MCSSA together with the Montgomery County Recreation Department will
offer both a 65+ and a 70+ basketball league starting the first week in December. The
65+ league will play on Sunday mornings and the 70+ league will play on Friday afternoons. The 70+ leagues will play their games at 12:30 and 1:45 at the Bauer Drive
Community Center, 14625 Bauer Drive, Rockville, MD.
Arrangements for the 65+ league are being finalized at press time but will
play at a TBD facility near the Bauer Drive Recreation Center. Sunday 65+ game
times will be 9:30 and 10:45.
You are eligible to play in the 65+ league if you were born in 1948 or earlier.
You are eligible to play in the 70+ league if you were born in 1943 or earlier. Cost is
$120 ($115 league fee plus $5 MCSSA dues) per league. If you want to play, please
fill out the registration form located in the back of the current edition of The Senior
Athlete, then send it and a check made out to MCSSA, to MCSSA, 14320 Fairdale
Road, Silver Spring MD 20905. Registration deadline is November 11. You may play
in both leagues if you meet the age criteria.
All senior basketball league games are 5 on 5 full court played with professional officials, a timekeeper, and a scorekeeper. Both the 65+ and the 70+ league
will be “draft” leagues with seven or eight players selected for each of four (or five)
teams. The season will consist of nine scheduled games plus one or two playoff
games. Players will be assigned to teams in late November and the season will start
the first week of December.
Spread the word. We need enough players for a minimum of four teams in
each league. The leagues will play only if there are enough interested players. Some
of you may be asked to coach and help draft or assign players to teams. For more

From the Editor’s Desk:
It was too bad that our Annual Picnic got rained out
on the original date. We rescheduled the Picnic and the All
Star Games for two weeks later and had good weather and a
decent turnout. Thanks go out to Susan Lake for making the
picnic a success.
This is the first time during my tenure as President of
MCSSA that we got rained out. In the future we will use the
announcement the Manager of Olney Manor Park makes to
announce field conditions. That is to say, if the fields are not
playable, then the picnic grounds are probably not fit for a
picnic either. Hopefully we will not need to cancel this event in
the future.

With the Fall season of the year, we once again
get back to some of our favorite winter sports. Bauer Drive
Recreation Center is the venue for two of the popular programs. On Tuesday and Thursday mornings from 9:30 to
11:30 (most people arrive around 9:00 and play gets underway as soon as the first eight players arrive) it is walk-in
basketball. On Monday and Wednesday mornings from
10:30 until 12:30, you will find walk-in volleyball for both
men and women. On Fridays from Noon until 2:00 pm,
volleyball is played at the Mid County Recreation Center,
located just off Layhill Road. And, don’t forget-indoor softball begins on January 3, 2013 at Champions Field House,
same time, same place as last year.

In the last issue of The Senior Athlete we put out
a call for someone to take on the job of Treasurer that John
Rice has been performing for more than twenty years. He
announced that he is retiring from that job on April 1, 2013.
We need to get a move on and get him replaced. The window for learning while looking over John’s shoulder is narrowing. We need a person with Accounting experience to
step up and take on this role. Call John at 301-231-7822 to
review the duties that are required.

Similar to John Rice’s plea, Dick Rothenberg has
asked for a replacement as MCSSA Secretary. The job primarily revolves around taking and producing minutes of the
MCSSA Annual Meeting.

October 27, 2012 at 8:30 a.m. at Seibels Restaurant in Burtonsville. Breakfast will be provided.

April, July and October) to members in good standing.

The Newbury Award
It is time to submit your recommendations for the
William E. (Bill) Newbury Memorial Award. The award will
be presented at the MCSSA Holiday Dinner, on Friday, November 2, 2012 at the Golden Bull Restaurant in Gaithersburg, beginning at 5:30 p.m. The evening begins with a “No
Host” cocktail hour (with a cash bar), followed by dinner at
6:30 and Awards Program at 7:30. The cost will be $33.00
per person.
The criteria for nominating people for the award is
listed below. The award is presented to individuals whose
contributions are recognized in one or more of the following
areas:
1) By outstanding athletic ability and performance which would tend to reflect on MCSSA (such as a
league Most Valuable Player, or recognition by a National
program or organization, or sustained high level of performance;
2) By voluntary service to the organization
through sustained involvement in a superior and noteworthy
endeavor;
3) By virtue of a significant financial contribution or through services in-kind.
The committee that will evaluate nominations and
make recommendations for selection consists of Jerry
Cohen, Chair; Bob Gessert, Spike Bauroth and last year’s
recipient Bill Birmingham. Nominations can be sent directly
to any member of the committee, or to MCSSA. A nomination form, for your convenience and for the ease of evaluating the contenders, is available on Page 7 of this edition of
The Senior Athlete.

