The board of the Fremantlebased theatre company made the shock announcement on Tuesday, saying the company had run out of money and all remaining shows for the year would be cancelled. Equity Guild manager Elizabeth Sekararum, whose group looks after and promotes professional performers, was gutted when told the company had folded. “I’m in Sydney at the moment about to board a plane and I didn’t know that—I think that’s devastating news and it doesn’t bode well for artists in Perth,” she told the Herald. “There are not many theatre groups doing what Deckchair do... they offer artists, playwrights and actors opportunities in Perth that don’t exist elsewhere. “That is awful news and it will leave a huge gap in Perth.” Deckchair’s distraught artistic director Chris Bendall said the theatre closing would be felt nationally. “I think our absence is going to be felt very keenly by actors, designers, theatre technicians, stage managers and especially playwrights quite broadly across the state and also nationally,” O K, there’s no polishing the truth—Marie’s desperate. She needs responsible, mature people with a driver’s license who can deliver the Herald for a couple of days. Of course, she doesn’t want you to do it for free... She needs people in Hami Hill, Beeliar, Coogee, Yangebup, South Lake, Success, Bibra Lake and Spearwood, so give her a call on 9430 7727. Guild says theatre’s demise will devastate industry falling quality and the federal government pulled $160,000 in funding. By the time Bendall took over in 2008 the company was in virtual ruin and at one stage he was the only one on the books. Federal funding was reinstated in 2010 and Reg Cribb’s play Krakouer had portsiders fl ocking through • Chris Bendall • Cathy Hall the doors, giving hope to the company. he said. “It really is a loss to the theatre sector in terms of diversity of choice of theatre and for employment.” Mr Bendall said even though Deckchair would live on in name because the company had only ceased trading, it was unlikely to emerge from the ashes. “In technical terms, the resolution from the board was that Deckchair would cease trading, rather than necessarily close down,” he said. “This is partly just the legal definition that this is all that has been resolved at this stage: that we cancel all future events, sell our assets and pay off any liabilities. “Deckchair Theatre company is an incorporated association and the name and shell of the organisation could hang around potentially to reemerge at some point again in the future – but this is ultimately going to be up to the board and I suspect its very unlikely.” Deckchair has produced 100 shows since opening in 1983, but by 2007 was under pressure over But ultimately it couldn’t get enough bums on seats, and delays to an upgrade of its Victoria Hall digs saw marquee play The Fremantle Candidate moved to Perth earlier this year, which hurt the bottom line. Board member Cathy Hall hopes Deckchair will return in some shape or form. “It might be wishful thinking, but I’m gutted we don’t have adult theatre in Fremantle,” she said. And somewhere between there I’ve misplaced the violin, and I’m a bit blank on it,” he told the Herald. His route took him past the back of the Freo courthouse, past Myer and through Kings Spare. The fiddle hasn’t been identified and valued but was probably made between 1840 and 1880. The muso says he didn’t get it valued because he could never sell it. Adding insult to injury, a $20,000 Voirin bow was also in the case. Mr Zielinski, a renowned folk fiddler, spent 14 years immersing himself in Irish music. The 35-year-old, who first told Homeswest about the termites 10 months ago, now fears being buried in rubble because the beam is slipping. “I don’t feel 100 per cent safe in the unit and don’t feel comfortable having friends sitting on the couch, because I’m worried the roof will fall on their heads,” she told the Herald. “And the contractor told me to stay away from the lounge anyway. Shadow housing minister Peter Tinley said his Liberal counterpart Terry Redman needed to sort out the mess. “I’m calling on the minister to personally intervene and place Amy in appropriate housing immediately,” he said. “Life is hard enough for someone with a disability, without having to deal with this. “It’s just criminal.” Homeswest manager Steve Parry says the department recognises the situation is an emergency and had apologised for the distress the delay caused. “Work has commenced and is expected to be completed by Tuesday, 18 October,” he emailed the Herald, which worked out Ms Maslij still has a long wait considering that particular date won’t roll around until 2016. In comparison Mr Cain says the South Lake leisure centre, which is to be replaced by the new mega-complex, required a $494,000 top-up from the council this financial year. Cockburn Labor MP Fran Logan said ratepayers needed to be aware they would be footing the bill for the project for years to come. “The foyer to the section that will house the management is $4.4 million alone,” he said. “And the entrance canopies for the buildings total $1.06 million. There are clearly people in the council suffering from delusions of grandeur. In the so-called business case they suggest toilets and showers to cost $3700 per square metre—what are they installing, gold taps? “Council members and staff need to understand this is not their own money they are spending, this is public money and they will be held accountable if the whole project blows out,” he said. Former WA premier and Keep Freo and Freo member Peter Dowding said it was unlikely the feds would give Cockburn the $15m it’s after. “Even if all the grants on the city of Cockburn wish-list come in, Cockburn still has to allocate a staggering $39 million in cash and loans and $24 million in developer contributions,” he said. “Furthermore the relocation of an AFL club away from the city to which it owes its name and its allegiance is hardly a vote winner at state or federal level.” *Terms & conditions apply Shop 15, Stargate Shopping Centre on Rockingham Rd, Spearwood www.cashloanmoneycentres.com Larger Loans available Please call for details New Patients most welcome! The Herald has also discovered another catch. The council’s district plan included council o ces and a function room in the project. Staff didn’t mention to councillors that these had been quietly ditched when they put forward the budgeted plan