CALL FOR ENTRIES
The Mexico City Government, via the Secretaría de Desarrollo
Urbano y Vivienda SEDUVI (Department of Housing and Urban
Development) and the Borough of Miguel Hidalgo (the Convening
Committee, see Glossary for description), with the participation
of SAC-G (Granadas Cooperative Operating Area) is putting out
a call to teams of urban designers, architects, and landscape
architects who are interested in participating in the Cuernavaca
Railway Linear Park International Architecture and Landscape
Design Competition. Participants may be both Mexican and
international.
In order to ensure transparency and guarantee that the best
architectural proposal is selected, the Convening Committee
designates the CAM-SAM (Mexico City Institute of Architecture,
Mexico City Association of Architects) (“CAM-SAM” by its Spanish
acronym), as the competition’s Technical Coordinator.
The Cuernavaca Railway Linear Park will be built within the
area granted by bailment to the Borough of Miguel Hidalgo by
Ferrocarril y Terminal del Valle de México S.A. de C.V. (the Valley
of Mexico Railway and Terminal Corporation).

INTRODUCTION
Recovering residual urban spaces, including unused railways, has become a global trends as a strategy to reclaim public space. The
borough of Miguel Hidalgo in Mexico City aims to recover the underutilized infrastructure of the Cuernavaca Railway and turn it into
a dynamic public space. To this end, the borough is calling for projects from teams of architects, urban designers, and landscape
architects, both Mexican and international, who wish to participate in the Cuernavaca Railway Linear Park International Design
Competition.
The project seeks to honor the site’s history while responding to an imminent need for green and recreational spaces, and to expand
opportunities for the local community to interact with one another in the public space.
The Convening Committee seeks innovative proposals to recover railway infrastructure located on the rails of the former Cuernavaca
Railway, in the stretch between two thoroughfares, the Avenida Ejército Nacional and the Calzada de los Gallos, and to transform
these urban remains into a public space that uses the landscape as water-management infrastructure. The linear park will be 4.6km
in length. It will promote responsible rainwater management, which will be used both for park maintenance and to reinsert rainwater
into the aquifer. Additionally, it will enhance social development and sustainable mobility within the region.
Diverse structures, including bridges, industrial buildings, bicycle lanes, avenues, museums, high- and low-density housing, and city
infrastructure, are part of the urban fabric that runs through, bounds, and contrasts with the study area. Given this, proposals should
be sensitive both to the complexity and diversity of the surroundings, and the specific needs of the local community. Additionally,
proposals should respond to the objectives, rules, and regulations laid out further in this document.
This Competition represents an unequivocal opportunity to transform the urban landscape of Mexico City. The Convening Committee
calls on the creativity of architects, urban designers, and landscape architects, to develop proposals that can become an urban
reference for the future.
COMPETITION PROCEDURE
Following the online registration and receipt of documents that validate participants’ academic degree (professional accreditation
recognized by the Department of Public Education (“SEP” by its Spanish acronym) and/or the equivalent for the country where the
participants completed their professional studies), participants who fulfill the requirements will be notified of their official enrollment
in the competition.
The participants who fulfill the requirements will present an overall schematic design proposal for the Cuernavaca Railway Linear Park.
The Jury will analyze and evaluate each one of the participant’s schematic design proposals anonymously, and will select five finalists.
The finalists will be invited to participate in Phase II of the Competition. The Jury will also select an alternate proposal in case one of the
finalists does not wish to proceed in the Competition.
The five selected finalists will be asked to confirm their interest in proceeding with the Competition via email. In the event that one of
them does not confirm their interest, the alternate will be invited to take their place.
Each one of the 5 finalists will be asked to develop a detailed schematic design, based on their overall proposal, for a section of the
park and the intersections that bound it. The section and intersections to be designed will be assigned before beginning Phase II.
Phase II of the competition will not be anonymous. In this phase, finalists will present their proposals using the materials and format
described further on in this document, and will give an oral presentation before the Jury and the Advisory Committee. The Jury and
Advisory Committee will be described further on in this document.
The Jury will analyze and evaluate the proposals on the basis of the materials submitted and the oral presentation. Their decision will
be announced publicly by the CAM-SAM on the dates listed in the Calendar of Events. The results will not be subject to appeal.
The members of the Advisory Committee will have a voice, but no vote, during the final evaluation.

