he building is up and trades vehicles
continue to come and go from the
7,700 square foot space. The questions
swirling around the community as to: “when
is Shoppers opening in Emerald Park?” has
come a step closer to being answered.
September 1, a news release from Shoppers Drug Mart indicated the new store will
be opening spring 2016.
“We don’t have an exact month as of
yet, because it’s a bit far out,” Lana Gogas,
Manager of Communications and Corporate
Affairs for Shoppers Drug Mart said.
Gogas said 20 to 25 staff members will
be needed for the store and the corporation
wants to hire from the local community.
The store will not have a large grocery
area to provide “enhanced food offerings” as
presented in some of the recently revamped
Regina stores.
“But they will offer an enhanced convenience and essentials section,” she said and
indicated more details about the store will
be coming as the opening draws closer.
Gogas had no information about delays
and said the company is aware that a
Sobeys/IGA is opening up behind their new
location.

Group rallies for lights at Pilot Butte access road
Event serves as a plea for Minister of Highways to meet with grieving mother and community

n a bright, clear Sunday afternoon, a
rally was held at the Pilot Butte intersection of Highway 1 and Highway
362 (a.k.a. Pilot Butte access road). During
the rally it became clear the intersection is
hard to navigate. At one time five cars were
in the intersection.
“I want lights here. It saves a life. I’m
on White Butte [Regional Planning Committee], I’ll probably get a little hack from
there. But there should be lights. They have
them in Alberta. They keep on telling me it’s
going to cause accidents. Lights do not cause
accidents,” Gerhardt Ernst said and made it
clear he was there as a concerned private
citizen and was not speaking as a councillor
or on behalf of the Town of Pilot Butte.
“One of my friends died there...I’ve
known him for years,” Ernst added.
It was at this intersection in 2013 that
Lane Antosh lost his life. His mother Wanda
Campbell was one of the rally organizers.
Campbell and those gathered want lights
put up at the intersections along Highway
1 for the communities of Balgonie, White
City/Emerald Park and Pilot Butte.
Campbell and several others in the community have sent letters to Minister of Highways and Infrastructure, Nancy Heppner,
asking for intersection traffic lights and
have received similar signed form letters in
return. They find this dismissive.
Campbell confirmed she has never had a
one-on-one visit with the Minister, nor has a
meeting invite been received. She said she
would be more than willing to take a meeting if offered.
“For me, not only is it a personal thing,
but for this community, I don’t want another
person to go through this,” Campbell said.
“We live in this community, we take pride
in our community, our houses, our homes,
our businesses, we need to take pride in this
highway. This highway is our access to our
homes and I think we need to take a stand
and have something done about this and
have something done now.”
Campbell said there isn’t time to wait for
the overpasses to be built. The Pilot Butte
overpass (part of the Regina Bypass project)
will not be completed until 2019, the last of
the three after Balgonie’s and White City’s.
“I hope that she realizes that as a community we’ve come together,” Campbell said
of Minister Heppner of the Ministry of Highways, “We’re not just a little group of people,
we are now more than one or two saying
something needs to be done. We’ve lost far
too many members of our community on
this intersection alone.”

Copper Sands residents may be added to RM’s
assessment roll

C
opper Sands residents received letters and information from the Rural
Municipality (RM) of Edenwold the
week of August 24 about a change to
assessment and trailer license fee collection.
The previous owners of Copper Sands
mobile home park, Noreen and Arlie Kornum used to collect trailer license fees
from residents. Those fees were then
passed along to the RM each year.
A bylaw on the books from 1993 indicated the Kornums were to pay the fees
monthly.
“Council has decided we’ll put everybody on the assessment roll. Everybody
will be responsible for their own taxes.
But their building only, because they pay
for the land that this landowner owns,”
McIvor said.
Shorty after letters were sent out from
the RM [which included information from
Saskatchewan Assessment Management
Agency (SAMA)], informing residents
of the change, Copper Sands residents
received a letter from a representative
from the ownership group. The letter
dated August 25, 2015 stated taxes and
fees have been paid to the RM, and that
the RM is using the assessment as a means
to increase taxes. “The RM made a deal with the Kornums that they could just pay us at the
end of the year and it was always done,”
explained the RM’s Chief Administrative
Officer Kim McIvor, “The new owners
asked us if they could have the same deal
and we said ‘sure.’”
RM Council decided the new owners
would be asked to pay the fees monthly
and pay one month in advance. They
also asked for information about whom
the owners were collecting fees from and
amounts collected.
McIvor asked the Saskatchewan Assessment Management Agency (SAMA) to add
the development to the pick-up list in the
fall and they have indicated they can.
“I commend them for making those
resources available for us to do it because
we know it’s a big project,” said McIvor.
SAMA plans to have assessors out in
October. Assessments will take place over
the course of a few weeks.
“One of the reasons we’re not [going
out right away] is because we just got the
request and it takes us a few weeks to go
out there anyway,” SAMA CEO Irwin Blank
said, “but in this case there is a meeting
between the Copper Sands property owners and the municipality that we understand will be set up for mid-September
and we want to make sure that meeting
occurs, and proper communication occurs,
before we start our work.”
McIvor confirmed a representative from
Copper Sands ownership has indicated
they will attend the September 22 council
meeting.
An associate of Copper Sands new ownership team declined to comment.

