et jaar 2012 is voor het Fonds Pascal Decroos een jaar van reflectie
geworden. En meteen ook enkele belangrijke ideeën die daaruit voorvloeien
zullen in 2013 worden uitgevoerd.
In de eerste plaats presenteerde het Fonds Pascal Decroos haar rapport
‘Deterrence of fraud with EU Funds through investigative journalism in the EU27’ aan het Europees parlement.
Enkele aanbevelingen uit het rapport zijn de moeite om hier te herhalen:
• de opstart van een centraal Europees centrum voor onderzoeksjournalistiek
zodat onderzoeksjournalistieke projecten gestart, ondersteund en uitgevoerd
kunnen worden;
• minder bureaucratie, vooral bij het verstrekken van data en het toekennen
van financiële middelen aan journalistieke projecten en organisaties;
• nog professionelere journalisten door vakspecifieke trainingen, het
verspreiden van best practices en onderzoek naar duurzame business
modellen;
• een snelle implementering van werkbare WOBs over heel Europa.
Vlaams minister voor Media Ingrid Lieten gaf de opdracht om een onderzoek
uit te voeren naar goede instrumenten om de journalistieke autonomie in
Vlaanderen te blijven vrijwaren. Het onderzoek, uitgevoerd door het Steunpunt
voor Beleidsrelevant Onderzoek Media, vertrok van de observatie dat
journalisten en redacties steeds meer onder druk komen te staan.
Opdat de pers zijn rol terdege zou kunnen vervullen, is het essentieel dat
ze voldoende onafhankelijk kan functioneren. Volgens het onderzoek zijn
daarvoor substantiële investeringen noodzakelijk in het Fonds Pascal Decroos
en andere instanties die de journalistieke onafhankelijk ondersteunen.
Belangrijke momenten in 2012 zijn uiteraard de journalisten die met de door
het Fonds Pascal Decroos gesteunde projecten in de prijzen zijn gevallen. In
de eerste plaats blijft het project Congo van David Van Reybrouck verbazen,
deze keer met vertalingen in het Deens, Noors, Duits en Frans. En meteen
kaapt hij ook heel wat prijzen weg in Duitsland en Frankrijk. Het toont aan
de Vlaamse journalisten internationaal meer dan betekenisvol kunnen zijn.
Rudi Rotthier wint met zijn artikelenreeks in Knack over Pakistan de Vlaamse
Noordzuidpersprijs. Grand Central Belge van Pascal Verbeken staat op de AKOtiplijst. Lisa De Bode wint de Aanmoedigingsprijs Dick Scherpenzeel 2011.
De documentaire Silent Stories van Hanne Phlypo en Catherine Vuylsteke wint
een prijs in Montréal. Het boek ‘De oliekoning’ van Edwin Koopman en het
debuut van Korneel De Rynck, ‘De tuin van Tito’, worden genomineerd
voor de Bob den Uyl Prijs. Die laatste sleepte ook de publieksprijs van de
Groene Waterman in de wacht. De documentaire van Greet Brauwers en
Raf Custers, ‘Lithium, een vloek of een zegen voor Bolivië’, ontving uit
handen van prins Filip de persprijs van de Federale Raad voor Duurzame
Ontwikkeling.
Maar ook de eerste gepubliceerde projecten met steun van
Journalismfund.eu komen boven water drijven. Zo kwamen Adrian Mogos
en Vitalie Călugăreanu in beeld met de nominatie van ‘Buy your way into
EU Citizenship’ voor de Europese Persprijs. Matej Surc en Blaz Zgaga
wonnen de CEI Seemo Award for Outstanding Merits met hun uitstekende
trilogie over wapenhandel in voormalig Joegoslavië.
Stilaan is ook een lijn te zien die vanaf 2013 nog meer uit de verf zal
komen: internationalisering en cross-border samenwerking worden meer
dan ooit de inzet van het Fonds Pascal Decroos.

et Fonds Pascal Decroos heeft tot doel de herinnering aan Pascal Decroos
levendig te houden en zijn levenswerk voort te zetten door
• het bevorderen van kwaliteits- en onderzoeksjournalistiek in Vlaanderen en
daarbuiten;
• het creëren van de mogelijkheid voor jonge mensen om journalistieke talenten
in de praktijk te ontwikkelen;
• het bijeenbrengen van mensen uit verschillende hoeken en lagen van de
maatschappij.
Het Fonds Pascal Decroos geeft werkbeurzen aan bijzondere journalistieke
projecten. Zo krijgen zowel beginnende als ervaren journalisten de kans om hun
ideeën uit te werken.

De samenstelling van de Raad van Bestuur bleef in 2012 ongewijzigd. De Raad kwam vier maal
samen. Daarnaast werd er 1 brainstormavond georganiseerd. Haar belangrijkste taak bestaat uit
het controleren van de directeur en toezien op rekeningen en begroting. Ze zet ook mee de
richting uit en houdt de focus in het oog.

Het Dagelijks Bestuur kwam in 2012 niet samen.
Jury
Evaluatie gebeurt door een onafhankelijke jury mediadeskundigen die niet aan een bepaalde
redactie of medium gebonden zijn en die samengesteld wordt door het Fonds op basis van
een lijst van namen voorgesteld door de leden van de Adviesraad.
• De jury bestaat uit vier leden, waarvan drie met een gedegen journalistieke ervaring en één
met een andere relevante achtergrond. Twee van de vier juryleden roteren elke twee jaar;
een jurylid kan maximum vier opeenvolgende jaren in de jury zetelen. Het feit dat de namen
van de juryleden niet bekend gemaakt worden, garandeert hun maximale onafhankelijkheid.
• Elk voorstel wordt door vier juryleden afzonderlijk geëvalueerd aan de hand van de negen
vooropgezette criteria. Aan de hand van de score die het voorstel haalt en in functie van
het beschikbare budget, stelt het jurylid ook voor welk bedrag aan welk voorstel toegekend
moet worden.
• De juryleden zenden hun beoordelingen naar het Fonds, ten laatste vijf werkdagen voor
de driemaandelijkse evaluatievergadering. Het Fonds brengt de verschillende beoordelingen
samen in één dossier, in functie van de evaluatievergadering.
• Op deze evaluatievergadering komen de juryleden, op basis van de individuele scorekaarten,
tot een consensus over de toekenning van de werkbeurzen en de verdeling van het
beschikbare budget. De directeur van het Fonds fungeert als secretaris.
• Indien de stemmen van de vier juryleden gelijk verdeeld zijn komt de voorzitter van de jury
met een compromisvoorstel dat door alle juryleden moet aanvaard worden.
• Er zijn vier evaluaties per jaar, d.w.z. één per kwartaal.
Een aanvrager zal dus ten laatste drie maanden na het indienen van de aanvraag bericht
krijgen over het resultaat van de evaluatie van zijn/haar voorstel.
• Het budget dat beschikbaar is voor de werkbeurzen over het hele jaar (190.000 euro), wordt
opgedeeld in vier enveloppen.
• Per kwartaal worden de enveloppen verdeeld over de geselecteerde aanvragen. Indien de
enveloppe niet of niet geheel besteed werd in één kwartaal, wordt het saldo overgeheveld
naar het volgende kwartaal. Het gaat hier dus om “rollend fonds”.
• Eind 2001 werden Hugo De Ridder en Karel Anthierens vervangen.
• Eind 2003 werden Paul Muys en Dirk Voorhoof vervangen.
• Eind 2005 werden Walter Zinzen en Derk-Jan Eppink vervangen.
• Eind 2007 werden Daniel Biltereyst en Geert Sciot vervangen.
• Eind 2009 werden Kris Smet en Carl De Keyzer vervangen.
• Eind 2011 werden Trees Verleyen en Josse Abrahams vervangen.
In 2012 werden slechts drie in plaats van vier juryvergaderingen georganiseerd.
Donateurs
Het Fonds Pascal Decroos wordt gedragen door een grote groep van geïnteresseerden en
supporters. In 2012 konden we 114 mensen overtuigen om een bedrag op de rekening van het
Fonds Pascal Decroos te storten. In totaal kwamen we aan een bedrag van 5.064 euro.

