Annual poppy campaign set to launch in Cornwall area
CORNWALL, Ontario - On your lapel or over your
heart, however you decide to don the international
symbol of remembrance, it honours those who
fought our freedom.
Members of the Royal Canadian Legion Branch
297 visited Cornwall Mayor Lesley O’Shaughnessy’s
office Friday (October 23) to announce that their
annual poppy campaign begins this week.
“This is our way of helping the veterans and
their families,” said RCL Branch 297 president Linda
Fisher. “Without the great support from the citizens
of Cornwall, and surrounding communities, the
legion would not be able to support our veterans,
the funds raised through the poppy campaign are
a great help.”
Hugh Primeau Sr., poppy campaign chair and
RCL Branch 297 1st vice president, told Seaway
News legion reps will be out front of local retail
shops and grocery markets daily selling poppies
from Friday Oct. 30 until Tuesday, Nov. 11, from 9
a.m. to 6 p.m.
Any donation is welcomed.
“Last year, we handed out 50,000 poppies,” said
Primeau Sr. “To me, personally, they represent the
person who made the supreme sacrifice so that we
can be here and live free.”
“Wear your poppy, and wear it proudly,” added
Fisher.
Every elementary school and high school, many
convenience stores, as well as The Beer Store and
the LCBO locations throughout the Cornwall area,
will have small stations where people can pick up a
poppy.

Brock Frost resigns from council - again

CORNWALL, Ontario - Brock Frost has officially - this time - resigned as a Cornwall city
councillor.
The rookie councillor turned in his keys to
city hall via email, not unlike this past summer
when he sent an electronic missive indicating
he would be resigning by July.
But this time his resignation has been confirmed by officials at city hall, including Mayor
Leslie O’Shaughnessy who indicated Monday
morning the decision is immediate.
Frost was not in attendance at Monday
night’s council meeting.
Frost’s letter of resignation was emailed to
Seaway News at about 9:30 Monday morning.
He had posted on Facebook his decision to
resign.
Frost blamed his busy schedule and move to
Ottawa as reasons for the resignation.
“I vastly underestimated the amount of work
required as a city councillor,” he said. “Despite
what the salary suggests, being a councillor is
not a part-time job. There are council meetings,
numerous committee meetings, special meetings, strategic planning, dealing with the general public and countless community events.
“It is a full-time job if one wishes to be truly
effective.”
Frost also conceded his performance was
not good enough.
“The constituents definitely deserve better...
from their elected officials, and my colleagues
certainly deserve better from me,” he said. “I
have always lived by the philosophy that there
are no failures in life, only experiences. I have
learned a great deal about myself over this last
year and I wholeheartedly intend to return to
politics sometime in the near future.”
While the city has an array of options for
replacing Frost, including a byelection, it is more
likely a successor will be apppointed to the
position.
When previous city councillors have
resigned the individual who placed 11th in

most recent election has been asked to fill the
position, which would mean former councillor
Denis Carr could make a return to the city council table.
Carr actually finished 12th, but 11th place
finisher Guy St-Jean has moved out of the city.
Carr is currently president of the Cornwall
and Area Chamber of Commerce.
City council Monday night declared Frost’s
seat vacant, and is expected to receive a report
on the options for filling the spot at its first
meeting in November.

Monday morning he would make a return to
city council if asked.
The veteran of Cornwall politics who was
defeated in last year’s municipal election said
in an interview he would accept appointment
to council now that Brock Frost has officially
resigned his post.
Frost did the same thing this summer, without an official notification, and there was talk
then that Carr might return to the fold.
“I’ve been down this road before,” he said
with a chuckle. “I would be interested in it
(returning).”
Council could make a decision, as early as
Monday night, about how to replace Frost.
The city has several options, including convening a by-election, to fill the vacant Frost
seat.
But in the past council has gone with
appointing the individual who finished 11th in
the most recent municipal election.
Carr actually finished 12th, but 11th place
finisher Guy St-Jean has moved out of the city.
Carr, said he has not been approached by
the city about returning, was asked if his new
job as president of the Cornwall and Area
Chamber of Commerce would preclude him
from re-entering politics.
“I don’t think so,” he said. “I don’t see them
as being in conflict.
“Both jobs are to help people in Cornwall.”

Water-based bridge pillars will
be removed, says bridge corp
CORNWALL, Ontario – The Federal Bridge
Corporation said Tuesday morning it plans to
remove the water-based pillars from the St.
Lawrence River - contrary to a message
emanating from city hall Monday night.
Councillors passed a motion Monday
night calling on the bridge corporation to
explain why the pillars won’t be removed but it turns out the plan was to take them out
of the river anyway.
“The plan was to always finish the project,” said bridge corporation spokesperson
Andre Girard when he was contacted by this
newspaper Tuesday morning.
Girard added Mayor Leslie O’Shaughnessy
has been sent a letter outlining just that.
Things were different Monday night,
when Coun. Andre Rivette railed against
what was thought to be a decision to leave
the pillars in the water because it would be
too expensive to remove them.
But Micheline Dube, president and CEO of
the bridge corporation, took issue with a

“This article is of great concern to me as it
implies a change in our project direction,”
she said in a statement. “I have consistently
demonstrated to be fully committed to the
removal of the piers as originally planned.
“We are presently focusing on completing
the ongoing work this season before winter
strikes. Let me reassure you that we are looking at options to complete the removal of
the in-water piers.”
Councillors had directed O’Shaughnessy
to send a letter to the Federal Bridge
Corporation seeking answers on the issue.
The city was also to seek support from the
Mohawk Council of Akwesasne (MCA) and
local MP Guy Lauzon.
“Everything was going to be taken out of
the water except for the one on the land,”
said Rivette.
That water is adjacent to a swirling section of the St. Lawrence River that was the
site of a pair of tugboat sinkings this
summer.
City CAO Norm Levac said the bridge
corporation had issued a tender on the
removal of the pillars but found out that the
work would be too expensive to undertake.
Levac said the bridge corporation then
reissued a tender for bridge demolition
without any provisions for removing the
pillars from the water.