within the Town of White City immediately adjacent to the White City Post Office. The contract
zoning district is intended to permit an unique development opportunity that requires a reduce

Berger encourages people to report incidents to Town office and hopes the bylaw
is enforced.
“I just think people need to be aware.
You know I think there’s a mistaken belief
too, people have their dogs off-leash they
might not be aware of the bylaws but they
think ‘well my dog is friendly – it’s not a
big deal if it runs up to yours,’ which is not
the case because you don’t know anything
about that other dog,” Berger said.

die is a bit skittish now. He sustained
a bite two years ago from an offleash dog. His thick fur protected
him and kept him from sustaining a puncture. He is a big, mixed-breed dog, and his
brother Grover is no lap dog sized canine,
either.
Owner Jodi Berger, a resident of White
City, knows Odie needs special care. So
it was of great concern when she was
out walking her furry friends the night of
Wednesday, August 26 when two off leash
dogs – with blinking collars – came tearing
up to her and her dogs around 9 p.m. near
the Emerald Park tennis courts.
“All I could see were these red bobs running around all over the place. Couldn’t
really make them out cause it was dark, but
from the shadow and shapes I could see
they were fairly large dogs,” Berger said.
Berger moved her dogs out of the way
and off the path, wanting to let the dogs
pass; they did, but came back around. The
supposed owners were “way off” and were
whistling to their unresponsive dogs.
“Luckily they didn’t come right up to
us,” said Berger. The off-leash dogs stopped
about a metre away, she didn’t yell out as
her dogs were worked up and she had concern of escalating the situation.
“It’s not like these dogs got injured or I
got injured, in this instance, but it’s certainly
not the first time we’ve had issues,” Berger
said.
Berger is a professional dog walker and
has concerns for the safety of older dogs,
blind dogs, children interacting with unfamiliar canines and dogs like Odie, who have
had a previous run in and carry some emotional scars.
She contacted the Town of White City via
the Town’s Facebook page and has been in
contact by email with Town staff.
“They were really good about responding. They are aware there’s an issue – other
people have complained it and they thanked
me for doing the post and letting them know

and then I just asked more specific questions
about the dog bylaws and what to do and
they sent a really good email,” she said.
The Town of White City does not allow
dogs to be off-leash within town limits nor
does Balgonie, the Village of Edenwold, Pilot
Butte or in the Rural Municipality (RM) of
Edenwold.
The Town of Pilot Butte website’s home
page has a reminder to residents of their
bylaw prohibiting “off-leash dog walking
at any time within the Town limits” and
reminds residents to clean up after their
dogs. The Town hasn’t fined anyone under
their bylaw but in past years had pets
impounded in the City, making it the owners
responsibility to go in and get their Fido or
Rover out of doggie jail.
Within the RM, off-leash dogs in Emerald
Park, the Estates (country residential subdivisions) and rural areas where dogs wander
beyond property lines are a concern. The
RM has not issued any tickets to date under
their bylaw but have received complaints.
The RM’s policy is to first talk to the dog’s
owner to make them aware of the bylaw,
then issue a warning and then tickets.
In Balgonie, a bylaw requiring owners
to keep their dogs leashed was enacted in
2014. The Town said only one ticket has
been issued since the bylaw was enacted.
The Village of Edenwold includes a copy
of their animal control bylaw in their welcome letter to new residents and said over
the last three or four years they have not
had a problem with off-leash dogs. Dogs are
to be leashed in the Village and, in the small
community; people are quick to recognize
dogs and their owners.
Under the bylaw and over that last
two years White City has had 11 recorded
reports of dog violations. Of those, one
resulted in the voluntary removal of the animal from the community, one was fined for
non-license and repeated noise bylaw violations, four received letters which resulted in
changed pet management practices and in
five cases, the Town was not able to identify
the owner of the animal. White City has plans to erect signs asking
dog owners to keep their dogs on a leash
and to clean up after their pets in public
areas. The signs will be placed in green
spaces and next to walking trails, and they

ouglas Steadman was at the Pilot
Butte council meeting on August 24
talking about his new dream.
Steadman is hoping to open a new
licensed dining room and tavern in the
New Horizon Business centre by mid-October. He intends to call it Broncos Pub and
Grill – after Broncos baseball.
“Really [it will] provide a meeting place
for the community, hence the name Broncos,” Steadman told council. “It’s going to
be a cozy-type pub, really.”
Councillor Ed Zsombor asked about
neighbours living close by and noise concerns.
“It won’t be a loud, rowdy place,” Steadman said.
Councillor Wayne Engel asked about
kitchen exhaust, expressing concerns for
neighbours. Steadman let him know the
venting for the kitchen would be taken up
through the roof.