1. DOELSTELLING
De doelstelling van het Fonds Pascal Decroos voor Bijzondere Journalistiek is journalisten in
staat te stellen journalistieke projecten van bijzondere aard en kwaliteit uit te voeren. De steun
wordt verleend in de vorm van een subsidie aan individuele journalisten.
• De journalist moet kunnen aantonen dat zijn project ongebruikelijk hoge kosten met zich
meebrengt of zo tijdrovend is dat de normale honorering van redactie of uitgeverij niet
volstaat om het project te realiseren.
• Het project moet uitstijgen boven de reguliere verslaggeving, de dagelijkse journalistiek of
het correspondentschap.
• Het onderwerp of thema moet bijzonder zijn, of anders de benadering of invalshoek.
2. PROCEDURE
Het opzet en de aanpak van het ingediende project moet overtuigen: het plan moet goed
doordacht en uitgewerkt zijn, de wijze van informatievergaring (archief, interviews, reizen) dient
een goede samenhang te vertonen en er moet een reële kans op uitvoerbaarheid zijn.
De aanvrager moet desgewenst – afhankelijk van het soort project – kunnen aantonen dat hij
of zij over de nodige kennis, capaciteiten of ervaring beschikt om het plan te kunnen uitvoeren.
• Een leidraad waarin voorwaarden vermeld staan is online raadpleegbaar. De aanvrager kan
zijn of haar verzoek van tevoren mondeling bespreken met de directeur van het Fonds.
• De jury komt in principe om de drie maanden bijeen om de binnengekomen
subsidieaanvragen te beoordelen. In geval van afwijzing ontvangt de subsidieaanvrager een
motivering van de beslissing van de jury.
Totaalbudget werkbeurzen toegekend in 2012 bedraagt 197.988 euro en dit verdeeld in 3
zittijden.
3. AANTAL AANVRAGEN
Tijdens het jaar 2012 ontving het Fonds Pascal Decroos 68 aanvragen in 3 zittijden (normaal
jaar zijn dit er 4), ingediend door 81 aanvragers.
• De jury heeft in totaal drie keer vergaderd en kende een totaal subsidiebedrag toe van
197.988 euro. Van de 68 aanvragen werden er na beoordeling 42 (61%) goedgekeurd en 26
afgewezen.

In 2012 werden er in totaal 46 publicaties afgeleverd die op één of andere manier verbonden
zijn met de gesubsidieerde projecten.
Van de 46 publicaties waren er 6 boeken gerealiseerd in 2012.

6. PROFIEL VAN DE AANVRAGERS
Aanvragers
In totaal waren er 81 aanvragers betrokken bij de 68 aanvragen in 3 zittijden. 53 (65,43%)
hiervan waren freelancers, 15 (18,52%) zijn in loondienst. Ook 10 studenten waagden hun kans
(12,35), hetgeen aantoont dat de drempel van het FPD-werkbeurzen-project niet al te hoog ligt
voor starters. Dit is vooral belang in het kader van de missie van het FPD om starters kansen te
geven.
Toegekend
29 (65%) mensen die effectief een werkbeurs ontvingen, zijn freelancers. 7 (16%) zijn
loontrekkenden en 5 zijn student (11%). 16 (36%) mensen met een werkbeurs zijn starters.
Daarmee vervult het Fonds Pascal Decroos één van haar missies (starters aanzetten om een
onderzoeksjournalistiek project op te zetten) met verve. 26 mannen kregen een werkbeurs en
18 vrouwen (41%).

7. S A M E N W E R K I N G P R O G R A M M A V R A N C K X - S TA R T E R S
In april 2012 werd een samenwerking op poten gezet tussen het Fonds Pascal Decroos en het
Canvasprogramma Vranckx om startende reportagemakers te ondersteunen bij het uitwerken
van hun idee. Zij kunnen een idee insturen naar de redactie van Vranckx, die beslist over de
selectie. Wordt een idee geselecteerd, dan maakt het Fonds, na een positieve evaluatie van de
aanvraag, geld vrij voor de researchfase.
De samenwerking kwam er naar aanleiding van het online project Tussen vrijheid en geluk
van journalisten Majd Khalifeh en Pieter Stockmans en fotograaf Xander Stockmans, dat
gerealiseerd werd met steun van het Fonds Pascal Decroos. De drie vrienden reisden 5
maanden lang dwars door Noord-Afrika en het Midden-Oosten, op zoek naar dromen van
vrijheid en geluk van gewone mensen, arbeiders, dokters, activisten, jongeren, imams, priesters,
professoren, vakbondsleiders, journalisten, politici,… Tegelijk is het ook een zoektocht van Majd
Khalifeh zelf naar zijn roots en naar een vaderland. Ze kwamen in contact met Rudi Vranckx,
die onder de indruk was van hun project en ze beslisten daarop om er ook een tv-reportage
van te maken. Het resultaat was Stateless, dat in twee delen werd uitgezonden op 21 en 28
april 2012.
Een tweede project dat via de samenwerking tot stand kwam, is Mostalgie: de klas van ’91 van
Sem Bucman. Die reportage werd uitgezonden in Vranckx op Canvas op 5 januari 2013.

De toekomst van de Egyptische revolutie
Projectomschrijving
De opstanden in de Arabische wereld behoren al maanden tot de hoofdpunten van het
nieuws. Vooral de ontwikkelingen in Egypte – het meest bevolkte en belangrijkste Arabische
land – worden op de voet gevolgd. Zeker nu de eerste vrije en open verkiezingen volop bezig
zijn. De vraag die iedereen zich stelt is: zal Egypte eindelijk, na decennia van dictatuur, een
democratisch en burgerlijk bestuur krijgen?

Djenghis, democratie en vrouwen
Projectomschrijving
Baharak Bashar was dertien toen ze met haar moeder van Iran naar België vluchtte. Weg van
de ayatollahs en hun religieuze bekrompenheid. Richting Vrije Westen. Maar als ze een half
leven later de omgekeerde weg aflegt, dansen de waarheden voor haar ogen. Waarom is zij, de
militante vrijdenker, plots zo geïnteresseerd in de Koran? En wat met de uitspraak van die jonge
Syriër dat je in democratieën vrij mag praten maar dat niemand luistert?

Iedereen terrorist!
Projectomschrijving
Nog nooit heeft een terroristische aanslag zo’n impact op het dagelijks leven gehad als die van
9/11. Vooral reizen per vliegtuig werd een stuk moeilijker. De budgetten voor de strijd tegen het
terrorisme gaan in stijgende lijn. De security wil elke potentiële terrorist onderscheppen. Voor
elk mogelijk veiligheidsprobleem bedenkt de veiligheidsindustrie een oplossing.

Projectomschrijving
Journaliste Joanie de Rijke raakte gefascineerd door het land en besloot alles op alles te zetten
om met eigen ogen te zien wat er in Pakistan aan de hand is.

Grand Central Belge
Projectomschrijving
Terwijl België op sterven ligt, wandelt Pascal Verbeken terug naar het tijdperk van de Great
Expectations. Hij maakt een voetreis langs de Grand Central Belge, de negentiende-eeuwse
private spoorlijn die Wallonië met Vlaanderen verbond. Een slagader van het triomferende
België, ongeveer 200 kilometer lang. Werkbeurs

Exit Concentratie
Projectomschrijving
In de documentaire Exit Concentratie lichten Luk Dewulf en Inge Wagemakers het Vlaamse
onderwijslandschap door en geven we een blik achter de schermen van de veelbesproken
maar weinig gekende concentratiescholen.

