City leaders are proud to present this year’s Annual Report to Concord residents
and business owners. The 2015-16 fiscal year was one of cautious celebration, as
the economy continued to recover and the City was able to start repairing some
of the infrastructure that had been neglected during the recession.

Between the strengthening economy and the city’s marketing efforts, Concord
has seen a sharp decrease in office vacancies, and an increase in sales and hotel
occupancy tax. New projects are coming to town. For example, CenterCal
Properties chose to build the first new shopping center in the I-80 corridor in
over two decades in Concord. Called Veranda, the project will go up on the
30-acre site of the former Chevron campus on Diamond Boulevard with “chefdriven” restaurants, a Whole Foods 365, and other unique stores.

2015–16 Project Highlights
Concord Naval Weapons Station Redevelopment
The Concord City Council, sitting as the Local Reuse
Authority (LRA), selected Lennar as the Master Developer for
Phase 1 of the redevelopment of the 5,028-acre site. The first
phase is approximately 500 acres of the 2,248-acre Concord
Reuse Plan project area. The East Bay Regional Parks District
announced a planning effort for a world class regional park on
2,500 plus acres on the site, preserving it for open space, trails
and limited activity areas.
Rental Housing Workshop
With rents going up all over the Bay Area, the City
Council hosted a Rental Housing Workshop to hear
different perspectives on the issue. Regional experts,
a tenant organization and an association of apartment
owners were brought together to educate the City Council
and the public on this important topic.
Encouraging in-law units
The City launched a two-year pilot program to encourage
property owners to build small (640 sq. ft. or less), secondary
living units, sometimes called in-law units, on their property
to increase the amount of affordable housing available in
the community.
Another successful year at the Pavilion
The Concord Pavilion enjoyed another success season in
2015, and has hosted several sell-out shows in the 2016 season
going on now. As part of the City’s contract with Live Nation
to operate the facility, Concord residents have access to tickets
to Pavilion shows before they go on sale to the general public.
In addition, 2,000 complimentary tickets were distributed in
the community.
Crews work on Farm Bureau Road improvements
Farm Bureau Road gets an update
Sidewalks, curbs, gutters, ADA ramps, and a bicycle lane
were constructed on Farm Bureau Road between Willow Pass
Road and Wren Avenue. The improvements are one of several
Safe Routes to Schools projects that have been completed
around town. The rest of Farm Bureau will receive a similar
upgrade over the next several years.
ADA improvement project
Forty-eight sidewalk curb access ramps were constructed on
locations on Concord Boulevard, Arnold Industrial Way, Mohr
Lane at Del Rio Circle, Harrison Street at Broadway Avenue
and Michigan Boulevard at Washington Boulevard. Each year,
additional ramps are constructed as funding permits.
New Asphalt Zipper
Public Works acquired a new tool that boosts the department’s
capacity for repairing potholes. The Asphalt Zipper is a piece
of portable equipment that grinds the existing asphalt and
turns it into reusable material. This allows for compaction and
restoration of the base, making repairs much more efficient.
Food trucks roll into downtown
After a few weeks of testing, Off the Grid decided to bring
its selection of food trucks to Todos Santos Plaza on Monday
evenings from 5 to 9 p.m. This new downtown event is
proving popular with those looking to sample fare from
around the world from the rotating selection of food trucks.
Residential street improvements
Pavement maintenance improvements were made to 78
residential streets. The project included slurry or cape seal overlay
treatments and covered approximately 231,744 square yards
of pavement.

Economic Development Spotlight
As the county’s job center, Concord is home to one of every
eight jobs in Contra Costa County, and the City recently
attracted several more significant companies that were looking
to relocate.
Leading financial institution Wells Fargo Bank has signed
a lease that will bring approximately 1,100 employees to
the downtown when it occupies 285,000 square feet of
office space at Swift Plaza in early- to mid-2017. Swift
Plaza is the former Bank of America campus near the
downtown BART station. In north Concord, home and
business security company Bay Alarm will establish its
new headquarters in the former Heald Business College
campus on Commercial Circle.
Some of Concord’s competitive advantages that helped
to attract these types of companies include mass transit
accessibility with two BART stations, an educated workforce,
a pro-business environment and lower lease rates compared
to other Bay Area cities. In fact, Concord’s Class A office
rates range from $2.25 to $3.00 per square foot per month
compared to San Francisco’s Class A office rates, which run
up to $6.50 per square foot per month.
The City’s unemployment rate has been steadily
decreasing over the past year. Concord registered a 4.3 percent
unemployment rate for May 2016 compared to 5.0 percent
only six months prior. At just 4.3 percent, Concord is
outperforming the state and the nation, which during the
same period registered unemployment rates of 4.7 percent
and 5.5 percent, respectively.
Downtown Concord
Downtown Concord attracted more visitors than last
year thanks to the popularity of its trendy micro-breweries,
the family-friendly Music & Market series and an eclectic
global dining scene that is still growing as five more dining
options are in the process of locating in the downtown.
Four of the five new establishments will be occupying
space in Salvio Pacheco Square, including an Asian fusion
restaurant, a Peruvian restaurant, a Poke restaurant and an
Asian tea house. The fifth newcomer is craft brewery Hop
Heavy Brewing Co., which is currently under construction
just a block away on Pacheco St.