Councillors want details on waterfront tanks communication

CORNWALL, Ontario – City councillors
want to know who knew what and when as
far as controversial chemical tanks on
Cornwall’s waterfront are concerned.
Councillors voted Monday night to direct
administrators to prepare a report on the
“critical path of dates of communication
between the city…and Transport Canada and
any other party involved” in the construction
of the tanks.
Councillors were irritated weeks ago when
MP Guy Lauzon, during a political debate,
suggested the city knew about the arrival of
the tanks nearly a year before their existence
went public.
Lauzon’s comments lead many to conclude city councillors knew about the construction and kept a lid on things until
Seaway News broke the story in December
2013.
There were no comments made publicly
byu councillors at Monday’s meeting.
In an interview with Seaway News Sept. 30
– a week before the debate - Lauzon said in
the months leading up to December 2013
when Seaway News broke the story on the
issue, some municipal officials knew what
was going on along the waterfront.
“Trillium…they phoned the city…probably in February and said ‘We’re thinking of
doing this, do you have any locations?’” said
Lauzon. “The harbour was one of, I think, six
potential locations. In October, according to
Trillium, they advised – I don’t know who at
the city – but officials at the city, economic
development or somebody, ‘We’ve decided
we want to go in the harbour.’”

CORNWALL, Ontario - What was once the beating heart of the Cornwall economy has undergone a transplant that was unveiled Thursday.
RMP Construction and Cotton Mills Cornwall
unveiled to the public the first of its nearly-completed buildings in what is a $60-million redevelopment of the aged infrastructure on the city
waterfront.
RMP president Bob Pelda said a liberal dose of
history has been incorporated into the repurposing of the buildings which will house condominiums, a pharmacy and professional office spaces
as well as an art display and a terrace.
“Our goal to reinvent this heritage...has now
been met,” said Pelda. “Now (people) will see the
community rich in heritage and history.”
The future, though, is very much now at
Cotton Mill Cornwall.
Its three-phase development project has
turned the Weave Shed into a commercial/residential hub, with offices created for professionals
in one sector, while loft-style living is being created elsewhere.
And the word is out.
While some availability remains, already the
likes of a retired Supreme Court justice, an ambassador and a host of business professionals have
signed on to take ownership of the loft-style
condos.

financial firms in the project.
“This is not a gated community,” said Pelda. “It
is an open campus.”
The City of Cornwall contributed tax savings
programs and grants to help secure a viable financial foundation from which to grow the project, he
added.
“It allowed us to make new homes affordable,”
said Pelda.
Because of that Mayor Leslie O’Shaughnessy
said the entire community can look at the Cotton
Mill project as a success.
“The people of Cornwall should recognize that
they have contributed to this project,” he said.
“This wouldn’t have happened without the foresight of citizens of Cornwall.”
The project is already about 65 per cent occupied. Dozens of residential units are planned for
the project, which will continue with more construction to begin in the new year.

Bridge demo firm takes offer for arch off the table: mayor

CORNWALL, Ontario – A plan to see city hall
take ownership of the Seaway International
Bridge arch appears to be off the table.
Mayor Leslie O’Shaughnessy said in an interview the city is expected to issue a press release
in the coming days that suggests the offer from
Demo Plus has been rescinded.
O’Shaughnessy said Demo Plus, which is
charged with the dismantling of the former
high-level bridge in Cornwall, has removed its
offer to provide the arch to the city.
The mayor said the reason lies in that Demo
Plus has a contract with the federal government
to dismantle the bridge in its entirety, and it
must follow that contract.
O’Shaughnessy confirmed Oct. 16 officials
with Demo Plus offered the span to the city, presumably to be used as a crossing over the
Cornwall Canal for pedestrians.
At the time O’Shaughnessy said the city was
in no position to accept the offer without more
study.
It’s believed the span is coated in lead-based
paint, and there are questions about how much
it would cost to move the span, set it up on a
foundation and adequately prepare it for pedestrian use.
“The lead paint is an issue…and there are
other issues involving costs,”said O’Shaughnessy
at the time. “We all know it can’t stay where it
is…so what do you do with it?”
The mayor also conceded the span is a bit of
overkill when it comes to preparing a pedestrian crossing for the defunct canal.

CORNWALL, Ontario – Hundreds of people sat
in stunned silence as an Alberta woman
recounted 15 months of captivity and torture at
the hands of Somali kidnappers during a breakfast meeting in Cornwall last Wednesday.
The proverbial pin could be heard to drop as
Amanda Lindhout, during the Children’s
Treatment Centre celebrity walk and breakfast,
explained in stark detail the fear, persecution and
abuse she endured under the jackboot of teenaged boys who kept her and an Australian photographer in chains.
“Every day I make the decision to forgive…
but a lot of days I don’t,” she told audience members in the packed civic complex salons.
“Sometimes it is a distant point on the horizon. I
feel if I keep doing that, one day forgiveness will
be a state I can enjoy all the time.
“I have been given a pretty rare gift. I have
been given a second chance at my life.”
Her 15-month ordeal began in the summer of
2008 when, while on assignment as a journalist
to document displacement camps in war-torn
Somalia, she and others were abducted and held
for a $1.5-million ransom.
While in captivity she was repeatedly raped or
abused, sometimes as many as 10 times a day, on
top of other torture and attacks. Teeth were
knocked out, famine lead to much of her hair falling out and her spirit was nearly amputated.
It was during one particular attack at the
hands of one of her most heinous abusers, that
Lindhout reached her breaking point. But instead
of feeling more absolute rage, the opposite took
place.
“What naturally rose up inside of me was this
tiny seed of compassion,” Lindhout said. “It surprised me, and confused me. It felt like relief from
all the anger and the rage I had fully been
engaging in for months. It became something I
actively looked for.”
Since her ordeal Lindhout has written a book,
started a charitable organization, the Global
Enrichment Foundation, which has raised $3 million to help 200,000 people around the world
seeking aid and has begun speaking publicly to
agencies like the Children’s Treatment Centre
who advocate on behalf of those in need – especially children.
“We’re going to leave here feeling a bit more
determined and capable of being a force for
good in the world,” she told audience members.
“Life has a way of guiding us to the next step we
will need to be.”

funds for the St. Vincent de Paul Society.
The third annual Benson Cornwall Colts
Charity Hockey Game takes place at the
Benson Centre (Ice Pad 1) on Sunday, Dec.
12.
“It’s our pleasure to once again partner
with the Benson Group to raise funds and
collect food items for the St. Vincent de Paul
Society just before Christmas,” said Colts
owner and head coach Ian MacInnis.
In 2014, the game raised over $700 and
350 pounds of donations for the Cornwall
food bank.