Ik dus naar Compostela
Projectomschrijving
Aan de basis van dit boek liggen dertig beklijvende levensverhalen van jongeren die op stap
gingen. Hoe herinneren zij zich de tocht? Hoe kijken zij er nu op terug? Wat betekende die
voettocht voor de rest van hun leven? Ook dertig ‘compagnons de route’ - van ouders,
begeleiders tot jeugdrechters - komen aan het woord.

Roma: de laatste EU-burgers
Projectomschrijving
De Europese Roma bungelen al decennia onderaan de sociale ladder van Europa. Ondanks het
vele geld dat gepompt is in projecten, programma’s, conferenties en strategieën gaat het bar

Zuid-Afrikaanse wijnboeren produceren meer dan zevenduizend verschillende wijnen en
behoren tot de welgestelde elite in het land. Miljoenen consumenten proeven wereldwijd van
de hoge kwaliteit van de Zuid-Afrikaanse wijn, maar de arbeiders die de druiven plukken en
verwerken, genieten nauwelijks mee van de geproduceerde meerwaarde.

Projectomschrijving
De sector van het medisch toerisme in India zou goed zijn voor honderdduizend patiënten –
en een veelvoud aan dollars – per jaar. In 2010 werd in de hoofdstad New Delhi een gevaarlijk
nieuw antibioticaresistentiegen ontdekt. De verontwaardiging daarover leek echter selectief:
opgewonden prominenten in de Indische media gaven stellig de indruk zich meer zorgen te
maken over het welvaren van de duurbetaalde privéklinieken dan over dat van de lokale bevolking.

Het zwarte goud van gehandicapten in Benin
Projectomschrijving
Het sociale en ecologische drama van de olie-industrie in Nigeria is in het Westen ruimschoots
bekend. Een minder bekend verhaal dat ermee samenhangt, is hoe buurland Benin voor zijn
brandstofvoorziening afhankelijk is geworden van illegale oliesmokkel uit Nigeria. Eén van de
meest opvallende fenomenen onder de Beninse oliesmokkelaars zijn de Beninse gehandicapte
oliesmokkelaars en hun eigenaardige driewielige vespa’s.

Op 6 november zonderen een paar honderd miljoen Amerikanen zich af in een stemhokje om
te bepalen wie er de volgende jaren in het Witte Huis woont. Inwoners in vijftig staten stemmen
mee, en toch lijken die van bijna veertig staten quantité négligeable in de presidentsrace. De
kandidaten Obama en Romney draaien hen de rug toe, en er lopen in die staten ook nauwelijks
politieke reclamespotjes op tv.

Sinds haar ontstaan werkt de Europese Unie aan het ontsluiten van grenzen. Toch worden er
nog steeds nieuwe grenzen gecreëerd en bestaande grenzen geconsolideerd, vooral in steden.
Nu nationale grenzen vervagen door de globalisering, vinden conflicten immers steeds vaker
plaats op stadsniveau.

Ooit was het niet meer dan de hatelijke verwensing van razende racisten. Vandaag is het een
optimistische droom. Steeds meer hoogopgeleide, in België geboren Marokkanen, kinderen of
kleinkinderen van voormalige gastarbeiders, kiezen ervoor om hun toekomst uit te bouwen in
het land dat hun ouders ontvluchtten.

Mostalgie: de klas van ‘91
Projectomschrijving
Sem Bucman woont al 20 jaar in België. Hij werd geboren in Mostar, Bosnië-Herzegovina. De
oorlog begin de jaren ’90 verscheurde de stad. Ook de beroemde brug moest eraan geloven.
Het huis waar Sem als kind woonde, werd verwoest. En samen met alle foto’s verdwenen ook
zijn herinneringen aan zijn jeugd. Toen hij op Facebook een oude klasfoto zag, reisde hij terug
naar Mostar, op zoek naar zijn oude klasmakkers en naar vergeten herinneringen.

De website www.fondspascaldecroos.org is de communicatieve uitvalsbasis van het Fonds.
Iedereen kan er terecht voor info over de toegekende werkbeurzen, de daarbij aansluitende
publicaties en/of uitzendingen en/of reacties. Werkbeursaanvragers kunnen hun aanvraag
online indienen. Verder worden ook alle acties van het Fonds en evenementen waarop het
Fonds prominent aanwezig is op de site aangekondigd en van commentaar voorzien.
In 2012 trok de website 39 482 unieke bezoekers, 60 623 bezoeken en 141 254
paginaweergaves. zie bijlage IV
2. WEBSITE WWW.MEDIAKRITIEK.BE
De website www.mediakritiek.be speelt in op de nood aan reflectie over de media in
Vlaanderen. Dat die nood bij het grote publiek blijft bestaan, bewijzen de bezoekersaantallen.
In 2012 trok de website gemiddeld 6100 bezoekers per maand, dat zijn er een 200-tal per dag.
Het beheer van de website (die draait op het verouderde Apollo-systeem) is echter erg
arbeidsintensief, waardoor doorgedreven communicatie via dat platform erg moeilijk is.
Het Fonds Pascal Decroos overweegt om deze site (bij gebrek aan middelen) in 2013 offline te
halen. Je vindt er vandaag 1 189 bijdragen van 455 auteurs. Per jaar posten we gemiddeld 264
artikels.

De website www.mediaonderzoek.be werd in 2012 om budgettaire redenen stopgezet.
3. NIEUWSBRIEF PRINT
In 2012 werden opnieuw twee nieuwsbrieven print verstuurd naar de leden en andere
belanghebbenden van het Fonds. De invulling werd herdacht om een meer relevante en
aangename leeservaring te garanderen. Elke uitgave draait in principe rond een bepaald
thema, waarbinnen alle artikels kaderen. Zo loopt er een veel duidelijkere lijn door elk
nummer. Daarnaast hebben korte artikels over waar het Fonds in brede zin mee bezig is en
getuigenissen van werkbeursbegunstigden die hun project toelichten plaats geruimd voor
uitgebreide verslagen over de belangrijkste activiteiten en verwezenlijkingen van het Fonds en
echte diepte-interviews.

