As the incoming president this year of the California Association of Latino Superintendents and Administrators (CALSA) it is my privilege to welcome you to the 2015 Summer Institute here in beautiful Carlsbad, California. I am confident that you will find the outstanding sessions that we have assembled for this professional development event very useful and relevant to the work that you perform for the benefit of all students in our public education system. Please keep in mind that our training sessions emphasize services and programs that are specially designed to help our English learning students achieve. We have also included opportunities during the Summer Institute so that you can network with other colleagues and members of our vast CALSA Familia. Please take advantage of these unique workshops, presentations, and opportunities as we come together as members of our profession in order to increase our abilities and professional knowledge and practices. Verdugo On behalf of the entire CALSA Board of Directors and myself I want to welcome you to the 14th Annual CALSA Summer Institute. This year’s theme of “ReDefining Leadership: It Starts With Us” focuses on the critical and urgent need to not only equip our Latino/a and underrepresented students with the communication, reading and writing skills to be career and college ready, it also speaks volumes for us as educational leaders to examine, discuss, encourage and utilize best practices, relevant research and leadership expertise available to us during this important event. Our CALSA Mission describing a community of diverse educational leaders skilled in addressing the needs of Latino/a students and dedicated to increasing the number of highly effective Latino/a administrators has never been more important and timely. I want to encourage you to take full advantage of this year’s outstanding keynote speakers, powerful and innovative workshops and networking opportunities and collaborative conversations which will no doubt strengthen your foundation and skills as a leader. This year’s CALSA Summer Institute will not only ensure ways for you to maximize and redefine your leadership expertise it will also provide attendees the opportunity to examine how CALSA continues to provide capacity building, mentoring and career guidance to school administrators. This year’s conference participants can take advantage of the Hermanas Leading Network, the Protégé Reunion, Corporate Partners Exhibits, valuable networking General Session luncheons and an array of members, colleagues and friends of CALSA who truly believe and represent the unique and special culture of the CALSA Familia. Lastly, I would like to recognize the efforts of Dr. Roberto Salinas, our Summer Institute Coordinator, Tom Davis CALSA’s Director of Business Development and the entire CALSA Board of Directors for their outstanding work, guidance and continued support. They have all truly contributed to an outstanding event. I also want to thank our Corporate Partners for their on-going generosity and contribution to the CALSA Summer Institute. This year we also celebrate the “graduates” of cohort 10. The legacy of the mentoring program, driven by visionary organizational leadership and Dr. Ken Magdaleno, fuels a strong network of relentless leaders committed to the success of Latino students and families. The protégés and the mentors, both past and present, are assets to our organization and ultimately California public schools and districts . I am honored to serve our organization and our gente every day. I am also grateful for the continued support of our familia to lead the way in supporting equity champions who are answering the promise of public education for all. Together, everything is possible. Con ganas, Socorro Shiels Director, Mentoring Program CALSA Letter from the Conference Organizer Dr. Roberto Salinas The 14th Annual installment of CALSA’s highly successful series of Summer Institutes (SI) will provide a highly engaging and interactive experience for both Educators and our sponsoring Corporate partners. “ReDefining Leadership: It Starts With Us” resonates with what defines our commitment towards identifying, preparing and supporting the instructional leaders that will provide for the academic achievement of all students but with special emphasis on the education of English Learners. It is CALSA’s goal to utilize this event as an inspirational experience where excellence and innovation in Educational practices will serve as a catalyst to address Latino issues in our schools. We must invest the time and develop partnerships to ensure that Latino students receive the educational attributes that will prepare them to be College and Career Ready for today’s world and all future endeavors. The SI Program includes keynote addresses by Damen Lopez on the “Nine BOLD Choices Exceptional Leaders Make”; a Panel of innovative CALSA Superintendents on “Redefining Leadership: Personal Perspectives on Building High Achieving Districts”; and George Couros on the “5 Questions You Should Ask Your Leader”. Tom Davis continues to come up with creative ventures that keep educators and corporate partners on their toes. This year’s foray will provide a “Speed Dating” experience that will be very rewarding. This year’s slate of Workshops has been designed to address the impending requirements of a multitude of educational related areas. Every SI reflects an integral part of CALSA’s mission statement, the building of a strong leadership base with a common vision that reflects the need to educationally prepare our Latino Youth. The Summer Institute will provide a venue for conducting open dialogues, developing relationships and