Bazar and Opera
House are living in
constant fear post 13/7.
Apart from the worry that
there could be more causalities, their greater concern is
over the effect the blast will
have on their buildings,
which are in deteriorated,
dilapidated conditions. Occupants allege that civic
bodies are not bothered
about the lives of people living in dangerous conditions.
The buildings in question
belong to C and D wards of
Zaveri Bazar and Opera
House and are nearly 100

on the apathetic attitude of
Maharashtra Housing &
Area Development Authority (MHADA) and the Brihanmumbai
Municipal
Corporation.
Prashant Joshi, a resident
of V.P. Road and residing in
Narayan Building said, “We
have been living here from
more than 75 years, but
MHADA has not bothered to
undertake repairs. The
building repairing proposals
have been pending for a
long time. Bomb blasts and
heavy rainfalls only make
things worse. In fact, there
would be more causalities
after this, which would be
more
fatal
that
the
explosions.”
He added, “My family was
inside when the blast took
place. The sound had
shaken everyone in the
house. They all got scared as
the noise was unbearable.
The tables and TV sets too
shook under the impact.”
Sharad Petiwala, former

MHADA official arrested by ACB for attempting to bribe lottery winner

T
he Anti-Corruption Bureau (ACB) caught
Anil Sonawane, senior officer, MHADA,
red-handed while accepting a bribe of
Rs.10,000.
According to senior officials from the
ACB, Sonwane had demanded the said
amount from an applicant who had won a
flat in the 2010 MHADA lottery. “The applicant had approached us complaining that
a senior officer was delaying handing over
the flat won in the lottery, excusing it as
prolonged administrative policy,” said a
senior ACB official.
The citizen had won the flat in the 2010
housing body lottery in Malad. Following
this, MHADA had alerted the applicant
about the win, asking him to submit documents for verification.
“On 24th May 2010, MHADA had asked
me to be handover document proofs, thus I
had submitted the entire set of documents
to them. From the loan sanctioned by the
State Bank of Maharashtra, I even paid the
property amount,” said the applicant requesting anonymity. Post payment, the applicant received a letter from the housing

A
round 5,000 homes in Uran have
been targeted to be demolished for
violating naval safety norm. Mumbai
High Court has instructed the Raigad civic
body to carry out demolitions of villages
Kegao, Mhatavli, Bori, Pakhdi, Mora and
Bavhra which have been raised on Navy
safety zone.
According to senior district officials from
Raigad, based on survey number 569,
around thousands of acres now populated
were marked as safety-zones decades ago.
“The Navy had not undertaken and marked
the land under safety zone. Because of this
casual procedure by the force, even after
the construction of the compound walls
around the 5,000 homes including twofloored structures have sprouted in the
area,” said the district official.
After gauging the rising population
around naval zone in the area, Nagraj Seth
(Nagaradhyaksha, Uran) had filed a Public
Interest Litigation (PIL) in Mumbai High
Court in 2009. During the hearing of the
said litigation, district officials and Naval
administration submitted land demarcation documents which defined the reserved
safety zone of Navy to be prohibited from
any civil presence.
“The court then ruled that the Raigad
district authorities must immediately take
charge of the encroached safety zone and
clear it before December 31 and hand it to
the armed forces,” said the official.
The decision of demolition was given by
High Court senior judge Girish Godbole,
who also mentioned that during demolition authorities must use section 9 of the
demolition act. The section details about
the protection of traditional land of farmers from demolition and seizure.

aking a leaf out of the Slum Rehabilitation Scheme (SRS) of the
state government, koliwadas are
now demanding added FSI. According to senior representatives of koliwadas in the island city, a delegation
has approached Deputy Chief Minister Ajit Pawar demanding the
same. “It is true that they have demanded extra FSI for the redevelopment of their areas, but we will study
the CRZ III regulations carefully and
take the decision,” said Pawar.

Mumbai terror blasts and we don’t
care. This newspaper did its duty
in debunking that particular
rumour very firmly.
But we have no quarrel with the
little burst of poetic creativity that
it seems to have unleashed.
Among the better ones is this
offering from Roy Monteiro, a
member of Dimensions, which is a
body of Christian businessmen (oh
yes, they exist!) who have a very
nice newsletter for which this
poem was written. At least, it is
cheeky and amusing and it scans
beautifully!

Cops want the diamonds!
SO, what is new about the cops
wanting to hang onto evidence,
particularly if it comprises cash or
gold or narcotics or – in this case
– diamonds? Though it beats us
as to how they are going to help
them in the case, unless, like a

is a good thing to keep pictures
of your head of state looking
grim and serious. They are
bound to come in handy.
Look at our own Prime
Minister. How often do you see
him smile these days?
Mizoram. The second, our own
Satyapal Singh who was police
commissioner in Pune for a time,
had made his displeasure known
as well. On Friday the Maharashtra
High Court relieved him and
appointed J V Ramudu, a 1981
batch officer from Andhra
Pradesh, to do the job. Now he has
reportedly refused as well.
And the news is that Bihar and
Madhya Pradesh have been
considered as well, to little avail.
So, what’s the buzz? Why is it so
difficult to take charge? Maybe the
case should go back to the Gujarat
police so that everyone can be
found innocent, Ishrat and the three
others found guilty of being
terrorists, everything swept neatly
under the carpet, and Mr Modi and
his government can get back to the
really important stuff – making
Gujarat the real face of Shining India.

blasts were being rushed to hospitals – KEM, Saifee and JJ – there
were reports of the hospitals running out of blood bags, which created panic among the authorities.

doctors can help their Indian counterparts on how to create a stock of
medicines, which are imperative
Strengthening bond
The cooperation between
the BMC and the Israeli
authorities is improving.
Earlier this month, the
BMC had signed a MoU
with Israel agencies for
better management of
water. The BMC is the
first civic body in the
country to sign a MoU with an
international agency. While
speaking on this occasion,
Counsel General of Israel Orna
Sagiv said, “Besides, water
management, we are keen on
exploring other fields with
Indian agencies, including the
BMC, to help them with our
modern techniques.”

“At around 3.30 pm on Saturday, Usmani was called to
unit six of Mumbai’s crime
branch at Chembur,” revealed DCP (Crime) Nisar
Tamboli. After a while Usmani started feeling uncomfortable and was rushed to
Sion Hospital at around 5 pm.
“He was unconscious when
he was brought to the hospital and was in bad condition.
He was not breathing properly. The CT scan showed
brain haemorrhage. He was
suffering from high blood

handed over the sketch of a suspect to security agencies across the country. Investigators claim that the Opera
House suspect was seen roaming around in the blast area
for around two to three hours prior to the blast. The
sketch of the suspect has been handed over to 12 teams
investigating the blast along with the immigration authorities by the state Anti-Terrorist Squad (ATS).
Investigators zeroed in on the suspect after scanning
the CCTV images. An official stated, “The movements of
one particular person identified by the locals and also by
the diamond trading hub merchants has appeared suspicious and a sketch has been prepared and sent to the security agencies across the country but won’t be released
to the public so that investigations are not hampered.”
Maharashtra Anti-Terrorism Squad (ATS) Chief Rakesh
Maria added, “With the help of eyewitnesses and locals we
have tried to identify individuals in the images. One such
person has not been identified by the locals. We have prepared a sketch of this man. We have good leads with us."
At the same time, the police officials are focussing on
10-15 faces seen in the CCTV images retrieved from the
Zaveri Bazar blast site as the locals and the diamond
traders could not recognise them.
The state ATS teams have been hunting for clues in other
states like Gujarat, Madhya Pradesh, and Karnataka. However, an IPS official from Gujarat police claims that the ATS
has overlooked the threat mails sent by Indian Mujahideen
(IM) in the recent past. The official said, “An arrested IM
member held in connection with the Ahmedabad serial
blasts of 2008 could have provided leads to the team.”

from his residence in Govandi as a suspect in the
triple blasts that killed 19

said, “The CID will look into
the various angles and probabilities that resulted in
Faiz’s death.”