MCSSA Personality Profile Alan Reffkin
briefed and argued cases, twice appearing before Justice
Warren Burger when he was Chief Judge of the Court of
Appeals for the D.C. Circuit.
Alan was born in Providence, Rhode Island
in 1935. He attended Hope High School and the
University of Rhode Island where he proudly pitched
for the Rams until an elbow injury shortened his college career. His teammate, Dave Stenhouse, however, went on to pitch for the Washington Senators,
becoming the first and only Washington Senator and
Rookie pitcher to ever start a major league All Star
game. What a thrill it must have been to witness
that. Perhaps an equal thrill for Alan was helping to
form and be a part of a rhythm and blues singing
group that appeared weekends in Woonsocket,
Rhode Island in a night club that was opened up by
Johnny Rae and the Four Lads. Alan said, “We were
pretty good, and were invited to come to Brooklyn,
New York to record the song ‘Fools Rush In’ made
popular by Diana Washington. No group had ever
recorded that number and who knows what might
have been had they accepted that invitation.” But, it
was off to Suffolk Law School in Boston where he
won several awards, participated in the school’s first
National Moot Court Competition and graduated with
honors. He married his college sweetheart, Carole,
and in 1961 they headed to Washington where
Carole taught school and he had to choose between
several legal opportunities. He turned down a position to be legal assistant to an NLRB Commissioner,
appointed by President Kennedy, in favor of becoming an appellate attorney with the FCC, where he
Since he really wanted to be a trial lawyer he
interviewed with Paul Rand Dixon, Chairman of the FTC,
and was hired by the Bureau of Competition’s Merger
Division. He successfully tried antitrust cases and was in
charge of investigating mergers and acquisitions in a
number of key industries. In 1971 he was off to Philadelphia to join a litigation law firm to aid in the trial of antitrust and SEC type matters. But Philadelphia was no
Washington and in no time he was back in D.C. where he
was hired as special counsel to the Office of Economic
Opportunity, successfully defending Don Rumsfeld, then
the head of that agency, in a discrimination suit, as well
as representing the government in a fee determination
case which directly involved Ronald Reagan, then governor of the State of California and indirectly involved Richard Nixon. Next, he was legal counsel to the Office of
Operations at the Federal Price Commission, and then it
was back to the FTC and its Bureau of Consumer Protection, where in 1975, he brought suit against a major retail
establishment that followed a nationwide practice of routinely confiscating customer credit balances. The case
resulted in $50 million being returned to consumers and
an amendment to the Fair Credit Billing Act basically preventing that practice from ever happening again. He
said, “I am particularly proud of that case, since it corrected a pervasive practice that had cheated consumers
for a long, long, time.” He was the first project manager
of the Fair Debt Collection Practices Act and authored
three volumes of interpretations of that statute which the
government sold “for something like $65 a set.” In 1982
he left government and joined a law firm that specialized
in accounts receivables management, published a national newsletter that bore his name and spearheaded an
effort that led to the passage of the Debt Recovery Act of
1986, one of only 12 pieces of authorizing legislation
passed by the 99th Congress of over 12,000 bills that
were introduced. “Getting that legislation passed and
signed into law by President Reagan over the objection
of both the Justice Department and The Office of Management and Budget, was perhaps the most significant
achievement of his professional life.”
He continues to counsel clients and takes pride
in assisting minority enterprises in obtaining government
contracts. His most recent success happened this year,

having instituted a class action suit against a major lender
that tried to foreclose on a property in Florida, which resulted in a settlement that prevents the foreclosure and
assures that the residents will remain in their home forever;
and seeing to it that the U.S. Citizenship and Immigration
Services honors its commitment to afford citizenship status
to one of his clients. Yet, he finds time to manage and play
softball with P.J. Sports in the Wednesday morning CoRec
league and he gets in a round of golf with his teammates at
least once a week.
Alan’s sons Gary and Brian still live in the area and he is
proud of their individual achievements and their careers in
the area of computer sciences.

The banquet committee is putting together plans to hold a trivia contest after the
MCSSA meeting is completed. The format is
simple and it should be great fun for all in attendance. Each table will be given a list of the
questions and will appoint a team captain.
That person will record the table’s answers for
all the questions. The team with the most correct answers will win a small prize, have bragging rights for the year 2013 and that captain
and his table mates will be first in the chow
line at the 2013 MCSSA Banquet.
Questions will be in some of the following categories: Movies; TV programs; music
and sports, etc. So have your table mates
cramming, as if for the SATs, and join us on
