I am sure you will enjoy this special edition of the WBC Bulletin featuring the 54th Craftsmanship Awards program, “Standard of Excellence
for a New Beginning”. This year we recognized 78 outstanding award
winning entries out of an all time record 314 nominations, along with
our three Star Award winners representing the overall best of all entries. We also inducted the third class of craftsmen into the Craftsman
Hall of Fame. Over 8,600 deserving men and women have won WBC
Craftsmanship Awards over the last 54 years. This year alone, 350
craftsmen were individually recognized! Thank you to everyone who
supported this important industry event and to the 1,200 attendees who
turned out to honor our award winners at the March banquet.
A very special thank you goes to the 2010 Craftsmanship Awards Committee,
Chairman Mike Shoemaker (IBEW Local 26), Vice-Chair Allen Slaughter (Dynalectric
Company) and Board liaison Lynne Coville (Boston Properties) for putting together
another highly successful event. I would also like to extend thanks to all of the volunteers
who helped make this program a success, along with WBC staff members Steve Kenton
and Rita Reis. Thank you as well to the craftsmen, nominators, judges, award winners,
banquet attendees, sponsors and advertisers. Mike and Allen, you did a truly outstanding
job as co-emcees of the awards presentation. The WBC Craftsmanship Awards program
continues to grow in stature and the 2010 event once again raised the bar.
The Community Services Committee held the 4th annual WBC Rebuilding Together workday in Falls Church on Saturday, April 24. The outpouring of support for this
worthy initiative was once again above and beyond our expectations. The July/August
Bulletin will highlight all of the individuals and companies involved with the project and
feature some great action photos from the workday. Thanks go to all of our wonderful
volunteers, along with the Community Services Committee, Chair Anne Marie Tombros
(Vango, LLC), Vice-Chair Winona Leaman (Greenman-Pederson), and House Captain
Tim Bakos (Lessard Group).
The Hammerheads held another successful networking event at Buffalo Billiards on
April 14. This followed their February post-blizzard get together at Lucky Strike Lanes.
Coming up in May the group will be hosting an introduction to social networking
seminar for all WBC members. Hammerheads event are open to members and employees under 40 years old. Please encourage everyone in your company under 40 to get
active and to attend the next WBC event. Thank you to the Hammerheads Committee,
Chair Lisa Walker (BE&K Building Group) and Vice-Chair Mike Baruccheri (Tishman
Construction Corporation), for getting the new generation of industry leaders involved in
the association.
Please mark your calendars now for the 73rd annual WBC Golf Outing coming up
on Monday, June 14 at Lansdowne and Belmont golf clubs. We would appreciate your
consideration of the great sponsorship opportunities available for this premiere industry event. The WBC golf outing provides an excellent way to showcase your business,
entertain clients and reward employees. Sponsorship materials will be released later this
month. If you are not a player, please plan to join us for the awards reception at Lansdowne. The 2010 Golf Outing Committee is being headed up by Co-Chairs George
Domurot (Clark Construction Group) and John Hardy (Capital Lighting & Supply),
along with Board liaison John Barron (Foulger-Pratt Contracting).
I look forward to seeing you at an upcoming WBC program or event. Thank you for
your active participation and ongoing support of our great association!
Best regards,
WBC Chairman of the Board

Floyd To Lead Business
Development Efforts for
Mid-Atlantic Region (Photo)
The BE&K Building
Group, a WBC
member, welcomes
Steve Floyd as
Director of Business
Development for the
company’s Washington office in Vienna,
VA. In this role, he
Steve Floyd
will manage sales
leads while developing the existing and
new client base. With a career history spanning
more than 25 years, Floyd has an
extensive background in commercial
construction. He has in-depth experience in both project management and
field supervision, having directed construction activities for 6 million square
feet of commercial space — office and
retail buildings, tilt-up warehouses,
precast parking garages and tenant
fit-outs. Floyd comes to the BE&K Building
Group with an impressive track record
with several prominent general contractors in the Washington metropolitan
area. He was an integral part of a very
successful team that grew one local office from $5 million to over $100 million
annually in over a 15 year period. Most
recently, he ran his own business, serving as a construction management consultant to owners, contractors, architects
and engineers. Floyd earned his Bachelor of Science in Civil Engineering from the
University of Maryland. Centennial Donates Bicycles to
Children from the Boys & Girls Club
Eighteen boys and girls experienced
the thrill of receiving their first bikes
last week, thanks to a donation from
WBC member Centennial Contractors
Enterprises.
| April 2010
Industry Report
Centennial employees with some proud new bicycle owners.