he Rural Municipality (RM) of Edenwold
has approved digital billboards. After the
public meeting the afternoon of August
25, council gave second and third readings to
the proposed bylaw amendments, both carried.
Section 4.39 of bylaw 2015-15 has been
amended to allow for digital signs, but there will
be some restrictions. Those restrictions include
(but are not limited to) the sign’s surface area
not exceeding 7.5 metres squared, the sign
being no taller than 8 metres and the sign not
hosting flashing images or flashing lights. Digital
signs must not be illuminated between 11:00
p.m. and 7 a.m.
The bylaw amendments came after a request
from the Communiskate in Emerald Park.
Council discussed the digital sign at Balgonie’s Main Street. Further there was discussion
around complaints received due to yard lights
from commercial compounds shining into yards
at Stone Pointe Estates.

Notice of Intent to Amend the Zoning Bylaw
Dear Editor,
eaction to the Latest Proposal to Delay Highway
Bypass Project Municipal governments of the White
Butte region are fully supportive of the Regina Bypass
project, and do not support further delay.
Our Councils have been working for decades toward
the day when overpasses would be sited and approved
along the number 1 highway between Balgonie and
Regina. Each of our councils have endorsed the approved
Regina Bypass project. Not withstanding the fact that no
one in the region was able to satisfy 100% of what every
landowner, developer or interested party asked for, as a
whole we are satisfied that the project, as designed, will
serve the region well for years to come.
Council members were actively involved in the review
of alternatives and ultimate decisions on location and
design of the overpasses and service roads. We empathize
with those whose lives and businesses are being disrupted today. It is possible that this disruption, and certainly
the loss of life along the White Butte Corridor, could have
been lessened if the overpasses had been built years ago.
We are dealing in good faith to resolve this longstanding
and increasingly dangerous situation.
If the contract with the Regina Bypass Partners is
voided in order to re-tender, we are very concerned
that the resulting lawsuit, the court wrangling and stop
work orders that would surely result from re-tendering
to other contractors is likely to cost taxpayers millions
more and, most importantly, will delay construction on
the overpasses east of Regina, not expedite them.
In our view, any delay in order to re-tender is not
acceptable and could result in further loss of life as well
as added expense to taxpayers.

Dear Editor,
axpayers cannot accept the chosen route of Tower
Road, which is already well within city limits adjacent to residential development, is going to serve for five
years, let alone the next 50 years.
While the costs are staggering, have you considered
the human costs?
Safety for the travelling public would be better
served if more traffic was routed around Regina. The
planned route is expected to divert approximately 10%
of the large trucks, whereas an alternative northern
route would divert in excess of 90%.
Everyone is hoping the carnage of Hwy 1 East will be
diminished with the planned overpasses, but with commuter traffic, shopping and transport traffic intermixed
how will it get better? Shouldn’t $2 Billion actually buy
us a bypass?
With the proposed mega mall, for Hwy 1 and Tower
Road there will be an increase in already high traffic
volumes adding to congestion. We already have delays
along Victoria Ave. E with high traffic volumes and
intersection capacity issues. Why not get it right and
quit ignoring the costs to commuters?
The Highways Dept. already owns much of the land
required in an alternative northern route. Unfortunately,
given the land that is being considered is already almost
within the city limits, the planned route will likely be
overtaken by developments before it is even completed.
Tower Road as an east terminal is too close to Regina.
A 2004 Stantec study showed growth projections surpassed expectancy 30 years earlier than predicted. A
former Stantec engineer said Tower Road should not
be considered for the bypass as the parameters had
changed.
The costs to the people involved must be considered
when building the largest infrastructure project in Saskatchewan history. We must build for the future.

Reynolds said changes are never easy and the high
expectations for the team were not being met. All three men paid tribute to the efforts of departing GM
Brendan Taman and head coach Corey Chamblin.
Reynolds faced a variety of questions about why Taman
and Chamblin were dismissed. He said they had concerns
with Taman’s overall leadership. He specifically referenced
roster and salary cap management issues.
It was noted Reynolds had given them both a vote of
confidence just a short month ago. He was asked repeatedly what the final straw was; Brett Smith being pulled,
bad losses et cetera. They were 2 and 18 under these men
since Darian Durant was injured one year ago. Reynolds said

football, and his faith. He is Canadian, with 15 years of
coaching experience in the CFL, the last five years with the
Riders. He seems very comfortable with his new boss.
“O’Day knows who I am,” Dyce said. “Bob is a great leader and understands our vision and
culture,” said Reynolds. Reynolds said O’Day would have full autonomy to cut or
trade players, but after further questions, it was suggested if
major trades were proposed, there would be some oversight. Where does the team go from here? Dyce kept it simple:
