DOD officials have long maintained that the authority is needed to maintain good order and discipline, and that commanders will be integral to ending sexual assault in the ranks.
The Role of the Commander Subcommittee took an in-depth look at the issue before coming up
with the recommendation. One member of the subcommittee - Elizabeth Hillman - dissented, but
the full panel voted to accept the recommendations 7-2.
USS Germantown CMC relief made permanent
SASEBO, Japan - The Jan. 7 temporary relief of USS Germantown (LSD 42) command master
chief (CMDCM) was made permanent by Commander, Pacific Fleet, Adm. Harry Harris, Jr., Feb.
11.
The relief of CMDCM Jesus Galura stems from an investigation into allegations of sexual assault made by a Germantown crew member. Because an ongoing NCIS investigation continues to
look at overall command climate as well as allegations of misconduct by Galura and potentially
others, the Navy cannot provide details.
After reviewing the completed command investigation, Harris determined Galura’s relief should
be made permanent due to loss of confidence in his ability to effectively lead the Chiefs Mess and
be a contributing member of the command triad.
Command Master Chief Jeffrey Steinly, currently assigned to Commander, Pacific Fleet, has assumed duties as the Germantown command master chief.
Reporting to Germantown as command master chief in August 2011, Galura has been reassigned
to Amphibious Squadron 11.
Forward deployed to Sasebo, Germantown is part of the Bonhomme Richard Amphibious Ready
Group.

Tool available to calculate post-9/11 GI Bill benefits
WASHINGTON - The Veterans Affairs Department launched
a new online tool Feb. 4 to make
it easier for veterans, service
members and family members
to calculate their Post-9/11 GI
Bill benefits and learn more
about VA’s approved colleges,
universities and other education
and training programs across
the country.
“We’re pleased that Post-9/11
veterans are taking advantage
of this significant benefit program,” said Allison A. Hickey,
undersecretary of veterans affairs for benefits. “The new GI
Bill Comparison Tool will help
future beneficiaries as they make
decisions about what education
or training program best fits
their needs.”
The GI Bill Comparison Tool
provides key information about
college affordability and brings
together information from more
than 17 different online sources
and three federal agencies, including the number of students
receiving VA education benefits
at each school. It is one item
in a series of resources VA is
launching in response to President Barack Obama’s Executive Order 13607, which directs
agencies to implement and promote “Principles of Excellence”
for education institutions that
interact with veterans, service
members and their families, and
to ensure beneficiaries have the
information they need to make
educated choices about VA
education benefits and approved
programs, VA officials said.
Recently, VA instituted a GI
Bill online complaint system,
designed to collect feedback
from vets, service members and
their families who are experiencing problems with educational
institutions receiving funding
from federal military and vets

educational benefits programs,
including benefits programs provided by the Post-9/11 GI Bill
and the DoD’s military tuition
assistance program.
The executive order, signed
April 27, 2012, directs federal
agencies to provide meaningful
cost and quality information
on schools, prevent deceptive
recruiting practices and provide
high-quality academic and student support services.
VA works closely with partner
institutions to ensure the GI Bill
beneficiaries’ needs are met, noting that more than 5,000 education institutions have agreed to
the Principles of Excellence.
This week is VA’s annual National Salute to Veteran Patients - a
time to pay tribute to America’s heroes - the men and women they care
for and serve. Men and women who
have given more than most to protect and
preserve all we hold dear as Americans.
VA is opening the doors to communities so every citizen will
have the chance to thank a veteran and learn more about volunteering at VA medical centers to build or practice their unique
skills in support of the veterans who defended their homes and
freedoms. The salute will feature free musical concerts, Valentines
from Americans around the country, and special ceremonies for
the nation’s veterans from appreciative citizens.
The purpose of National Salute to Veteran Patients program
is to pay tribute and express appreciation to veterans, increase
community awareness of the role of the VA medical center,
encourage citizens to visit hospitalized veterans, and to become
involved as volunteers.
The Post-9/11 GI Bill is a
comprehensive education benefit created by Congress in
2008. In general, veterans and
service members who have
served on active duty for 90 or
more days since Sept. 10, 2001,
are eligible.
Since 2009, VA has distributed
more than $30 billion in the form
of tuition and other educationrelated payments to more than
1 million veterans, service members and their families, as well as
to the universities, colleges and
trade schools they attend.
House passes in-state tuition for vets
The House of Representatives last week passed (390-0) the
FRA-supported “G.I. Bill Tuition Fairness Act.” The bill will
enable G.I. Bill recipients to receive in-state tuition rates at any
public college or university in the country, not just those in a
veteran’s state of residence. The bill also contains a number
of other provisions designed to enhance veterans’ benefits and
bring more accountability and efficiency to the Department of
VA, including: a five year ban on performance bonuses for VA
Senior Executive Service employees; an extension of Veterans
Retraining and Assistance Program job training benefits through
May 31 - the program is currently set to expire March 31; stronger
infectious disease reporting requirements for
VA
hospitals; a requirement for VA health officials to obtain the consent of patients
before electronically monitoring them
in private patient areas; and more comprehensive reporting requirements for VA
employees traveling abroad.

