THE VIEW FROM
30,000 FEET
I write this, literally, from 30,000
feet. I, like many of our great
TICA judges, spend a lot of time
on airplanes, having shared a
weekend with you at a cat show.
In my case, I’m just returning
from my first visit to our TICA
family in Russia. Huge thanks to
them for their warm hospitality
(though the temperature outside
didn’t exceed -2 degrees
Fahrenheit ).
As a new club, they faced the
challenges of putting on their first
TICA show, but it was a success.
Not only were there fabulous
felines, fun and friendships to be
seen, but there were crowds of
admiring spectators, enjoying
(perhaps) their first glimpse of
our “exotic” cats. In truth, our
cat shows are our best marketing
tool, not only for TICA, of
course, but more importantly for
cats and the cat fancy. When we
can “touch” the public through
our cat shows – and pet expos,
exhibitions, Meet the Breeds,
London Pet Show- we are not
only educating people about the
value of cats and respect for cats,
we are showcasing our hobby.
Do we expect that every spectator
will join our hobby? Of course
not. Do we hope that every
spectator leaves with some
respect for cats as a valued
companion animal, a desire to
preserve our beautiful breeds for
the future, or the determination to
own one of our fabulous cats?
Yes! If we can do that, we’ve
had a truly successful event.
(Well, of course, a few finals and
new titles certainly help with the
feeling of success, too!)

Trendsetter photos are for any TICA cat that has
earned a new title.
Photos can be in either color ($20) or black and
white ($10). Minimum photo size is 3” wide by 3.5”
high, resolution at no less than 300 dpi.
Please provide cat’s title, registered name, breed,
color, sex, Region, owner and photographer if
submitting by email.
For mailing, print or type the information on a label
and place on back of photo. Do not write directly on
the photo. Photos will be returned only if a stamped,
self-addressed envelope is included.
Payment can be made to TICA at: [email protected],
by credit card or personal check. Annotate that the
payment is for Trendsetters.

HOUSEHOLD PET OF THE YEAR

I was adopted by Ken Kershaw at a
Gloria Mahan’s 2011 October Jazzy
Cats Show in Sacramento CA, from
the City of Sacramento Animal
Services, now known as Front Street
Shelter. I don’t know specifically
how I found my way to the shelter.
All I know is that a very nice lady
Nicole Barnett, aka, Nikki, took me
under her wings at the Shelter. She
was responsible for my great
personality.
My name is Feral Faucet and I’m
a Black and White Household Pet.

This was the Shelters first time
attending a Cat Show. I heard that
they brought 12 Cats and I was the
first adopted out. We got there early
and were in our cages in the
adoption area prior to the start of the
show and we had left the home we
knew. This man, Ken, came by
looking in all the cages. I decided I
needed to move to the front of the
cage for him to get a better look at
me as the other cats were in the back
of the cages. He was talking to all of
us but spent some time with me, but
he left. I thought, did we do
something wrong. A few minutes
later he came back and looked at two
of us and again I moved to the front
of the cage so he could get a better
look. As he came to my cage I
reached my paw out for him to come
closer which he did. He reached
through the bars of the cage to pet
me. It was love at first sight for me.
He talked with Valerie Heimerick a
Volunteer with the Shelter. He
asked about adopting me. Next
thing I knew was I was adopted. I
stayed in the Shelter area for the rest

of the weekend as he didn’t have a
cage for me. Every time I was
called up to a Ring he would come
over and take me to the Ring. I
didn’t know what they want us to do
in the Rings. This was a strange
experience for us Shelter cats but
many of these people in the rings
that I later
learned were
called Judges
were ranking
us. I ended up
doing fairly
well at the
show.
When the
show was
over I
expected to go
home with
him but ended up staying with the
Shelter. I found out that I was not
spayed and the Shelter was going to
spay me before I could go to my
forever home. I was hoping that he
would not change his mind about
me. I only had to wait 3 days for my
forever home. He took his lunch
hour to come pick me up. It was a
two hour drive back and I ended up
at his Office and I met all his
co-workers. My surgery didn’t slow
me down at his Office as I walked
around greeting every one and
meeting his clients. At the end of
the day I went to my forever home to
find out I was not the only cat in the
house. My first thought was what
did I get into. I didn’t care but some
of the others took exception, but
the end of June

