Corruption Scandal
In 2010, the Los Angeles Times exposed one of the largest municipal
corruption scandals in the United States in the City of Bell, California.
In 2014, several former City of Bell officials, including the former mayor,
city council members, city manager and assistant city manager were
sentenced to prison and ordered to pay millions in restitution to the
City of Bell. While the penalties brought justice to the city and its
residents, the fact that such a massive corruption scandal occurred
in a small city situated just miles from downtown Los Angeles begs a
greater question: What could/should have been done to prevent it from
happening in the first place?

Henry Cisneros

Henry Cisneros co-chairs BPC’s Housing Commission,
Immigration Task Force, and Senior Health and Housing Task Force.
He served as the secretary of the Department of Housing and Urban
Development (HUD) in President Bill Clinton’s administration. Cisneros was
credited with initiating the revitalization of many of the nation’s public
housing developments and formulating policies which contributed to
achieving the nation’s highest ever homeownership rate.
He is currently executive chairman of the CityView companies, which
work with urban homebuilders to create homes priced within the range of
average families.
Cisneros was elected mayor of San Antonio, Texas in 1981, becoming the
first Hispanic-American mayor of a major U.S. city. During his four terms as
mayor, he helped rebuild the city’s economic base and spurred the creation
of jobs through massive infrastructure and downtown improvements. He
was selected as the “Outstanding Mayor” in the nation by City and State
Magazine in 1986.
Ms. Dunning is a partner with the national law firm,
Nossaman, LLP. She specializes in representing trustees, public entities and
their boards, and nonprofit organizations, in resolving complex disputes
and advising on issues involving fiduciary obligations and governance, as
well as California’s public retirement, conflict of interest, open meetings,
and public records laws. She appears regularly before boards and in court
proceedings throughout California on these issues. Ms. Dunning also
provides training on these topics to clients and at conferences throughout
the country. Ms. Dunning presently serves as fiduciary, investment and/
or litigation counsel for numerous 1937 Act and other public retirement
systems in California. She also is general counsel to the Marin County
Employees’ Retirement Association.
Ms. Dunning is on the Program Committee of SACRS and presents
regularly at SACRS conferences on various legal issues impacting public
retirement systems and their boards and staff. She is Chair of the Fiduciary
and Governance Section of the National Association of Public Pension
Attorneys (NAPPA) and also presents regularly at NAPPA conferences,
as well as at conferences and roundtables sponsored by the California
Association of Public Retirement Systems (CalAPRS). Ms. Dunning is a
member of the Board of Directors of Habitot Children’s Museum.
Jennifer Choi
Institutional Limited Partners Association
(ILPA).
As Managing Director of Industry Affairs for the Institutional Limited
Partners Association (ILPA), Jennifer Choi directs the association’s
engagement with external industry stakeholders to inform and enhance
ILPA’s education, research, membership and advocacy platforms. Ms. Choi
also leads the implementation of ILPA’s responses to emerging issues
impacting the asset class, including efforts to establish and promote
industry best practices.
Prior to joining the ILPA, Ms. Choi served as Vice President of Industry
and External Affairs for the Emerging Markets Private Equity Association
(EMPEA), where she led the association’s member and industry
engagement activities, including efforts to encourage policy frameworks
that support the growth of the asset class. As EMPEA’s Research Director,
she built the industry’s first global database of private equity activity
in the emerging markets. Previously, Ms. Choi was a consultant with
Boston-based Stax Inc., leading due diligence engagements and providing
advisory services for the U.S. private equity and venture capital industry.

Harvey Leiderman is a San Francisco-based partner in Reed Smith LLP, a
global law firm. He serves as general, fiduciary, litigation and investment
counsel to multiple state, county and city retirement systems in California
and across the United States. He also has substantial experience in
representing financial institutions and bondholders in complex bankruptcy
reorganization cases and in creditors’ rights law, including in Chapter
9 proceedings for municipalities. Currently Harvey chairs the Funding
Challenges Working Group for the National Association of Public Pension
Attorneys (NAPPA), addressing the consequences of funding shortfalls on
public employee pension funds and their plan sponsors.