Cornwall is comprised of about 50 volunteers guided by an executive board of eight,
selected from the volunteer pool.
St. Vincent’s ‘Christmas Basket’ initiative
receives requests from as many as 60 singles,
50 couples, and 50 families; baskets include
vouchers, an assortment of food, and children’s toys.
The charity coordinates its food bank
efforts with both the Agape Centre and
Salvation Army to ensure fairness of distribution and curb any abuse of our assets.
St. Vincent is affiliated with the Ontario
SVDP society at-arms-length and has neighbouring SVDP groups in Alexandria, Ottawa,
and Kingston.

Cornwall Public Library turns 120

CORNWALL, Ontario - After 120 years of service, the Cornwall Public Library aims to write its
own future in an increasingly paperless world.

City Councillors Claude McIntosh, Carilyne
Hebert, Elaine Kennedy, and Andre Rivette
marked the major milestone with Dawn Kiddell,
the library’s CEO and chief librarian, at the
downtown facility on Thursday (October 22).
How do you celebrate being 120 years old?
With cake, of course.
The event also coincided with Ontario Public
Library Week (October 18-24), an initiative dedicated to raising awareness of the valuable role
libraries play in Canadians’ lives.
Think libraries are obsolete in this technological age? You couldn’t be further from the
truth. Some fast facts about the local library:
With a Cornwall Public Library card, members are able to borrow books, CDs, DVDs,
magazines, and video games; search research
databases; read online magazine and newspaper articles; use computers; register in
various programs; and can download eBooks
and eAudiobooks.
The library also offers early childhood literacy-based programs - Baby Tales, Time for
Twos, Kid’s Corner and the Summer Reading
program (with over 300 children participating
this year).
In addition, there are adult book clubs, writer’s groups, writer’s workshops, author presentations, and tutoring space for literacy learners.
In 2014, the downtown facility had 208,390
in-person visitors (which averages 17,366 per
month or 579 per day). Cardholders borrowed a
total of 263,692 items (93% of which were print
books, CDs or DVDs and 7% were eBooks or
eAudiobooks).
In July, 17,983 people visited and another
15,746 used the website to search the library

CORNWALL, Ontario - The Rotaract Club of
St. Lawrence College and the Rotary Club of
Cornwall Sunrise joined forces in recognition of
World Polio Day at the Cornwall campus on
Friday.
The local volunteer-driven non-profits collected $1 donations in Moulinette Hall with
one twist - the donors left with a purple pinky.
“Almost every young person we asked
donated,” said Sharon Miller, Rotary Club of
Cornwall Sunrise member. “For one dollar, you
can help fund polio vaccinations overseas.”
Miller had a helping hand from CCVS Grade
12 student Madeline Roy, a former youth
exchange student with the club, and Stefano
Delacosta, Rotaract Club of SLC member and
owner-operator of Perfect Pairings.
“We have 1,200 students and 200 faculty so we can reach people quick,” said Delacosta.
In addition to raising awareness, the trio
collected a few hundred dollars for the

and www.endpolio.org. Each dollar is being
matched two to one by the Bill and Melinda
Gates Foundation and will therefore pay for
three children to be immunized. Infants and
children who have been immunized against
polio are marked by dipping their little finger
in a medically sanctioned purple dye, hence,
the name ‘Purple Pinkie’ event.

Don’t let the door hit you
on the way out, Brock

What’s that line about the door hitting one’s
butt on the way out?
Whatever it is, Brock Frost should heed those
words.
The embattled city councillor who one year
ago this week (you can’t write this stuff, folks) was
elected to office, emailed yet another resignation,
this time with the added bonus of having it signed,
sealed and delivered at city hall.
Frost, who just returned from a European vacation that was somehow spun into a medical leave,
can now focus (we presume) on his real estate
career and those pesky Quebec police charges he
waited until the last minute to acknowledge.
Frost delivered resignation part-two on
Monday via a Facebook post, as well as emails.
You’ll recall this past summer Frost similarly
resigned, but had a change of heart milliseconds
after delivering his resignation by email. (Aside: is
everything, including quitting one’s job, done by
email these days? What happened to the old-fashioned ‘I quit!’ and storming out of the office?)
Regardless of the timing, the circumstances or
the reasons, Cornwall is better off without Frost as
a councillor, than with him.
The circus-like atmosphere that plagued his 12
months on the job was becoming a distraction at
every turn. No one ever said he couldn’t go on
vacation for a few weeks – but having it touted as
a medical leave, complete with social media posts
about drinking and partying it up in Eastern
Europe sure sounds more like a holiday than
therapy.
If you throw in the police charges, the failed
hockey ownership, the first iteration of his resignation and his decision to move away from Cornwall
within weeks of being elected, then the whole
thing becomes laughable.
It’s why his move to resign, again, should be
welcomed.
Are we kicking a person while he’s down?
Some say yes. There have been rumblings among
his (former) council colleagues that this man
smacks of someone in crisis – professionally and
otherwise.
The thing is, though, I don’t think I buy it. Frost
is too smart (yes, he’s a smart guy) and too smooth
to be anything but a rookie city councillor who got
caught too early with too much on his plate and
has had to push the reset button.
Has it gotten personal? You betcha.
He’s labelled me and my career choice as
“pathetic” for going after him the way I and this
newspaper has in recent months.
Fair enough. That was after I (for the first time
ever) attached a Youtube video to an online opinion column about his European junket. For the
record, the video played the theme song to
National Lampoon’s European Vacation.
Professionalism (or lack thereof) can often run
both ways in the heat of the moment. But Frost is
an elected official, in charge of tens of millions of
tax dollars and I’m just a newspaper hack. He gets
the glory when things go right at city hall – and he
gets the shaft when events go south.
In this case I think he’s the author of his own
demise, and having him resign is the best we
could hope for.
Moving forward city council officially has a
bunch of options to choose from, but in reality
there’s just one: Denis Carr.
While there could be a byelection, the appointment of another at-large person, or a request to
pry eleventh place finisher in last year’s election –
Guy St-Jean – out of Florida, Carr is the only logical
choice to replace Frost. He finished 12th, just 61
votes behind 11th place.
First, the move will be cheap – no money wasted on yet another election. Second, while there
have been calls already for people like Todd
Bennett (17th place) to take the reins at city hall,
the nod has to go to Carr.
Carr had the most votes of those defeated in
the 2014 race (aside from St-Jean) and if
democracy means anything it’s clear council has
to go with him to fill the vacant seat. I’m sure
Bennett would make a great addition to city council, but not enough people voted for him to provide the current city council with a mandate to
choose anyone but Carr.
Lots can change in the course of 12 months.
This time last year Frost was reaping the benefits
of hockey ownership and voter confusion.
Today his team is being run by someone else,
his P.O. Box is somewhere in Ottawa, Quebec
police are looking into his professional dealings
and his political career couldn’t reach its best
before date.
Makes me wonder what we’ll be talking about
in the autumn of 2016.