for adoption at a special council meeting on September 20. Cr Allen says that bit of creative accounting also concerns him. “People have to realise that the council is going to spend $25-$30m on a lossmaking project,” he said. A report to the council by sports consultants Coffey Sport and Leisure found the project could lose more than $12m in the first 10 years. Coffey says it’s a “realistic scenario” that the facility at Cockburn Central will be $1.1m in the red within a year of opening in 2016. By 2025 the centre could be leaking $1.373m a year, it said. It’s all very well to lose a department store like Myer and have numerous small and medium sized business’ closing down, but the clinic provided a vital service. However I seem to remember the mayor wanting to turn the Citizen’s Advice Bureau into a changing room for cyclists and his preoccupation with plastic shopping bags so one could hardly be surprised at his malaise regarding the loss of yet another service benefiting the less fortunate inhabitants of Fremantle and districts. Success 116 Atwell 118B Success 116K Atwell 118 At least that was what I thought back then; after nine months I’ve had a stolen iPhone, my car has been broken into three times, someone tried to break in our house once and, just last night my motorcycle was stolen. I thought I must be a really unlucky guy until I started talking to neighbours, family and friends and found out that most Fremantle people have a story about some violence/crime to tell. Why don’t the statistics tell the same? Why do I only see police on Wednesday nights on Market Street or after someone is murdered? I was surprised when over 90% said they didn’t bother reporting the crimes. But they learnt from it and now they leave the car windows open so burglars can do whatever the need to do in the car without breaking them. How can people be so slack and unaware of what is happening around? How can the police know what is going on if people do not report? You will always see security cars driving around rich areas during the night. However, most streets around Fremantle are left to darkness and complete absence of police presence, resulting in a great environment for small crime. For the Fremantle people, please do what is your responsibility. Report crimes, complain if you feel insecure and fight for the quality of life that your high income taxes should buy you. Australia is blessed in having large natural gas reserves that can be exported to countries less fortunate than ours while still meeting our own needs. WA, in addition to having offshore conventional gas reserves, may also be on the cusp of joining the shale gas revolution. I was concerned with Mary Barton’s inaccurate portrayal of a shale gas development technique called hydraulic fracturing, along with accusations of government inaction and scaremongering about health risks associated with this technique. I work for ConocoPhillips, a multinational oil and gas exploration and production company, currently exploring for shale oil and gas in the Canning Basin in northern WA. This may cause people to stop reading, but please persevere as it’s important to get both sides of a story. The truth to the story of shale gas development is that both government and industry are very serious about responsibly developing shale gas in WA—with health, safety and protection of the environment being top of mind. Hydraulic fracturing is not a new a technology. In fact, since the late 1940s, more than one million wells have been hydraulically fractured in the US and more than two million worldwide to improve production from oil and gas reservoirs that otherwise would not produce at economical rates. It is important to understand where hydraulic fracturing fits into the entire drilling, well construction/completion and production phases of oil and natural gas activities. To reach the shale gas formation, typically 2km to 5km below the surface, the hole or wellbore passes through many rock layers, including aquifers. Aquifers are found much closer to the surface than shale gas formations and are isolated from the wellbore by several layers of steel casing and cement which form a barrier. Only the section of casing within the shale gas formation is perforated to prepare the well for hydraulic fracturing and ultimately for hydrocarbons to fl ow into the well. This section of casing is typically separated from aquifers by thousands of metres of impermeable rock. After perforation, the well is ready for fracturing. This involves pumping fl uid through the newly-formed perforations in the casing. The fracturing fl uid itself exerts pressure against the rock, creating tiny fissures less than the width of the side of a coin. The fl uid is up to 99.5 per cent water and proppant (grains of sand or ceramic particles) and about 0.5 per cent chemical additives, many of them commonly used in household products such as toothpaste, ice cream and cosmetics and all subject to the same strict regulations applying to use of chemicals on farms or in factories. After the fl uid is pumped, the fracturing fl uid and hydrocarbons are allowed to fl ow back into the wellbore and up to the surface. The hydrocarbon and fracturing fl uid are separated at the surface, and the fracturing fl uid (also known as fl owback water) is collected in tanks or lined pits. The fracturing fl uids are then disposed of in accordance with government-approved methods. The proppant, grains of sand or ceramic particles, remain in the shale gas formation to hold open the tiny fissures allowing the fl ow of hydrocarbons. For one well, the entire drilling and construction process takes one to three months including three to five days of hydraulic fracturing. This compares to a 20- to 30-year productive life of a typical well. Toughest regulations The WA mines and petroleum minister recently announced new regulations for onshore gas activities. These include the requirement for public disclosure of any chemicals introduced into a well or formation which will be made available on the Department of Mines and Petroleum website, and public disclosure of environment plans. As I understand it, the toughest rules in the country. The industry body, Australian Petroleum Production and Exploration Association of Australia (APPEA), has also developed a code of practice for hydraulic fracturing and is building greater awareness of the industry by taking part in community forums