Destination for retail and dining
Concord added to its reputation as a regional destination for
retail and dining, generating more retail sales than any other city
in Contra Costa County. In 2015, Concord generated nearly $3.27
billion in taxable sales, an increase of about 8.6 percent over 2014.
One of the most exciting announcements in the past year
concerns the redevelopment of the former 30-acre Chevron
campus on Diamond Boulevard. Look for construction
starting soon on Veranda, a proposed 375,000-square foot
lifestyle center that has already signed a lease with Whole
Foods 365. Veranda is the first new shopping center to open on
the I-80 corridor in over two decades and reinforces Concord’s
reputation as a regional shopping destination.

have opened
at the Willows
Shopping Center
The close of 2015 and beginning of 2016 was been a busy
time for restaurant openings in Concord. At The Willows
Shopping Center on Diamond Boulevard, Eureka! Restaurant,
Ike’s Place and Rick’s Rather Rich Ice Cream opened near the
end of 2015; the first-ever Bay Area location of Dos Coyotes
Border Café will open later this year.
A new Buffalo Wild Wings opened on the former Marie
Callender’s site on Diamond Boulevard, and just down the
road at the former Peppermill site – now known as Meridian
Square – four more restaurants recently opened: Noodles &
Company, Blaze Pizza, Jimmy John’s Gourmet Sandwiches
and The Habit Burger Grill.
In addition, Sunvalley Shopping Center completed its
23,000-square foot food court with seating for 525 people
and will soon be home to Round 1 offering bowling, karaoke,
arcade games, billiards, darts, ping pong and food.
In other restaurant news, the former Coco’s Bakery
Restaurant on Treat Boulevard is being converted to an
Original Mel’s Diner.

Budget Overview
Shift to two-year budgeting
The City Council passed a balanced budget in June, in time
for the start of the City’s fiscal year on July 1. Last year, the City
Council approved a plan to transition from one-year Operating
and Capital budgets to two-year budgets. Biennial budgeting
allows the City Council and residents to better understand
the City’s budgeting process by concentrating on either the
Operating Budget or the Capital Budget each year. The new
process also makes more efficient use of staff time. In June
2015, the Council adopted the 2015-2017 Operating budget and
a one-year Capital budget. This year, the Council adopted a twoyear Capital budget and updated the 2015-17 Operating budget.
Measure Q funding
During the recession, Concord voters approved Measure
Q, a half-cent use and transaction tax that provides revenue
to the City to protect and maintain Concord’s city services,
including 911 emergency response times, police officers, gang

