craft deal
on services

An agreement setting out
rights for satellite cities within
Metro has been negotiated, putting on hold state legislation
that Mayor Karl Dean claimed
would “gut” the consolidation
government.
The agreement would let five
cities within Metro Nashville Oak Hill, Belle Meade, Forest
Hills,
Berry
Hill
and
Goodlettsville - provide certain
independent services and collect some tax revenue.
The agreement must be
approved by each of the city
boards and Metro Council. The
agreement is for four years,
with a possible four-year extension.
Among the agreements is
that each of the cities can provide trash, recycling and chipper services and stormwater
management. The cities can
establish parks and can set up a
city judge or adminsitrative
hearing officer to enforce city
ordinances and property main-

The last reminder of one of
the most important spots in
Nashville’s history is on its
way to become part of the
Metro Parks system.
It is the cemetery associated with Buchanan Station, an
early frontier station constructed about 1784, which

The bill, Senate Bill 1080, is
sponsored by Jack Johnson, RFranklin, and would “save taxpayers time and money” in

A battle there in 1792, when
about 500 Native Americans
were fought off by a few settlers, is credited with saving

earlier and later trips between
the Nashville airport and
downtown, including stops at
the soon-to-open Music City
Center convention center and
hotels.
The airport service is one of
several changes that went into

and speed up the trip between

There will be more frequent
service, with buses running
every 15 minutes until 6:15 p.m.
on weekdays, and every 30 minutes after 6:15 p.m. On
Saturdays, buses will run every
30 minutes.
MTA has also eliminated its
last paired route, which means
that routes are combined in
evenings, which can be confusing for riders. “Every route will
operate on its own, and it’s so
much simpler for people,”
Ballard said.
With the increased service in
place now, MTA expects to
reach ridership of between 10.7
million and 10.8 million in 2013,
Ballard said, compared to 10.2
million in 2013.

The new BRT service on
Murfreesboro Pike is MTA’s
second. The first BRT was put
in place on the Gallatin Pike
route in 2009, MTA’s busiest
route. It compressed 100 stops
along the 12 miles into 16 and
cut the ride time. Ridership
increased from about 75,000
rides to 110,000.
Ballard expects the same
results on Murfreesboro Pike,
which is MTA’s second-busiest
route. The trip from end to end

town and pass by Mignon’s
located at 202 Wilson Pike
Circle just off of Franklin Road
and
Church
Street
in
Brentwood, you may think it’s
just an ordinary antique store.
Well they do have merchandise that would make many
antique buyers happy, and the
store’s name is inspired by over
100 years of a family’s influence, but owner Melissa
Grabois knows that Mignon’s
targets a much wider variety of
people.
“We have something for
everyone,” Grabois said.
“A lot of people come in for
clothing and jewelry and they
see that we have furniture,
accessories and lighting and
then they come back later to
check those out, or vise versa.
It’s funny because people
always come in for one thing
and end up going home with
something totally different.”
Described by a customer as
an eclectic store with a shabby
chic feel, Mignon’s offers a wide
variety for a younger crowd, a
nice selection of items for
teenagers, many products that
benefit a mother’s needs, furniture, antiques, clothing from
child to plus-size and even

Since opening in February,
Grabois works full time to find
one-of-a-kind items, upscale
home décor and unique gifts for
her customers. By visiting
many antique sales and flea
markets, she strives to offer a
fresh, yet classic style with jewelry and accessories for all
ages. Many local artisans’
handmade gifts can also be
found throughout the store
along with beautiful vintage
and antique furniture handpainted by artist and store manager Chera Coffman.
While customers of all kind
have been regulars to the store
in its short existence, Grabois
and Coffman believe that the
growing trend among visitors
their desire to find gifts.
“A lot of people come looking for gifts, and many go home
with items for themselves as
well,” Grabois said. “We try to
find one-of-a-kind pieces that
nobody else has, and I think
that’s why people keep coming
back to find gifts for children
and adults.”
Mignon’s grand opening will
be Saturday, April 6, from 10
a.m. until 7 p.m. and there will
be food and refreshments provided as well as many sales
throughout the store.
Grabois and Coffman said
that they couldn’t have expected such great business in their
first six weeks and that they are
thankful that all of the local
community has been so welcoming and friendly.