South Stormont is looking into the feasibility
of replacing the Moulinette Road - County Road
#2 traffic lights with a roundabout. The announcement has resulted in an understandable concern
by some residents in the community as it would
be a major shift from what folks are used to.
Are roundabouts good or bad? I did some
checking and discovered that contrary to having
a negative outcome, the introduction of a roundabout would bring a number of benefits. Here’s
what popped up, the information coming from
transportation departments and insurance
research studies.
Roundabouts reduce accidents by 37%. They
reduce accidents with injuries by 75%. They
reduce accidents with fatalities by 90%. It occurs
to me that these three statistics alone make for a
strong argument in favour of roundabouts.
There’s more. A roundabouts increase the
ability of an intersection to handle traffic by 30%,
a welcome relief to local residents and visitors
alike on a summer weekend. And, from an
environmental perspective, traffic is constantly
moving as opposed to drivers experiencing long
delays at a traffic light, effectively lowering need-
less exhaust emissions.
There is a legitimate concern about cost.
However, a brief conversation with one of the
engineers hired to develop the proposal revealed
the following. The current traffic control system
is outdated and must undergo a complete re-fit.
According to him, the cost, whether it be for
lights or a roundabout would be roughly the
same. The benefit, of course, is that a roundabout, once established, would be significantly
less costly to maintain.
Are there drawbacks? There appear to be two
main ones: drivers’ learning curve and land cost.
However, there are three new roundabouts in
Kemptville and drivers seem to have taken them
in stride. As for the land, it already belongs to the
Township.
A post script to all this. A family member had
an unfortunate accident at this intersection and
totaled a vehicle. Had there been a roundabout
back then, the accident would not have occurred.
So, as residents ponder the possibility of a roundabout, let’s hope the statistics and safety factors
help to ease their concerns and we can all look
forward to a positive step forward.

after being charged with serious federal offences,
only to have the case thrown out of court but his

A Northern Ontario health unit has discovered that there is a shortage of doctors qualified
to serve as medical officers of health.
Ten months ago the Algoma Health Unit
started a search to fill its vacant medical officer of
health position.
Despite an ambitious cross-Canada search,
not one person has expressed interest in the job.
The health unit is operating with an acting MOH.

Fire chiefs don’t start fires. Not so in Sault Ste.
Marie where a recommendation by the new chief
has ignited a firestorm.
Chief Mike Figliola has recommended (to
city council) that 20 front-line positions be cut
over the next three years, all through attrition.
The cuts represent 25% of front-line fire-fighting
positions. In the last 12 months, five vacant fire
suppression positions, created by retirements,
have not been filled by the chief.
The Sault Fire Service, which serves a population of 75,200 and covers 223 square kilometres,
has 88 front-line firefighters. It also has 34 fulltime paramedics.
Earlier, the chief tossed out a list of preapproved fire-fighting candidates, a long-standing way of saving time in filling vacant
positions.
The union is fighting back. Sault residents
have been warned that the cuts will cause fire
insurance premium increases to skyrocket and
will put lives in danger.
Root of the proposed front-line cutbacks is an
arbitration ruling that gave firefighters a nine
percent pay increase over three years, and
24-hour shifts.

Some three years ago a Cornwall man had
two unexpected visitors at his Eastern Ontario
office. He held a management position in a large
corporation.
They were police officers who quickly placed
him under arrest, slap a pair of handcuffs on his
wrists, read him his rights and walked him past
his startled colleagues to an unmarked police car
for the ride back to Cornwall.
He was charged with sexual assault of a minor
that police said took place several years earlier.
He spent the next three days and nights in an
Ottawa-Carleton Detention Centre cell, fearing
that his fellow inmates would find out the charges. He lied. Said he beat up his wife’s lover.
Not only was he an accused sex offender, he
was an unemployed accused sex offender. His
long-time employer terminated him. A judge
imposed restrictions that limited his freedom.
Family and friends abandoned him. He spent
thousands of dollars on legal fees that are driven
up by a slow-moving legal system.
Finally, his trial date was set for earlier this
month. It was to be a three-day trial. If convicted,
he would be given jail time. Probably in a federal
prison.
But the trial barely got started.
The judge was told that the Crown could not
proceed because the alleged victim had not
been truthful in statements to police three years
earlier. The alleged sexual assault never took
place.
So, after three years of living under a dark
cloud, his life on hold, his career in ruins, the man

Conservation Authority needs volunteers to help
plant trees and shrubs at the corner of Pitt Street
and Tollgate Road in Cornwall on Sunday, October
25.
RRCA’s ‘Raisin River Riparian Enhancement
Project’received a $7,500 grant from RBC Bluewater
Project recently for improvements to implement
habitat enhancement actions along the shoreline
within the City of Cornwall.
Local residents and landowners along the
Raisin River in Cornwall are encouraged to join the
RRCA and RBC in planting 400 potted trees and
shrubs behind the Tim Hortons located at 81
Tollgate Road West, between 1-4 p.m.
“This particular reach of the Raisin River is documented as an important fish spawning and nursery area for several fish species, and unfortunately
has little to no tree cover,” said Normand Genier,
RRCA’s forestry specialist.
“By planting trees, we will help protect fish and
wildlife habitat as well as help improve water quality downstream. We are also encouraging all
homeowners in Cornwall to preserve any trees
along the banks of the Raisin River.”
Volunteers are asked to dress for the weather
and bring their own shovel. An RRCA conservation
tent with information and displays will be on-site.
Refreshments will be provided. Parking is available
across the street in the Atelka parking lot.