4. ELEKTRONISCHE NIEUWSBRIEF
In de loop van 2012 heeft het Fonds 17 e-brieven verstuurd met informatie over de
werkbeurzen, evenementen, acties, belangrijke nieuwsfeiten aangaande de media, etc.
5. FACEBOOK EN TWITTER
De Facebookpagina van het Fonds kan gelden als een extensie van de website. Www.
fondspascaldecroos.org publiceert enkel nieuwsitems die rechtstreeks te maken hebben met
het Fonds of één van de projecten van het Fonds en nieuwsitems met een hoge relevantie
voor het Vlaamse medialandschap. Op Facebook gaat het Fonds veel breder. Dat betekent
dat alle nieuwsitems die op de website gepubliceerd worden en die sowieso op Facebook
verschijnen aangevuld worden met links naar interessante mediakritische artikels, interviews
met journalisten, essays en opiniestukken over journalistiek en de media en veel meer.
De Facebookpagina van het Fonds kende dit jaar opnieuw een grote groei en ging van een
800-tal vind-ik-leuks in het begin van het jaar naar 1200 aan het einde.
Op Twitter telt @pascaldecroos aan het einde van 2012 400 volgers.
6. ADVERTENTIES
In 2012 bereikte de gratis ruimte binnen de Vlaamse printmedia een waarde van 116.993 euro.
Dankzij de steun van Vlaamse kranten en tijdschriften mag het Fonds Pascal Decroos rekenen
op een grote naambekendheid, zowel bij de journalisten, als bij de uitgevers en het brede
publiek.
7. D O N AT E U R S
Het Fonds Pascal Decroos werkt volkomen onafhankelijk van commerciële en ideologische
belangen. De aansluiting van talrijke leden/donateurs is het bewijs dat kwaliteitsjournalistiek
geen elitaire zaak is van enkelen, maar dat ze een grote groep burgers aanbelangt. Een goede
ledenwerving is essentieel voor de toekomst van het Fonds. Hierdoor wordt enerzijds een
brede belangstelling voor kwaliteitsjournalistiek bevorderd en anderzijds wordt de leefbaarheid
van het Fonds – en de financiering der werkbeurzen – bestendigd/verzekerd.
De leden worden nauw betrokken bij de werking van het Fonds. Ze worden uitgenodigd op alle
activiteiten (debatten, lezingen, conferenties) en ontvangen jaarlijks twee nieuwsbrieven met
de post en meerdere elektronische nieuwsbrieven (e-zines) van het Fonds.
Gewone leden betalen een jaarbijdrage van 30 euro, donateurs 60 euro, eredonateurs 125
euro. Voor bedrijven is dat respectievelijk 60 euro (gewoon lid), 125 euro (donateurs) en 250
euro (eredonateurs). Studenten en VVJ-leden betalen 12,50 euro.
In 2012 steunden 114 mensen het Fonds Pascal Decroos.

6. VVOJ-CONFERENTIE 2012
De European Investigative Journalism Conference van de VVOJ was in 2012 aan haar tiende
editie toe. De conferentie vond plaats in Antwerpen op 16 en 17 november. Het Fonds Pascal
Decroos werkte mee aan de organisatie.
7. T W E E V O O R S T E L L E N V O O R H E T M I X
Het Fonds Pascal Decroos was partner en initiatiefnemer bij twee projecten die werden
ingediend bij het MIX:

8. DONOR MEETING TIJDENS DE VVOJ-CONFERENTIE
Tijdens de European Investigative Journalism Conference van de VVOJ organiseerde het Fonds
Pascal Decroos, samen met de VVOJ, een zijluik van het programma dat zich toespitste op
fondsen en stichtingen.
Op de eerste dag van de conferentie, vrijdag 16 november, bracht het Fonds verschillende
internationale fondsen en stichtingen samen en liet hen tijdens een aparte, speciaal voor
hen opgezette meeting van heel dichtbij kennismaken met onderzoeksjournalistiek. David
Kaplan, directeur van het Global Investigative Journalism Network, Brant Houston, professor
onderzoeksjournalistiek en vroegere directeur van IRE, en Brigitte Alfter kwamen uitleggen
hoe onderzoeksjournalistiek gefinancierd wordt en wat het belang is van (beurzen voor)
onderzoeksjournalistiek. Nadien getuigden twee vertegenwoordigers van Europese non-profit
onderzoeksjournalistieke centra over hun projecten, output en impact en over de deliverables
voor donors en sponsors.

e opleiding IRJ is een succes, wat mag blijken uit verschillende cases die studenten in de
Vlaamse media brengen:
IRJ-studenten brengen WOB-case in De Standaard (Rudy Engels)
Tussen vrijheid en geluk (Pieter Stockmans)
Voor het academiejaar 2012-’13 schreven zich 16 studenten in.
Internationale Researchjournalistiek is een uniek postgraduaat voor Vlaanderen én Nederland.
De studenten maken kennis met technieken waar reguliere journalisten nog nooit van hebben
gehoord. De bedoeling van deze opleiding is leren nieuws maken.
Researchjournalisten moeten bereid zijn om lang op één onderwerp te zoeken,
minder aantrekkelijke materie te doorgronden en gebruik te maken van archieven en
openbaarheidswetgeving. Ze moeten ook over een uitzonderlijke wil beschikken om iets te
weten te komen dat op het eerste gezicht onvindbaar is of niet bestaat.
VOOR WIE?
Deze opleiding richt zich in de eerste plaats tot Bachelors Journalistiek en alle studenten met
een masterdiploma. Daarnaast kunnen ook journalisten heel wat opsteken van deze opleiding.
Maar ook andere kandidaten kunnen zich aanbieden voor een motiveringsgesprek.
WAT ?
De opleiding geeft inzicht hoe je een journalistiek researchproject zonder kleerscheuren opzet
en biedt hulpmiddelen aan om zelfstandig een onderbouwd en geloofwaardig journalistiek
resultaat op poten te zetten. Er zijn drie modules: Researchjournalistiek – Internationale
Berichtgeving – Portfolio. In totaal beslaat de opleiding 136 cursusuren op dinsdag- en
donderdagavonden (tijdens het academiejaar).
Researchjournalistiek
Deze module houdt zich niet bezig met stijl en vorm, wel met methodiek en inhoud. De
studenten zien wat een project kost, hoe ze het aan een medium kunnen slijten en wat ze
eraan zullen verdienen, hoe ze internationaal te werk kunnen gaan, van welke organisaties
ze als journalist gebruik kunnen maken, wat de mogelijkheden zijn van Computer-Assisted
Reporting (CAR), welke juridische addertjes zich onder het gras verschuilen, welke de
alternatieve bronnen en de grenzen van een onderzoek zijn (privacy, openbaarheidswetgeving,
aansprakelijkheidsproblematiek, etc.)
Internationale Berichtgeving
Quasi elk thema dat een journalist wil onderzoeken, heeft een internationale dimensie. Deze
module focust op de internationale omgeving waarin een onderzoeksjournalist moet opereren.
Om deuren te openen en drempels te verlagen, heeft het Fonds gerenommeerde Vlaamse
en Nederlandse journalisten bereid om hun internationale ervaring, werkwijze, bronnen en
netwerk te delen.
Portfolio
De studenten stellen een portfolio samen van een of meerdere onderzoeksreportages op basis
van zelfstandig uitgevoerd onderzoek.
Getuigschrift
Na deze studie verwerven de studenten een getuigschrift voor 30 studiepunten: 20 voor
cursusreeks met opdrachten, 10 voor onderzoeksreportage.
DOOR WIE?
De docenten zijn Nederlandse en Vlaamse mediamensen en beroepsjournalisten met bewezen
onderzoekservaring of internationale ervaring voor het Fonds Pascal Decroos voor Bijzondere
Journalistiek, de Vereniging van Onderzoeksjournalisten (VVOJ), de controlecommissie

1. SEPTEMBER 2012 CALL FOR PROPOSALS
The launch of the new website, an electronic newsletter and a brand new Facebook page
improved and widened Journalismfund.eu’s communicative reach, resulting in a significant
increase in the number of applications for Journalismfund.eu’s September 2012 application
round. A total of 41 applications were filed, more than double the average number of
applications that were filed in previous rounds.
77 journalists applied individually or as a team. Applications came in from all over Europe, and
even further, amounting to 28 different countries in total. Of all the journalists who applied,
most were from Romania (12) and Italy (10). Also well-represented were Germany (8), France
(5), Latvia (4) and The Netherlands (4). The UK, Spain and Lithuania each had 3 journalists apply.
The total amount asked for was 314,451 Euros, while there was only 20,000 to spend.

