From the President
I am pleased to announce seven new goals that will guide
Bunker Hill Community College for the next three years.
The goals emerged from the College’s long-range planning
event in January 2010, when almost 100 business and civic
leaders joined another 200 faculty, staff, students, alumni,
College Trustees and Foundation Board members to discuss
major issues facing Greater Boston and the College’s role to
address them.
The goals detailed in this report strengthen Bunker Hill
Community College’s commitment to creating pathways
and partnerships to promote student success and
demonstrating strength through diversity. New goals
emphasize sustainability initiatives, technology and new
academic programs to close workforce gaps. Moreover,
new goals focus on using data to drive decision-making
and promote accountability as well as focusing on health,
wellness and lifelong learning.
I am profoundly grateful to everyone who made this year’s
planning process such a tremendous success. I especially
want to thank discussion leader Beverly Edgehill, president
and CEO of The Partnership, and panelists Gary L. Gottlieb,
president and CEO of Partners HealthCare System, Inc.;
Shirley Singleton, chairman, president and CEO of Edgewater
Technology, Inc.; Richard Taylor, chairman of Taylor Smith
Reality, Inc.; and Stephen R. Woods, president of Citizens Bank,
Massachusetts, who launched the meeting with their thoughtprovoking discussions of Boston’s critical workforce needs.
I also express appreciation to Jeanne-Marie Boylan, chair of
BHCC’s Board of Trustees, who served as discussant with me
at the planning event, and to all of our Trustees, who
approved the goals contained in this report in April 2010.
Additionally, I am grateful to the College’s Long-range
Planning Committee under the leadership of Professor Bryan
D. Craven, chair of BHCC’s Computer Media Technology
Department, and to all members of the College community
as well as alumni and BHCC Foundation Board members for
their enthusiastic participation.

Institute a Culture of Evidence and Accountability
BHCC will collect, analyze and use data for assessment of
academic programs, non-academic departments and
College-wide decision making.
Introduction
Every three years, Bunker Hill Community College invites key
members of Greater Boston’s business and civic leadership
to join the College community to discuss important issues
affecting Greater Boston and to consider ways in which the
College can help address these issues. From this discussion
comes a specific set of goals which are approved by the
College’s Board of Trustees and subsequently guide the
development of new initiatives at the institution. Faculty
and staff submit action plans, accompanied by budgets, to
accomplish the goals. The College administration reviews
the dozens of proposals that are submitted and selects
those plans that most closely align with the new goals.
The action plans then become components of the next
fiscal year’s budget.
This inclusive planning process, unique to Bunker Hill
Community College, ensures that College goals are aligned
with the needs of Greater Boston while drawing on the
experience and expertise of the College’s faculty and staff
to translate broadly conceived goals into action plans and
thus into the everyday life of the College. This cyclical
planning process produces the goals that drive the
institution and dictates how resources are best invested
to benefit the almost 12,000 students who bring their
dreams and expectations for a high-quality education
through our doors.

Create consistent outcome measures for each academic program.

Incorporate outcomes and assessment results into all curricular
development activities.

Establish procedures to link assessment of academic and non-academic
programs to strategic goals.

Build faculty and staff skills in data interpretation and analysis.
•
Institutionalize College-wide outcomes and assessment reporting as a
measure of institutional effectiveness.

Create Pathways and Partnerships to Promote Student Success
BHCC will strengthen and coordinate public and private sector pathways
and partnerships leading to college readiness, student internships, dual
enrollment, mentoring, career opportunities, practica, civic engagement
and learning communities.

Develop more effective and comprehensive student advising systems.
•
Develop pathways for students from high school to BHCC and from BHCC to
four-year institutions.
•
BHCC will design and align curricula to meet current and future high-demand
employer needs.
•
Develop and revise programs and curricula to address workforce needs.
Strengthen students’ financial literacy and increase their financial support.

Build student knowledge and awareness of workplace skills and expectations.

Increase the rate of success in developmental coursework.

Increase the number and quality of BHCC workplace connections.

Reduce the time it takes for students to complete developmental

Expand Technology throughout the College

BHCC will address the holistic needs of the College community by
expanding student support interventions and strategies and increasing
faculty and staff professional development.

internet, multimedia, repository and other extended technology
resources required to maintain institutional excellence and increase
student success.

Demonstrate Strength through Diversity
BHCC will demonstrate the value of diversity by modeling successful College
initiatives; collaborating with public and private sectors to expand diversity
interests; strengthening College hiring, promotion and retention practices;
and closing achievement gaps among all student populations.

A Selection of Accomplishments, Awards and
Acknowledgements Spanning 2006-2009
Support each Student’s Goals for Success
•
Won a five-year $1.9 million highly competitive federal grant to establish a
college-wide program, “The Engaged Campus,” focused on increasing student
graduation rates through the creation of learning communities. The number of
degrees awarded increased 19 percent over a three-year period.
•
Completed a faculty-driven initiative which established student learning
outcomes for 577 courses and 86 degree and certificate programs.
•
Established the Student Emergency Assistance Fund to provide immediate
relief to students who encounter unforeseen obstacles that interfere with their
ability to complete their coursework. Distributed $62,000 to 86 students in the
first year, with a resulting retention rate 15 percent higher than that of the
College as a whole.
•
Selected as one of 84 out of 1,177 community colleges nationwide to
participate in Achieving the Dream: Community Colleges Count, a broadbased, data-driven multi-year national initiative to help students reach their
educational goals and to address the achievement gap of African-American
and Latino students.
•
Started midnight classes for shift workers and others with non-traditional
schedules.
•
Received a Gates Foundation grant awarded to two BHCC faculty to join
a national 26-member team to increase pass rates in developmental English
and mathematics courses at community colleges.
•
Developed new degrees in respiratory therapy, biotechnology, engineering with
a biomedical engineering option and business with an entrepreneurship option.
•
Established a new certificate program in computer forensics with support
from the National Science Foundation.
•

