ANGELES CITY - Over
182 meters above sea level, significant parts of this
city sank under raging
flash floods late Wednesday, stranding thousands
amid lack of public transport and a long freeze on
traffic late into the night.
National and local government
engineers
blamed “unusually heavy
rainfall” for the sudden and
widespread flooding.
City Engineer Donato
David, however, also
trained the blame on the
Department of Public
Works and Highways
(DPWH) for its unfinished
new drainage systems in
all major local thoroughfares, worth about P88 million.

That was how Gov. Lilia G. Pineda graded the solid waste management efforts in Pampanga, chiding
“most, if not all LGUs” for “indifference and inaction” in solving the
garbage problem.
“They did not respond to the call
of the government for them to practice sound waste management,
particularly on segregation and
putting up of material recovery facilities (MRFs),” the governor la-
mented.
To spur the local chief executives
to action, Pineda offered a P3-million subsidy to any LGU that properly implements the solid waste
management law.
In a meeting with mayors Monday, Pineda renewed her call for
strict compliance with the provisions
of Republic Act 9003 or the Solid
Waste Management Act of 2002.
This, even as the the cities of San

towns of Guagua, Porac, Sasmuan,

BY DINO BALABO
MALOLOS CITY—The Diocese
of Malolos disclaimed news reports that Bishop Jose Oliveros
and priests of the diocese are
receiving honoraria from the provincial government.
As this developed, actor
turned politician Vice Gov.
Daniel Fernando admitted that
he had 20 of the reported 72
consultants, leaving 52 to Gov.
Wilhelmino Alvarado who remained mum as of press time.
Other provincial official defended the hiring of consultants
at the Capitol saying that local
government units are allowed to
do so.
In a one page statement issued on Wednesday, the Diocese of Malolos said,” the Roman Catholic Church of Malolos,
clarifies that the bishops and
priests referred to in the aforementioned report are not the
Roman Catholic Bishop of Malolos and not the Clergy of the
Diocese of Malolos. The phrase
“Bulacan bishops and priests”
should not be understood as the
Clergy of the Catholic Church in
Bulacan.”
The said statement was
signed by Father Dario Cabral,
the chair of the Commission on
Social Communications of the
diocese.
Cabral said that they conducted their own investigation
and it was found that bishops
and priests who receive monthly honoraria from the Provincial
Capitol came from different
sects within the province of Bulacan.
In its statement, the diocese
even identified a bishop from
another sect, one Ephraim
Perez, who “presents himself as
the bishop of the Christian Catholic Church,” a small sect within Bulacan and became a consultant of the provincial jail.
Perez, the statement said
“used to receive P20,000 to
P25,000 a month.”
According to Cabral, if the
clergy of the Diocese of Malo-
los engaged themselves in any
way with the provincial government, it is in the “work of ministry.”
“We do hereby disclaim the
news that the Bishop of Malolos, Most. Rev. Jose F. Oliveros,
D.D. and the clergy of Malolos
receive honoraria from the provincial government of Bulacan,”
the statement said.
For his part, Vice-Governor
Fernando admitted that he had
20 out of the reported 72 consultants of the provincial government.
However, he clarified that
those consultants which includes lawyers, and doctors are
not his personal consultants, but
of the entire sangguniang panlalawigan.
One of those identified by
Fernando is former Vice-Gov.
Aurelio Plamenco who is receiving P35,000 a month.
With regards to pastors and
priests as consultants, Fernando said he did not have any, but
also admitted that some pas-
tors sought assistance from
him.
He also clarified “love gifts”
he handed to pastors are part of
his earning as an actor noting
that he recently became more
active in filming independent
films and teleseryes.
With regards to the length of
services of consultants, Senior
Board Member Michael Fermin
clarified that they can be terminated anytime.
“They are contractual, and
their services are only as long
as they are needed,” Fermin
said.
He also explained that local
government units are allowed to
hire consultants based on their
experience and expertise.
Bu news stories citing a
Commission on Audit (COA) report said that some consultants
hired by the provincial government are high school graduates
and do not possess educational qualifications and work experience required by their work
assignments.

