The parade was led by a couple of local ‘lasses’ carrying the Tartan Day banner and followed by a procession of participants and supporters. Among others taking part, dressed for the occasion were, Bill Minors, Paul and Isabelle Arculus, seen in photo at right. There was also a good contingent of members of the Highlands of Durham Scottish Country Dancers dressed in their plaids in the procession. This was the first time Tartan Day has been celebrated in Scugog, but from all indications, not the last. Tartan Day is a celebration of Scottish heritage celebrated each year. Photos by J. Continued from page 11 thought possible such an outpouring of goodness.” She received overwhelming support from her family, friends, neighbours, her hockey team, and she thinks half the town. The support of her community was a blessing she is eternally grateful for. Tish is adamant however, that staying involved in your normal activities goes a long way to helping the healing process and gives you a sense that your life is not totally upside down. Tish Menzies is now a cancer survivor. She gets regular tests and checkups and considers herself cancer free. She also considers herself blessed. Her faith in God, her family and friends and her own spiritual aura have helped her through some difficult times. Her marriage broke apart during this journey and added stress to an already difficult time. The day her radiation ended, her house went under renovation. These additional stresses may have felled a lesser woman, but Tish is not a lesser woman. As she bounds around her kitchen, answering my questions and talking about ten different subjects at the same time, I am amazed and wowed. She is a survivor with humility, humour and a great gift for hindsight. Says Tish “There is a reason I am on this journey and it is not for me to know the reason why. Organized and run primarily by local volunteers, the event has raised over $245,000. It is one of the longest running races of its kind in Ontario. The boys unfortunately ran out of gas in the quarter finals and were defeated by a strong Picton team. Congrats to the team and management on a great season. Also a ‘thumbs up” to Scugogs other successful teams this past season. Thumbs Up - to the teachers and staff at Prince Albert Public School for attaining the regions’ highest rating from the Fraser Institute’s annual report card. The small Scugog school, of 210 students, achieved a 9.1 rating (out of 10) - boosting its past five year rating from 8.6 and making it tops in all of Durham Region. R.H. Cornish school dropped .1 to 6.8 and S.A. Cawker School came up .1 to a rating of 6.6. Cartwright Central was up .4 pts to a rating of 4.6. There are no results for Greenbank, Utica or Port Perry’s Catholic schools. Thumbs Down - this one comes from a reader who suggests a ‘thumbs down’ to the parents who allow their kids to ignore the “no trespassing signs” on privately owned lands abutting Pine Grove Cemetery in Prince Albert. All this to create their own motor cross circuit and rob the entire neighbourhood of any peace and quiet and risk injury. Thumbs Down - to the annoying three-year-old pot hole in the pavement along Water St., across from the ball diamonds. This area has long been a sore and wet spot for the merchants along this stretch and an inconvenience for motorists who are forced to swerve around the large puddle of water into oncoming traffic, to avoid splashing pedestrians. Surely there is a solution to this annoying problem... aside from nagging! Thumbs Down - another of our readers asked we give the ‘thumbs down’ to dog walkers who don’t ‘stoop and scoop’ for their pets. They also say, almost as bad are the owners who take the time to bag their dogs ‘excretion’, but instead of taking it home, leave the bag and contents at the base of a tree or near a street corner for someone else to dispose of. Hard to believe! Initiatives: • Create a Field to Fork strategy including Farmer’s Markets, the Heritage District, agritourism and local community events. • Develop key partnerships with government and private sector organizations to leverage promotional expertise and resources. • Secure, in partnership with the Region, commitment from Internet Service Providers to better connect rural Scugog with high speed internet infrastructure within four years. • Facilitate and develop a community position on the Greenbelt, relating Scugog’s experience and future, in anticipation of the ten year review. • Complete a review of the Township’s zoning by-law. Rationale/ Description: The Province’s Greenbelt Plan has forever changed the Township’s economic future. To secure Scugog’s future, a new economic strategy is required employing the natural assets of a greenbelt community. Accountability Statement: Council will ensure the impacts of the greenbelt legislation are clearly understood by other levels of government. In partnership with community groups, a new economic strategy emphasizing field to fork opportunities will be in place by the end of the term. It is my pleasure to share with you the Corporate Plan that Council and Staff developed together to guide us over this term of Council. This plan offers us outstanding opportunities to dream our