one likes having their taxes raised.
This is especially true if residents
and business owners feel they are
not getting an effective return on
their tax dollar.
When taxes are spent to
improve essential services
or rebuild infrastructure, the
common sense support of
taxpayers is usually strong. This
was the case when the Chamber
backed our local state elected
officials in passing the Act 89
Transportation Bill. Everyone
realized that crumbling roads
and bridges negatively affected
all segments of our society and
cost us millions of dollars per
year in traffic accidents, business
disruption, transportation
costs, auto repairs and business
development opportunities.

Aliquippa Impact is a youth development
organization since 2005. A Future
Anticipated is Aliquippa Impact’s primary
effort to foster tangible hope for a
purposeful future in the lives of young
people. We group youth into cohorts (810 students each) in elementary school,
and our staff remains committed to these
cohorts through high school graduation
and beyond. By participating in A Future Anticipated, children experience
long-term support as they gain access to mentorship, art opportunities
and academic support at our After-School Program (ASP).
AI’s “Have a Hand in Hope” Campaign is seeking to expand both our
program quality and size in the following ways in 2016:
• ASP will add 10-12 more students.
• ASP will add one night a week and increase our hours to 3:30-7:30.
• ASP will offer a classically-based literacy and writing
curriculum that will empower young people to research and
persuasively argue their own perspectives.
We believe that every child is full of God-given potential that is unlocked
when hope comes near. Our motivation is to give them this opportunity
now because now is the time of their childhood; now is the time to create a

You Are Retired
I enjoy talking about retirement planning. Retirement is the ultimate
goal for most people. They can retire from their career, spend time with
loved ones, travel, and maybe even throw away their alarm clock. But the
conversation can quickly change from an enjoyable discussion about dreams
and aspirations to the realization of being unprepared for difficult decisions,
especially if an action plan has not been implemented to help achieve
specific goals and objectives.
A lot of my clients ask me to run calculations to determine the feasibility of
early retirement. I remind them that the earlier they retire, the longer they are
retired. Retiring at age 60 instead of age 65 is not just a five-year difference
in age – it is a ten-year difference in a retirement plan. There will be five less
years of retirement savings and five more years of retirement spending.
Even though there are several variables that will affect the ability to retire
at a specific age, the only variable that can really be controlled is how much
money is contributed to retirement savings. It is never too late or too early
to take action toward retirement objectives, just start saving today and be
aggressive with contribution rates. I never hear anyone complain about
having too much in retirement savings, but many complain about not having
enough. Making early progress toward retirement objectives can create more
options as retirement age approaches, hopefully resulting in less stress and a
more enjoyable transition to retirement.
Do not procrastinate about retirement savings. Retirement planning
should be taken seriously. Everyone has limited time, and most people have
limited money. The willingness to allocate time and money toward retirement
objectives can have a substantial impact on the ability to retire at a desirable
age. A financial advisor can help create, implement and monitor a customized
plan that is based on specific goals and objectives. Talk with an advisor today

problem. And while none of us likes the current delays on Route 65,
Interstate 376, the Vanport Bridge, Route 18 interchange and others, they
are a direct result of Act 89 moving forward and allowing progress to be
made for a region that desperately needed to improve its infrastructure
in a way that brings a better quality of living and working in Beaver
County.
As our Chamber partner Lou Villotti from the Southwestern
Pennsylvania Commission told us when people complain about traffic
congestion, “it’s a sign that something is happening (there).” Act 89
investment in our future was a no brainer.
Likewise about a year ago, the Chamber supported bipartisan HB794,
recently signed into law by Governor Wolf on April 20, as Act 18. This Act
allows third through eighth class counties to raise their hotel room taxes
from 3% to 5% with the proceeds being reinvested back into promoting

