Introduction
In Fukuoka Prefecture, exchanges of human resources, technology, and industries are moving forward in the environmental sector with mainly regions in Asia with which we have amicable relations (Jiangsu, China; Hanoi, Vietnam; Bangkok, Thailand; Delhi,
India).
In order to further progress with exchanges of environmental technologies and industries in the future based on networks that
Fukuoka Prefecture has built with local public bodies in partner regions, we have surveyed and organized the environmental technologies of each company that has a base in Fukuoka Prefecture possesses, and have created this guidebook as a PR material that introduces these companies to everyone within
and outside of Japan.
We hope that this guidebook is utilized broadly by everyone inside and outside of Japan,
that the environmental technologies that companies with a base in this prefecture possess
can be introduced to various Asian regions, and that these technologies can be of some help
in improving local environmental issues.

■ Experience in overcoming environmental pollution
Fukuoka Prefecture has experience in being directly faced
with and overcoming serious pollution problems associated
with the development of industries during the period of rapid
economic growth. In response to the voices of residents asking
to prevent environmental pollution, residents, corporations and
the government came together as one body and made approaches. As a result of these approaches, a comfortable environment has now been brought back to life.

In Omuta City, together with the prosperity of the coal industry, there was air pollution caused by
soot and smoke generated by factories and business sites, such as heavy and chemical industry kombinat due to amassment of factories such as for chemicals, machinery and non-ferrous metals. This was a
serious situation, where persons with health hazards came forward, such as due to water contamination
of the rivers and oceans caused by factory effluent. During such times, approaches were made by the
local region to eliminate environmental pollution, and environmental standards related to the air, rivers
and ocean came to be gradually achieved. Currently, Omuta is progressing with new city development
based on advanced environmental harmony.

We are living in an era where the perspective of the environment is sought after in every kind of situation, whether it be
our daily lives, business activities, or policy-planning by the
government. The times are changing from one where the environment and growth conflict with each other, to an era where

environment and growth are harmonized is emphasized.
With this kind of awareness, environmental policies are
being promoted based on formulating a “Comprehensive Environmental Vision” and establishing 7 pillars, in an aim to pass
down a Fukuoka Prefecture in which each resident can realize

■ Construction of a recycling-oriented society—research and development that aim for popularization of a recycling system
In order to construct a recycling-oriented society, it is necessary to resolve issues related to the resource recovery
system and market development, and to establish a new
recycling system in society. To do so, Fukuoka Prefecture
has established the Fukuoka Research Commercialization
Center for Recycling Systems in 2001. At this Center,
research and development by industry-academiagovernment, support for commercialization oriented toward
regional development, and communication of environmental and recycling information are carried out.

There are expectations for renewable energy to serve as a
pillar for diversification and decentralization of energy sources.
In Fukuoka Prefecture, efforts are made to take the initiative to
introduce renewable energy at facilities owned by the prefecture, and support is provided for the construction of a model for
local production for local consumption of energy by municipalities, in order to broaden the introduction of renewable
energy that makes use of the resources and characteristics of
the region in various areas within the prefecture. In addition,

after coagulation to excrete the slag. The
natural decay phenomenon of the slag cooling process is nurtured through forced cooling, and furthermore, fracturing
effects are heightened based on falling and impact from the ISC-Box.

Based on our unique “Oil temperature decompression drying technology
(tempura method),” various organic waste is recycled into valuable resources
such as through conversion of sewage sludge to fuel and fortification of food
residue! Systematic technology that enables for uniform drying in a short
period of time.
1. Overview of technology
The “oil temperature decompression drying technology (tempura method)” is unique patented technology that uses
waste cooking oil as an indirect heating medium to mix and heat organic waste with dewatered sewage sludge and food
waste, lower the boiling point by reducing the pressure inside the device to an atmospheric pressure of approximately
0.6, and vaporize the treated material at approximately 85°C to 110°C.
As a result of the water vaporizing, the input waste is reduced to approximately 1/5 to 1/3 its original amount, and the
water content falls to less than 5%. Although usage methods for the product material that underwent drying differ depending on the waste, the product material can be reused as valuable resources. In the case of sewage sludge, the product
can be used as fuel for mixed combustion at thermal power plants, and in the case of food waste, the product can be used
as feed and fertilizer.

technology
●Organic waste is reproduced into valuable resources and effectively used
Since drying is carrying out based on “frying” using waste cooking oil, a certain amount of waste cooking
is contained in the product material after processing. This gives new added value to the product material
that is not possible with normal drying technology, enabling for valuable sale and reuse.
For example, in the case of sewage sludge, the oil
that is contained due to processing increases the
caloric value, and becomes product material with an
average particle radius of approximately 1mm, with
a high lower heating value (about 25Mj/kg) that is
approximately the same as that of coal. This can
then be effectively used in fuel for mixed combustion at thermal power stations.
In addition, in the case of food waste, most of the
organic nutrients are recovered and sterilization is
also carried out at the same time, enabling for product material with high added value as feed and fertilizer to be produced.

