Although the snow begins to
melt from early April, it is still
rather cold through mid May.
It is wise to keep a coat with
you as well as wear rubber
shoes or boots to prepare for
melting snow water.
Summer is mild and can be
spent in short sleeved or
three-quarter length sleeved
shirts, but from September the
mornings and evenings are
cool. Winds are strong, so it is
advisable to carry a light jacket.

Monument marking North Latitude 45°31′22 degrees, the northernmost point of Japan.
It is only 43 km across the water to Sakhalin and you can see the silhouette of the island
clearly on a fine day. This area is maintained as Cape Soya Park and always bustling with a
lot of tourists visiting attractions such as the monument to the northernmost point of Japan,
the statue of Rinzo Mamiya, the music monument of Cape Soya, historic sites on the hill
and other monuments. The small hills behind lead to the extensive hillsides of Soya and is
the starting point of the footpaths.

The triangular design is
inspired from the North Star
and the letter 'N' in the middle
indicates 'north.' At night the
monument is lit up and the
sight is especially fantastic in
the backdrop of snow in winter.
An English translation was added
to the monument in celebration of
its fiftieth anniversary.

Rinzo Mamiya who left his
name on a world map
In 1808, Rinzo
Mamiya
crossed from
Cape Soya to
Karafuto
(present
Sakhalin). He
discovered the
Mamiya Straits
and reported to
the Shogunate
that Karafuto
was an island.
The statue was
constructed for
the 200th
anniversary of
Rinzo's birth in
1980.

The third-built
lighthouse in
Hokkaido is the
northernmost
lighthouse in Japan,
which has been
protecting the safety of ships since the light was first
turned on in 1885.

Monument
The folk song
'Cape Soya',
(lyrics: Hiroshi
Yoshida, music: Touru Funamura), was
introduced on NHK's music program 'Minna no
Uta', and is familiar to many nationwide. The
melody starts to play with pressing the switch.

Cape Soya protruding into the ocean bordering with Russia, was once at the forefront of
tensions concerning international politics even after the war. The monuments built for prayer
and war memorial pass on the historical dramas to present days.

Lighthouse
When Korean Airlines flight 007
was shot down into the ocean off
Sakhalin in September 1983,
Wakkanai, which is the closest city
to the scene of the disaster,
played a major role as a base camp
for investigations and news reports.
The monument was built two years
after the accident for memorial for
the victims and permanent peace.
It is filled with a lot of Armeria
flowers in summer.

The secret of the
Tower of Prayer
The crane praying for peace is 19.83 m
high representing the year of the
accident, and has 16 wings expressing
the home countries of the victims, while
the 269 white granite stones represent
the number of the victims. The beak
points the direction of the sea off
Moneron Island where the accident
occurred.

Soya Hills
The Soya Strait was also a battlefield for the
battle between the Japanese and Americans
during Pacific War and many lives were lost
there. Both the American and Japanese flag
are flaunting next to the monuments.
A verse from the poem 'Soya (2)', which is
said to have been written by Kenji Miyazawa
while traveling from Wakkanai Port to
Otomari in Sakhalin (present Korsakov) in
1923, is engraved on the monument.

This spot is where you

Tower of Prayer

Former Navy Watchtower
The watchtower was built in 1902 by the Imperial
Japanese Military in preparation for a war with the
Russian Empire. It is a two-story building with a small
window on the second floor which you can overlook the
entire Soya Strait through. It is a municipally
designated tangible cultural property.

Monument to LA Perouse The monument was built for the memory of
French Navy officer LA Perouse who explored
by the order from King Louis XVI and
discovered the Soya Strait. It was constructed
in 2007, in commemoration of 200 years after
the discovery.

(Rest House Armeria)
A commanding view of the Soya Strait and Soya Hills can be
seen from the observation deck. Enjoy Soya Black haired beef
steak at the restaurant.
Two Peace Bells
Two bells, One praying for world peace and
the other for peace for children, stand on the
hill. Two bells praying for eternal peace were
built with donations from the citizens of
Wakkanai and countries around the world.
Akebono Statue
This monument was built in commemoration of
the amount of milk production reaching over 1
million ton and the number of dairy cows
reaching over 5 hundred thousand in 1971.

Take a leisurely and refreshing walk along the undulating Soya hills with fresh winds! 'The
Soya Hills and 57 windmills Course' has a long and a short footpath courses and the white
paths are paved with crushed scallop shells. Both courses are gently-sloping and easy to
walk along. The scenery created by the unique landscape is very popular among those who
visit.

Onuma is known as one of the rich repository of wild birds in Hokkaido. It is designated as
'a natural scenery preservation area' and nature is protected. It is spectacular that at the
most 2,000 swans a day stop by during their migration period in spring and fall. Around the
time when swans alight after the thaw, the Onuma Swan Festival is held, which announces
the arrival of spring to the people.