tourism for their regions.
This “hotel tax” - that is paid by visitors and business travelers staying
in our county - funds Beaver County’s travel and tourism efforts. Anyone
who has ever stayed in any hotel or motel anywhere in the state or the
country, whether for work or pleasure, has paid a similar tax. And while
there have been several new hotels built in Beaver County, we believe
increasing this tax by 2% is another no brainer.
Investing more money to effectively promote bringing more visitors
and people into our region is necessary. Beaver County needs to expand
our marketing reach and promotion of our great quality of life and
business opportunities. It should not competitively disadvantage Beaver
County with our surrounding region, as many already have the 5% levy
in place. We believe this is another appropriate tax increase that brings
positive benefit and return to Beaver County residents and businesses.

Focus on
Workforce Development
One major objective of the many Chamber Economic Development Initiatives is to provide a qualified, drug free workforce. In order to attract, retain and
expand business in our region, we must have the talent to fill the jobs of the future. By 2025, it is anticipated that more than 275,000 workers could be leaving
the workforce in our ten county region. That’s a significant number of employees and doesn’t factor into consideration any future job growth with new
technologies that may occur.
This is one reason why the Chamber is part of an Energy & Advanced Manufacturing Partnership that is diligently working to align our primary and middle school
students with the best career choice options. Creating the workers of the future to fill those
hundreds of thousands of potential openings requires educating students and parents on the
right educational opportunities. It may be trade schools and apprentice programs, certificate or
associate degrees, or four year and higher degrees that are required to fill these positions.
It is also why we have worked hard to emphasize the need for a drug free workforce.
We recently held a Town Hall meeting on the problem of addiction in business and industry.
It is estimated that on an annual basis, business incurs losses of $25.5 billion due to addiction.
During the Town Hall, there was much discussion about the serious heroin crisis and the
rising rate of overdoses that are occurring year over year. Beaver County District attorney David
Lozier and other County officials have vowed to do everything they can to reverse this trend.
From a business perspective, opioid prescription abuse is one of leading causes of workplace
addiction. Jason Snyder, Policy and Communication Director for the PA Department
of Drug & Alcohol Programs, provided personal insight and expertise on how
pervasive the problem is across the Commonwealth. Given the great response
and interest in this issue, the Chamber will continue to educate and bring resources
to assist our members.
Beaver County has a history of being home to a great workforce. In order to
grow our economy and maintain that reputation, we need to keep aligning our
young people with the right career paths and combat the problem of addiction
that hits every sector of our labor force and society.

Products, has announced her retirement.
Laraine began her career as an executive
assistant to Robert Merrick at Standard
Horsenail Corporation, New Brighton in 1960. In 1966 she
joined her husband Leo Hicks at Craig Printing Company, New
Brighton when the couple purchased the firm from the widow
of Ira Craig whose family started the establishment in 1907.
Community service has always been important to
Laraine. A few of the Beaver County boards she has served
on include: American Red Cross; Bicentennial Celebration;
Regatta Committee; Center Civic Women’s Club; a leader of Jr.
Girl Scout Troop #1, New Brighton; Beaver-Castle Girl Scout
Council; served as PFWC SW District Junior Director and
President of PFWC Beaver Co. Women’s Clubs; New Brighton
Juniors; BPW; Women’s Business Network, Inc. of SW PA.

with the Ellwood City Area Civic Chorale for many years.
She has been the recipient of the BPW Woman of the Year,
Beaver County Women’s Conference Star Award, Paul Harris
Award, PA Best 50 Women in Business, and the ATHENA Award,
in recognition of her work as a community volunteer and
business leader. The business received The Business of the Year
Award from the Beaver County Chamber of Commerce.
Laraine continued Craig Printing on her own following the
death of her husband and business partner, Leo Hicks in 2011.
She then made the difficult decision to close the business but
continued the promotional products part of the business until
recently. Clients are being serviced by a longtime friend in the
business. Laraine will continue to be a part of the Chamber as
Volunteer Ambassador for Merrick Art Gallery, New Brighton.