REQUIREMENTS FOR PARTICIPATION
Registration will take place online. After participants have registered and submitted documents to validate their academic degree
electronically, participants who satisfy the requirements will be notified and will be officially enrolled in the Competition.
This Competition is public and open, without exception, and its call for entries is open to Mexican architects, urban designers, and
landscape architects, as well as foreign professionals from these same disciplines. Participants must hold professional accreditation
recognized by the Department of Public Education (SEP) and/or the equivalent for the country in which they completed their education.
Participants may work in teams.
Employees of the sponsoring institutions, members of the Scientific Committee, members of the Jury, members of the Technical
Coordination Committee, as well as employees or relatives (spouses or blood relatives of up to four degrees of consanguinity, by
affinity or marriage) of the aforementioned people, may not participate in the Competition.
In the event that the architect, urban planner, landscape architect, or team that wins the Competition does not have tax residency in
Mexico, he or she will be asked to form a temporary partnership with a Mexican architect, urban designer, landscape architect, or firm
that has not participated in any phase of the Competition. The Mexican partner must have the technical and material capacity—which
will be demonstrated via a portfolio of work that meets a set of requirements, which will be shared at the appropriate moment—as
well as the infrastructure necessary to complete a design development and construction documents for a project of this size. The
Mexican collaborator will be required to meet legal, administrative, and tax requirements before finalizing the contract.
The winning team and its Mexican collaborator will be asked to submit a copy of the partnership agreement between the two parties.
The agreement will indicate acceptance that the Mexican architect, urban designer, landscape architect, or firm will be the party to
enter into a contract with the entity chosen by the Convening Committee. If the winner does not have a relationship with a Mexican
architect, urban designer, landscape architect, or firm with the required characteristics, the Technical Coordinator and the Scientific
Committee will be available to recommend someone suitable.
PRIZES
The 5 competition finalists will be compensated $100,000.00 (one hundred thousand Mexican pesos and 00/100 cents) plus tax
(“IVA” by its Spanish acronym) to cover the costs of developing the project during Phase II. The payment will be made by the Technical
Coordinator of the competition to each participant or team representative, as long as his or her proposal is complete and submitted
on time, following submission of the required invoice or tax receipt.
It is understood that no participant will require any payment beyond that which has been described here, except for the participant
or team who wins the Competition.
In addition to the $100,000.00 (one hundred thousand Mexican pesos and 00/100 cents) for payment of expenses established in the
previous paragraph, the winner will receive a contract to complete Design Development and Construction Documents for the entirety
of the Cuernavaca Railway Linear Park.
This contract will include compensation of $19,500,000.00 (nineteen million, five hundred thousand Mexican pesos 00/100 cents) plus
tax (IVA).
The participants of Phase II of the Competition agree to accept this fee in the event that they win.
In the event that the contract is not seen through for reasons not attributable to the participant or team that wins the Competition, the
Convening Committee will provide the winning participant or team $100,000.00 (one hundred thousand Mexican pesos 00/100 cents)
plus tax (IVA) in compensation, in addition to the Compensation of Costs for project development in Phase II.

AREA OF THE COMPETITION
The initial assessment concludes that the current city structure surrounding the rails of the Cuernavaca Railway, in the stretch bounded
by the Avenida Ejército Nacional and the Calzada de los Gallos, is underutilized and fragmented. The 4.6 linear km that make up the
study area are crossed by 8 major thoroughfares, making it difficult to appreciate as a single, continuous public space.