The donation was part of a team
building activity during the contractor’s annual Leadership Conference,
which was held in Warrenton, VA
this year. David Sturdevant, director
of training at Centennial, organized
the activity by partnering with
Repario which facilitates experiential learning seminars. The activity
was tied to the Conference’s theme:
“What Matters Most.”
Ninety of Centennial’s managers and directors split into 18 teams
and were then given 25 minutes to
assemble a bicycle. Unsure if this was
a competition for speed, accuracy or
problem solving, the teams quickly
got down to the business of building
the bicycles.
Minutes into the work, facilitators
informed the teams that the bicycles
were a donation to the local Warrenton
Boys & Girls Club and read letters from
a few of the children on what a bike
would mean to them. Most of these
children had never owned their own
bicycle. With this knowledge, the teams
quickly switched their mindsets, slowing
their pace and checking for accuracy.
After completely building the bicycles, the teams were hit with another
surprise; the boys and girls receiving
the bikes were actually in the building, ready to receive their new bikes.
The kids streamed into the room abuzz
with excitement. The kids examined
their new bikes and talked with their
Centennial teams. Centennial managers were hit with the moment, shedding a few tears of joy and beaming
with excitement for providing such a
memorable moment.

2010 Craftsmanship Awards
2010 Annual WBC
Craftsmanship Awards
Local Building Industry Gathers to
Recognize the Area’s Top Craftsmen
M
ore than 1,200 individuals from the DC area’s building industry gathered to honor the area’s most
talented craftsmen and women at the Washington
Building Congress’ Annual Craftsmanship Awards Banquet at
the Marriott Wardman Park Hotel on March 26, 2010.
“The first WBC Craftsmanship Awards Committee
organized the inaugural awards program in the 1950’s. Seven
craftsmen were awarded certificates for their work on the
10-story Editors Building on H Street, NW,” said Jonathan
Kurtis, WBC’s Chairman of the Board, giving the crowd some
historical perspective to the evening’s events. “The Craftsmanship Awards has grown to be one of the most prestigious events
in our industry. As the awards program has elevated in prestige, the recognition of quality craftsmanship has continued to
elevate in importance.”
Each year up to five deserving craftsmen may be nominated by the WBC Craftsmanship Awards Committee and
approved by the WBC Board of Directors to be inducted in the
Craftsmen Hall of Fame. Selection of inductees is based on the
number of awards an individual has received, the individual’s
time in industry, and other special factors that may be relevant.
The night’s 2010 Hall of Fame inductees were:
• Robert B. Bodmer
• Albert “Buddy” McDowell, Jr.
• Ralph Eugene Pearson
• Kenneth Spohn
• Bill Suhrhoff
“These individuals have proven over the course of their careers
to be shining examples of what it takes to succeed in our industry,”
said Craftsmanship Awards Chairman Mike Shoemaker.
The Craftsmanship Awards Call for Entries went out to
the entire membership and other related industry groups last
September. WBC received a record 314 nominations in 10 trade
4
categories from sitework to finishes. With the participation
and support of 178 judges, teams of evaluators went out in early
January to evaluate all of the nominated projects. The evaluations were compiled, results tallied, and 78 winning entries were
identified based upon the judges scoring. (A complete listing of
the winning projects follows, and a complete list with project
descriptions is available online at www.wbcnet.org.)
Very few companies had winning craftsmen on more than
one or two projects, however craftsmen from J.E. Richards, Inc.
were awarded for four projects; and those from Pierce Associates,
Inc., David Allen Company and Mona Electric Group, Inc. were
each awarded for three projects. Clark Construction Group, LLC
was general contractor on 19 projects (including four as a Joint
Venture partner with Balfour Beatty Construction); The WhitingTurner Contracting Company was general contractor on nine
projects; Balfour Beatty Company was general contractor on nine
projects (including four as a Joint Venture partner with The Clark
Construction Group, Inc.); and James G. Davis Construction
Corporation was general contractor on eight projects.
Following selection of the Craftsmanship Award winners,
a separate panel of Star Award judges representing different
perspectives and disciplines within our industry was selected
to independently evaluate the Star Award nominees. Eight
outstanding entries were also recommended for Star Awards
this year. From these, the Star Award winners for Visual
Excellence, Technical Excellence and Excellence in the Face of
Adversity were selected.