Fox says DOD must slow growth of military compensation
by Jim Garamone
The Defense Department
must slow the rate of growth in
military pay and compensation
or the organization will not
be able to fight and win the
nation’s wars, Acting Deputy
Defense Secretary Christine
H. Fox said here today.
Fox, testifying before the
Senate Armed Services Committee, said DOD must get a
handle on pay and benefits or
risk sending service members
into harm’s way unprepared.
The deputy thanked the
senators for supporting the
Bipartisan Budget Act, which
she said mitigates the worst
of the problems DOD faces
under the Budget Control Act
of 2011. Still, she added, it
only goes through the next two
years, and this is a long-term
problem.

our analysis shows that it
will lead to a force that is too
small, inadequately equipped
and insufficiently trained to
fully defend the nation’s interests.”
“If this department is going to maintain a future force
that is properly sized, modern
and ready, we clearly cannot
maintain the last decade’s
rate of military compensation
growth,” Fox said.
Given this budgetary background, DOD civilian and
military leaders have said time
and again that the one-third of
the defense budget consumed
by military compensation
cannot be exempt as an area
of defense savings. “We must
find ways to slow the rate of
growth,” Fox told the committee.
Military service is about
more than just a paycheck.
The jobs and service military
personnel perform are as important.
Inflation-adjusted pay and
benefit costs are 40 percent
higher than in 2001, even
though the active force today
is just slightly larger. Defense
health care costs alone have
grown from less than $20
billion in 2001 to nearly $50
billion in 2013. Payments for
housing costs also have increased faster than inflation.
“Beyond those two years,
the BCA remains the law of
the land,” she said. “If seques-

“When they’re sent into
harm’s way, this disservice
can quickly transition into
a breach of trust,” Fox said.
“Here I am referring to our
collective, sacred obligation
to provide our troops with
the finest training and equipment possible, so that they
can deploy to combat able to
accomplish their mission and
return to their families.”
The department does have
recommendations for slowing
the growth of compensation
fairly and effectively, Fox
said. “Most notably, just this
year, Congress accepted a 1
percent basic pay raise, even
though the employment cost
index called for an increase of
1.8 percent. We are currently
reviewing all military pays
Fox spoke directly to the
“COLA-minus-one” or “CPIminus-one” provision included as part of the Bipartisan
Budget Act.
The provision required
capping cost-of-living raises
in retirement pay for working-age military retirees at
1 percent below inflation, as
measured by the Consumer
Price Index.

The department does support a comprehensive review
of this provision, the acting
deputy defense secretary said,
including its effect on retirees
not currently exempted.
“If the Congress decides
to retain the CPI-minus-one
approach, we strongly recommend it be modified to
include ‘grandfathering,’”
she said.
Fox called on Congress to
refrain from changing military
retirement until the Military
Compensation and Retirement
Modernization Commission
presents its final report in
February 2015.
“There are many ways we
might change military retirement, including more fundamental reforms,” she said.
“Because the CPI-minusone provision does not go into
effect until December 2015,
there is ample time for such
a careful review, including
waiting for the commission to
provide its input.”