CABANATUAN CITY – “The use
of these styro is already prohibited.”
Thus Msgr. Elmer Mangalinao, parish priest of St. Nicholas of Tolentine here, gently told
a group of men who brought with
them foods packed in polysterene foam for breakfast Sunday morning.
Sharing breakfast with officers of the Knights of Columbus Padre Crisostomo Council
6000 who paid him a courtesy
call, Mangalinao also shared
observation that the city public market is visibly clean during midnights but become full
of garbage before dawn
breaks.
“The people really play a big
role here,” he said, prompting the
men to join a stepped-up drive
to keep a healthy environment.
Tending a bakery along the
busy street of Burgos, also of
this city, Liza would ask patrons
if they have with them bags or
baskets to carry the bread they
bought.
If none, she would still provide plastic bags anyway. She
would then advise them to use
recyclable containers nest time.
“We are told to minimize giving away plastic to customers,”
she said.
This developed as the city
government of Cabanatuan
vowed to strictly implement in
the latter part of the year the ban
on non-biodegradable plastic
bags, pursuant to Ordinance no.
015-2012 which provides, among
others, that people shall have to
use eco-bags or baskets.
The measure also prohibits
selling, giving and offering plastics in establishments like grocery stores, supermarkets, department stores, malls, food
chains, restaurants, canteens,
pharmacies, market vendors,
auto part shops, and the likes.
Plastic bags maybe used for
wet products but only on limited
volume.

MARIVELES, BataanThree workers fixing a
clogged septic tank here
Tuesday afternoon reportedly suffocated, resulting to
the drowning death two.
Police identified the fatalities as Rodel Madea and
Andy Pedro, both 19 and
residents of Marilao, Bulacan. Julius Villanueva, 39,
of San Narciso in Zambales
survived after treatment by
the Mariveles medics.
Celso Manloko, 67, owner of the house, said he was
resting when he heard loud
shouts at about 2 p.m. that
two workers inside the septic tank were no longer able
to get out. “Hindi na sila
nadala sa ospital, diyan pa
lang patay na,” he said.
Nilo de Leon said the
three were first using a
pump to suck the tank but
the main line was clogged
and so bore a small opening enough for one man to
enter and go down the 10foot deep septic tank.
He said one worker went
down the tank that has shallow water less than kneedeep. “Matapos sundutin
said.
When the two workers
outside the septic tank saw
that their companion was
drowning, they went down
one after the other but one
also got drowned.
“Maaaring dahil sa mabahong amoy ng bumulwak
na tubig kaya nahilo ang
tatlo at ang dalawa ay
nalunod.
Leon and Wily Barteja,
both residents in the area,
said.
Police reports showed
that per post mortem examination, the two workers of
RSS Company in Bulacan
got suffocated and died of
asphyxia by drowning.
STL extended while IRR for PLB is pending
GUIGUINTO, Bulacan—Small
Town Lottery (STL) operations
are extended a week after the
planned deadline set by the
Philippine Charity Sweepstakes
Office (PCSO).
This is due to unavailability
of the implementing rules and
regulation (IRR) for the entry of
the Pambansang Loterya ng
Bayan (PLB) which is said to
be still being reviewed by Malacanang.
The extension, however, is
likely good for only a month or
more as the IRR is set to be
released soon.
But that has given gaming
corporations in different provinces in the country to apply for
PLB once it finally replaces
STL.
Tito Inoncillo, general manager of the Diamond Gaming
and Research Center (DGRC)
said yesterday that PCSO initially gave them only until June
30 as deadline for their operations.
DGRC is the operator of STL
in 20 towns and three component cities of Bulacan.
“Our operation is given indefinite extension, but we know
that is only good until the IRR
for PLB is completed,” he said.
He explained that the extension is part of the government attempt to fill the vacuum
and keep revenues generated
by STL operations coming.
“If they cancelled our opera-
tions last week, a lot of money
will be lost,” he said referring to
at least P4 billion generated by
STL operations across the
country last year.
As operator of STL in the
province for at least seven years
now, Inoncillo said that DGRC
has encountered problems like
parallel operations of some
bookies.
But he said it was addressed
by the police, while bettors became loyal to STL rather than
to bookies.
Inoncillo said that some of
the factors in bettors’ loyalty to
STL include transparency and
accountability of their operations.
“We are very concerned
with the operations of bookies
in Bulacan because they takes
away the livelihood of at least
19,000 of our manpower,” he
said referring to coordinators
and collectors that roam villages.
During the interview, Inoncillo admitted that DGRC has applied for PLB operations in the
province.
“PCSO allowed existing
gaming corporations to apply to
operate PLB franchise, but
they still have to review every
application,” he said.
Last May, PCSO General
Manager Jose Ferdinand Rojas
II announced that STL gaming
firms were given only until June
30 to operate. –Dino Balabo