Accolades
With the publication of the third novel, the trilogy In the Name of the State, about the illegal
trafficking of arms during the Yugoslav Wars, gained widespread attention in the Balkans. All
books of the trilogy reached the best-sellers list in Slovenia. The third, Cover-Up, was the
number one best selling book in May 2012. Journalists Matej Surc and Blaz Zgaga won the CEI
SEEMO Award for Outstanding Merits in Investigative Journalism 2012 for their investigative
work for the project.
Journalists Adrian Mogoș and Vitalie Călugăreanu have been shortlisted for the European
Press Prize for their story Buy you way into EU Citizenship.
4. COMMUNICATION
Website
On 5 July 2012, Journalismfund.eu launched its new website. The old Apollo-based CMS had
become obsolete on both the functional and presentation level.
On the functional side the new website offers a new and easier-to-use application form.
Applicants can register with all the relevant data about the main applicant and the team
members. Then they can log in to their document and file the application when they are ready.
Also, it is now possible to add further documents until the deadline.
On the presentation side the new website has a state-of-the-art look-and-feel to give better
exposure to our grantees’ work. The research team can now be presented along with each
article published. This will allow future networking and make contacts easier in the journalism
community. Another means of making contacts easier is the agenda. Journalismfund.eu has
for a while had a very well updated agenda particularly with the activities of the investigative
journalism community in Europe. With the new website this can be better displayed – all actors
are thus invited to share their events with us for broad distribution to a European journalist
community.

Furthermore, the new website has greatly facilitated “spin-off” communication, i.e. pushing
news that was posted on the website via other platforms. More specifically: an electronic
newsletter on the one hand and integration with Facebook and Twitter on the other. More on
those communication platforms further down.

The launch of the new website was slightly delayed, but nonetheless triggered a significant
increase in the number of visitors to the website, as can be seen in graph 1 below. July 2012,
when the new website was launched, saw 2,000 more visitors than June. Another peak was
registered in September 2012, when a new call for proposals was issued. Graph 2 shows that
in 2012 more people than ever found their way to Journalismfund.eu: 17,147, up from 11,269 in
2011.

E-newsletter
The new Journalismfund.eu provides the possibility to send a clear, well-structured electronic
newsletter to all subscribers in our database. The first issue of the newsletter was sent out in
September 2012 to announce the call for proposals. It did not miss its effect: a record number
of 5,000 visits were registered in that month.
The newsletter is planned to be sent out roughly every two months and brings together
relevant information on the following topics:

target audience of Journalismfund.eu, is also posted on Facebook.
At the end of the year 2012 the Journalismfund.eu Facebook account was a community of 210
people, a number that will further increase as we solidify our communication via Facebook
even more.
Twitter
The Journalismfund.eu Twitter account has 200 followers. We tweet on a regular basis about
things having to do with investigative journalism in general or specifically with Journalismfund.eu .

The LinkedIn account brings together 1800 journalists and media professionals from around

obbing.eu is running smoothly. The work is divided between the
editing team, with co-editor Staffan Dahllöf taking care of the dayto-day reporting and keeping in touch with the FOI activist community.
Co-editor Brigitte Alfter occasionally takes on some reporting, too, while
web editor Rafael Njotea offers support in the form of occasional article
writing, communication via social networks and so forth.
1. DATA HARVEST CONFERENCE
2012 saw the second edition of the Data Harvest Conference, a Europe-oriented conference
on data journalism and wobbing organised by Journalismfund.eu, Wobbing.eu and
Farmsubsidy.org. From 6 till 8 May one hundred data journalists from more than twenty
different countries gathered at the Erasmushogeschool in Brussels.
The aim was to witness and practice new research methods, learn how to find stories out of
unstructured information and get access to hidden data by using specialised techniques. Those
varied from sending a decisive email to an authority and claiming your Freedom of Information
rights to using sophisticated Internet tools such as Google Fusion. The conference was
streamlined into four tracks: wobbing, journalism lab, get the tools and farmsubsidy.
Wobbing track
Wobbing is becoming an ever more widely used method of doing journalism. A significant
portion of this year’s conference was therefore devoted to the wobbing track. Specialists
from all over Europe had been invited, resulting in some prominent names giving a total of
ten sessions on wobbing. Those names included BBC’s Martin Rosenbaum, Dutch FOI expert
Brenno de Winter, Spanish journalist Mar Cabra and Blaz Zgaga, co-author of the trilogy In the
Name of the State who wobbed thousands of documents to uncover Slovene government’s
illegal trade of arms during the UN embargo in the Yugoslav Wars. The presence of Indian WOB
specialist Shyamlal Yadav made the conference even more international.
Journalism Lab track
Visualisation of abstract data by interactive graphics and maps is becoming increasingly
important in journalism. It turns a bunch of figures into something understandable and
comprehensible without requiring you to write code. During this second edition of the
Data Harvest Conference the number of programmers and coders who attended increased
significantly compared to last year. In the Journalism Lab track and the get the tools track
coders and journalists could meet and exchange ideas.
Get the tools
Some of Europe’s most experienced journalists and programmers in the fields of data
journalism, freedom of information and visualisation got training and shared their experiences
and network. The common interest was to follow European money, analyse European data and
get European stories going. Danish journalists Anders Pedersen and Peter Andersen, Duncan
Campbell and BBC’s Paul Myers were among the people to share their tools.
Farmsubsidy track
In the farmsubsidy track working experiences were exchanged about the EU Financial
Transparency System and the European farm subsidies. On www.farmsubsidy.org journalists
can find new data and updates on EU money spent on subsidies for farmers among EU
countries.
About fifty sessions were given in total during the conference, varying in content and
approach.

2. COMMUNICATION
Internet traffic to the Wobbing.eu website increased compared to 2011. In total, a bit over
14,000 visits were paid to the website by 9,030 people during 2012, compared to 10,800 and
7,087 respectively for the year before.
The increase is partly due to the buzz that the Data Harvest Conference created in the
community. Graph 3 shows that the period just before, during and after the conference
generated more than average traffic to the website, with a peak of 853 visits in the week of the
conference (graph 4).
The statistics are good. Still, for 2013 we want to further improve visitor numbers. We hope
to do so by an intensified use of social media to push our stories. The Wobbing group on
Facebook has around 200 members, on LinkedIn around 800.

I
n the fall of 2011, the European Parliament Committee on Budgetary
Control, instigated by Bart Staes, called for a study on deterrence of
fraud with EU funds through investigative journalism in the EU member
states. Of the three candidates who were in the running, the Pascal
Decroos Fund won the bid. VVOJ’s Margo Smit was assigned to execute
the study. Brigitte Alfter, among others, co-authored. The study is
unique in that it, for the first time, presents an overview of the state of
investigative journalism in the 27 member states and talks about ways to
further it.
1. RECOMMENDATIONS
The study focuses on the question if investigative journalism can be instrumental in the
detection of and fight against corruption and fraud with EU funds, and if so, how. The
recommendations it makes are multifaceted but clear-cut: both European and national
policymakers should do more to support and facilitate investigative journalism if they want
to enlarge its role in tracing irregularities and fraud. Some of the recommendations the study
makes:
• the development of a central European hub or centre for generating, aiding and executing
investigative projects
• reducing bureaucracy, especially in access to data and in granting money to journalistic
projects and organisations
• the level of journalistic professionalism needs to be raised through targeted training,
presentation of best practices and research into sustainable business models
• furthering a swift implementation of workable FOI laws across the EU
2. AN OVERVIEW OF INVESTIGATIVE JOURNALISM IN THE EU
The study also gives an overview of the investigative journalism landscape in the EU-27.
To get as clear and correct a picture as possible, close to one hundred journalists and dozens
of officials at the institutions were interviewed. Six countries are zoomed in on in more
detail. The Parliament had requested two old member states to be highlighted, as well as two
younger member states, one member state in the North and one in the South of Europe. Smit
decided on Italy, the United Kingdom, Hungary, Romania, Denmark and Spain.
3. INVESTIGATING EUROPEAN EXPENDITURES
The study acknowledges that there are great differences between the EU member states when
it comes to investigations into European expenditures and revenues. In some countries there
are ample stories about EU misappropriation of funds, while in others such stories are virtually
non-existent.