Constructed a new Health & Wellness Center, a 48,000-square-foot, state-ofthe-art facility housing the nurse education and health professions programs,
including two digital x-ray labs, an acute respiratory skills unit, an acute critical
skills unit, an ultrasound unit, a medical imaging resource room, a medical
imaging computer room and a basic skills unit.
Provided a fast-track, pre-nursing curriculum for students from five Boston
high schools and enrolled 69 students over a two-year period. Funded in part
by the Boston Public Health Commission.
•
Received the Daniel M. Hull and Dale P. Parnell Excellence Award from
the National Career Pathways Network for the College’s collaboration with
NSTAR and the Utility Workers Union, a program with a 100 percent job
placement rate.
Revitalized courses in Computer Information Technology based on data from
the Boston-Area Advanced Technological Education Connections (BATEC)
Workforce Study.

Enabled more than 120 internationally educated nurses to receive their
nursing licenses in Massachusetts through the Boston Welcome Back Center
located at BHCC.
Revamped the College’s Language Lab to include practice exams in English
as a Second Language, logging more than 8,000 individual student visits and
1,500 class visits over a two-year period.

Create Partnerships for Pathways to College
•
•
In partnership with Beth Israel Deaconess Medical Center, Children’s Hospital
and New England Baptist Hospital, created new degrees in clinical laboratory
sciences to respond to current Massachusetts workforce needs.
In partnership with Massachusetts General Hospital and Partners HealthCare
developed new certificates in computed tomography, magnetic resonance
imaging and mammography.
Partnered with the East Boston Neighborhood Health Center to train frontline staff to become Certified Medical Interpreters with a 98 percent program
completion rate. Funded by grants from the Robert Wood Johnson Foundation
and the Hitachi Corporation.

Advance Immigrant Success
Prepare Students for 21st Century Careers
•
Expanded the College’s internship program with new competitive summer
research internships for science, technology, engineering and mathematics
students at the National Cancer Institute, the University of Massachusetts Boston,
Boston University, Wellesley College, Tufts University and MIT.
•

Trained a team of 19 staff and faculty members to lead prejudice-reduction
workshops in cooperation with the National Coalition Building Institute, an
international leadership training organization.

Brought nationally recognized speakers to campus as part of the Compelling
Conversations speaker series, including Gloria Steinem, Bob Woodward,
Mariane Pearl, Mary Frances Berry, Jehan Sadat and Sanjay Gupta.
Promote Civic Engagement and Leadership
•
Established an Office of Community Engagement and was subsequently
honored as one of nine community colleges nationally for commitment to
community engagement by the Carnegie Foundation for the Advancement
of Teaching and Learning, and named to the President’s Higher Education
Community Service Honor Roll, which recognizes colleges and universities
nationwide for their work in civic engagement.
•
Collaborated with the Chelsea Public Schools and The Education Resources
Institute to help high school seniors complete the BHCC admissions enrollment
process. Partially funded by the U.S. Department of Education.
Aided victims of domestic violence by creating the Chelsea Community
Education and Support Initiative with HarborCOV, a community-based agency.
Funded by grants from The Boston Foundation, the Stratford Foundation and
the Shapiro Foundation.
•
Worked with the New England Center for Homeless Veterans to train Center
employees to teach computer technology courses to veterans. Funded by
Microsoft Corporation and BATEC.
Created the BHCC Art Mobile to offer no-cost, hands-on art activities to senior
citizens in the Greater Boston area, and in the first year served residents of more
than a dozen nursing homes and assisted living centers.
•
Created the Community Center for Entrepreneurship to offer workshops and
seminars for business students and entrepreneurs throughout the community.
Funded in part by the Coleman Foundation and the Hughes Foundation.
•
Won the Paragon Award for Best Magazine from the National Council for
Marketing and Public Relations (NCMPR) and received both the Gold Award
for Best Magazine Overall and the Silver Award for Best Magazine Design
from the Council for the Advancement and Support of Education (CASE)
Northeast Region.
Provided scholarship opportunities for students from 13 high schools
through a dual enrollment program that allows students to earn high
school and college credit at the same time. Almost 75 percent of all students
successfully completed their courses. Funded by BHCC with assistance from
the Massachusetts Department of Higher Education.
Demonstrate Strength through Diversity
•
As a charter signatory of the Commonwealth Compact, worked to make
Massachusetts more welcoming to women and persons of color. Current data
show BHCC surpassing all Massachusetts higher education institutions in
the percentages of persons of color employed across all categories.
•
One of three community colleges in the country to be awarded a Ford
Foundation “Difficult Dialogues” grant to stimulate campus-wide discussion
of race, social class, religion and power.

Long-range Planning Event, Boston’s Park Plaza Hotel, January 20, 2010
Following the panel discussion of Greater Boston’s workforce needs by business and civic leaders at the morning
session of the long-range planning event, more than 200 faculty, staff and students (pictured at right) convened
to discuss how the College might best respond. Meeting throughout the afternoon in groups of eight to ten,
participants developed priorities and posted them on boards in the front of the ballroom. A vote was taken to
develop a consensus. Following the session, the results were shared with the entire College community, which
had the opportunity to contribute further suggestions. The outcome of this planning process is the set of goals
and objectives described in this publication. They will guide Bunker Hill Community College for the next three years.