Expected to swarm the fair are international and domestic travelers, business and trade organizations, corporate and local buyers, travel agents and tour operators, tour planners and organizers, tourism associations, media and bloggers, students and educational
institutions, and the general public.
The trip to North Philippines has vastly improved
with the completion of the NLEX and the Subic-ClarkTarlac Expressway (SCTEX), consequently increasing
the volume of domestic and foreign visitor arrivals in the
region and making it the country’s next most attractive
tourism destination.

Experts find rare, threatened fauna, flora on Mt. Tapulao
BY DING CERVANTES
CITY OF SAN FERNANDO — Experts have found no
Less than 304 species of plants and 142 species of
animals, including rare and “threatened” ones, thriving
in Mt. Tapulao in Zambales, Central Luzon’s tallest
mountain.
This disovery was the result of a nine-month exploration by a team of biologists and biodiversity experts
from the University of the Philippines (UP) and the Diliman Science Research Foundation in the virginal mountain.
The result of the study has prompted the Department of Environment and Natural Resources (DENR)
to declare the mountain a “national treasure trove” and
warned poacHers and encroachers from despoiling it.
“Of these, the murid rodents Rhycomys tapulao and
Apomys brownorum can only be found in Mt. Tapulao,
and six other plant species can only be found in Luzon,” DENR regional executive director Maximo Dichoso disclosed.
He also noted that of the 142 animal species studied in Mt. Tapulao, 78 were noted to be endemic to the
country while 41 out of the 304 plant species studied
were also endemic.
“The UP findings confirmed earlier studies that Mt.
Desmalopex
leucopterus
Tapulao is a natural treasure trove for Central Luzon in
terms of species richness and diversity. As such I call
on the public to protect Mt. Tapulao and adjoining forests from threats of poaching and human encroachments,” Dichoso stressed.
The nine-month biodiversity study included various
species of trees, vines, lianas, herbs, palms, mammals,
amphibians, birds, and reptiles.
The study also established a new distribution record
for the insectivorous bat species Myotis rufopictus (Orange-fingered myotis) and Desmalopex leucopterus
(Mottled winged flying fox), Dichoso reported.
“M. rufopictus was found in the mountain at 1,820
meters above sea level (masl) and D. leucopterus was
found at elevations of 230 masl and 896 masl,” he said.
Dichoso also noted that “seven insectivorous bats
were also recorded in the area, three of which are endemic to the Philippines: the yellow-faced horseshoe
bat (Rhinolophus virgo), the large-eared horseshoe bat
(Rhinolophus philippinensis), and the orange-fingered
myotis (Myotis rufopictus).
But while species richness and endemicity is high
in Mt. Tapulao, three species of bird categorized as
“vulnerable” by the International Union for Conservation
of Nature (IUCN) were also found in Mt. Tapulao, namely the flame-breasted fruit dove (Ptilinopus
marchei),Philippine eagle-owl (Bubo philippensis), and
the ashy thrush (Zoothera cinerea), he said.
Mt. Tapulao also harbors 14 plant species found in
the DENR list of threatened species, with one timber
species, Tristaniopsis decorticata, considered as critically endangered (CR).

