Zagon krožnega gospodarstva / Towards the Circular Economy
One of the policies of sustainable
construction is that waste must also
be treated as a potential source of raw
materials. Given the extent of Europe’s
dependency on imported energy and raw
materials, such treatment offers many
advantages: reduced demand for energy,
natural materials, and landfill space,
reduced greenhouse emissions and other
negative environmental impacts, and the
establishment of a circular economy with
green jobs. The construction industry is the
most suitable sink for numerous types of
waste, for two main reasons: (a) in this field
large amounts of material can be used,
and (b) in cases when such materials are
not environmentally inert, various binders
or processes can be used to permanently
immobilize their dangerous components.
Such a sustainability-oriented approach
is required by the Construction Products
Regulation (CPR). The CPR brings a new
essential requirement, which promotes
the sustainable use of resources. Materials
are not discriminated against regardless
of their source, as it is their properties
which matter, as well as their associated
applicability and their environmental
footprint (in the case of the latter parameter,
an objective, quantitative tool is available:
LCA - Life Cycle Assessment). Recycling
is permitted and supported by the present
construction legislation, although some
significant documents are still missing,
which could help to accelerate use of these
waste-based raw materials. New products
derived from waste can now be placed on
the market, e.g. with Slovenian technical
approval or certification.

Ena od usmeritev trajnostnega
gradbeništva je obravnavanje odpadkov
kot vir surovin. Za Evropo, ki je odvisna od
uvoza energije in surovin, ima to številne
prednosti: zmanjšano potrebo po energiji,
naravnih surovinah in odlagalnem prostoru,
zmanjšanje izpustov toplogrednih plinov
in drugih negativnih vplivov na okolje,
spodbuditev krožnega gospodarstva z
zelenimi delovnimi mesti. Gradbeništvo
je za uporabo številnih odpadkov najbolj
primerno področje, predvsem iz dveh
razlogov: (a) na tem področju je mogoče
porabiti veliko količino materialov, (b) v
primerih, kadar ti niso okoljsko inertni,
je mogoče nevarne komponente trajno
imobilizirati z različnimi vezivi ali postopki.
Takšen trajnostno usmerjen pristop zahteva
tudi Uredba EU o gradbenih proizvodih
(CPR), v kateri je nova bistvena zahteva , ki
spodbuja trajnostno rabo virov. Materialov
ne diskriminira glede na njihov izvor, kar
šteje, so značilnosti in s tem povezana
uporabnost ter okoljski odtis materialov
(za zadnji parameter imamo objektivno,
kvantitativno orodje – analizo življenjskega
cikla (Life Cycle Assessment)). Gradbena
zakonodaja torej recikliranje v splošnem
dovoljuje in omogoča, čeprav še manjkajo
nekateri dokumenti, ki bi lahko uporabo
teh surovin pospešili. Nove proizvode iz
odpadkov je mogoče dati na trg denimo
s slovenskim tehničnim soglasjem ali
certificiranjem.

Promotion of the recycling of industrial waste and
building rubble for the construction industry
Povzetek projekta / Summary of the project
In 2013 more than 4.6 million tonnes
of waste was generated in Slovenia. The
largest proportion of waste comes from the
commercial and industrial sector, a significant
share of which is generated by industrial thermal
processes and construction and demolition
activities. Waste is a potential resource for the
construction industry, as construction works
require large quantities of materials, which can
be provided from recycled waste. Waste derived
construction products are suitable quality for
different purposes while potentially hazardous
substances are immobilised in the final products.
While recycling of construction and demolition
waste (C&D waste) into construction products
is relatively simple (assuming that it is properly
sorted at the source and hazardous substances
are excluded), the recycling of different industrial
wastes is more challenging. The latter include
various voluminous wastes with a low potential
for use, such as gypsum and some types of ash.
Slag from carbon steel production in electric arc
furnaces is among the most promising industrial
waste streams. Powdery wastes and sludges,
exhibiting binding or hydraulic properties, such
as fly ash from coal combustion, waste biomass,
municipal waste, and paper sludge, also have
great potential.
Knowledge, technology, and examples of
best practice in using such waste already exist
in Slovenia. Waste management and integration
of waste in the construction industry is covered
by extensive legislation. Nevertheless, the rate
of their processing and use in practice is still
low. A lot of waste is still deposited in nature in
illegal dumping sites. Up to two thirds of these
dumps consist of building rubble. Several factors
contribute to this unwanted practice: a lack of
public awareness (professional and general), a
lack of integration of sustainability requirements
in construction projects in the public and private
sector, an abundance of available competitive
natural resources, the complexity and sometimes
mutual exclusion of different regulations, and the
lack of clear national strategies and actions to
promote the use of waste in private and public
procurement.