SMS feedback triples on CR

f one were to analyse the
number of SMSes received by the Central
Railway (CR) on its SMS
feedback number in June
2011 and compare it to past
statistics, the total of 2,514
would come across as worrying. In the month of May
2011, this figure stood at 782
and, in the same month last
year, the figure stood at 796.
The increase in the number of feedbacks received by
way of SMS is more than
three times. However, the administration maintains that
the figure is not perturbing.
With the SMS feedback number being extended to the entire CR network consisting of
Mumbai, Pune, Bhusawal,
Nagpur and Solapur since
June 2011, CR feels that an
increase in number of feedbacks was obvious, but at the
same time insists that a substantial part of it is positive.
Commenting on the development, A.K. Singh, Public
Relations Officer (CR) said,
“Surprisingly, we found only
5-7 complaints regarding
pantry car services, despite
increasing the scope of the
feedback facility to the entire
zone. Maximum complaints
continue to be for passenger
amenities like cleanliness of
the station and cover-over
sheds as well as extension of
platform, which is being
taken care of steadily. While
the feedbacks have gone up
drastically, it is noted that a
good part of them received is
also in appreciation for the

sketch, which was about to get
ready by Saturday evening, was actually provided by one of the terrorist lodged in an Indian jail.

was used by the 26/11 perpetrators
who were in constant touch with
their masters.

branch teams, who are
both investigating the
13/7 blasts, have visited
Uttar Pradesh, Madhya
Pradesh, Andra Pradesh,
Gujarat, Rajasthan, Karnataka, West Bengal, Delhi.
At the same time, the central
agencies are playing a major role in
assisting the police probe into the
case.
On the evening of July 13, four
blasts occurred in three different
areas of Mumbai. Two blasts took
place at Zaveri Bazar, one at Opera
House and another at Dadar.

have been alive. However, it
seems he was destined to die in
the bomb blast that occurred at
Opera House. A resident of Raja
Ramdev Complex in the RNP Park
area of Bhayandar (east), Das sustained serious injuries and was
admitted to Saifee Hospital in
Mumbai.
After battling for life for almost
three days, Das succumbed to in-
juries at about 2:30 am on Saturday. A gold artisan by profession,
Das operated from a small rented
workshop at Zaveri Bazaar where
he manufactured made-to-order
designer gold ornaments. As
there were no orders from local
jewellers, Das had not gone to his
workshop for the past 15 days. On
Wednesday, Das received a call
from one of his clients who
wanted to place an order and
fixed an appointment to meet
him near Opera House, the same
evening.
His ailing wife had requested
him to stay back home, but having remained unemployed for
more than a fortnight, Das decided otherwise and left home to
meet the client. The blast occurred when Das was busy finalising the order with the trader.
“The sole bread winner of the
family, he had migrated to Mumbai from a remote village-Uttarpara in Howrah (Kolkata)
nearly 20-years back and had
struggled hard to make a livelihood and marry off his four sisters,” a relative said adding that
he was a very soft spoken and
helpful person.
Das is survived by his aged
mother, ailing wife and a 14-yearold son.

n regards to the recent terror attacks, activists including

Foundation have requested
the state government to
tighten the still wide-open
sea route by unregulated
sand barges. As it is difficult
to know what route contraband would take, the activists say it’s prudent to
block unmonitored access to
city ports as it involves high
security risk of such unmonitored activity in the city.
“Replies to my applications under RTI have confirmed that the Director
General Shipping (DGS), the
Coast Guard and the Maharashtra Maritime Board
(MMB) do not license or
monitor sand barges. Until
recently, barges passed
through Mumbai harbour
without any license at all;
even today, they are licensed
only by rural tehsildars,” said

year junior college admissions to bifocal courses will
be out today at around 5 pm. Following the first merit list and admission process, there may be a
few seats up for grabs in top colleges, but those who have secured
90 per cent might turn out to be
lucky.

The project SEARCH that focuses
on promoting respect for nature’s resources, encouraging efforts to reduce one’s footprint and also
helping people understand the connection between lifestyle, consumption, waste and environment will
involve students and teachers across
170 schools in Hyderabad, Pune,
Chandigarh, Mumbai, Delhi, Bangalore and Dhaka.
Commenting on the launch, Ranjana Saikia Director EducatingYouth
for Sustainable Development, Project SEARCH said, “In Phase III of the
Project, we aim to meet the target of
sensitizing over 2,00,000 youth
about good waste management
practices and the virtues of the 4Rs
(refusing, reducing, reusing and recycling), making them key drivers in
the essential process of enhancing
environment protection knowledge
followed by positive action.”
The project, which has been implemented this month, will be on till
April 2012. It has started with 100
schools and now has around 170
schools participating in third phase
of this initiative.
Phase 1 project more than 20,000
students and teachers were indirectly benefited in 60 schools of
Delhi and Bangalore. In Phase II, the
project targeted 120000 students
across 100 schools.
Like Phase 1 and II, Phase III will
reach out to 30 schools in Mumbai
and will now be scaled up to reach
out to a total of 200,000 students and
teachers. It will also set up collection
centres in partner schools for the
collection of dry waste, recyclables
and post-consumer Tetra Pak cartons.

he flamingoes have not yet left
the city even though their
breeding season is nearing its end.
The Plant & Animals Welfare Society’s (PAWS) – Mumbai Wildlife
Rescue Team recently rescued a
three feet tall adult male flamingo
from a Green cover area opposite
to Pinnacle, Vasant Oscar, LBS
Marg, Mulund.
A local spotted the flamingo
trapped in a bush in a famished
state and called up PAWS to inform them about it.
“This was for the first time a
flamingo was rescued from the
bushes. Had it been delayed it
would have died due to starvation
or would have been killed by
dogs,” said Sunish Subramanian
of PAWS who rescued the birds.
The bird according to him must
have come looking for food in the
area. “Though the bird was scared
it was not injured, so we released
it back into the natural habitat in
Bhandup. The flamingoes after
their breeding season fly back to
Raan of Kutch during this time.
Though not many can be discov-

out of 230 seats are vacant. “Even
last year, the number of seats was
about the same, so we can’t predict
anything now. But, it looks like the
there won’t be a drop of more than
one per cent in the second list,”
commented Manju Nichani, Principal, KC College.
Generally, there are no third lists
for bifocal courses since the number
of seats is very less. The total number of seats for courses in the Commerce stream is 1,028 and in the
Science stream is 11,446. The general list will be out on July 22 by

fuel price hike

ACH time a fuel price hike is
announced, the price of milk, one
of the most essential articles, goes up.
Milk now costs Rs.29 a litre. It is certain that in a short time price of milk
will be Rs.30 a litre.
Despite desperate pleas from public and the transport operators, the
government has refused to roll back
prices of diesel and inflicted some
more burden on the consumers. It is
the consumer who pays more because all those connected with transport pass on the burden to him. It
would have been better perhaps if the
government had used some of the tax
paid by the people and subsidized essential articles like petrol and diesel.
There are allegations that the government is actually favouring oil
companies and that is one of the reasons why frequent oil price hikes are
taking place. The government has to
adopt a new strategy with regard to
fuel prices.
Cooking gas now costs as much as
Rs.400 and a large number of people
– lakhs of them – will find it difficult
to buy gas cylinders. It is likely this
gas will cost even more very soon.
A proposal is being considered to
give only four cylinders per year to a
consumer. If he wants more, he has to
pay Rs.800 per cylinder. The entire
fuel price situation must be considered anew. The government is promising inflation will come down by
December. This, however, is just one
more promise which the government
will not be able to keep.
The fuel price has a crucial bearing
on inflationary rate. There does not
seem to be any strategy for dealing
with the worsening situation.