press presentation at Robinsons Starmills. PHOTO BY BONG LACSON
Robinson’s aglow with Star Mill talents
BY ASHLEY MANABAT
CITY OF SAN FERNANDO –
“An unbelievable showcase of
talents,” is how one describes
the first ever reality talent show
in the region aired over Central
Luzon Television 36 (CLTV36).
Sixteen finalists in the talent search “Star Mill: Central
Luzon’s Search for the Star in
a Million” were presented to the
press on Wednesday at the Il
Padrino Café at Robinson’s
Starmills here.
The talent search is hosted
on CLTV 36 by Andy Alviz, a
renowned Filipino musician
who has done choreography for
regional productions of several
musicals including Miss Saigon
and who is also the founder of
the popular Kapampangan
musical group ArtiSta. Rita that
promotes traditional music
through original compositions.
The top 16 finalists were
selected from 40 contestants
coming from all over Central Luzon. Four will emerge winners
from the 16 finalists who will receive an unprecedented P6.8
million in overall prizes.
CLTV general manager Sonia Soto said the regional talent
search tops national competitions which have a ceiling of only
P2 million in prizes.
Soto said Star Mill has a total of P11 million production
costs including prizes. She said
the grand winner will take home
P3.5 million worth of prizes including a brand new house and
lot from Amber Homes, a brand
new Haima 2 car from Haima
Automobile Philippines, a one
year contract with CLTV 36,
P100,000 cash from Robinson’s
Land Corp., a Home Theater
System from Robinson’s Appliance Center, two round trip tickets to Macau from Cebu Pacific, P200,000 worth of skin care
services from Ellen’s Aesthetic
Center, and a four-year full scholarship from CelTech College.
Among the early favorites
were the dancing group from
Lubao, Pampanga the “Snap
Boys” who thrill the audience
with different acrobatic feats in
their choreography including
somersaults, backflips and in-
credible leaps without losing a
step in their routine; the singing
group “Acapella Go!” from Malolos, Bulacan where one of its
member is a beatbox artist who
mimics a band using only
his mouth, lips and tongue; and
magician Mark Alfonso from
Macabebe, Pampanga who
mesmerized the audience with
his sleight of hand and mastery
of card tricks.
Jodee Pineda-Arroyo, regional operations manager of Robinson’s Starmills, Angeles and
Malolos, said in order to attract
good talents there is a need to
give out good prizes since this
is the first time in the region.
She said there was cooperation
with the retail groups like Handyman, Robinson’s Appliance Center, Big R Supermarket, Robinson’s Department Store and
even Cebu Pacific which are all
under the Gokongwei Group of
Companies.
The other finalists are singer
Andy Pangan of Apalit, Pampanga; singer Ma. Amparo Tensuan
of Cabanatuan City; singer Eliza Marie Arnaiz of Plaridel, Bu-
lacan; singer Sherlette Bermudo of Balanga, Bataan; singer
Reynold Gomez of the City of
San Fernando; singer Ruchelle
Manalang of Magalang, Pampanga; Jeneal Mariano of the
City of San Fernando; vocalist
Rozette Fabros of Macabebe,
Pampanga; singer Angelica Bianca Lapuz of Mexico, Pampanga;
singer-musician
Michelle Mei Manguerra of
Guagua, Pampanga; singer
Awit Garcia of Sta. Ana, Pampanga; Daniel Ombao of Mariveles, Bataan; and singer
Michelle Valenzuela of Concepcion, Tarlac who joined the top
15 finalists after a last minute
judging.
The judges are multi-awarded choreographer Joebee Henson, Aliw-Awardee recording
artist and comedian Ara Muna,
multi-awarded record producer
and composer Ben Escasa,
Laus Group VP and COO Lisset Laus-Velasco, and Star Mill
executive producer and cofounder, senior writer and musical director of ArtiSta. Rita
Randy Del Rosario.
BALANGA CITY - An international film production has chosen Bataan and its vibrant sceneries as location for its actionoriented, funny adventure movie
titled “Treasure Hunters”, its director said Wednesday.
Filip Maciejewicz said
Bataan has lots of historical significance with many secrets to
uncover.
“We will show the Philippines
in this movie in more adventurous way,” the 29-year old Polish-American director said, with
his film to be shot in its entirety
in Bataan, moving from towns to
the jungles, particularly in this
city and the village of Cabcaben
in Mariveles town.
“I am recommending Bataan
to any director and crew to shoot
their movies here because of
beautiful views from jungle to
beach, ocean and mountains,”
Maciejewicz said.
He said the story begins in
World War II when the Japanese
forces started to retreat, bringing with them the gold they hid
and buried. He said that 70 years
after, treasure hunters found the
gold but as greed takes over,
they are forced to bury and hide
the gold again .
Maciejewicz said this is his
first movie in the Philippines but
has directed so far two in Hollywood.
“Gusto kong ipakita ang kagandahan ng Bataan , iyan ang
importante sa akin, sapagka’t ito
ang bayan ng lola ko at tatay,”
said Jeff Solema who co-produced the movie with Berenika
Bailey.
His father is from the village
while his mother is from Mandaluyong in Metro Manila.
Solema has produced 18
movies in the United States.
“Treasure Hunters” is his first in
the Philippines.
“Ang premiere showing nito
ay sa Los Angeles, USA sa December 20, 2013 pero sa second week of January 2014, may
libreng showing sa plaza ng
Cabcaben bilang birthday gift sa
lola ko na magiging 95 years old
na,” the Filipino-American producer said.

