Usually held on low-traffic county roads. Generally provide maps, route markings on the roads and rest stops with food and drinks along the routes. Mountain Bike Events: Held in mountain bike venues-off-road trail riding. Many are timed events. Multi-Sport Events: Combination of bicycling with one ot two other sports. Most are timed events. Competitive Events: Timed events. January was not favorable to cycling in Indiana, and I’m positive that most of you are looking forward to riding the roadways, bike paths and trails in your local communities and across the state. This year’s Resource Guide promises to be our best yet, providing you with the most current information on what’s happening in the state. You will find it packed with information about every type of bicycling, retailers, events and topics that impact you as a cyclist. The Bicycle Indiana Resource Guide is so much more than just a ride calendar. Indiana’s ranking as a Bicycle Friendly State took another drop in 2013. Many of the recommendations to improve Indiana’s ranking includes legislative changes. Several bills were introduced in the 2014 legislative session that could impact bicyclists and the cycling industry in Indiana. Some good -- some not so good. These include SB49, an amendment to the existing motor vehicle code to require the safe passing of a bicycle; HR1080, an amendment to the existing motor vehicle code to allow bicyclists to proceed through a red traffic signal; SB147, legislation for Complete Streets; and HR 1203, a maintenance fee imposed on the purchases of non-exempt bicycles in order to established a trail/greenway maintenance fund. Legislation such as HR1203 could create a hardship for Indiana’s bike retailers. Legislation such as SB 49 and SB147 will help improve Indiana’s ranking as a Bicycle Friendly State. To learn more about Indiana’s 2013 bicycle friendly status, turn to page 19. There are so many good things happening across the state that I can’t mention them all, but I would like to highlight a few. Legislatively, several communities have passed their own safe passing laws, including South Bend, Fort Wayne, Carmel and Indianapolis. Infrastructure accommodations have occurred with Evansville’s conversion of narrow four-lane streets into streets with three lanes and bike lanes, Indianapolis’ expansion of bike lane routes, and Elkhart’s expanded bike routes. Bicycle Indiana has assisted advocacy organizations with mass distribution of bike lights, bells, helmets and reflective apparel. Partnering with the Indiana State Department of Health and INDOT, we embarked on the first statewide bicycle map, ranking the suitability of Indiana’s roadways for bicyclists. The map should be published in the first quarter of 2014. Bicycle Indiana’s ongoing programs include spIN - the Annual Bike Summit, the Riders in the Know/Drivers In the Know safety program, and our Planning for a Bicycle Friendly Community seminars and workshops. I ask you to take a part in the movement toward a Bicycle Friendly Indiana. Become a member of Bicycle Indiana. Show your pedal passion on your automobile by purchasing a Bicycle Indiana license plate. Those are the three core areas to which Bicycle Indiana devotes our time, programming and services. What does that mean for our members and constituents? What’s in it for them? Sometimes it is difficult to answer that question because so much of the work we do is intangible for the majority of our members and constituents. In fact, you’re holding (or perhaps reading electronically) the most visible product Bicycle Indiana provides, the Bicycle Indiana Resource Guide, which promotes all types of bicycling events and activities throughout Indiana. Our education programs include educating both people who rides bikes (often referred to as cyclists) and motorist about safe roads for all. We understand that the term “Share the Road” could be outdated soon! In 2013, we launched two new educational programs, “Drivers In The Know” and “Riders In the Know”; we’ll be expanding both of those programs in 2014. Additionally, we provide educational material and reference publications to organizations throughout Indiana for events such as First Fridays, Safety Days, Health Fairs, Bike Month, and more. Bicycle Indiana participated in the 2013 National Bike Summit, visiting our U.S. legislators in Washington D.C. In partnership with the Indiana State Department of Health along with elected officials and employees of local communities, we also facilitated nine “Planning for a Bicycle Friendly Community” seminars. (See page 19 for more information about Indiana’s Bicycle Friendly status). We are able to offer these program and services because of our members and constituents. Go to http:// www.in.gov/bmv/2778.htm to get your Bicycle Indiana license plate. 17 features Bicycle Friendly Indiana: Progress Report Each year the League of American Bicyclists assesses and ranks each state, based on five categories, as to their bicycle friendliness. This ranking is based on numerous factors, including a highly detailed questionnaire completed by a state employee. In Indiana, the questionnaire is completed by INDOT’s Bicycle-Pedestrian Coordinator. While many of Indiana’s communities, businesses and universities are showing their bicycle-friendly prowess, unfortunately, the state appears to have none. In 2011, Indiana was ranked 19. In 2012 Indiana was ranked # 30. In 2013 Indiana’s ranking as a Bicycle-Friendly State has fallen to # 42 and many people want to why. One possible interpretation is that by keeping the status quo and doing only what some may consider basic requirements is not enough. While Indiana seems to be standing still, many other states are making positive gains. Indiana must be proactive if we expect the trend to change. Washington State took the number one spot in 2013 – the most Bicycle Friendly State. Yes, that would be our liberal friends out west. As Hoosiers, we often don’t like the comparison, or at least think the comparison is not just. By that reasoning, we should compare Indiana with other Midwestern states like Illinois, Ohio, Michigan, and Kentucky. Here’s how they ranked: • • • • #9 Illinois #12 Michigan #32 Ohio #47 Kentucky Thank goodness we were at least ranked higher than our neighbors to the south, but not by much! If so many other comparable states are ranked so much better than Indiana, what do we need to do to improve our ranking? According to the report card provided by LAB, they recommend the following: 1. Adopt a statewide safe passing law with a minimum distance of 3 feet to address bicycle safety 2. Adopt a vulnerable roadway user law that increases penalties for a motorist that injures or kills a bicyclist or a pedestrian 3. Adopt a statewide, all ages cell phone ban to combat distracted driving 4. Adopt performance measures…to better track and support Complete Streets/Bike Accommodation Policy compliance 5. Adopt a state bicycle design manual 6. Adopt a federal funding project rating criteria that incentivize bicycle projects and accommodations 7. Dedicate state funding for bicycle projects and programs 8. Conduct a share the road campaign 9. Adopt performance measures to decrease bicycle fatalities 10. Why would Indiana want to be a bicycle friendly state? Who cares? It’s obvious that Bicycle Indiana cares, but communities, employers, and residents should also care. “New business and residents aren’t just looking at tax rates and school districts anymore; they want to settle in a state with rich outdoor opportunities and safe transportation options for their entire family or workforce.” Businesses and the tourism industry also benefit from a state and community being bicycle friendly. “Bicycle tourism can be a major driver of economic development, and corporations can capitalize on reduced healthcare costs. By making streets comfortable and accessible for cyclists, bicycle friendly states increase safety of all road users and give residents transportation choices that save money and improve health.” Copied from the League of American Bicyclists Building a Bicycle Friendly America brochure. The bottom line: If we want to stay in the bottom of the rankings, we can just stay the course. Indiana boasts eight bicycle friendly communities. Some designated as recently as 2013, while others have held the designation for a decade. The Bicycle Friendly Community designations begin at Bronze. The highest designation a community can receive is Platinum. Congratulations to Indiana’s bicycle friendly communities, leading the way toward progress and safe bicycling. (b) Subject to the exceptions stated, the provisions of this chapter applicable to bicycles apply whenever a bicycle is operated upon a highway or path set aside for the exclusive use of bicycles. 9-21-11-2 Riding on roadways; rights and duties Sec. 2 A person riding a bicycle upon a roadway has all the rights and duties under this article that are applicable to a person who drives a vehicle. Except the following: (1) Special regulations of this article (2) Those provisions of this article that by their nature have no application. 9-21-11-3 Seats Sec. 3 (a) A person propelling a bicycle may not: (1) Ride other than upon the permanent and regular seat attached to the bicycle; or (2) Carry any other person upon the bicycle who is not seated upon a firmly attached and regular seat on the bicycle. (b) a person may not ride upon a bicycle unless seated under this section. 9-21-11-4 Passengers Sec. 4 A bicycle may not be used to carry more persons at one (1) time than the number for which the bicycle is designed and equipped. 9-12-11-5 Hitching Rides on Motor vehicles or street cars Sec. 5 A person upon a bicycle, a coaster, roller skates, or a toy vehicle may not attach the bicycle, coaster, roller skatesor toy vehicle or the person to a street car or vehicle upon a roadway. 9-21-11-6 Riding two abreast Sec. 6 A person riding a bicycle upon a roadway may not ride more than two (2) abreast except on paths or parts of roadways set aside for the exclusive use of bicycles. resources indiana bicycle laws 9-21-11-7 Carrying articles Sec. 7 A person who rides a bicycle may not carry a package, a bundle or an article that prevents the person from keeping both hands upon the handlebars. 9-21-11-8 Bells or other audible signal devices Sec. 8 A person may not ride a bicycle unless the bicycle is equipped with a bell or other device capable of giving a signal audible for a distance of at least one hundred (100) feet. A bicycle may not be equipped with and a person may not use upon a bicycle a siren or whistle. 9-21-11-9 Lamps and reflectors Sec. 9 A bicycle operated on a highway from one-half (1/2) hour after sunset until one-half (1/2) hour before sunrise must be equipped with the following: (1) A lamp on the front exhibiting a white light visible from a distance of at least five hundred (500) feet to the front. (2) A lamp on the rear exhibiting a red light visible from a distance of five hundred (500) feet to the rear or a red reflector visible from a distance of five hundred (500) feet to the rear. 9-21-11-10 Brakes Sec. 10 A bicycle must be equipped with a brake that will enable the person who operates the bicycle to make the braked wheels skid on dry, level, clean pavement. 9-21-11-11 Traffic regulation and requirements Sec. 11 A person who operates a bicycle upon a highway shall observe the regulations and requirements of this article. 9-21-11-14 Violations Sec. 14 A person who violates this chapter commits a Class C infraction. IC 9-13-2-14 Bicycle Sec. 14 “Bicycle” means any footpropelled vehicle, irrespective of the number of wheels in contact with the ground. giving notice of the local traffic regulations are posted upon or at the entrances to the highway or part of the highway that is affected. IC 9-21-1-3 Powers of local authorities; effective date of ordinances Sec. 3 (a) A local authority, with respect to private roads and highways under the authority’s jurisdiction, in accordance with section 2 of this chapter, and within the reasonable exercise of the police power, may do the following: (9) Regulate the operation of bicycles and require the registration and licensing of bicycles, including the requirement of a registration fee. (b) An ordinance or regulation adopted under subsection (a) (4), (a)(5), (a)(6), (a)(7), (a)(8), (a)(10), (a)(11), (a)(12), (a)(13), or (a)(14) is effective when signs IC 9-21-8-37 Pedestrians and children; due care; caution Sec. 37. Notwithstanding other provisions of this article or local ordinance, a person who drives a vehicle shall do the following: (1) Exercise due care to avoid colliding with a pedestrian or a person propelling a human powered vehicle, giving an audible signal when necessary (2) Exercise proper caution upon observing a child or an obviously confused, incapacitated, or intoxicated person. 23 resources bike smart and stay safe As with all outdoor activities you need to take some action when bicycling to prevent injuries and to make the activity more enjoyable. Here are some safety tips for bicycling. 1. Always Wear Your Helmet – Be sure it covers your forehead and fits properly. Helmets are for all ages – set a good example to others by wearing your bicycle helmet every time you ride. 2. Ride on the Right – Always ride with traffic. 3. Obey All Traffic Laws – Stop at stop signs and stop lights and obey one-way streets. 4. Signal and Look before turning. 5. Ride in a Predictable Manner – Ride in a straight line. Don’t swerve between parked cars. 6. Use Head and Tail Lights at Night – Reflectors are not enough. 7. Keep Your Bike in Good Repair – Have it tuned up by a professional bike mechanic regularly. 8. Yield to Pedestrians – Pedestrians have the right of way. 9. Ride Defensively. Follow the rules of the road. In Indiana, the bicycle is a vehicle and has all the rights and responsibilities of other vehicles. This means stopping at stop signs and stoplights, riding on the right side of the road, and signaling for turns. 10. Drink before you’re thirsty, eat before you’re hungry. Take along plenty of water. 24 Use sports drinks for longer rides. Snacks to take along include cereal bars, cookies, fig bars, and fruit (bananas, apples are best). 11. Items You Should Carry: Identification, money (for ice cream or other goodies along the ride), tools, spare inner tube, bicycle pump. There are many different bags that you can attach to your bike that could carry what you’ll need for the day. 12. Plan a Ride less than 10 miles when riding with small children, those who haven’t bicycled very much or if the terrain is challenging.
