Rod Bailey a representative of Shuswap Community Foundation discussed Vital Signs
reporling.
FOUNDATION
Vital Signs is an annual check-up conducted by community foundations to measure
the vitality of communities across Canada. lt gathers and publishes data on significant
social and economic trends and assigns grades in areas criticalto quality of life.
The annual Vital Signs report promotes awareness of community issues and is used
by local communities (City of Salmon Arm, District of Sicamous, and ElectoralAreas
C', 'D', 'E' and 'F') for social planning, by citizens and philanthropists to identify
community needs and strengths, and by the Foundation to inform its grant-making and
leadersh ip activities.
Health of the community isn't included in our current community profiles and this will
be another piece to add to the community profiles currently being developed.
Community meetings and engagement - will take place in all communities within the
area/region of the Shuswap.
lnterested individuals should contact the Shuswap Community Foundation office if
they want to be involved in the steering committee.

FUTURES
Joanne Mason, Executive Director of Community Futures Shuswap (CFS) provided
the Committee with an update on new direction of CFS.
SHUSWAP
The primary focus of CFS is to provide availability to financial resources which might
not othenruise be available to individuals to start andior expand a small business within
the Shuswap. CFS helps businesses grow by offering financing to viable businesses
or projects, where financing cannot be obtained through conventional sources.

Community Futures Shuswap currently administers the following loan funds:
Community Futures lnvestment Fund
Available to all loan applicants for business purposes, with a maximum
loan amount of $150,000.
Loans greater than $150,000: Loans above $150,000 are possible with
funding from other financing partners.
Youth Entrepreneur lnvestment Fund
Loans under this fund are for applicants under the age of 30 for any
worthwhile, viable business venture.
Community Business Loan Program
Loans under this fund are for new or existing entrepreneurs engaged in the
forest sector, aquaculture, manufacturing, tourism, or another prescribed
sector of the economy. The maximum loan amount is $150,000.
Entrepreneurs with Disabilities Fund
Available to new or existing entrepreneurs with physical disabilities, for any
worthwhile viable business venture.

Kyle Dearing provided the Committee with an update on the community profiles
PROFILES
project.

ASSET
MAPPING
The intent of the project is to create a comprehensive data base that includes
business directories, categories, business opportunities, potential opportunities and
land use information.
lnformation is being gathered using various methods such as on-site visitation, Stats
Canada or census information.
Upon completion of the community profiles, information will be made available on the
new Economic Development website which will also include community links with
information on; boundaries, population, key differentials, climate, transportation and
realestate.
ElectoralArea 'E'ISicamous is almost complete and work is continuing on Electoral
Area'F'and'C'.
Currently a business listing data base will not be available on the website as it is too
time intensive, it will be up to the municipalities/ community organizations to maintain

an up to date list that can be made available for groups within the business community
to use.

is creating a map with asset layers for this pro¡ect.
R. Cyr, Economic Development Officer updated the Committee on the status of the
AGRICULTURAL Regional Agricultural Strategy.
STRATEGY
She stated there have been challenges with project, specifically maintaining interest
and engagement with the committee members. A meeting with committee members
has been scheduled for Monday, December 02,2013 to discuss strategies for moving
fonryard with the project and to determine which members are interested in being
involved with the project.
Community forums will be held in January 2014. Currently the consultants have been
using on-line forums, but there is a need to get out into the areas to determine what is
important to the agricultural community and conversely the agricultural community
needs to recognize the importance of this strategy.

R. Cyr reported on the Community to Community (C2C) Forum held on October 24
2013,
FORUM
Economic development:
ldentified issues and opportunities for continuing to work on economic
development.
Need to raise issues at a local or regional political level.

Iourism:

First Nations tourism potential and opportunities for tourism experiences or
packages, need to capitalize ie Adams River Salmon Run.
Recognition to protect First Nations sacred and cultural sites.
lt was proposed to develop a regional Tourism and CulturalAssociation
that would coordinate inclusive strategic planning.
Emergency Planning and Preparedness:
Need to ensure that all communities and the Shuswap Emergency
Program are working together etfectively.
Schedule a meeting with local representatives from all communities within
the Shuswap.

Business. Retention and Expansion Proqram is a community based economic
development strategy that focuses on the taking care of, nurturing and supporting
businesses in a community.

Reqionaland External Messaqinq and Marketinq Proqram will enable Shuswap
Economic Development, Shuswap Tourism, and the Columbia Shuswap Film
Commission to provide consistent branded messaging to our target audiences.

The South Shuswap Chamber of Commerce is rebuilding, the Economic Development
Officer will continue to provide support during this process,
Healthy Communities Capacity Building Prolect - Update
The CSRD applied for funding on behalf of the Eagle Valley Resource Society and
received $3500 to continue the discussion that was developed through the "Moving lt
Foruard" workshops. The purpose is to now develop an action plan to implement
some of the initiatives that were proposed. A workshop is scheduled for January
(2014) to set a direction and priorities to bring the project to completion, Committee
members would like to be included on a list to receive any further information
regarding the project.

MEETING

There has been an inquiry in the Sicamous area for a campsite/hoteldevelopment.
The Economic Development Otficer will continue to work with the interested party.
The Economic Development Officer reported on the Creative BC Meeting held on
November 27,2013.
She stated that it is important to build and maintain a relationship with Creative BC, it
is connected to the film industry and in rural areas it can be challenging to develop
and maintain these connections,
It is also important to build a connection with the Alberta Film Commission given the
proximity to Golden/Area 'A', and the Albertians that come to the Shuswap.
OTHER
D¡SCUSSION
The Nurse practioner (NP) office in Sorrento opened on November 18, 2013. Office
hours are Monday through Thursday. The NP was fully booked the first week of
operation,
The office space is set up and operational, however there is the outstanding question
on overhead cost, SACA is continuing to look at a various strategies for funding.
lnterior Health (lH) will only fund operational costs and wages and is requesting that
the community pay for training, courses and conferences. SACA recognizes that this
model is not sustainable long term. The NP program is pilot project for 3 years and
there may be some changes that need to be taken to the Ministry and Mp by the
CSRD.