THE WETLANDS made the defining character of the
municipality of Candaba, geographically.
The migratory birds the wetlands attracted every
year, year after year, shot up the popularity of the once
backwoods municipality, globally.
This no-mean-feat, attributed to Mayor Jerry
Pelayo, so rightly. Having effected the declaration of
Candaba as a sanctuary of migratory birds, with a
concomitant absolute ban on hunting and poaching
throughout its 172.4-square kilometre land area.
So it was that Candaba – in the able hands of
Pelayo – found its niche in the environmental map of
the world.
And so thrived there the egrets – little, intermediate
and great, the gray heron and the purle swamp hen,
the black-crowned night heron and the common teal,
the northern shoveler and the tufted duck, the
garganey and the marsh harrier, the whiskered tern
and the common kingfisher, the common sandpiper
and the wood sandpiper. Why, even the bean goose,
known as endemic in Europe, was first seen in the
Philippines, in Candaba, in March 2010. So noted
Fauna and Flora International, the oldest conservation
group in the world.
And with a festival – “Ibon-Ebon” – derived from
its feathered visitors, Candaba impacted itself in the
cultural psyche of the country.
Alas, what Pelayo wrought, his successor seems
to have started wrecking.
Why, even before the Honorable Rene Maglanque
first set his left foot at the office of the mayor, he had
already made known his plan to slash to near
nothingness the budget for the Ibon-Ebon festival.
Last week, with Maglanque barely a month into the
mayor’s office, his constituents cried of a “shamefully
wasteful massacre” of hundreds of migratory birds.
This, in the wake of reports that hunters have virtually
declared an open season on the migratory birds.
And lamenting that the man that replaced the birdloving Pelayo “has no interest in the preservation and
protection of migratory birds, (of Candaba’s) wildlife
and ecosystem.”
One brave fellow by the name of Albert Manalili of
Barangay Paligui went to the extent of charging
Maglanque to “have relaxed the implementation of the
ordinance on bird hunting to a point that enforcement
no longer exists.”
Bird-brained. We are tempted to call the current
tenants at the Candaba town hall. But then, that would
be an insult…to the birds.

