Transportation
Hosted by
SASHTO 2009
August 28, 2009
Dear SASHTO Attendees,
Welcome to the 2009 SASHTO Conference at Biloxi’s beautiful Beau Rivage
Resort and Casino. We have convened transportation leaders from across the U.S. to
discuss the challenges we share and to work cooperatively toward realistic, sustainable
solutions. This is an exciting time in transportation—particularly in the Southeastern
United States—and it is a privilege to be on the front lines addressing these issues.
Our Opening Session promises to be especially timely and thought-provoking,
and I trust you will make it a priority to attend and participate. Mississippi’s Governor
Haley Barbour will welcome delegates and some of the country’s top leaders in the
public and private sectors representing all modes as they discuss Freight Initiatives of
the 21st Century.
Transportation funding is on everyone’s mind as we reevaluate the Highway
Trust Fund and examine other options for meeting the financial requirements of the
U.S. transportation system. On Monday afternoon, Mr. Jack Basso will host a panel of
funding experts to discuss the scope of the financial challenges ahead and potential new
approaches to paying for transportation infrastructure and services.
In all, nearly 100 distinguished speakers are contributing to the conference,
with over one thousand attendees representing every transportation discipline and
mode. I encourage you to actively participate, engage in meaningful debates on today’s
transportation issues, and take full advantage of this unprecedented opportunity to
network with others in the transportation industry.
And of course, take some time to relax with colleagues and enjoy our famous
Gulf Coast hospitality and the delightful accommodations of this unique venue.
Welcome to Mississippi!

Magnolia Ballroom - Beau Rivage
Come join us for a night of fun with Vince Vance and the Valiants.
Vince Vance & the Valiants has been performing since 1971. They
have performed nearly 6,000 shows in thirteen countries and 34
states, including two shows at the White House.
Vince Vance & the Valiants currently have record contracts on several
albums with Waldoxy Records. Waldoxy is a subsidiary of Malaco Records, the number one independent record label in the world.
In total, Vince Vance & the Valiants has recorded 20 singles, 10
albums of which two are number one hits: Bomb Iran of 1980-81,
written during the Hostage Crisis, and All I Want for Christmas is You of 1989-2002,
which was the number one country Christmas song and the most-requested song at
Christmas each of those years.
Vince Vance lost his home in Waveland, Mississippi and all its possessions in Hurricane
Katrina in 2005. Reflecting on this he says, “I truly believe that the “bad” things are roses
of wisdom handed to us by God. They arebarks on our tree of life. We can accept them
and the lessons or we can have them scar us and let that define us.”

El Camino Club
The El Camino Real, or the King’s
Highway, originally stretched from Mexico
City to Brunswick, Georgia. Today across
the states of Texas, Louisiana, Mississippi,
Alabama and Georgia the majority of this
route is now U.S. Highway 84. State and
local officials as well as other interested
parties from all five states constitute the El
Camino 5 State Commission.
Our goal is to see the entire route from
Brunswick, Georgia to El Paso, Texas; four
laned. Not only is this highway important
for economic growth, it is a vital part of
our nation’s military transportation route.
Over the last six years it has also become
a major route for hurricane evacuations
throughout the region.
In 1989 Dr. Leland Scoggins of Louisiana
was elected the first president of the 5
state commission. In 2006 Janet Sullivan
of MDOT was elected president. In those
20 years we have seen 994 miles of the
1729 miles four laned. We hope you will
join us in seeing this project through to its
completion. The “El Camino Real” once
“The Kings Highway,” today “America’s
Highway.”