and briefing politicians, government and farming groups about our responsible approach to onshore gas development. MICHAEL NAZROO works for oil and gas company ConocoPhillips, which hopes to extract shale gas from the Canning Basin using the controversial method known as fracking. A Fremantle resident, he says Mary Barton’s THINKING ALLOWED “A Fractious Practice” (Herald, September 1, 2012) didn’t give people the full story. With activists No Fracking WAy planning a protest rally in Kings Square today (Saturday October 13) at 1pm he says the ‘horror scene’ from the documentary Gasland where a farmer ignites his tap water was unfairly blamed on fracking. I am proud to say that ConocoPhillips, which has been operating onshore gas projects for almost 90 years in the US and globally, has helped lead the discussion here in WA using its knowledge and technical expertise to develop helpful information tools, including a video to explain hydraulic fracturing for use by industry and government. This can be found on youtube at: http:// youtu.be/-D-qB8CRWdo. The film GasLand is misleading. It has caused unnecessary concern overseas and is being wrongly used here in WA, often quoted as if it was factual. The so-called “horror scene” where a landowner ignites his tap water leaves the viewer with the impression it’s a result of natural gas drilling. But the Colorado Oil and Gas Conservation Commission, which tested the landowner’s water in 2008, says there were “no indications of oil and gas related impacts to your water well” and the dissolved methane in the well water appeared to be naturally occurring in origin. There are many other factual errors in the film. See: http:// www.energyindepth.org/debunkinggasland/ a site that debunks the myths. I would also recommend a look at the film Truthland, the story of a mother living on a farm in Pennsylvania, USA, and her journey to discover the truth about onshore gas development. Onshore shale gas is an exciting opportunity for WA that could help build economic prosperity and energy security long into the future. This deserves a factbased conversation rather than allowing the debate to be hijacked by groups not interested in the development of the state’s resources under almost any conditions. Even if I get 10,000 votes, this will give the next government a clear mandate they will be able to work with. “At the moment, the parties are nervous about this one.” At the forum he called for a minute of silence for those who’d taken their own lives, then invited Geoff Diver, who’d flown in from Port Hedland for the event, to talk about his daughter Ruby, who’d Coloured views suffered borderline personality disorder. The 18-year-old took her own life on March 2, 2011, just hours after her discharge from Fremantle’s Alma Street psychiatric clinic. “Ruby died by her own hands, no doubt in great turmoil,” Mr Diver told the group. “She was found alone by strangers at the break of dawn in Bicton.” Suicides Mr Diver has campaigned in the media for a public inquiry into the recent spate of Alma Street suicides—seven since Ruby’s death, with the two most recent occurring just eight days apart in March this year. Mr Wilson claims there has been 33 suicides at Fremantle Hospital in the last year, saying he’s including those who weren’t admitted. “Of course there will be more deaths, they’re mentally ill— I am so very very sick of hearing this,” Mr Diver said. “Why should society be asked to accept this statement? The reason is because it is a normalisation of an unacceptable death rate. “Why can’t we have an independent inquiry outside health? Why can’t we have an inquiry that compels people to give evidence under oath? Why can’t we hear evidence in public?” •Alma Street admin assistant Cathy Cramp with the winning artwork. by CARMELO AMALFI THERE are a few Scream-like pieces, but Alma Street’s latest exhibition is dominated by bright, colourful art. Some of the 168 pieces are worth thousands and until October 19 the works by mental health patients and staff will be on display in W block as part of mental health week. “It’s a misconception,” says ALMA admin assistant Cathy Cramp about assumptions sufferers produce dark, bleak works. “It depends on their state of mind at the time. There are a few dark pieces, but most are beautiful works refl ecting when people are happy and picking up.” “People can’t believe how good the artwork is,” she says, adding staff also submitted pieces this year. The winning $1000 entry was Fire Wind of New Beginnings by Donna Murray. Mind Australia chief executive Gerry Naughtin says one in five Australians will experience a mental health issue at some point in their lives and about six per cent will experience a major depressive illness. Cockburn City Herald, Saturday October 13, 2012 - Page 7 Path listing supported by CARMELO AMALFI HOLLIS PARK and a bridle path linking Cockburn Road with South Beach has been endorsed for permanent listing by the State Heritage O ce. The path is one of the last access routes for local trainers to get to the historic beach where WA’s first horse race took place in 1833. South Freo horse lover Shahar Flanders was riding high as dawn cracked on Wednesday because the announcement protects the route she takes four times a week to run horses. “I think for us to be able to work horses in such a busy area is amazing,” she says after a beach workout on six-year-old Juggernaut Jack. The racehorse delighted owners the Sumich family after winning fourth place at a recent race trial at Lark Hill. Beach training and ocean swimming have proven to be an excellent way to keep horses fit, the 10th Light Horse using the beach during WWI. “There is so much history here; we’ve been riding and training horses for a long time,” says Ms Flanders, who’s been riding since 13. The proposed listing puts a spanner in the works for the FreoFarm business village proposed for the park. The heritage o ce wrote to stakeholders on October 3—the 179th anniversary of the first race—asking for feedback by November 14. Fremantle council, whose o cers are waiting for advice on the FreoFarm proposal from the department of environment and conservation, hopes to make its submission by the end of the month. • Shahar Flanders and Juggernaut Jack. Taylor-made for Bateman by DAVID BELL MATT TAYLOR has won Liberal preselection for the safe seat of Bateman, but the decision isn’t final until the state council sings. Upstairs, 