District School Board (UCDSB) honoured the
memory of a former superintendent who championed the cause of Terry Fox.
The board awarded this year’s Ted Kennedy
Legacy Awards to Char-Lan District High School
and South Crosby Public School for being the top
fundraising schools (per pupil) within the board
during the 2014 Terry Fox National School Run
Day.
The presentations were made at the Board of
Trustees’ regular meeting in Brockville.
Char-Lan, winner of the secondary award,
raised $9.67 per pupil during last year’s run.
South Crosby Public School raised $20.41 per
pupil to take the elementary award, said
Superintendent David Coombs. This is the third
straight year both schools have won.
The award was created in 2012 in honour of
Kennedy, a veteran superintendent and principal
with the Upper Canada District School Board.
Kennedy was the founder of the board’s Terry Fox
Staff Challenge fundraising relay. Kennedy
passed away in 2011.

NOVEMBER RECYCLING TIP
Ever wonder what happens after your Blue Box
is collected? Your recyclables are unloaded at a
recycling facility and placed onto conveyor belts for
sorting into different types of recycling materials.
The initial sorting and separation of paper and
cardboard from containers (bottles, cans and
plastics) is done by machines. Workers hand-sort
the different kinds of plastic as they pass along a
conveyor belt, and strong magnets capture metal
cans. Sorted materials are then compressed into a
cube and shipped to firms that recycle it to make
new products.

Ribfest expands to four days

CORNWALL, Ontario - If you love ribs (and
based on the streams of people leaving
Lamoureux Park with their belts loosened,
we know you do) this will be good news.
Ribfest 2016 is expanding to four days
from three.
The Cornwall Seaway Lions Club, which
organizes the popular summer event, confirmed the news Thursday.
“The ribbers show up on the Tuesday and
they sit around waiting until Friday,” said
club president Shirley Ravary. “So we
thought we should start on Thursday.”
To be exact, it will be 3 p.m. on Thursday
July 21. The 2016 event will mark the fifth
anniversary for the event that has seen thousands of people converge on Lamoureux
Park for all things smoked, grilled and fried.
“It’s growing every year and we want to
put on a good show,” said Lions club second
vice-president Julia Lucio.
But in that time Ribfest has taken its
lumps, too.
Organizers have heard from critics, who
have suggested the event compromises
local business at the expense of bringing in
outside ribbers to provide food for the
masses.
Ravary said the event benefits the community through fundraising.
She points to some $65,000 Ribfest has
generated the last two years for local charitable work, including $20,000 that has been
donated to the Cornwall Community
Hospital for its new mental health facfility
and another $11,000 for Cornwall Hospice,
not to mention a host of others.
“We want the community to know the
money stays here,” she said.
But what about the suggestion that local
restaurants suffer when Ribfest comes to
town?
John Lucio, chair of Ribfest, said the ribbers are part of a touring culinary caravan
that makes stops across North America - not
unlike a carnival or circus.
“They put through a lot of ribs,” he said. “I
don’t know of anyone in town who could do
that,” he said.
His wife Julia, second vice-president of
the club, said any local business can sign up
to take part in Ribfest as a vendor, including
restaurants, with one caveat.
“Anyone can be in Ribfest - as long as
you’re not selling ribs,” she said. “The vendors can all be local.”
Another change for next year’s event will
be a slight drop in the number of ribbers taking part. Pig Kahuna has a scheduling conflict and won’t be able to attend the Cornwall
event, reducing the number of ribbers to six
from seven.

CORNWALL, Ontario - Carefor Hospice
Cornwall is asking area residents to put their
money where their hearts are for its seventh
annual TVCogeco telethon.
The local television studio will come alive
as volunteers man the phones on Saturday,
Nov. 7, from noon to 6 p.m., with a goal of
$140,000.
In 2014, the telethon raised a recordbreaking $154,000.
“It’s our biggest fundraiser - we’d be lost
without it,” said Sandy Collette, Hospice
Cornwall fundraising coordinator.
Over 800 clients have used the 10-bed
palliative care facility since the first day hospice opened in 2009.
Collette says more volunteers are needed
to help run the telephones during the sixhour charity marathon.

This revolutionary model of care will be the first
of its kind in Eastern Ontario, and position CCH
as a leader for our province once again.

Psycho-geriatric Services: Assessment, psychiatric
consultation and follow-up for seniors in homes
and residences in collaboration with Royal Ottawa
psychiatrists. Teams of Occupational Therapists,
Psychiatrists and Nurses treat clients in their homes who
are experiencing anxiety, depression, dementia and
aggression. Efforts are made to use therapies that avoid
and/or refine medications to ensure a better quality of
life for clients.
CCH has been chosen by the government as the
lead agency for Children’s Mental Health services
in SDG. The CCH Children’s Mental Health
Program provides children up to the age of 18 the
broadest range of assessment, therapy, support
and counseling services available in this community.
Withdrawal Management Services: This is a
multidisciplinary group of professionals (nurses and
mental health counsellors) who work with clients
that have recently stopped using alcohol and/or
other addictive substances. The goal of this service
is to assist clients through early recovery and
withdrawal symptoms. Clients receiving this service
have their physical and psychological symptoms
closely monitored. They are treated to ensure the
highest level of comfort throughout this process.
Services are provided in the office or in the client’s
own home. Other services include a three-week
group support program and support program for
family and loved ones of the client.
Adult Counselling & Treatment Services: Solutionfocused individual and group therapy as well as
coping skills training is provided. This service is aimed
at helping clients who are experiencing anxiety,
depression or other types of mild to moderate
symptoms of mental illness.
Mental Health Crisis Team: Nurses and Social Workers
respond to clients who are in crisis. The team works
closely with the regional crisis hotline service, local
police and the Emergency Department staff / Physicians
to assist those who are in immediate need of attention.
The staff work quickly to ensure clients are seen,
treated and referred to the right services.
Assertive Community Treatment Team: This
interdisciplinary mobile team provides intensive
treatment for clients in their homes. The goal is to help
clients who have serious mental illness live productively
and independently. This team also works with The
Ottawa Hospital’s First Episode Psychosis Team to
assist young people who have recently been identified
with schizophrenia or other serious mental illnesses. It
ensures that they receive specialized treatment early in
their diagnosis to improve outcomes.
Counseling and Therapy: Office-based services
for children and youth experiencing anxiety,
depression, suicidal thoughts, ADHD and mild
autism spectrum disorders.
School based services: Counseling to youth in
six selected schools and teacher education on
treatment plans and mental health issues. Family
support is also provided.
Brief Services: One or six-session therapy and
follow-up for children, youth and families with less
complex issues.
Intensive Treatment Services: In-home and inschool support for ages 7+ with serious mental
health issues. This Day Treatment program will
remain in a classroom setting.
Family Caregiver support services: In-home
services to parents with children 6 years and
under. Assessment and triage to early intervention
services like speech therapy and sensory
assessments. Educational groups on ADHD,
anxiety, parenting and divorce are also

