Message from Bruce Jacks
On behalf of the Jacks family I would like to welcome everyone to the 10th Annual West
Ferris Ringette Association Agnes Jacks tournament. It is an honour to see my Mother's
legacy continuing in North Bay, "The Birthplace Of Ringette."
This is a big year as it is 50 years since my Father Sam Jacks gave the world the sport
of Ringette and now the World's are coming home to North Bay December 28th 2013 to
January 03 2014 hope to see you all there.
A special thanks again to Barb Williamson our tournament convener for all the hard
work and endless hours she and the volunteers put into making this weekend a
success.
To the coaches, bench staff, parents and most of all the players, have a great weekend
and as my mother Agnes would say" STAY OUT OF THE PENALTY BOX."

I want to thank everyone for coming to North Bay and participating in our Agnes Jacks
Tournament.
I would like to take credit for putting this together, but I cannot. A tournament is put
together by a group of hard working individuals and a strong, patient leader. Many of
these volunteers have given up other things in their lives to put this together for our
participants. We should never forget to be thankful to these people. Thank you to
Barb Williamson, and all those that helped you accomplish this, a wonderful, wellorganized and well-attended tournament.
The generous sponsors next deserve our thanks. As you all know, without their
assistance, associations could not put together what they do. These sponsors help
make our sport affordable and your participation in a tournament possible. Please
remember to support these businesses during your stay here and do not forget your
home town sponsors.
The final group to thank are the participants themselves. Without your teams, there
would be no tournament. You have come far and wide to be here and we appreciate
your support in attending our tournament. Thank you to everyone.

FEBRUARY 2013
On behalf of City Council and the citizens of North Bay, I am delighted to extend greetings and a
very warm welcome to all players, coaches, parents who will be attending the 10 th Annual
Agnes Jacks Ringette tournament on February 15 – February 17, 2013. This year marks the 50th
Anniversary of this great sport!
We would also like to extend warmest thanks to the West Ferris Ringette Association, sponsors,
volunteers and all who have played a part in putting this event together. Their hard work is
recognized and we thank them for their efforts in hosting this event.
For those of you from out of town, we hope that you will take some time to enjoy our City’s
sights and hospitality. Here in the City of North Bay, we feel very fortunate to have the best of
culture, entertainment, shopping, dining and accommodation that make this city – a great city!
We hope that your stay with us will be an enjoyable and memorable one.

On behalf of the Province of Ontario, let me extend a warm welcome to players, coaches and
parents taking part in the 10th annual Agnes Jacks tournament from Feb. 15-17, 2013 in North
Bay.
This year, we mark the 50th anniversary of ringette. Of course, as North Bay is the birthplace of
the sport, this holds a very special significance here. Named after ringette’s late Ambassador,
Agnes Jacks, this event is a wonderful opportunity to showcase the game’s wonderful legacy.
We’re very pleased to have so many teams from across Ontario visiting Nipissing this weekend.
It’s my hope you’ll have a chance to enjoy our local hospitality and see first-hand some of the
wonderful sights and amenities we have to offer here.
Let me also offer my heartfelt thanks to the West Ferris Ringette Association and all of the
hard-working volunteers whose dedication makes a special event like this possible.

A Brief History of Ringette
In 1963, Sam Jacks, interested in developing a skating game for females, invented
ringette in North Bay, Ontario. The game immediately caught on across Northern
Ontario with many communities experimenting with the rules of the sport. The first
game was played in Espanola in 1964 by a high school women’s team. From there the
sport took off with rules being composed and by the end of the 1960s fledgling
associations were developed in Sudbury and North Bay.
The 1970s were a period of growth for ringette, with the first tournament being played
and provincial associations and Ringette Canada being created. Coaching and
certification programs were developed, sports camps were held and more tournaments
took place. In 1979 we took the game overseas for the first time to Finland.
Ringette continued to change and grow throughout the next decades. The shot clock
was introduced and the game grew in popularity across Canada and around the world.
Today, ringette is played by 30,000 people across Canada and in several countries
including Finland, Sweden, Russia, the United States, Japan, Australia, New Zealand,
the Czech Republic, Germany, France, Slovakia and the United Arab Emirates.
In 2013, we celebrate the 50th anniversary of ringette and the game is coming home.
North Bay has been chosen as the site for the 2013 World Championships of the game
we love so much.

