serious injury to or illness of a horse on competition grounds when the owner or trainer of the horse or
agent of the owner is not present, after reasonable effort to contact that individual has been made,
competition management, in consultation with a licensed equine veterinarian, may authorize the
provision of emergency veterinary treatment of the horse. If competition management so authorizes
treatment under the provisions of this rule, competition management and veterinarian are not liable
for any resulting costs, damages, losses, claims or actions arising directly or indirectly from the
treatment of the horse.