he year 2012 for the Pascal Decroos Fund turned out to become a year of
reflection. Some important ideas that have sprouted from that reflection will be
executed in 2013.
Firstly, the Pascal Decroos Fund presented its study ‘Deterrence of fraud with EU
funds through investigative journalism in the EU-27’ to the European Parliament.
Some recommendations given in the study are worth repeating here:
• the development of a central European hub or centre for generating, aiding and
executing investigative projects
• reducing bureaucracy, especially in access to data and in granting money to
journalistic projects and organisations
• the level of journalistic professionalism needs to be raised through targeted
training, presentation of best practices and research into sustainable business
models
Flemish Media Minister Ingrid Lieten commissioned a study for good tools to warrant
journalistic autonomy in Flanders. The study started out from the observation that
journalists and newsrooms are under increasing pressure.
For the press to be able to do its job properly, it is essential that it can work
sufficiently independently. According to the study, that requires substantial resources
to be invested in the Pascal Decroos Fund and other organisations that support
journalistic independence.
Important events in 2012 include of course the prizes awarded to journalists
for projects supported by the Pascal Decroos Fund. Firstly, Congo by David Van
Reybrouck. The project keeps surprising, this time with translations in Danish,
Norwegian, German and French. It also won various prizes in Germany and France.
That shows that Flemish journalists can be very meaningful on an international
level. Rudi Rotthier won the Vlaamse Noordzuidpersprijs for his series of articles
on Pakistan published in Knack. Pascal Verbeken’s Grand Central Belge is on the
longlist of the AKO Literature Prize. Lisa De Bode won the Dick Scherpenzeel Prize
of Encouragement 2011. The documentary Silent Stories by Hanne Phlypo and
Catherine Vuylsteke won a prize in Montréal. Edwin Koopman’s book The Oil King
and Korneel De Rynck’s debut Tito’s Garden were nominated for the Bob den Uyl
Prize. The latter also won the Groene Waterman audience award. Greet Brauwers
and Raf Custers’s documentary Lithium, a curse or a blessing for Bolivia, received
the press prize of the Federal Council for Sustainable Development from Belgium’s
Prince Filip.

But also the first published projects supported by Journalismfund.eu are surfacing.
Adrian Mogos and Vitalie Calugareanu’s Buy your way into EU citizenship, for
example, which was nominated for the European Press Prize. Matej Surc and Blaz
Zgaga won the CEI SEEMO Award for Outstanding Merits with their excellent trilogy
on arms trade in former Yugoslavia.
Finally, slowly but steadily a tendency is appearing that will gain in focus in 2013:
internationalisation and cross-border cooperation will more than ever be what the
support of the Pascal Decroos Fund aims at.

he goal of the Pascal Decroos Fund is to keep the memory of Pascal Decroos alive by
continuing his life’s work by:
• stimulating quality and investigative journalism in Flanders and beyond;
• creating the possibility for young people to develop journalistic talents in practice;

The Pascal Decroos Fund awards grants to special journalistic projects. By doing that, the
Pascal Decroos Fund wants to offer financial support to Flemish quality and investigative

Jury
• The evaluation of the applications is done by an independent jury of media professionals
who are not affiliated to a certain newsroom or medium. The jury is composed by the Pascal
Decroos Fund out of a list of names presented by the members of the Advisory Board.
• The jury consists of four members, three of which have a lot of experience in journalism,
while one has another relevant background. Every two years, two of the jury members are
replaced; members of the jury can keep their position for a maximum of four consecutive
years. The fact that the names of the jury members are not made public warrants their
maximal independence.
• Each proposal is evaluated by the four jury members individually according to nine preset
criteria. According to the proposal’s score and in function of the available budget, each jury
member also proposes an amount for each proposal.
• The jury members send their evaluations to the Pascal Decroos Fund, at least five working
days before the three-monthly evaluation meeting. The Pascal Decroos Fund then brings
together the different evaluations in one file, in function of the evaluation meeting.
• At this evaluation meeting the jury members, with respect to the individual score cards,
reach a consensus on awarding the grants and dividing the available budget. The director of
the Pascal Decroos Fund acts as secretary?
• If the votes of the four jury members are divided equally, the jury president will propose a
compromise that has to be accepted by all jury members.

• There are four evaluations per year, i.e. one per quarter.
• Applicants will therefore be told of the result of their proposal’s evaluation three months
after applying, at the very latest.

• The annual budget available for grants (190,000 Euros), is divided in four envelopes.

• Each quarter the envelopes are divided among the selected applications. If an envelope is
not or not entirely spent in one quarter, the balance is transfered to the next quarter. It works
as ‘rolling funds’.

Donors
The Pascal Decroos Fund is supported by a large group of people who are interested in and
sympathise with it. In 2012 we were able to convince 114 people to deposit some money on
the Pascal Decroos Fund bank account. The total amount was 5,064 Euros.
WO RK IN G GRA NTS P R OJECT
1. OBJECTIVES
The objective of the working grants project of the Pascal Decroos fund is to enable journalists
to execute journalistic projects of special nature and quality, in other words projects that could
not be realised within the remit of regular journalism.
The aid takes the form of grants to individual journalists. They must demonstrate that their
project is unusually costly or from a time-consuming nature that the normal support of editors
or publishers is not sufficient for the project. The projects must exceed regular reporting, daily
journalism or correspondence. The subject or theme must be special, or else the approach or
perspective.
2. PROCEDURE
The setup and method of the project has to be convincing: the plan should be well thoughtout and developed, the different sources of information (archive, interviews, travel) should be
coherent and there should be a real chance that the project can actually be executed. If needs
be – depending on the nature of the project – the applicant has to be able to prove that he or
she has the necessary knowledge, competences or experience to execute the plan.
A guideline containing conditions can be found online. The applicant can talk his or her
proposal over with the director of the Pascal Decroos Fund beforehand.
In principle, the jury meets once every three months to evaluate the proposals that were sent
in. In case the project is refused, the applicant receives a motivation of the jury’s decision.
The complete amount of the working grants awarded in 2012 is 197,988 Euros, which was
divided over three terms.
3. NUMBER OF APPLICATIONS
During the year 2012 the Pascal Decroos Fund received 68 applications in three terms
(normally there are 4 terms), submitted by 81 applicants.
The jury convened three times in total and awarded an amount of 197,988 Euros in subsidies.
Out of the 68 submitted applications, 42 (61%) were approved after evaluation, 26 were denied.

6. APPLICANT PROFILES

A total of 81 applicants were involved in the 68 applications submitted in 3 terms. 53 (65%)
thereof were freelancers, 15 (19%) employed journalists. Also, 10 (12%) students took their
chance, which shows that the barrier of the working grants project is not too high for starters.
This is particularly important with respect to the Pascal Decroos Fund’s mission to offer
opportunities to starters.
Awarded
29 people (65%) who received a working grant were freelancers, 7 (16%) were employed
journalists and 5 (11%) were students. 16 people (36%) who received a working grant were
starters. The Pascal Decroos Fund thereby fulfills one of its missions (creating the possibility
for young people to develop journalistic talents in practice). The grants went to 26 men and 18
(41%) women.
7. C O O P E R AT I O N T V S H O W V R A N C K X - S TA R T E R S
In April 2012 a cooperation was established between the Pascal Decroos Fund and the TV
show Vranckx that runs on Belgian public network Canvas. In order to support beginning
reporters in realising their project, the cooperation allows them to submit their idea to
Vranckx’s editorial office, which then evaluates the ideas. If an idea is selected, the Pascal
Decroos Fund, after a positive evaluation of the application, provides an amount of money for
the research phase.
To date two projects have been made possible through the cooperation: the documentaries
Stateless, in which Palestinian-born Belgian Majd Khalifeh travels to the Middle East to find his
fatherland and his roots, and Mostalgia, the class of ’91, in which Bosnian-born Belgian Sem
Bucman visits the place and the people that he left behind when the war broke out.