V Sloveniji je leta 2013 nastalo več kot 4,6
milijona ton odpadkov, med katerimi prevladujejo
odpadki iz proizvodnih in storitvenih dejavnosti;
občuten delež med njimi nastaja v termičnih
procesih ter pri rušitvah in gradbenih delih.
Odpadki so potencialna surovina za uporabo
v gradbeništvu, saj je tu mogoče porabiti velike
količine, končni proizvodi so dovolj kakovostni
za številne namene uporabe, morebitne nevarne
snovi v odpadkih se učinkovito imobilizirajo.
Medtem ko je recikliranje gradbenih odpadkov v
agregat razmeroma preprosto (ob predpostavki,
da so ruševine na izvoru pravilno sortirane in da
so nevarne snovi izločene), so različni industrijski
odpadki večji izziv. Med njimi so številni voluminozni odpadki, ki imajo nizek potencial za
recikliranje, kot so denimo sadre in nekateri
pepeli. Med najbolj perspektivne odpadke
spada žlindra iz proizvodnje ogljičnih jekel v
elektroobločnih pečeh. Velik potencial imajo
tudi prašnati odpadki in mulji, ki imajo vezivne
ali hidravlične značilnosti (elektrofiltrski pepel iz
sežiga premoga, biomase, komunalnih odpadkov,
papirniškega mulja).
V Sloveniji obstajajo znanje, tehnologije
in primeri praks, kako odpadke uporabiti.
Področje odpadkov in vključevanje odpadkov v
gradbeništvu ureja obsežna zakonodaja. Kljub
temu je raven njihove predelave in uporabe v
praksi na nizki stopnji, številni odpadki pa se še
vedno odlagajo v naravo, na divja odlagališča,
na katerih prevladujejo gradbeni odpadki.
Razlogov za neustrezno ravnanje je več: slaba
ozaveščenost strokovne in splošne javnosti,
slabo vključevanje trajnostnih zahtev v gradbene
projekte v javnem in zasebnem sektorju, velika
razpoložljivost in konkurenčnost naravnih
virov, kompleksnost in mestoma medsebojna
neusklajenost in nezadostna povezanost
predpisov ter pomanjkanje jasnih nacionalnih
strategij in ukrepov, ki bi spodbujali uporabo
odpadkov v zasebnih in javnih naročilih. Namen
projekta ReBirth je bil spodbuditi uporabo
recikliranih gradbenih in industrijskih odpadkov
v gradbeništvu z različnimi komunikacijskimi,
promocijskimi in ozaveščevalnimi aktivnostmi.
Zaradi raznovrstnosti ključne javnosti (od splošne
do visoko specializirane strokovne javnosti) in
posredovanih informacij smo projekt oblikovali
v 18 različnih akcij. Za strokovno javnost in
lokalne skupnosti smo pripravili štiri praktične
prikaze (prikaz uporabe črne jeklarske žlindre v
cestogradnji, prikaz selektivnega rušenja objektov,
recikliranja in uporabe odpadkov, nastalih pri
rušitvi, prikaz čiščenja divjega odlagališča in
uporabe gradbenih odpadkov iz divjih odlagališč
ter prikaz obnove ceste s postopkom hladne
reciklaže), osem delavnic o zelenem javnem
naročanju, o gradbenih odpadkih in industrijskih
odpadkih, pet strokovnih priročnikov in štiri
videoprikaze o uporabi odpadkov. Splošno javnost in občine smo spodbujali k pravilnemu
ravnanju z gradbenimi odpadki in s tem
zmanjšanju števila divjih odlagališč z mobilno
razstavo, ki je potovala po slovenskih občinah
in šolah. Za splošno javnost smo organizirali
tudi nagradno igro. Vse aktivnosti projekta so
spremljali strokovni in poljudni članki, stičišče
vseh informacij v projektu pa je spletna stran.