“IT HURTS me when I see a priest or a nun with the latest model
car, you can’t do this…A car is necessary to do a lot of work, but
please, choose a more humble one. If you like the fancy one, just
think about how many children are dying of hunger in the world.”
So reported Reuters of Pope Francis telling young priests and
nuns from around the world. This, in keeping with his direction of
the Church in full solidarity with the poor.
So what did Jesus drive? Asked the title of the report.
Demons – away, was my quick answer.
Jesus rode the lowly donkey, not the stately steed. So the
Good Book says.
Living by the Lord’s example, Pope Francis’ choice “for moving
around the walled Vatican City is a compact Ford Focus.”
The report instantly withdraws from the collective memory bank
the Philippines’ so-called “Pajero bishops” of two years ago.
Sometime in June or July 2011, Philippine Charity Sweepstakes
Office Chair Margarita Juico disclosed to media that certain Catholic
bishops received luxury vehicles from the PCSO during the
presidency of Gloria Macapagal-Arroyo.
Juico backed her disclosure with the letter of
Butuan Bishop Juan de Dios Pueblos personally
requesting a Mitsubishi Montero Sport 4 x 4 from
GMA as a “birthday gift” in 2009.
Media feeding frenzy ensued, former President
Erap Estrada joining the feasting on the bishops’
(dis)honor with his minted “Mitsubishops.”
It did not matter that no Pajero was ever given
to any bishop, as it later turned out. Just Juico
exhibiting symptoms of foot-in-mouth disease.
In his letter to the Senate Blue Ribbon
Committee on the matter, Catholic Bishops
Conference of the Philippines President Bishop
Nereo Odchimar “categorically” denied that the
PCSO donations some bishops had received
during the Arroyo administration were used to
purchase Pajeros and for their personal use.
Attached to Odchimar’s letter was a list of
vehicles purchased by certain dioceses or
vicariates from the PCSO donation, to wit:
A Mitsubishi Strada pick-up worth P1.107
million bought on Jan. 23, 2009 by the Diocese of
Abra used to “transport personnel and carry
needed materials for service missions to the poor
and needy constituents of Abra province.”
A Toyota Grandia Hi-Ace van worth P1.4 million
purchased by the Archdiocese of Cotabato on April
30, 2009 for its social action center, and used “to
distribute medicines and other relief goods to
disaster-hit areas in the diocese, community
health programs.”
A Mitsubishi Strada pick-up worth P1.225
million bought on Dec. 29, 2009 by the Prelature
of Isabela (Basilan) for “medical and health
missions [and] community visitations to the
indigent communities of Basilan province.”
A Toyota Grandia Hi-Ace van worth P1.518
million bought on Sept. 14, 2009, by the
Archdiocese of Zamboanga partly for “medicalrelated services.”
An Isuzu Crosswind utility van worth P720,000
acquired by Caritas Nueva Segovia for “health,
dental and medical outreach programs.”
At the Senate hearing, PCSO Director
Francisco Joaquin disclosed that the Apostolic
Vicariate of Bontoc-Lagawe was the recipient of
a donation used to purchase a 17-seat Isuzu
passenger van.
The CBCP said the Bontoc-Lagawe vicariate
which allegedly received P600,000 in cash for the
purchase of a Pajero, instead bought a “secondhand, 10-year-old Nissan Pathfinder pick-up for
P280,000.”
Still the “Pajero bishops” tag stuck. And, in
the wake of Pope Francis’ statements, again
bandied about, if only to show how far away the
princes of the Philippine Church have strayed from
the Franciscan standard in Rome.
Admittedly, not a few from the Filipino clergy
are possessed not only of less-than-humble cars
and the latest gadgets but of the effete elitism
that the Pope said did not “make the route to
happiness.”
That which His Holiness articulated in his
first Chrism Mass last March when he urged
the pastors to go out among their flocks where
there is “suffering, bloodshed, blindness that
longs for sight, and prisoners in thrall to many
evil masters.”
Warning thus: “This is precisely the reason
for the dissatisfaction of some, who end up sad
— sad priests — in some sense becoming
collectors of antiques or novelties, instead of being
shepherds living with ‘the smell of the sheep’.”
“God’s grace,” he said, “comes alive and
flourishes to the extent that we, in faith, go out
and give ourselves and the Gospel to others, giving
what little ointment we have to those who have
nothing, nothing at all.”
Pray that our priests be like Francis.

municipal o city civil registrar o consul general.
saan ka ipinanganak;

pinakaunang school records, medical records, baptismal
5. Magbayad ng kaukulang P3,000.00 sa Municipal or City Civil
Registrar.
katunayan mula sa municipal o city social welfare and development