prevention, crime investigation, neighborhood police patrols,
city streets and pothole repair, senior services and nutrition
programs, youth and teen programs, and other general city
services. Measure Q was originally passed by the voters in
2010 with an extension of the measure in 2014, which passed
overwhelmingly with 76 percent of the vote. Measure Q
brings in approximately $12 to $13 million each year and is
appropriated to both the Operating and Capital budgets.
The Operating budget, or the part of the budget that pays
for day-to-day operations, includes the General Fund. The
FY 2015-16 General Fund budget of $94 million included $7.8
million in Measure Q dollars. The FY 2016-17 General Fund
budget of $89.4 million includes $7.5 million in Measure Q
dollars and reduces the general fund’s reliance on Measure Q
by $300,000. These additional funds have made it possible
for the City to avoid reductions in essential services and to
replenish its reserve, which has now returned to 30 percent.
However, the City Council realizes that the measure sunsets
in 2025 and has directed staff to reduce reliance on Measure
Q funds over the next nine years.
The two-year Capital budget for 2016-2018 allocated $32.4
million in funding for projects that maintain or improve the
City’s infrastructure (roads, parks, sewer, facilities, etc.).
Measure Q funds make up 16 percent of that budget, or $5
million. In addition, the City Council approved a Lease
Revenue Financing Agreement (LRFA) in 2015 to provide
an immediate $22.4 million surge of funding over five years
for badly needed road repair projects. Payments on this loan
are made from Measure Q revenue. The Capital budget also
includes $6.7 million of these dollars or 21 percent of the two
year budget. In total, Measure Q will provide approximately
36 percent of funds for capital projects.
Fall 2016
The City’s Capital budget relies on a wide array of sources
to support the nearly 100 on-going and new Capital projects
that have been approved to go forward over the next two years.
In addition to the Measure Q funds discussed in the preceding
section, Capital projects can be funded by the General Fund,
Enterprise Funds (such as sewer and stormwater), grant funds,
and internal service funds (monies set aside over time for
replacement of City equipment). Many funds are dedicated to
one type of project and may not be spent in other areas.

The City Council relies on a detailed evaluation criteria to
decide which projects should be approved including health
and safety needs, regulatory compliance, cost reduction,
improved efficiency, promotion of economic development,
implementation of the City’s Complete Streets Plan, Climate
Action Plan or General Plan, and projects that support one
or more of the City Council’s own initiatives (Public Safety,
Infrastructure Maintenance, Long Term Financial Stability,
Customer Service, Quality of Life, Economic Development,
Organizational Strength and Employee Success).

including pavement rehabilitation, new bike lanes and a
new sidewalk on the north side of the street

approved Capital budget, below are highlights of some of
the projects approved for design and/or construction over the
next two years. Several of the projects address the backlog of
maintenance on City streets.

Concord Connect cell phone app launched
The City launched a new cell phone app called Concord
Connect that makes it easy to submit non-emergency requests
for service. The new app replaced the old Civic Hero app.
Residents can report issues such as graffiti, potholes, streetlight outages and much more. The app sends the service request
directly to the appropriate City department and tracks the status.
New ways to connect with Concord Police
Attendees at a bike planning workshop
Bike and pedestrian plan moves forward
Residents participated in several community workshops to
create the City’s Bicycle, Pedestrian and Safe Routes to Transit
Plan. Bicycle and pedestrian planning experts and City staff heard
from residents and incorporated their comments into the plan.
Tennis courts return with a twist
Several tennis courts that have been out of commission
for years due to the recession are now back in service. Three
tennis courts at Concord Community Park and eight courts at
Willow Pass Park were resurfaced. As part of this project, four
tennis courts at Willow Pass Park were converted to 14 pickle
ball courts, reflecting the popularity of this new sport.
Community center celebrates re-opening
Centre Concord, the City’s popular community center at
5298 Clayton Rd., received a much-needed renovation. The
ballroom was refurbished with new moveable walls and
covering, and extensive upgrades were made to the restrooms,
lobby and parking lot to improve ADA accessibility.
New arches and lights for Todos Santos Plaza
Todos Santos Plaza, Concord’s favorite family-friendly
meeting place, received an upgrade with the installation of
two new entry arches and the replacement of the lights in the
trees that encircle the plaza. The arches welcome visitors on
the Willow Pass Road side of the plaza and the new twinkle
lights announce the plaza as a lively and inviting place to enjoy
the numerous events that take place there. New lights were
also installed in trees between Mt. Diablo Street and Galindo
Street, leading the way to the plaza.

The Concord Police Department launched Facebook
(ConcordPolice) and Twitter (@concordpd) accounts to share
news and information with the public. The social media sites
provide safety tips and announcements well as new Street
Smart videos, an updated version of the former cable TV
program by the same name.
Detroit Avenue pedestrian and bicycle project
Improvements on Detroit Avenue between Monument
Boulevard and Clayton Road included sidewalk and
accessibility improvements, buffered bike lanes, installation
of street lighting and pavement replacement, including green
asphalt for the bike lanes.
Earth Day celebration
The City sponsored its first Earth Day celebration on
Saturday, April 23 at Newhall Community Park. The event
included tree plantings, path restoration, creek clean-up, trash
pick-up and the planting of a butterfly garden.
Corridors plan connects BART and downtown
Residents and staff worked to create a Corridors Streetscape
Plan for three downtown street corridors: Oak Street, Grant
Street (from Oak Street to Salvio Street) and Salvio Street (from
Grant Street to Broadway). The project will improve connections
for pedestrians and bicyclists between the Concord BART
station and the downtown area around Todos Santos Plaza.
Concord library gets bike locker
A new bike locker was installed at the Concord Library,
2900 Salvio St. The locker holds four bikes at a time, and
makes it convenient for residents to take a bike ride to the
library instead of driving the car.