appropriate services in the community.
Outpatient Services: This is an office-based
service provided by Addiction Therapists. Clients
and families who are experiencing problems
related to substance use or gambling can receive
individual or group therapy.
Residential Services:
The St. Denis Centre offers an on-site supportive
treatment program to men (18 years and older).
Clients can live in this house for up to one year.
They are also provided with a supportive aftercare
program. This centre is run by CCH and it will not
be moving into the new site.

Globally acclaimed documentary coming to Cornwall
The film recounts the story of Sean Clifton, a former
Cornwall resident, who was declared not criminally
responsible on account of a mental disorder after he
stabbed Julie Bouvier in the storefront of the Cornwall
Walmart store in 1999. The film looks at both sides of
the discussion and personalizes the moral concerns
raised regarding mental illness.
The NCR film and story has been covered in all major newspapers
across Canada and globally in Ireland, England and the Bahamas. This
will be the first screening for the general public in Cornwall. After the
screening there will be an open forum with a respected panel of guests
including John Kastner, the director of NCR; Noella and Andy Bouvier,
Julie’s parents; and Christine Penney, Vice-President of Community
Programs at CCH.
The Foundation is currently raising funds for the new Addiction and
Mental Health Centre which will be located on the McConnell property.

surviennent des symptômes de sevrage. Les clients
qui ont des symptômes physiques et psychologiques
font l’objet d’un suivi étroit. Ils sont traités de façon à
être le plus à l’aise possible tout au long du processus.

Parmi les autres services offerts, mentionnons un
programme de soutien de groupe de trois semaines
et un programme de soutien pour la famille et les
proches des clients.
Services de counseling et de traitement pour les adultes :
thérapies individuelles et de groupe axées sur les solutions,
et formation en matière de techniques d’adaptation. Ce
service vise à aider les clients qui vivent de l’anxiété, une
dépression ou d’autres symptômes de santé mentale, de
légers à modérés.
Équipe d’intervention d’urgence en santé mentale :
intervention d’infirmières et de travailleurs sociaux en cas de
crise. L’équipe collabore étroitement avec le service régional
d’écoute téléphonique en cas de crise, les policiers locaux,
le personnel et les médecins de l’Urgence pour aider les
personnes qui ont besoin de soins immédiats. Le personnel
travaille rapidement pour que les clients soient vus, traités et
dirigés vers les bons services.
Équipe communautaire de traitement intensif : équipe
mobile interdisciplinaire donnant des traitements intensifs
aux clients à domicile. On veut ainsi aider ceux qui ont
une grave maladie mentale à vivre de façon productive
et autonome. Cette équipe collabore aussi avec celle du
Programme d’intervention au premier épisode de psychose
afin d’aider les jeunes qui ont récemment reçu un diagnostic
de schizophrénie ou d’autres maladies mentales graves. On
s’assure ainsi qu’ils obtiennent rapidement des traitements
spécialisés afin d’améliorer les résultats sur la santé.
Counseling et thérapie : services à partir d’un bureau
pour les enfants et les jeunes vivant de l’anxiété,
une dépression, qui ont des pensées suicidaires, un
trouble d’hyperactivité avec déficit de l’attention ou des
troubles légers du spectre autistique.
Services en milieu scolaire : services de counseling
pour les jeunes de six écoles choisies, sensibilisation
du personnel enseignant aux plans de traitement et aux
problèmes de santé mentale. Du soutien familial est
également offert.
Services de courte durée : une ou six séances de
thérapie et de suivi pour les enfants, les jeunes et les
familles ayant des problèmes peu complexes.
Services de traitement intensif : soutien à domicile et
à l’école pour les enfants de sept ans et plus qui ont de
graves problèmes de santé mentale. Le Programme de
traitement de jour continue d’être offert en classe.
Services de soutien aux fournisseurs de soins dans la
famille : services à domicile pour les parents d’enfants
de six ans et moins. Évaluation et triage vers les
services d’intervention précoce tels que l’orthophonie
et les évaluations sensorielles. Nous offrons aussi des
groupes d’information sur les troubles d’hyperactivité
avec déficit de l’attention, l’anxiété, le parentage et le
divorce.
Point d’accès unique : évaluation et orientation vers
les services communautaires appropriés.
Services de consultations externes : Ces services
sont offerts au bureau par les thérapeutes en
toxicomanie. Les clients et les familles qui vivent des
problèmes liés à la consommation de drogue ou
d’alcool ou à la dépendance au jeu peuvent suivre une
thérapie individuelle ou de groupe.
Services en établissement : Le Centre St-Denis offre
un programme de traitement de soutien sur place
pour les hommes (18 ans et plus). Les clients peuvent
habiter dans cette maison jusqu’à un an. On met
également un programme de suivi de soutien à leur
disposition. L’établissement est dirigé par l’HCC et il ne
déménagera pas au nouvel emplacement.