The ReBirth project promoted and
encouraged the use of recycled C&D waste
and industrial waste in the construction industry
through a variety of communication, promotional,
and awareness‑raising activities. Given the
diversity of targeted key audiences (from the
general public to highly specialized professionals)
and information provided, the project included
18 different activities. Professional audience
and local authorities were targeted through four
practical demonstrations (using steel slag in road
construction, selective demolition and recycling
of C&D waste, recycling and using building rubble
from illegal dumping sites, and cold-in-place
recycling for road rehabilitation), eight workshops
on green public procurement, C&D waste and
industrial waste, and five technical manuals and
four video demonstrations on the use of waste.
Public awareness about illegal dumping sites
was developed through mobile exhibition. The
general public was targeted through a raffle. All
these activities were supported by expert and lay
papers. The project website provided a network
for all target groups and activities.

S študijo smo pridobili podrobnejši vpogled v razmere na področju ravnanja z odpadki in
njihove uporabe v gradbeništvu, v zakonodajne
zahteve in tehnične pogoje, ki jih morajo izpolnjevati odpadki, da bi jih lahko uporabili kot
gradbene proizvode, v ekonomske okoljske
instrumente in oceno življenjskega cikla
proizvodov. Pripravili smo tudi spletno anketo,
v kateri so sodelovale vse ciljne skupine, od
industrije, gradbenih podjetij, projektantov
in nadzornikov, predelovalcev in zbiralcev
odpadkov, javnih služb ravnanja z odpadki ter
občine in upravne enote, skupaj 360 oseb.
Med industrijske odpadke, ki so za uporabo
v gradbeništvu najbolj perspektivni, spadajo
odpadki iz termičnih procesov, kot so elektrofiltrski pepeli, energetske sadre, žlindre, prahovi,
livarski peski in drugo. Gradbeni odpadki so
primerna surovina, vendar pa ključnim akterjem
manjkajo predvsem informacije in navodila o
postopkih selektivnega rušenja in možnostih
nadaljnjega ravnanja s tako pridobljenim
materialom. To velja tudi za industrijske odpadke.
A study was conducted to gain a
more detailed insight into the state of affairs
concerning waste management, its use in
construction, legislative requirements with
requisite technical conditions for the conversion
of waste to a construction material, as well as
economic environmental instruments and life
cycle assessment. All identified target groups,
consisting of industry, construction companies,
project planners, construction supervisors,
waste collection and recovery operators, public
waste management services, municipalities, and
administrative units participated in a web survey,
totalling 360 participants. Among industrial
waste, waste from thermal processes such as
fly ash and gypsum from thermal power plants,
slag, dust and foundry sand etc. proved to be
the most promising with regard to their use
in construction. C&D waste is a suitable raw
material, but key stakeholders lack the information and guidelines on selective demolition
procedures and the possibilities for using the
materials thus recovered. This also applies to
industrial waste.

The initial conference Maintain Resources
– Recycle Waste was organised in March 2012.
The goal of the conference was to introduce the
project to the professional and general public
and involve them in participating in the project
activities. The final conference No Waste Here,
Just Resources, organised in June 2014, was
centred on experience and the selected practical
case studies for recovered waste streams
showing the most promise for beneficial use
in construction. The experience of inspectors
authorised to monitor C&D waste management
and a case study of a municipality oriented
towards green development was presented. The
conference proceedings also indicated that it
was possible to encourage the use of alternative
materials instead of natural resources through
public procurement of road construction and
reconstruction.

Začetna konferenca, ki smo jo organizirali
marca 2012, je imela naslov Ohranimo vire –
reciklirajmo odpadke. Strokovno in širšo javnost
smo hoteli seznaniti s projektom in jih pritegniti k
sodelovanju pri aktivnostih. Sklepno konferenco
Odpadek je začetek novega, ki je potekala
junija 2014, smo posvetili izkušnjam in izbranim
primerom iz prakse za tista področja, na katerih je
največ možnosti za koristno uporabo predelanih
odpadkov v gradbeništvu. Seznanili smo se tudi
s pogledom inšpekcije na ravnanje z gradbenimi
odpadki v praksi in primerom ozelenitve razvoja
občine ter nakazali možnosti spodbujanja rabe
alternativnih materialov namesto naravnih virov
prek javnih naročil gradnje in obnove cest.

