DEPARTMENT OF MENTAL HEALTH A DIRECTORY OF INTELLECTUAL AND DEVELOPMENTAL DISABILITIES SERVICES CERTIFIED BY DMH FEBRUARY 1, 2011 The Bureau of Intellectual and Developmental Disabilities Service Directory for 2011 The BIDD Resource Guide for 2010-2011 contains the names and contact information for all providers certified by the BIDD. Below is a description of the Bureau of Intellectual and Developmental Disabilities (BIDD) as well as the Mission and Vision for the Department of Mental Health (DMH). The Bureau of Intellectual and Developmental Disabilities (BIDD) is committed to providing the DMH Mission citizens of Mississippi with an array of services and Supporting a better tomorrow by supports. DMH is committed to preventing or reducing the use of intermediate care facilities for the mentally retarded (ICF/MR) when individuals’ needs can be met in less intensive or less restrictive environments. In 2009, the Board of Mental Health implemented the DMH 10-Year Strategic Plan* for the purpose of transforming the mental health system in Mississippi into one that is community based. BIDD staff is a part of Strategic Plan workgroups which address issues DMH Vision related to the operation of the bureau. We envision a better tomorrow where the lives of Mississippians are enriched through a public mental health system that promotes excellence in the provision of services and supports. *The Strategic plan may be accessed at www.dmh.ms.gov. BIDD community service providers consist of a combination of community mental health centers, private for profit companies, non-profit organizations, and the state’s five Comprehensive Regional Centers. BIDD services are funded through either state money used for grants, Social Services Block Grant funds, and/or Medicaid reimbursable services. The BIDD works with other state agencies as well as advocacy organizations to ensure people already in the BIDD system as well as those accessing it for the first time are connected to services both inside and outside the DMH system. The BIDD offers services across a person’s life span from early intervention for infants and toddlers to retirement living for older persons. BIDD services can be provided in a person’s home, in the community, in center based settings, and in ICF/MRs. Accessing Services Depending on the services someone is interested in, there is contact information for all programs the BIDD certifies on the following pages. If a person is not sure exactly what they might need or what might be of benefit, please call the DMH Help Line at 1-877-210-8513 or 601-359-6298. Staff from that office can refer you to providers or to the appropriate DMH staff person. Additionally, for individuals with intellectual/developmental disabilities and their families, case managers at the state’s five Comprehensive Regional Centers can assist you. Definition of Intellectual Disability The Department of Mental Health/Bureau of Intellectual and Developmental Disabilities supports the definition of Intellectual Disability as put forth by the American Association on Intellectual and Developmental Disabilities. “Intellectual Disability” is a disability characterized by significant limitations in both intellectual functioning and in adaptive behavior, which covers many everyday social and practical skills. This disability originates before the age of 18. Federal Definition of Developmental Disability According to the Developmental Disabilities Act, section 102(8) a developmental disability is a severe, chronic disability of an individual five (5) years of age or older that: a) is attributable to a mental or physical impairment or combination of mental and physical impairments; b) is manifested before the individual attains twenty-two; c) is likely to continue indefinitely; d) results in substantial functional limitations in three or more of the following areas of major life activity: 1) self-care, 2) receptive and expressive language, 3) learning, 4) mobility, 5) self-direction, 6) capacity for independent living, and 7) economic self-sufficiency; and e) reflects the individual’s need for a combination and sequence of special, interdisciplinary, or generic services, individualized supports or other forms of assistance that are of lifelong or extended duration and/ or individually planned and coordinated. Department of Mental Health/ Bureau of Intellectual and Developmental Disabilities provides an array of services including: Work Activity, Prevocational, Day Services Adult, Supported Employment, Supervised Living, Case Management, Early Intervention, Home and Community Supports, In-home Respite, Community Respite, Support Coordination, Day Support, Day Treatment, Behavior Intervention, Physical Therapy, Occupational Therapy, and Speech/Language Therapy. Work Activity Services Work Activity Services for persons with intellectual disabilities/developmental disabilities provide opportunities for the acquisition of necessary work and living skills. A person must be at least 16 years old to participate in Work Activity Services. Activities address underlying habilitative goals such as attention span and motor skills which can be generalized to a community work setting. Services are provided in both center –and community –based settings. Center-based prevocational services in which individuals are compensated must be certified work activity centers. Prevocational services also include job exploration activities, exposure to various type of jobs, and general community integration. Competitive employment is defined as having a job in a business (es) in the community where individuals without disabilities are employed. Additionally, supported employment may