HEY say even the worm turns. Well, it
looks like Manmohan Singh has finally
managed to locate some portion of his
spine. There are credible reports that Singh,
a good seven years after he was first nominated Prime Minister, has at long last tried to
assert himself. And thus salvage the prestige
and dignity of his high constitutional office
and, also, recover somewhat his own personal credibility.
The pre-reshuffle parleys, one has it on
good authority, this time round saw the exclusion of Ahmed Patel from the inner track.
The Prime Minister discussed various ministerial changes directly with Sonia Gandhi.
And managed to hold his own against her,
partly because she, unlike Patel, is herself not
well-versed in the intricacies of politicking.
And powerful lobbies and pressure groups
hitherto had no reason to tap her directly.
Though the Prime Minister himself was no
pro in these matters, he at least had the advantage of speaking from experience gained
over the last seven years. He had some idea
as to who would fit the bill as a minister and
who wouldn’t. And for the first time in his
long stint as prime minister he sought to assert his authority. Two cheers to him for that
courageous feat.
For, this can only be good for the government and, therefore, for the country. Of
course, it is too late in the day for the Prime
Minister to completely neutralize the parallel, and decidedly superior, centre of power,
at 10 Janpath. But there could be no doubt
that henceforth the voice of the intermediaries and middlemen who claimed to speak
for Sonia Gandhi would carry increasingly
less weight in the PMO.
In a way, the reshuffle could prove a turning point in the career of the Manmohan
Singh government insofar as the PM did
make a conscious effort to unshackle himself
from the controls clamped on him by the
party bosses right from the day he was first
sworn in as the prime minister way back in
May 2004. Restoring the authority and prerogatives of his constitutional office was long
overdue.
Hopefully, further evidence would be
available in the coming days and weeks to
convince the nation that Singh, and not
someone else, is not only the de jure but the
de facto prime minister as well. It hardly
needs mentioning that a major cause of the
dysfunctional government is the peculiar
system of diarchy which has virtually reduced the PM to a titular head while the real
authority is in the hands of Sonia Gandhi or
those who speak in her name and/or claim
proximity to her. This should end. The
sooner the better.
That there was palpable tension between
the PM and his nominator, Sonia Gandhi, all
through the reshuffle exercise, became
amply clear form his statement after the
swearing-in ceremony. He told newspersons
that this was the last reshuffle before the
2014 elections.
That statement was grossly under-analyzed by the political pundits. For it was pregnant with a clear message for the Congress
leadership and hinted at the acrimony that
had preceded what eventually turned out to
be an under-whelming reshuffle.
Otherwise, for the PM to rule out another
reshuffle of the ministry during the next
nearly three years that remain of his current
five-year term did not seem to make a political, and even practical, sense. Clearly, the
PM, most uncharacteristically, had to stand
up to the party bosses while finalizing personnel for ministry-making.
The mild-mannered Singh obviously had
no stomach for recriminations. He must
have found saying no to his benefactor
rather unpleasant. But the demands of the
high constitutional office demanded that he
reject politely but firmly several of her recommendations. Therefore, one gets the feeling that when the PM said that there would
be no more reshuffles till the next election in

2014, he was actually indicating his own pain
and frustration at having to defy the one person who alone had hand-picked him for the
prime minister’s post.
However, given the terrible public image
of the government, and the constant pressure from the few genuine well-wishers who
have been pressing him to act not only as the
PM but as the leader of the country, Singh
per force felt constrained to exercise his constitutional prerogative to have the last word
on the making of his ministerial team. He
was, therefore, perfectly correct in not treating every suggestion from Sonia Gandhi as a
command.
Apparently, the Congress boss wanted P.
Chidambaram dropped and Kapil Sibal divested of at least the temporary charge of
Telecom. The PM said no to both. However,
his desire to induct Montek Singh Ahluwalia,
derisively called ‘the son that Manmohan
Singh never had’ – as Finance Minister was
peremptorily shot down by Gandhi, according to the buzz in the ruling party circles.
Indeed, one would have got a further insight into the newly-minted ‘strong’ Manmohan Singh had the Mumbai blasts not
intervened. The PM had called a meeting of
the entire council of ministers in the evening
when the blasts shattered the nation.
Without doubt, he intended to use the
meeting to give his team a pep talk, impress
anger against the authorities, they always revert back to the normal normal. In other
words, they too have internalized the postblasts drill. But the Prime Minister failed to
grasp the grim message from the latest assault on Mumbai. Terrorists exploit political
differences. They get sustenance from leaders like Digvijay Singh. The vote-bank politics that goads the Congress general
secretary to visit the Batla House in Delhi
and Azamgarh in UP to identify himself with
the elements who harbor terrorists and/or
are sympathetic towards them undermines
the morale of the police even as it encourages the anti-nationals.
Therefore, there is no exaggerating the
need for presenting a united front against
terror. Instead of the Prime Minister, as per
the drill in such cases, flying to the blast site
with the Congress boss, Sonia Gandhi, he
missed an opportunity to break fresh
ground. And to send out a strong signal that
despite the aberration of a Digvijay Singh the
entire political class was united in extinguishing the terrorist challenge.
Soon after he received the news about the
blasts, the PM should have reached out to
every significant opposition leader and invited them to accompany him to Mumbai.
Taking L.K. Advani, Mayawati, Mulayam
Singh, Sharad Yadav, and of course, Sonia
Gandhi too on the same plane to Mumbai
would have sent out a far more potent message to the terrorists and their masters in
Pakistan than any pro forma assertion about
the government’s determination to fight terror. Without political determination and
unity, terrorism will continue to menace
Indians.

A set pattern response
A CLEAR pattern has emerged after each terror strike in Mumbai. The Maharashtra Chief
Minister appeals for calm and visits various
hospitals where he is booed by the people.
The Union Home Minister makes a bland
statement of casualties and provides pro
forma information regarding the movement
of various Central and State police and paramilitary forces that had been rushed to the
blast sites. Sonia Gandhi and the Prime Minister, in that order, condemn the attack. And
leaders of various opposition parties condole
the loss of human life and criticise the Government for laxity in controlling the menace.
As for the media, well, numerous TV channels rush their barely adult reporters to provide a breathless on-the-spot commentary
and ‘Breaking News’ without actually enlightening the viewer in any which way. And
the newspapers, within a day or two of the
blasts, begin to rave about the so-called
Mumbai spirit and how the metropolis always gets back on its feet, and up and running, as if nothing really had happened.
If you saw the same pattern after Wednesday evening’s blasts, you saw it right. For, if
the terrorists are determined to carry out
their dastardly attacks at regular intervals,
everyone in authority and out of it is equally
determined to act out the above-mentioned
roles before relapsing into doing nothing.
This has been the routine since the blasts
first tormented Mumbai in the early 90s.
Since then, Mumbaikars can boast that they
have become veterans of many such deadly
blasts and, after wreaking their momentarily

Or his real intention was to defend the
Government by claiming that ninety-nine
per cent attacks were actually foiled. In that
case, shouldn’t he reveal the terrorist plots
that had been ‘actually’ nipped in the bud.
In America, it is not that the terrorists have
not tried to attack after the 9/11 assault. No.
The authorities have been on their feet 24x7
and each and every plot to blow up planes or
bridges or famous malls and railway networks was revealed to the public and the
conspirators plotting these attacks were actually arrested and their names again made
public. So, will Rahul Gandhi be good
enough to list the ninety-nine per cent attacks foiled by the Government? The aam
aadmi can easily list the one per cent attacks
that he had suffered during the last seven
years of the UPA.
The winged Gadkari
BJP President Nitin Gadkari seems to have
been bitten by the foreign bug. The number
of times he has gone abroad since he took
over as party chief in December 2009 is staggering. His predecessor, on the other hand,
did not really care for foreign jaunts.
Some of the countries Gadkari has visited in
the short stint as the BJP chief include China,
Israel, Germany, Russia, etc. Of course, a reason can always be found for these visits. You
go to Israel to study drip irrigation, to Russia
clean drinking water, Europe renewable energy, and so on and so forth. Soon Gadkari
and Co. will be headed for the UK, at the invitation of a BJP-friendly group. However, to
be fair, more than Gadkari one suspects that
the people around him could be cadging invitations so that they can see the world as
part of the BJP chief’s entourage.

blast. Another blame game, another ‘high vigil’. Another futile assurance that ‘this’ will not be
allowed to happen again. The sequence of events after every terror
attack on Mumbai – which have
now become monotonously and
frighteningly routine – has become
like a well-rehearsed play and eminently predictable. Mumbaikars
weep for their city; the politicians
shed voluminous crocodile tears.
After the latest series of bomb
blasts, Mumbaikars are once again
angrily asking why this could not
have been anticipated and prevented. Intelligence failure is the
common scapegoat, but this is a
facile assumption.
As elsewhere in the country, the
Mumbai police are decidedly predictable and unimaginative while
setting their priorities. They go
roughly
in
this
order:
collecting hafta, providing ‘security’
to politicians andVIPs; and catching
common criminals. Interrogating
suspected sources for terrorist links
enters their consciousness only after
the event; and peters out soon after.