The website www.fondspascaldecroos.org is the Pascal Decroos Fund’s communication base.
Anyone can visit it for information on the grants awarded and the publications, broadcasts
and/or reactions that accompany them. Working grant applicants can find the application
form on the website. Also, all the Fund’s actions and the events where the Fund is prominently
represented are announced and commented on on the website.
There is a lot of information on subjects like the recognition committee, the right of reply,
copyright issues, Belgian and international awards, etc.
Furthermore, the Pascal Decroos Fund is asked quite frequently about journalism courses
in Flanders. It anticipates on those by publishing a list of Flemish university-colleges and
universities that offer a journalism course (including post-academic ones) on its website in
addition to an extensive overview of websites relating to journalism.
In 2012 the website had about 166 visitors per day, some 5050 per month.
2. WEBSITE WWW.MEDIAKRITIEK.BE
The website www.mediakritiek.be anticipates on the need for reflection on the media in
Flanders. The proof that that need still exists, is the high number of visitors to the website. In
2012 it had an average of 6100 visitors per month, about 200 per day.
However, management of the website (that runs on the obsolete Apollo system) is timeconsuming, which makes communication via that platform quite difficult.
The Pascal Decroos Fund is contemplating taking the website offline in 2013 (due to lack of
resources).

3. HARD-COPY NEWSLETTER
As was the case in previous years, two hard-copy newsletters were sent to the members and
other stakeholders of the Pascal Decroos Fund in 2012. The interpretation was rethought
in order to guarantee a more pleasant and more relevant reading experience. Every issue is
more or less dedicated to a specific topic, with which all articles deal. In that way, each issue
of the newsletter has a clear focus. Additionally, short articles on what the Pascal Decroos
Fund is doing and testimonies from grantees expounding on their projects have made way
for extensive reports on the Fund’s most important activities and realisations and thorough
interviews.

5. ELECTRONIC NEWSLETTER
Throughout the year 2012 the Pascal Decroos Fund sent 17 e-newsletters with information on
the working grants, events, actions, important news facts regarding the media, etc.

6. FACEBOOK AND TWITTER
The Pascal Decroos Fund Facebook page can be seen as an extension of the website. Www.
fondspascaldecroos.org publishes only those news items that have to do directly with the
Fund or with one of the Fund’s projects as well as news items relevant for the Flemish media
landscape. On Facebook the Fund has a broader approach. All news items that are published
on the website also appear on Facebook. But additionally, the Fund also posts links to
interesting mediacritical articles, interviews with journalists, essays and op-eds on journalism
and the media and much more.
The Fund’s Facebook page grew significantly again this year and went up from about 800 likes
in the beginning of the year to 1200 at the end.
On Twitter @pascaldecroos had 400 followers at the end of 2012.
7. A D V E R T I S E M E N T S
In 2012 the free advertising space the Pascal Decroos Fund received from Flemish print media
was worth 116,993 Euros in total. Thanks to the support of Flemish newspapers and magazines,
the Pascal Decroos Fund can count on a widespread brand recognition, with journalists,
publishers and the general public alike.
8. DONATIONS
The Pascal Decroos Fund works completely independently of commercial and ideological
interests. The fact that many people join the Fund as members/donors is proof that quality
journalism is no elitist business of the few, but a genuine interest of many citizens. Good
member recruitment is essential for the future of the Fund. Not just does it promote a broad
interest in quality journalism, it also guarantees the Fund’s survival – and the subsidies for the
working grants.
The members are closely involved in the working of the Pascal Decroos Fund. They are invited
to all activities (debates, lectures, conferences) and receive two hard-copy newsletters and
multiple e-newsletters per year.
Regular members pay an annual fee of 30 Euros, donors 60 Euros, honorary donors, 125 Euros.
For companies the fees are 60 Euros, 125 Euros and 250 Euros respectively. Students and
members of the VVJ (Flemish Association of Journalists) pay 12.5 Euros.
In 2012 the Fund was financially received financial support from 114 people.

8. DONOR MEETING DURING VVOJ CONFERENCE
At the VVOJ European Investigative Journalism Conference the Pascal Decroos Fund, in
cooperation with VVOJ itself, hosted a side track of the programme specifically aimed at
foundations and funds.
On the first day of the conference, Friday 16 November, the Fund brought together different
international foundations and funds and, in a meeting set up especially for them, let them
get closely acquainted with investigative journalism. David Kaplan, director of the Global
Investigative Journalism Network, Brant Houston, professor of investigative journalism and
former director of IRE, and Journalismfund.eu’s Brigitte Alfter explained how investigative
journalism is financed and what the importance is of (grants for) investigative journalism.
Afterwards, two representatives of nonprofit investigative journalism centres talked about their
projects, output and impact and about the deliverables for donors and sponsors.

The postgraduate IRJ course has been organised by the Pascal Decroos Fund since 2007, in
cooperation with Thomas More Mechelen. Various students from the previous years have
managed to publish cases in Flemish media:

The academic year 2012-’13 saw 16 students start the course.
The postgraduate course International Research Journalism is unique in both Flanders and The
Netherlands. The students are familiarised with techniques that regular journalists have never
heard from. The goal is to learn how to make news.
Research journalists have to be prepared to investigate a single subject for a long time, to work
their way through less fascinating matters and to make use of archives and FOI legislation.
They also have to have an exceptional willingness to find out things that at first sight seem like
they can’t be found or don’t exist.
The course gives insight into how to successfully set up a journalistic research project and
helps to reach a well argumented, credible journalistic result. It consists of three modules:
• Research Journalism
• International Reporting
• Portfolio
The course covers about 140 hours on Tuesday and Thursday evenings.
Guest lecturers are Dutch and Flemish media figures and professional journalists with proven
research or international experience. Some names: Rudi Vranckx (VRT), Gie Goris (MO*),
Peter Verlinden (VRT), Marleen Teugels (Knack), Lisa De Bode, Luuk Sengers, Jens

1. SEPTEMBER 2012 CALL FOR PROPOSALS
The launch of the new website, an electronic newsletter and a brand new Facebook page
improved and widened Journalismfund.eu’s communicative reach, resulting in a significant
increase in the number of applications for Journalismfund.eu’s September 2012 application
round. A total of 41 applications were filed, more than double the average number of
applications that were filed in previous rounds.
77 journalists applied individually or as a team. Applications came in from all over Europe, and
even further, amounting to 28 different countries in total. Of all the journalists who applied,
most were from Romania (12) and Italy (10). Also well-represented were Germany (8), France
(5), Latvia (4) and The Netherlands (4). The UK, Spain and Lithuania each had 3 journalists apply.
The total amount asked for was 314,451 Euros, while there was only 20,000 to spend.