Gov bats for climate proofing public schools
BY DINO BALABO
MALOLOS CITY—Worried about
floods, Bulacan Gov. Wilhelmino
Alvarado bats for climate proofing
of schools in the province to serve
as functional evacuation centers
during floods.
He also asked the sangguniang panlalawigan to ratify an ordinance for the creation of permanent evacuation centers in floodprone towns and cities in the province.
Alvarado’s call came after the
province suffered floods after the
onslaught of typhoons Pedring and
Quiel in 2011 and the southwest
monsoon rains last year.
“This is very timely, we found
out that our functional evacuation
centers were also submerged in
recent floods,” the governor said
in an interview after delivering his
first state of the province address
in three years.
He said that public schools
along with churches served as
functional evacuation centers during the flood, but many were submerged and were not utilized.
The governor said that while the
Department of Education (DepEd)
is completing their counterpart in
constructing half of the more than
1,800 classrooms in the province,
the Department must make sure
that it will not be easily submerged.
The governor also asked the
sangguniang panlalawigan to pass
an ordinance that will serve as basis for construction of permanent
evacuation centers in flood-prone
towns in the province such as
Hagonoy, Calumpit,Paombong,
Guiguinto, Obando, Bocaue, Marilao, Bulakan, and the cities of
Malolos and Meycauayan.
As an example, he said that the
grounds of Hagonoy West Central
School in Barangay Sto. Rosario in
Hagonoy town will be elevated to
at least one meter above the road.
The campus of the said school
used to go under water during high
tide, and during floods.
“There must be a dry area where
people can evacuate during flood
events,” he said and stressed that
to provide that, school facilities
must be climate proofed when undergoing rehabilitation.
With regards to funding of permanent evacuation centers, the
governor said that they will coordinate with local mayors for counterpart funding.
As this developed, he also
urged the sangguniang panlalawigan to pass a resolution asking
the national government to establish the first National Dam Safety
Board, and the revival of the Pampanga River Control System
(PRCS) which is tasked to manage river systems in Central Luzon.
The call for the national dam
safety board is a parallel move of
the provincial government to the
proposed National Dam Safety
Law authored by Rep. Marivic Alvarado of the first congressional
district of the province.
Create noise for full development of Clark
FROM PAGE 1
Metropolitan Authority
(SBMA).
The full development of
this former US military is
now called for amid congestion in Metro Manila,
he said.
“Metro Manila is an
area fit only for eight million people. Now it hosts
about 14 million,” he
said.
Remollo cited the need
to create “satellite communities” outside of the
metropolis and stressed
that only Clark passes as
the ideal option for such
community because of its
airport and its link to an
ideal seaport in Subic freeport.
“There has to be political will to decongest Metro
Manila and we need to create noise to get this done,”
he said.
He said that one measure towards this objective
is to fully develop the potentials of Clark. Thus, he
expressed support for the
proposal of Pampanga’s
1st District Rep. Joseller
Guiao to convert the CDC
and the CIAC into sepa-
rate authorities whose
heads are given fixed
terms to shield them from
political interventions.
Remollo resigned from
his CDC post late last
year, but he has kept mum
on the reasons for his
move. There were nagging
reports, however, that politically-tainted factors
pushed him to resign.
Remollo, who is known
to have instituted “sports
tourism” in this freeport,
said that once Clark has
significantly developed, the
so-called “taipans” who
dominate the country’s
business climate would
move in.
“We don’t have to insist
on the construction of a
modern railway. It will follow as soon as Clark has
become hugely attractive
to all,” he said.
He recalled that during
his tenure at the CDC, he
had even proposed that
the seat of the national government, specifically Malacanang, be moved to
Clark. He noted that
Clark’s location even provides better security for a
president facing social
unrest.

But David could not say
how much was last
Wednesday’s rainfall volume, as he admitted that
two automatic rain gauges provided by the Department of Science and Technology (DOST) still had to
be installed in Barangays
Sapang Bato and Mining.
Local folk, as well as
transients bound for home,
were stranded as rainfall
fell in torrents past 5 p.m.
Among those affected
was Prof. Robbie Tantingco, vice president for external affairs of the Holy
Angel University, who
shared in his Facebook
account upon reaching
home at 8:45 p.m. his experience: “Thank God I”m
home safe and sound,
shivering and starving after driving around the city
looking for access roads
that are unflooded towards
my place.”
“Some streets have
turned into raging rivers
with brown muddy waves
that nearly carried away
my car,” he said.
Also affected was wedding planning expert Voltaire Zalamea who also
shared his experience
while caught in traffic along
the Balibago commercial
district in this city at about
9 p.m. He said: “Nakakapikon na ang traffic