season. At that

myself. I’m not sure that I can thank
Dad as he dragged me around the
Country. I enjoyed traveling with Dad
as when we flew I was the only cat he
took so he and I had time together
away from the other cats in the house
which I really loved as I did not have
to share him.
One of my final exhibitions was
attending the Annual, where yes, I did
do a couple of walks up the isle as I
was able to get out of my harness. I
was proud to show all the people who
came to the show that Shelter Cats can
be special and be an achiever.
I know that I need to thank the Judges
who thought I was pretty enough,
friendly or whatever they saw in me to
make me TICA’s Best. I know I have
to thank many of the other exhibitors
who brought out cats, many of them
retired, to boost the counts for me.
This showed me that TICA people are
out there to help each other. Dad said
as I’ve achieved everything that I’m
now retired.

And so begins the week –
for those arriving early to be a part of
the TICA hosted 2014 World Cat
Congress or attend the TICA
ALLCATS show, there was the
opportunity to tour the Everglades on
Thursday.

ExCiting…...
For those
of us feeling
adventurous,
Thursday
evening
brought us
to Mango’s
in the heart
of South Beach. Bright colorful
costumes, loud music, sexy dancing
and gorgeous men and woman
performers were all around us. There
was great food, superb Mojitos and
fresh fruit Martinis. We all came
away with the feeling of “It’s Miami.”
Early Friday morning brought some of
our group out to be guests on
Telemundo, NBC/Universals national

Everglades. After snacks of alligator
and frogs legs, there was an airboat
tour through the Glades – feeling a bit
like CSI Miami was right around the
corner.

Saturday night held a new twist to a
Cat Fancy Dinner – when in Miami it
is mandatory to have a dance floor
and a DJ to play lively Latin

Best Awards – Gorgeous trophies and
tiaras for our winning cats,
along with gifts from our
sponsors. Congratulations

The meeting was called to order at 9:11AM on January 23, 2014 in the White Wing Room of the Best
Western Casa Villa Suites in Harlingen, Texas and the President welcomed the new Board Members . The
following Board members were present:

Southwest Regional Director, Kristine Alessio was unable to attend and Southeast Regional Director, Laurie
Patton and Northeast Regional Director, Susan Adler were delayed in flight but able to join the meeting by
telephone enroute to Harlingen. Michiko Hagan, translator for Mrs Oizumi and Christina Unangst, Yearbook
Editor were also present. Georgia Morgan, Fate Mays, Kay and Harley DeVilbiss attended the meeting.
The President welcomed the Board and acknowledged Georgia Morgan, Founding President, Kay
DeVilbiss, Immediate Past President, Christina Unangst, Yearbook Editor, and additional guests, Fate Mays and
Harley DeVilbiss. She asked Susan Adler, Legal Counsel, to brief the new Board Members on their fiduciary
responsibility as a member of the TICA Board.
Susan Adler indicated to the Board that fiduciary responsibility is the foremost duty of the Board of Directors. The
Board is charged with making the best decision for the organization as a whole. Board members were
reminded that knowledge gained or shared in Executive Sessions is confidential. The President then asked the
directors previously on the board to share with the new Board Members their advice and expectations. New
Board Members were invited to ask any questions that they might have.
The President noted that the Spring Meeting date was on the same weekend as the London Pet Show.
Various changes were discussed and the issue was ultimately tabled to later in the meeting.
Hicks gave an update for the 2014 Annual Meeting to be held in Worcester, MA. Information is available at