Former Metro Councilman
Obamacare really means
more cost, less care
Former House Speaker
Nancy Pelosi said: “We have to
pass the Affordable Healthcare
Act [now called Obamacare] in
order to understand it.” Pelosi
was wrong. President Obama
and Congress should have
known its contents before passage. Below are the reasons.
First, Obama and congressional Democrats raised 18 new
taxes, totaling $836.3 billion, to
pay for Obamacare.
Second, millions will lose
health-care coverage, despite
Obama’s ironclad promise. The
Congressional Budget Office
(CBO) projects that 7 million
Americans will lose their
Employer Sponsored Insurance
(ESI) due to Obamacare. Other
studies project even worse losses, as many as 30 percent of
employers stop offering ESI
after 2014.
The reason: Employers will
find it cheaper to drop health
coverage for their employees,
forcing them into exchanges
with subsidies or through
Medicaid. In most cases, the
subsidies will be inadequate to
cover the vast array of new
services
mandated
by
Obamacare,
resulting
in
employees having inferior coverage than their previous ESIs.
Third, the most impact for
Americans will be skyrocketing
premiums and costs. For example, the House Energy and
Commerce Committee estimated premiums to increase 61 percent to 100 percent in both
Tennessee and Georgia, 65 percent to 106 percent in Kentucky,
61 percent in both Alabama and
North Carolina. This is partly
due to Obamacare limiting
variation in premium costs to a
ratio of 3-to-1 based on age,
while actual variation is about
5-to-1 (i.e., oldest group of nonMedicare adults normally consumes five times as much medical care as the youngest
group). This means that young
adults will pay much higher
premiums and older ones will
pay only slightly lower premiums than prior to Obamacare.
Additionally, employees will be
paying higher premiums in
exchanges
created
by
Obamacare
because
their
employers dropped the ESIs,
choosing instead to pay the
penalty instead of covering
expensive additional services.
Fourth, Obamacare cuts
Medicare to the detriment of
retired
senior
citizens.
According to the CBO, these
cuts will decrease Medicare
spending by an estimated $716
billion between 2013 and 2022.
The cuts will come from hospital
services,
Medicare
Advantage, skilled nursing
services, hospice services, and
others. The cuts are made to
pay for new spending in
Obamacare. They do not
strengthen Medicare nor do
they extend the life of the Part
A trust fund. Moreover, an
unplanned for consequence of
these cuts could be more doctors, hospitals, and nursing
homes no longer accepting
Medicare patients because of
its
unprofitability.
Fewer
providers will likely spell chaos
with an expected doubling of
Medicare patients by 2050.
Fifth, Obamacare is hurting
employment. Obamacare mandates a business with 50 or
more full-time employees to
offer health coverage to workers or pay a $2,000 fine for each
employee it fails to insure. This
incentivizes businesses to hire
fewer full-timers but more parttimers. The Federal Reserve
recently
reported
that
Obamacare is a factor in slowing hiring and job growth.
Sixth, every time the CBO
estimates
the
cost
of
Obamacare, it goes up — now at
$1.3 trillion over the next 10
years, and that’s before it will
be fully implemented in 2014.
More bad news for a mushrooming national debt.
Seventh, Obamacare stands
to worsen the quality of
Medicaid by expanding it.
Dumping more people into
Medicaid, already financially
struggling, portends even poorer quality for low-income children, disabled people, pregnant
women, and seniors. Expanding
Medicaid will stretch doctors
while paying them less, causing
many to cease taking Medicaid
patients and hurting the needy
more. Forty of 50 states are projected to see higher costs, not
savings.

Cemetery is one of Davidson
County’s earliest and most significant historic cemeteries,”
said Tim Walker, executive
director of the Metro Historical
Commission.

1792 battle, John Buchanan led
the 15 men while his wife rallied the women and children to
mold ammunition and reload

cemetery and a trailhead on the
greenway, Walker said.

Lockhart said that TDEC has
made some suggestions to the
bill having to do with the effective date because EPA currently
is measuring in excess of the
standard for designated airquality areas and must go
through a number of options to
explore to bring emission concentrations down to acceptable
levels.
Johnson said Knox County
complied with the EPA without
having annual testing by lowering the speed limit on trucks to
55 mile per hour throughout the
county.
The bill is on hold in a state
Senate committee.

Austin McMullen said, Oak
Hill would like to pay the
equivalent on one officer’s
salary, about a third of the
cost.
In a news release, Metro’s

described the agreement as “a
good balance” that preserves
the efficiency of consolidation
but gives additional flexibility
to the smaller cities in providing services.

Breakfast supports college-support program
The YMCA Bridge annual
fundraising breakfast will be
at 7 a.m. Tuesday, May 7, at
First Presbyterian Church,
located at 4815 Franklin Pike.
The Bridge supports seventh- through 12th-grade students from East Nashville, setting them in motion toward a
path that leads to colleges and
universities. These students
are identified by teachers and
counselors as students who
are capable but under served
and most likely would not go to
college without additional
support. The Bridge carries
students through six years of
full-time advising and working
with families and also providing an enriching summer academic program staffed by col-
lege students.They are also
provided transportation and a
hot lunch. The grassroots
organization
that
places
approximately 30 students
each year in colleges.