Accolades
With the publication of the third novel, the trilogy In the Name of the State, about the illegal
trafficking of arms during the Yugoslav Wars, gained widespread attention in the Balkans. All
books of the trilogy reached the best-sellers list in Slovenia. The third, Cover-Up, was the
number one best selling book in May 2012. Journalists Matej Surc and Blaz Zgaga won the CEI
SEEMO Award for Outstanding Merits in Investigative Journalism 2012 for their investigative
work for the project.
Journalists Adrian Mogoș and Vitalie Călugăreanu have been shortlisted for the European
Press Prize for their story Buy you way into EU Citizenship.
4. COMMUNICATION
Website
On 5 July 2012, Journalismfund.eu launched its new website. The old Apollo-based CMS had
become obsolete on both the functional and presentation level.
On the functional side the new website offers a new and easier-to-use application form.
Applicants can register with all the relevant data about the main applicant and the team
members. Then they can log in to their document and file the application when they are ready.
Also, it is now possible to add further documents until the deadline.
On the presentation side the new website has a state-of-the-art look-and-feel to give better
exposure to our grantees’ work. The research team can now be presented along with each
article published. This will allow future networking and make contacts easier in the journalism
community. Another means of making contacts easier is the agenda. Journalismfund.eu has
for a while had a very well updated agenda particularly with the activities of the investigative
journalism community in Europe. With the new website this can be better displayed – all actors
are thus invited to share their events with us for broad distribution to a European journalist
community.
Furthermore, the new website has greatly facilitated “spin-off” communication, i.e. pushing
news that was posted on the website via other platforms. More specifically: an electronic
newsletter on the one hand and integration with Facebook and Twitter on the other. More on
those communication platforms further down.
The launch of the new website was slightly delayed, but nonetheless triggered a significant
increase in the number of visitors to the website, as can be seen in graph 1 below. July 2012,
when the new website was launched, saw 2,000 more visitors than June. Another peak was
registered in September 2012, when a new call for proposals was issued. Graph 2 shows that
in 2012 more people than ever found their way to Journalismfund.eu: 17,147, up from 11,269 in
2011.

E-newsletter

The new Journalismfund.eu provides the possibility to send a clear, well-structured electronic
newsletter to all subscribers in our database. The first issue of the newsletter was sent out in
September 2012 to announce the call for proposals. It did not miss its effect: a record number
of 5,000 visits were registered in that month.

target audience of Journalismfund.eu, is also posted on Facebook.
At the end of the year 2012 the Journalismfund.eu Facebook account was a community of 210
people, a number that will further increase as we solidify our communication via Facebook
even more.
Twitter
The Journalismfund.eu Twitter account has 200 followers. We tweet on a regular basis about
things having to do with investigative journalism in general or specifically with Journalismfund.eu .
LinkedIn
The LinkedIn account brings together 1800 journalists and media professionals from around
the world.

obbing.eu is running smoothly. The work is divided between the
editing team, with co-editor Staffan Dahllöf taking care of the dayto-day reporting and keeping in touch with the FOI activist community.
Co-editor Brigitte Alfter occasionally takes on some reporting, too, while
web editor Rafael Njotea offers support in the form of occasional article
writing, communication via social networks and so forth.
1. DATA HARVEST CONFERENCE
2012 saw the second edition of the Data Harvest Conference, a Europe-oriented conference
on data journalism and wobbing organised by Journalismfund.eu, Wobbing.eu and
Farmsubsidy.org. From 6 till 8 May one hundred data journalists from more than twenty
different countries gathered at the Erasmushogeschool in Brussels.
The aim was to witness and practice new research methods, learn how to find stories out of
unstructured information and get access to hidden data by using specialised techniques. Those
varied from sending a decisive email to an authority and claiming your Freedom of Information
rights to using sophisticated Internet tools such as Google Fusion. The conference was
streamlined into four tracks: wobbing, journalism lab, get the tools and farmsubsidy.
Wobbing track
Wobbing is becoming an ever more widely used method of doing journalism. A significant
portion of this year’s conference was therefore devoted to the wobbing track. Specialists
from all over Europe had been invited, resulting in some prominent names giving a total of
ten sessions on wobbing. Those names included BBC’s Martin Rosenbaum, Dutch FOI expert
Brenno de Winter, Spanish journalist Mar Cabra and Blaz Zgaga, co-author of the trilogy In the
Name of the State who wobbed thousands of documents to uncover Slovene government’s
illegal trade of arms during the UN embargo in the Yugoslav Wars. The presence of Indian WOB
specialist Shyamlal Yadav made the conference even more international.
Journalism Lab track
Visualisation of abstract data by interactive graphics and maps is becoming increasingly
important in journalism. It turns a bunch of figures into something understandable and
comprehensible without requiring you to write code. During this second edition of the
Data Harvest Conference the number of programmers and coders who attended increased
significantly compared to last year. In the Journalism Lab track and the get the tools track
coders and journalists could meet and exchange ideas.
Get the tools
Some of Europe’s most experienced journalists and programmers in the fields of data
journalism, freedom of information and visualisation got training and shared their experiences
and network. The common interest was to follow European money, analyse European data and
get European stories going. Danish journalists Anders Pedersen and Peter Andersen, Duncan
Campbell and BBC’s Paul Myers were among the people to share their tools.

In the farmsubsidy track working experiences were exchanged about the EU Financial
Transparency System and the European farm subsidies. On www.farmsubsidy.org journalists
can find new data and updates on EU money spent on subsidies for farmers among EU
countries.
About fifty sessions were given in total during the conference, varying in content and
approach.

2. COMMUNICATION
Internet traffic to the Wobbing.eu website increased compared to 2011. In total, a bit over
14,000 visits were paid to the website by 9,030 people during 2012, compared to 10,800 and
7,087 respectively for the year before.
The increase is partly due to the buzz that the Data Harvest Conference created in the
community. Graph 3 shows that the period just before, during and after the conference
generated more than average traffic to the website, with a peak of 853 visits in the week of the
conference (graph 4).
The statistics are good. Still, for 2013 we want to further improve visitor numbers. We hope
to do so by an intensified use of social media to push our stories. The Wobbing group on
Facebook has around 200 members, on LinkedIn around 800.

Re po rt : Deterrence of f ra u d w i th EU f u n d s

n the fall of 2011, the European Parliament Committee on Budgetary
Control, instigated by Bart Staes, called for a study on deterrence of
fraud with EU funds through investigative journalism in the EU member
states. Of the three candidates who were in the running, the Pascal
Decroos Fund won the bid. VVOJ’s Margo Smit was assigned to execute
the study. Brigitte Alfter, among others, co-authored. The study is
unique in that it, for the first time, presents an overview of the state of
investigative journalism in the 27 member states and talks about ways to
further it.
1. RECOMMENDATIONS
The study focuses on the question if investigative journalism can be instrumental in the
detection of and fight against corruption and fraud with EU funds, and if so, how. The
recommendations it makes are multifaceted but clear-cut: both European and national
policymakers should do more to support and facilitate investigative journalism if they want
to enlarge its role in tracing irregularities and fraud. Some of the recommendations the study
makes:
• the development of a central European hub or centre for generating, aiding and executing
investigative projects
• reducing bureaucracy, especially in access to data and in granting money to journalistic
projects and organisations
• the level of journalistic professionalism needs to be raised through targeted training,
presentation of best practices and research into sustainable business models
2. AN OVERVIEW OF INVESTIGATIVE JOURNALISM IN THE EU
The study also gives an overview of the investigative journalism landscape in the EU-27.
To get as clear and correct a picture as possible, close to one hundred journalists and dozens
of officials at the institutions were interviewed. Six countries are zoomed in on in more
detail. The Parliament had requested two old member states to be highlighted, as well as two
younger member states, one member state in the North and one in the South of Europe. Smit
decided on Italy, the United Kingdom, Hungary, Romania, Denmark and Spain.
3. INVESTIGATING EUROPEAN EXPENDITURES
The study acknowledges that there are great differences between the EU member states when
it comes to investigations into European expenditures and revenues. In some countries there
are ample stories about EU misappropriation of funds, while in others such stories are virtually
non-existent.
