Bids will be received for the work under one General Construction Contract, and shall be

from Dean Blount at Frazer Public School. The bid must be sealed in a manila envelope, be

A pre-bid walk-through for all interested Bidders will be held at 2:00 p.m., on Monday,
Aug. 1, 2016, current Mountain Time. Contractors will gather at the Construction site on the
west side of the High School, Frazer, MT, 59225. Sub-bidders are encouraged to attend.
All bids must be accompanied by bid security made in favor of Valley County School District
No. 2 & 2B, Frazer Public Schools in the amount of 10% of the bid, in one of the permissible
forms outlined in §§ 18-1-201 et seq., MCA; and the successful bidder will be required to furnish
appropriate performance and payment bonds in the amount of 100% of the contract sum as
outlined in §§ 18-2-201, et seq., MCA. The successful bidders will also be required to possess
a Montana Public Contractor’s Registration of the appropriate category prior to executing any
contract, and all subcontractors will be required to possess a Registration number prior to starting
any work on the project. In addition to these requirements, bidders are advised that the project
is also subject to the following requirements:

The successful bidder will be required to pay the State of Montana a sum equal to 1% of the
gross receipts from the public contract during the income year for which the Contractors registration number is issued.

Notice is hereby given that the Glasgow City Council will receive bids until the 15th day of
August, 2016, at 5:00 o’clock p.m., M.D.T. for the purchase of one used aerial firefighting apparatus priced at or under $150,000.00, in accordance with the specifications therefore, which
may be obtained from the Office of the City Clerk, 319 3rd Street South, Glasgow, Montana,
telephone no. 406-228-2476, FAX no. 406-228-2479. No bids will be accepted after the deadline.
The City Council, in open session, will publicly open, examine and declare the same, at 5:30
p.m. on said date.
Bid security in the amount of not less than ten percent (10%) of the amount of the base
bid which shall be: (i) lawful money of the United States, cashier’s check, certified check, bank
money order, certificate of deposit, money market certificate; (ii) bank draft drawn and issued by
a federally-chartered or state-chartered bank and savings and loan association that is insured
by or for which insurance is administered by the federal deposit insurance corporation; (iii) bank
draft drawn and issued by a credit union insured by the national credit union share insurance
fund; or (iv) a bid bond or bonds executed by a surety company authorized to do business in
the state of Montana; must accompany each bid. The successful bidder will be required to hold
its bid open for a period of 30 days following the opening, and to enter into a formal agreement

City of Glasgow, Montana, (the “City”) adopted a Resolution of Intention to Increase Rates for
the Users of the Municipal Sewer System.
The City finds it necessary to collect sufficient revenues to pay the costs associated with
upgrading and the operation and maintenance of the Sewer System.
The City proposes to amend the existing Ordinance to increase the monthly rate and
charge for sewer service.

Glasgow.
1616 A male reported that
someone dumped a wrecked
car on his property near Prewett
Interiors.
1807 A male reported that one
of his kid’s bikes was stolen at the
swimming pool. They found it by
the library. It was a blue 24-26inch Mountain Bike. A little girl
took it by mistake.
1840 A card was started at an
officer’s request for a bike that
was stolen.
2049 An officer requested dispatch to let BN know that a train
had been blocking the 4th Street
crossing in Glasgow for over 20
minutes. They were notified and
will try to get it moved.

0226 A female caller at Kiwanis Park reported someone
put their fist through her window.
Dispatch also received a call from
a man who was the campground
host, reporting a disturbance. A
short time later McCone County
reported an officer was responding. One citation was issued and a
male was escorted to his campsite
at Floodplain Campground. The
subject voluntarily blew a BAC
of .19 for the deputy.
0253 A male reported a red
car driving by the show house,
then later parking there without
his headlights on. No further
information was given.
1156 A privacy in communications was investigated on
Sapphire Ave. in Malta.
1447 A VIN inspection was
given on a trailer at Valley Crop
Care in Glasgow.
1713 A female reported a semi
hauling big round hay bales that
almost went off the road. The
tires went into the gravel. The
trailer has a possible Montana
license plate. The semi is going
by the Gateway and is headed
towards the dam. The caller
doesn’t want to sign a complaint.

1731 A female reported a gas
drive-off at Ezzie’s West End,
headed towards Shopko in Glasgow. The suspect vehicle was a
white Chevy 2-door Silverado.
An officer spoke with the suspect
driver, who had put the card in but

go back and take care of it.
2118 Dispatch advised that
FMDH called and reported a dog
bite that occurred in the county
at Paisley Rd. An officer will
respond.
2124 A male reported someone’s dogs were barking and
officers were notified. Dispatch
located the owner of the dogs at
Nickel Bills and told her that she
needed to take care of the dogs
or the next time she could be
charged. The dog’s owner said
she would take care of it.