1. Overview of technology
Our company’s “continuous low-temperature drying device (SHTS)" is a screw-type dryer that can dry even highly adhesive, fixative, and sticky industrial slurry and food waste sludge without clogging. We propose this dryer to resolve
problems that people at sites who have difficulty in drying due to “adhesion, stickiness, and clogging” in the recycling
process of waste materials, drying process, manufacturing process, etc.
Low-temperature drying is particularly effective for processing food products and residue that have components that
change at high temperatures. Due to 24-hour continued drying, it is also linked to an increase in production efficiency.
In addition, by using surplus steam, it is possible to curb running costs.

1. Overview of technology
Otani Chemical Industries Co., Ltd. is a company where recycling of rare metals such as nickel and noble metals is one
of the main businesses. Since 2009, we have received support from the Fukuoka Research Commercialization Center
for Recycling Systems, and have progressed with research and development of highly-efficient nickel recovery methods
from electroless nickel plating waste solution, together with Kansai University. In general, the recovery rate of metals
extracted through a single operation based on the solvent extraction method for metal waste solution is 30 to 80%, but
the extraction material that our company has succeeded in developing extracts nickel at a rate of more than 98% in a
single operation, enabling for highly-efficient recovery in a short period of time. Our company is also carrying out recovery of phosphorous compounds in waste solution, and is reviewing its use as fertilizer material.
2. Strengths of technology
“Nickel recycling from electroless nickel plating waste solution”
●High recovery rate in a single extraction process
Electroless nickel plating has the characteristic of enabling for uniform film
pressure using technology where plating processing onto non-conductors is
possible, and is used in a broad array of sectors such as electric and electronic equipment, automobile industry, and precision machinery. Since
nickel, which is a rare metal, is contained in the waste solution that is generated, highly-efficient recycling has been sought after. By using the “nickel
extracting agent” that our company developed jointly with Kansai University, it is possible to obtain nickel from waste solution at a high recovery rate
of more than 98% based on a single extraction process. This technology is
patented as “Method for recovering nickel from electroless nickel plating
waste solution, and nickel ion extracting material used in this method (Patent
No. 5360483).”
●Fertilizer material is obtained from waste solution after nickel
recovery
During electroless nickel plating, phosphorous compounds are used as a
component for reducing nickel ions, and thus, a large amount of phosphorous
compounds is contained in waste solution. These compounds are useful as
fertilizer material, and if it is possible to reduce the content of hazardous
heavy metals, it is possible to reuse the phosphorous compounds that were
recovered after plating waste solution treatment as fertilizer. The key points
of our company’s nickel recycling are that it has a high nickel recovery rate,
and that the phosphorous compounds recovered from waste solution can be
used as raw materials for fertilizer. Currently, approaches oriented toward
practical use are being promoted.

ceramic that uses incinerated ash from sewage sludge and coal ash from power
plants!
Effective for recycling of toxic waste, as there is almost no elution of heavy
metals
1. Overview of technology
Since coal ash generated from power plants and sludge incineration ash derived from sewage treatment plants contain
heavy metals and are highly toxic, large amounts of costs of incurred in their processing. As a method for effectively
utilizing such waste, our company has developed plaster ceramic using sewage sludge incineration ash, based on joint
research with the Fukuoka Research Commercialization Center for Recycling Systems. By mixing lime hydrate, which
is a main component of plaster, and incineration ash, which is a waste product, and sending it through a high-pressure
press, we have succeeded in obtaining compact that can be used as construction material. Even if the content of incineration ash is increased to 50%, humidity conditioning, sterilization, and odor eliminating actions, which are characteristic functions of plaster, are maintained, and there are expectations for waste as recycled construction materials that can
be used effectively.

●It is possible to increase the content of incineration ash by ultrahigh-pressure vacuum press molding
Tagawa Sangyo is manufacturing plaster ceramic using incineration ash, by making use of our
own technology where high-pressure molding of plaster is carried out. For this recycled building
material, which is manufactured by mixing lime hydrate, which is raw material for plaster, and
incineration ash, and pressing it using a large, special pressing machine, even if the amount of
incineration ash is increased to 50%, it is possible to obtain building materials of a strength that is
not a problem in terms of practical use. Since incineration ash can be utilized in large quantities,
as more recycled building material is used, the more it is connected to reduction of
toxic waste.

building material, it is possible to eliminate the problem of heavy metal contamination in

We have been receiving an increasing number of inquiries from various places
as a trump card for the “elderly welfare care society” that is approaching as
well as protection of forest resources.

In our company’s recycling of paper diapers, we are involved in recycling used paper diapers collected from mainly
hospitals and welfare facilities (offices), as a business that does not exist anywhere else in the world. In addition, we
coordinate with some local public bodies to recycle used paper diapers generated from households. By developing technologies and mechanisms for effectively using what used to be incinerated and processed up to now as pulp resources
instead, jointly with the Fukuoka Research Commercialization Center for Recycling Systems, we are able to respond to

materials. Materials recycling where the recovered pulp is reused as construction materials, plastic waste is reused as solid fuel, and sludge is reused as soil improving

Starting in 2011, we will be the first to start recycling of paper diapers from households in the
nation at Oki Town in Fukuoka Prefecture.

We carry out disassembly and recycling of used automobiles that does not generate shredder dust and that is environment-friendly. After recovering parts that can be used, they are thoroughly separated and recovered as precious metals,
rare metals, nonferrous metals, glass, resin, etc. in the disassembly process. The remaining vehicle body is pressed, and
used in high-grade raw steel materials as iron scrap with little impurities. With the recovered parts, we support the demand for repair parts both inside and outside of Japan with a full lineup. By introducing "Eco Pouch" that we developed, this technology realizes

1. Overview of technology
“MC Construction Method” is a one-stop, on-site treatment system for sewage and sludge that is specialized for smallscale business sites, and is comprised of transportable sedimentation/separation equipment, "Eco Pouch", which is a
flexible container bag that can be dehydrated, and flocculent, all of which has been developed by our company. This
technology was also selected as a "New Partnership Program" by the Ministry of Economy, Trade and Industry in 2009.
It is also registered in the Ministry of Land, Infrastructure, Transport and Tourism's NETIS (New Technology Information System), and there are expectations for its use in water quality purification and dredging sites in closed water areas
(lakes and ponds), as a measure against muddy waters that arise at construction and civil engineering sites where both
budget and space are limited. In addition, there have been an increasing number of inquiries regarding "Eco Pouch" after the nuclear plant accident, from regions that are concerned about treatment of contaminated water.

“MC (Mesh Cut) Construction Method”
●Uses “Eco Pouch” and the flocculent “Floccman” that we have developed
By using our own flocculent, it is possible to flocculate and precipitate particles inside
muddy water in a short period of time. It is also highly safe and has no impact on the natural
environment. “Eco Pouch” enables for efficient dehydration based on a fiber with an infinite
number of small holes (mesh) and a special donut-like structure. In addition, since this structure is strong, long-term storage as a flexible container bag is also possible.

What is necessary on-site is only sludge reaction equipment that makes muddy water react
with the flocculent (flocculent is added and agitated) and the “Eco Pouch”, which dehydrates
sediment immediately. Utilizing only a small amount of power, transportation is possible by
simply using a 2t truck. In addition, since dehydration (volume reduction) is completed on
site, it is possible to reduce sludge treatment costs.

1. Overview of technology
The phosphorous in drainage water significantly worsens water environments, such as by eutrophicating closed water areas
and causing red tide. Appropriate treatment is strongly desired for phosphorous, which is considered as being contained in
great amounts in human sewage from households. However, the majority of traditional phosphorous removal systems are oriented toward large processing facilities, and there were not many compact and low-maintenance systems that were adapted to
household wastewater treatment systems. Fuji Clean Co., Ltd. has succeeded in developing phosphorous removal equipment
for household septic tanks that applies the iron electrolysis process. The high-performance wastewater treatment system CRX,
which incorporates this equipment, can eliminate more than 80% of phosphorous in drainage, and has received numerous
awards, such as the Environment Minister’s Award at the 31st Environment Awards. We have progressed with in-house development of various kinds of FRP wastewater treatment systems and blowers, and are making vigorous approaches toward

Our high-speed fibrous filtration device that is energy-saving and low
maintenance is used for various purposes, starting with advanced wastewater
treatment and industrial water treatment.
1. Overview of technology
The high-speed fibrous filtration device “Marimo” that makes use of the technology that we had accumulated through
fiber manufacturing is a filtration device that is filled with fibrous filter media. Since the porosity of the filter media
layer is large, a high filtration speed is possible, and as the device is compact, a small installation area is also enabled.
This technology has obtained a Construction Technology Review and Certification Certificate from the Japan Institute
of Wastewater Engineering and Technology in March 2005, and is used in dead end filtration at sewage treatment

