In its statement, the diocese even identified a bishop from another sect, one Ephraim Perez, who “presents himself as the bishop of the Christian Catholic Church,” a small sect within Bulacan and became a consultant of the provincial jail. Perez, the statement said “used to receive P20,000 to P25,000 a month.” According to Cabral, if the clergy of the Diocese of Malo- los engaged themselves in any way with the provincial government, it is in the “work of ministry.” “We do hereby disclaim the news that the Bishop of Malolos, Most. Rev. Jose F. Oliveros, D.D. and the clergy of Malolos receive honoraria from the provincial government of Bulacan,” the statement said. For his part, Vice-Governor Fernando admitted that he had 20 out of the reported 72 consultants of the provincial government. However, he clarified that those consultants which includes lawyers, and doctors are not his personal consultants, but of the entire sangguniang panlalawigan. One of those identified by Fernando is former Vice-Gov. Aurelio Plamenco who is receiving P35,000 a month. With regards to pastors and priests as consultants, Fernando said he did not have any, but also admitted that some pas- tors sought assistance from him. He also clarified “love gifts” he handed to pastors are part of his earning as an actor noting that he recently became more active in filming independent films and teleseryes. With regards to the length of services of consultants, Senior Board Member Michael Fermin clarified that they can be terminated anytime. “They are contractual, and their services are only as long as they are needed,” Fermin said. He also explained that local government units are allowed to hire consultants based on their experience and expertise. Celso Manloko, 67, owner of the house, said he was resting when he heard loud shouts at about 2 p.m. that two workers inside the septic tank were no longer able to get out. “Hindi na sila nadala sa ospital, diyan pa lang patay na,” he said. Nilo de Leon said the three were first using a pump to suck the tank but the main line was clogged and so bore a small opening enough for one man to enter and go down the 10foot deep septic tank. He said one worker went down the tank that has shallow water less than kneedeep. “Matapos sundutin ang baradong linya, bumulwak ng malakas ang tubig na umabot ng hanggang dibdib ngunit hindi pa rin umalis ang tao,” de Leon said. When the two workers outside the septic tank saw that their companion was drowning, they went down one after the other but one also got drowned. “Maaaring dahil sa mabahong amoy ng bumulwak na tubig kaya nahilo ang tatlo at ang dalawa ay nalunod. Police reports showed that per post mortem examination, the two workers of RSS Company in Bulacan got suffocated and died of asphyxia by drowning. STL extended while IRR for PLB is pending GUIGUINTO, Bulacan—Small Town Lottery (STL) operations are extended a week after the planned deadline set by the Philippine Charity Sweepstakes Office (PCSO). This is due to unavailability of the implementing rules and regulation (IRR) for the entry of the Pambansang Loterya ng Bayan (PLB) which is said to be still being reviewed by Malacanang. The extension, however, is likely good for only a month or more as the IRR is set to be released soon. But that has given gaming corporations in different provinces in the country to apply for PLB once it finally replaces STL. Tito Inoncillo, general manager of the Diamond Gaming and Research Center (DGRC) said yesterday that PCSO initially gave them only until June 30 as deadline for their operations. DGRC is the operator of STL in 20 towns and three component cities of Bulacan. “Our operation is given indefinite extension, but we know that is only good until the IRR for PLB is completed,” he said. He explained that the extension is part of the government attempt to fill the vacuum and keep revenues generated by STL operations coming. “If they cancelled our opera- tions last week, a lot of money will be lost,” he said referring to at least P4 billion generated by STL operations across the country last year. As operator of STL in the province for at least seven years now, Inoncillo said that DGRC has encountered problems like parallel operations of some bookies. But he said it was addressed by the police, while bettors became loyal to STL rather than to bookies. Inoncillo said that some of the factors in bettors’ loyalty to STL include transparency and accountability of their operations. “We are very concerned with the operations of bookies in Bulacan because they takes away the livelihood of at least 19,000 of our