0338 KENCO security advised they had a panic alarm
going off at Pizza Hut. An officer
spoke to the truck driver who
stated that he fumbled the code
that set off the alarm.
0625 A female reported to an
officer that her son’s bicycle was
stolen. By 0637 the female had
located the bike, but wanted to
speak to an officer.
1449 A female reported people on York Island shooting at
what appeared to be targets.
She wanted to know if that was
legal. Dispatch turned it over to a
person with the Fort Peck Corps,
who would handle it.
1627 A woman on Valley
View Dr. said she had a no-contact order against her husband.
Sometime in the last 30 minutes,
someone took a teal green 94
Ford Explorer off her property.
The vehicle was not licensed. An
officer went to Farm Equipment
Sales where he found the vehicle
in the husband’s possession.
1747 An officer was requested
at the Stockman’s Bar. A male
reported someone had parked a
vehicle in front of his garage so
he couldn’t get in. He also said
who the vehicle belonged to. An
officer spoke to the owner of the
suspect vehicle, who moved his
pickup.

wearing a black shirt, black jeans
and a backpack. No further action
required.
2102 An officer received information from an informant
that a male was driving who
wasn’t supposed to drive. The
suspect had left Eugene’s in a
newer silver truck with dark trim.
If located, stop him and notify
dispatch.
2200 An officer advised that
the alarm at Reynold’s was going off. Scott at Interstate Alarms
reported the same. He said it
was coming from the front entry
door. He was going to attempt to
contact a key holder, and then call
back. At 2207, an officer reported
all the doors were secured. At
2215, another call was received
about an alarm going off from
the front door entry at Reynolds.
An officer advised he had set it
off when checking the doors. The
alarm had reset, so they didn’t
need a key holder.
2237 A male reported a Chevy
truck that was all over the road.
The truck sped up when he tried
to pass and then slowed down
again. It was an unknown color
and license number, and the caller
didn’t want to sign a complaint.
2249 A female reported a female puppy was walking down
Highland Dr. and came into her
yard. The puppy was tan with
dark brown and was not wearing
a collar. It was possibly a pit bull
or German shepherd. She already
called the dog rescue and was
told that they didn’t have room
for it. The caller was possibly
going to call the pound about
the puppy.

0001 A female called saying
she was drunk and lost somewhere in the country. She said
she was walking and that she had
passed a house a while back and
tried to knock on the door, but no
one would answer. She said she
was going to her friend’s house
on 6th Ave. S. A deputy reported
being with that person at the
Milk River bridge. She logged a
.224 BAC.
0014 An officer reported having a dog with him that was a
shepherd mix that ran to his
house during the storm. She had
a collar with a rabies tag but no
other information. The officer
said they were checking on a
couple houses and the dog had
run off.
0045 A female caller wanted
an officer to stop by Alley’s
because there was a girl in there
she believed was using a fake
ID and that she wasn’t 21. The
suspect was driving a pickup with
a Montana license plate. The key
was retrieved.
0053 An anonymous male
reported he believed some underage kids were drinking in the
Montana Bar tonight. An officer
checked it out and there were no
underage drinkers found at the
Montana.
0612 An unknown female
called in from Frazer reporting that two boys were at her
cousin’s house fighting with her
and her husband. There was also
a girl in the car who was all cut
up and was there against her
will. Dispatch called Roosevelt
County and they were aware of
the situation and had already sent
an officer out.
0942 A male advised they
had a possible trespasser on the
train who may have jumped on
at Whatley Rd. while they were
stopped waiting on another train
to go by. An officer advised they
drove the train by the depot and
looked and no one was on the
train. An officer was going to go
to the edge of town and look to
see if anyone was hanging around
the tracks. The caller called back
to say that another train crew saw
this individual at the east end
of Whatley Rd. by Hwy. 2. No
trespassers were located.
1012 A female called in stating there were three suspicious
males with a small dog hanging
around the Ransom Bldg. An
officer went to the scene and
reported these individuals were

1324 A female caller reported
her dogs jumped out the window
by the air conditioner while she

not have their tags on them. The
caller was going to work, so her
neighbor was also looking for the
dogs and would call if they found
them. By 0008, they were unable
to locate the dogs.
1446 A deputy stopped to assist an individual at US Hwy. 2,
MM520 who was waiting for a
tire from Glasgow.
1528 A female caller advised
there was a tan or silver Trailblazer sitting in the road and one
of the occupants was throwing
up. She stated it was right off
Hwy. 2 on Hwy. 24N. An officer
checked it out and the vehicle