Un documentaire salué mondialement bientôt présenté à Cornwall
Le film retrace l’histoire de Sean Clifton, un ancien résident
de Cornwall, reconnu criminellement non responsable en
raison d’un trouble mental après avoir poignardé Julie
Bouvier dans l’entrée du magasin Walmart de Cornwall en
1999. On y présente les deux aspects du débat et met un
visage aux préoccupations d’ordre moral concernant la
maladie mentale.
Le film et l’histoire ont été couverts par tous les grands
journaux canadiens de même qu’en Irlande, en Angleterre et aux Bahamas.
Il s’agit de la première projection publique du film à Cornwall. Elle sera suivie
d’une discussion libre en compagnie d’un panel respecté d’invités, y compris
le réalisateur John Kastner, Noella et Andy Bouvier, les parents de Julie,
et Christine Penney, vice-présidente aux Programmes communautaires de
l’Hôpital communautaire de Cornwall.
La FHCC recueille actuellement des fonds pour le nouveau centre de
toxicomanie et de santé mentale qui sera situé sur la propriété de l’avenue
McConnell.

I must say that the void this week of no Blue
Jays baseball was/is tough to deal with. The
pure drama was incredible, but there has to be
a winner and yes, a loser too.
For the past few days, the water cooler banter as to what happened, has been covered by
most media types. The obvious inability to score
at will during the play-offs, being the main topic
of discussion.
One thing that does not come up very much,
is my Monday morning quarterback version of
where things went wrong. That would be finishing the regular season 1-4, it was as if the roller
coaster ride had ended and lets get the post
season going. And that was the beginning
Toronto’s problems.
After winning the first two games of the
Baltimore series to clinch the east, which included the 15-2 win in the first game of the
Wednesday double header, the second game
saw John Gibbons rest his starters. Though I do
not have an issue with that move, remember he
pulled RA Dickey after five shut out innings in
that game to get everyone some work. The
Orioles won the game and the party started.
Celebration is one thing, but where was the
focus to win the American League after that
game? They lost the fourth game and true, the
Jays came back to win in Tampa Bay on Friday,
but lost both games over the weekend, seemingly content to have won the east. The Royals
took their final five games seriously and finished
with a better record, thus home field advantage.
In a building where home field was not overly
kind to the Jays in the play-offs, it still is an
advantage, one the Jays squandered by not
playing out the season seriously and trying to
finish first. Now, often times destiny can be a
cruel thing. The Royals come back against
Houston in game 4 didn’t help matters either,
but you have to think a Jays, Astros series, may
have had a different outcome.
Either way, makes you look forward to April
and the start of a new season.

INGREDIENTS
(For 6 pumpkins)
• 6 cups puffed rice cereal (Rice Krispies)
• 1 285-gram package of marshmallows
• 3 tbsp butter
• 12 pretzel sticks
• 1 green fruit roll
• Yellow and red food colouring
• Brown cake icing
METHOD
1. Melt the butter in a large pan.
2. When butter is melted, add marshmallows and melt over low heat.
3. Remove pan from heat and add food colouring to mixture until it turns a beautiful
orange colour. Use four parts yellow to two
parts red.
4. Add puffed rice cereal and mix well.

Peu avant 10h, le 22 octobre 2014, lourdement
armé, Michael Zehaf-Bibeau s’est présenté au
Monument commémoratif de guerre pour abattre
le caporal Nathan Cirillo de deux projectiles.
Cirillo, un réserviste de 24 ans de Hamilton et père
d’un jeune garçon de 5 ans, assurait à ce moment
la garde d’honneur du cénotaphe. Son décès a été
constaté à l’hôpital après que des passants et les
ambulanciers lui eurent porté secours.
Quelques instants après avoir fait feu sur le
caporal, Zehaf-Bibeau, un sympathisant djihadiste, a fait irruption sur la colline du Parlement,
parvenant à pénétrer à l’intérieur de l’édifice du
Centre. Après un lourd échange de coups de feu
avec le personnel de sécurité, l’individu de 32 ans
a été mortellement atteint par le sergent d’armes
Kevin Vickers.
Deux jours plus tôt, Patrice Vincent, un militaire
de 53 ans, a été happé fatalement par la voiture de
Martin Couture-Rouleau dans le stationnement
d’un centre commercial de Saint-Jean-surRichelieu. La victime, qui était à ce moment en
uniforme, se trouvait avec un collègue des Forces
armées. Ce dernier a été blessé, mais a survécu.
Couture-Rouleau, 25 ans, a par la suite été
abattu par les policiers après s’être enfui en
voiture.
La journée mauve à l’école Rose des Vents a eu lieu le
vendredi 16 octobre 2015. Cette journée a pour but de
dénoncer les mauvais traitements infligés aux enfants.
C’est important dans une école de souligner cette belle
initiative. La journée mauve a d’ailleurs été soulignée
dans toute la ville de Cornwall!
Cette belle idée a été mise en place par la société
de l’aide à l’enfance. À notre école, tout le personnel
et les élèves ont participé. En effet, les élèves, les
membres de la direction, les adjointes administratives
et les enseignants ont porté des chandails mauves, des
pantalons mauves et même certains élèves ont osé
mettre du mauve dans leurs cheveux!
Mme Manon Bellemare a pris des photos des élèves
qui ont porté du mauve. Elle a été très occupée! Les
élèves qui ont porté du mauve ont eu la chance de
participer à un tirage. Dans certaines classes, il y a aussi
eu des discussions à propos de la journée mauve et de
son but.

Le récit de la journée sombre du 22 octobre

mémoire de bien des gens.
Des milliers de personnes se sont entassées cet
avant-midi aux abords du Monument commémoratif de guerre, sur la rue Elgin, pour rendre
hommage au caporal Nathan Cirillo et à l’adjudant
Patrice Vincent.
La courte cérémonie d’une trentaine de minutes, sobre et hautement symbolique, s’est déroulée sous haute sécurité.
Sur le coup de 11h, une salve de 21 coups de
canon a retenti, puis des avions de chasse canadiens CF-18 ont survolé le cénotaphe, pour honorer la mémoire des deux hommes.
L’instant de cette cérémonie, Justin Trudeau et
Stephen Harper ont laissé de côté la partisanerie
politique. Assis côte à côte, le premier ministre
désigné et le premier ministre sortant ont déposé
ensemble une couronne au pied du Monument.
Le gouverneur général David Johnston a été le
seul à prendre la parole, offrant ses pensées aux
familles des deux victimes et soulignant le travail
de ceux qui ont porté secours au caporal avant
qu’il ne rende l’âme.
La famille de Nathan Cirillo a assisté à la
cérémonie.
À l’instar de Canadiens d’un océan à l’autre,
Pierrette Andrews, une résidente d’Ottawa, se souviendra à jamais de ce jour noir d’octobre 2014.