Pineda, who has been
providing support to the
LGUs to cope with their
waste management problems, urged the local officials to identify areas for
the establishment of
MRFs which the Capitol
will augment with P3 million subsidy for the construction of the facility and
provision of a baling ma-
chine.
Last year, the provincial government provided a
brand new dump truck to
each of the LGUs for the
collection and disposal of
their garbage.
“The solution to the
waste problem in the province lies not only in the
hands of the government
but also with the cooperation of every household
where garbage are coming from. Strict enforcement of waste segregation in every barangay is
needed,” Pineda said.
“This is where the role of
the local officials takes a
critical turn.”
In the same meeting at
the Executive House,
Engr. Arthur Punsalan,
chief of the provincial government environment and
natural resources office,
reported “positive results”
from the provincial government’s “coordinative work”
with Holcim, a manufacturer of cement that uses
plastic in its production
process.
Punsalan said Holcim
is collecting, free of

David cited reports that

He noted, however, that

This, he said, has lessened for the two LGUs the
hauling cost of garbage to
the sanitary landfill in Kalangitan, Capas, Tarlac.
“The expensive garbage tipping fee is one of
the problems of LGUs.
However, if they will establish their own MRF, the
bulk of hauled waste in

lesser and will cut their

buhay. Aminado siyang ipinagpe-pray niya ito kay God.
“Siguro, at the right time, ibibigay din naman ni God ’yun,” she said nang
(mag-settle down).
“Ayokong maging selfish kasi. Kumbaga, i-enjoy mo muna, gawin mo muna
lahat.
’Yun.”
by Cesar Pambid
Yes or no, naging sila ba?
“Siya na lang po ang tanungin ninyo. Kasi, alam n’yo po, ’yung tapos na pong bagay, mas mabuti sigurong
huwag na nating halungkatin,” say ng aktres.
Anyway, sa Binoy Henyo ay ginagampanan ni Sheena ang isang ina to a six-year-old kid na gagampanan
naman ng bagong child star na si David Remo.
Kahit in real life, wala pa siyang anak, pumayag siya sa mother role dahil maganda raw ang story.
Besides,
Katrina Halili, Cristine Reyes and others.
Ang caption, ‘One day...’
“’Yung, kumbaga, hindi man fame ang maibigay ko sa GMA, ’yung value ko, parang, kumbaga, ‘si Sheena,
naging mabuting talent sa atin ’yan.’ ’Yun lang, okay na ako ru’n,” she said.
Say pa niya, ipinagdasal daw niya kay God na bigyan siya ng level-up role this year at ibinigay naman daw sa
kanya.
“Binigyan niya ako ng Indio. Tapos ito (Binoy Henyo), level-up na rin ito. Nag-pray ako nu’ng December kay
God na bigyan niya ako ng award, binigyan ako ng January ng Enpress, best supporting actress in a comedy.
’Pag hiniling mo naman kay God, ibibigay naman Niya, eh,” she said.

DALAWANG taon ding hindi naging visible sa telebisyon
ang singer na si Ronnie Liang. Pero sa loob ng panahong
iyon, kabi-kabila ang shows niya here and abroad.
Nagbabalik-eksena si Ronnie sa ilalim ng
bagong management team, ang Viva Artists
Agency ni Veronique del Rosario, at bagong
recording studio, ang Viva Records, kung saan
kinu-produce niya ang 2nd album na Ronnie Liang:
May Minamahal.
Nagbabalik-eksena si Ronnie sa ilalim ng
bagong management team, ang Viva Artists
Agency ni Veronique del Rosario, at bagong
recording studio, ang Viva Records, kung saan
kinu-produce niya ang 2nd album na Ronnie Liang:
May Minamahal.
“As far as the script would require,” matapang na sagot ni
Ronnie.
Wife, Mano Po 4, Your Song at Betty La Fea, heto at
Magiging busy man sa showbiz career, sinisiguro
bisitahin ang girlfriend of three years na based sa
New York.
“Most of the time, ako ang pumupunta sa kanya,”
girlfriend.