1. Unanimous consent to approve the Consent Agenda. Without objection.
2. Motion was made by Klamm and seconded by Hicks to accept the appointments of Caroline Fralia and Beth
Edwards (as proposed by Cheryl Hogan) to the currently inactive Household Pet Breed Committee. Motion
carried with Crockett opposed because she felt that we should just wait for elections being held in October
2014.
3. Motion was made by Vasquez and seconded by Bangle to appoint Micheline England from the Great
Lakes Region to the Household Pet Breed Committee. Motion carried with Crockett opposed because she felt
that we should just wait for elections being held in October 2014.
The Governance Policy proposal was tabled to allow for the arrival of Directors Adler and Patton.

4. Motion was made by Cornwell and seconded by Bangle to leave Ireland in Isolated Status but to change
England, Scotland, and Wales to Non-Isolated status. Motion carried with Patton and Stadter opposed.
5. Motion was made by Crockett and seconded by Stadter to accept the FY2013 Audit Report
(attached). Motion carried unanimously.
6. Motion was made by Bangle and seconded by Tullo to accept the Budget Report. Motion carried
unanimously.
7. Motion was made by Stadter and seconded by Klamm to set the Winter Meeting per diem rate to $40 for
up to 6 days. Motion carried unanimously.
8. Motion was made by Crockett and seconded by Vasquez to pay for the Winter Meeting hotel costs for
up to 6 nights. Motion carried unanimously.
9. Motion was made by Crockett and seconded by Klamm to allocate an additional $300 over the
current travel reimbursement for the international directors. Motion carried with Bangle abstaining.
10. Motion was made by Stadter and seconded by Bangle to reimburse the full flight costs for Asia and
South America. Motion carried with Crockett opposed.
The Board recessed for lunch. Upon reconvening, Adler and Patton joined the meeting.
11. Motion was made by Bangle and seconded by Tullo to fund $3,000 for a TICA- sponsored reception for
the World Cat Congress guests and delegates. Motion carried unanimously.
12. Motion was made by Bangle and seconded by Adler to increase the travel reimbursement by $100 for
US directors (from $300 to $400) for this meeting. Motion carried unanimously.
13. Motion was made by Stadter and seconded by Crockett to discount the Show License Fees by $40 for
those clubs not requiring the Executive Office to send Judging Book supplies, effective May 1, 2014. Motion
carried with Cornwell, Hicks, Klamm, Patton, Tullo and Vasquez opposed.
14. Motion was made by Vasquez and seconded by Klamm to amend the Board Governance Policy to
include the proposal Publishing Minutes of the Executive Session Meetings. Motion carried with
Bangle, Bourreau, Crockett, Stadter and Tullo opposed. Adler was in favor with the provision that we should use
the opportunity to publish a statement outlining the issues and reasoning behind what we are voting on.
Publishing Minutes of the Executive Session Meetings of the TICA Board of Directors: Article Nine of the
By-Laws provides that the Board of Directors may go into closed session if the matter under discussion
concerns personnel matters, contract negotiations, is of such a nature that it may be embarrassing, derogatory
or humiliating to a member or is of a sensitive business nature related to business strategy for the
organization. The Article further makes public to the membership the results of all actions by the Board, other
than those relating to pending contract negotiations or those relating to charges, complaints or protests which
have been found to be groundless. It is the policy of the Board that the minutes of its meetings are reported
consistent with the By Law provisions and in a uniform manner. Therefore, the Board adopts the following
guidelines for publishing minutes of its Executive Session meetings.Reporting Executive Sessions
It is expected that the published minutes of the general board meeting record that the Board went into
executive session, the purpose of the session, and the outcome of the discussion. For example, the general
minutes of the meeting may record that, “the Board went into executive session to consider advancement and
re-licensing of judges.” The general minutes would then record the outcome of that consideration, including
the name of the maker and second of the motion. For votes on any issues involving personnel matters or
matters that may be embarrassing, derogatory or humiliating to a member, the outcome of voting on
motions will be either noted as “carried” or “denied”. The same is true for votes involving
contract negotiations. The use of “carried unanimously” shall be used only if requested by the Chair and
agreed to by the Board.