manpower,” he said referring to coordinators and collectors that roam villages. During the interview, Inoncillo admitted that DGRC has applied for PLB operations in the province. “PCSO allowed existing gaming corporations to apply to operate PLB franchise, but they still have to review every application,” he said. Tapulao BY DING CERVANTES CITY OF SAN FERNANDO — Experts have found no Less than 304 species of plants and 142 species of animals, including rare and “threatened” ones, thriving in Mt. Tapulao in Zambales, Central Luzon’s tallest mountain. This disovery was the result of a nine-month exploration by a team of biologists and biodiversity experts from the University of the Philippines (UP) and the Diliman Science Research Foundation in the virginal mountain. The result of the study has prompted the Department of Environment and Natural Resources (DENR) to declare the mountain a “national treasure trove” and warned poacHers and encroachers from despoiling it. “Of these, the murid rodents Rhycomys tapulao and Apomys brownorum can only be found in Mt. Tapulao, and six other plant species can only be found in Luzon,” DENR regional executive director Maximo Dichoso disclosed. He also noted that of the 142 animal species studied in Mt. Tapulao, 78 were noted to be endemic to the country while 41 out of the 304 plant species studied were also endemic. “The UP findings confirmed earlier studies that Mt. Desmalopex leucopterus Tapulao is a natural treasure trove for Central Luzon in terms of species richness and diversity. As such I call on the public to protect Mt. Tapulao and adjoining forests from threats of poaching and human encroachments,” Dichoso stressed. The nine-month biodiversity study included various species of trees, vines, lianas, herbs, palms, mammals, amphibians, birds, and reptiles. The study also established a new distribution record for the insectivorous bat species Myotis rufopictus (Orange-fingered myotis) and Desmalopex leucopterus (Mottled winged flying fox), Dichoso reported. “M. rufopictus was found in the mountain at 1,820 meters above sea level (masl) and D. leucopterus was found at elevations of 230 masl and 896 masl,” he said. Dichoso also noted that “seven insectivorous bats were also recorded in the area, three of which are endemic to the Philippines: the yellow-faced horseshoe bat (Rhinolophus virgo), the large-eared horseshoe bat (Rhinolophus philippinensis), and the orange-fingered myotis (Myotis rufopictus). But while species richness and endemicity is high in Mt. Tapulao, three species of bird categorized as “vulnerable” by the International Union for Conservation of Nature (IUCN) were also found in Mt. Tapulao, namely the flame-breasted fruit dove (Ptilinopus marchei),Philippine eagle-owl (Bubo philippensis), and the ashy thrush (Zoothera cinerea), he said. Mt. Tapulao also harbors 14 plant species found in the DENR list of threatened species, with one timber species, Tristaniopsis decorticata, considered as critically endangered (CR). Filip Maciejewicz said Bataan has lots of historical significance with many secrets to uncover. “We will show the Philippines in this movie in more adventurous way,” the 29-year old Polish-American director said, with his film to be shot in its entirety in Bataan, moving from towns to the jungles, particularly in this city and the village of Cabcaben in Mariveles town. “I am recommending Bataan to any director and crew to shoot their movies here because of beautiful views from jungle to beach, ocean and mountains,” Maciejewicz said. He said the story begins in World War II when the Japanese forces started to retreat, bringing with them the gold they hid and buried. He said that 70 years after, treasure hunters found the gold but as greed takes over, they are forced to bury and hide the gold again . The migratory birds the wetlands attracted every year, year after year, shot up the popularity of the once backwoods municipality, globally. This no-mean-feat, attributed to Mayor Jerry Pelayo, so rightly. Having effected the declaration of Candaba as a sanctuary of migratory birds, with a concomitant absolute ban on hunting and poaching throughout its 172.4-square kilometre land area. So it was that Candaba – in the able hands of Pelayo – found its niche in the environmental map of the world. And so thrived there the egrets – little, intermediate and great, the gray heron and the purle swamp hen, the black-crowned night heron and the common teal, the northern shoveler and the tufted duck, the garganey and the marsh harrier, the whiskered tern and the common kingfisher, the common sandpiper