Chief Minister, Prithviraj Chavan,
after the Mumbai bomb blast that
it was a mistake on the part of Congress party to give home portfolio
to the Nationalist Congress Party
(NCP) R.R. Patil is true in some

no ruling party in any state or at the
center gives important and sensitive portfolio like Home affairs to
its alliance partner. Looking at the
track record of state home minister,
R.R. Patil, dismissal is his key word.

Bombay Docks explosion of April

carrying gold ingots and some inflammable material meant for the
war efforts of the Allied Forces during the WWII times. The explosion
was so great that a number of gold
pieces were blown up into the air as

protocol in place as to how to conduct ourselves in their aftermath of

ought to stay away from the scene of
the crime as their visits are said to
be mere morale boosters, a show of

achieve is waste police time on security duty when they should be
spreading out and listening to their
informants to unravel the mystery
behind the blasts. It is not only the
Special Protection Group (SPG) that
protects our itinerant leaders but
the local police too are deployed in
the outer rings, wasting manpower

il companies or government- who is running our
country? The expenditure is
increasing and living standard is
on a decline. Unfortunately it is
entirely opposite of what it promises Finance Minister says that the
government, with its policies,
wants to reduce cost of living and
increase the living standard of
people. Then why is there such
steep hike in prices of petrol,
diesel and cooking gas? Petroleum
Minister Jaipal Reddy says that he
is caught between economics and
popularity. According to him the
reason behind increase in fuel
price is the increase in crude oil
price in international market,
which is actually not true.
It is important to note here that
petrol has been deregulated by
government. The price of petrol
depends upon the cost of crude oil
in international market. Kerosene,
kitchen gas has nothing to do with
international market. Certainly,
this evokes a question, why did
government take such initiatives?
Moreover, government has been
trying to beat around the bush.
Obtrusively the government has
been reiterating that the oil com-
panies are incurring huge losses.
The rate of inflation in the month
of May was around 9 per cent.
With increase in diesel price, the
price of all other commodities also
increased. It would not be surprising even if the inflation rate will
rise up to 10 per cent.
Amidst this our Prime Minister
talks to editors of five newspapers
of his own choice. He appraised
them that till March 2012 the price
rise will be under control. But this
had certain conditions, it will be
controlled only when there will be
stability in international market
delusion that people are daft. What
is the intent behind such statements? Apparently, government
has become callous towards the
concern of common masses. Its
priority is to provide favours to private companies, big industrialists
and corporate honchos.
It is important to reckon here
that when petrol prices were increased, the price of crude oil in
international market was 112 dollar per gallon. Today the price is 90
dollar per gallon. Unfortunately
this had no effect on prices at
home. Does our government pur-

The elections in five states came
to an end and UPA government increased the prices of petrol and
diesel. According to government,
oil companies are incurring big
losses. Just after this why did
Pranab Mukherjee appeal to the
state government to lower the tax?
The prices were even lowered in
two states ruled by Congress. Perhaps the political parties were in
chase oil the way we purchase vegetable for our home? Does India
purchase crude oil from international market at every day price?
We purchase crude oil from international market, brings it in our
country after processing in refineries, then it is loaded in trucks
and goes through the checkingprocess before reaching petrol
pumps. This entire process is of
75 days.
Communal harmony is not impossible

ndia has been subjected to communal violence right from the
first post partition riots of 1961 in
Jabalpur. Later, one saw the intensification of this violence in the
decade of 1980, from which, it has
become a major issue disrupting
peace and amity amongst religious
communities. The most disturbing
of these were the Anti-Sikh Pogrom
of 1984 (Delhi) Anti- Muslim carnage of 1992-93 (Mumbai in particular) and 2002 (Gujarat). Anti
Christian violence surfaced with
these sporadic acts and worsened,
the burning alive of Pastor Graham
Stains (1999) and Kandhmal violence of 2008 being the horrific example of this.
With this concern, the UPA introduced a Bill to strengthen legal
mechanisms to deal with the vio-
lence. Somehow the bill as drafted
earlier turned out to be ‘a remedy
worse than the disease’. Though
this Bill is already in Rajya Sabha
the human rights activists and representatives from affected minority
protested
and
communities
pointed out the fallacies of the Bill.
In a response to their anguish UPA
II alloted the task of drafting the bill
to the National Advisory Committee. Two of whose members (Farah
Naqvi and Harsh Mander) convened the Advisory Group with social activists to prepare a draft.
After a period of one and a half
years the draft is in the final stage
May 2011), and has been displayed
on its websites and is awaiting the
final touch up before being submitted to the government. A study
of this draft reveals that for the first
time a significant step in communal violence control has been un-
dertaken in a most serious way.
This Bill covers most of the points
which lead to violence, add to sustaining it, and later lead to denial of
justice. As such the most neglected
areas of violence against women,
the area of rehabilitation and reparation also get a prominent and adequate recommendation from
this Bill.
One concedes that some rough
edges of the Bill need smoothening, but overall it is a landmark step
in trying to create an institutional
mechanism to boost national integration and communal harmony.
Notwithstanding that, the BJP leadership, Arun Jaitley, and a section of
media has already started to oppose the Bill and is propagating
that the Bill just talks of violence
against Minorities (that is Muslims
and Christians) and ignores the violence against the majority community. Nothing can be farther
from truth.
The data of the last six decades is
very revealing. In 1991, it was estimated that while the percentage of
Muslim minorities is 12.4 in the
population and 80 per cent
amongst the riot victims were Muslims. The latest data reveals that
Muslims constitute 90 per cent of
the victims of violence. The antiChristian violence figures speak for
themselves, where one notices that
not only has sporadic violence
been on the rise, but there are also
concerted acts of violence.
If the price is increase three days
earlier then it must reflect after 75
days. Why is the govt in a hurry?
The govt must show its agreement
with oil companies. It is noticeable
that till the price of crude oil is 90
dollar per gallon, it would not affect our economy. The reason behind is future trading. The gang of
future traders actually buy papers
and when time comes they sell papers. Due to speculation in future
trade the price has gone up to 140
dollar per gallon. The price of oil
takes a spur when there is increase
in consumption. For around 200
years the price of oil was below 40
dollar per gallon. The reason is not
increase in consumption but futures trade. Since the time the industrialist of America got involved
in future trade, the market of petroleum has been under their
sway.
Let us estimate the actual price
of petrol. The time when price was
increased in our country, international market price was 112 dollar
per barrel. This means Rs.5085.
One barrel equals to 158.76 litres.
That means price of crude oil is 32
rupees per litre. According to oil
companies, the refinery of crude
oil costs 52 paise per litre. If capital
cost of refinery is added then Rupees 6 will be added to oil price.
Besides this transport expenditure
would be maximum Rs.6 and commission of dealers Rs.1.05 rupees
per litre. If all these are added then
price of one litre petrol will be
Rs.45.57. But in Delhi it is Rs 63.4,
in Mumbai 68.3, whereas in Bengaluru petrol is sold at the rate of
Rs.71 per litre.

foreign secretary
has ended a race
for the prestigious
job, much of
which was played
out beyond the
public gaze.
Mathai has been serving as India’s
ambassador to France since
January 2007 and had to contend
with the claims of Hardeep Puri,
Ambassador to the UN and Sharat
Sabharwal, High Commissioner to
Pakistan, among other notables.
Though the current incumbent
and US ambassador- Nirupama
Rao will move to Washington DC
only next month, Mathai may not
have much time to learn the
complexities of his new job. In fact,
he may find his plate full already.
Obviously dealing with neighbours
is going to consume much of his
attention, the uneasy relations with
Pakistan, the constantly evolving
situation in Afghanistan, China
and Nepal.
Before his appointment, it was
pointed out by some that Mathai’s
lack of experience in our
immediate neighbourhood would
be a detriment. Obviously, the
government does not think so and
once again the iron law of seniority
has worked its magic.

Politics in Purnia

he opposition leaders in Purnia
by-elections proved that they
are not going to learn from their
mistakes. The pride of Lalu Prasad
Yadav and Ramvilas Paswan might
push them to the wall in coming
times, it seems their only aim is to
fight among themselves. Kiran Kesari’s victory proved once again
that NDA is on the roll.
However it seems the opposition
is not ready to learn any lesson despite their overwhelming defeat.
Since the opposition in Purnia is
caught in its own web, this paved a
way for Kesari’s victory.
In Purnia there was a need of
strong opposition. Just then Lalu
Prasad gave his support to CPI(M).
But earlier it was decided that
whosoever wins will get RJD’s and
LJP’s support. Even LJP gave its
support to Congress. It was seen
that instead of fighting with BJP,
Congress and CPI(M) were fighting
amongst themselves for the second
position.
On behalf of NDA, Nitish Kumar
and Sushil Modi went to Purnia
which proves that NDA is serious
about its political challenge in
Bihar while the RJD and LJP are reiterating their old lines.