For votes on issues involving approving contracts and taking action on protests, the individual
votes of the Board Members will be recorded. Exempt from reporting in the general minutes would be the
outcome of charges, complaints or protests which were found to be groundless. In accordance with Standing
Rule 109.2.7, the Board will maintain separate minutes of the executive session meeting, in the form of a
confidential addendum, if discussions and actions are taken on matters prohibited from dissemination to
Members under By Law 19.2.7.
15. Unanimous consent to go into Executive Session to include Michiko Hagan, Larry Hart, Frances
Cardona and Lesley Hart for the purpose of Strategic Business Discussion and Planning. Without objection.
16. Motion was made by Stadter and seconded by Crockett to take no action on the proposal to change the
Judging Program 417.3 below. Motion carried with Faccioli opposed.
417.3Participants in the Judging Program are representatives of TICA at all times, and shall conduct
themselves as such.
417.3.1 TICA Judges will not serve as a club officer in another cat association that completes
with TICA in putting on shows.
T417.3.2 TICA Judges will not be part of a show committee that puts on shows in a cat
association other than TICA.
417.3.2.1 The exception to 417.3.2 is a show management role in a show that is coordinating
shows from multiple organizations at the same time and in the same venue as long as a TICA
show is included as one of the shows.

17. Motion was made by Crockett and seconded by Bangle to take no action on the Judging Contract
amendment concerning reimbursement of the judge. Motion carried unanimously.

18. Motion was made by Stadter and seconded by Faccioli to take no action on the proposal to amend the
Standing Rules as below. Motion carried with Cornwell and Patton opposed.
204.3 At the option of the Each club, for each entry, shall may include a nominal fee to help defray the
cost of expenses of the Regional Director. Said fee, to be determined by the club, shall not exceed
be a minimum of $1 per entry.

19. Motion was made by Klamm and seconded by Hicks to take no action on the proposal to amend the
Standing Rules as below. Motion withdrawn.
209.4.3.1 Whenever possible The tables on which the judging cages are placed shall have leg
extenders to raise the height of the tables to between 34 and 38 inches (89 and 97 centimeters) from
the floor.
20. Motion was made by Stadter and seconded by Crockett to amend Standing Rule 209.4.3.1 as
proposed. Motion denied with Bangle, Bourreau, Cornwell, Crockett, Stadter and Tullo in favor.

21. Motion was made by Bangle and seconded by Patton to amend the Standing Rule 2013.1 as below. Motion carried unanimously.
2013.1 Permission to Judge. A TICA judge may judge any TICA show any place at any time. Only
licensed TICA
Allbreed judges may judge non-TICA shows outside North America.
22. Motion was made by Stadter and seconded by Bangle to accept the proposal to revise Show Rule 22.4 so
that all TICA shows are publicized for at least 30 days prior to the show date on the TICA website and any
additional publicity channels selected by the clubs. Motion withdrawn.
22.4 Show Licenses.
22.4.1 A show shall not be held under the auspices of this association, nor shall the cats entered in that
show be awarded any regional, international and/or title points, unless the show has been published
issued a show license at least 30 days prior to the first date of the show on the approved show calendar of the Association. (see Standing Rule 202.4.3)
22.4.2 A show license must be applied for at least 60 days prior to the first date of the show.
A show license shall be issued upon the following requirements having been met:
A completed show application has been submitted, listing the total number of rings, type of rings (AB,
SP, HHP and/or congress);
The club applying for the show license is in good standing;
The application is accompanied by the insurance fee, or that fee has been waived.
22.4.34 All fees must be paid to Executive Office at least 30 days prior to the opening day of the
show unless other arrangements have been made in writing with the Executive Office.
22.4.45 Show licenses issued to clubs employing a show production company must be issued jointly to
the club and the show production company.
If the above rule is passed by the membership, the following Standing Rules changes will
also be made: Add new rule 204.4.4 and renumber the rule following it to 204.4.5:
202.4.4 The show must be publicized at least 30 days prior to the first date of the show in the
show calendar on the official TICA web site. In addition to this, clubs are encouraged to use other available means to publicize their shows.
202.4.5 Late Show License Application. The Executive Office shall charge a $25 late Application for
Show License Fee to any club that does not have the proper paperwork in the hands of the Executive
Office staff 60 days prior to the show.
23. Motion was made by Stadter and seconded by Bangle to amend the following Show Rule. Motion carried unanimously.