13 South Tce, Fremantle, above Dome. kulcha.com.au 93364544 [email protected] Mr Taylor, a sustainability urban development consultant who lives about 1.3 kilometres outside the electorate, won a knife-edged 10-9 vote. He’d comfortably won the first round, but Matt Brown came storming back after preferences were distributed. Lawyer Simon Creek (who was endorsed by the vacating Christian Porter) came third. Mr Taylor said he couldn’t say too much ahead of the state council ratifying the delegates’ decision on October 27. The Herald has heard from multiple sources the council may override the delegates because it needs a potential cabinet minister and 19 delegates is considered a bit short for such an important decision. Initially the preselection was going to be decided by plebiscite (with 100 or so party members from Bateman voting). That would’ve benefited Mr Creek, who had less of a profile amongst the delegates compared to the two Matts who are old hand at the branches. Mr Taylor has put enormous energy into revitalising branches in the region, including rebuilding some from scratch after they withered away. In the lead up to the vote Mr Creek had sent the voters a pamphlet saying the more democratic plebiscite would steer the Liberal party clear of “the backroom deals, ‘faceless men’ or stacked branches of the ALP”. Correction: Preselection candidate Cam Tinley, who is still a teacher at Applecross high school, is a first cousin of Peter Tinley (“Six in race...”, Herald, September 29, 2012.) These are two of the topics from this year’s Fremantle Studies Day to be held by the Fremantle History Society at the Artillery Barracks, Burt Street on Sunday October 28. The Professor of German Studies at UWA, Alexandra Ludewig, discusses some of the dramas unfolding in Fremantle in the first few weeks of the long and bloody Great War in 1914. The Esplanade Hotel and the Artillery Barracks were early detention centres which were replaced by Rottnest. Sebastian Boch, an honours student with Professor Ludewig, investigates the strange case of ‘The Kaiser’s Spy’ on Queen Victoria Street. The German consul, Carl Ratazzi, who had lived in Fremantle for 20 years, was accused of being a spy. It was a great sensation. He was said to be spying on nearby shipping from the German consulate at 5 Mouat Street and his glamorous home. Mr Boch considers whether the spying claims were justfied. There are two other papers: one on Alex Grose’s look at the role of James Brown, Anglican chaplain at the Convict Establishment 1853-1855, and in a change of pace Curtin Ph.D candidate Shaphan Cox examines what a close study of recent Fremantle Heralds reveals about past and controversial future uses of Kings Square. The Studies Day opens at 1pm and includes the launch of volume 7 of the history society’s Fremantle Studies. There is free parking at the barracks. RSVPs close on October 23 on 9430 6096, 0403 026 096; or [email protected]. Library snaps up early paintings by CARMELO AMALFI UNPUBLISHED watercolours of the early Fremantle and the Swan River settlements were snapped up by the State Library this week. Contained in artist Mary Ann Friend’s journal of an 1829-1831 voyage to Hobart, the paintings were sold for nearly $190,00, just shy of estimates. The library will pay $115,000 and the remainder will come from the Federal government’s national cultural heritage fund. The State Library Foundation also raised money. Culture and arts minister John Day said such historical items were rarely offered for public sale, “so we are pleased the diary will be now kept in a public collection and made available for research and display”. The album of maps, charts and letters include one of the first eye-witness accounts of Perth. Friend visited in 1830— less than a year after the colony was founded. Mr Day said this account, “is the most • Mary Anne Friend. significant to WA and the journal is full of interesting anecdotes about day-to-day life on board ship and ashore, the crew and passengers, all of which enrich our understanding of early emigration and settlement”. Friend’s watercolours show Fremantle as a British frontier town with striped tents scattered over the West End. “The town of Fremantle strongly resembles a country fair,” Friend writes as she arrives in rough weather on board the Wanstead, a merchant vessel commanded by her husband Matthew Curling Friend who was carrying migrants to WA and Hobart. “At present there are not above Authentic Ligurian, Tuscan and Italian Specialties five or six houses ... the fl ies and fl eas are beyond description annoying.” Watching the Christie’s auction with some interest was Melbourne history buff Mark McKinnon who has several mid-19th century watercolours depicting Fremantle and Albany. Bought at auction in 2010, his lot 331 includes sketches, poems and letters by Henrietta Elizabeth Trimmer (1805-1889), wife of John Alfred Trimmer (1798-1858). The next lot, 332, included a painting of Strawberry Hill in Albany, which was sold to the National Trust for $48,000 after it was valued at $500 because the artist was unknown. Mr McKinnon says it took some time to work out the locations in the paintings drawn during Henrietta’s visit to Australia in 1870, but he now believes she painted the mystery watercolour. His collection consists of images of the Albany coast and five of Fremantle. “The Fremantle watercolours are important because they show a particular reference before the major limestone excavations that took place during the 1880s to 1890s,” he told the Herald. The council wants to declare the rural hamlet a bushfire prone area in response to the Keelty report into blazes in Roleystone and Margaret River. New homeowners would be forbidden from having trees within 20 metres of their homes. “The key issue is to ensure that an adequate bushfire protection zone is provided on all properties where new residential dwellings are built, and where these properties exist within a bushfire prone area,” the council’s strategic planning manager Andrew Trosic told the Herald. In a submission to the city, residents group vice president Corinne Franklin said Banjup would become a suburb of “private footy ovals and cricket pitches”, not the “rural image” people came for. “Clearing all the vegetation around the house will increase the heat load in summer and accordingly increase the use of air conditioning, electricity consumption and associated