Fear and caution in the age of

not surprising that both netas and
officials are playing it safe. The P.J.
Thomas affair has cast a long
shadow over the selection of his
successor, which has been
delayed. Clearly, the government

moving carefully.

secretary Siddhartha Behura for
his alleged involvement in the 2G
scam too seems to have had a
debilitating and paralyzing effect
on the upper

babudom.

everywhere, clearly babus are
scared to handle files or take
decisions, fearing anything they do
may backfire on them. Naturally
with everyone playing safe, nothing
is moving in sarkar. Unfortunately,

to put off as far as possible. The
word now is that many senior
babus are hoping that the Supreme
Court will intervene and define the
so-far rather arbitrary nature of the
relationship between babus and

Global Cues To Influence
Indian Markets
he Indian markets have been extremely volatile, over
the past few weeks amidst contradicting developments
on the domestic front. Our own set of troubles including the rising inflation, declining liquidity and disappointing
IIP numbers, on one side contrasted with the increased FII
inflows and some better than expected corporate numbers
on the positives, have seen a roller coaster effect on the
markets. Yet, in this regard the trend is expected to
smoothen out, with no major push or pull on either side.
Simply put, the markets are likely to remain range bound.
However, the global picture is disturbing and could create
a purely sentiment driven, downward bias. Already, Europe
also seems to be facing some more rough weather. In fact,
the European Banking Authority (EBA), in a report carried
out on the health check of 90 European banks, reveals a
disturbing trend. It states that 8 European banks have failed
its stress tests designed to ensure they can withstand
another financial crisis and another 16 banks are in the
danger zone.
Then there is the US economy that could be getting into
further trouble. Its economy could plunge into a new recession as the massive daily spending of the government could
grind to a partial halt, in event that it fails to raise the ceiling
on its national debt by Aug. 2.
US media reports suggest, “If Congress doesn't give the
Treasury authority to borrow, beyond its current $14.3 trillion limit; there would be an immediate cut of 40 to 45 percent in government spending. That cutback would equal
about $1.5 trillion at an annual rate, or 10 percent of
America's gross domestic product. So a recession, or
decline in GDP, is not far-fetched if such an impasse were to
persist.”
The spending contraction, economists say could have
swift and severe consequences and would send the economy back into recession.” So one will have to wait and watch
the battle between the US Democrats and Republicans,
both of who, have opposing views on the issue.
Already, Standard & Poors as also Moody's rating agency
are downbeat in their assessment of the US economy. As
such, if another financial crisis unfolds there, than global
stock markets are in trouble, deep trouble…. In such a situation, it is unlikely that Indian markets could remain unaffected by the undercurrents of global turbulence.

MARUTI'S MANESAR PLANT
WORKERS BOYCOTT UNION
ELECTION
In a clear sign of lingering tension with the
management, workers at Maruti Suzuki
India's Manesar plant have boycotted the
union election of the company held saying
they will go ahead to form their own body.
The workers, who had gone on a 13-daylong strike on June 4 under the aegis of
Maruti Suzuki Employees Union (MSEU)
demanding recognition of their association,
said they will not recognise the outcome of
the "management stage-managed" poll of
Maruti Udyog Kamgar Union (MUKU).
MUKU is the sole recognised union of the
company and is dominated by workers at
the Gurgaon plant. "Three candidates have
been put up by the management from the
Manesar plant. There are arrangements for
the poll but none of our members are taking part in it," Maruti Suzuki Employees
Union (MSEU) General Secretary Shiv
Kumar said.
He said instead, MSEU will go ahead with
its plans to form the union for which it has
filed application to the Haryana government's labour department. "The verification
process for MSEU is on and once that is
complete, we hope to get our union number
soon," Kumar added. When contacted a
company spokesperson said: "The elections
are an internal matter of the union. Maruti
Suzuki management is only providing
administrative support to the election
process".
GOVT LIFTS BAN ON WHEAT
EXPORTS: PAWAR
The government has decided to lift the over
four-year-old ban on wheat exports, even as
shipment of the grain is not viable at current global prices.
The government had banned wheat
exports since early 2007 to boost domestic
supply and contain inflation. "Yes, there is
no ban. Wheat exports are allowed,"
Agriculture Minister Sharad Pawar told
reporters on the sidelines of an ICAR function. The government has not announced
the quantity of wheat allowed for exports as
global prices are very low, he said.
Recently, Finance Minister Pranab
Mukherjee headed Empowered Group of
Ministers (EGoM) on Food, in which Pawar
is also a member, had given in-principal
approval to lift the ban on wheat exports in
the wake of overflowing stocks.
At present, the government godowns
have bulging wheat stock of 37.8 million
tonnes (MT) in view of bumper output.
Expressing doubts on viablity of wheat
exports, Pawar said: "I don't think there will
be any response. The issue is whether we
will be able to sell in the global market at
such low international prices".
In light of excess stock and infeasibility of
exports, the minister expressed concern
over storage problem that could arise for
the new crop to be harvested in 2011-12.
"We have stocks much more than the country's requirement. So, my real worry is when
paddy procurement starts in Andhra
Pradesh and Punjab," he noted.
Wheat stored in Andhra Pradesh and
Punjab cannot be moved to the central
India due to paucity of space.
Although Agriculture Ministry is yet to
announce the final production estimate,
sources said that the country's total wheat
output has touched a record 86 MT in the
2010-11 crop year (July-June) as against
80.80 MT in the previous year.

What prompted you to become entrepreneur at 50?
We had created value for Thomas Cook for
many years when I joined the worldwide
board of Thomas Cook. At that time, the
Indian operations of the company were relatively small. In the 8-9 years, I was there; we
managed to create a global scale company
with multiple businesses and a very large
turnover as also an outstanding record of
profitability. Being enticed by all of these, the
group owners decided to sell the company,
against our advice. We told the group that
you will have to come back and operate in
India again, as it is the fastest growing market and will be the largest market in future. I
also offered to buy the company ... We bid for
the company and as everybody knows we lost
the bid to the ruling family of Dubai. At that
point, I decided if we can create value for others why shouldn’t we create value for ourselves.
That’s when we went to East India Hotels
(EIH) owned by the Oberoi group with a proposal of part ownership, and the rest is history. The first successful venture prompted me
to take more risks. I started an internet and
mobile commerce based company called
VIA.com with four other partners. Then came
the third Youth and Adventure Company
which is a joint venture. I also own some
equity stake in a Travel and financial software
company called ‘Akshaya Software’ and some
stake in a travel television company called
“Explore TV’.
When you took over Mercury travels in
2006 it was at number seven position.
You promised to take it into the top five
travel companies in India within three
years. Could you keep that promise?
We are at that spot right now. We are probably at number five. We are quite happy that
what we have set to achieve at least we are
on right path. And from here, we can further
go upwards. We are very well respected not
only in the general travel domain, as a fullline Service Company, but also get respected
for our very high level of quality service. We
are number one in the service quality offered
to our customer and that is evident from the
very high end customers that we cater to.
What are the verticals that Mercury
Travel operates in?
As I told you, we are a full line-Service company. We not only provide corporate travel, we
also do Holidays both, domestic as well as
international and we are an authorized
dealer in foreign exchange. We also do
emergency services to provide assistance to travellers, plus we also provide
travel insurance. We try and provide
every thing for the customer.
Corporate travel and foreign
exchange brings in volumes in the
business. The other businesses
which are individually not as big
as these two, as far as volumes
are concerned but they are
slightly better on the side of
profitability.
What are the current sales
and revenue figures at
Mercury?
All my ventures are individually profitable. The sales are about a quarter of
a billion dollar every year. But in our
industry sales is not equal to revenue

The travel and tourism industry is the lead
indicator industry. Whatever is going to happen
to the rest of the economy is first portrayed by
the travel and tourism industry. If the entire
economy is going to do well the first indicator

few years?
We took this company from 7 branches in the
world to 22 owned branches till today. We
have added London and Buenos Aires offices
on the international side. We have made
huge investments in technology in the last
few years. The focus in coming days would be
on technology for better and better service
quality. I am investing in some of the state of
the art software for our back office operations and front office operations as well.

at Rs 5000 and Rs 6000 in the international

the best part of tourism industry. We will see
short term effects, but we will not see any
long term effects.