24. Motion was made by Crockett and seconded by Adler to add 202.4.4 to the Standing Rules. Motion carried unanimously.
202.4.4 The show information must be submitted for publication to the show calendar on the official TICA website at least 30 days prior to the first date of the show. In addition to this, clubs are encouraged to use other available means to publicize their shows.
From the prior Follow up Report, the Rules Committee was asked to consider defining a Show
Weekend. The Rules Committee submitted a white paper asking for guidance from the Board. Upon
discussion the Board decided to drop the item from the Rules Committee task list.

The Board received a report from Christina Unangst, Yearbook Editor. The Board congratulated her on a job
well done.
25. Motion was made by Vasquez and seconded by Klamm to increase the yearbook size from 8.5x11
inches to 9x12 inches. Motion carried unanimously
26. Motion was made by Bangle and seconded by Stadter to appoint Jessie Machuca and Julio Vega to the
Turkish Angora Breed Committee. Motion carried with Crockett opposed because there are breed committee elections this year.
27. Motion was made by Tullo and seconded by Faccioli to accept the amber and light amber colors for
championship for the Norwegian Forrest breed effective May 1, 2014. Motion carried with Crockett opposed because she felt that we shouldn’t accept amber for just one breed. By accepting amber for the Norwegian Forest, we should accept the color for all breeds which accept all colors, all divisions.
28. Motion was made by Tullo and seconded by Bangle to approve the changes to the Turkish Van Breed
Standard: “Change Ears to: Moderately large in proportion to the body” (the rest of the ear section to remain the
same). Motion denied with Tullo in favor and Stadter abstaining

Cheryl Hogan presented the Scottish Fold Straight-Ear breed application via Skype.
29. Motion was made by Tullo and seconded by Hicks to accept the Scottish Straight/Scottish Straight
Longhair breed for championship. Motion carried with Adler, Oizumi and Patton opposed.
30. Motion was made by Tullo and seconded by Hicks to accept the standard for the Scottish Fold Breed
Group (SF/SFL/SCS/SCL) as revised. Motion carried unanimously. (See Addendum page 9.)
Robin Lively and Patti Stuck presented the Highlander proposal.
31. Motion was made by Tullo and seconded by Hicks to accept the Highlander proposal for polydactyl feet to
be added to the standard. Motion denied with Adler, Cornwell, Hicks, Stadter and Tullo in favor and Faccioli abstaining.

32. Motion was made by Crockett and seconded by Hicks to accept the revised Highlander Breed Group
standard without the wording to include the polydactyl trait. Motion carried unanimously. (See Addendum

Business Manager, Leslie Bowers, with an amendment to the proposed compensation by 3 percent.

54. Motion was made by Crockett and seconded by Patton that the salary will be retroactive to July 1, 2013.

The President appointed Francine Hicks to work with Leslie Bowers to create a set of goals by the next
meeting.
55. Motion was made by Bangle and seconded by Vasquez to accept the Yearbook Contract for Christina
Unangst, as proposed, but with an amended base compensation of $14,000. Motion carried.
56. Motion was made by Crockett and seconded by Stadter to authorize the President to go forward with
filing for the 501 tax exempt status for TICA. Motion carried unanimously.