dreams, raise our families and prosper together in this wonderful place that we call Scugog. I look forward to your questions and comments. TOWNSHIP OF Corporate plan Strategic Direction #2 Water & Wastewater Strategic Direction #2 Infrastructure Water & Wastewater Infrastr Summary Statement: Ensure that water supply and wastewater treatment infrastructure are prioritized and implemented by the Region of Durham. Initiatives: • Participate in an intergovernmental relations strategy for the management of the water/wastewater infrastructure through Regional approvals to implementation. • Develop a growth management plan for the areas affected by the water/wastewater infrastructure. Rationale/ Description: The water/wastewater infrastructure is essential to planned development in the Township. The provision of this infrastructure will also ensure safe drinking water and a clean environment for generations of Scugog residents. This will allow us to maximize opportunities as a greenbelt community. Accountability Statement: Council will provide the leadership required to ensure the water and wastewater infrastructure is approved and implemented by the Region of Durham. Chuck Mercier, Mayor Township of Scugog Strategic Direction #3 Public Facilities Strategic and Direction Lands #3 Public Facilities and Lands Summary Statement: Plan and manage public facilities and lands to meet the evolving needs of Scugog’s residents and families. Initiatives: • Complete a review of municipal facilities to develop a lifecycle based asset management plan for municipal facilities and lands. • Continuing a review of the Township’s recreation/community services, focusing on future client demographics, sustainable service levels and how to maximize facility usage with appropriate cost recovery policies. • Enter into a partnership with the local Agricultural Societies to determine the next generation of use for the fairgrounds. • Complete the Port Perry waterfront development project to maximize its potential. Rationale/ Description: Public facilities and lands need to be maintained and operated to a standard that ensures their safe and enjoyable use. Additionally, the Township’s facilities and programming need to meet the evolving requirements of Scugog’s citizens, young and old. Accountability Statement: Council will ensure that its public facilities and land are maintained and operated so that Scugog residents can safely enjoy their use. Facilities must be assessed for their economic, operational and structural viability and will be brought forward for redevelopment or disposal. Our Vision - To be a vibrant community which preserves its heritage while shaping its future. 34 FOCUS - MAY 2011 Strategic Direction #4 Roads Summary Statement: Advance Scugog’s investment in road infrastructure by adopting a life cycle based asset management plan model to sustain our greenbelt economy. Initiatives: • Update the road needs study and design a multi year capital rehabilitation and replacement plan. • Develop a roads/bridges capital financing strategy based on life-cycle costing, employing a sustainable mix of pay as you go financing and prudent debt. • Participate in an intergovernmental relations strategy to manage the transportation impacts of the 407 extension. • Advocate for long term capital funding for the Township’s road network. Rationale/ Description: Road needs study defines the baseline standard of road network adequacy. The study will address the capital rehabilitation deficiencies that must be addressed to mitigate exponential tax impacts if left unattended over time. Proposed capital financing strategy with our Regional and Provincial partners will ensure the fair distribution of costs associated with reversing the decline of the Township’s road system. Accountability Statement: The Township’s road network will be professionally documented and communicated to the residents and businesses of Scugog. Council will continue to make steady progress in reducing lifecycle infrastructure funding deficits (in partnership with federal and provincial government funding). #7 Strategic Direction Protect our Natural Environment Local Government Strategic Direction #6 Local Government Service Service Excellence Excellence Summary Statement: Protect and grow Scugog’s natural beauty and environmental health by investing in the renewal of our natural heritage. Initiatives: • Promote a clean and green Scugog Township. • Support our partners and implement our responsibilities under the Lake Scugog Environmental Management Plan in maintaining a healthy Lake Scugog. • Implement the North Durham Integrated Community Sustainability Plan through the efforts of Scugog’s volunteers. Rationale/ Description: Scugog is one of Ontario’s natural gems. Development has impacted our natural heritage. Like many assets, our natural heritage requires continual investment, protection and nurturing to ensure its long term health. Council will continue to review its environmental responsibilities and act in an appropriate and timely manner. Accountability Statement: Scugog will be more pleasing to the eye in its appearance and environment less stressed by the completion of Council’s term. Community pride will be evident