This year, the Star Award for Visual Excellence was
awarded to the team of Tony Barbery, Joel Cabanban, Wayne
Libby, Roger Parker, Mike Pullen, and Wade Sampsell with
Gaithersburg Cabinetry and Millwork for their outstanding
Architectural Millwork at The Jefferson Hotel Renovation &
Revitalization project.
Joe Dugan, Joseph Lajoie, Eric Neville, Nick Noonan,
and Russel Way, with Freestate Electrical Construction
Company were honored with the Excellence in the Face of
Adversity Star Award for their Power Generation, Distribution
and Switchgear work at the National Institutes of Health: CIT
Building No. 12 Infrastructure Upgrade–Phase 1.
Finally, the Star Award for Technical Excellence was presented to John Butler, Doug DeGraw, and Ric Roberts, with Icon
EBS, and Dean Beane, Nathan Bergen and Michael Marshall
with Structurecraft Builders for their Curtain Walls work at the
Arena Stage at the Mead Center for American Theater.

WBC Craftsmanship Award
Judging Experiences
My experience being a first time as craftsmanship award judge far exceeded my
expectations. As a project manager working in the commercial switchgear department,
my contribution to a project is only a small piece of the completed puzzle. I see the
concept of the equipment mapped out riser diagrams and flip through factory drawings
as I submit the equipment for approval. As a judge I had the opportunity to see this
equipment in its intended installed working state. More importantly, I was able to
actually appreciate the elaborate technical installation that these Electrical Craftsmen
were able to accomplish.
An additional benefit of the day was the opportunity to cruise around town with a group
of really well-respected and experienced electrical tradesmen. My group consisted of
Larry Clark, Freestate Electric, Fred Marl, Dynalectric, and Jim Polk, Singleton Electric.
We visited seven different jobsites and our judging categories ranged from Power
Generation, Distribution, and Switchgear to Lighting Systems. As we toured the different
electrical rooms my colleagues, who have lived the experience and participated in the
coordination and installation on similar projects throughout their careers, mentored
me through each site. Explaining the meticulous pipe and wire schematics, installation
intricacies and challenges one would face; down to measuring pipe and arranging the
couplings just right so that they would all align perfectly, as would every screw. I was
able to bounce questions and ideas off these gentlemen, which ultimately enabled me to
leave the experience truly respecting and appreciating the passion of those tradesmen
who accept nothing less than exceptional quality.
—Sarah Slaughter
Capital Lighting & Supply
In my second year participating in judging for the WBC Craftsmanship Awards, it
was just as much of a learning experience as the previous year, if not more. My team
and I ventured to DC to judge the craftsmanship of seven different projects’ doors
and windows. We examined the quality and complexity of everything from whole
building curtain walls to small-scale storefronts—all while sharing our knowledge
of constructability standards, techniques, and design as well as our own experiences
working with craftsman.
The industry knowledge one gains during this day is unique; colleagues come together
from competing firms to discuss craftsmanship techniques and come away having
learned or taught something new. The day is not only filled with learning experiences,
but also of camaraderie. Having spent a full day sharing in this unparalleled
experience—admiring some of the best craftsmanship in the region before many even
know the building exists—provides a lasting experience to share with your teammates
for a lifetime. At the end of the day, business cards are exchanged and new industry
friends are made.

Old Dominion University’s Community Development Corporation (ODU
CDC) broke ground in March on Hine/
Turner JV’s housing development that
will help revitalize the Lambert’s Point
neighborhood adjacent to the ODU
campus and at the same time offer affordable housing to young families.
The 51-unit townhouse complex,
called 43rd Street Norfolk, features
owner-occupied units for sale at prices
that workforce families—in particular
teachers—can afford. The development is intended to appeal primarily
to Norfolk Public Schools teachers, so
that they can live in an area close to
their jobs, and it also is being marketed
to other key members of the workforce,
such as police officers, medical professionals and ODU employees.
Grunley Construction Company,
Inc. announced that the U.S. General
Services Administration’s (GSA) MidAtlantic Region, headquartered in
Philadelphia, PA, awarded the firm a
$23.8 million contract to renovate the
exterior of the U.S. Custom House. The
U.S. Custom House occupies an entire
city block in the heart of Philadelphia’s
Historic District. Portions of the interior were renovated in the early 1990s.
The 17-story facility houses numerous
federal agencies, including the U.S.
Customs Service, U.S. Department of
Homeland Security, and U.S. Food &
Drug Administration. All work will be
performed while the facility remains
occupied. Funding for the project was
provided through the American Reinvestment and Recovery Act of 2009.