SUBJECT: Migration of TICA website to a Content Management System

BALLOT: Budget up to $3,000 for the purpose of migrating TICA's www.tica.org website from a static
HTML platform to a Content Management System (CMS) and request the Executive Office work with
Erwin van den Bunder to complete the task in a timely manner and in conformance with the deliverables
enumerated in his proposal for the project.

COMMENTS FOR THE TREND:
JB: An excellent offer. We've needed and wanted to do this for years.
SA: This is a largely administrative move that has been discussed before and it is time to make it
happen. I do not think this move is in any way based on "emotion" and disagree with such
characterization.
PC: I agree that this improvement needs making. However, I don’t know enough about IT to know
whether this is a good quote or not, and feel that this should have been made open to bids, rather than be
presented with this one single offer.
WK: Being a newbie to the Board, I would like the opportunity to understand the issue of the
migration of TICA website to a CMS better. Going back and forth between all the emails was not
sufficient for me. I would also like us to follow common business practices and obtain bids on the project
since this has not been done. While it has been stated that this could have been handled as a function of
the EO, it has been brought to the Board. Therefore, obtaining bids, discussing and voting on them at the
next board meeting does not seem like an unreasonable process. No disrespect intended for the seasoned
board members, but if the Board has waited this long to address this issue, waiting 2 more months and
doing it the correct way is the best way to go.
LP: I feel I have to vote no because of pertinent information that has not been made available to all
board members. If we are to work together, I feel we all need the same information. I agree we need to do
something, however, I cannot vote without having more information.
RS: The TICA website always has been handled as an administrative issue at the Executive
Office. Since the current website was designed one of the main concerns has been that it lacks
multilingual support. Due to the architecture of the current website (static HTML) it would be difficult and
expensive to support additional languages. Moving our website to a Content Management System (CMS)
would solve this issue. At the same time use of a CMS would allow multiple people to contribute to the
website content as well as extending the services TICA can offer through its website. There are several
people on the Board of Directors who understand the technological aspects and advantages of moving to a
CMS in-depth. This board ballot is simply an impetus to start movement in our website's
development. The board has not been actively involved in the website development so far. However, the
general direction and various issues with the current website have been discussed various times over the
last several years. Based on the available information our president solicited an offer from Erwin van den
Bunder. Erwin is a professional with a proven track record in this area of expertise. At the same time he
understands TICA from the perspective of member, customer, exhibitor, and judge. The offer Erwin made
to TICA is beyond a doubt very competitive. This decision doesn't tie TICA to any additional expenses
or any person in particular. However, it enables a discussion regarding future developments based on a
specific platform which is something a committee or this board can actually achieve within a reasonable
amount of time. I understand that some of the members of this board have concerns regarding the time
-frame of this decision and may feel like they would like to understand the technical aspects of this

decision in more depth. However, some of the comments made lack objectivity and are based on misunderstanding the available information.
MV: Doing board ballots outside of meetings has been discussed many times and the outcome has
always been that they should be used “at a minimum.” and used for emergency situations in between meetings.
Being asked to vote on something that has long been a sticking point with previous boards and being expected
to go along just because of who is involved is improper. Once again this board has been asked to make a vote
without knowing exactly how this will impact TICA beyond today. While I have no personal issue with the
actual migration of TICA.org to another platform, the issues are: 1. This is not an emergency, and therefore
does not fit the reasoning required to hold a Board Ballot. 2. Passing this ballot with no specific approval of
future plans (or their costs to TICA), and without true consultation of those who work for TICA, nor input
from the membership, seems somehow shady and devious. 3. This is moving too fast, with no good reason.
One random communication with someone and we vote on an important issue? What if we take this bid and
everything to follow may be too expensive, or voted down by the Board (as in the past). Why start something until we know we can finish it? I understand this is an important time for some but that does not mean
the board should continue to act on emotion rather than follow proper procedure. This issue can, and should,
wait till the May meeting, when a full report of the transition and future costs and pros/cons can be discussed
in detail.