Generally, people between the
ages of, say, 49 and 68 tend to
operate like baby boomers. They
were raised with high discipline
and low emotional validation.
Their parents often used shame,
spankings, and very clear rules
to keep them in line.
Managers will often “raise”
their employees in the same
way their parents raised them.
Now, obviously, nobody is going to literally spank you in the
workplace, but there are many
ways to use anxiety, shame and
fear of the manager to attempt to
keep employees in line.
The 20-something crowd,
conversely, was generally raised
with high emotional validation
and often nearly no discipline.
Baby boomer parents likely
thought that doing the opposite
of what their parents did to them
was a better way to parent.
The strength of baby boomers
is that they will work like dogs
with very little emotional reward
and strive for excellence. The
strength of 20-year-olds is that
they strive to make work a path
for personal growth, enrichment
and meaning.
As a baby boomer manager
you simply cannot use shame,
fear of failure, or demands to
inspire younger workers. You
will need to look at the work you
are asking them to do through a
new set of glasses. Ask yourself
the following questions:
1. What is the future of the
job they are doing? Yes, they
might be answering phones today but does it give them great
interpersonal skills, contacts and
organizational skills? How can
this be useful to them?
2. What kind of fun activities
will they have access to? Do
you have birthday parties and
summer picnics? Do you give
employees exposure to interesting events?
3. If they stay long term in
your job, what benefits will
they receive in three months, six
months, or a year? The benefits
they care about are appreciation,
fun, and growth opportunities.
4. Do you assume that the
prime motivation for your
younger employee is money?
Yes, the salary needs to be
competitive, but this generation doesn’t believe in
delayed gratification. Even if
you are competitive, can you
clearly articulate what makes
your job or internship cool
and groovy (for you former
hippies)?
All my baby boomer executive clients agree with you that
they want to bite their younger
employees who can’t seem to
just show up, work hard, suffer,
and stick with a job because it
is the “right” thing to do. Then
again, younger employees can
teach us baby boomers that life
is short, the richness of work
should go beyond a paycheck,
and the journey of life is sweeter
when we include fun.
Your 20-year-old employees
believe that all work and no play
means their resume goes back
into circulation. Twenty-yearolds are capable of doing the
same fine job you get easily from
your baby boomer employees you just need to use more carrot
and very little stick!
The last word(s)
Q. I am a short, quiet, minority
female and I am often underestimated at work. I also find this
sometimes gives me a competitive advantage because people
can’t predict what I am capable
of doing. Can being underestimated be helpful?
A. Absolutely! When people
expect a single match of talent
and end up with a sky full of fireworks, you have the opportunity
to over-deliver and impress.
Education opportunities soar at sea CSS voting assistance team encourages Sailors to register to vote
“The tutoring program is a volunteer program aboard Boxer set up
to help our shipmates that are taking
college courses,” said Chief Navy
Career Counselor Jane Epaloose,
one of the tutors aboard.
“I jumped at the opportunity to
create a tutoring program aboard
Boxer because to me, there is no better way to use my time,” said Lt. j.g.
Chelsea Irish, program coordinator,
who started the program to help
Sailors and provide an opportunity
for assistance.
The program has no schedule
restrictions and is set up so each
Sailor can receive as much help as
needed to ensure success. And tutors
are available to offer help in a wide
variety of subjects.
“We have 25 tutors available
aboard Boxer, that have bachelor’s
degrees or higher, for subjects such
as math, science, history and social
sciences,” said Epaloose. “Tutoring
is available around the schedule of
the tutor and the student, as long as
both members have the time,” said
Epaloose.
A student that worked with Epaloose enjoyed the extra help needed
for her classes.
“I was really struggling with my
English and with the stress of work
it really helped to go to her and have
the help,” said Aviation Boatswain’s
Mate 3rd Class Joni Bills.
Bills initiated the idea of a tutoring program by making a suggestion
in the commanding officers suggestion box.
“I was struggling, and I was
going to people asking questions.
I thought if only we had a program
that streamlined people that want
to help to the students it would help
me and others in the same situation,”
said Bills.
Bills feels appreciative of having her tutoring idea turn into a
realization.
“It takes the stress off. When one
is struggling, rather than panic about
it you know where to turn to and
what to do, and it feels good knowing that there may be other people in
my situation who will have a place
to turn to for the help,” she said.
At sea, students have limited
resources and don’t get the same
opportunities that traditional college
students get.
“I think a tutoring program is
important because most of our
degree programs in the Navy are
online, and sometimes the student
might need a little hands on instruction to help them understand the
subject matter more clearly,” said
Epaloose.
Irish says Sailors are motivated
to get the help they need through
tutors standing by to assist them in
reaching their goals.
“In today’s world a college
education is essential. It opens the
door to a multitude of opportunities. Knowing that my shipmates
have a place to turn for help with
their studies is rewarding for me,”
Irish said.
Earning an associate’s degree
earns a Sailor two points on the
Navy Advancement Exam, and a
bachelor’s degree earns a Sailor
four.
“Every Sailor should take the
maximum benefits they can while
serving their country. The only
barrier to achieving your dreams is
you,” said Epaloose.