V proizvodnih procesih industrije nastajajo
industrijski odpadki, njihovemu nastanku pa se
ni mogoče izogniti. Eden takšnih materialov je
črna jeklarska žlindra (t. j. žlindra iz proizvodnje
ogljičnih jekel v elektroobločni pečeh). Ustrezni
tehnološki postopki, kot sta zadostno staranje
po izlitju iz peči in pravilna mehanska predelava,
zagotavljajo ustrezne tehnične značilnosti in
uporabnost nastalega umetnega agregata.
Prednosti črne jeklarske žlindre izhajajo iz
njene mikrostrukture in fizikalnokemijskih
značilnostih, kar je povsem primerljivo oz. celo
boljše od značilnosti konvencionalnih naravnih
agregatov iz magmatskih eruptivnih kamnin. V
sklopu projekta smo na regionalni cesti Kneža–
Podbrdo praktično prikazali uporabo agregata iz
črne jeklarske žlindre kot delnega nadomestka
naravnega agregata v asfaltni obrabni plasti.
Industrial waste is generated in industrial
production processes, and its occurrence is
unavoidable. Steel slag from the production of
carbon steel in electric arc furnaces is one such
material. Adequate technical characteristics and
applicability of created manufactured aggregate
are influenced by the appropriate technological processes, such as sufficient aging after
discharging from the furnace and correct
mechanical processing. Benefits of steel slag
arise from its microstructure and physicochemical properties, which are comparable or
even superior to those of conventional natural
aggregates from igneous rocks. An on-site demonstration using aggregate from black steel slag
as a partial substitute of natural aggregate in the
asphalt wearing course was conducted on the
regional Kneža – Podbrdo road.

Na praktičnem prikazu so se udeleženci
seznanili s postopkom selektivnega rušenja
objekta (t. j. načrtovanim postopkom rušenja, s
katerim pridobimo ločene odpadke, primerne za
recikliranje in nadaljnjo uporabo), recikliranjem
gradbenih odpadkov na gradbišču, njihovo
ponovno uporabo pri gradnji nasipa in ustreznimi
tehnološkimi postopki in okoljskimi ukrepi. Ključno
v postopku selektivnega rušenja, recikliranja in
ponovne uporabe je, da se najprej odstranijo
nevarni odpadki, da se čim več gradbenih

Udeleženci so se seznanili s pravno
podlago zavezancev in pokritja stroškov, nato
pa s postopkom čiščenja divjega odlagališča,
na katerem so bili nelegalno odloženi gradbeni
odpadki. Ogledali so si tudi postopek predelave
izločenih koristnih frakcij gradbenih odpadkov
v nove gradbene proizvode v bližnjem
predelovalnem centru. Namen prikaza je bil
predvsem opozoriti na to, da so lahko divja
odlagališča gradbenih odpadkov pomemben
rudnik surovin za uporabo v gradbeništvu.
The participants were acquainted with the
legal obligations in terms of the personal liability,
cost allocation, as well as the actual cleanup
process for illegal dumping sites with building
rubble. The recycling process of useful fractions
of C&D waste into new building products was
displayed in a nearby processing centre. The
main purpose of the demonstration was to
illustrate that illegal building rubble dumps can
be important mines for raw materials which can
be used in construction.

Demonstration of road reconstruction by cold in-place recycling
Cold-in-place recycling is an environmentally friendly and cost-effective method for the
rehabilitation of damaged and worn-out roads,
which, compared to conventional approaches,
offers a number of economic, environmental,
and technical advantages. In the course of this
procedure, the existing damaged road is crushed
and ground with the addition of an appropriate
binder. In this way advantage of all the existing
worn-out material is gained, eliminating the cost
of the excavation and disposal of the old surface,
as well as the cost of preparing and transporting
of new material. An on-site demonstration of
road rehabilitation using cold-in-place recycling
was presented on the regional Bača – Dolenja
Trebuša road.

Hladna reciklaža je do okolja prijazna in
gospodarna metoda za obnovo poškodovanih
in dotrajanih cest, v primerjavi s konvencionalnimi pristopi pa ponuja številne prednosti z
ekonomskega, okoljskega in tudi tehničnega
vidika. Po tem postopku se poškodovana cesta
zdrobi in zmelje ter se ji doda ustrezno vezivo. Na
ta način izkoristimo ves dotrajani material, s čimer
odpadeta strošek izkopa in odlaganja starega ter
strošek priprave in transporta novega materiala.
Obnovo ceste po postopku hladne reciklaže smo
prikazali na glavni cesti Bača–Dolenja Trebuša.