1630 An officer reported being
out with a male subject whose
pickup died in the road by US
Hwy. 2 and Ezzie’s West End.
The pickup was now off the
road.
1717 Hinsdale FD was paged
out. There was a prairie fire
about 35 miles north of Hinsdale,
north of Snake Creek School on
the Hinsdale Rd. N. Three other
trucks were also on the way, but
were cancelled because they were
in mop up at 1822.
1929 A male called in to report
a possible fire off of Bentonite
Rd. west of Britzman Rd. He
could see smoke and there had
been lightning in the area. Others
were also checking out the scene,
but no fire was found.
1938 A male found a credit
card in a park and was asked to
return it to its owner. Dispatch
didn’t have a phone number and
couldn’t contact the bank that the
card was from, so was putting the
card in evidence.
2000 The lights at 6th and 4th
streets in Glasgow are flashing.
Someone was called, who said
that as long as they kept on flashing, they were alright. If they
quit, they were to call him back.
2030 A male reported a dog
was left out on Francis Street in
Glasgow during the storm and
that he was crying and the male
was concerned for the dog’s
safety.
2037 A female caller reported
that houses on Duck Creek had
very low water pressure and she
did not know where to report it
to. A man who was on the water
board for Fort Peck was notified
and he would call the female
caller back to get her in touch
with the right people.
2102 An operator called to let
dispatch know that a fire alarm
went off and then restored itself
right after at the CBP in Opheim.
Dispatch called the border patrol
and they stated they had a power
surge and that there was no fire.
2104 A deputy called in a tree
on fire just south of Nashua by
the Lauckner residence. It was
smoldering and they were going to put water on it. An officer
requested dispatch to have Long
Run come out with a chainsaw to
cut down the tree because it was
smoldering all the way down at
the base.
2146 A deputy stopped to
talk with a hitchhiker who was
wearing all black and had a
backpack. He was about 5’ 4”
and 110 pounds. He had darker
skin with a southern accent. He
was told to keep to the shoulder
of the road since he notified the
deputy he was walking to another
town. He also refused to give out
his name.
2214 A male called in to report
he thought something was going on with his wife. She was at
the Durham and she had texted
him to call 911. He was worried
because their ex-foster son had
made threats against her and he
was worried for her safety. An officer went to the scene and talked
with the female. He had talked
to the wife and she had told the
husband to call the cops about
some gun shots he had heard, but
she is in no danger.

0409 An officer was out with
some kids who were drinking at
10th Street S in Glasgow. The officer wrote an MIP on a male and
recorded a BAC of .09.
0428 An officer saw a male in
Holiday and he took off running.

0503 A male caller reported
there was a brown and white
horse running around Frazer and
it was now in the school parking lot.
0828 A male caller advised
there was a little white pickup
parked behind the museum that
was full of trash, and he thought
it was strange to be there. An officer checked it out and advised
this subject was taking a nap in
the back of the truck. It was his
home.
0858 A female caller stated
there was a lone male walking
on the Fort Peck Hwy. towards
Ft. Peck and she thought he may
have dropped a bundle of clothing. She thought someone should
check on him. The caller called
back on her way home and she
saw this subject still walking.
He was now about at Breckens
Corner.
0920 A female caller advised
that a big, dark colored great
dane with a red collar ran past
her house headed south. She tried
to get him to come to her, but he
wouldn’t.
1020 A female found a very
friendly dog with no collar. It
was a black lab/heeler mix. She
was in the alley behind the Oasis.
An officer advised he was going
to leave the dog there for now to
see if it wouldn’t go home. If not,
then contact him and he would
take it home with him.
1107 The NFD was paged out.
A male with the fire department
said they had two trucks heading
out right then. The RCSO dispatch advised they had a report of
some trees on fire by the Oswego
Community Hall. Dispatch tried
calling the BIA, but there was no
answer. An officer advised this
was a controlled burn. RCSO
called asking if VCSO dispatch
had issued a burn permit for
Oswego, and we advised them
we had not.
1518 A male reported a minor
fender bender in front of the Ft.
Peck Theatre. It was a Chevy
pickup and a Toyota pickup.
There were no injuries.
1530 A female called in stating she witnessed a vehicle hit
a dog on MT Hwy. 42 and Milk
River Bridge in Glasgow. The
vehicle did not try to swerve or
miss the dog in any way. She
stated it was an older model red
Suburban with a female driver.
She is willing to come in and
sign a complaint. She also got
a partial license number. When
dispatch ran the number, it came
back registered to a different
vehicle. Dispatch advised they
had no one they could send right
then, but the caller said she would
be at the mortuary in Glasgow
tomorrow and they could talk to
her then.
1431 There was a parking
violation at the Lawrence Car
Wash, and a woman was on her
way to pick it up.
1933 An officer notified dispatch that the lights at the 4th
Street crossing were flashing
again. A man was called who said
the lightning must have knocked
out the clock, so he will have a
man from Miles City come up
and fix it this week.

0047 A woman called in reporting that her house had been
broken into and she would like to
speak with an officer. She stated
that this happened at midnight
and that she was in the house
sleeping and woke up to her back
door being opened. She then stated that her cell phone was dead
so she went to the convenience
store and charged her phone, got
a pop and that she was heading
back to her house now.
0611 A man called in about a
tree that looked like it had been
struck by lightning. He stated that
it was smoldering at this point
and there was a lot of smoke.
Its location was just south of the
Milk River bridge on the left side
of the road in the river bottom. By
0853, the fire was out and the tree
was on the ground.
0809 A woman advised they
had a run-away dog, an eightyear-old female named Molly.
She was a black mini Australian
shepherd who got out of her
leash and took off heading east
towards the houses. At 0826,
another woman called in about
her dog being missing. It was a