As you climb the steep hill to the higher ground behind the city, you reach Wakkanai Park
which overlooks the Sea of Japan. Combined with the Shinrin Park next door, the area
covers 100 hectares of land which is the gathering place for locals. Inside the park there
are many symbols of the city like Hyousetsu-no-Mon and Centennial Monument. These
monuments give visitors a peek into the violently changing history of Wakkanai. It is a
favorite sightseeing course.

Centennial Tower / Hoppo Memorial Museum
The masterpiece,
Hyosetsu-no-Mon
It is the masterpiece of a sculptor
from Sapporo, Shin Hongo. The
official name of the piece is the
monument to the war victims of
Karafuto-islanders. In 1963, It
was built for the feelings longing
for home, Karafuto and in
memory of the victims died on
Karafuto.
From the observatory 240 meters above sea level, visitors can
enjoy a magnificent view of Wakkanai city, Rishiri and Rebun
Islands, and Sakhalin. In the museum, there are Valuable materials
about the history of Wakkanai, Rinzo Mamiya, Karafuto and so on.

Monument to Nine Maidens
Imperial poems engraved on the monument
were written by the Showa Emperor and
Empress, when they visited Wakkanai in
1968 and were deeply moved with the sad
story about the nine maidens.
The monument was built in memory of the
nine female operators working at the Maoka
(present Horumusk) post office, who
committed suicide when the former Soviet
Army invaded in August 1945.

Despite their contributing to the first
Japanese research expedition to Antarctica,
Taro and Jiro were left on Antarctica for a
year due to terrible weather and miraculously
survived to return home. A monument was
built in Wakkanai Park where a lot of
Karafuto dogs including these two were
trained.

Ever since southern Sakhalin became Japanese property during the Japan-Russia War,
Wakkanai Port has been developing as an important port. Even after the war when ships
ceased to come and go between Wakkanai and Sakhalin, it has been a major port for
international trade. In 2011, the total number of international trade ships entering the port
came to over fifty thousand. In 1995, a regular route was established between Wakkanai and
Sakhalin, and the port has been taking more important role as a gateway to the northern area.

An arch-shaped dome with
70 pillars built in 1936 to
break waves from the
Hokkaido Heritage
ocean is 427 m long and
13.6 m high. The dome looking like an
ancient Roman architecture is a very
unique architecture in the world and
was designated as Hokkaido heritage. It
is still a symbol of the port, even after
ending its role as a breakwater.

and Korsakov (Japanese

territory until the time

It is the best scenic spot in the city with a view of Rishiri and Rebun Islands straight ahead

Two Lighthouses
in Wakkanai

The previous lighthouse was built on the hill nearby and
moved to the present location in 1966. In order to keep
the height of the light at the same level with the previous
one, the new lighthouse become 42.7 m high, which is the
tallest lighthouse in Hokkaido and the second in Japan.

This lighthouse appears in the
1957 Shochiku Film 'Joy and
Sadness Last For Years.' The
theme song 'I am the keeper of the
lighthouse on the cape' also came
to a big hit.

pass Yuhigaoka parking area, the road joins to Prefectural Road 254 and becomes one

A rest house along Prefectural Road 106 offers a full
view of beautiful Sea of Japan from the rooftop. In
the nearby marsh created of snow water, the rare
Nemuro-Kouhone (nuphar pumilum) grow naturally,

water lily. At the entrance of the boardwalk, there is
Poetry Monument of Morishige Hisaya, who visited
here for shooting.

located at the present JR Minami-Wakkanai
station when the Soya Line first opened. In

Advice to enjoy footpaths
Be sure to put on the shoes
with thick soles in which

This course starts from JR Wakkanai Station and goes up north along the coast.
This area is dotted with small fishing communities along the Soya Strait, and you
can feel the local life. At Noshappu Cape, you will encounter a gorgeous burning
sunset sinking into the Sea of Japan around 7 pm in summer.

Sakhalin, Russia is only 43 km to the north from
Cape Soya, and has about the same area as Hokkaido,
and the population is only about 480 thousand. Before
the war, it was connected to Hokkaido by ferries and
a lot of Japanese used to live there. The ferries
ceased after the war, and the route was closed for
half a century until the reopen of 1995.

市役所などがある街の中心地「中央地区」には、いろい
ろなお店やそれぞれ観光地に行くための交通ターミナル
が多くあります。札幌や旭川への列車が出発する稚内駅
や、駅の隣のバスターミナルは観光地へ向かうバスが出
発します。ここにはタクシー乗り場もあります。レンタ
カー会社もこの周辺にあります。稚内駅から歩いて10
分のフェリーターミナルからは、利尻島・礼文島へ向か
うフェリーが出ていますのでご利用ください。