PROGRAM
One the goals of the current call for entries is to define the scope of the project. Each participant will define the scope of their project
using their own analysis and diagnostic of the study area, as well as the design objectives described further on in this document.
Be advised that the proposals should take into account the diversity and complexity of the urban fabric within the study area, and
should integrate some of the elements listed below. However, it is up to each of the participants to include or omit these elements,
and/or to incorporate other elements not listed:
Illumination, public bathrooms, bicycle and pedestrian trails, gardens, flood protection systems, wooded areas, gathering and resting
spaces, exercise equipment, playgrounds, shaded areas, water features, street furniture, kiosks, etc.
Note: Rules, recommendations, and restrictions from PEMEX, FERROVALLE, Gas Natural, Calle Segura AEP, etc., which are included in
the Appendix to this document, must be taken into account in the design of the Cuernavaca Railway Linear Park.

OBJETIVES
Sustainability
The Cuernavaca Railway Linear Park should be thought of as a project that treats landscape as a piece of water management
infrastructure. This intervention should be a paradigm of responsible rainwater management, both for park maintenance, and for
reinsertion of rainwater into the aquifer.
Multi-scalar
To understand the Cuernavaca Railway Linear Park not just on a local scale, but also on a scale of regional and metropolitan importance.
Mixed-use
Promote strategies for mixed-use. The Cuernavaca Railway Linear Park should be understood not just as a pedestrian and biking hub,
but also as a mixed-use link between different means of transportation: public and private, collective and individual.
Integration of urban stakeholders
The presence of various city stakeholders all along the Linear Park, including educational, recreational, and private and public cultural
institutions, is significant. As such, the Linear Park has the potential to bring together existing networks and strengthen the relationships
between them. Proposals should include, promote, and advance the participation of diverse stakeholders in the Linear Park.
Socially inclusive
The Cuernavaca Railway Linear Park should be socially inclusive. The Convening Committee seeks proposals that promote and
strengthen existing relationships between residents of the areas surrounding the future Cuernavaca Railway Linear Park, taking care
not to encourage or underline social, economic, religious, gender-based, and other differences.
Promoting social and cultural activity
The proposals ought to envision programs and strategies that promote regular, active use of the public space.
The Convening Committee seeks projects that center the site’s history. Proposals should salvage and help to renew of a sense of
belonging, tradition, and identity in the neighborhoods that surround the future Cuernavaca Railway Linear Park.

STRUCTURE AND STRATEGY
The 4.6 linear kilometers between Avenida Ejército Nacional and the Calzada de los Gallos, which make up the future Cuernavaca
Railway Linear Park, are fragmented by eight main roads (six strategic intersections). These roads make it difficult to read the area as a
single, continuous space. As such, it is essential to rethink each of the six strategic intersections that currently fragment the space as
potential urban sutures that could hold it together.

INFORMATION AND REGISTERING TO PARTICIPATE
Information is available on the website www.parquelinealfc.mx and from 10:00h (GMT-5:00) to 18:00h (GMT-5:00), on business days,
at the email address [email protected]
REGISTRATION AND DOCUMENT SUBMISSION
Registration is required, and will take place online at the following address www.parquelinealfc.mx . Registration will take place during
the period established in the Calendar of Events.
Online registration form “A” will include the name of the team representative and of his or her associates and collaborators. It will also
include their addresses, telephone numbers, email addresses, and other contact information. It is crucial that this form be fully filled
out.
In addition to registration form “A,” participants should attach the following documents:
A) Simple copy of the participant’s Federal Taxpayer Registry (“RFC” by its Spanish acronym) code. (Mexican participants only).
B) Simple copy of the team representative’s professional accreditation. This accreditation must be recognized by the Department of
Public Education (SEP) and/or its equivalent in the country where the person completed his or her professional studies.
Interested parties who send in their documentation will receive an email as confirmation of receipt. This email is merely informative,
and will never be considered official enrolment.
Participants are responsible for checking that documents are attached and that the form is filled out correctly.
OFFICIAL ENROLLMENT
Officially enrolled participants will be notified of their participation in the Competition via email on the date specified in the Calendar
of Events.
This email will include a certificate of registration, which will contain a unique and unrepeatable registration code. This code will be
needed to submit their proposals.
Only one certificate and one code will be submitted per participant or team.
In cases for which the information presented in Registration Form “A” is incomplete or untrue, or in cases where required documentation
is not submitted, a registration certificate will not be issued for the participant or team in question. In such cases, the participant will
not be officially registered in the Competition.
LANGUAGE
Spanish will be the official language of the Competition. However, proposals can be submitted in English.
All proposals ought to be submitted in one of those two languages, including any additional information, such as text on the presentation
boards and in the project narrative.