The fun happens on the field, so don’t just watch from the
sidelines! Here is your chance to join in your toddler’s
introduction to the world’s most popular sport. You’ll

Camp Concord is offering a special Lake Tahoe getaway

Afterschool Enrichment
The City of Concord Parks & Recreation Department in
cooperation with the Mt. Diablo Unified School District
is offering After School Enrichment classes at select
elementary schools in Concord. A wide variety of fun and
exciting recreation classes are offered for children in grades
1st-5th. Benefits include increased self-esteem, new skills and
abilities, improved social skills, higher school performance,
and encouraging lifelong learning. For Safety Reasons and
to sign waiver, PARENTS MUST COME INTO12
CLASSROOM and pick up students AFTER EVERY CLASS.
No class dates: Teacher In-Service Days, October 10;
Thanksgiving Break, November 21-25; Winter Break

This course teaches the beginning building blocks of public
speaking. Starting with being ready, practiced and focused,
they learn the importance of body language and variation
in their voices. Within the fun milieu of show and tell,
storytelling and poetry recitals, the goal is for your child
to start developing more confidence and skill in expressing
themselves to a group.

Chess Wizards’ interactive classes make learning fun for new
and seasoned students alike. Join us for tons of challenging chess
lessons and exciting games. You’ll improve your chess skills, meet
new friends, and work out your most powerful muscle – your brain!
Gymnastics
Develop strength, flexibility, agility, and confidence while
having fun in a non-competitive environment. Beginning
and intermediate gymnastics and tumbling skills are taught.
Learn the basics of all gymnastic events including vaulting
skills, bar and balance beam. Strength and flexibility
exercises with fun and challenging games are included.
Mats and gymnastic equipment provided.

K.O. Taekwondo
Instructor, Benjamin Ofori is a world winner of African
traditional drumming and dancing. He will teach you how to
play and dance like a star. Ethnic African music instruments
are used. The students will also have the opportunity to perform
at the end of the season for an audience of parents and friends.
Little Medical School
Students explore the world of medicine, science, and
importance of health in an engaging and fun way. They will
enjoy dressing up as doctors; learn about medical equipment
and functions of the human body. Using demonstrations,
crafts, and games, students learn to tie sutures like a real
surgeon, administer first aid, the connections between our
brain and spine and much more. At the end of the session each
child receives a fully functional stethoscope and a diploma.
Session 1: $25 materials fee due to instructor at first class.
Session 2 (new students welcome): $20 materials fee due to
instructor at first class.
Mad Science - Crazy Chemworks
Use your hands as a real Mad Scientist in this whirlwind
class on how a lab works! Students will learn to recognize
chemical reactions and add a few reactive ingredients for
some sensational results. We will explore the pH extremes
with our Reaction Tubes that are sure-to-be a popping
experience! Create slime using the Mad Science recipe, and
then enter the Slime Olympics to test our polymers. Probe the
properties of light and explore some unusual applications of
glow-in-the-dark technology! We will melt metal in boiling
water and freeze water with just a breath of dry ice!

Make Me A Pro Basketball
This is a traditional style Taekwondo that helps focus on core
values and is good for all ages and abilities. Emphasis is on
self-defense techniques, increased flexibility and stamina,
improving overall muscle tone, and a great cardiovascular
workout. Available in 2-day or 3-day per week option.
Optional uniforms are available at cost, payable to instructor.

Learn techniques of shooting, dribbling, and passing from the
triple threat position. Each day concludes with game play and
an NBA tournament series! Make Me A Pro Sports Basketball

Moderate 7-8 mile trek in Glen Ellen (Sonoma Valley).

This moderate 3 mile round trip hike to the tip with the cliffs
of Drakes Estero and Bay is a photographer’s paradise. In

birds, the cliffs and more. This amazing outing starts from
the Light House as we go down 308 steps cliff top to this
historic gem. After our 308 steps up, we will have a picnic
lunch at a hidden clifftop location with a breathtaking
ocean view.