What are the challenges faced by travel
industry?
At a global level, the industry is not growing
as dramatically as it is growing in the Asia
sector. China India and BRIC countries are
leading the high growth numbers in the travel
and tourism industry. Fortunately, for all of
us, India is in the centre of all these things.
The Indian travel tourism market is growing at
a double digit pace. In fact some of the airline majors have ordered as many as 400 aircrafts which is an indicator of the way things
are likely to move in the coming months and
years.
However, unforeseen events like floods,
volcanic ash, and earthquakes have started
to worry the industry because the frequency
of such occurrences in various parts of the
world has increased our fears.

What could be the trend in coming
years? In which segment do you see
growth?
The outbound travel number has grown to 15
million travellers per year, but at the domestic level that number is close to 600 million.
On the domestic front the big segment is religious tourism. At an international level, shorthaul journeys are much larger than long haul
destinations. So Dubai, Singapore Thailand,
Malaysia, Sri Lanka are very popular destinations in comparison with Latin America,
Canada etc.
I see the domestic travel segment growing
by of 8-9 percent per annum and international by 12 percent per annum. A lot more people will travel as the economy grows and
there is more disposable income with people
and as aspiration levels go up. The new India
that is emerging is more adventurous and
wants to experience and explore the world
and they will have means to fulfil their wishes. I also foresee lot many travellers travelling to India in coming years.

trong rumours towards the end of
week are around that the regulatory
authority, Securities & Exchange
Board of India (SEBI) is revising the
entry load reversal, albeit if not directly but
through an alternate route. SEBI has
appointed a mutual fund advisory committee which apparently is contemplating the
possibility of making fund houses pay the
expenses including, that of brokerage fees
to the mutual fund distributors from their
own pockets.
The reports have not been confirmed but
the news has certainly spread like a wild
fire sending mutual fund brokers a reason
to cheer over the past weekend. As per the
unconfirmed reports, the regulator might
make the fund houses to pay for the securities transaction tax also that is being
passed on to the investors.
It may be recalled that the entry load, a
charge from the investors, was being
passed on the distributors as the brokerage
amount in 2008. However, the regulator
had banned entry load and hence, the brokerage to distributors. Since then, the
mutual funds have been witnessing a slowdown and many fund houses have been
finding it difficult to work without the distribution model which otherwise would be
very costlier business.
Some of the fund houses have been trying hard to convince the regulator to bring
back entry load to which SEBI has not paid
heed to. If the reports are to be believed,
now the committee is considering a proposal according to which, fund houses
would pay to distributors from expense
ratio that goes towards money management fees, custodial charges, marketing
fees, etc.
Principal MF revises exit load structure
under Principal Income Fund - Short
Term Plan
Principal Mutual Fund has decided to revise
the exit load structure under Principal
Income Fund – Short Term Plan, an open
ended income fund. Accordingly, an exit load
of 0.25% will be charged if the units are
redeemed or switched out within 15 days
from the date of allotment. The revised structure will be effective from 15th July 2011.The
investment objective of the scheme is to generate regular income and capital appreciation / accretion through investment in debt
instruments and related securities besides

Taurus Mutual Fund has announced a revision in exit load structure under Taurus Nifty

exit load of 0.5% will be charged if the units
are redeemed or switched out within 7 days
from the date of allotment. The new structure
will be effective from 14th July 2011. The

REVIEW OF THE
PREVIOUS DAY:
The Nifty fell marginally on Friday
(July 15, 2011) a net 18.70 points
(0.33%) and closed at the 5581
point level. The market opened up
at the 5602 points level. It then
rose further and registered the
day’s high at the 5631 points level
at 9.30 a.m. It then declined
sharply into the red and registered
the day’s low at the 5562 points
level at 10.33 a.m. It then turned
into a range bound movement until
closing at the day. Sentiment was
bearish and amongst the 50 Nifty
stocks, 32 were losers, 17 were
gainers, while 1 remained unchnaged. Buying was witnessed in IT,
power, technology and capital
goods, while selling was witnessed
in metal, auto, realty, FMCG, and
banking stocks.
Technical Analysis:
Volume:
Volume (Qty shares) decreased
25.11%. This change is substantial
and indicates a less than full participation by investors.
Market Breadth:
Overall Market Breadth on the NSE
was negative. Amongst all the traded stocks, 607 were gainers, 791
were losers and 67 remained
unchanged.
Slow Stochastic Indicator:
The Slow Stochastic Oscillator has
declined in the neutral zone.
The Slow K line in the Stochastic
Oscillator is below the slow D line
(negative if it continues).
RSI Indicator:
The RSI is above the 40 level but is
now declining (negative if it continues).
MACD Indicator:
The MACD is above zero but is
declining (negative if it continues). It
is above its 9-day Average (positive).
OUTLOOK FOR TODAY:
On Japanese candlestick patterns the index has formed a
second consecutive doji pattern. This indicates that the
indecisiveness amongst
investors continues. The next
candle formation will confirm
whether the bias is towards
the buy or sell side of the market. However, the index has
taken support and is at the 5
days moving average. Further,
the 15 and 25 days moving
averages are rising. Both
these indicate a positive bias.
However, the index is below
the 15 and 200 days moving
average. Further, the 5 days
moving average is below the
15 days moving average.
Moreover, the velocity parameters continue to display weakness. All these indicate a negative bias and the possibility
of a further decline unfolding.
Investors are advised to adopt
a wait and watch policy for a
day or two until a clearer signal emerges.

SHAREKHAN CALLS A ‘BUY’ ON BHARAT
ELECTRONICS
CMP: Rs. 1704 Target Rs. 2100
The audited results of Bharat Electronics Ltd (BEL) for FY2011 show a
significant jump in cash & cash equivalents to Rs 6,519 crore compared
with Rs 3,578.4 crore as on March 2010. The spike in cash reserves
was driven by a jump in the current liabilities during the year which is
intriguing for us. This has led to free cash of Rs815 per share on the
books, which is close to 50% of the prevailing valuation.
Strong order book: At the end of March 2011, BEL had a strong order
book of Rs23,600 crore, more than double its FY2010 order book.
However, the order execution period is now longer. BEL has an export
order book of about $66.36 million which includes an offset order book
of $42.28 million. The strong order book at 4x FY2011 gross sales gives
strong visibility for the next few years. The company’s management has
set a revenue target of Rs 6,200 crore for FY2012.
Gaining strength through tie-ups: The company is also actively signing
memoranda of understanding (MoUs) with global defence equipment
manufacturers which will strengthen its presence in the defence and
surveillance market. BEL has entered into an MoU with Sagem, France
in the field of land navigation and artillery pointing application.
Q1FY2012 earnings preview: The first quarter is the slowest quarter in
terms of revenues for Bharat Electronics Ltd (BEL) as in this quarter the
government finalises its capital expenditure (capex) plan for the whole
year. For Q1FY2012 we expect the company to report revenues of
Rs1,078.5 crore, showing a growth of 18.1% on a year-on-year (Y-o-Y)
basis. The company had started the new fiscal with a strong order book
of Rs 23,600 crore which may aid its growth in the first quarter. The
EBITDA margin for the quarter is expected to improve by 60 basis points
year on year (YoY) to 9.5%. The net profit for the quarter is expected to
grow by 12.6% to Rs91.7 crore.
Valuation: BEL is one of the best plays on the defence capex space.
With the increase in the defence budget and the focus on modernisation of the defence technology, BEL is best placed to take a sizeable pie
of the defence spend. With its partnerships with leading defence original equipment manufacturers, the company is well placed to benefit
from the offset clause. It has a strong order book which provides growth
visibility. Moreover, it has huge cash reserve of Rs6,519 crore which
translates into cash per share of Rs 815. Given the recent correction in
the stock price, the company’s strong business positioning and healthy
cash reserves, we are upgrading the stock to Buy with a target price of
Rs 2,100. However, kindly note that BEL’s quarterly performance is quite
volatile and Q1 is a seasonally lean quarter for the company.