QuickBook’s “Banking Department”. Located towards
the lower right hand corner
of the Home Page, the Banking Department is your onestop shopping center for all
QuickBooks banking activities. Similar to a “branch office” right on your computer,
QuickBooks handles Making
Deposits, Writing Checks,
Printing Checks, Posting
Credit Card Activity, Viewing
Account Registers and Reconciling Account Balances
with one click ease!
Last week, we examined
how to Record Deposits and
Write Checks from your manual checkbook. This week,
let’s see how QuickBooks
let’s you print checks instantly from your computer
for those times you need to
generate a quick check for a
COD delivery, perhaps pay
your window cleaning service on the spot, generate a
travel advance, or a petty
cash reimbursement. Naturally, there are probably hundreds of reasons you may
need to generate a quick
check on the spot, but there is
one easy way to do so in
QuickBooks!
So let’s pretend Acme Window Cleaning Services has
just completed their monthly
service at your business.
Acme is a simple operation
and doesn’t send out bills;
they prefer to be paid on the
spot as services are completed. The fee is $35.00 for
your store front windows. So,
you load a blank Voucher
check into your printer. A
Voucher check is 8.5” x 11”
and has three sections of
equal size from top to bottom
separated by perforations between each section. The top
portion is the actual check.
The middle portion is the
payment stub for the vendor’s (Acme’s) records; and
the bottom portion is identical to the middle portion and
is your record of the transaction which is typically stapled to your copy of the bill
(received from the vendor)
and placed in the paid bill file
for the vendor.
Next, you click on “Write
Checks” in the Banking Department, and QuickBooks
displays an exact image of a
blank check. You fill in the
check just as if you were
writing a check right out of
your checkbook. Completing
the check in QuickBooks is
so visually driven, it requires
no explanation – on the lower
half of the check simply indicate the proper expense account, say for example,
“Janitorial” or perhaps a specific account called “Window
Cleaning”.
Now the check is ready to
print and be simultaneously
posted to your accounting
records. On the very upper
edge of the check form, you
will notice a button which
reads “Print” – that’s where
you want to click to print out
the check which you can then
instantly hand to Acme Window Cleaning Services! Once
you click “Print”, you will
immediately be given the option to confirm the proper
check number. After you do
so, the check will begin to
print. It’s easy and it’s professional and it only takes a
second!
So, here’s this week’s
QuickTip # 76 … Quite often,
business owners need to
print a check right on the
spot – maybe a travel advance, maybe to reimburse
petty cash, maybe to pay a
vendor or repairman who
has just completed a service
or small job for you. You simply want to print a check and
be done with the transaction
– boom. QuickBooks to the
rescue – with two clicks you
are done and on your way.

Click Two – Print! It will actually take longer to read this
week’s feature than to print a
manual check, but read on if

Child tax credit can cut
income tax bill for parents
If you have a child under age
17, the Child Tax Credit may
save you money at tax time.
Here are some facts the
Internal
Revenue
Service
wants you to know about the
credit.
• Amount. The non-refundable Child Tax Credit may help
reduce your federal income tax
by as much as $1,000 for each
qualifying child you claim on
your return.
• Qualifications. For this
credit, a qualifying child must
pass seven tests:
1. Age test. The child must
have been under age 17 at the
end of 2012.
2. Relationship test. The
child must be your son, daughter, stepchild, foster child,
brother, sister, stepbrother, or
stepsister. A child may also be a
descendant of any of these
individuals, including your
grandchild, niece or nephew.
You would always treat an
adopted child as your own
child. An adopted child
includes a child lawfully placed
with you for legal adoption.
3. Support test. The child
must not have provided more
than half of their own support
for the year.
4. Dependent test. You must
claim the child as a dependent
on your federal tax return.
5. Joint return test. The
child cannot file a joint return
for the year, unless the only reason they are filing is to claim a
refund.
6. Citizenship test. The child
must be a U.S. citizen, U.S.
national or U.S. resident alien.
7. Residence test. In most
cases, the child must have lived
with you for more than half of
2012.
• Limitations. The Child Tax
Credit is subject to income limitations and may be reduced or
eliminated depending on your
filing status and income.
• Additional Child Tax
Credit. If you qualify and get
less than the full Child Tax
Credit, you could receive a
refund even if you owe no tax
with the refundable Additional
Child Tax Credit.
• Schedule 8812. If you qualify to claim the Child Tax Credit
make sure to check whether
you must complete and attach
the new Schedule 8812, Child
Tax Credit, with your return. If
you qualify to claim the
Additional Child Tax Credit,
you must complete and attach
Schedule 8812.