PHASE I: SUBMISSION GUIDELINES
A) One A0 format (1189mm in width x 841 mm in height), landscape-oriented presentation board, which shows the schematic design
proposal for the Cuernavaca Railway Linear Park.
The presentation boards may include floor plans, perspectives, axonometric views, sections, elevations, diagrams, drawings, text,
photographs, or whatever graphic resources the participant chooses to best express his or her proposal. Participants are free to
choose both the scale and the type of graphic representation used.
The presentation board should be mounted on a white foam board, and will be identified using an 8-character identification code
(numbers and/or capital letters, without spaces) chosen by each of the participants. The code will be located in the lower right-hand
corner of each slide, following the guidelines of the diagram below. (Diagram with typeface and specifications).

Margins: 2.5 cm
Note: The presentation board should contain no indication of the participants’ identities, such as names, logos, or references that
suggest or reveal their identities. Such indications will lead to disqualification.
B) Project narrative: A closed envelope that contains a statement of no more than 500 words, including the title, description, and
justification for the proposal.
The project narrative will be presented in an open format, printed on white, Bond, letter paper, with a cover sheet. It should be
identifiable only via the 8-character identification code chosen for each of the participants, both in the cover sheet and on the outside
of the envelope.
C) A closed envelope, attached to the back of the foam board, identifiable on the outside via the 8-character identification code chosen
by each participant. The envelope should contain a copy of the registration certificate previously emailed by the Technical Coordinator
of the competition
D) A data storage device (USB) identified only using the 8-character identification code chosen by each of the participants, containing
the presentation board in PDF format and the project narrative in .doc and .pdf format. The participant is responsible for ensuring that
the information is saved on the USB device.
The resolution of perspectives, images, and graphics should be 300 pixels per inch.
In addition to being innovative and forward-thinking, the proposals ought to be feasible to build. As such, participants should aim for
an approximate cost of $3,000 Mexican pesos and 00/100 cents per m2 of construction (does not include the building of underground
infrastructure).
It is advisable to include a vegetation palette as part of the proposal.
Proposals must fulfill the full scope of the project, as described in this document. Incomplete submissions that do not follow the
guidelines described in this document will be automatically disqualified.

SELECTION AND ANNOUNCEMENT OF FINALISTS
The Jury will analyze and evaluate each participant’s proposal anonymously, and will shortlist five proposals. Finalists will be officially
notified via email on the date specified in the Calendar of Events. The email will invite them to participate in Phase II of the Competition.
The Jury will select one proposal as an alternate, in case one of the finalists does not wish to continue on to the next phase of the
Competition.
CONFIRMATION
The five selected finalists will be asked to confirm their interest in remaining in the Competition. Confirmations should be sent via email
to the address: [email protected] on the date specified in the Calendar of Events.
In the event that one of the finalists does not confirm, the alternate will be invited to participate.
PHASE II: SCOPE
Each of the 5 finalists will be asked to develop a detailed schematic design, based on their overall design proposal, for a section of the
park and the intersections that bound it. The section and intersections to be designed will be assigned before Phase II begins.
The proposals will be presented in no more than four A0 format (189mm in width x 841 mm in height), landscape-oriented presentation
boards, in accordance with the diagram and the requirements described in the diagram with regard to typeface and specifications.
These are described further on in this document.
SITE VISIT AND COMMUNITY DIALOGUE
The site visit will occur on the date specified in the Calendar of Events.
In order to share the proposals with the community and include community perspectives in the design process, a series of neighborhood
workshops and round-table discussions will take place that same week. These events will include community representatives and the
members of the teams selected for Phase II.
Participants selected to compete in Phase II should attend the site visit and community dialogue sessions. They will be asked to
confirm their attendance by email to [email protected]
The site visit and community dialogue sessions will be mandatory.
The Convening Committee will not cover the costs of participants’ transportation and travel expenses, even if they live outside Mexico
City.
PHASE II: SUBMISSION GUIDELINES
A) Up to four A0 format (1189mm in width x 841 mm in height ) landscape-oriented presentation boards, which show the evolution of
your overall conceptual proposal, as well as the detailed development of one section and the intersections that bound it. The section
and intersections to be designed will be assigned before Phase II begins.
The presentation boards may include floor plans, perspectives, axonometric views, elevations, diagrams, drawings, text, photographs,
or whatever graphic resources the contestant chooses. Participants are free to choose both the scale and the type of graphic