greenhouse gases due to the lack of shade.” “Also with lawn comes fertiliser that pollutes the water we drink,” she said. Ms Franklin says the city should maintain the Banjup volunteer bush fire brigade: “Council’s and FESA’s frequent attempts to move the equipment/water tanker represents a far greater risk to the safety of Banjup residents than the marginal benefits proposed in this amendment.” Neighbour Greg Delvin said making Banjup a bushfire prone area was “overkill”. “The majority of bushfires have been started by poor management of burns by DEC, exacerbated by some stupid demarcation lines between FESA and DEC and seldom been started by owners,” he wrote. Mr Trosic acknowledged there would have to be some clearing of native vegetation, but “the protection of life and property is of paramount importance”. But the Bibra Lake local seems unlikely to spend time in the doghouse given the party only managed 11.7 per cent of the primary vote at the last election. “My wife said I better not get elected, because we have a baby due in March,” he laughed. “She thinks I’m mad. My boss said I’m also not allowed to get elected, so I could be in serious trouble if I do. WHAT’S NEW Rentwest Solutions chosen to represent WA at national awards Perth, WA, October 2012 - The team at Applecross-based property management company Rentwest Solutions are celebrating after taking out four awards at two recent industry galas. Represented by Director Suzanne Brown and Manager Carol Beard at the ceremonies, Rentwest picked up the Communication Award and Medium Residential Agency of the Year Award at the Real Estate Institute of WA (REIWA) Awards for Excellence on Wednesday, 19 September 2012. “Both were a wonderful surprise, especially the Communications award,” says Suzanne Brown. “Communication is something that can always be improved upon and our owner and tenant handbooks, welcome gifts for tenants, regular newsletters and our customer service surveys to both our owners and tenants ensure we deliver an exceptional standard in communication.” Suzanne Brown says that Rentwest makes it a priority to stay in touch with tenants, owners and potential clients through social media networks like Facebook, Twitter, LinkedIn and their own company blog, and it’s Rentwest’s commitment to meaningful contact that sets them apart from other agencies. “For us, the client relationship doesn’t stop once A HERALD PROMOTIONAL FEATURE About Rentwest Solutions the lease agreement is signed or the owner agrees to have us manage their property,” she says. “We like to keep everyone up to date with what is happening in our office and the suburbs around them. We think it’s important to take on the role of information providers.” And evidently the judges agreed. Rentwest Solutions was founded in 2005 and is a proudly Western Australian–owned and –operated company specialising in property management. For the last seven years Rentwest has provided expert advice for and management of more than 1000 properties. It’s the second year in a row that Rentwest has picked up the REIWA Award for Medium Residential Agency of the Year and Suzanne says the team was over the moon: “We were honoured to be the first ‘Property Management Only’ company to receive the award in 2011 and again in 2012. We will now represent Western Australia in the National Awards in Canberra in March 2013 for both categories.” But the accolades didn’t stop there. Two nights later on Friday, 21 September 2012, the team was crowned Top Property Management Office for the third time at the AUSNET Annual Awards. Rentwest Receptionist Nicole Farrington was also awarded Receptionist of the Year. While the team is always looking to improve, Suzanne says the praise is welcomed. “We’ve worked tirelessly over the last seven years to give our clients the best possible service,” she says. “It’s nice to have the industry recognition for all the hard work.” Left: Nicole Farrington and Suzanne Brown Above: Just some of the Rentwest team at a recent awards night. COLIN NICHOL reports on a €20 billion-plus pan-European electrical transmission network integrating large-scale renewable energy and what that might mean for Australia. ✓ TIME TO REDUCE THE COST OF LIVING AND DOING BUSINESS IN W.A. ✓ TIME TO SAY “TOGETHER, WE CAN DO THIS” S OME less familiar ingredients to throw into a recipe for sustainability: geographical wind smoothing, HVDC cables, interconnectors, decarbonising, energy and information architecture, Desertec– Supergrid. Mix scientifically then fold in selectively picked words from Achim Steiner, executive director of the United Nations Environment Programme: “We haven’t even begun to understand the damage we are bringing to bear on the sustainability of our planet. Just when you might be excused for feeling that ‘sustainability’ word has been a bit overworked lately, he emphasises: “The reality of it has overtaken our cognitive capacity to understand quite what we are causing and unleashing, how serious are the underlying trends that we have brought to bear on the sustainability of the planet.” His message is sustainable development. But overhanging all this is the everincreasing need for energy. Electricity from most non-polluting sources falls short in storage, volume and consistently stable supply; leaving it to nuclear, hydro, geothermal and fossil fuel generation to support wind, solar and wave power contributions to the grid. A break-through in European thinking dating back to the 60s puts all generation resources together in a way that promises extraordinary possibilities. The Supergrid is a concept whereby the electricity networks of a number of countries are connected and the current is shunted around to where it is needed. The problem of storage of excess electricity may be overcome; one country or another would always need it. In some cases, electricity is stored in the form of water pumped into lakes and later run back through turbines while the Vanadium redox battery has high capacity. A mega-grid is particularly suited to carbon-free power sources as when one part of the system drops output (a particular problem with wind power) a stable supply is supported by others through interlinking. Aggregation of wind farm generation this way has been described as ‘wind smoothing’. The coming North Sea offshore wind hub will be an example. European countries began unifying their grids in the 1950s and nine countries have agreed to work together on this A HERALD PROMOTIONAL FEATURE ✓ TIME TO JOIN THE • The proposed European Supergrid and Desertec energy network and (below) a proposed Asia Pacifi c supergrid. W.A. PROGRESS PARTY • • • • • • • • • • • latest extension. America has considered a Continental SuperGrid, one of President Obama’s favoured projects, delivering both electricity and hydrogen. The latest European Supergrid project has been under active development for a couple of years and involves big ‘interconnector’ high voltage direct current cables (HVDC) on the seabed, converting to standard alternating current (AC). Britain is now considering a proposal for the longest connection of all, to Iceland’s geothermal energy. There are also connections planned to Eire (wind), Belgium, Norway (hydro, acting as a ‘giant battery’ for Europe) and via France to the Island of Alderney (tidal), Spain and even to solar from Africa. This might link with a huge Desertec project spanning the Mediterranean and North Africa to serve Europe’s cities from Saharan wind and solar installations. Desertec Foundation is a global civil society initiative, which aims to help shape a sustainable future. The Foundation has also associated with the Japan Renewable Energy Foundation for an Asian supergrid to expand renewable energy by connecting Japan, Korea, China, Mongolia, and Russia. According to Australian National University’s Professor Andrew Blakers, an Asia Pacific Supergrid covering Australia and south east Asia as far north as Singapore and Thailand, extending towards China and Eurasia seems feasible and could happen as early as 2050. He believes costs would be competitive and there would be improved energy security in a carboncontained world. • • Reduce electricity, water and Gas prices by 20%. Page 16 – Cockburn City Herald, October 13, 2012 MP: Booze test all pregnant women JANET WOOLLARD wants every pregnant woman screened for alcohol use. The Alfred Cove independent and former nurse chairs the parliamentary education and health standing committee which has just tabled a report on foetal alcohol spectrum disorder. The report proposes GPs and midwives screen women antenatally in order to pick up alcohol use. Dr Woollard says it must be done in a non-judgmental way but questions must be asked. “FASD is the single most common preventable intellectual disability,” Dr Woollard told state parliament. “FASD is a lifelong and incurable condition,” and can manifest symptoms including growth deficiency, facial deformities, central nervous system damage and brain damage. Dr Woollard says it’s already a repeat problem, and mothers with one foetal alchohol-affected child are repeating their mistakes and going on to have more alcohol-affected babies. “We need to begin screening all pregnant and post-partum women for alchohol, so that intervention or counselling can be given for women at risk for heavy alcohol use.” Current screening and diagnosis is insu cient—the report recommends better screening and data collection—but the disease could affect up to two per cent of the population and is more prevalent in Aboriginal communities. Chief justice Wayne Martin recently Repairs While You Wait Rod Herbert Denture Clinic 199 High Street, Fremantle of those who suffer FASD have some intersection with the criminal justice system,” Mr Martin said. He says symptoms like poor memory make it more likely that someone with the disease will be disadvantaged at court (when they fail to remember their testimony correctly), will be more likely to have trouble following rules in prison, and be more likely to breach parole due to poor memory. All this results in proportionally more FASD sufferers ending up behind bars for longer. by DAVID BELL Preventable disability Denture Clinic South Fremantle Licensed Post Office Friendly and Helpful Service Passport interviews and Photos Working with Children Checks and National Police Clearance ID Verification and 100 Point Checks Brain damage • Mamma beve, bimbo beve (Mamma drinks, baby drinks)—a successful campaign from Italy. told the committee FASD is “very likely” partly to blame for the overrepresentation of Aboriginal people in the criminal justice system. “One study suggested that 60 per cent FREMANTLE independent MP Adele Carles has stepped up her campaign to save Kaleeya hospital’s birthing unit, saying its replacement, Fiona Stanley Hospital, will be 300 beds short each year. Ms Carles says statistics released in state parliament last month showed the projected birth rate for the southern suburbs in 2012 would be 2300, while FSH will only be able to accommodate 2000 deliveries. She wants WA health NO APPOINTMENT NECESSARY Dr Woollard says, “we need to pull out all the stops and move on this issue now”. “We need to prevent more children being born with brain damage.” “We need warnings on alcohol packages, we need education of everyone contemplating parenthood to make sure they’re informed of the dangers.” The Royal Australasian College of Physicians says awareness of FASD reduces the risk of pregnant women drinking. Carles steps up Kaleeya fight minister Kim Hames to keep Kaleeya open, but he’s only discussed keeping Bentley hospital’s maternity unit. If the WA health department’s under-estimating births, it wouldn’t be the first time. When another Freo MP—former health minister Jim McGinty—oversaw the closure of the Woodside maternity hospital in East Freo, he had to scramble to super-size Kaleeya after the department under-estimated the number of births by about 20 per cent. 9335 3317 We also provide the following: • Travelex® Cash Passport Debit Cards, • American Express® GlobalTravel Card • Foreign Currency • Western Union® money transfers. • Prepaid and unlocked mobile phones • Mobile phone and boardband recharges • Stationery - office and school • Printer Cartridges - Canon® and HP® • Local and overseas fax service POST OFFICE BOXES AVAILABLE NOW SUPPORT YOUR LOCAL POST OFFICE We are open: Monday to Friday 8.30am to 5.00pm Saturday 8.30am to midday Shop 24, 219 Hampton Road (Cnr Duoro Rd), South Fremantle Telephone: 9335 5393 Fax: 9336 4184 WHAT’S NEW A HERALD PROMOTIONAL FEATURE Get funky with B2 PLUS BLEND Cafe + Pizza Bar B2 and Blend Cafe Pizza Bars are gearing up for summer! I recommend a small bowl ($10) of whatever takes your fancy, because quite frankly you’d need to be a weightlifter in training to get through a large one. As Fremantle’s only vegetarian