Introduction
For the past 17 years, Harrington Planning + Design (HP+D) has
provided local full-service landscape architecture and land planning
services with a focus on providing context sensitive designs for public
and private client groups. HP+D is a SBE – Small Business
Enterprise certified by the City of Phoenix. Based in Tempe, HP+D
provides design and consulting in local, regional, national, and
international markets.
HP+D is an Arizona Limited Liability Company (LLC) that is prequalified
with ADOT. Our firm has Registration as Landscape Architects in Arizona,

At HP+D, our design process is to listen first and act upon our instincts.
Creative ideas come from the heart. We are stewards of our
environments and because of that we remember that our solutions need
to be sensitive our surroundings and the people that use them. Designs
constantly evolve and we need to allow them to develop until we can
sharpen them into a preferred solution. From this stage we refine our
designs to meet the project needs whether they be fiscal, site
constraints, timing, or constructability issues. Our design process also
involves how to best communicate our ideas graphically and verbally.

Quality Control / Assurance Program
Being accurate and correct is essential to providing quality design and
customer services. At Harrington Planning + Design, we pride ourselves
on our performance and employ measures to ensure that our submittal
products are valid and meet the highest professional standards. We do
this with our proven quality control program that includes 5 key tasks.
Those tasks include:
1. Verify and manage the scope of work, controlling conditions,
technical standards, and project schedule.

Jason is Principal-In-Charge of HP+D and has an active role in every
project. During his career, Jason has developed strong project leadership
and design capabilities that are focused in the Public Work area. He will
ensure project staffing needs are met, facilitate meetings and design
charrettes, and manage the project budget and schedule. Jason will
make sure all resources are made available to reach the goals and
success of this project. Jason is an experienced landscape designer,
plant material specialist, irrigation designer, public facilitator, and cost
estimator. Jason has an extensive background in irrigation design and
water management and is a member of the ASIC – American Society of
Irrigation Consultants. He is also an active member of ASLA – American
Society of Landscape Architects and serves on the national PPAC (Public
Practice Advisory Committee) as the Chair-Elect for 2012. He will be
speaking at a field session on South Mountain Park Ponderosa Stables
when the 2012 ASLA National Conference comes to Phoenix. As founder
of HP+D, Jason has been with the firm since its inception in 2011.

Yang acquired her master degree in landscape architecture at North
Carolina State University and holds a bachelor degree in architecture
from the South China University of Technology. She will be the individual
responsible for the overall quality of products and will work closely with
staff to provide efficiency and accuracy to our design submittals. Based
upon each scope of services and project needs, Yang will provide
production support and creativity, and has direct knowledge and
understanding of projects in the public realm. Her strengths are her
responsibility for the coordination, visual communication, and schematic
concepts throughout each of her projects. Yang is a focused individual
who excels with an attention to detail. She has experience preparing
DCR’s and Project Assessments and is a talented graphics specialist.
Yang has been with HP+D since its inception in 2011.

Mary Sheedy, RLA

Mary is a registered landscape architect with over thirty years of
experience in landscape architecture and project management. For the
City of Phoenix, Mary managed over 22 million dollars of construction
including award winning projects such as the restoration Memorial Hall at
Steele Indian School Park, Helen Drake Senior Center, Phase Three of
the Japanese Friendship Garden, and Tovrea Castle Restoration. She has
extensive experience in planning and development, both from the
perspective as a client representative in the private sector and also as
municipal professional. She understands all the elements required to
build a successful project. She starts with a complete client needs
assessment and evaluation of possible site constraints; leads conceptual
planning and defines budgetary issues; provides accurate construction
plans that meet all codes and guidelines and follows through to
construction completion and warranty. Mary finds team communication
and follow-up are paramount to a great project. Her projects are
environmentally sound and ADA compliant.
Mary has been a member of ASLA for over thirty years and during the
2012 ASLA national conference she help plan numerous field sessions
which showcased the Phoenix metro area. She has donated her personal
artwork for fundraising throughout the years of her membership.

Amy Schuchert, RLA

Amy has more than 18 years of experience in private and public
development of streetscape theme development and roadway design.
Her relevant roadway design experience includes site analysis,
conceptual aesthetic development, complete streets, master plan and
theme documents, and construction document production and
management on streetscapes. Completed work includes City of Peoria,
Lake Pleasant Parkway Streetscape Design Theme Manual and
implementation of the theme document for Lake Pleasant Parkway
(Westwing Parkway to Loop 303) and (Williams Road to Pinnacle Vista
Drive); Scottsdale Road (Frank Lloyd Wright to Thompson Peak) and
(Thompson Peak to Pinnacle Peak Parkway), Pima Road (Loop 101 to
Pinnacle Peak Parkway), and Hayden Road (Cactus Road to Redfield
Road) for the City of Scottsdale. She has experience with developing
effective pedestrian spaces in several large and small communities
including multiuse trail and historical interpretative elements in the rural
and urban community spaces. Amy has extensive experience in private
and public development of master plans entailing parks, recreational
open spaces, and multi-use paths. Her relevant park and recreation
experience as a project planner includes site analysis, conceptual
development, and master planning of parks that range from 10 to 3,000
acres; path and trail connections on streetscape developments;
greenbelts, a habitat interpretive center; and private development parks,
path/trails, and golf course elements.