Tournament Rules
1) The West Ferris Ringette Association Ringette Tournament is sanctioned by the
O.R.A. and therefore all O.R.A. rules will be followed unless otherwise specified.
2) All members of the coaching staff must sign the game sheets 30 minutes prior to
game time.
3) Teams must be ready to go on the ice FIFTEEN MINUTES PRIOR TO THE
SCHEDULED GAME TIME for all games. Failure to be on the ice within 5 minutes of
notification to begin the game may result in forfeiture of the game.
4) Two minutes will be allowed for on-ice warm-up for all games. This warm up will
start as soon as the zamboni leaves the ice and it is each team’s responsibility to have
their players lined up and ready to take the ice. Team cheers will take place within this
period. The timekeeper will buzz with 30 seconds left in the warm up, and teams who
wish to do a cheer must proceed to their benches and complete their cheers at this
time. Non-observance of this rule will result in a delay of game penalty. It is very
important that we all do our part to keep the games on schedule.
5) In the event of injury to a goalie, that player is allowed up to 5 minutes to
recuperate from the injury or to leave the ice. If the injured goalkeeper is replaced, that
player may not return to the ice until the play has resumed.
If an alternate goalkeeper is already dressed, that player must immediately replace the
injured goalkeeper – no warm up is allowed. If no alternate goalkeeper is already
dressed, an additional 5 minutes is allowed to dress and warm up a replacement
goalkeeper.
If the goalie receives a major or misconduct penalty a maximum of 5 minutes will be
allowed to replace the goalie with an eligible teammate.
6) No unsportsmanlike conduct will be tolerated from the spectators or coaches. In the
event that there is such conduct, the officials will ask this person to leave the building.
If, after 3 minutes the person has not left, a penalty will be assigned to the team
associated with the person who is at fault. If the person refuses to leave, the team with
unsportsmanlike conduct may forfeit the game.
7) Please be advised we will be following the ORA tie-breaking formula, this is available
for viewing at the trouble-shooting desks.
8) Games tied at the end of regulation play will be handled as follows:
a. Regular Round Robin Play – the game will remain tied with each team
receiving one point.
b. Final Game & any sudden death semi-final games - sudden death overtime - A
coin toss will decide which team starts with the ring. The game will proceed to
sudden victory overtime (successive 15 minute periods with the first goal winning
the game).
9) In the event that the goal spread reaches 7 or greater, the clock will be set to
running time during the second period only. The clock will revert to stop time if the goal
spread is reduced to six or less. For a final game, this will be up to the discretion of the
tournament director in consultation with the coaches of the participating teams.
If the goal spread is 7 or greater, additional goals will be recorded on the scoresheet
but not posted on the scoreboard.
10) Flooding of the ice between games may be skipped, solely at the discretion of the
tournament coordinator if the schedule is behind.
11) Bench staff may not receive medals. Medals will be presented on-ice directly
following each final game.
12) Bench staff members are to walk around to get to their team benches and not walk
across the ice surface.
13) The home team will be responsible for providing a scorekeeper for each home
game.
14) No bench staff member is permitted on the ice without wearing a helmet. Helmets
are required for attending to injured players.
15) Bench staff members are not permitted on the ice without a helmet for shaking
hands at the end of a game. Players are encouraged to skate by the opposing bench to
shake hands with that bench staff after shaking hands with the opposing players.
Rules Specific to U10 C Level of Play
One coach per team is allowed on the ice during play for instructional purposes as per
NCRRL League game rules.
Penalties shall be served by possession of the ring being awarded to the non-penalized
team in the normal fashion; however, the penalty time shall be waived, as per NCRRL
League game rules.
Tie Breaking Rules
When two or more teams have an equal number of points after completion of the round
robin games, the host is responsible to determine the rankings. When two or more
teams have an equal number of points after completion of the two ranking
tournaments, the Technical Program Director is responsible to determine the rankings.
It is preferred to decide all rankings that will eliminate a team from medal play using
the mini game procedures. Where mini games are not possible, use these ranking
procedures to resolve all ties in standings.
NOTES:
The maximum goals for per game is seven (7) more than the goals against.
If a team(s) has forfeited a game, that team(s) will be ranked the lowest position(s)
amongst the tied teams.
Shootouts will only be used in a 3 on 3 tournament
Clarification on the process: As soon as a step is completed and one or more teams are
ranked as a result of fully completing that step; go back to the top of the ranking of tied
teams process. For example: If 4 teams are tied, a tie between all 4 teams could be
broken in step 9. If the tie is only broken between two teams at the end of step 9,
then go back to step 1.
The ranking of the tied teams will be determined in the following order:
1. If one of the tied teams has beaten all other tied teams, rank that team highest.
2. If still tied and all tied teams have not played each other equally go directly to rule 7.
3. If still tied, rank the teams in order of wins between only the tied teams.
4. If still tied, rank teams in order of the plus/minus (goals for minus goals against) only
in games between the tied teams.
5. If still tied, rank teams using the following formula only in games between the tied
teams:
(Goals For + Goals Against)/Goals Against
(With the highest value being the higher ranked team)
6. If still tied, rank teams in order of the most goals for only in games between the tied
teams.
7. If still tied, rank the teams in order of wins between all teams.
8. If still tied, rank teams in order of the plus/minus (goals for minus goals against) in
games between all teams.
9. If still tied, rank teams using the following formula in games between all teams:
(Goals For + Goals Against)/Goals Against
(With the highest value being the higher ranked team)
10. If still tied, rank teams in order of the most goals for in games between all teams.
11. If still tied, rank teams where the team with the most fully served penalties will rank
lower.
12. If still tied, rank teams using least penalty minutes in games between the tied
teams.
13. If still tied, rank teams using least penalty minutes in games between all teams.
14. At this point, if still tied, the following may be considered to break the tie:
a) Mini-game
b) Coin Toss
c) Draw from a hat