located at 92 Center Street, Alexandria Ontario.
Reporting to the Administrator, the Director of Care is accountable for assisting with the management of all
aspects of nursing care within the home to ensure quality resident care through the effective, efficient delivery
of established standards within legislative and budgetary requirements.
RESPONSIBILITIES
• Plans, organizes, directs and supervises the activities of the Nursing Department to provide quality resident care.
• Interprets nursing philosophy and establishes and implements goals and objectives, policies and procedures in
compliance with regulatory requirements.
• Maintains all required records, reports, statistics, etc., for both residents and department personnel in accordance
with policies, procedures and legislative requirements.
• Liaises and consults with families/residents, government officials, company resources and professionals in relation
to resident care needs and department activities.
• Assumes responsibility for the facility in the absence of the Administrator.
QUALIFICATIONS
• Registered Nurse required, Bachelor of Science in Nursing preferred
• Membership or eligible for membership with the College of Nurses of Ontario
• At least five year of experience working as a registered nurse in the long-term care or gerontology related setting
required;
• At least three years of working experience as a registered nurse in a managerial or supervisory capacity in a health
care setting required; and
• Demonstrated skills in implementing quality assurance initiatives to ensure resident services meet legislative and
home standards.
• Proficient Knowledge of: InterRAI suite of tools, MDS/RUG III patient classification systems.
• Computer skills: Microsoft Word; Excel, computerized resident care and assessment programs.
Knowledge of applicable legislation, unionized settings and labour contracts preferred
• Comprehensive knowledge of nursing and health care practices and techniques including education
• Effective human relation skills

Deaf people don’t get as much pleasure out
of food as those with a good sense of hearing
and well-developed listening skills. From food
preparation, to cooking, to serving, to consuming to digesting, a satisfying meal is accompanied by a wide range of sounds that arouse and
nurture pleasure.
At home with my Mom and Dad at 240
Sorauren Avenue, sounds sure stimulated my
appetite. The creak of the oven door told me
that a turkey, chicken or roast was about to
arrive at the table. The animated bloop, bloop,
bloop of a percolator not only told me coffee
was on its way, and that toast or a pastry might
accompany it. A high-pitched whistle of water
boiling in the kettle meant tea. No more than
three minutes followed the whistle before the
clink of the spoon in the china tea cup. If the
silence of the steeping in the pot lasted longer,
the bitterness of tannin overpowered the tea’s
subtle flavour.
The repeated scraping sound of a butter
knife meant the tea would be accompanied by
toast that was a bit burnt. Bread that is only
slightly toasted is buttered in silence.
The slap, slap, slap of a wooden spoon
against a mixing bowl meant a cake mix was
being prepared. As soon as that sound stopped,
I knew I’d be hearing the invitation, “Nicky, do
you want to lick out the bowl?” Mom knew my
answer; was the Pope Catholic?
Breakfast’s most mouth-watering sound is
that of the sizzle and spatter of bacon in a heavy
cast iron pan. After milk gurgles into a bowl of
Rice Krispies, a trade mark “snap, crackle and
pop” follows. Another breakfast sound is the
clink, clink, clink of ice cubes tumbling into an
empty tall glass. Then comes the glug, glug,
glug of the orange juice being poured out of a
cardboard carton.
There’s a brand of canned beer that isn’t
satisfied just to have its mountains turn blue
when adequately chilled. It also has included a
punch-out in the can’s top that eliminates the
glug, glug, glug that accompanies beer being
poured out of a can. Big mistake: glug, glug,
glug is an essential part of the beer-drinking
ritual.
I have to go now. My wife must have supper
ready, because I hear the smoke alarm.
The deadly Ankara blasts killed at least 102
civilians and the death toll may still rise.
Scores of others were injured and rushed to
hospitals.
The civilians were attending a peace rally in
the heart of the Turkish capital.
Since the bombings, the Ankara massacre
site had been named Democracy Square.
This square is near Ankara’s busy railway
station.
The site of the bombing did not have a name
prior to the horrible incident.
Investigation is still continuing.
According to some sources, the police headquarters in Ankara had received intelligence of a
possible bomb attack targeting the peace rally.
The intelligence included a list of 16 people
with links to the ISIL.
The alleged bombers used different transportation mode which even included a cab and
then walked toward the front of the Ankara Train
Station and detonated their explosives.
Authorities in Ankara are said to have
removed the city’s intelligence and security
chiefs due to their failure to stop the attacks.

ANKARA, Turkey - We were in the Turkish
capital of Ankara before the populous and bustling city was rocked by twin bombings.
According to latest reports more than 100
people were killed by the suicide bombers.
The suicide bombers are allegedly linked to
al-Qaeda or the feared and dreaded Islamic
State.
However, this has not been confirmed.
The two suspects in the deadly Oct. 10 suicide bombings had previously been probed by
the Turkish prosecutors.
However, the investigation was halted and
not pursued.
One always takes a chance when travelling to
exotic destination around the world.

We were in a group of 12 enjoying sites and
beauties of this ancient country which has a very
long and interesting history.
In our group were eight other Canadians.
In fact we had no knowledge of the bombing
until a Brazilian now living in Ireland received a
call on her cell phone from her partner.
The father of the twins, allegedly involved,
suggested his boys had gone to Syria to join the
ISIL jihadists in 2013.

Three men awaited execution by firing

The first, an Englishman, was taken out and
stood against the wall. As the firing squad raised

at the top of his voice. The soldiers looked
about in alarm, threw down their rifles and

the Englishman scuttled away as fast as his legs
would carry him and escaped.
The second condemned man, a Scot, seeing
the success of this ploy, when his turn came
shouted “Flood!”, with exactly the same highly
successful effect, and off he scampered.
The third man, a Russian, impressed by
the initiative of his colleagues, determined to
follow suit. As the rifles were raised and fingers
curled around the triggers, he shouted “Fire!”