qualify for EITC. If you have

• Adoption Credit. You may
be able to take a tax credit for
certain expenses you incurred
to adopt a child. For details

for yourself or another student
who is an immediate family
member, you may qualify for
either
the
American
Opportunity Credit or the
Lifetime Learning Credit. Both

Swan Ball and Emmy Award-winning
Star Trek set designer dies at 57

and Emmy Award-winning set
decorator Jim Mees died of
pancreatic cancer at the age of
57 on Friday, March 29 in
Pennsylvania.
Mees designed the Star Trek
series The Next Generation,
Voyager and Enterprise during
his career, winning an Emmy in
1990. He was nominated four
other times for his Star Trek
efforts.

1997 with the party co-chaired
by Josephine Darwin and
Carole Sergent. Through the
years, Mees dramatically varied the look of the Swan Ball

huge palm trees which covered
the tent poles.
Mees lived in Nashville from
1995 to 2000 and he had an office
here for many years after that.
The year he moved to
Nashville, Mee’s aid was enlisted to develop a design curriculum for the newly created film
school at Watkins Institute of
Art. Soon, Mees was appointed
adjunct instructor in set design
and decoration and advisor to
Watkins
Department
of
Interior Design. In 1996, he was
installed as a member of the
Watkins Board of Trustees.

Mees lent his talents to such television shows as One Day at a
Time, Who’s the Boss?, Perfect
Strangers, Threshold, Gilmore

Oak Hill warns of bogus sales calls
The city of Oak Hill wants
residents to be aware of a scam
that is currently in the area.
The scam starts with a man
approaching the door of a residence. He asks if the resident
remembers him and claims to
be with the company that
installed the roof on the house.
He then describes some repairs
that need to be done to the
house and says he can do the
work at a reduced cost. The
work that is done is minimal –
usually just a little sealant
placed on the roof – and at an
extremely high cost.
The scammer at times will
ask to enter the home to point
out repairs that can be made
inside. In at least one instance,
the scammer attempted to steal
a purse while inside the home.
Before discussing any repair
work in or outside the home
with a door-to-door solicitor, the
city urges residents remember
to ask to see their solicitation
permit issued by the city of
Oak Hill. If the solicitor does
not have this permit available,
they are operating illegally
within the city and residents
are encouraged to call the City's
Safety Coordinator at 615-5577329.
For a list of valid solicitors,
please visit the City website at

March 22, there were no valid
solicitors in Oak Hill.

Hermitage meeting to discuss Lojac site
Metro Council member
Bruce Stanley will hold a community meeting at 7 p.m.
Thursday, April 11, to discuss a
use for a property owned by
Lojac on Central Pike.
According to Stanley, neighbors of the 8-acre property
between the CSX Railroad
Crossing and the public
Brandau Road are concerned
about the company using it for
storage of industrial materials.
The property is zoned as residential, but the community
plan suggests a more appropriate zoning would be commercial/industrial.
At present, Stanley said, the

Project’s beautification work in

I’m wondering if anyone else
was graced with the image of
the Louisville basketball player’s leg breaking in half on
Easter Sunday. I was sitting
around with family from 4 to 80
years old and it was probably
the worst injury I have ever
seen on TV.
With that said, I thought CBS
did a fantastic job with their
coverage of what had actually
happened. There was only one
replay shown and then when
they realized how bad it was,
they only showed reactions
around the court. While I saw it
clear with a bone sticking six
inches out of the skin, I’m
happy that the children around
only saw a glimpse so they will
not be scarred for the rest of
their lives.
My only problem with the
situation was the commentator
else about us, like our age? That
way when we read about someone thinking that Eve had sex
with Satan, we’ll know it’s just
12-year-old that couldn’t have a
firm grasp of sex, religion or
life itself. Or when we read
about someone saying that animals don’t have souls, we’ll see
that that person couldn’t possibly know because they aren’t
6000 years old when God created
the Earth or 4.5 billion years old
when evolution began.