Duxbury Reef/ Ocean / Cliff Adventure
This hike takes us cliff top above the beach near Bolinas.

climb over for a picnic lunch on the beach. The final trek
will have us rope climbing out and up to the top (easy to

The First Tee is a non-profit youth program established to teach
Life Skills and instill Core Values through the game of golf
in a year-round program for boys and girls.
Custom Club-Fitting Center
The First Tee Program consists of golf skills, games and challenges, life skills
education, golf etiquette and golf rules. All participants (ages 7 and up) enter the
program at our PLAYer level and advance through the levels, PAR,BIRDIE and EAGLE
by mastering the skills and concepts presented at each level. Target classes are
available to participants ages 5–6.

A ferry ride on the Blue and Gold Fleet from Pier 41
begins our tour to Angel Island. A shuttle will take us to
the Immigration Tour area. A docent will take us through

Balance and Preventing Falls
Every 18 seconds a senior visits the emergency room for a
fall. Falls are the leading cause of fatal and non-fatal injuries
for seniors. You will be given a home exercise program
including important balance and strengthening exercises
along with informational handouts. This is an interactive
presentation to increase awareness and knowledge of fall
prevention principles, group participatory discussion, and a
question and answer session. This is a unique class from a

Qi gong is a gentle movement practice that promotes
relaxation, strengthens muscles, balance and flexibility while
increasing energy flow. Explore sets created by respected Qi

Five Animal Frolics. Further enhance the body’s energy
channels and unwind tension by exploring Tai Chi Ruler:

Senior Center Scholarship Program  Scholarship Program is available to adults 50+ residing in Concord who wish
to participate in the Parks and Recreation Program. Approved applicants receive a maximum of $100 per individual, per year
with $5 co-pay. Complete application, activity choice and supporting documents to center staff for review. Applicant will be
notified when scholarship has been approved.
Memory Screenings  Screenings are held on the 4th Monday of each month from 1 p.m.–3 p.m. with the exception of
May (holiday).
Alzheimer’s Support Group  Alzheimer’s Support group meets on the 4th Wed from 1:15 p.m.–3:15 p.m.
Get Around Taxi Program  Program is available to Concord residents 65 years and older. Applications will be
accepted on Monday and Tuesday from 10 a.m.–noon at the center. Each book is $15 with a scrip value of $30. Registered

Advance Health Care Directives  FREE Advance Health Care Directive. Everyone, in particular seniors, should
have an Advance Health Care Directive. It is the legally recognized document that insures your health care wishes are
known and considered if you cannot speak for yourself. This important document allows you to appoint a representative
or agent to make health care decisions for you. Contra Costa Senior Legal Services’ attorneys will prepare an Advance
Health Care Directive for you for FREE every 2nd Thursday of the month. By appointment only, 6 separate 45-minute
appointment slots offered simultaneously at the following times: 9:15am, 10:00am and 10:45am call (925) 671-3320
Legal Assistance  A free legal clinic preparing Advance Health Care Directives is held by Contra Costa Senior Legal
Services (CCSLS) on the 2nd Thursday of every month, 9:15-11:30 a.m. For assistance with other legal issues, call CCSLS
headquarters in Concord at (925) 609-7900 or email [email protected]. CCSLS is a 40-year-old non-profit agency that
provides free legal services to seniors.

Holiday Program Helps Concord Seniors
Share the holiday spirit and take part in the Be a Santa to a Senior (BASTAS)
service program. This program has touched so many lives... the BASTAS program

WITHDRAWALS AND TRANSFERS
If you wish to drop a class or transfer to another session, call us at least five (5) full working days before the start date for a
refund or credit. No refunds for non-attendance, one-day workshops, trips or materials fees.
QUALITY ASSURANCE AND CREDITS / REFUNDS
Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us
what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no
refunds for non-attendance, one-day workshops, trips or materials fees. Refunds due to course cancellations can take
up to 2 to 4 weeks to process. Cash payments will be refunded by check. A credit left on a customer’s account will expire
12 months after the date of issuance. Fees and locations are subject to change.

with the City of Concord’s Parks & Recreation Department. I am aware that serious accidents and injuries occasionally occur during recreational
pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom,
and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all
claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my
participation in the Activity.
I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death,
personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees,
or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the
Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand
my signature is a legal and binding signature and will be considered original if received by fax.