gaining perspective on what materials and/or services will deliver better results for both the educational and business communities. Your feedback during the event will speak volumes in our quest to ensure that students receive a quality and effective instructional program. The 14th Summer Institute will provide you, as participating educators, the opportunity to network and hold meaningful discussions as you strive towards addressing the needs of students and teachers. These conversations with experienced educational leaders and Service & Corporate partners from throughout the State and nation are designed to bolster your knowledge of what it takes to be a successful leader. We work with groups of education leaders to help them explore education systems abroad as a way to deepen their professional knowledge and experience. Each of our programs features visits to local educational organizations and activities designed to help administrators and teachers find new ways to bring new insights and a global perspective back to their communities. Educational leaders collaborate before and after the study tours; they connect deeply while overseas, and then are energized about what they learned, their work, and working together when they come home. CALSA has visited Spain, Ecuador and Belize with EF over the last three summers, exploring the education systems of those countries while renewing and deepening the bonds of Familia in the process. Workshop #2 Supporting School Leaders in Creating the Schools Students Need Presenters Edward Chevallier [email protected] Mischelle Handley [email protected] Location Encinitas Room This presentation features an interactive exploration of instructional leadership tools and practical strategies for increased, sustainable, student achievement in schools. We will discuss ideas for conveying the urgency of making high quality instruction the priority for all members of a school community. Schools today require leaders who are strategic thinkers, instructional leaders and creators of just, fair and caring communities in which all students meet high standards. The National Institute for School Leadership (NISL) is beginning a project in which 100 principals from throughout the state will explore leadership strategies and skills to transform their schools. You will hear ways leaders who have completed the program have implemented powerful changes to increase student achievement in their schools. 2015 Summer Institute Overview Workshop #3 Limiting Suspensions for Willful Defiance: Another First in California Presenters Tiffany Santos [email protected] L. Carlos Villegas [email protected] Location Carlsbad B Room In 2014, Governor Brown signed into law Assembly Bill 420 with the goal of administering student discipline in a nondiscriminatory way by limiting suspensions for “willful defiance.” This well-intentioned law will require modifying district policies and practices and putting into place student-focused support programs that help keep students on campus and in classrooms so their learning is not disrupted. The legal team of Brian Bock and Milton Fostr will outline the application and impact of AB 420, as well as necessary steps and some practical pointers to help ensure yhour district and sites are prepared to address the spirit of this law. Workshop #4 “Getting the Biggest Bang for Your Buck...Identifying Quality Instruction to Improve Student Achievement.” Presenter Katanna Conley, Ph.D. [email protected] Location Carlsbad A Room Participants will engage in strategies focused on analyzing EngageNY curriculum materials to improve student outcomes for ALL learners. Participants will gain a clear understanding of standards aligned instruction and will walk away with a tool equipping them to be better prepared for effective instructional walk-throughs and identifying quality instruction. 2015 Summer Institute Overview Workshop #5 A Culture for Student Success!: Leadership Makes a Difference Presenter Casey Reason [email protected] Location Del Mar Room The research is clear. Leadership matters! In many cases there are simple and effective things that leaders can do to optimize the effectiveness of their school and to create a culture for success! This presentation will include simple strategies ready for implementation. Workshop #6 Latino Administrators in the Political Process Presenter Sal Villasenor [email protected] Location Solana Room This will be an interactive session with Q & A. This session will focus on key elements of developing new legislation and lobbying policy issues impacting California’s public schools. This session will include an analysis of the legislature’s political make-up and new climate where 72 of its current 120 members have less than two years of policy experience. The session will include anecdotes of current legislative process and its members; the effects of a longer term limits law; ACSA’s was to involve administrators in the legislative process; and making a difference in today’s political climate. 2015 Summer Institute Overview Workshop #7 Balancing the Budget While Financing Long-Term Education Improvement Under the New Rules Presenter Paul Vallas [email protected] Location Cardiff Room It is an exciting, and yet challenging time for district leaders under the new LCFF and LCAP rules. The LCFF provides districts with new flexibility in spending, while the LCAP mandates new accountability. This workshop will demonstrate how to develop a long term financial plan that balances the district’s budget while at the same time funding school improvement initiatives. Learn how to benefit from this new flexibility and develop effective plans that meet LCAP standards. 