Wounded warrior overcomes challenges
by Lance Cpl. Keenan
Zelazoski
“I remember we would come
by an Iraqi police checkpoint,
and half an hour later, on our
way back, [the Iraqi police]
would all be dead,” said Gunnery Sgt. Pedro Aquino.
During his 2004 tour to Iraq,
Aquino fought alongside his
cousin, a soldier in the El Salvadorian Army, in the battle of
An Najaf. El Salvador deployed
10 battalion-sized contingents
in support of Operation Iraqi
Freedom starting in 2003.
The memory of his deployment to Iraq nearly a decade ago
is engrained in his mind forever.
As a young boy, Aquino, now
the operations chief with Headquarters Company, Combat Logistics Regiment 17, 1st Marine
Logistics Group, never thought
he would be serving the country
that took him and his family in
during their time of need.
“I could not believe I was
fighting next to my cousin.
You hear about brothers and
stuff sometimes, and this was
kind of like that,” commented
Aquino, who also mentioned
it was truly a pleasure to serve
with his family.
“In the 80s, El Salvador
was in a deep civil war,” said
Aquino. “My cousins, at 10
years old, were either taken
by the rebels or fighting for
the army. Those were the two
choices.”
As the war progressed, Aquino’s mother became increasingly afraid as her son neared
the age, nine, that he would
be required to join the army.
His father, a college student
at the time, had already been
forced to flee the country. The
rebels did not want the people
of El Salvador to be educated,
and were murdering professors
and students alike. Having had
enough of the worry, Aquino’s
mother fled the country with
him and his younger brother.
Aquino was only eight-years
old at the time.
“I came into the country illegally,” said Aquino. “My father
was pleading for asylum and
eventually got it. That is how I
got my residency here.”
“They always looked really
sharp,” said Aquino. “I also
heard they get all the girls, so
I joined.”
“I remember being in the
hospital, and a representative
from Wounded Warrior Battalion talked to me,” said Aquino,
who was reluctant to bring
attention to his symptoms for
fear of ending his career. “I was
pretty shocked. I used to think
they only talked to people with
missing limbs, but it turned out
that wasn’t the case.”
Rendered unable to carry out
his duties efficiently, Aquino
joined the Wounded Warrior
Battalion where he entered a
phase of recovery.
“I was a mess,” said Aquino.
“I needed the help, but what I
really wanted was to get better
so I could go back to full duty
status and retire after 20 [years

Aquino makes pens with the
wood-turning skills he learned
and says that taking photos
helps him feel peace and helps
him to sleep better. With the
help he received at the Wounded
Warrior Batallion, Aquino has
reintegrated to an operational
unit.
“It is commendable that he
was able to make it back to the
fleet,” said Gunnery Sgt. Joanna
Mendoza, company gunnery
sergeant, Headquarters Company, Combat Logistics Regiment 17, 1st Marine Logistics
Group, adding that in the face
of challenges, he still inspires
and motivates Marines with his
invincible spirit.
Even with the challenges he
still faces, Aquino wakes up and
puts his uniform on every morning to serve the country he has
grown to love. About a year from
now, Aquino’s dream of retiring
after providing 20 years of service will become a reality.
The draft is designed to involve private industry early in
the government’s requirements
for the Healthcare Management
Systems Modernization project,
Navy Capt. John H. Windom
said. The program seeks to
modernize the DOD electronic
health record while also working to make it interoperable
with Department of Veterans
Affairs and private provider
electronic medical records.
On the DOD side, the job is
to replace the various legacy
systems with one that supports
interoperability with VA’s follow-on system and improves
the quality of care. Medical records would seamlessly move
between the organizations and
with private medical practitioners, Windom explained.
The draft RFP provides
private industry with an early
introduction to the ongoing
requirements-development
efforts, he said, giving private
industry experts a chance to
offer comments or pose questions. “This process will help

The size and scope of the
DOD and VA systems complicates the mission. Many of
the legacy systems were not
designed to work together,
and they weren’t designed
with the same standards and
technology. The new system
will leverage off-the-shelf technologies and industry standards
as supported by the Office of the
National Coordinator, Windom
said. The office coordinates
nationwide efforts to implement
and use the most advanced health
information technology and the
electronic exchange of health
information.
The iterative releasing of
the draft RFP is necessary for
the program, the captain said.

“There is nothing better than
open and frequent communication with industry,” he added.
“We don’t want to set a requirement that is technologically
unachievable by industry or
[that] we can’t afford.”
The frequent and open dialogue -- the office could possibly release up to two more
draft RFPs -- exposes private
industry to the DOD requirements development process,
Windom said.
“As such, we get to take
on board their thoughts, their
comments on the products that
we’re presenting at the various
stages,” he added.
The new system will likely
be deployed first to the Pacific
Northwest, the captain said. The
system deployment is scheduled
to begin by the end of 2016.

Aquino went to school, and
when he was of age, started

making the decision to serve.
It was ultimately the Marine

and he joined immediately following his final year of high

Aquino also served with then
Brig. Gen. Dennis Hejlik’s personal security detachment. Hejlik was the commanding general

during this time that Aquino

“Making healthy choices
such as good nutrition, weight
management and exercise can
significantly decrease the probability of heart disease,” said
Chamberlain.
Chamberlain went on
to say that non-active
children are also at risk
for heart disease. “Research has proven that
children need at least
60 minutes of physical
activity every day to reduce the risk of developing heart disease.”
In addition to American Heart
Month, National Wear Red Day - a
day to raise awareness for the fight
against heart disease in women was recognized Feb. 7. National
Wear Red Day was began in
2003, when the American Heart
Association and the National
Heart, Lung and Blood Institute
took action against heart disease,
a disease that kills more women
than all forms of cancer combined. As a result of their efforts,
21 percent fewer women are
dying from heart disease and 23
percent more women are aware
that this disease is the single
most health threat to women.

WEST 2014 kicks
off in San Diego
by MC2(SW/AW)
Derek Stroop
SAN DIEGO - The Western
Conference and Exposition
kicked off at the San Diego
Convention Center with this
year’s theme, “Shaping Maritime Strategy: How Do We
Make It Work?” highlighting
a multitude of diverse exhibits
from military, government,
industrial and academic organizations, Feb. 11.
The three-day event, cosponsored by the Armed
Forces Communications and
Electronics Association (AFCEA) and the Naval Institute,
facilitates forum and panel
discussions between leaders in
the armed forces and government contractors.
Adm. Harry Harris, commander, Pacific Fleet, introduced the maritime strategy
theme during his keynote address.
“Forward presence matters,” said Harris. “Enemies
are trying to close the technology gap on us, while we
provide a significant amount
of peace and stability via the
seas.”
Sailors attending the first
day of the conference found
Harris’ address relevant to
what they have been hearing
in the fleet.
“I keep seeing China in the
news,” said Aviation Boatswain’s Mate (Handling) 2nd
Class Annika Roberts. “I think
it’s awesome that they will be
participating in RIMPAC this
year. It’s also a great feeling
to know that I have a hand in
world events with the shift of
naval forces to the Pacific.”
“The re-balance is real,”
said Harris. “The newest platforms that the Navy has are
going to the Pacific. That’s the
E-18 Growler, the Zumwaltclass destroyers and the littoral
combat ships.”

PACIFIC OCEAN - The amphibious assault ship USS Makin Island (LHD 8) continued conducting sea qualifications, Feb. 3-7 in preparation for the ship’s upcoming
scheduled deployment. During the five-day underway period, Makin Island crew members completed Damage Control (DC) drills, weapons certifications, day and night flight
operations, and Personnel Qualification Standards (PQS).

heading out into the Pacific Ocean
for a scheduled underway. Navy

“We train the crew as a cohesive unit to be prepared for
any threat that may arise,” said
Ensign Liam Kearney, Operations division officer. “We did
many damage control training
evolutions from fires to flooding
so that our personnel in repair
lockers are ready.”
Damage Control training is an
all hands effort and getting new
Sailors engaged in drills helps
prepare the ship for mission
readiness.
“We worked with the DC
Training Team and the Engineering Training Team to run
many drills and I learned a lot,”
said DCFN Josie McCullough.
“Training is essential because
all crewmembers need to know
what to do in case a real situation
occurs.”
Weapons certifications were
achieved by Makin Island Sailors out to sea on 50-caliber crew
serve weapons and close in
weapons system (CIWS).
“During this underway we
certified and qualified 24 small
craft action team (SCAT) members,” said Gunners Mate 2nd
Class Jessica Alcantar. “This
prepares our team for real life
scenarios as we prepare to transit
into unknown waters.”
Flight operations are also an
essential part of Makin Island’s
mission. The joint services of
Sailors and Marines working
together safely and effectively
continues to hone the skills of
both the aircrew and flight deck
personnel.
“We had AV-8B Harriers and
[Helicopter Sea Combat Squadron Two Three] helicopters taking off and landing,” said Aviation Boatswains Mate Handling
1st Class David Dysart, the flight
eck leading petty officer. “The
training has been exceptional
and everyone from the pilots to
personnel on the flight deck are
working together as a team to
meet the mission.”
Deck department Sailors took
part in evolutions that they
wouldn’t be able to conduct in
port such as anchor operations
and small boat operations.
“This underway helped qualify
our Sailors in our rate,” said BM3
Nicholas Manantan. “We now
have more personnel qualified
to stand bridge watches and help
support necessary evolutions.”
Makin Island is the first U.S.
Navy ship to deploy using a hybrid-electric propulsion system.
By using this unique propulsion
system, the Navy expects over
the course of the ship’s lifecycle,
to see fuel savings of more than
$250 million, proving the Navy’s
commitment to energy awareness and conservation. - by MC3

Navy to replace forward deployed
mine countermeasures ships in Japan
PEARL HARBOR - The Navy announced Feb. 5 that newer,
more capable mine countermeasure ships will forward deploy to
Commander, Fleet Activities Sasebo, Japan, to become part of the
Navy’s Forward Deployed Naval Forces (FDNF).
Avenger-class mine countermeasure ships USS Pioneer (MCM
9) and USS Chief (MCM 14) will report to the 7th Fleet as part of
the FDNF in Sasebo in May 2014. They will respectively replace
mine countermeasure ships USS Avenger (MCM 1) and USS Defender (MCM 2), which have both faithfully served in the FDNF
since 2009.
Pioneer and Chief collectively represent a significant improvement in capability for the FDNF. Avenger and Defender will both
prepare for decommissioning and eventually be heavy-lifted back
to their homeport of San Diego in June 2014. Pioneer and Chief are
expected to arrive in Sasebo in the May 2014 timeframe.
Avenger is the first of the Navy’s Avenger-class mine countermeasures ships.

rines from diverse backgrounds and ranks, from Colonel to Lance Corporal.
“These tours are important for all Marines,” said Marine food service Staff Sgt. Jarvis Dixion assigned
to MARFORRES. “For the junior Marines, I think it’s important for them to actually see the ship and
to get a feel for its capabilities and day-to-day life. For senior personnel, it’s an opportunity to plan for
future operations and prepare their [subordinates].”
Col. Ricky S. Brown, assistant chief of staff MARFORRES, discussed his appreciation for PCU
America’s innovative steps toward Navy and Marine Corps integration.
“Mommy, we won!”
“As we build all these new platforms for the next generation, it’s going to be these young Marines
that need to understand the flexibility, capability and how to employ [a variety of amphibious missionsets],” said Brown. “Visiting a ship, like PCU America, allows Marines to experience how the Navy
and Marine Corps effectively works together for one cohesive mission.”
‘Invincible Spirit Festival,’ Lt. Dan
Band coming to Navy medical center
SAN DIEGO - The Gary Sinise Foundation will host its signature “Invincible Spirit Festival” at Naval Medical Center San
Diego (NMCSD) on Feb. 15 in appreciation of the NMCSD staff,
wounded, ill, and injured service members, and families.
The goal of every Invincible Spirit Festival is to honor and
celebrate not only the courage of our wounded heroes, but also
their families and medical caregivers as well. The day-long festival
includes a Gary Sinise & the Lt. Dan Band concert, an authentic
BBQ cookout provided by celebrity Chef Robert Irvine and Sysco,
including bounce houses for children, a rock climbing wall, face
painting, and fun giveaways.
The Gary Sinise Foundation serves our nation by supporting
and honoring our defenders, veterans, first responders, their
families, and those in need by creating and supporting unique
programs designed to entertain, educate, inspire, strengthen and
build communities.
Honor. Gratitude. Rock and Roll. That’s the mission of every
Lt. Dan Band concert. There’s something for everyone as the 12member group covers hits from Stevie Wonder to Kelly Clarkson,
Adele to the Zac Brown Band and everything in between. Whether
boosting morale on military bases at home and abroad, raising
awareness at benefit concerts across the country, the band entertains, educates, inspires and builds communities with its explosive
live show everywhere it goes.

Sgt. Cynthia Zermeno, training NCO with
1st Medical Battalion, Combat Logistics Regiment 15, 1st Marine Logistics Group, recently
participated in an unmanned aerial vehicle
course.
The purpose of this training
is to familiarize Marines and
sailors with the knowledge and
equipment necessary to operate UAVs, which are remotely
controlled and are used for
general surveillance and reconnaissance.
“Not many people know about
these courses,” said Zermeno.
“As the training NCO, I want to
find out what types of courses
are available for my Marines
and how each course can benefit
them, and this one would be useful for everyone.”
“A lot of people in a logistics
unit might not see the benefits of
these skills,” said Bill Peek, the
senior instructor for the Remote
Audio Visual Engagement Network course. “The capabilities of
a UAV are limited only to battery
life and your imagination.”
With a UAV, Marines and
Sailors conducting convoy operations can silently observe potential hazards up to a few miles
away on their planned route prior
to leaving friendly lines. During
the course, students also train to
conduct covert operations and
silent surveillance.
“Battle damage assessment is
important as well,” said Peek.

“Being able to get eyes on an
objective - without actually
having to send a person into a
dangerous area that you don’t
know much about - is a huge
asset to have in an expeditionary
environment.”
Marines prepare for the worstcase scenario, Zermeno said,
noting that they often encounter
unexpected situations while

an additional life-saving skill
to take with them overseas,
she said.
USS San Diego welcomes wew CO
PACIFIC OCEAN - USS San Diego (LPD 22)
held a change of command ceremony at sea Feb.
7. Capt. John Menoni relieved Capt. William
Grotewold as commanding officer.
Grotewold, San Diego’s third commanding officer, assumed command May 25, 2012, one week
after the ship’s commissioning ceremony. Under
Grotewold’s command, San Diego reached many
milestones. Some, like Final Contract Trials, are
unique to a newly commissioned ship. Others,
such as basic phase certifications for deployment,
are standard around the fleet.
Guest speaker Rear Adm. Fernandez “Frank”
Ponds, commander, Expeditionary Strike Group
3, praised San Diego’s achievements under
Grotewold’s command. “San Diego has exceeded
all CNO benchmarks and goals. This is probably
the best LPD 17 class ship out of this class,” said
Ponds. “It’s been a privilege and an honor to have
you within Expeditionary Strike Group Three.”
Grotewold addressed the ship’s crew for the
last time prior to reading his transfer orders. “It
was my privilege to command America’s finest
ship in America’s finest city,” said Grotewold.
Grotewold received his commission in 1990
after his graduation from Vanderbilt. He has had
numerous sea and shore assignments, including
command of USS Cormorant(MHC 57) and USS
Rushmore (LSD 47).
Menoni arrived in November 2012 to serve as
the executive officer of San Diego. He received
his commission in 1991 after graduating from
University of Illinois, Urbana-Champaign.
Menoni attended naval flight training and qualified as a pilot in 1993 in both the Seaknight and
Kinghthawk. His prior assignments include command of Helicopter Sea Combat Squadron 25.