Green Public Procurement - industrial and C&D waste in green public procurement
Z vključevanjem okoljskih meril v javna
naročila lahko država pomembno vpliva na
proizvodnjo in prodajo proizvodov, ki manj
obremenjujejo okolje v svojem življenjskem krogu.
Na delavnicah o zelenem javnem naročanju
smo spregovorili o pomenu zelenega javnega
naročanja in načinu vključitve okoljskih meril v
javno naročanje. Prikazali smo tudi primere iz
prakse na področju gradnje cest. Udeležence
smo želeli spodbuditi k vključevanju okoljskih
meril v javno naročanje. Še zlasti pomembno je k
zelenemu javnemu naročanju spodbuditi občine,
saj je delež občinskih cest več kot 70 odstotkov
površin vseh javnih cest.
By incorporating environmental criteria
into public procurement, the state administration
could wield significant influence on the production and sale of products with environmentally less damaging effects throughout their
life cycle. The workshops highlighted the
significance of green public procurement and
how to include environmental criteria in public
procurement procedures. An actual case study
of a road construction was presented. The
participants were encouraged to incorporate
environmental criteria into green public
procurement procedures, especially procedures
conducted by municipalities, as the share of
roads in municipality ownership exceeds 70% of
all public road surfaces.
Pravilno ravnanje z gradbenimi odpadki
Construction and demolition waste management
Gradbeni odpadki, kot so beton, opeka,
kovina, les in drugi, ki nastanejo pri gradnji,
vzdrževanju ali rušenju objektov, so pomemben
tok odpadkov. Veliko teh odpadkov konča na
črnih odlagališčih, na katerih obremenjujejo
naravo, tla, vode in ogrožajo zdravje ljudi in drugih
živih bitij. S pravilnim pristopom in selektivnim
rušenjem pridobimo ločene gradbene odpadke,
ki jih je mogoče pripraviti za ponovno uporabo
ali predelati v gradbene proizvode. O tem, kako
pristopiti k rušenju objektov, kakšne so obveznosti
in odgovornosti investitorjev in projektantov, kako
pripraviti projektno dokumentacijo in kako poteka
rušenje, ter o možnostih reciklaže in uporabe
tako pridobljenih materialov smo spregovorili
na delavnicah, ki so se jih udeležili predstavniki
državne uprave in lokalnih skupnosti, izvajalci
gradbenih del ter investitorji in projektanti.
C&D waste such as concrete, bricks,
metal, wood, etc., which is produced during
construction, maintenance or demolition, is a
significant waste stream. A lot of this waste ends
up in illegal fly tips, where it imposes a burden
on nature, soil, and water, and is a risk to public
health and the wellbeing of natural fauna and
flora. An appropriate approach and selective
demolition generates separate construction
waste streams, which can be either prepared for
reuse or recovered into construction products.
The workshop showed the participants how
demolition operations should be approached,
investor and project planner obligations, and
the responsibilities, project documentation
preparation, demolition stages, and recycling
possibilities, as well as possible recovered material applications. The workshops were attended
by representatives of the state administration,
local communities, construction operators,
investors, and project planners.

Industrial waste - a construction resource
The well-received workshops attempted
to shed more light on the demands stemming
from waste legislation, construction product
requirements, and the REACH regulation
pertaining to industrial waste. It was ascertained
that there is not enough interaction between
professionals working in different fields to
broaden the scope of knowledge related to
environmental, construction product, chemical,
and other legislation. Practical case studies were
presented together with the advantages linked
to the use of waste materials instead of virgin
resources, e.g. for backfilling and embankments,
concrete preparation, as well as for asphalt layers
applied on roads, airports, and other transport
surfaces. The workshops drew in numerous
participants, from steelwork foundries, chemical
and construction industries, power plants,
municipal services, project design consultancies,
project planning, inspectorates, administrative
units and agencies, as well as civil engineering
students.