I agree with the Grandview
resident who complained about
her street.
I am a home-owner. My
neighbor rents from the other
university in Green Hills. He
agrees with me about the lack of
concern about the property and
the neighbors.
The yard is a disaster, retaining wall is falling, the balcony
is rotting, weeds are growing in
gutters, his garage is falling
apart, and there are limbs all
over the place. One spring and
summer the backyard was
never cut. I called to complain
and was told sorry but we do
not have enough help. What a
joke.
It’s embarrassing. What happened to being a good neighbor?
The value of my property is
decreasing due to their selfinterest. I have heard many similar complaints about this from

Dentists giving out pills
Are the dentists and oral surgeons included in the requirement to check?
I have a friend that had a dental procedure done in East
Tennessee and was given 90
Oxycodone. He was shocked
that the prescription was given
for such a minor procedure.
It is an advance for the State
that the legislature has passed a
bill for physicians to check the
controlled drug database prior
to new prescriptions being written. Now the question is: does
the bill cover nurse practitioners, dentists and oral surgeons?
when they should be in the
right-hand lane. If you go out
Lebanon Road, half of the people are poking along in the lefthand lane. Why don't they post a
few signs or give a few tickets so
they know to drive in the right
except to pass?
I don't think a lot of people
know about this. I have been
doing it for a long time, and it

Fix the roads in this city
Many of the roads in
Nashville need to be paved and
signs straightened out. A wonderful job was done on Highway
70 but more areas need attention by TDOT and Metro to
make all of Nashville look fresh
and new.
Money is found for the stadium and the new Music City
Convention Center, but attention should be given to cleaning
up all the roadsides of litter,
straighten signs and pave the
roads for a better and cleaner

and bunch of women were on
the computers and one girl got
really choked and kept coughing. I thought it was a nice thing
that instead of asking her to
“pipe down” or be mean about

Wild Night at Rocketown with Jack
Hanna was fun for kids and adults alike, as
animals from Columbus Zoo and Aquarium
were presented in a TV talk show format.
Rocketown was founded in 1994 by famed
Christian musician Michael W. Smith to provide Christian-based outreach to teens in
need who enjoy three stages for live entertainment, Middle Tennessee’s only indoor
skatepark, a snack bar, a recording studio,
and photography, art and dance studios.
At the fundraiser, everyone bid on silent
auction items including art, jewelry, sports
memorabilia, a luxurious dog bed, and more.
Snacks were provided by Hunt Brothers
Pizza, Coca-Cola and others.
Jessica Bracken Events coordinated the Rocketown: Saul Bauer, animal program specialist
entertaining evening and sponsors included

Barbara, Dewey and Whitney Daane were the honorees at Park Center’s 16th annual “How About Dinner
And A Movie?”
The event, which was created by Barbara Daane, was
held at the historic Belcourt Theatre and all proceeds
benefit Park Center.
Serving as chairs for this year’s evening were Sondra
and Doug Cruickshanks and Lisa and Luke Froeb. The
event featured a silent auction, chaired by Jane Stumpf
and Lori Schulman.

The movie was The Intouchables, a French comedydrama based on a true story about a quadriplegic aristocrat whose life is turned upside down when he hires a

West Meade Conservancy
(WMC) supporters gathered
recently for music, refreshments, and woodland views to
raise money for the group's
next collection of conservation
easements.
The event's fifty tickets sold
out in three days.
Singer-songwriters
Toni
Wine and Rory Bourke, with the
help of Antoinette Olesen and
Buddy Farler, provided the
music.
Wine sang her "Candida,"
and Burke performed his "The
Most Beautiful Girl." The audience swayed, clapped, and often
sang along as the artists per-
formed song after song.
The hillside home on Jocelyn
Hills Road belonging to hosts

provided the woodland views.
Volunteers set out a wide
array of beverages and hors
d'oeuvres, including tangy
meatballs, pastry shells with a
variety of
fillings, fruit,
cheeses, and tortilla wraps.

Meade
Conservancy is a grassroots
group of volunteers whose mission is to conserve woods and
wildlife in a key natural area of
Nashville.
The mission is being carried
out through a collection of con-
servation easements on property sections chosen by individual
owners and maintained by The
Land Trust for Tennessee.
The
Land
Trust
for
Tennessee administers a fund
to pay the costs of setting up
and protecting the WMC's conservation easements. The fund
contains individual donations,
book sales, and proceeds from
events such as the recent musical evening and annual Family
Fun Run.

exuberent fundraiser, Dancing for Safe
Haven, at Loews Vanderbilt Hotel,
where the crowd had a fabulous time.
Five celebrities who practiced for
weeks so they could perform the
rumba, samba and other dances for the
appreciative guests included John
Dwyer, Darrell Freeman, Kate Herman,
Meredith Libbey, Denine Torr, and
Vicki Yates.
Karen and David Conrad were honored for helping homeless families
transition from the streets to permanent housing through the Nehemiah
Project at Safe Haven.
