EPHBA PROUD TO BRING 2016 HOME SHOW TO AREA
The annual home show provides the opportunity for members, other businesses as
well as nonprofits to meet and talk to thousands of visitors during the three-day event.
It also provides the association with a major source of revenue for operations. Therefore, the support and participation of sponsors, exhibitors and donors to the silent
auction are critical to the EPHBA operations and future.
For 2016, there were 223 total exhibitors that made up 183 booths and 40 tables.
Traffic numbers from Foxcroft Towne Center at Martinsburg were 50,000+ for the
weekend. There were 200+ items in this year’s silent auction.

Thanks to the Martinsburg High School Air Force Junior ROTC for handing out programs, the Shenandoah
Council of Boy Scouts for their display and activities, Lowe’s of Martinsburg for the Kids’ Clinic and Martinsburg High School Baseball Booster for being “Builder Bob” for the weekend. And the area Garden Clubs
provided judges for the best booth awards. We appreciate the support of these community groups and the
youth.

Founded in 1979, the Eastern Panhandle Home Builders Association is a non-profit, member-based
organization of builders, contractors, suppliers and other businesses in the residential construction
industry that actively work to promote housing opportunities and quality construction practices in
the Eastern Panhandle of West Virginia.

A MESSAGE FROM EPHBA PRESIDENT—TIMOTHY SCOTT MCDONALD
Welcome to the Spring of 2016! The sights and sounds of building and housing construction are all around us. The delivery trucks are busy making
their deliveries. Our industry is hiring. The Builder members, Real Estate members and Banker members are busy. This means that all the other
affiliate/associate members are busy too. This is what we all have longed for and I sincerely wish success to all of our businesses throughout this
year.
As we march on this year, we will see change. Our housing building code has now been changed from the 2009 IRC to the 2015 IRC, with the exception of the Chapter 11 “Energy Requirements”. This energy code will stay the same for now. This change will take effect on August 1, 2016. The new
code will require enhanced building techniques and will require more investment by builders to comply with the standard. Yes, this will impact the cost
of a new home.
As we navigate our way through these new code requirements, we need volunteers to support our committees. We relish your opinions, guidance and
expertise. Yes! Your input does make a difference. Your input does save you money in the cost of construction. The State HBA and the EPHBA,
actively participate in local meetings with county and state commissions and councils. We make our presence known and do offer suggestions in the
interest of our industry and membership. You may be surprised as to how may times I have heard the statement “I didn't think of it that way”.
As a result, this past calendar year we have worked to save builders thousands of dollars reducing impact fees and not requiring sprinklers in town
houses. Most recently, at the WV State Fire Commissioner’s council meeting, the commission was going to require the 2015 code be initiated on
June 1, 2016. This would have meant that the old 2009 building code was null and void and all residential construction was to begin complying with
the 2015 building code. As a result of being present and offering our input, the start date is now August 1, 2016 , giving our membership more time to
comply with the new code requirements.
This year’s Home Show in March was very successful for our association. I want to thank the committee members, staff, volunteers and participants
involved in making this show a show that folks will want to come back to. I met several new, first time businesses participating. It was the sign of business getting stronger every day and those businesses trying to get their message out to the public. I was told several times, this is the better Home
Show in the area. Thanks again to all those involved.
In closing, I want to thank all the members for your participation and support of the EPHBA. I don’t know all of you, but I would like to meet you.
Please remember that with your success, someone is waiting to be mentored so they can achieve success.

GOVERNMENT AFFAIRS
New building code adoption-Thanks to extensive efforts by the HBA WV, consensus building with the WV
Fire Commission and agreement from the Legislative Rule Making Committee, several key issues with building codes recommended by the Fire Commission have been resolved. We would like to express our appreciation to HBA WV President John Brumley, Government Affairs Committee Chair Dale Oxley, Government
Affairs Committee member Chris Ilardi and Chief Operating Officer Regina Skeen for their time, dedication
and hard work to get needed changes made by the Rule Making Committee. These changes are very important to our area and have huge implications for the building industry. New codes are effective August 1.
The new codes include:
Adoption of the 2015 codes with the exception of the 2009 IECC Energy Code
Not require sprinklers in townhouses that have 2 hour fire separation and meet other fire protection of
flooring requirements.
Eliminate the proposed requirement for a WV licensed architect or engineer stamp on all project documents. It will only be required for buildings of 7,600 square feet or more.
Gives local jurisdictions building code interpretation authority BUT includes the requirement for a licensed contractor or architect on any local jurisdiction code appeal board.
GET INVOLVED IN GOVERNMENT AFFAIRS IN 2016
Our impact on various issues is directly related to everyone’s involvement in terms of knowing the issues,
making our position known and working with public officials to get the result we want. So, if you can, join
the Government Affairs Committee and let’s work together to accomplish more in 2016. With your help, input and involvement we can work together for progress for the building industry.

According to a model developed by the National Association of Home Builders, home building generates
substantial local economic activity and revenue for local governments.
The estimated one-year impacts of building 100 single-family homes in a typical local area include:

3.6 million in taxes and other revenues for local governments and 394 local jobs

BENEFITS OFFER SOLUTIONS FOR HBA EMPLOYERS & EMPLOYEES
The EPHBA is excited to have added several new products to the existing line of benefit plans being offered
to members. The new programs include the Teladoc telemedicine program, the Delta Dental program, and
the EyeMed vision program. The Teladoc program provides 24/7/365 access to board-certified physicians
for families of up to 6 members, with NO co-pays and NO deductibles, for $9 per family per month (when
offered on a non-voluntary basis). The EPHBA Delta Dental program is the area’s richest dental program. It
is the only dental program in the area that offers an individual annual maximum benefit of $1,500 (vs. a typical benefit of $1,000). For a family of four, this would be an additional $2,000 per year in benefits, offered

will allow members to enroll in either a Basic or Enhanced vision program, on either a non-voluntary or voluntary basis. As is the case with all of the benefit programs being offered, the purchasing power of the association allows the EPHBA to offer a solid vision program at excellent prices.