The US FDA has approved Dr Reddy’s ANDA application on Fondaparinux
after 27 months post acceptance for priority review in May 2009 (under
GIVE initiative). Dr Reddy’s has partnership with Alchemia, Australia for
its patented technology in the synthesis of carbohydrate-based drugs.
Fondaparinux was patented by GSK with its brand Arixtra in the US.
Arixtra prevents DVT in patient with orthopedic surgery: Generic
Arixtra/Fondaparinux is a synthetic heparin and used as blood thinning
agent to prevent deep vein thrombosis (DVT) and pulmonary embolism.
The drug is hospital based injectable and administered subcutaneous.
Synthesis based carbohydrate-based drugs to be high entry barriers:
With traditional difficulties of synthesis and the potential versatility of
carbohydrates as scaffolds for drugs, Fondaparinux has unusually high
entry barrier for generic competition. The process is so complicated that
Arixtra was launched in 2002 post expiry of its patented period and
given five years data exclusivity till 2006. Alchemia, with its leadership
technology, has achieved low-cost synthetic heparin. With no visibility of
next ANDA and no facilities of priority review, we expect duopoly of GSK
and Dr Reddy’s in Fondaparinux till 2014.
Valuation: Maintain Accumulate with a target price at INR1,854: With
GSK’s reported US sales of USD274mn (in 2010) and USD283mn (in
trailing 12 months) in Fondaparinux, we expect minimum price erosion

Income Tax Law, if your income is below taxable
limit. However, you must ensure that the taxable
income before claiming deduction should not
exceed the taxable limits. The Bank Manager is
not within his rights if he does not accept your

I had filed my return for the last financial

Under the Indian Income Tax Act, 1961 there is
no restriction or limit for revising the return of
income. Only limit laid down is a period of 2
years from the end of a financial year. Hence,
within this period of 2 years you can revise your
return of income several times.

housing loan from ICICI Bank for Rs. 48
lakh. The balance duration of the loan
is 24 years now, due to the hike in the

pursue an effective nuclear programme.

expressed that energy growth in India is
linked to the GDP growth. The country
needs adequate energy to sustain the
growth. Every country has its own options
and resources it can garner. India needs to
examine all such options. However, in the
case of nuclear energy, the overriding issue

General of the Federal Republic of
Germany, informed that Germany plans to
gradually phase out all 9 nuclear plants in
operation at present by the year 2022.
Germany will concentrate on doubling their
share of renewable energy in the next ten
years from 17% to 35%.
No doubt this transformation will be a
great challenge for the nation and its
economy, Mr Forster added.

India Association of Industries and Vice
Chairman, World Trade Centre Mumbai
expressed that India needs clean energy to
sustain the momentum of its economic
growth. He also pointed out that the 11th
Plan is able to meet only about 50% of the
country’s energy requirement which clearly
underlines the importance of nuclear
energy. Energy, particularly clean and
uninterrupted supply of energy is
prerequisite for accelerating the country’s
economic growth. India aims to grow at 1012 percent in the near future.

What
took you so long to come back to
the small screen?
Rendezvous was on air till 2007. It had been
on for ten years, so I needed a break. I also
felt it was time to move on from the
Rendezvous style and invent a new kind of a
show. So it took me a year and a half to
create the new format. It started off as a
blank sheet and slowly I filled in all the
elements of the segments. I created the set
also myself on Photoshop. So all these things
took time. I think the reason people don't
come out with new shows in India is because
it takes a lot of time to create an original
format. It’s so much easier to clone or
copy (!), and I hate to do that!
What do you look for in a guest ?
Since this show is about presenting 'India's
Most Desirable' - my guests have to have the
whole package of eligibility, glamour, talent,
life-style, beauty and everything that goes
into making them India's 'objects of desire'.

us about Sonam Kapoor episode.
Sonam went to Singapore to study at the age
of 15. She was given a meagre allowance by
her parents, so she took her 1st job as a
waitress. Has never taken a penny from her
parents. They have never bought her any of
according to you are the future or
promising stars in Bollywood?
There's a whole host of great talent in
Bollywood today. But definitely Ranveer Singh
and Anushka Sharma have a great future in
stardom ahead of them.

Who
Why do you think the stars feel comfortable discussing even those things that
they don’t generally speak in public?
Aaah -- now that's something you should ask
them! I would love to know their answer!
What was the most shocking revelation
any of your guests have ever made to you?
I think Jackie Chan for the first time admitted
that his girl-friend was having his baby. he
didn't want to get married - but at the last
minute flew into LA and reluctantly performed
the wedding ceremony and flew out - just to
give the baby his name. He had never
confessed to it ever before.
Do you feel this show is more your baby
than Rendezvous?
Rendezvous was an extension of me in the
same way as Simi Selects. I produced
Rendezvous as well. This show is far more
complicated and harder to manage. Both are
my own little babies!

SIMI GAREWAL!
Simi Garewal is the epitome of ageless beauty and grace on
high society television. Most recognized for long running
talk show Rendezvous with Simi Garewal, she now
presents her Simi Selects India’s Most Desirable on
late night Sunday at 9pm on STAR WORLD.
Sandeep Hattangadi spoke to the ‘Oprah
Winfrey’ of Indian Television about her
‘happening’ show. Excerpts:
her designer clothes. She refers to their
house as 'my father's house'. Anil Kapoor
says he has sleepless nights worrying about
her because she is too idealistic and truthful.
She corrects him even if he says something
that is not true!
How
different is it from Rendezvous?
Well, Rendezvous was an in-depth style of
interviewing. This show has a lot of fun
elements and entertainment - and
through them we also get to reveal
aspects of the guest's personality. Their
special skills, their humour, how they
handle a woman, how they handle the
audience - and so much more. It’s all
an important part of the Desirability
package. Also Rendezvous was one-onone, rather one-on two - SSIMD has a
very active and vibrant studio audience
made up of young college kids. So it adds to
the energy of the show.
What according to you is the most difficult part about being a host?
I don't find anything difficult! I enjoy it a lot.
Would you let people do a la-Tom Cruise
stunt on your show?
Certainly -- if they are in the mood they can
do whatever they want!
INTERVIEW
From handpicking some of the best dancers in the world,
‘Just Dance’ will now witness the top 21 competing to
reach the top 12. The litmus test for versatility last
began on Saturday at 9pm on Star Plus’ biggest dance
reality show ‘Just Dance’. Hrithik Roshan challenges

Thanks to the rains, the cast of ‘Papad Pol’

there. Upon hearing a voice there Ami looked around but did not
see anybody, this went on for an half an hour until Swapnil
revealed himself.

Kamathipura hellhole to US honour: A Nepali woman's long march

ATHMANDU: When Hillary Clinton
hugged Charimaya Tamang, the 34year-old Nepali woman had reason to
be proud. While all the other nine heroes
feted by the US Secretary of State were
lawyers and officials, she was a former victim
of Mumbai's notorious Kamathipura red light
area who was being honoured for battling
trafficking.
It was a long march to recognition and triumph by the woman who was sold to an Indian brothel owner at the age of 16 and tried
to kill herself during her 22-month life of hell
in Kamathipura.
"I tried to hang myself," Charimaya, back
in Kathmandu after last month's Washington
trip, told IANS. "But the shawl I had used
frayed and I was left alive. I thought god must
have saved me for a purpose."
When a raid by Indian cops in 1996 led to
Charimaya's release from the brothel along
with nearly 200 other trafficked victims from
Nepal, she realised during her seven-month
stay in a transit home in India what her mission was going to be.
The home was worse than prison and the
victims were treated as criminals and untouchables by the warden. The government
of Nepal ignored the Indian authorities' call
to take the girls back home, a delay that cost
lives.
"I will never forget the 14-year-old who had
contracted AIDS," says Sunita Danuwar, another Kamathipura survivor who too was sent
to
the
same
transit
home.
"When it was clear she was very ill, we begged
the warden to send her to hospital but she refused, saying we were no saints and deserved
what we got. The girl died soon after that."
The death and other sufferings made
Charimaya, Sunita and 14 more survivors like
them decide to stay together when they finally returned to Kathmandu on the initiative
of three Nepali NGOs and form Shakti
Samuha, the only organisation in Nepal by,

What causes her even more distress is the
stigma that the victims have to live with.
"Being trafficked is a mishap that can happen
to anyone," she says. "But while people don't
hold it against men, the women are treated as
outcasts. My village would not allow me to
enter it when I returned from Mumbai, saying
I
would
defile
society."
The 2011 Trafficking in Persons Report that
was released by Clinton in Washington on
June 27 asks Nepal's government to increase
law enforcement efforts against all types of
trafficking while respecting the rights of victims and defendants.
It urges Nepal to ensure that sex trafficking
victims are not punished for involvement in
prostitution and promote legal awareness
programmes to potential trafficking victims
and government officials colluding with traffickers.
The report further asks Nepal to work with
Indian officials to establish a procedure to
repatriate Nepali victims of trafficking in
India.
According to the Office of the Attorney
General in Kathmandu, in Nepal's fiscal year
2009-2010, 174 offenders were convicted in
119 cases tried in court, a minuscule number
given the growing incidence of trafficking in
Nepal.
Victims have often complained that traffickers have links to politicians, business persons, state officials, police, customs officials,
and border police, which protects them from
punitive action.