and the wood sandpiper. Why, even the bean goose, known as endemic in Europe, was first seen in the Philippines, in Candaba, in March 2010. So noted Fauna and Flora International, the oldest conservation group in the world. And with a festival – “Ibon-Ebon” – derived from its feathered visitors, Candaba impacted itself in the cultural psyche of the country. Attached to Odchimar’s letter was a list of vehicles purchased by certain dioceses or vicariates from the PCSO donation, to wit: A Mitsubishi Strada pick-up worth P1.107 million bought on Jan. 23, 2009 by the Diocese of Abra used to “transport personnel and carry needed materials for service missions to the poor and needy constituents of Abra province.” A Toyota Grandia Hi-Ace van worth P1.4 million purchased by the Archdiocese of Cotabato on April 30, 2009 for its social action center, and used “to distribute medicines and other relief goods to disaster-hit areas in the diocese, community health programs.” A Mitsubishi Strada pick-up worth P1.225 million bought on Dec. 29, 2009 by the Prelature of Isabela (Basilan) for “medical and health missions [and] community visitations to the indigent communities of Basilan province.” A Toyota Grandia Hi-Ace van worth P1.518 million bought on Sept. 14, 2009, by the Archdiocese of Zamboanga partly for “medicalrelated services.” An Isuzu Crosswind utility van worth P720,000 acquired by Caritas Nueva Segovia for “health, dental and medical outreach programs.” At the Senate hearing, PCSO Director Francisco Joaquin disclosed that the Apostolic Vicariate of Bontoc-Lagawe was the recipient of a donation used to purchase a 17-seat Isuzu passenger van. The CBCP said the Bontoc-Lagawe vicariate which allegedly received P600,000 in cash for the purchase of a Pajero, instead bought a “secondhand, 10-year-old Nissan Pathfinder pick-up for P280,000.” Still the “Pajero bishops” tag stuck. And, in the wake of Pope Francis’ statements, again bandied about, if only to show how far away the princes of the Philippine Church have strayed from the Franciscan standard in Rome. Wilhelmino Alvarado bats for climate proofing of schools in the province to serve as functional evacuation centers during floods. He also asked the sangguniang panlalawigan to ratify an ordinance for the creation of permanent evacuation centers in floodprone towns and cities in the province. Alvarado’s call came after the province suffered floods after the onslaught of typhoons Pedring and Quiel in 2011 and the southwest monsoon rains last year. “This is very timely, we found out that our functional evacuation centers were also submerged in recent floods,” the governor said in an interview after delivering his first state of the province address in three years. He said that public schools along with churches served as functional evacuation centers during the flood, but many were submerged and were not utilized. The governor said that while the Department of Education (DepEd) is completing their counterpart in constructing half of the more than 1,800 classrooms in the province, the Department must make sure that it will not be easily submerged. The governor also asked the sangguniang panlalawigan to pass an ordinance that will serve as basis for construction of permanent evacuation centers in flood-prone towns in the province such as Hagonoy, Calumpit,Paombong, Guiguinto, Obando, Bocaue, Marilao, Bulakan, and the cities of Malolos and Meycauayan. As an example, he said that the grounds of Hagonoy West Central School in Barangay Sto. Rosario in Hagonoy town will be elevated to at least one meter above the road. The campus of the said school used to go under water during high tide, and during floods. “There must be a dry area where people can evacuate during flood events,” he said and stressed that to provide that, school facilities must be climate proofed when undergoing rehabilitation. With regards to funding of permanent evacuation centers, the governor said that they will coordinate with local mayors for counterpart funding. As this developed, he also urged the sangguniang panlalawigan to pass a resolution asking the national government to establish the first National Dam Safety Board, and the revival of the Pampanga River Control System (PRCS) which is tasked to manage river systems in Central Luzon. The call for the national dam safety board is a parallel move of the provincial government to the proposed National Dam Safety Law authored by Rep. He recalled that during his tenure at the CDC, he had even proposed that the seat of the national government, specifically Malacanang, be moved to Clark.