3:00 – 3:15PM Break 2015 Summer Institute Overview 3:15 – 4:30PM Workshop #1 Smarter School Spending: Using New Tools to Better Understand the Relationship Between Spending and Outcomes Presenter Ana Ponce [email protected] Location Leucadia Room Do you know how your education resources are being spent? Are you investing in areas that promote student achievement to help your most underserved students? Even in an economic environment where costs are increasing and resources are scarce, our students deserve the highest quality instruction and best possible outcomes from our schools, especially those that are traditionally underserved. Hear from Ana Ponce, CEO of Camino Nueva Charter Academy Schools, a community of high-performing public schools, serving students in some of the most historically underserved areas of Central Los Angeles. Ana will share how she uses the Decision Science tools to better understand the relationship between financial data and performance data so that she can use resource allocation as a driver towards improving student outcomes. Workshop #2 Leveraging Technology in the Literacy Classroom Presenter Sarah Pugatch [email protected] Location Encinitas Room What does blended learning look like in the literacy classroom? How are schools leveraging technology to motivate readers, strengthen core curriculum and foster data-driven instruction to develop literacy skills? Do you wish your team could work more like a welloiled machine? Come learn at least ten tips for successful team-building and for creating a collaborative, inviting workplace climate which will directly help you to develop a focused, effective, high-performing team that gets the business of the district done! Workshop #4 Activating Student Voice for Deep Learning Presenter Phil Stubbs [email protected] Location Carlsbad A Michael Fullan states that schools face a critical challenge as students become disaffected with traditional schooling and increasingly drawn to the compelling opportunities presented by social technologies. He states that our mission has to be to make learning irresistible and he believes that technology is the key. In this workshop, leading Australian educator, Phil Stubbs will share how teachers around the world are adopting simple strategies, with a particular emphasis on high quality questioning and the use feedback to transition students from surface to deep learning. Participants will leave with practical strategies for shifting the ownership of learning from teacher to student. Phil will also demonstrate how these strategies are being applied to on-going professional learning in order to allow teachers, school and district leaders to meet the challenge of whole school improvement as a collective endeavor. 2015 Summer Institute Overview Workshop #5 Navigating with Political Savvy Presenters Martha Martinez [email protected] Dr. Rosa Coronado [email protected] Location Del Mar Room Political Savvy: What is it and how do we develop it? Learn the critical elements of a proven ethical leadership approach to maximize your impact as an educational leader and how your definition of Political Savvy can influence our career trajectory. This session will assess our Political Savvy IQ, engage the audience with interactive activities for building positive skills and abilities for understanding and cultivating your political acuity. Workshop #6 Multiple Tier Systems of Support for Equitable Change: Behavior & Well-Being Presenter Ivan Chaidez [email protected] Location Solana Room “If it doesn’t challenge you, it doesn’t change you.” Get an in depth knowledge of System Transformation of Napa Valley Unified’s Multiple Tier Systems of Support for Behavior & Well-Being. Innovative, creative, and inclusive with their LCAP plan, the interactive session will guide you through a system wide culture of change. Restorative practices and Positive Behavior Intervention and Support (PBIS) are consistent with human rights standards. Learn the Right Drivers of Implementation. 2015 Summer Institute Overview Workshop #7 Solar Energy Solutions for Schools Presenter Alex Smith [email protected] Location Cardiff Room In 2014, the three major utilities in California, PG&E, SCE, and SDG&E took hundreds of millions of dollars more than they did in 2012 while providing the same service, due to their rate hikes. Solar Electricity provides for clean, renewable energy at a significant cost discount. PsomasFMG has built solar energy systems at 13 school districts in Southern California and will present data from these case studies. Carlos Villegas [email protected] Terilyn Finders Location Leucadia Room Media experts know that you look to the national trends to predict the local stories, so one can bet that recent NFL and other professional sports issues will bring increased attention on how to manage your student athlete and coach behavior. The expert team of L. Carlos Villegas and Terilyn Finders will offer practical tips for managing issues that can quickly turn to media and social media firestorms of interest – as well as potential legal problems. Learn how to develop a media statement, inform your organization, including the Board of Education and how to become your own source of news and information. Workshop #2 Using Technology to Personalize Learning and Empower Student Thinking Presenter Curt Smith [email protected] Location Encinitas Room Using effective strategies to personalize the math learning experience is key to reaching all levels and types of learners, who vary in math proficiency and personal circumstances. In this interactive session, discover how innovative digital solutions in the math classrooms of a local San Diego school district can empower students to think independently and self-direct their learning to close gaps in achievement. This diverse district has had across the board improvement in student achievement by shifting the classroom learning paradigm. 