The newly reborn “Eco Bio Block” contains Bacillus subtilis and fluvic acid. Since
Bacillus subtilis repeatedly proliferates underwater and gradually dissolves organic
substances in the water, it exhibits effects over a long period of time. Fluvic acid is
activated based on sunlight, and creates active species known as hydroxyl radicals

and sewage treatment, with making “water,” which is essential for people to live, clean as its corporate mission. We
manufacture and sell “N-UASB” anaerobic discharge treatment equipment that uses granule bacteria, as equipment for
treating organic drainage that is discharged from food factories. This equipment differs from the activated sludge process in that the equipment is extremely compact since bacterial can be densified, and operation at electricity charges of

1. Overview of technology
The VOC concentrator “Sky Save” that Seibu Giken manufactures and sells is a product that brings together the honeycomb manufacturing technology that we have amassed for over 30 years and the support technology (attachment onto
carrier) of functional substances. Hydrophobic zeolite, which can adsorb various VOCs, attaches onto the surface of
inorganic fiber paper that is formed into a honeycomb shape. When exhaust that contains VOCs is passed through Sky
Save, the hydrophobic zeolite selectively adsorbs only VOCs, making it possible to concentrate VOCs on the surface.
The adsorbed VOC is desorbed based on heat, and as a result, by passing a small amount of hot air through Sky Save
after exhaust treatment, it is possible to create gas containing highly-concentrated VOC, thus enabling for efficient combustion of VOCs afterwards. Through this, it has become possible to lower the cost of VOC treatment that is part of
measures against air pollution.

1. Overview of technology
“Chemical Cation Pack” coating with a trilaminar structure that was developed by Murai Chemical Pack Co., Ltd. is an
acrylic coating that demonstrates high heat insulation effects. Although it was originally a product that was developed
as a strengthening and protective coating for slate roofs that had become decrepit, we received opinions from users at
construction sites that the indoor temperature in the summertime decreased greatly. Upon conducting detailed surveys,
we found that the air space that exists in the middle layer of the trilaminar structure yields high heat insulation effects.
Our product has been certified by the Ministry of Economy, Trade and Industry as a New Partnership Program as “nonconventional strengthening and heat insulation complex coating,” and has been used widely by major railway companies and factories in Japan, as well as elementary schools and junior high schools.

“Bio-soil” is a special mixed medium that uses a unique kneading machine where hard zeolite, activated carbon, bark

Purification of high-purity aluminum that is used in various fields including the automobile, train car, aircraft, pharmaceutical packaging, and electronics fields, requires detailed temperature and flow control. Yabegawa Electric Industries
has made use of its technical strength in having delivered many control board devices to major local companies, and is
currently developing high-purity aluminum control boards. Our equipment have been introduced in many factories not
only in Japan but in the United States, Russia, Korea, Taiwan, and Thailand, and it is considered as being essential to
high-purity purification of aluminum. We are also actively developing new businesses, such as by selling analysis
equipment that we have developed jointly with Kyushu University, and are making use of our technological development strength that we have polished through our control boards.

●Control device that is essential to high-purity aluminum purification
High-purity aluminum of a level of 99.99 to 99.999% is manufactured by melting aluminum at a
high temperature of approximately 800°C, and implementing a process where impurities are
eliminated using a ceramic filter, etc. Uses for high-purity aluminum include electronic products
such as semiconductors, and it is a field in which even a minute amount of impurities are impermissible. As a result, for the high-purity process, precise process control for eliminating impurities to the utmost extent possible is required. The high-purity aluminum control boards that we
develop and manufacture are devices for temperature control and flow volume control of the purification process, and an important device in manufacturing high-purity aluminum. Our control
boards are well-received, and are used widely not only in Japan but abroad as well.
●Development of control devices for analysis, by
making use of our high technological development
strength
Our company has developed and manufactured many process
control boards for major local companies up to now. This
technological development strength is currently being applied
to analytical devices. The flow controller and measurement
devices that we have developed through joint research with
Kyushu University are devices where the process from infusion of specimen to preparation/agitation of reagents and creation of standards curves can be all carried out automatically.
Normally, preprocessing of chemical analysis requires troublesome work such as sample preparation, but by using this device, all work is automated,
and it is possible to obtain highly reliable analysis data in a prompt manner.