eatery (and I’d love someone to correct me if there’s another) the curries are fantastic and the salad selection even more so. Chook’s choice Recommended • Above: The funky Moore and Moore and below: perennial favourite Culley’s Tea Rooms. Innovative At the funky Moore and Moore, on Henry Street you can’t beat the spring onion or corn mu ns ($5.50) and there’s an innovative range of rolls for around $8. The huge mu ns are toasted with a serve of rocket and tiny tomatoes on the side, drizzled with a delicious balsamic vinegar reduction, and are perfect for lunch. Sushi with Goons gets a rave from colleague Stephen I Had One Person To Guide Me … “When I met the Funeral Director at Chipper Funerals to arrange Mum’s funeral, I was surprised to learn that she would be the one person to guide chickpea pattie, with a choice of three delicious salads, squeaks in at $14.50 for takeaway. The Healthy Byte on William Street (opposite the town hall) changed hands recently, but the new owners are sticking with the old menu while introducing some great new items. I’ve always thought their rolls ($6.50) the best in and out of Freo, wonderfully crisp wholemeal packed with fresh ingredients. The new range of Thai pumpkin pies ($4.50) are pretty damn good too. Culley’s has been churning out lunch for Freo workers for more than 80 years and punters are still lining up for the home-made pies, sandwiches, fish and chips, burgers, lasagne or soup. Pollock, who’s taking credit for discovering it tucked away in the arcade by Timezone. It has the cheapest sushi ($4 for five pieces) in town and is one of very few places doing brown rice sushi. Il Cibo, on Market Street, opposite Pioneer Park, is Herald go-to-girl Mel Buljan’s recommendation. The salmon or The Grumpy Sailor, on High Street, is a newish addition to the West End, with a simple menu of bagel options ($7.50) and is young journo David Bell’s second home. The salmon is highly recommended. TAFE’s training restaurant Quinlans deserves a guernsey for great food at ridiculously low prices, because they don’t have to pay staff, who are hospitality trainees (Gina Rinehart’s dream employees). The menu changes daily, average around $6, never anything over $8, and I’ve even seen quail on the board. Simple Nosh, at the Marine Terrace end of Norfolk Street, prides itself on healthy food and the Herald team recently enjoyed a great lunch including a lamb burger ($14), chicken pot pie ($11) and a great vegetarian filo pasty, with salad ($11). There’s probably some we’ve missed but that’s the on-going adventure of discovering great food, at a reasonable price in the port city. Yet, Arbitrage approaches the GFC from a fresh, humanistic angle. In the opening scene, 60-yearold hedge fund magnate Robert Miller (Richard Gere) appears to have it all: A beautiful family, successful New York firm and rude health. But behind the tinted limousine windows, Miller’s life is haemorrhaging as he desperately tries to complete the sale of his trading empire before the depths of his financial fraud are revealed. As Miller’s empire begins to shudder, his ex-marital affair implodes and he is forced to seek help from Jimmy Grant (Nate Parker), an unlikely face from Miller’s shadowy past. Suddenly he is in over his head trying to juggle an affair, fraudulent take-over and belligerent detective Michael Bryer (Tim Roth), who is baying for blood. It wouldn’t be a Gere film without some bedroom steam, which comes in the guise of French actress Laetitia Casta who plays his sensual lover. American filmmaker Nicholas Jarecki—who produced awardwinning documentaries Tyson and The Informers—makes his directorial debut on Arbitrage. His under-stated style is reminiscent of 1970s cinema, where acting and narrative took precedence over gaudy special effects. Jarecki, who independently financed the movie, focuses on the ambiguous themes of industry, power and corruption. The film is briskly paced and the ambient soundtrack by Cliff Martinez (Traffic, Solaris)—full of futuristic bleeps and chimes— adds a detached melancholy. It is a delight to see Roth— perhaps best known to many from TV’s Lie to Me—back in a meaty role after decades in the silver screen scrub. Following Pulp Fiction, his career seemed to supernova and A GREAT TIME TO BRING PEOPLE TOGETHER Kulcha’s diverse arts activities currently reach an audience of 200,000 people every year, and growing that reach is a key goal. THE HOME OF MULTICULTURALISM dim into a perpetual cameo, but Arbitrage is proof that he may be gearing-up for a mid-career renaissance. The celluloid crackles when Roth interrogates Gere for the first time, but sadly the two rarely appear together again and a potentially intriguing game of cat and mouse is unrealised. Nevertheless, it is great to watch a dishevelled Roth stomp about New York determined to snare Gere any way he can (legal or illegal). Arbitrage is also a return to form for Gere, who displays all the intensity and brooding charm that epitomised early films such as Days of Heaven and American Gigolo. His performance elevates a film—which at times is reminiscent of an episode of Law and Order—from a B to a B+. Arbitrage could have easily been just another slick thriller about the GFC, but great acting transforms ledgers and CDOs into tears and pathos. It’s at Luna SX. Keeping it looking its very best all the time is tough going, especially if you have children and home opens and frequent buyer inspections can be quite disruptive. And celebrations upon a successful sale fade when faced with the daunting task of packing up your life and moving. Being well organised is the key to a smooth moving day yet even best laid plans can go awry such as an unexpected delay in settlement. In some ways it is unfortunate that the contract demands very tight timeframes between the time of settlement and when possession occurs. If the property purchased is the primary place of the seller, then possession is allowed no sooner than 12 noon the day following the settlement. Not that long really and most agents can relay stories of turning up to meet the buyer and their removalists and finding the previous Possession is allowed no sooner than 12 noon the day following the settlement. owner still in the middle of moving. There are sound, mostly legal, reasons for such a tight time frame, a period even tighter where the property is not the sellers’ primary residence and possession coincides with