Na delavnicah o industrijskih odpadkih
smo poskušali osvetliti in povezati zakonodajne
zahteve s področja odpadkov in gradbenih
proizvodov ter uredbo REACH, kar se je izkazalo
za zelo dobrodošlo. Ugotavljamo namreč,
da je premalo povezovanja med strokami in
širšega vpogleda v zakonodajo, ki se nanaša
na okolje, gradbene proizvode in kemikalije.
Prikazali smo tudi primere iz prakse in prednosti
uporabe tovrstnih materialov namesto naravnih
virov na primer za zasipe in nasipe, pripravo
betona, asfaltne prevleke za ceste, letališča in
druge prometne površine. Tema je pritegnila
številne predstavnike jeklarn in livarn, kemijske
in gradbene industrije, energetike, komunalnih
dejavnosti, projektnosvetovalnega inženiringa in
inšpekcijskih služb, ministrstev, uradov in agencij
ter študente gradbene fakultete.

The manual was conceived to educate
potential users on application of slag generated
during carbon steel production in an electric
arc furnace, as a civil engineering material. It is
one of the most valuable industrial resources,
its usage should be encouraged. The first
part describes the origin and types of slag,
the characteristic properties of steel slag and
steel slag aggregate after processing, market
availability, and legal status. The second part
of the manual shows concrete possibilities for
using manufactured aggregate from steel slag as
a high quality substitute for natural aggregate in
asphalt wearing courses.

tool for determining the impact of a product or
process on the environment during its lifetime.
The manual explains the principle of LCA analysis
and the procedure for its implementation, and,
in addition, a practical example of LCA analysis
from road construction is given by comparing
the environmental impacts of two different types
of asphalt mixtures (asphalt mixture with natural
aggregate and asphalt mixture with aggregate
manufactured from black steel slag), both laid in
the asphalt wearing course of the road.

LCA je objektivno kvantitativno orodje za
ugotavljanje vplivov proizvoda ali procesa na okolje
v njegovem življenju. V priročniku sta razložena
princip analize LCA in postopek za njeno izvedbo,
poleg tega je predstavljen praktičen primer
analize LCA iz cestogradnje s primerjavo okoljskih
vplivov uporabe dveh različnih vrst asfaltnih zmesi
(asfaltna zmes z naravnim agregatom in asfaltna

Strokovna predavanja za študente
srednjih tehničnih šol in fakultet smo pripravili,
da bi ozavestili pomen uporabe odpadkov med
bodočimi strokovnjaki (projektanti, gradbeniki,
raziskovalci …). Študente smo seznanili z razpoložljivostjo odpadkov, gradbeno in okoljsko
zakonodajo, zahtevami za predelavo, trendi
razvoja stroke in drugimi aktivnostmi. Študenti so
si lahko ogledali laboratorij za reciklirane materiale in spoznali glavne metode za ugotavljanje
značilnosti gradbenih proizvodov, ki vključujejo
odpadke. Stopnjo ozaveščenosti in informiranja
po delavnici smo preverjali z nagradno igro
(študenti so izpolnili krajše vprašalnike) in razdelili
manjše praktične nagrade.
Lectures for students of technical
secondary schools and colleges were held to
create awareness of the importance of using
waste among future professionals (architects,
construction engineers, researchers, etc.).
They were informed about the availability of
waste, construction and environmental law
requirements, requirements for processing
waste, developments in the area, and other
activities. Students were able to see a laboratory
for recycled materials and learn about the main
methods for determining the characteristics of
construction products, which include recycled
waste. Their level of awareness and knowledge
after the workshop was checked (students filled
out short questionnaire). A raffle of the answers
was performed, the winners of which were given
small prizes.

The mobile exhibition was designed to show
the general public the problems and advantages
of recycling industrial and C&D waste. The
exhibition shows how to approach demolition,
how to deal with the C&D waste generated, and
how to extract high quality raw materials from
waste for further use in the construction industry.
The mobile exhibition was set in 20 different
locations from schools, libraries, municipalities
and various other organizations.

Four demonstration films were made. Their
main purpose was to demonstrate good examples
of recycling and using of industrial and C&D
waste in construction sector. Representatives
of municipalities and municipal companies
were invited to share their experience and give
concrete examples. These films were shown

films will be available on YouTube and project
website for all those looking for more sustainable
solutions for C&D as well as industrial waste
management.

V sklopu projekta smo pripravili štiri

primerih so spregovorili tudi predstavniki občin
in komunalnih podjetij. Videoprikazi so bili
predstavljeni na konferencah, delavnicah in
predavanjih. Za vse, ki bodo iskali bolj trajnostne
rešitve za ravnanje z gradbenimi in industrijskimi

Z nagradno igro smo hoteli pritegniti tudi
širšo javnost, ji sporočiti, da gradbeni odpadki ne
spadajo v naravo in da jih je mogoče reciklirati in
spet uporabiti. Nagradni kviz je potekal na spletni
strani projekta, promovirali smo ga tudi s spletnimi
pasicami na najbolj obiskanih slovenskih spletnih
portalih in Facebooku projekta. Za glavno nagrado
tablični računalnik, ki jo je prispeval pokrovitelj,
se je potegovalo kar 1836 sodelujočih. Poleg
izjemnega števila sodelujočih so dokaz za uspeh
te akcije tudi pravilni odgovori, ki jih je bilo kar
95 %.
The raffle was intended to attract the
general, lay public and inform them that C&D
waste does not belong in nature and that it can
be recycled and reused. The quiz ran for one
month on the project website and was promoted
with banners on the most popular Slovenian
websites and the ReBirth Facebook page. A
total of 1,836 participants contended for the
main prize - a tablet, which was donated by a
sponsor. The raffle was a great success, not only
in terms of the number of participants, but also in
terms of the results, as 95% of all questions were
answered correctly.

The vast number of activities including
workshops, conferences, on-site and video
demonstrations, exhibitions, presentations,
and manuals attracted both professionals
and the general public and contributed to
awareness raising and a change in attitudes
towards waste resources. Approximately 1300
representatives from industry, construction
companies, project planners, construction
supervisors, waste collection and recovery
operators, public waste management
services, inspectorates, state institutions,
agencies, municipalities, nongovernmental
organisations, schools, technical students, and
others participated on conferences, lectures,
workshops and practical demonstrations. The
activities increased participants’ knowledge
and awareness regarding reuse and recycling
both of C&D waste and industrial waste. They
also encouraged participants to broaden
their knowledge and change their waste
management practices within their own local
environment. The project gained extensive
public support from both professionals and
the general public, and united various spheres
of knowledge, viewpoints, and experience,
and encouraged the interaction of various
professions and institutions.

S številnimi aktivnostmi, delavnicami,
konferencami, praktičnimi in video prikazi,
razstavami, predavanji in priročniki smo k
sodelovanju pritegnili strokovno in tudi širšo
javnost ter pripomogli k ozaveščanju in
spreminjanju odnosa do odpadkov – virov
surovin. Na konferencah, predavanjih,
delavnicah in prikazih je sodelovalo skoraj 1300
predstavnikov industrije, izvajalcev gradbenih
del, zbiralcev in predelovalcev odpadkov,
projektantov, nadzornikov, lokalnih javnih služb
ravnanja z odpadki, inšpekcijskih služb, državnih
institucij, agencij, občin, nevladnih organizacij,
šol, študentov in drugih. Zaradi projekta so
si sodelujoči pridobili znanje in postali bolj
ozaveščeni glede možnosti ponovne uporabe in
recikliranja gradbenih in industrijskih odpadkov.
Aktivnosti projekta so jih spodbudile k razširjanju
pridobljenega znanja in tudi spremembi ravnanja
z odpadki v lastnem okolju. Projekt je dobil
veliko podporo strokovne javnosti in tudi širše.
Povezal je različno znanje, poglede in izkušnje
ter spodbudil k sodelovanju različnih strok in
institucij.