EHRADUN: IN view of the recent
blasts in Mumbai and heavy inflow of
pilgrims during auspicious 'Shravan'
month of the Hindu calendar, security in the
holy city of Haridwar has been increased.
Thousands of pilgrims from across India
have started converging at the banks of River
Ganga here for the annual pilgrimage, beginning today. The district administration has deployed a large number of police personnel,
including some in white clothes, at locations
like Chandighat and Premnagar, where heavy
rush of 'kanwarias' (pilgrims) are expected, officials said.
On major roads, connecting Haridwar with
other major cities, vehicular traffic has either
been fully suspended or partially suspended,
seeing the rush of bare feet pilgrims.

AGARTALA: PRIME Minister Manmohan Singh has cancelled
his scheduled visit beginning July 22 to two northeastern

though the Congress officially termed it as ‘apolitical’.

BHUBANESWAR: SUSPECTING their wives of adultery, two
men allegedly hacked to death at least five persons,

driver from Mumbai, won an action-packed race at
the JK Tyre Volkswagen Polo R Cup at the Kari Motor
Speedway in Coimbatore. The talented racer
completed the 15-lap race in total time of
19:28.757. Bangalore lad Ajay Kini finished in
second place, followed closely by championship
leader Vishnu Prasad. Rahil had a great start and led
into the first corner followed by Ajay and Avdumber
Hede. First time winner Rahil Noorani said, “It feels
great to win. I qualified on pole and the only thing on
my mind was to lead into the first corner and take it
from there. Ajay gave me a hard time but the most
important thing is consistency so I stayed focussed,
which helped me to win the race. I am overjoyed to
win my first race.”
Walawalkar’s twin victories lift him to
third place in championship

Racing) completed a double in the Formula LGB
Swift class in the second round of JK Tyre FMSCI

added to its growing tally of World Championship
points in a difficult German GP, with both riders

EW DELHI: Unconcerned by the
administrative conflicts that
plague Indian hockey, new coach
Michael Nobbs says he is completely focussed on delivering results with a team
which is way behind in terms of fitness
and preparation.
"There are some conflicts in Indian
Hockey but as a coach I am not bothered
about them. My job is to get the best out
of my players and I am concentrating on
that only," Nobbs told PTI.
Nobbs, who has left for Australia to get
his work permit, said he has identified
several aspects to work on and fitness is
his top priority.
"Fitness is a major worry. We are working on that. David John (physical trainer)
is a bio-mechanics expert and players
are following his fitness programme
now. He is doing an elaborate analysis
and I am sure that he will make this team
fitter," said the Australian.
"Apart from fitness, change in style is
also a major factor. We have to adopt the
European and Indian style. European

African skipper Graeme Pollock
feels Twenty20 tournaments such
as the IPL, which has cricketers of
different nationalities playing for
one team, are adversely affecting
the competitive nature of the
sport. "How can you have a beer
with someone, and a couple of
weeks later you're trying to knock
his block off in a Test match?" Pollock asked.
"I was in Durban when South Africa played India in
the second Test last year. The stands were half full,
and for the players it was just another day at work.
It's not as fiery as it should be," he said.
Pollock said if he has to watch a Twenty20 game,

(JKCA) roped in legendary spinner Bishen Singh
Bedi to coach state's Ranji and under-22 teams on
a three-year contract. "We have signed a contract
with one of the greatest left-arm spinners (Bedi) to
coach our upcoming cricketers and inspire our
senior cricketers to achieve excellence," JKCA
president Farooq Abdullah told reporters. Abdullah

gruelling 75 km race with 48.56
seconds in penalties.

AUNTON: India's Suresh Raina staked his
claim for the first Test against England
with a brilliant counter-attacking century
against Somerset on the third day of the tour
match here on Sunday.
Raina raced to an unbeaten 103 on the third
morning to save India from embarrassment.
India were reeling at overnight 138/8, chasing
Somerset's first innings score of 425, with
Raina (30) and S.Sreesanth (0) at crease.
After Sreesanth's (1) fall Sunday, Raina
added 84 for the final wicket in 12 overs with
Munaf Patel who contributed 6, taking India's
score to 224. Somerset decided to bat again
rather than enforce the follow-on. Raina
needed just 37 balls to go from his fifty to
hundred. He struck 14 fours and five sixes,
hitting the bowlers all over the County Ground.
He reached his century off 110 balls. With this
innings, Raina would hope to seal his place in
the team as the No.6 batsman, ahead of
flamboyant Yuvraj Singh, for the first Test at
Lord's starting Thursday.
Yuvraj, the man-of-the-series in World Cup,
was out for a duck on the second morning. He
did not play in the series against West Indies
due to a lung infection.

AUNTON, SOMERSET: Skipper Mahendra Singh Dhoni will put up his
prized willow, which won India the
World Cup, for auction in a five-star
hotel in London today.
The aim is to raise funds for his wife's
charitable organisation, Sakshi Foundation, for the under-privileged children of
the society. Dhoni's bat is likely to ensure
massive interest among cricket enthusiasts for the winning runs of the title triumph came via a crunching six off it.
Till he made that match-winning 91,
Dhoni wasn't in the best of nick in the
World Cup, but promoted himself in the
title clash and got his runs off just 79
balls. India defeated Sri Lanka by six
wickets in the final in Mumbai, chasing

Hype around Sachin's
100th ton might hurt India:

Anderson concedes sledging never
really distracts Sachin Tendulkar but
what might have a "detrimental
effect" on him and India during the
Test series starting next week is the
massive hype around the veteran
batsman's impending 100th ton.
"Having watched the way Sachin
Tendulkar has made some of his 99
international hundreds over the years,
you would have thought he'd be the
last person to be affected by the fuss
about making his 100th at Lord's,"
Anderson said referring to the opening
Test starting July 21 at the Lord's.
"But you only had to see the
nonsense that went on the last time
we played there to see how the
Lord's factor can affect people,"
Anderson wrote in 'The Daily Mail'.
Anderson pointed out how Sri
Lankan batsman Dinesh Chandimal
slowed down to get his hundred at
the expense of team's cause during
their recent one-day series here.
"The history, the atmosphere,
everything about the place and the
fact that there's always the thought
at the back of your mind that you
might be playing there for the last
time all add up to make the
experience uniquely intense and
enjoyable. "But sometimes, as in our
one-day international against Sri
Lanka a fortnight ago, it can also
make players do strange things. It
was clear Sri Lanka were going to
win from some way out. But I
thought the way Dinesh Chandimal
batted, turning down singles in order
to give himself the best chance of
making three figures, showed a total
lack of respect for the game of
cricket and for us," he said.
Anderson said this is precisely the
kind of pressure that might cause a
lack of focus in Tendulkar's case as
well even though the Indian has
been playing for over two decades.
"I knew Sachin had never made a
century at Lord's, but I didn't realise
his highest Test score there was only
37. I wouldn't for a moment think he
will allow the prospect of allowing his
100th ton at headquarters blur his
focus."But with everyone so aware of
the milestone and the fact that he
has never made a hundred at Lord's,
the hype might possibly have a
detrimental effect on their side as a
whole. If they allow themselves to
think too much about
Sachin and what he
might achieve next
week, it could work in
our favour," he added.
For his part, Anderson
said he would just focus on
bowling well and not sledge
the maestro, which would be more
of an error. "Where do you bowl at
Sachin to try to get him out? There
aren't many places, to be honest.”