2015 Summer Institute Overview Workshop #3 A Paradigm Shift in Disproportional Student Discipline (AB1729) Presenters Monica Sanchez [email protected] Vicente Bravo Location Carlsbad B Room As we focus on closing the achievement gap, raising test scores and increasing graduation rates of Latina and Latino students, we need to establish well written policies and procedures that comply with state and federal laws and take into consideration the culture of the school community. There is a need to implement policies and procedures in a way that are truly geared towards creating safe and secure learning environments. This session will highlight best practices and identify resources in important areas such as student discipline, suspension, expulsion, and prevention for educators and administrators so that school can improve the achievement of all students. Workshop #4 Equity and Advocacy For Our Students Presenter Nicole Anderson [email protected] Location Carlsbad A Room Educators must become the primary advocates for our students to ensure that educational equity is provided for optimal outcomes. With the new shifts to the Common Core Standards, the local control funding formula, and the smarter balanced assessment, it is critical that educators must have a deep belief system and understanding of diverse cultural backgrounds, specifically of Latino(a) students. This presentation will provide for an interactive session where participants will have an opportunity to participate in an equity focus group. In this session, we’ll unpack the many legal and practical considerations that go into an effective and smart online presence for your district. To what extent can or should a school or district protect its image online? How can a district best communicate with the public and families while protecting the confidentiality of student and other sensitive information? What options do districts have when sensitive information is inadvertently released? We’ll address these and other questions as we help you navigate the challenges of online communication. 2015 Summer Institute Overview Workshop #2 “Going Beyond Differences: Ending Social Isolation Among Students” Presenters Laura Talmus [email protected] John Finefrock [email protected] Location Encinitas Room Through film, youth presentations and facilitated discussion, Beyond Differences, a student leadership organization, will share its inspiring and innovative practice for training middle and secondary school students on becoming activists and mentors to end social isolation among their peers. Four (4) high school Teen Board members will explain how their curriculum and training focuses on promoting inclusion so that all students feel valued and accepted by their peers. Implications for diversity and cultural sensitivity are highlighted. Beyond Differences workshop will also highlight their national program – No One Eats Alone – which was held in over 700 schools in 38 states across the country this past February 2015 and demonstrate to participants how easy it is to bring meaningful, student-led programming to their own schools! This session will highlight how you can strengthen your position, improve effectiveness and discover how CALSA’s Executive Planning Services can help you be on par with other professionals. 2015 Summer Institute Overview Workshop #4 A Survey of Social Media Presenter Sergio Villegas [email protected] Location Carlsbad A Room Based on interest from last summers’ general information session on leveraging social media to drive culture at your school or in our community, this session will be a detailed “how to” on tools like twitter as well as suggested best practices for managing personal and school accounts. Workshop #5 Leading with Trust, Commitment and Clarity: Strategic Decision-Making in a Complex World Presenter Kathryn Blackburn [email protected] Location Del Mar Room High-stakes decisions are often scrutinized and questioned long after they have been made. Lack of transparency and stakeholder involvement leads to mistrust and lack of commitment – derailing an otherwise good choice. This presentation examines a framework for more effective strategic decision-making in trying times. Walk away with unique approaches resulting from imaginative and collaborative planning. 2015 Summer Institute Overview Workshop #7 School Leadership’s Role in Improving ELL Academic Achievement Presenter Gloria Rodriguez [email protected] Location Cardiff Room It is imperative that School leaders learn the skills needed to increase their effectiveness in a school with culturally and linguistically diverse student populations. These skills require School Leaders to employ research-based professional development that is proven to give administrators the knowledge and skills to be instructional leaders and improve student achievement. The National Institute for School Leadership (NISL) is the leading provider of high-quality, leadership training through its English Language Learning Institute. This can create serious problems when Public Records Act requests require these devices to be searched. Additionally, there is an increased security risk from data theft, hacking and virus infiltration. These issues can be disastrous and costly. Proper policies must be in place to assist the agency in dealing with allegations that staff, or others have used technology to hack the network, view pornography, engage in harassment, or otherwise act inappropriately.