Christopher Macke is American Realty Advisors’
Managing Director, Research and Strategy, responsible for leading the
firm’s research efforts and working closely with the firm’s Investment
and Portfolio Management Teams in developing investment analysis to
support acquisitions and strategy implementation for its commingled
funds. Mr. Macke also serves as a member of the firm’s Investment
Committee. Prior to joining American, Mr. Macke was a Senior Research
Strategist with CB Richard Ellis Global Research & Consulting as part of
the firm’s macroeconomic, property market, and capital market outlook
and strategy effort. Mr. Macke’s previous real estate experience includes
working for large institutional investors such as G.E. Real Estate, providing
investment strategy consulting services to large institutional investors such
as CalPERS, and advising regulatory agencies, including the U.S. Federal
Reserve and the U.S. Treasury Department. He is currently a contributor
to the Federal Reserve’s Beige Book and a member of the PREA Research
Advisory Council.
John Nienstedt

Early in his career, John Nienstedt worked in local political campaigns,
was an aide to a San Diego County Supervisor and managed a mammoth
political phone center. He and a partner founded Competitive Edge
Research & Communication, Inc. in 1987. John acquired sole ownership of
the firm in 1991 and computerized the operation with predictive dialers
in 1992. He expanded calling capacity in 1995 and again in 1998 when he
purchased Competitive Edge’s current headquarters.
John earned his master’s degree in political science with an emphasis in
social science research, writing a thesis entitled, “A Practical Strategy for
Predicting Voter Turnout in Pre-Election Polling.” In 2003, he launched the
KPBS/Competitive Edge Research San Diego County Opinion Assessment,
which took the monthly pulse of local residents. In 2007, Competitive Edge
partnered with the San Diego Institute for Policy Research to conduct
regular surveys of county residents.

Troy Simmons joined Nationwide in June 2011 with more
than 20 years of financial industry experience. As a Vice President for
the Retirement Institute, Troy is dedicated to educating advisors, clients,

they navigate the changing world of retirement.
Troy annually addresses thousands of financial professionals, clients and

Anthony R. Taylor is a partner of Aleshire & Wynder,
LLP in Irvine, California. Mr. Taylor was named a 2015 Attorney of the
Year by California Lawyer Magazine in the category of Municipal Law for
his work assisting the City of Bell after its corruption scandal. Mr. Taylor
was lead litigation counsel and argued appeals for the City of Bell in two
published Court of Appeal decisions. Additionally, Mr. Taylor argued at all
seven criminal restitution hearings for the City of Bell to obtain restitution
awards against the convicted former officials. The Court awarded Bell
approximately $8.8 Million in restitution against former city manager
Robert Rizzo, $8.2 Million in restitution against former assistant city
manager Angela Spaccia and approximately $1 Million combined against all
of the convicted former Bell City Council members, all payable to the City
of Bell.

Mr. Toumanoff has specialized, for over 20 years, in the
law affecting public retirement system fiduciaries, and has represented
and advised several California public pension systems, including ACERA,
LACERA, SBCERA, and the Pasadena Fire & Police Retirement System, on
a variety of issues.
Mr. Toumanoff has also spoken before SACRS, the California Association
of Public Retirement Systems, and the Institutional Investor Institute on
various issues over the years, including Proposition 162, system funding,
and conflicts of interest, and has addressed some of the particular
fiduciary issues facing counsel to public retirement systems before the
National Association of Public Pension Attorneys, where he has served as
lead chair of the Fiduciary and Plan Governance Section, and is a member
of the Executive Board.

To/From John Wayne/Orange County Airport
Arrival: Upon arrival at John Wayne/Orange County Airport,
proceed downstairs to the baggage claim area. In each of the
baggage claim areas is a courtesy phone board that lists all
the hotels that provide complimentary airport shuttle service.
After retrieving any checked luggage from the carousel, pick
up the courtesy phone and dial the listed code from The Westin
South Coast Plaza. The hotel operator will confirm that you have
claimed your luggage, tell you where the shuttle pick-up area is
and notify the driver that a party is waiting for pick-up. The wait
time will vary depending on the timing of the guest arrival and
whether the driver is on his way to or from the airport. Should a
guest wish not to wait for the complimentary hotel shuttle, taxis
are available and the fare is only around $12.

register ten (10), and Non-Profit Associations may register two (2) representatives to the Spring Conference. Registration fees cover
the program, meals, beverage and official functions associated with the annual conference for each attendee.
REFUND POLICY: Cancellation requests must be made in writing to SACRS. Registration will be refunded in full (after the conference)
if notice of cancellation is received before April 1, 2016. No refunds will be made for cancellations after April 1, 2016.
