The Board is fully conscious of the
violated not only the law, but the ethics of the
profession of medicine, but in view of the fact that you have apparently had no narcotics since March, 1956, it is going to allow your case
to stand status quo ~ That is they are reserving judgment and will allow
you to continue with your narcotic stamp, but that any violation of the
Narcotic Laws, either state or Federal, will be cause for your reappearance be f ore this Board, looking to revocation of your license to practice medicine in North Carolina
That you are advised that there is
no law, state or Federal, that will allow you to prescribe to narcotic addicts, whether in transit or not

You are applying
Dr. Dof fermyre:
at one of the state ina
staff
position
to allow you to take
stitutions. This special limited license is on an annual basis
and in no way implies that it can be converted to a full license, namely. because your medical school is not on the approved list of the Council of Medical Education of the American
Medical Association ~ For that reason this special limited license was created ~ As you are perhaps aware, this Board has
reached an agreement with the S tate Hospital Board of Control
for ym. to f ile with us every year a record of your activities,
type of work you are doing, and to apply for renewal each year ~
that within a period of three years that
We also have agreed
should you so desire to continue your stay in North Carolina,
to appear before a board of medical eduyou will be permitted
cators consisting of nine faculty members from the three medical schools of North Carolina and they will examine you and
if they are of the opinion that your medical education is equivalent to the medical education so classif ied by the Medical
Council of the American Medical Association, then we will allow
and should you pass, you
you to take our written examination
will be granted full license to practice in North Carolina.