consist of services to support and/or assist an individual in starting his/her own business. Habilitation, learning and instruction are coupled with the elements of support, supervision and engaging participation to reflect the natural flow of learning, practice of skills, and other activities as they occur during the course of a person’s day. Staff must be immediately available 24 hours a day and be able to respond to a call for assistance in less than five minutes. Supervised community living can be provided in a group home or apartment setting. It is the provision and coordination of services which are an integral part of aiding eligible recipients to gain access to needed medical, social, educational, and other services. Early intervention services are provided in the child’s natural environment. Child Development services provide center based programs which promote the developmental growth of children in cognitive, physical, social, emotional, communication, and adaptive functioning areas. HCS provide support, supervision and active participation in activities chosen based on each individual’s preferences. HCS may be provided in an individual’s residence and/or the community and may be provided to individuals who live in their own home or their family home. Respite services are also provided when the usual care giver is absent or incapacitated due to hospitalization, illness, or injury or upon their death. Support Coordinators are housed at each of the five Comprehensive Regional Centers and are responsible for: assisting individuals with initial eligibility; ensuring individuals are annually recertified for continuing eligibility; ensuring the services a person receives, regardless of funding source or type of provider, are coordinated to maximize the benefit to the individual and to prevent duplication of services; reviewing each individual’s plan of care monthly, by either contacting the individual/legal representative at least two times by phone or by seeing the individual during a face-to-face visit, to ensure services remain appropriate to meet the individual’s needs; and requesting changes to the plan of care as necessary to assist the individual to remain at home and in the community. Program activities improve reality orientation, social adaptation, physical coordination, daily living skills, time and resource management, and task completion as well as to alleviate such psychiatric symptoms as confusion, anxiety, isolation, withdrawal and feelings of low self-worth. Day Support Services are available from the following providers in the following locations: Region 12 CMHC Pine Belt Mental Healthcare Resources- Hattiesburg, Ellisville, Waynesboro, Purvis, Columbia, Prentiss Region 11 CMHC Southwest Mississippi Mental Health Complex – McComb, Natchez, Brookhaven Region 6 CMHC Life Help – Greenwood, Lexington, Indianola IDD Day Treatment Services Day Treatment is the most intensive outpatient program available to children and adolescents. It should provide an alternative to residential treatment or acute psychiatric hospitalization or serve as a transition from these services. Day Treatment is a behavioral intervention program, provided in the context of a therapeutic milieu, which provides children/adolescents with serious emotional/behavioral disturbances the intensity of treatment necessary to enable them to live in the community. The program is based on behavior management principles and includes, at a minimum, positive feedback, self-esteem building and social skills training. Additional components are determined by the needs of the participants in a particular program and may include skills training in the areas of impulse control, anger management, problem solving, and/or conflict resolution. IDD Day Treatment Services are available from the following providers in the following locations: Region 10 CMHC Weems Community Mental Health Center – Meridian, Carthage, Union, Newton Region 3 CMHC – Tupelo Community Respite Services Community Respite Services are designed to provide families/care givers a safe place in the community where they can take their family member on a short-term basis for the purpose of relieving the family or caretaker or to meet planned or emergency needs. Typically, community respite is provided at time when other types of services are not available such as evenings and weekends. Community Respite Services are available from the following providers in the following locations: Ellisville State School- Laurel, Columbus Brandi’s Hope Community Services – Pascagoula, Picayune Millcreek – Jackson, Port Gibson, Moss Point, Tupelo, Grenada, Long Beach, Collins IDD Service System State-operated facilities- There are five regional centers that are operated by the Department of Mental Health. These facilities serve designated counties or cachment areas in the State and provide intermediate care facility services and a range of community services for persons with intellectual and developmental disabilities. Regional community mental health/mental retardation centers (CMHC’s) operate under the supervision of regional commissions appointed by county boards of supervisors comprising their respective service areas. There are 15 community mental health centers’ which provide a range of community-based mental health, intellectual and developmental disabilities, and substance abuse service. The Department of Mental Health is responsible for certifying, monitoring, and assisting the community mental health centers. Private/Nonprofit Agencies are certified by the Department of Mental Health to provide an array of community-based services for persons with intellectual and developmental disabilities.