identifiable only via the 8-character identification code chosen by each of the participants, both in the cover sheet and on the outside
of the envelope.
This document may be accompanied by graphic material necessary to comprehend the proposal. This material will not count towards
the page limit.
C) A 3- to 5-minute virtual tour of the project. The aim of this virtual tour will be to give the general public an a clear, synthetic overview
of the project in its entirety. The Convening Committee recommends using this resource to show the way that your project will be
integrated into its immediate urban surroundings, allowing the viewer to have an immersive experience of the future Cuernavaca
Railway Linear Park.
The virtual tour will be submitted as a DVD, in a closed envelope identifiable only via the 8-character identification code chosen by each
of the participants, both on the DVD and on the outside of the envelope.
D) A data storage device (USB) identified only using the 8-character identification code chosen by each of the participants, containing
the presentation board in PDF format and the project narrative in .doc and .pdf format. The participant is responsible for ensuring that
the information is saved on the USB device.
The resolution of perspectives, images, and graphics should be 300 pixels per inch.
In addition to being innovative and forward-thinking, the proposals ought to be feasible to build. As such, participants should aim for
an approximate cost of $3,000 Mexican pesos and 00/100 cents per m2 of construction (does not include the building of underground
infrastructure).
Proposals must meet the full scope of the project, as described in this document. Incomplete submissions that do not follow the
guidelines described in this document will be automatically disqualified.

ORAL PRESENTATION
Phase II of the Competition is not anonymous. In this phase, finalists will have the opportunity to present their proposals orally before
the Jury and an Advisory Committee made up of civil servants, specialists, and community representatives. The members of the
Committee will have a voice, but no vote, in the final evaluation process.
The location, date, and time of the oral presentation will be announced to participants during Phase II of the Competition.
During the oral presentation, participants will have 25 minutes to present their proposals. These presentations will be followed by a
question and answer session lasting no more than 25 minutes.
During the presentations, participants may use whatever resources they like to complement the submitted presentation boards,
including digital presentations, videos, animations, models, etc.
FINAL EVALUATION
The final evaluation sessions will take place behind closed doors. Those sessions will be limited to the members of the Jury, the
members of the Scientific Committee, the members of the Technical Coordination committee, and the members of the Advisory
Committee.
Advisory Committee members will have the right to a voice but no vote. The Jury will take into account their observations and comments
in casting its vote and selecting the first-, second-, and third-place winners.
Technical Coordination committee members and Scientific Committee members will attend the evaluation sessions as observers, in
order to ensure transparency and legitimacy in the process. They will not have the right to voice or vote.
The Jury’s deliberations will take place in private, without the Advisory Committee. Members of the Scientific Committee and members
of the Technical Coordination committee will participate in these activities as observers.
The jury will analyze and evaluate the proposals on the basis of the material submitted and the oral presentation. Its decision will be
announced publicly, and will not be subject to appeal.
It will be essential for Jury members to participate in each of the competition’s final evaluation meetings. Only in the event that a
member of the Jury encounters an insurmountable obstacle that makes it impossible for him or her to fulfill his or her commitment,
will he or she be replaced by an alternate chosen by the Scientific Committee and the Technical Coordination committee.
The Jury’s decisions will be made via majority vote. In the event of a tie, the President of the Jury will have a decisive vote.
The Jury will write a memorandum regarding each of the five finalist projects, explaining its comments and observations. The memo
will explain, among other things, the reasoning and arguments behind the selection of the winning proposal.
The Jury will have the power to eliminate any proposal that does not fulfill the competition requirements, or follow the instructions and
pre-established guidelines, from the competition.
The Jury will choose a single winner, as well as second and third place winners. It may also grant special recognition, such as honorable
mentions and other forms of recognition, to projects they consider exceptional.