in the vigorous role played by volunteers. Summary Statement: Manage the Township in a businesslike, customer focused manner ensuring efficiency, affordability and quality in municipal services. Initiatives: • Implement life-cycle based asset management models and strategies. • Enhance our website to improve community engagement and service delivery. • Invest in information technology to strengthen the Township’s financial management and controls. • Review Human Resource policies and staffing capacity to ensure the Township is consistent with leading practices. • Support and enable our staff to ensure continuous improvement in our public service. Rationale/ Description: The Township staff will focus on developing an asset management system for the Township’s facilities and roads. Staff will also leverage the advantages of information technology to improve service delivery to Scugog residents. These initiatives will occur with close attention on the capacity of the current staffing levels. Accountability Statement: Council will ensure tax dollars and other funding is managed in professional and business-like fashion. Initiatives: • Work with the community, from youth through to seniors, to enhance engagement in Scugog and to address issues related to generational needs. • Encourage all residents to participate in the ongoing life of the community. • Develop and implement a communication strategy employing leading practices for community engagement. Rationale/ Description: Citizens of every generation will have a strong voice in the development and care of the community. The Township will reach out to a broad spectrum of youth and seniors and empower them to establish practical, and affordable projects/priorities. Accountability Statement: Residents of all ages will be heard. They will be empowered to make practical, affordable, consensus driven recommendations. Our Mission - To be an open, responsive and fiscally accountable municipal organization which delivers cost effective municipal services equitably to our residents. FOCUS - MAY 2011 35 2011 Budget Highlights Five Financial Management Principles 1. Pay As You Go This Council will not postpone necessary financial decisions or “pass the buck” on taxes to Scugog’s future generation of families and ratepayers. 2. Life Cycle Capital Planning and Costing Infrastructure will be managed by this Council according to life-cycle based principles, in order to protect taxpayers’ investment and maintain its value.Life cycle management will ensure capital funding for infrastructure rehabilitation and replacement will be available when required. 3. Managed Taxes Via A Stable Predictable Financial Framework Tax adjustments are necessary to deliver services and manage infrastructure. Tax rate adjustments will be smooth, predictable and manageable for taxpayers. 4.Targeted Non Levy Revenue It is important to protect levy revenue from the shocks or fluctuations of non property based revenue (grants or gaming revenue).Non levy revenue originating from senior levels of government or gaming will be targeted, when possible, to specific life cycle reserves to support the long term investment in the Township’s capital assets. 5. Greenbelt Community Premium The Greenbelt has restricted all significant growth for the Township in order to preserve a rural small town quality of life.The loss of growth related revenue will mean the existing residents will carry a premium to ensure the existing standard in municipal services. ‘Taking Care of Business’ In 2011, as guided by the Corporate Plan, the Township will be focusing its resources on two key priorities 1) wrapping up projects currently underway and 2) investing in what we have. Ongoing Projects: •Completing the newly expanded Scugog Memorial Library and the remainder of the waterfront redevelopment project. •Finalizing the reconstruction of Old Simcoe Road. •Concluding the Township’s financial commitment to the Library and Hospital expansions. •Finishing the Sixth Line Road Reconstruction and Water Servicing Project in support of the new SmartCentre and the industrial area. •Building on the asset inventory project to develop the in-house ability to manage and plan for our assets into the future. •Improving our financial management system to better serve our external and internal clients. Scugog Memorial Public Library Investing In Our Assets: • Refreshing our Roads Needs Study to prioritize and guide the road/bridge and culvert program. • New plow-truck and parks utility equipment based on life-cycle replacement criteria. • Completing the terms of reference and Request for Proposals for the Final Phase of the Waterfront, including the Old Mill. • Commencing a facility asset management plan. • Initiating the development of a new comprehensive zoning by-law. Planning For Our Future: • While there are no new major projects in the plan this year, we will be preparing new project plans in readiness for future grant opportunities. • We are exploring new ways to communicate with our residents and businesses – refreshing our website and bulletin board. • Continue to reduce our already low debt level and ensure that there is a safety net in place to deal with unforseen emergencies.