invite San Diego’S Pets to Bark in Balboa Park
by Lance Cpl. Jonathan Boynes
The lights in the auditorium began to dim until the low mumbles
of the audience ceased. The large red curtain on stage rose slowly,
revealing dozens of Marines in their dress-blue uniforms, instruments in hand.
San Diego Civic Organist Dr.
Carol Williams and the Spreckels Organ Society present Bark
In Balboa Park 8, a free, festive
organ concert especially for pets
and their music loving families
on Sunday, Feb. 16, 2014 at 2
p.m. at the Spreckels Organ Pavilion in Balboa Park. Bark in
Balboa Park 8 is free and open
to the public.
Marine Corps Gunnery Sgt. Tracy Martinez, the 1st Marine
Division band conductor, stood in front of
the band at the 73rd
anniversary concert at
Escondido, Calif., Jan.
31. He led the band
through each song, ensuring that the sound
flowed with swift precision.
Beloved pets on leash are
invited to enjoy an afternoon
of classics, marches and animal
themed organ music on the historic Spreckels Organ followed
by a lively ‘pet and people’ parade across the Spreckels Organ
Pavilion stage.
Martinez, a native of
Newbury Park, Calif.,
is responsible for much
more than turning the
spirit of the Marine
Corps into music. He is
a professional warrior
first, always prepared
to answer the call of
his nation.
Representatives of the San
Diego Humane Society will be
on hand with pets to view and
adoption information as well as
a pet boutique. All donations
collected during the concert will
benefit the San Diego Humane
Society.
“The Spreckels Organ Pavilion is one of the few public venues in San Diego where music
lovers can attend a concert right
alongside their beloved pets,“
points out Williams. “What better way to celebrate the special
bond between humans and animals and to support the mission
of the San Diego Humane Society than by enjoying a concert
together?”

Liz Smith: ‘The Marilyn Diaries’ - in her own words, sort of
by Liz Smith
“TODAY I am thirty-six. I’ve
officially reached the age that
Hollywood considers a has-been.
All I know how to be is Marilyn
Monroe. It’s the only thing I’ve
ever really been successful at.
Time is making it impossible to
continue. And I don’t know who
I will be anymore.”
it might have read like Casillo’s
fiction. (The real-life Monroe
was once asked in an interview if
she kept a diary? She said: “Not
really. Sometimes I would write
things down, but then ... I’d tear
them up!”)
“THE Marilyn Diaries” really hits pay dirt when Casillo’s
“Marilyn” considers the trajectory of her career, ruminates
bitterly on her marriage to Arthur
Miller and pragmatically recalls
her long struggle to the top.
There are some entertainingly
fanciful episodes - a ladies’ room
brawl with Elizabeth Taylor, a
clandestine luncheon with Jackie
Kennedy - but the essential
honesty and vulnerability of our
heroine is never lost, just as she
never lost those qualities in her
real life.
THAT is not a quote from
the late but eternally lively Miss
Monroe. Those are words written by author/filmmaker/actor
Charles Casillo in his classic
novel, “The Marilyn Diaries,”
first published in 1999, now out
in a new edition, from Hayworth
Press.
Casillo, who also wrote an acclaimed biography about “City
of Night” author John Rechy,
published the first edition of
“The Marilyn Diaries” before
there was such a glut of “novels
based on” Marilyn Monroe. And
though it is fiction, this book
sticks close to the facts of her last
months (and the never proven
rumors of Kennedy affairs).
More interesting, it sounds like
Monroe. If she had kept a diary,
CASILLO’S introduction to
“The Marilyn Diaries” explains
his own fascination with the star,
and deftly examines the duality
of her nature and the atomic
impact of her fame during her
own lifetime. Nobody knew
what to make of her, really. And
she never knew what to make of

herself. And we are still trying

her death.
As Charles Casillo writes:
“Marilyn left just enough behind
to allow anyone to create her
into what they want her to be.
I don’t think she would want it
any other way.”