CONTRACT ADJUDICATION
The contract to carry out Design Development and Construction Documents for the full Cuernavaca Railway Linear Park (SEDUVIDMH) will be signed together with the Mexican architect or firm acting as team representative, as long as he or she meets the legal
and administrative requirements of the contract.
Before signing the contract, the architect, urban designer, landscape architect, or team that wins the Competition must demonstrate
the technical and material ability, demonstrable via a portfolio of work that meets requirements that will be announced in due course,
as well as the infrastructure necessary, to carry out the design development and develop the construction documents for a project
of this size. If he or she does not, he or she will be asked to form a temporary partnership with a Mexican architect, urban designer,
landscape architect, or firm that has not participated in any phase of the Competition. The Mexican partner must have the technical
and material capacity—which will be demonstrated via a portfolio of work that meets requirements which will be shared at the
appropriate moment—as well as the infrastructure necessary to complete a design development and construction documents project
of this size. The Mexican collaborator will be required to meet legal, administrative, and tax requirements before finalizing the contract.
For this purpose, the parties will be asked to submit a copy of the temporary partnership agreement between the two parties. The
agreement will indicate acceptance that the Mexican architect, urban designer, landscape architect, or firm will be the party to enter
into a contract with the entity chosen by the Convening Committee. If the winner does not have a relationship with a Mexican architect,
urban designer, landscape architect, or firm with the required characteristics, the Technical Coordinator and the Scientific Committee
will recommend someone suitable.
The Technical Coordinator and the Scientific Committee will be in charge of confirming that the collaborating Mexican architect, urban
designer, landscape architect, or firm that has not participated in any phase of the Competition has the necessary technical and
material ability, demonstrable via a portfolio of work that meets requirements that will be announced in due course, as well as the
infrastructure necessary to carry out a design development and construction documents project of this size.
In the event that the architect, urban designer, landscape architect, or team that wins the Competition does not have tax residency
in Mexico, he or she will be asked to form a temporary partnership with a Mexican architect, urban designer, landscape architect, or
firm that has not participated in any phase of the Competition. The Mexican partner must have the technical and material capacity—
which may be demonstrated via a portfolio of work that meets requirements which will be shared at the appropriate moment—as
well as the infrastructure necessary to complete a design development and construction documents project of this size. The Mexican
collaborator will be required to meet legal and administrative requirements before entering into a contract.
For this purpose, the parties will be asked to submit a copy of the temporary partnership agreement between the two parties. The
agreement will indicate acceptance that the Mexican architect, urban designer, landscape architect, or firm will be the party to enter
into a contract with the entity chosen by the Convening Committee. If the winner does not have a relationship with a Mexican architect,

In the event that the winner does not have a partner in mind, the Technical Coordination committee and the Scientific Committee may
recommend a Mexican architect, urban designer, landscape architect, or firm that has the technical capacity, material capacity, and
infrastructure needed to carry a design development and construction documents project of this size.
If, for some reason, there is a significant obstacle to hiring the first-place winner, the contract will be assigned according to the order
of the prizes or recognitions issued by the Jury.
The Convening Committee commits to offering the winner a contract to direct architecture during construction. The scope of the
contract and compensation will be determined using fee rates from the CAM SAM and/or the Federation of Architecture Associations
in Mexico.