settlement. In these circumstances, the seller needs to be sure their tenanted property is vacant at settlement and not just planned to be vacant. It is not uncommon for a tenant to remain in a property beyond the date of lawful notice. There are penalties applied to either the buyer or seller in the event settlement is delayed beyond three business days but more significant legal problems develop if possession is denied by the seller beyond their lawful entitlement. When buying a vacant property, moving can be made simpler particularly if the seller allows the buyer possession prior to settlement. REIWA members use a standard form that attempts to cover all eventualities arising from the granting of possession prior to settlement although there remains a general reluctance from sellers to enter into such agreements. This reluctance is born out of the fear that once the buyer has possession they may decide they don’t like the house after all and attempt to avoid the contract. Certainly, once the contract is formed, it is usually a good idea not to mess with it and possession prior to settlement does have an element of risk attached but should be considered on a case-by-case basis. Certainly, from the buyer’s point of view, it can be extremely helpful when under the pressure of moving house. Mary Piraino is a real estate veteran who, with her new agency Success Residential, brings together her 25 years of industry experience and her love for feng shui. “I have always had a passion for helping people sell, buy and manage their properties,” says Mary. “Now being able to offer feng shui readings as part of the service just feels wonderful.” Feng shui literally means “wind and water” with wind being the chi (energy) and the water is the harnessing of the flow of the chi, to bring harmony and balance into your home and workplace. Feng shui is an ancient Chinese art and science of placement within our living and working environments. It has been around for more than 4000 years and is now practised extensively around the world, and is increasingly accepted in the west. When you register your property for sale with Success Residential you receive a feng shui mini-report as part of the service. “I want to get you thinking about the harmony and balance in your home,” Mary says. “You’ll be amazed at what even a small difference in placement can make to a home’s chi. “As a feng shui practitioner I am also very happy to be engaged to conduct full readings for your home or workplace,” Mary says. A feng shui mini-report helps you rearrange the flow of your home prior to sale, making it more appealing to buyers. Tthe appeal is often subconscious: People just feel better in homes with harmony. A REIWA member who keeps a close eye on the latest developments in real estate, Mary is confident the Perth property market is bouncing back. “Part of the reason I’ve located the agency in Success and Beeliar is because it’s such a great growth area,” she says. “I look forward to assisting with the quick sale of your home, and to helping ensure your new home provides the harmony and happiness we all deserve in our lives.” Selling or Property Management? bed, with space left over for a couch. The idea of revisiting all that you have done, collected and created, up to now and sorting out what should stay and what not, is likely to be a ruling idea for some time. This is a fantastic opportunity to sort out your priorities. GEMINI (May 21 – June 21) As you embrace more colours into the rainbow of your being, so there is more room in your life for emotional depth, sensitivity and intensity. Your curiosity is leading you into being very interested in the emotional currents and patterns operating under the surface. CANCER (June 22 – July 22) In taking a stand against all that is brewing in the basement of others, through it being unexpressed and unspoken, you will inevitably have to encounter the same patterns in yourself. Life is full of mirrors. Fortunately at the moment you have access to reflective skills. VIRGO (Aug 23 – Sept 22) Venus and the Moon begin the week together in Virgo. Venus is the lover – and the Moon is the mother. They are a formidable combination at the best of times. On a good day, both kinds of love merge and bring euphoria. On a bad day they engage in possessive squabbles. LEO (July 23 – Aug 22) The Sun is shining a positive light on your big fluffy mane. It is filling you with a sense of possibility around friends, community and shared ideals. James 9417 5732 Astrology ology sttrro A Herald spirit LIBRA (Sept 23 – Oct 23) With Saturn gone and the Sun in Libra, life is good. Add to that a generous connection to jovial Jupiter in Gemini and life is flighty, expansive and breezy. Though bordering on ecstatic, it is worth keeping at least one eye open to the need to keep your feet on the ground. SCORPIO (Oct 24 – Nov 21) You are now host to three visitors. Saturn is crystallising all that is real in your life – and getting rid of all that’s not. Mercury is encouraging you to see the difference between insight and borrowed knowledge. The North Node of the Moon is pulling you into new places. SAGITTARIUS (Nov 22 – Dec 21) Mars is adding rocket-fuel to your normally high-octane pursuit of truth, fun and knowledge. It’s up to you to figure out which one comes first. Whichever one you choose, one thing you can know for sure, is that you now have all the energy you need to actually get it. CAPRICORN (Dec 22 – Jan 19) The feeling that you have something important to communicate is hanging heavily on your heart. Shows of impatience rankle you – even when they are light-hearted. Be meticulous in your process. The heaviness will lift as soon you hone your particular expressive skill. AQUARIUS (Jan 20 – Feb 18) The pressure is off. You aren’t so accountable to others that you can’t spend some time doing what you love and being who you are, for the sheer joy of doing and being. To really be yourself requires the fiery motor of your heart to beat strongly at the centre of your ideals. herald classifieds Booking deadline: 12 noon Tuesdays PISCES (Feb 19 – Mar 20) As you investigate those things that are hidden in you and those things that seem to be blocking your way, extra pressure is unhelpful. Take a stand if you feel pushed. You are doing the best you can do - and at the pace which is right for you. Communicate this and you’ll fly. LIFE-CHANGE therapy. Stop reacting to life.