Industrijski odpadki so velika družina
različnih materialov z različnim potencialom za
recikliranje. So velik izziv in priložnost za uporabo
v gradbeništvu. Projekt je povezal povzročitelje
odpadkov in tudi druge institucije, vpete v
izvajanje zakonodaje. Pripomogel je k širšemu
vpogledu v zakonodajo, ki se nanaša na odpadke,
gradbene proizvode, kemikalije in druge vidike
okolja ter s tem k prepoznavanju odpadkov kot
viru surovin. Pripomogel je k temu, da nekatere
ostanke proizvodnje, ki so jih včasih uvrščali med
odpadke, ne obravnavajo več kot takšne, ampak
kot stranske proizvode. Tak primer so jeklarske
žlindre. To je tudi eden od razlogov, zakaj se je
količina nastalih odpadkov iz nekaterih skupin v
zadnjih letih zmanjšala, na primer odpadkov iz
termičnih procesov iz skoraj 1,6 milijona ton leta
2011 na milijon ton leta 20131.
Gradbeni odpadki so s stališča uporabe
v gradbeništvu pomembna surovina. Zanje je
značilno, da jih je mogoče predelati in koristno
uporabiti ob pogoju, da se z njimi pravilno ravna
že ob njihovem nastajanju. Tudi na tem področju
je projekt pripomogel k izboljšanju znanja o
pravilnem ravnanju z gradbenimi odpadki,
kakovosti pridobljenih recikliranih agregatov in
možnostih uporabe tako pridobljenih materialov
namesto naravnih virov na primer za nasipe,
zasipe, asfalte, betone ... Spodbudil je občine
in njihove lokalne javne službe in tudi druge
institucije k razširjanju tega vedenja v svojih
okoljih. Spremembe na tem področju nakazujejo
tudi podatki o količinah odloženih gradbenih
odpadkov, ki se je z 99.567 ton leta 2011
zmanjšala na 21.075 ton leta 20132.
Industrial waste constitutes a large
family of various materials with different recycling
potentials. As such it offers a great challenge and
opportunity for use in construction. The project
united waste producers and other institutions
involved in the implementation of waste legislation.
As a result, the project contributed towards a
broader insight into legislation relevant to waste,
construction products, chemicals, and other
environmental aspects, which in turn proffered the
recognition of waste as a resource. It supported
the reassessment of industrial residues. Industrial
residues, which used to be classified as waste,
were recognised as by-products. Steel slag is
such an example. This is one of the reasons why
waste quantities have declined in recent years,
e.g. waste from thermal processes dropped from
1.6 million tonnes in 2011 to 1 million tonnes in
20131.
C&D waste is a significant resource with
regard to its potential for use in construction.
This waste stream is eligible for recovery and
beneficial use if it is properly managed from the
moment it is generated. The project also elevated
the level of knowledge concerning proper C&D
waste management, the quality of recovered
recycled aggregates and their possibilities for use
for embankments, backfilling, asphalt, concrete,
etc., instead of natural resources. It encouraged
municipalities and their local public services and
other institutions to spread this knowledge in
their local communities. Changes in this field are
also evident from data pertaining to C&D waste
disposal, which plummeted from 99,567 tonnes
in 2011 to 21,075 tonnes in 20132.

Projekt je pripomogel tudi k spoznanju o
pomanjkljivostih zakonodaje in njenega izvajanja
ter opozoril na nujnost spremembe predpisov, ki
se nanašajo na gradbene odpadke. Preglednejši
predpisi, njihova medsebojna usklajenost in
razumljivost so pogoj za večjo učinkovitost pri
izvajanju v praksi.

inadequacies regarding both the requirements
and their implementation, and signalled the need
to change the existing legislation on C&D waste.
This legislation needs to become more coherent,
harmonised, and understandable in order for it to
be put into practice more efficiently.

S popularizacijo priročnikov in videoprikazov in nadaljnjim povezovanjem strok v
sklopu poprojektnih aktivnosti, kar vključuje redno sodelovanje partnerjev, organizacijo
delavnic in strokovnih srečanj, sodelovanje z zakonodajalcem pri pripravi sprememb
predpisov in drugo, bo projekt omogočil razširjanje pridobljenega znanja tudi po koncu
projekta. Združili smo znanje različnih strok in v sklopu tega pripravili tudi osnove za
okoljska merila za gradnjo in obnovo cest, kar bi lahko državnim in občinskim javnim
naročnikom pomagalo pri vključevanju okoljskih vidikov v javna naročila. S tem bi
dodatno spodbudili recikliranje in povpraševanje po alternativnih materialih namesto
naravnih virov. Projektni partnerji si bomo prizadevali za uveljavitev teh usmeritev,
prostovoljnih ali obveznih, tudi po koncu projekta.
By mainstreaming the manuals and video demonstrations, as well as the subsequent
interconnection of professions within the after‑project framework, including regular
cooperation among project partners, organisation of workshops, professional
gatherings, cooperation with legislators in drafting changes to legislation, the
project will make it possible to expand existing knowledge. The project brought
together knowledge from several professional fields, which led to the preparation
of environmental criteria for road construction and repair. The criteria can assist
state and municipal procurement staff in including environmental aspects in public
procurement of these services. This could additionally encourage recycling and the
demand for alternative materials instead of virgin ones. Project partners will endeavour
to implement these guidelines, either voluntarily or compulsorily after the project has
come to a conclusion.