ADDITIONAL INFORMATION
This document contains the rules and is applicable to all aspects of the development and execution of the Competition of Ideas for
the Cuernavaca Railway Linear Park, starting from the date of its publication.
Any unforeseen situation not addressed in these Rules and in the Appendix will be analyzed and resolved by the members of the
Competition’s Technical Coordination committee and Scientific Committee. These modifications should be made known to participants,
as needed, through the available modes of communication.
Submitted materials should not be made available to the public, the press, or other media outlets prior to the official announcement
of the winner. Participants who violate this rule will be disqualified.
Participants will cede the right to disseminate, reproduce, and publish proposals to the Convening Committee. The Convening
Committee commits to ensuring that publication will always be accompanied by the names of the authors of each proposal.
The authors have and will maintain intellectual property rights over their projects.
Neither the Jury, the Convening Committee, nor the Technical Coordination committee of the Competition will assume any responsibility
for mail service conditions or electronic, technical, and natural-disaster related problems that may obstruct the receipt of documents
and proposals.
The conditions, programs, and scope of this Competition will be applied in an identical fashion to all participants, without regard to
nationality.
EXHIBITION OF PROJECTS
Following the official announcement of the winner, an exhibit will be organized. It will be free and open to the public.

Granadas Cooperative Operating Area (“SAC-G” by its Spanish acronym): The Granadas Cooperative Operating Area is a polygonal
area created by SEDUVI as a planning mechanism. It is used to ensure that projects, actions, and guidelines designed to improve the
urban environment in the Granadas Operating Area are coordinated.
Finalists: Teams chosen by the Jury who will move on to Phase II of the Competition.
Jury: Entity whose purpose is to evaluate the proposals presented by the participants and choose the winner of the competition.
Mexico City Government: The Mexico City Government is the group of political and administrative institutions that govern the
capital of Mexico, in accordance with the Political Constitution of the United States of Mexico, the Governing Charter of Mexico City,
and other applicable laws created by the Congress of the Nation and the Legislative Assembly of the Federal District.
Participant: A Mexican architect, urban designer, or landscape architect, or an international professional from one of these disciplines.
Participants must be accredited, with a professional ID recognized by the Department of Public Education (SEP by its Spanish acronym)
and/or its equivalent in the country where the participant completed his or her professional studies. The participant must be officially
registered in the Competition.
Participating Team: A group of people with a representative (required) who is a Mexican architect, urban designer, or landscape
architect, or an international professional from one of these disciplines with professional accreditation recognized by the Department
of Public Education (SEP by its Spanish acronym) and/or its equivalent in the country where the participant completed his or her
professional studies. The participant must be officially registered in the Competition.
Public Spaces Authority (“AEP” by its Spanish acronym): A decentralized entity within the Mexico City Government’s Department

of Housing and Urban Development (“SEDUVI” by its Spanish acronym). The Public Spaces Authority (AEP by its Spanish acronym)
is the strategy office behind strategic planning, design, and development of public space in Mexico City. The office coordinates and
implements projects and initiatives to create more attractive, vibrant, diverse, and inclusive urban environments, by way of innovative
processes that take advantage of communities’ knowledge, inspiration, and potential.
Schematic Design: The set of ideas presented by the participants, including location proposals, stages of construction, aspects
of function, study drawings, documents, and other media, as well as the basic explanation of how the requirements are met. The
Schematic Design is expressed through drawings, graphics, text, perspectives, and floor plans, among other tools.
Scientific Committee: Responsible for developing the rules and guidelines of the competition, and for supervising logistics and
implementation, and ensuring transparency over the course of the competition. The named president should be present at all stages
of the competition.
The committee will offer support in terms of alignment with the competition objectives, both to members of the Technical Coordination
committee, in offering answers to participants’ questions, and to the Evaluation Committee, during its activities over the course of both
phases.
Technical Coordinator: Responsible for competition logistics, execution, and process. The Technical Coordination committee will be
in charge of communication with participants, coordinators, committees, and the jury at every stage
Winning participant: The participant who is chosen as the first place winner by the Jury and who enters into a contract to carry out
Design Development and develop the Construction Documents for the Cuernavaca Railway Linear Park.