So there!
P.S. In fact, Liza Minnelli will

Almost two decades later, Martinez has held a variety of positions in the band, from saxophone
instrumentalist to instrument
repair technician and now as
conductor.
“Gunnery Sergeant Martinez
is a great conductor and a professional with an extensive history with music and the Marine
Corps,” said Lance Cpl. Gregg
Alvarez, a trumpet instrumentalist
with 1st Marine Division Band.
“He holds himself to a high standard and makes sure we all do
the same.”
Martinez practices for hours
each day, both individually and
with the band. Being musically
proficient and performing hundreds of times a year is only half
his job, he said, but he knows he
must be ready to deploy into a

“Deploying as a band member
is unique, because we put our instruments down and everything
else we train to do comes into

is full of fantastic musicians,
but more importantly, it’s full of
fantastic Marines.”

‘Need for Speed’ preview, ‘RoboCop,’ a car show & more
This week AutoMatters takes
you to the movies with a preview
of “Need for Speed” and a review of “RoboCop.” Then we’ll
drop by a car show at the Grand
Opening of TAG Motorsports in
Vista, CA.
“The Need for Speed” began
in 1994 as a popular video game
franchise that featured street
racing in cool, fast cars. As the
years went by the game play
got better and increasingly more
realistic, as video game technology improved.
In March “Need for Speed”
will come to life on the big
screen. As you will see in the
official preview trailer at the
film’s web site (http://www.
theneedforspeedmovie.com),
the “Need for Speed” is about
a cross-country, high-speed,
adrenaline-pumping, non-stop,
thrills and spills car chase. The
human hero of the film is a
“muscle car mechanic and street
racer” named Tobey Marshall
(played by Aaron Paul), who
gets out of prison looking to
“settle the score with the man
responsible for his false conviction.” To get that done, he and
his buddies race-prepare the
four-wheeled star of the film: a
Mustang, for what will become
a wild ride across the United
States as he is chased by the
police and by drivers of exotic
supercars who are hoping to cash
in on a six million dollar reward
from the bad guy.
Perhaps not coincidentally,
2014 is also the year that will
see the celebration of the 50th
anniversary of Ford’s iconic
Mustang. I’ll be heading to Las
Vegas in April in my own Ford
Mustang for one of the two gigantic national celebrations of
that event.
There is a scene in the movie’s
trailer where a character, who
appears to be a radio DJ and
goes by the name of Monarch
(played by Michael Keaton),
speculates about whether that
wicked-fast “Chariot of the
Gods” Mustang is being driven
by Tobey. That scene reminded
me of a similar scene in another
action-packed car movie called
“Vanishing Point” (the original
1971 version), where a hero by
the name of Kowalski (played
by Barry Newman) raced along
the highway, under very differ-
ent circumstances, in a white,
1970 Dodge Challenger. You
really should check out that
movie too.
Next up is a review of the
new movie “RoboCop,” starring
Joel Kinnaman in the title role.
Michael Keaton plays a greedy
bad guy.
If you’ve seen and enjoyed (as
I did) the original “RoboCop”
movie from 1987, you already
know pretty much what the
storyline is, but almost 30 years
of dramatic improvements in
movie special effects have had
a huge positive impact on this
version of “RoboCop.”
This is a fun, action-packed,
shoot-‘em-up movie that doesn’t
take itself too seriously, although it might make people
think about the consequences
of enhancing police officers’
and soldiers’ capabilities with
robotic technologies. At what
point might these people lose
enough of their humanity to turn
into compassionless, robotic
killing machines? Do the ends
of sharply reducing crime, or
defeating wartime enemies and
terrorists, justify the means?
As “RoboCop” dramatically
illustrates, robots have the potential to be highly effective killing
machines, but governments have
the power and responsibility to

in Fontana. There will be PCA

comments and suggestions.

TAG Motorsports is a high
performance automotive aftermarket retailer and service
center. To celebrate their move
to their new facility in Vista, CA,
they held a Grand Opening that
included a car show, a vendor
fair and raffles. Prizes included
several sets of tires (no, I didn’t
win any).
If the cars in the show were
any indication, a TAG Motorsports specialty is high performance European cars including
Audi, Porsche, Mercedes-Benz
and Lamborghini. Exhibitors at
the vendor fair included Yokohama and Pirelli (tires), and GMG
Motorsports (high performance
wheels, suspension, exhaust
systems and more). If you’d
like to learn more, go to www.

Finally, mark your calendars
for the California Festival of
Speed. From April 4 – 6, what
is billed as the “Largest Porsche
Event in the Southwest” will be
held at Auto Club Speedway

limit their use. Corporations
stand to make enormous profits
from the deployment of such
machines, but only if their governments allow them to do so.
Somewhere in the middle of all
this is public opinion, which in
“RoboCop” gets stirred up by the
media, as portrayed by Samuel
L. Jackson.
